BREAKING THE BEGGING CYCLE
on begging within the state. While poverty is a primary driver of begging and can sometimes lead to other criminal activities, Goa is one of India’s wealthiest states. Local poverty rates are relatively low, yet begging continues to rise—largely due to an influx of migrants from neighboring states who perceive Goa as fertile ground for begging. Addressing this issue requires collective awareness and action, ensuring that Goa remains a welcoming and harmonious place for residents and tourists alike.
Begging remains a widespread issue in our tiny beautiful state of Goa, despite laws prohibiting it. Walk through the city, markets and public places and you’ll find hundreds of beggars, often without any concern for legal repercussions. Most troubling is the exploitation of children, even n e w b o r n s , u s e d t o e v o k e sympathy and increase earnings. In a global tourist destination like Goa, where visitors arrive from all over the world, the rising number of beggars is becoming more apparent at popular tourist spots. This growing presence has begun to detract from the experience, as tourists encounter frequent interruptions that can lead to discomfort and, at times, even harassment The need for proactive measures to address the rise of begging in Goa’s tourist areas is becoming ever more essential, both for the dignity of the individuals involved and the preservation of the region’s appeal.
Begging, which has evolved into a highly profitable operation run by organized groups, was once a major issue in cities like Mumbai and Pune. However, in recent years, it has increasingly spread to Goa. Today, beggars are a common sight at signal points across the state, particularly in densely populated areas like Panaji, Mapusa, and Margao Rather than pleading, many now demand money outright, and t h e r e a r e i n c i d e n t s o f c o n f r o n t a t i o n w h e n t h e i r demands aren’t met.
This editorial isn’t intended to foster animosity but rather to raise awareness among citizens, encouraging them to reconsider giving to beggars. By providing money, we unintentionally perpetuate this cycle, as financial handouts often deter individuals from seeking sustainable ways to earn a living. This, in turn, fuels a growing culture of dependency
On a more hopeful note, there are n u m e r o u s N G O s a n d organizations dedicated to the rehabilitation of migrants and underprivileged individuals lacking basic necessities like food, shelter, and education. In this issue, our cover story highlights the inspiring journey of one such individual who has devoted his life to the welfare of u n d e r p r i v i l e g e d c h i l d r e n , empowering them with education and helping them achieve selfreliance. Through his efforts, hundreds of street children have been rehabilitated and equipped to stand on their own; some have even gone on to build thriving multimillion-dollar businesses.
The proverb “Give a man a fish, and you feed him for a day; teach a man to fish, and you feed him for a lifetime” perfectly encapsulates this approach. GOA CM ORDERS BOOZE TESTS AT BORDERS AMID RISE IN DRUNK DRIVING CASES
In light of a recent spike in alcohol-related road accidents, Goa's Chief Minister Pramod Sawant has implemented new measures, mandating alcometer testing for drivers at state borders. Announcing this at the 13th Road Safety Week, Sawant outlined the growing urgency to address road safety, especially in Goa, where 80% of accidents are
attributed to drunk driving. Sawant instructed the Regional Transport Office (RTO) to conduct alcometer checks at border c h e c k p o i n t s t o p r e v e n t intoxicated drivers from entering the state. “If a driver is found i n t o x i c a t e d , t h e y w i l l b e immediately replaced,” he stated, underscoring the importance of reducing the state's road
fatalities Highlighting a tragic recent incident where a drunk driver caused multiple casualties, Sawant urged, “People should enjoy their drinks at home.”
With 40 to 50 accidents reported daily in Goa, including an average of one fatality, Sawant expressed concerns over the rising toll despite a slight drop in accident frequency. While accidents have decreased, fatalities rose from 250 to 252 this year.
Beyond enforcement, Sawant e m p h a s i z e d a s h a r e d responsibility in maintaining road safety. He addressed the dangers posed by mobile phone use and reckless driving on motorcycles, particularly high-performance models. Sawant also announced a new initiative involving schoolchildren to brainstorm road safety improvements, aiming to reduce accident rates further. The government remains focused on ensuring tourists' safety, with r e c e n t r e f o r m s t o p u b l i c
transportation. The state has also observed a 193% rise in drunk driving cases, attributed to stricter enforcement measures
Daily monitoring has led to 3,790 cases being recorded from January to September, up from 1,293 the previous year.
The Chief Minister's stance reflects a broader goal to build a culture of road safety in Goa, emphasizing that collective action is necessary to protect both locals and visitors on the state's roads.

4. Parking Challenges and Lack of Truck Terminus: The absence of proper truck terminus, especially along the Airport to Titan Road, leads to unsafe roadside parking by heavy vehicles The GCCI

5. Parking of Rent-a-Car/Bikes in Public Spaces: Rent-a-Car and bike rentals occupy public parking spaces for extended periods, inconveniencing the general public. The Collector confirmed that action has been initiated, including deploying flying squads to monitor this situation.
