Manipal Hospital Goa has successfully performed a highly intricate Modified Bentall's Surgery on a 40-year-old hypertensive patient suffering from acute aortic dissection. The life-saving procedure, carried out on an emergency basis, marks the hospital's second successful Bentall's surgery, reaffirming its position as a leader in advanced

cardiac care in the region.

Acute aortic dissection is a critical cardiac condition where blood enters the layers of the aorta due to a tear in its inner lining, leading to the formation of a false lumen. In this particular case, the dissection affected the aortic root, ascending aorta, and crucial arch vessels that supply blood to the brain and upper

body, as well as the iliac and renal arteries. The patient's aortic valve and right coronary artery were also compromised, making immediate surgical intervention essential.

The surgery was led by Dr. Rakesh Deshmane and Dr Shrirang

R a n a d e , b o t h e x p e r t Cardiovascular and Thoracic Surgeons (CVTS). The Modified Bentall's Procedure involved replacing the damaged aortic root and ascending aorta with a valve conduit graft. The team also repaired the arch vessels using Deep Hypothermic Circulatory Arrest (DHCA), a method where blood circulation is halted for 40 minutes after cooling the patient to protect the brain.

Supporting the surgical team were Dr Divya Mahaldar, Consultant Cardiac Anaesthetist, Perfusionist Mrs. Gauri Panche, and a highly skilled operating team. Their expertise ensured the patient's successful recovery

PM NARENDRA MODI UNVEILS INDIA'S VISION TO BECOME GLOBAL LEADER IN GREEN HYDROGEN

On September 11, 2024, Prime Minister Shri Narendra Modi inaugurated the second edition of the International Conference on Green Hydrogen (ICGH-2024) in Delhi via a video message. During the event, he outlined India's ambitious plans to emerge as a global hub for green hydrogen production, utilization, and export, reaffirming the nation's commitment to tackling climate change through sustainable energy solutions.

“India is fully committed to building a cleaner, greener planet,” the Prime Minister stated.

“Green hydrogen represents a groundbreaking innovation, with the potential to decarbonize industries that are difficult to electrify, such as refineries, steel, fertilizers, and heavy-duty transportation.” He noted that India had met its Paris Agreement commitments ahead of schedule and was ready to lead the world in green hydrogen.

The conference, organized by the Ministry of New and Renewable Energy in partnership with key government and industry bodies, h i g h l i g h t e d t h e c o u n t r y ' s strategic vision for green

hydrogen under the National G r e e n H y d r o g e n M i s s i o n , launched in 2023. This initiative, according to the Prime Minister, will drive innovation, attract significant investments, and build essential infrastructure for the burgeoning sector.

Union Ministers Prahlad Joshi and Hardeep S. Puri provided further insights into the government's efforts. Minister Joshi emphasized that the green hydrogen mission could attract 8 lakh crore in investments, create 6 lakh jobs, and save 1 lakh crore through reduced natural gas imports Minister Puri added that India aims to produce 5 million metric tons of green hydrogen annually by 2030, backed by $100 billion in investments and 125 gigawatts of new renewable energy capacity. The conference underscored India's growing leadership in renewable energy, with key stakeholders highlighting green hydrogen's role in achieving the country's ambitious climate goals. The event marked another critical step in India's journey towards becoming a global leader in the green hydrogen economy.

NIYATI MALGAOKAR FROM GOA BAGS THE MRS. DEAF INDIA 2024 TITLE

Niyati Malgaonkar, a resident of Mapusa, Goa, working at the Department of Agriculture, has made the state proud by winning first place in the Mrs. Deaf India 2024 contest, which was held in Hyderabad. This was Niyati’s firstever pageant outside of the state of Goa, she was encouraged to do so after her marriage to Gaurish Malgaonkar, who is the current president of the Goa Association of the Deaf, she also

The pageant was organized by the All-India Deaf Arts and Cultural Society, Niyata also had additional support from the Founder and General Secretary of the Goa Association of the Deaf, Prasad Joshi, which gave her the confidence she needed to grace a national stage. Goa is experiencing remarkable growth in business and infrastructure, attracting global interest in investment, collaboration, and trade. The first season of Vibrant Goa marked the beginning of this initiative, successfully drawing global investors and fostering collaborations within the Goan business community. Now re-branded as Amazing Goa, the second edition of this prestigious event is set to take place in November 2024 at Shyama Prasad Stadium. Over three days, more than 300 international delegates and businesses will participate in this mega event. “Incredible Goa” Goa’s Premier Society Magazine proudly presents an exclusive coverage of Amazing Goa 2024, celebrating the state’s continued rise as a global business hub.