6 Road Safety Measures for Tourist Rentals: Tourists often rent vehicles with minimal driving experience, posing safety risks when making sudden turns while navigating. The GCCI proposed a minimum driving experience requirement for rentals and enhanced, more visible signage across South Goa. The meeting underscored the need for collaborative efforts to e n s u r e t h e s a f e t y a n d convenience of South Goa's road users.

In our society, the gap between the upper and lower classes has been widening for ages. There is no upper limit to wealth, yet poverty is at its worst. Scenes of people without food or shelter, begging on every corner, are all too common. When you see a child begging on the street, handing over a dime might ease your conscience, but does it help? These children need more than spare change—love, support, and education. Here, I want to share the inspiring story of a man who provided all these and more, helping hundreds of thousands of underprivileged kids escape the cycle of poverty through education and empowerment.

I've known Matthew Kurian for many years, having first met him during a visit to the El Shaddai Charitable Trust in Assagao. This encounter changed my perspective on street children entirely. I had always seen them begging in shabby clothes, in the most unhygienic conditions But at El Shaddai, they were just like any other children in society well-dressed, wellmannered, and, most importantly, welleducated. Witnessing this transformation was astonishing, but it didn't happen overnight. It took years of hard work, dedication, and relentless effort Rescuing children from the streets and providing them with food, shelter, and
education is no simple task This remarkable journey compelled me to delve deeper and document the story of Matthew Kurian.
I have always loved penning down the most inspiring stories of people from various walks of life. The story of Matthew Kurian inspired me so deeply that I felt compelled to document it, hoping it would help and inspire others as well. Matthew had always dreamt of becoming a priest. As a child, he faithfully attended church every Sunday, never missing a service. "By the time I reached the 10th standard, I began losing faith in both God and the church. It felt more like a money-
making business," he shared Having served as an altar boy for almost seven years, Matthew even considered joining the seminary. "My idea of priesthood was centred on helping people and living a life of simplicity," he explained He was deeply inspired by his cousin, who had become a priest and gifted him the biography of St. Francis of Assisi. Born into an affluent family, Francis renounced everything to serve society in the name of God, a story that resonated with Matthew. "That book ignited my desire to follow a similar path," he recalled However, as circumstances evolved, he eventually chose a different direction in life.
Matthew made the drastic decision to leave his family and hometown, embarking on an uncertain journey with no clear destination in mind. He moved to Kochi, seeking both anonymity and escape. "I started smoking weed and dabbled in a bit of wildlife," he admitted, reflecting on the path he took. But his real motive for leaving was far darker "I wanted to end my life My dream of becoming a priest had been shattered, and I felt lost—no goals, no vision. I didn’t want to bring shame to my family, especially with three unmarried sisters, so I left for a big city where no one knew me."
In Kochi, Matthew bought a bottle of whiskey and poison, checking into a hotel with the intent of carrying out his plan. "I mixed the poison with the whiskey, tied a cloth around my mouth to stop myself from vomiting, and lay down, waiting for death," he recalled. But fate had other plans. "The next day, I woke up in the same room, alive, surrounded by the stench of vomit mixed with poison and whiskey."
Realising that his body's defence mechanism had saved him, Matthew knew he had to flee the hotel before the incident could be reported to the police. For nearly a month, his body rejected food, making it impossible to eat without vomiting. "I kept trying to end my life," he revealed. "Once, I tried hanging myself. Another time, I lay down on a railway track. But each time, I failed. Finally, I decided to live."
With nowhere to go, Matthew often found himself sleeping in bus shelters. "One morning, after waking up at around 8 a.m.
in a bus shelter, still hungover from the previous night, I noticed the world moving around me. People were waiting for the bus, cars and bikes were zooming by, all with a destination. And there I was, with no direction, no destination," he recalled. That moment hit him hard. "I asked myself, 'What’s wrong with you?' Everyone had somewhere to go, and I had nowhere. I knew I wasn’t dying, so I had to live and find a way to survive."
Determined to turn his life around, Matthew cleaned himself up, washed his only set of clothes, and set out to find a job. After some searching, he landed his first job in a small restaurant in Kochi, tasked with cleaning tables. "It was my first job, but I wasn't prepared for the reality of it. Whenever someone called, ‘Hey boy, clean this table,’ I’d get upset. I wasn’t used to it, and I ended up fighting with customers," he admitted. Eventually, the owner moved him to the kitchen, but the conditions were unbearable hot, filthy, and overwhelming. It pushed him to search for something better.