Rajkumar Kamat - Chairman of Vibrant Goa Foundation

According to Rajkumar Kamat, Chairman of the Vibrant Goa Foundation, the concept for the Vibrant Goa event was born after the BNI Goa Chapter hosted the first three-day Goa Biz Fest in 2018. “During one of the seasons, we interviewed the then Chief Minister of Goa, focusing on the ‘Vision of Goa’. After the interview, while touring the expo, he expressed the need for a larger event that could attract international business delegates,” Mr. Kamat shared. He further explained that Mr Parrikar had acknowledged the state government's limitations in managing such large-scale events, suggesting instead that they should be overseen by an independent o r g a n i z a t i o n o r t r u s t , w i t h t h e government's support. "This idea stayed with us, and when we learned of his terminal illness, we felt it was the right time to bring his vision to life," said Mr. Kamat. "We began working towards this goal, establishing a public non-profit trust, which ultimately led to the creation of the Vibrant Goa Foundation."

The inaugural Vibrant Goa mega-event took place in October 2019, attracting over 12,000 visitors and more than 300 international delegates. Mr. Rajkumar Kamat, founder of the Vibrant Goa Foundation, shared that they anticipate even greater participation this year. When asked about the rebranding from Vibrant Goa to Amazing Goa, Mr Kamat explained that the change was made to distinguish the event from Vibrant Gujarat. “Vibrant Gujarat is more focused on attracting investments, while we emphasize technology, inclusivity, and sustainability,” he said “Each of our events is unique, and we name them accordingly. For instance, in March, we held the Global Tech Summit, and last month we organized the Goa Green Summit. The main event, now titled Amazing Goa Global Business Summit, reflects this diversity, but all events are under the banner of the Vibrant Goa Foundation."

Mr. Kamat further elaborated that the key reason for the rebranding was to create a clear distinction between the objectives of Vibrant Gujarat and Vibrant Goa “While Vibrant Gujarat's primary goal is investment, Vibrant Goa focuses on bilateral trade, joint ventures, and collaborations. Investment may happen as a byproduct, but it is not the main objective. Our aim is to drive the growth of Goan businesses, which in turn fuels employment, revenue, and the economy. We wanted a distinct identity for Goa, and after much deliberation, we settled on the name Amazing Goa.”

Mr. Rajkumar Kamat shared that this year’s event will be much larger and more refined compared to the previous edition. “The first edition was a learning experience for us. We gained valuable insights, and this time we are improving upon those lessons to make the event even grander,” he said. He explained that during the first edition, the team was so focused on organizing the event that they couldn’t fully concentrate on adding value. “This year, we’ve clearly defined our tasks, with separate teams for event organization and value addition,” he added.

Another challenge they faced last time was the weather, as rains affected the

event. To avoid such disruptions, they have moved the event to November. “We’ve also decided to hold meetings at the locations where delegates will be staying, ensuring that, even in the event of rain, the proceedings won’t be interrupted,” Mr. Kamat noted.

Nitin Kunkolienker - Founder Chairman of Vibrant Goa Foundation

Nitin Kunkolienker, Founder Chairman of the Vibrant Goa Foundation, described the first season of Vibrant Goa as one of the largest events Goa has ever hosted. "The idea behind Vibrant Goa was to establish Goa as a global brand and c r e a t e o p p o r t u n i t i e s f o r G o a n entrepreneurs," he explained. Reflecting on the 2019 event, despite heavy rains, the event drew a high-quality audience. "Neither the government nor the private sector had the mechanisms in place to hold an event of this scale, which is why w e c r e a t e d a n o n - g o v e r n m e n t organization to elevate Brand Goa to the next level."