That's when his aspirations took a bold turn. Matthew set his sights on working at the prestigious Taj Malabar Resort & Spa, Kochi. "I had no connections or resources to get in, and the security guards wouldn’t even let me enter. So, I took a cab and
boldly walked into the lobby, acting as though I belonged," he said with a smile. "I ordered a coffee in their restaurant, and as I sat there observing, I noticed how the staff dressed—black trousers, white shirts, ties. It was an eye-opener for me."
Inspired, he bought a similar outfit—a pair of black trousers, a white shirt, a tie, and even a black briefcase and began attending job interviews Though he faced several rejections, his persistence paid off when a manager at the Abad Plaza Hotel offered him a chance. "He asked if I was willing to work hard, and I accepted the offer to work in the banquet department. That opportunity changed everything."
Determined to succeed, Matthew went back to complete his higher secondary education and later pursued a Hotel Management course in Kochi. "I’d attend college from 8 a.m. to 1 p.m., then rush to work from 3 p.m. to 11 p.m. I had no time for myself, but I never looked back," he said. His perseverance paid off, and soon he secured a management position at another hotel a turning point that marked the beginning of a new chapter in his life.
Matthew had always been known as a tough guy, even from a young age. People would often turn to him to help fix their
problems. But after he secured a management position at a prestigious hotel, his life took on a different colour. "It was a busy and exciting time," he recalled. "I would party every night, and I built a strong network of connections. On the outside, it looked like I had everything together, but inside, I felt empty." Despite his success, Matthew found no real fulfilment. He smoked weed daily but still struggled to find meaning in his life. That’s when he crossed paths with a friend who invited him to a Christian camp. Sceptical but curious, Matthew agreed to attend. "I had no faith in these things, but I decided to listen. The speaker was a Goan priest named Gino Rodrigues. I sat there with sarcasm, thinking it wasn’t for me, but at the end of his sermon, he said something that stuck with me—'Jesus can change your life.' It made me pause. What if it was true?" Intrigued by the idea, Matthew thought about the many people who claimed that faith had changed their lives. "I prayed, asking Jesus to touch my life if He was real. And from that moment, everything changed for me. It was divine—like an awakening."
Matthew’s life took a complete turn. "My priorities had always been women, drugs, power, and money. I didn’t know what I was living for," he said. But after that day,
he started to let go of his destructive habits. "I quit smoking weed, drinking, and fighting. I stopped chasing after things driven by greed." He bought a Bible and immersed himself in its teachings, soon dedicating himself to helping others overcome addiction. "I began assisting people in breaking free from alcohol and drug dependency, and it gave me a sense of purpose."
Though Matthew felt a renewed desire to become a priest, he realized the traditional path wasn’t for him. "I thought about joining the seminary, but I knew I couldn’t adhere to the strict norms of the Catholic Church. Priests can’t marry or have a family, and that wasn’t something I was willing to give up." Instead, Matthew chose to join the Protestant Church, where he found more flexibility. "I went to a Protestant college, earned a degree in Theology, and ultimately decided to move to Goa to continue my journey."
According to Matthew, his move to Goa was driven by a deep sense of purpose—to help those struggling with drug addiction and alcoholism. "Goa was infamous for drugs and alcohol back in 1993 when I first arrived," he shared. He quickly immersed himself in working with addicts, visiting North Goa's nightclubs, and offering a helping hand to those in need. "I would bring people back to my place, rehabilitate them," he explained. It was during one of these efforts that Matthew encountered a migrant slum dweller, a meeting that altered his life's trajectory. "The slum dwellers were ill treated back then. When I visited their communities, I saw the harsh reality they faced, and I knew I had to do something to change their lives," he said.
Matthew began educating the slum residents about health, hygiene, and family planning. He also organized medical camps and encouraged parents to send their children to school. His efforts culminated in the creation of the first slum school in Karaswada, near Mapusa. "It was the beginning of my journey with ElShaddai," he said, referring to the charitable organization he later founded. To get the school started, Matthew hired two young women, paying them 500 each to teach the children in the slums. "People began to take notice of my work,
and soon, donations started flowing in to support the school."
Despite the growing support, Matthew lived a humble life. "I lived in a small tworoom house with no bed or mattress, just a kerosene stove and a couple of utensils. My only focus was to reach out to the people who needed help," he recalled. His days were spent finding those in need, often eating just one meal as he dedicated himself to his mission. "I would even bring people home, feed them, and on some occasions, they would rob me of the little I had. But I never regretted it," he said.
Eventually, Matthew’s personal life evolved—he married Julia and moved into a more stable home. But his dedication to helping others remained unchanged. "I continued bringing people home, feeding them," he said. However, things took a turn when some individuals began to take advantage of his kindness. "For the safety of my family, I had to stop helping the addicts and alcoholics in such a personal way, " he reflected Nonetheless, his commitment to serving those in need, particularly through education and rehabilitation, remains at the core of his life’s work.
Matthew shifted all his focus toward improving the lives of slum dwellers, particularly their children, by providing access to education and promoting a hygienic lifestyle “When I saw the conditions these migrant families lived in, it completely shook me. I knew I had to help them in any way I could,” he recalled. The birth of El-Shaddai Charitable Trust marked the beginning of his dedicated journey to transforming lives. “None of the children from these migrant families were attending school when I first started Today, hundreds of students across various locations in Goa and beyond are receiving education through the schools we’ve established.”
Matthew’s efforts didn’t just stop at providing basic education Over time, many of the children educated through El-Shaddai have gone on to accomplish remarkable things. "Some have pursued higher studies, while others have started their businesses and are doing exceptionally well. It fills me with pride and joy to witness their progress and
achievements,” he said For Matthew, seeing the success stories of these young people underscores the impact of his work, proving that education can be a powerful tool in breaking the cycle of poverty and giving people a chance at a brighter future.
Matthew is now on a mission to make Goa a beggar-free state. “I will be raising this issue in the assembly with the support of an MLA to transform our beautiful state into a beggar-free zone I believe everyone should have access to necessities like food, shelter, and education, and no one should have to sleep on the streets,” he explained. In line with his vision, the El-Shaddai School operates on the principle of "Learn at Your Own Pace," offering an unconventional approach to education with no age limits or grading systems. However, by the age of 15, students are expected to complete their matriculation. "At El Shaddai, we emphasize language, mathematics, and some science, but our primary focus is on personality development. I want these kids to be 'street smart,'" he added.
Matthew also promotes entrepreneurship among the students of El Shaddai, encouraging them to build their businesses instead of relying on traditional employment. “In my opinion, learning a skill is more crucial than basic school education alone Skills enable them to start their ventures. For instance, one of our students who grew up in El Shaddai now runs a successful event management business worth hundreds of crores. She owns luxury cars and a big house—everything she once dreamt of. I encourage young people to take the initiative. Most billionaires are self-made, driven by their desperation to succeed.”
Looking to the future of El Shaddai, Matthew is working on cultivating the next generation of leadership. “I want this organization to continue serving underprivileged communities, and I’m focusing on developing future leaders who can take it forward. My goal is to pass the torch to someone capable of elevating El Shaddai to the next level, ensuring that this movement lives on beyond my time.”

Super Specialty Block at Goa Medical College
Following the COVID-19 pandemic, outpatient departments (OPDs) for specialities like urology, nephrology, neurosurgery, cardiology, endocrinology, paediatrics, and plastic surgery were relocated to a new super speciality block at Goa Medical College (GMC). This initiative aims to expand the availability of services by introducing new and advanced departments, ensuring comprehensive super speciality healthcare.
The efficient operation of the super speciality block has improved the neurosurgery department's capacity, alleviating bed shortages caused by increased accident cases. The space freed in the original GMC building has
also relieved similar pressures in the gynaecology and obstetrics departments. This block ensures that super speciality treatment receives essential attention while also catering to general patients in need.
250-Bedded Hospital in Dhargal
The AYUSH hospital at Dhargal serves not only as a healthcare facility but also as an educational hub. Located in a relatively small village, this hospital addresses the
need for accessible modern healthcare. Notably, it reserves 50 per cent of its seats for Goan students across UG, PG, and PhD programs.
As a tertiary hospital aligned with Goa Medical College, it is equipped with highgrade facilities, including CT scans and sonography. Inaugurated last year, this modern establishment is an extension of the All India Institute of Ayurveda, New Delhi, opening new avenues for
healthcare and academic development in the state.
South Goa District Hospital
Previously, residents of South Goa often travelled to Bambolim for emergencies, but the establishment of Hospicio, the South Goa District Hospital, has significantly improved convenience. This hospital offers emergency services, diagnostic and para-clinical services, consultancies, and various surgical departments.
Recently, a nine-bed intensive care unit (ICU) has become operational again, staffed by qualified personnel on a contract basis. Health Minister Vishwajit Rane stated, “Managed by highly-trained specialists and equipped with state-ofthe-art facilities, this ICU will serve the critical care needs of six talukas, covering a p o p u l a t i o n o f 6 . 9 l a k h . ” T h i s development meets a long-standing need in southern Goa, ensuring adequate healthcare facilities are accessible. 201 Ayushman Bharat Health and Wellness Centres
Goa is home to over 201 Ayushman Bharat Health and Wellness Centres (AB-HWCs). Union Health Minister Mansukh Mandaviya in 2023 visited several of these centres, highlighting the impressive facilities available. The AB-HWCs are equipped with essential primary care services and screening for non-communicable diseases.