Mr. Kunkolienker shared that his vision for Goa began during his tenure as president of the Goa Chamber of Commerce and Industry, where he launched initiatives

such as the Goa IT Summit, Business Summit, and Tourism Summit These events attracted industry leaders from across the country and abroad, emphasizing that Goa has the potential to be more than just a tourist destination. "Markets today are increasingly global and exponential. Goan businesses need to venture beyond local borders, and this can only happen by attracting overseas businesses that recognize the potential for investment and collaboration in Goa," he said.

Kunkolienker emphasized Goa's rich assets, including top-tier colleges, business schools, and a growing IT hub, all of which foster possibilities for collaboration. "European markets are saturated with high labor costs, America is expensive, and the Middle East is volatile. India, with its wealth of talent and opportunities, offers a compelling alternative for investment at a fraction of the cost." He highlighted Goa's stable government and strong leadership, which have been instrumental in building investor confidence. "Hosting the BRICS Summit in Goa rather than elsewhere positioned the state as a serious player on the global stage. Arman Bankley shared how he and Rajkumar Kamat came together to form the Vibrant Goa Foundation, which originated from his connection with Mr. Jagat Shah, the founder of the Vibrant Gujarat initiative. "I introduced Jagat Shah ji to Mr. Kamat, and that's how the journey began," Mr. Bankley explained. He recounted that it was around the time they organized the first Goa Biz Fest, inspired by the late Mr Parrikar's suggestion. "In 2018, while Mr. Shah was organizing Vibrant Tamil Nadu, I personally requested that he make us part of the event. We attended the event in

Tamil Nadu, interacted with various MSMEs and international delegates, and from there, the idea for Vibrant Goa took off," he said.

The journey of Vibrant Goa began with Mr. Rajkumar Kamat serving as Chairman and Mr. Arman Bankley as Secretary of the trust, while Mr. Nitin Kunkolienkar took on the role of Founder Chairman. “Currently, Mr. Kamat remains the Chairman, and I am the President of the Vibrant Goa Foundation,” Mr. Bankley shared. He explained that the concept of Vibrant Goa was inspired by Vibrant Gujarat, which was started by Jagat Shah in 2001, when Mr. Narendra Modi was the Chief Minister of Gujarat. “Jagat Shah launched Vibrant Gujarat to attract investment into the state, leveraging his international connections to invite foreign delegates. Unlike Vibrant Gujarat, which is now run by the Gujarat government, Vibrant Goa is managed by a private trust, the Vibrant Goa Foundation. We have signed an MOU with the government, but the execution remains in our hands.”

Jagat Shah continues to serve as Chief Mentor of the Vibrant Goa Foundation, guiding the team in all their efforts. “There are many success stories from the first Vibrant Goa event More than thirty students who participated have secured jobs overseas, and out of the 275 MSMEs involved, 43 have conducted business worth crores of rupees, ” Mr Bankley proudly noted. He acknowledged that the pandemic created a major setback, but now that activities have resumed, they plan to hold the event every two years. "We’ve been building momentum with smaller events like the Global Tech Summit and Green Goa Summit, all leading up to the major event scheduled for November 2024," he added.

Speaking about the upcoming November event, scheduled to take place from November 5th to 7th at the Shyama Prasad Mukherjee Stadium, Mr. Arman Bankley highlighted the next-level scale of this year's summit. One of the key special invitees will be His Highness Sheikh Saud bin Saqr al Qasimi, Ruler of Ras Al Khaimah, who will be the Guest of Honor. "The UAE is expanding rapidly, and they are eager for Indian industries to collaborate with them, which is why His

Highness has agreed to attend and explore potential business tie-ups," said Mr. Bankley. He also mentioned that members of the Royal Family from Oman will be present, along with a high-level delegation led by Rashid Al Mansoori, CEO and board member of the Qatar Stock Exchange. Mr. Mansoori is also a board member of the Qatar Financial Centre (QFC), Qatar Finance and Business Academy (QFBA), and the World Federation of Exchanges (WFE). This event will bring together various G o a n o r g a n i z a t i o n s " W e h a v e partnerships with over twenty-six Goan associations, including GCCI, GSIA, TTAG, and Goa Pharma, among others, all of which are now part of Vibrant Goa Foundation and are playing an instrumental role in organizing this event," he added.