These healthcare facilities represent the state's efforts toward establishing a d i g i t a l h e a l t h c a r e l a n d s c a p e . Teleconsultation services ensure that even the most remote areas are connected, providing citizens access to essential services. The AB-HWCs offer a wide range of services, including the generation of Ayushman Bharat Health Accounts ( A B H A ) , i n t e g
physiotherapy, pharmacy, and laboratory services through E-Sushrut.
FREE Healthcare Through Ayushman Bharat PM-JAY
One of the most significant healthcare initiatives in Goa is the free services provided through the Ayushman Bharat scheme. This scheme offers free and cashless healthcare services of up to Rs. 5
lakhs per family per year, regardless of family size. It aims to cover over 10.74 crore poor and vulnerable families, making it one of the largest assurance schemes globally. Health Minister Rane has encouraged citizens to create their Ayushman Bharat Health Account (ABHA) ID, providing them with hassle-free access to healthcare services. Krupa, originally from a business family in Baroda, is now married to Tanmay Kholkar, a prominent businessman and real estate developer from Panaji. Like her husband, Krupa grew up with an entrepreneurial spirit, which seems to run in her veins. Her father, a first-generation businessman, instilled in her a natural inclination toward business, and her mother, a commercial artist, nurtured her creative side. This perfect blend of business acumen and artistic flair laid the foundation for her future endeavors.
After completing her commerce degree from MSU, Baroda (The Maharaja Sayajirao University of Baroda), Krupa ventured into entrepreneurship, combining her creative passion with her business sense by starting a candlemaking enterprise. What began as a hobby during her school and college years has blossomed into a successful full-time business Now, nearly two decades into her marriage, Krupa has firmly established her candle-making business in Goa, merging her natural talents and family legacy into a thriving venture.
Krupa’s journey into candle making began as an unintentional hobby. Reflecting on how it all started, she shared, “I’ve always loved the art of candle making. Back then, I used to recycle used candles from home, melting them down and reshaping them into stylish, decorative pieces. I didn’t have professional molds, so I’d use w h a t e v e r I f o u n d i n t h e kitchen—small utensils of different
shapes and sizes—to pour the melted wax into. It was simple and creative.”
The wax she repurposed came from white candle sticks her family bought to use during frequent power outages. “In Gujarat, power cuts were common in those days, so the candles I made were always put to good use at home. My parents were delighted that my handmade candles, which had become quite fancy over time, were both functional and beautiful.”
As her passion grew, a friend joined her, and together they decided to take their candlemaking venture to a commercial level. “We started making plans to sell our candles at exhibitions, but the biggest challenge was funding. I approached my dad and asked him for a loan of five thousand rupees to get started. To my delight, he agreed.”
Her father’s loan came with a small interest rate, a lesson in responsibility. “He told me that lending the money with interest would give me a better sense of accountability and help me understand the value of investing wisely,” she explained. During a visit to her grandmother’s house in Mumbai, where her mother grew up, Krupa seized the opportunity to take a candlemaking course. “I explored Crawford Market in Mumbai to source the raw materials I needed, using the funds my father provided. That was the start of my journey into transforming a hobby into a business.”
After spending 10% of her initial funding on a candle-making course in Mumbai, Krupa returned to Gujarat ready to turn her newfound skills into a business. “When I came back, I taught my friend what I had learned, and we started by participating in an exhibition, inviting our friends and family to support our new venture. At that time, candles were mainly used during power cuts, and the concept of fancy or scented candles wasn’t popular at all,” she recalled. “Selling our candles was a challenge because we had to educate people on the beauty and value of decorative, scented candles."
To stand out, Krupa and her friend decided to get creative, launching floating candles during the Diwali festival. “It was a huge success. We hit the bull’s eye with our first big venture,” she said, smiling. They managed to sell out their entire stock, turning a quick profit and establishing their small company. “We really made the most of the first-mover advantage, with tremendous help from friends and family.” Krupa also utilized an art gallery owned by her father’s friend, displaying her candles on a profit-sharing basis. Over the next two years, they participated in multiple exhibitions, building a reputation for their unique products. By the time Krupa graduated, her candle business was thriving. However, her life soon
took a turn when she got married and moved to Goa within six months.
The move to Goa brought new changes. “My husband, Tanmay, was already running a successful real estate development business and had taken on an Airtel franchise in the city. He asked me to oversee the Airtel operations, but everything was running smoothly with the staff managing sales and customer service, so I had time to explore other interests,” Krupa explained. She started helping Tanmay with his business, taking charge of the HR department. But amidst her busy schedule, her passion for candle-making resurfaced “We had converted Tanmay’s three-bedroom apartment in Panaji into an office, and whenever I found time, I’d use the pantry area to make candles. It became a way for me to reconnect with my creative side while balancing my professional responsibilities." Krupa recalls that, even in a place like Goa, candles were not seen as essential products back then and were primarily used during power cuts or religious ceremonies. “The candles we made were designed for an upscale market, and the only way I could promote them was through networking,” she explained. One of her key platforms for this was the Rotary Club of Panaji. “They had a women empowerment cell that supported my candle business, helping me build valuable contacts. I also pledged to donate a portion of the profits to charity, which resonated with the community.”