After my participation in the last event, I began doing business with Vietnam and Dubai, and today, I am selling products in more than a dozen countries. Manoj Patil, a founding trustee of the Vibrant Goa Foundation, shared his experience from the first Vibrant Goa event, which took place in October 2019. “We hosted over 500 international delegates and attracted more than twelve thousand visitors,” he recalled, adding that the event featured over two hundred stalls. “Even members of KVIC (Khadi and Village Industries Commission) showcased their products, but when the COVID pandemic hit, our plans for followups and continuity stalled."

Despite these setbacks, the Vibrant Goa Foundation remained active. "In 2020, we organized our first Round Table Tourism event, followed by a collaborative program with EEPC (Engineering Export Promotion Council) to support export initiatives. This helped many SMEs in Goa tap into the export market," Patil

explained. Additionally, the foundation launched the Vibrant Goa Awards to honor and encourage exceptional achievements across various sectors. Patil also highlighted other significant events, including a Tech Summit focused on Cyber Security and Artificial Intelligence, and the recent Green Goa Summit held at the prestigious Darbar Hall in Raj Bhavan. These initiatives reflect the Foundation's ongoing commitment to fostering growth and innovation across Goa's business landscape.

Mr. Manoj Patil shared insights into the Green Goa Initiative, which led to a significant collaboration with Zuari Agro Chemicals. “The company signed an MOU with Vibrant Goa Foundation to support Mormugao Taluka through a large-scale cleanup drive, with an estimated investment of around three crore rupees towards this cause, ” he stated. This initiative marks a substantial step toward environmental responsibility in the region. He also elaborated on the rebranding from Vibrant Goa to Amazing Goa, which was decided after discussions with key mentors and advisors, including Suresh Prabhu. “Vibrant Goa was inspired by

Vibrant Gujarat, which focused on largescale investments, something Goa lacks the resources to sustain. We didn’t want people to view it solely as an investment opportunity, so after much deliberation, we decided to rename it Amazing Goa,” Patil explained.

The rebranding has been well-received, with extensive state and international outreach. “The response has been overwhelming, and for the upcoming event in November, more than fifty countries have already confirmed their participation in what is now Vibrant Goa 2, or Amazing Goa,” he added, highlighting the growing global interest in the event.

Speaking about the goals of the event, Mr. Manoj Patil emphasized that the primary focus is to support Goan SMEs in expanding their business horizons. "We aim to help Goan businesses collaborate with international markets and export their products and services. The major intention is to uplift the local business community, enabling them to engage on an international platform and collaborate with industries and businesses beyond Goa and India," he concluded This underscores the event’s commitment to fostering global connections for Goan enterprises.

Vinay Varma - Chairman, Amazing Goa

Vinay’s journey with Vibrant Goa began in 2018. "I was the chairman for Goa Biz Fest through BNI, which was the largest event to take place in Goa until that time," he shared, highlighting his role in BNI as a Senior Director Consultant, specializing in launching chapters. "During that time, we curated the Goa Biz Fest IP, which was held at the Shyama Prasad Stadium with the presence of then Chief Minister, Late Shri Manohar Parrikar ji. He visited the e v e n t a n d s u g g e s t e d w e t h i n k bigger something along the lines of Vibrant Gujarat—and encouraged Goan c o m p a n i e s t o e x p l o r e b u s i n e s s opportunities beyond Goa and India." This interaction laid the foundation for what would eventually evolve into the Vibrant Goa initiative. The suggestion from Mr. Manohar Parrikar took root, and with the help of Rajkumar Kamat, a visionary figure, they decided to initiate

the Vibrant Goa project. “Arman has been part of our BNI ecosystem, and he brought in Jagat Shah ji, the founder of Vibrant Gujarat,” Vinay explained, adding that a series of fortunate coincidences led to the formation of such a significant organization. “Dr. Jagat Shah had a meeting with our BNI core team, and during that meeting, he was introduced to us as the founder of Vibrant Gujarat. The seed of Vibrant Goa was sown then, and the name ‘Vibrant Goa’ came to us naturally. We formed a team of trustees, including myself, Arman, Rasik, Dinesh, Rajkumar, and Manoj Patil.”

The initial core team consisted of six members, and later, Rajkumar introduced Nitin Kunkolienkar, who had strong connections in both the government and corporate sectors. “Nitin Kunkolienkar took over as the founder chairman of the Vibrant Goa Foundation, and under his leadership, we successfully held the first Vibrant Goa Expo in 2019,” Vinay shared. He elaborated on the journey from 2018 to 2019, during which they tested the waters by visiting similar Vibrant initiatives in other states. “Rajkumar and Arman attended the Vibrant Tamil Nadu event,

while Rasik, Dinesh, Arman, and I participated in the Vibrant Solapur launch. These experiences helped us finalize the decision to start a similar initiative in Goa.”

Speaking on the future plans of “Amazing Goa”, Vinay mentioned that the involvement of Shri Suresh Prabhu, former Minister of Civil Aviation of India, has given the initiative a fresh direction and energy. "It was Shri Suresh Prabhu ji who suggested creating a new identity by renaming it “Amazing Goa”," Vinay explained, adding that they appointed Suresh Prabhu as Chief of the Board of Advisors. “The presence of a visionary like Shri Suresh Prabhu helps guide us in the right direction. His suggestions and advice are invaluable when organizing an event of this magnitude. His idea was to distinguish the initiative from Vibrant Gujarat, as Goa isn't ready for largescale investments due to the scarcity of big land parcels. Being a tourism-driven state, we also need to adhere to guidelines when setting up large industries."

Vinay emphasized that Goa’s focus is m o r e o n g r e e n i n i t i a t i v e s a n d sustainability, which led to the birth of “Amazing Goa”. “Our policy focuses on making investment a by-product of trade and collaborations within the state. We’re more interested in bilateral trade and collaborations rather than setting up huge industries," he said, highlighting that export opportunities for Goan businesses are a significant priority. “It took us almost a month and a half to align on this vision, but eventually, the new name was embraced, and the journey of “Amazing Goa” began."

Speaking on the outcomes of the event, Vinay highlighted the tangible success stories that emerged from the last “Vibrant Goa” event. “We have all the supporting documents and success stories that speak for themselves,” he said. One example he shared was the story of Mr. Kirlepalkar, who operates a shipping business in Goa "After the Vibrant Goa event, he signed contracts with over seventy companies seeking his consultation services for exports. Out of these, more than forty companies have since started their export businesses,"

Vinay revealed. He added that this is just one example, emphasizing that there are many similar success stories. “A prominent corporate house from Goa also secured a major deal with Oman, and they now handle substantial orders for “Gypsum Mining” from Goa for an Omani company. Several Goan businesses have conducted transactions worth crores of rupees as a direct result of the event,” Vinay concluded, underscoring the significant impact of the initiative on local businesses.

Speaking about the future plans for “Amazing Goa”, Vinay shared that they have established a schedule for hosting the event every two years in Goa. “The last event in 2019 was intended to continue in 2021, but due to the pandemic, we had to pause. Now, we are set on holding it every two years,” he explained. Vinay expressed confidence that the upcoming event will be a grand success and mentioned that the next edition will take place in 2026. The Vibrant Goa Foundation was established in 2019, launching its inaugural Mega Event, the Vibrant Goa Global Expo and Summit 2019, which marked a significant success. Although Mr. Prabhu was not involved in that initial event, he was later invited to assume the role of Chairman of the Board of Advisors. “I wasn't part of the earlier event,” Mr. Prabhu shared, noting that the board of the Vibrant Goa Foundation reached out to him to join their Advisory Board. “While I may