However, building the right marketplace and sourcing raw materials in Goa was not easy. “It took a lot of time and effort to establish the business here, but the support I received from local networks made all the difference,” she added, reflecting on the perseverance it took to turn her passion into a sustainable business in her new home.
Like many women entrepreneurs, Krupa had to take a long break from her business when family responsibilities called. “I took a nineyear hiatus until my kids were old enough to take care of themselves,” she shared. “I have two children, and alongside helping my husband with his business, I had to step back from candle making. Working with wax can take a toll on your body, and during my pregnancy, I was advised to avoid it. But once my kids were independent and Tanmay’s business was running smoothly, I told him I wanted to return to my passion, and he gladly supported me.”
Krupa restarted her candle-making journey from home, gradually expanding her operations. “Half of my house turned into a storage space for raw materials,” she laughed. Eventually, she relocated her growing business to Tanmay’s ancestral home in Ribandar,
transforming it into a full-fledged workshop. By this time, she had already established her brand and began supplying her candles to lifestyle stores across Goa. "I source unique fragrances from the U.S., where many of my family members live. They send me the scents, or bring them along when visiting India, which sets my candles apart from others in the market."
Krupa’s brand carries a distinctive logo and message: “Made with Love from Goa.” She explained the thought behind it: “I wanted tourists and visitors to Goa to take a piece of the state with them, as a souvenir to their cities and countries ” Today, social media has become a powerful tool for her to promote her line of scented candles, which are available at v a r i o u s l o
G o a Additionally, she makes candles for clients who purchase them and resell them under their own branding. "Social media has been a blessing for businesses like mine, and it's helped me expand my reach," she added.
Krupa is now planning to take her candle business to the next level by opening her own retail outlet, where she will showcase her full range of candles. “Gifting is one of our biggest markets, especially during weddings in Goa, where scented candles are popular as giveaways,” she shared. In addition to the physical store, Krupa is also exploring the online market. “It’s challenging, but I’m learning to navigate it Currently, I use Instagram as my primary platform for online sales, and I’ve recently added WhatsApp Business to the mix.”
Her product line now boasts over fifty unique fragrances, distinct from what’s typically available in the market “I’m always experimenting with new types of candles to stay ahead in the marketplace,” Krupa said. Sustainability is also a key aspect of her business. She uses eco-friendly packaging, aligning her products with the values of the upscale segment. “I focus on making my candles both sustainable and affordable,” she explained. “While the cost of raw materials fluctuates, I try to keep my prices reasonable, only making slight adjustments to cover production costs.”
With the increasing demand for candles in gifting, birthdays, and baby showers, Krupa is confident in the growth of the market. “The demand is continuously rising, and I believe the future of candle making is bright,” she concluded.

i n g “ I n Canacona, I was a big fish in a small pond. In Margao, I felt lost,” he recalls, reflecting on how the transition affected his academic performance This sense of alienation contributed to a drop in his grades, leading him to return to Canacona to finish his schooling.
After completing his secondary education, Ankur pursued a degree in Pharmaceutical Science Yet, he confesses, “Looking back, it was one of the worst decisions of my life.” His true passion lay elsewhere As he grappled with the complexities of his studies, Ankur faced an even more significant challenge his vision began to deteriorate.
Diagnosed with retinitis pigmentosa at a young age, Ankur's condition escalated during his college years, leaving him struggling to read the board and engage with his studies. Despite consulting numerous doctors, the prognosis remained bleak: his condition was deemed incurable. “I lost confidence and felt like I was just trying to get through each day,” he admits.
Turning Point: Embracing Technology
In the midst of despair, Ankur discovered a lifeline in technology. The installation of a screen reader on his devices transformed his daily life. “With technology, I started to see a way forward,” he says. It was during this period that he learned about Kartik Sawhney - the first blind person in India to pursue science in class XI and beyond. Inspired by Kartik Sawhney’s journey, Ankur took a brave step he r e a p p e a r e d f o r h i s t w e l f t h - g r a d e mathematics and computer science exams since he did not opt for these subjects the first time around. This determination paved the way for his enrollment in Parvatibai Chowgule College for a degree in Computer Science. Securing admission was not without its
challenges. Ankur recalls the bureaucratic hurdles h e f a c e d , b u t h i s persistence paid off “I don't give up easily. I kept visiting officials until I was finally accepted,” he states proudly. Under the guidance of his mentor,

Entrepreneurial Spirit and Achievements
After earning his Master’s degree, Ankur faced the daunting world of job interviews “I realized I wanted to be on the other s i d e , c o n d u c t i n g interviews rather than sitting for them,” he reflects This realization led to the inception of AnklyticX, a data analytics
a n d m a n a g e m e n t consulting firm, founded by Ankur and a group of friends in 2019.