have participated in similar events during my tenure as Minister of Commerce and I n d u s t r y , I c a n ' t r e c a l l specifics, as I attend many such gatherings across the country. However, this time, I was invited to take part, and I gladly accepted, as I have a deep affection for Goa and a fascination for this beautiful place,” he expressed. Mr. Prabhu emphasized his desire to see Goa retain its unique identity, celebrated for its serenity and the warm hospitality of its people “I want Goa to remain as it is, without transforming into just another state,” he stated. The Goa Stray Cattle Management Scheme BOOSTING ANIMAL WELFARE IN GOA

The Government of Goa has demonstrated its commitment to progress time and again, most recently through the highly ambitious and strategic initiative, the Goa Stray Cattle M a n a g e m e n t S c h e m e (GSCMS). First launched in 2013 under the visionary leadership of the late Chief Minister Manohar Parrikar, this scheme is currently being fostered and facilitated by the present Chief Minister, Dr Pramod Sawant. The primary objective of the scheme is to ensure that stray cattle are no longer seen wandering on roads and public areas within Goa and are instead provided with proper care and living conditions.

According to statistics reported by the Government of Goa, 365 road accidents occurred in the last year alone, with 25 percent of them attributed to stray cattle, particularly on highways. In addition to posing risks to road safety, stray cattle also disrupt popular tourist destinations, such as beaches, and damage

agricultural lands owned by farmers, who are forced to invest in fencing to protect their properties. The main goal of the scheme is to safeguard these voiceless creatures, who often remain abandoned on

the streets without any s h e p h e r d s o r o w n e r s accountable for their wellbeing. This leads them to roam in search of food, often scavenging through localities. To address this issue, the

various MLAs to encourage NGOs in their areas to take advantage of the scheme and establish more Goshalas where stray cattle can be properly cared for.

The Dhyan Foundation, an NGO, currently operates two Goshalas, housing over 1,200 rescued cattle. Another NGO manages a Goshala under the Ponda Municipal Council, which is the latest to open. Inspired by these initiatives, a

Neha’s commitment to hospitality was solidified when she secured a spot in the highly competitive management training program with Oberoi Hotels. "The process was grueling, with over seven rounds of interviews, but I managed to succeed," Neha recalls. She was the only candidate selected for the prestigious OCLD (Oberoi Centre of Learning and Development) from her campus. "It was a pivotal moment in my life. I realized that I had entered a field where excellence is non-negotiable. The focus on quality and hospitality that I learned during this time has stayed with me throughout my career," she reflects. Neha went on to work with Oberoi Hotels for fourteen years, a tenure that laid

hospitality. Today, she serves as the General Manager of JW Marriott Goa, where her passion for excellence continues to drive her success.

After completing her two-year management program at the Oberoi Centre of Learning and Development (OCLD) from 2004 t o 2 0 0 6 , N e h a C h h a b r a graduated as an Assistant Manager of Food & Beverages (F&B). “My journey as General Manager at Courtyard by Marriott in Bangalore was anything but easy. It began with the enormous challenge of reopening the h o s p i t a l i t y i n d u s t r y p o s tCOVID—a sector that was among the first to close and the last to reopen. "I was just figuring out h

operational," Neha recalls. "It was the toughest year, especially since it was my first assignment as General Manager The nearly two-year period was a rollercoaster ride, but we all emerged stronger post-COVID, and there was no looking back." Neha spent almost three years in Bangalore, from 2020 to 2023, before moving to Goa to take on a new challenge with the iconic JW Marriott property.

When asked why she transitioned from the bustling IT hub of Bangalore to the smaller state of Goa, Neha explained, "It was the JW brand that drew me. I had always wanted to work with JW as a General Manager. The property was making waves even before its opening, as it marked Marriott’s 150th property in India. The fact that Mr. Anthony Capuano, the President and CEO of Marriott International, Inc , was flying down to Goa for the opening made it an opportunity no one would want to miss," she shared.