However, the journey was not smooth. The COVID-19 pandemic posed significant challenges, including the departure of partners and financial strains. Yet, Ankur’s tenacity shone through “I had to decide whether to give up or push forward,” he recalls. Choosing resilience, he embraced an opportunity that arose through Kartik Sawhney, who had become a close friend by that time, and Ankur eventually landing a project with the United Nations. This pivotal moment solidified AnklyticX's place in the market.
Today, Ankur's company has flourished, leading him to earn well-deserved accolades such as the Best Disabled Employer Award in 2022. Ankur attributes his success to his unique perspective: “My disability shaped my path. Without it, I might have settled for a conventional life of the ‘middle-class dream’ instead of pursuing my dreams.”
Advocacy and Empowerment
Beyond his entrepreneurial achievements, Ankur is a passionate activist for disability rights He shares his story through public speaking engagements, including a recent TEDx Talk titled From Darkness to Light
“Speaking comes naturally to me,” he notes, emphasizing the importance of sharing his journey to inspire others. Ankur’s mission is to change perceptions about disability, urging society to see the abilities of each individual. “If you remove the ‘dis’ from disability, what remains is ‘ability,’” he asserts.

I’m a living example of that,” he states. All he asks for is “don't treat a person with disabilities as a burden onto society, everyone might look at us as a liability, but we are in fact the opposite.”

Many individuals dedicate their lives to their work, but only a few truly commit to honing their passions Dr Sapna Naik, an inspirational Bharatanatyam lecturer, is one such individual who has devoted her life to her passion for dance. As a little girl living in Vasco-da-Gama, Dr. Sapna was introduced to the world of dance at an early age and was encouraged by her aunt t o t a k e p a r t i n c u l t u r a l competitions, where she often conquered first prize, this continued until she completed her tenth grade. During one such event, Dr. Sapna’s talent caught the eye of a well-known musician, who suggested her father enroll her in formal classical dance training.
This is when Dr. Sapna’s journey in dance education truly began in 1991. She explains that from the moment she started her classes, she has never looked back. She recalls having immense support from every family member Alongside her dedication to Bharatanatyam, Dr Sapna continued pursuing her formal e d u c a t i o n , s t r u g g l i n g y e t balancing both equally. She even received a scholarship in the field o f d a n c e , w h i c h f u r t h e r encouraged her to pursue her Master’s in Performing Arts from Bangalore University. Even away from home, the spirit of dance was deeply instilled in Dr. Sapna; she dedicated her weekends to the training of Abhinaya with Smt. Sumana Nagesh in Bangalore. For most individuals, a master’s degree would be a sufficient
qualification in the art of dancing; however, Dr Sapna is no ordinary individual She believed in proving her prowess not just through performances on stage but also through academics. In 2017, she cleared the National Eligibility Test (NET) Examination, and in 2023, she attained a Doctorate of Philosophy in Performing Arts (Dance), becoming the first person from Goa to possess such high qualifications in the field of dance.

S a p n a e x p l a i n s t h a t s p e n d i n g considerable time on her research enabled her to gain theoretical knowledge, which, combined with her years of practical experience, led to the creation of a masterpiece in Bharatanatyam. This motivated her to continue researching and attain immense enlightenment in the field of dance. Currently, Dr. Sapna serves as a highly renowned Bharatanatyam lecturer, teaching at Kala Academy Goa The course she engages with spans eleven years, where each student is under the guidance of one lecturer from the Foundation level to Parangat.
According to Dr. Sapna, “This is like a GuruShishya Parampara, wherein they learn the discipline and culture of this field. It allows for a better understanding of the mental and physical levels of the students and enables us to develop ways to guide them.”
Additionally, Dr. Sapna is the founder and director of Nupur Dance Academy in Ponda, which has been her lifelong ambition to spread awareness of this intricate dance form in Goa. This is her way of honoring her passion and giving it the recognition it deserves. She explains that teaching Bharatanatyam is not merely about the study of the art form; she emphasizes teaching her students the traditional and cultural aspects of this practice as well. The most notable among these is the Yuva Srujan Puraskar, an annual award bestowed upon emerging artists for their significant contributions to Goan art and culture by the Directorate of Art and Culture of the Government of Goa.