"When the opportunity to work in Goa came up, I initially wondered if I really wanted to make the move, " Neha admits "But, as always, I decided to take the plunge. It was a difficult decision, but before I knew it, the first year had flown by. This hotel is, in my opinion, a masterpiece. other resources is another hurdle. We have to plan everything well in advance to avoid roadblocks, as many supplies need to be procured from Mumbai or Delhi due to their unavailability in Goa. In my opinion, the supply chain system in the state is not strong enough, and this needs to be addressed to make operations smoother for hoteliers in Goa. If a large hotel like ours faces these problems, you can imagine the difficulties smaller properties and standalone restaurants must endure," she explains.

Discussing the segmentation of the property, Neha highlighted that the JW Marriott Goa places equal emphasis on being a family vacation resort designed for all generations. "Over the past year, we ' ve hosted numerous MICE events and weddings, but it's important to note that we're very brand-conscious when it comes to weddings at our property," she said. Where is it Celebrated?

These are the key locations where Chorutsav is performed annually, usually on a full moon night, often in front of the Saptamatrika Temple in Zarme and the Kuldevta Temple in Caranzol. The latter group holds swords in their hands. The performance is

In Caranzol, the burial is similar, but this village also incorporates gunfire as part of the ritual, a practice known as garane. Additionally, two men are included in the spectacle: one lying on an elevated wooden platform adorned with a garland of leaves, while the other is raised on a spear. In both villages, the pits are arranged in a Swastika pattern.

The Legend Behind the Ritual

The origin of Chorutsav is rooted in a tragic mistake m a d e b y t h e v i l l a g e r s centuries ago. According to legend, several men and two children were passing through Caranzol, traveling from nearby villages for work or trade in the Western Ghats. penance, they began to hold this annual festival in memory of the innocent lives they had wrongfully taken. Anmod to Ramnagar Road Repairs

The road from A n m o d t o Ramnagar has b e e n u n d e r repair for over 10 years, with an 8 km stretch in particularly poor condition. D e s p i t e

assurances and follow-ups, no concrete action has been taken. Additionally, the road from Ramnagar to Khanapur remains unrepaired, and the Chorla road from the Goa border to Jamboti requires permanent restoration.

Impact on Goods Traffic

The poor road conditions are severely affecting goods traffic between Goa and Karnataka. Mr. Gawas highlighted the issue and informed Belgaum exporters about the upcoming resumption of container movement from Mormugao Port He urged companies that had shifted their cargo to Mangalore due to poor road conditions to reconsider using Goa Port again.

Additional Issues Discussed Harassment of Vegetable Trucks in Goa

BCCI raised concerns about trucks carrying vegetables being h a r a s s e d b y e n f o r c e m e n t agencies at certain entry points in Goa They requested GCCI's support in resolving this issue.

Middleman Control in Vegetable Trade

BCCI pointed out that middleman agents are controlling the vegetable business and not paying vendors fairly.

Cross-Border Vehicle Harassment

Mr. Patil noted that over 5,000 private vehicles from Goa visit Belgaum weekly, with complaints of harassment by local traffic police. He assured this issue is being addressed but urged GCCI to raise similar concerns with the Goan administration to prevent Karnataka-registered vehicles from facing similar treatment in

Goa, as it could impact crossborder trade.

Belgaum's IT Park and Defence Goods Industrial Area

Mr. Patil announced plans to establish an IT Park and a Defence Goods Industrial Area in Belgaum. Improved connectivity between Goa and Belgaum would benefit b o t h r e g i o n s ' e c o n o m i e s , particularly in trade, business, and tourism.

Renewal of MoU and Future Collaboration

The meeting concluded with the renewal of the Memorandum of Understanding (MoU) between GCCI and BCCI, originally signed two years ago. A joint meeting between the two chambers is planned for the coming months. The vote of thanks was delivered by BCCI's Hon. Secretary Mr. Rajendra Mutegekar.