This award was introduced in 2008, and Dr. Sapna is one of the first artists to receive this prestigious distinction She expresses her gratitude by saying, “This award means a great deal to me. After receiving it, I developed a greater sense of responsibility and became more energized in my work. It is an honor that constantly keeps me motivated and persistent towards dance.”
Looking ahead, Dr. Sapna has great aspirations for her art; she desires to elevate this dance form to a level where every individual can understand and learn this elaborate and rich art so that everyone has the opportunity to encounter its allure. She even wishes to start a Gurukulam, which is a traditional Indian educational system where students, known as shishyas, reside with and learn from a teacher, or guru, through workshops and various activities. As advice for aspiring Bharatnatyam dancers, Dr. Sapna notes that when she began dancing, it was not considered a viable career option; this mindset persists even today. She believes

The Creative Community of Goa (CCG), a network aiming to position Goa as India's Design Capital, recently hosted the 8th edition of ‘First Fridays’ at Villtrans Pvt. Ltd., Fatorda. This event, organized by the Startup and IT Promotion Cell (SITPC) in partnership with the Department of Information Technology and ADI Goa, focused on advancing the Goa Design Policy and
previewing the upcoming CCG website.
Mr. D S Prashant, CEO of SITPC, opened the event by discussing t h e G o a D e s i g n P o l i c y , highlighting efforts to strengthen the design ecosystem, attract creative industries, and promote Goa as a hub for innovation. Mr. Deepak Pathania, Chief Design Officer at Seahorse Air Limited and a founding CCG member,
shared CCG's journey in forming a collaborative creative community and working towards a design policy. He emphasized that Goa's creative potential, backed by government support, positions the state as a key economic and cultural resource.

Your rest days are as important as the days you go all out.You break apart the muscle fibers when you work your muscles to exhaustion. To let them rebuild, you must allow them the time to heal.

10 SUPREME COURT'S LANDMARK JUDGEMENT IN SAFARI RETREATS CASE
Recently Hon'ble Supreme Court delivered an important verdict on the issue of the availability of input tax credit (ITC) on the supplies used for the construction of immovable property. This case is more popularly known as Safari Retreats Private Ltd. Case. This judgement follows the ruling given in favour of assessee, by the Odisha High Court.
Sec. 17(5)(d) of the CGST Act, 2017 restricts the ITC in respect of “goods or services or both received by a taxable person for construction of an immovable property (other than plant or machinery) on his own account even if they are u s e d i n t h e c o u r s e o r furtherance of business”.
The Hon'ble Orissa High Court held that the ITC shall be admissible in respect of the s u p p l i e s u s e d f o r t h e construction of a shopping mall wherein the units were intended to be let out in respect of which GST was leviable. The logic followed here was that the petitioner had to pay huge amount of GST on renting services, but could not claim credit on the construction of such property,
which was held for renting and not “on own account”. This decision was challenged by the department in the Supreme Court. Several other applicants having diverse set o f f a c t s ( s u c h a s t h e construction of factory premises, office buildings for renting/leasing, etc ) also joined the said matter before the apex Court The Court formulated the following issues for consideration:
i. Whether the definition of “plant and machinery” in the explanation appended to Section 17 of the CGST Act applies to the expression “plant or machinery” used in clause (d) of sub-section (5) of Section 17?
ii. If it is held that the explanation does not apply to “plant or machinery”, what is the meaning of the word “plant”? and The Supreme Court held that:
I. The definition of “plant and machinery” doesn't apply to e x p r e s s i o n “ p l a n t o r machinery” used in clause (d) of sub-section (5) of Section 17.
ii. Since the expression “plant or machinery” has not been defined in the CGST Act, the
ordinary meaning of the expression “plant” as well as “machinery” in commercial terms will have to be applied. Functional test will have to be applied to construe the m e a n i n g o f t h e g i v e n expressions The expression “plant” can include a building if a building has been so planned and constructed as to serve an assessee'sspecial technical requirements The building to be eligible as a “plant” must not be a mere setting for the conduct of the business but must be a means for carrying out the business. The matter was remanded back to the High Court for determination of whether the mall in question qualifies as a “ plant” or not so as to determine the application of restrictions u/s 17(5)(d). Thus, the Supreme Court has opened up a pandora's box wherein if the facts and c i r c u m s t a n c e s s u i t t h e taxpayer, he can pray that the building constructed by him is in nature of “plant” i.e. it s e r v e s s o m e s p e c i a l requirements needed to conduct business and is not merely built to house the factory etc There can be various industries which can use this approach to claim Input Tax Credit.
The challenge lies in the fact that the Supreme Court stopped short of identifying whether in the instant case, the building was in fact a plant or not, and what are the key deciding factors in the same. Thus it will be upto the High Courts to establish a precedent in GST as to which buildings can be claimed to be as “PLANT”.