LATEST CHANGES ON GST PORTAL

With the aim to simplify some of the common issues faced while filing GST returns, the GST portal has introduced significant changes in certain workflows. Below are some of the key features of the changes:

1 . R C M L i a b i l i t y / I T C statement

This statement is applicable from August 2024 return period. It can be accessed from Services- Ledgers – RCM Liability/ITC statement

Firstly, if any taxpayer has in the moths prior to August 2024, paid in RCM as liability, but has not claimed that as ITC in GSTR 3B, then such excess paid not claimed, should be reported as a positive figure in the RCM

Conversely, if anyone has claimed RCM ITC but not paid the RCM liability in the past months, then it should be reported as negative value. After such opening balance is reported, for all future periods, when GSTR 3B is filed, the statement will auto update with the liability and the ITC claimed, thus maintaining a record of excess or short, ITC or liability in relation to RCM.

31.10.2024.Taxpayers can rectify any errors committed while declaring the opening balance on or before 30.11.2024, and there shall be provided three opportunities for the same.This amendment facility shall be discontinued after 30.11.2024.

2 I n v o i c e M a n a g e m e n t . System

To e n a b l e t a x p a y e r s t o efficiently address invoice corrections/amendments with their suppliers through the portal, a new communication process is being brought at portal. This will be live from 1st October 2024.

A. Accept, Reject or Keep invoices pending: Firstly, Once the suppliers save

any invoice in GSTR 1 / IFF / 1A /the same invoice would be reflected in the IMS dashboard of the recipient. The recipient can accept or reject an invoice or can simply keep it pending in the system.The invoices which would be kept pending can be availed by taxpayers at any future point of time but not later than the limits prescribed by Section 16(4) of the CGST Act, 2017.

Accepted records will become part of 'ITC Available' section of respective GSTR 2B. GST on accepted records will autopopulate in GSTR 3B as eligible ITC.

Rejected records will become part of 'ITC Rejected' section of respective GSTR 2B ITC of rejected records will not autopopulate in GSTR 3B. Pending records will not become part of GSTR 2B and GSTR 3B. Such records will remain on IMS dashboard till the time same is accepted or rejected.

No action taken: These are the invoices/records where no action has been taken by the recipient these will be treated as deemed accepted at the time of GSTR-2B generation

B. Generation of GSTR 2B

Supplier will also be able to see, what action his recipient has taken on invoices in IMS. Only the accepted and deemed accepted (due to no action) invoices by the recipients would become part of their GSTR-2B as their eligible ITC.

Based on the current cut-off dates and action taken by the recipient, a draft GSTR-2B will be made available to recipient on 14th of the subsequent month as currently being generated. However, the recipient will be f r e e t o t a k e a c t i o n s o f accept/reject or keep pending even after generation of GSTR2B till the filing of GSTR-3B. If recipient taxpayers havetaken an action on any invoice after 14th of the month, then he would

be required to recompute their GSTR-2B.

In case, the supplier amends the details of a saved invoices in the GSTR-1 before filling the GSTR-1, in such cases the amended invoice will replace the original invoice in IMS, irrespective of the action taken by the recipient on the original invoice.

C. Invoices which will not appear in IMS

Following supplies will not go to IMS and will be directly populated in the GSTR 3B –

I. Inward RCM supplies where supplier has reported in the Table 4B of IFF / GSTR 1 orGSTR 1A and

ii Supplies where ITC is not eligible due to section 16(4) of CGST Act or on account of Place of Supply rule.

D. Pending action shall not be a l l o w e d i n f o l l o w i n g scenarios:

I. Original Credit note

ii. Upward amendment of the credit note irrespective of the action taken by recipient on the original credit note

iii. Downward amendment of the credit-note if original credit note was rejected by recipient, iv Downward amendment of Invoice/ Debit note where original Invoice/ Debit note was accepted by recipient and respective GSTR 3B has also been filed.

The liability of supplier will be increased in GSTR 3B for the subsequent tax period, for the invoices/records which have been rejected by the recipient in the above 4 categories.

E. Conclusion:

This functionality is a facilitation for the taxpayers and will not add any compliance burden on the taxpayers a s No Action records shall be considered as Deemed Accepted and the taxpayer's intervention will only be required in case a record need to be Rejected or kept Pending.
