The second thing this quote confronts me with, subsequently, is an appreciation for hav ing the right tool. Once I've really fleshed out the things I want to achieve, the one-dimen sional tool (i.e. the hammer) immediately reveals its limitations.

A braham Maslow wrote in 1966, "If the only tool you have is a hammer, it is tempting to treat everything as if it were a nail.” I love this concept, because it always helps me do two important things. First, it helps me reframe any given problem in front of me. Whether I'm in the thick of it, striving to educate myself further in this vast and complex industry I am now a part of, or even normal home repair DIY projects I'm struggling to get done. It makes me take a second look at the "nail,” and ask if there is a completely different way to perceive or quantify my goals. Is it really a nail? Maybe it's screw? Maybe it's the damn wifi router and it just needs unplugged and I just want to smash it with a hammer because it will feel good.

The true and most valuable tools of the industry are the men and women who put their hand to the grindstone every day, stand in the baking sun, put on their boots and get the job done. Smart business owners know this. They listen and pay attention when their people share the knowledge of their experi ence. A person who's done a task 1000 times knows a thing or two about that task, and sometimes are the first to know when the "hammer" is the wrong way to go.

This issue we've set our sights on quality. There are a lot of ways to assure the kind of quality standards you need to achieve can be met. In this issue, we share some of the cur rent devices, technology and methodology that can get you there. That isn't the final word, though, because we would be remiss if we left it at that alone. Anyone can tell you how diffi cult it is, not just in our industry but across the board, to find, hire and keep good hard work ers today. Sometimes it is a matter of the pool of available workers, but other times it's not. Maybe you are like the other thousands of employers out there with open positions that desperately need filled. You are looking for the type of quality employee that you're not going to invest time, resources and energy only to see them bail a short time later. Take a second look. The people on your team likely have a fresh perspective on how to attract what it is you need. Perhaps, it isn't a nail, and you don't need a hammer.

Like most heavy industries, it is easy to conflate what the real "tools" are when you have giant, hulking machines throwing their impressive weight around. They are truly modern marvels. They can tear up a stretch of highway, process it, blend it and turn it right back around into a freshly pressed road. And they are getting smarter, more advanced, and complex every day. Our reliance on them grows at a similar pace too. However, when broken down to their most basic elements and function, they are still hammers.

Traditionally,tools.pavement quality was measured by coring the asphalt that is placed and taking those samples back to a lab for evaluation. Not only is that timeconsuming but it also impacts the quality of the pavement. Non-destructive testing (NDT) methods on the other hand offer a good alternative to traditional tests; they reduce coring only for calibration and provide immediate test results.

• Quick results. Most nuclear gauges allow both one and four minute readings. These are much quicker than typical densities obtained from cores which could take from several days to several weeks.

• Virtually non-destructive. Used in the backscatter mode, the nuclear density gauge is entirely non-destructive. Used in the direct mode, the gauge only requires a small penetration into the finished mat less than 1-in. in diameter and about 2-in. deep.

There are three main types of equip ment available to measure density out on the jobsite with a NDT method; nuclear gauges, non-nuclear gauges and ground penetrating radar. There are benefits and limitations to each of these methods and it will be up to your crews comfort level with each technology, and the bid specifications, to determine what you should use.

There are two different modes of testing that a nuclear gauge can per form: Direct Transmission Mode and Backscatter mode.

According to the Environmental Protection Agency (EPA), the use of nuclear gauges is a type of industrial radiography. Radiography is the use of radiation to produce an image on photo graphic film. This is similar to the way a medical x-ray uses radiation to produce images of bones. A nuclear density gauge measures the density of in-place hot mix asphalt (HMA) using gamma radiation. Gam ma rays are emitted from the source and interact with electrons in the material. By calculating the percentage of gamma rays returned to the source, the gauge can quickly and accurately measure the density and inner structure of the test material.Anuclear density gauge offers the following key advantages over destruc tive density measurement (cores):

While in direct transmission mode, the sensor measures the amount of gam ma radiation given off by the source rod. The less radiation detected by the sensor the higher the material’s density. This is why it is important to select the correct depth of penetration of the source rod, as a more shallow depth will allow for more radiation to reach the sensor than if it were deeper in the same material.

Quality control on the ground is still paramount to the success of the job. In most states, contractors are paid incen tive or disincentive (financial penalties), based on the final, in-place density of asphalt on the roadway. In extreme cases of low density, contractors may be required to remove and replace the new asphalt if it does not meet density speci fications. Ground penetrating radar (GPR) works by sending a tiny pulse of energy into a material and recording the strength and the time required for the return of any reflected signal. A series of pulses over a single area make up what is called a scan. Reflections are produced whenever the energy pulse enters into a material with different electrical conduction properties or dielectric per mittivity from the material it left. The strength, or amplitude, of the reflection is determined by the contrast in the dielectric constants and conductivities of the two materials.

Recent research has shown that GPR has the capability to conduct a 100% scan of the new pavement and identify density deficiencies. The method also provides significantly more data than traditional density tests and calibrated GPR dielectric values correlate better with core density values than standard nuclear and non-nuclear density gauges.

The collection process can also provide a continuous profile of existing road conditions. GPR can utilize highspeed data collection at speeds up to 50 mph, thus requiring less traffic control and resulting in greater safety when compared to the handheld devices. Just like nuclear gauges, non-nuclear devices are used in a similar way to measure density - only without the radi ation component. With increasing regu lations and cost associated with using nuclear source material, non-nuclear density gauges are rising in popularity. Non-nuclear density gauges estimate pavement density by inferring the rela tive proportion of air-filled voids in the asphalt from a measure of dielectric per mittivity. What this means is that these devices operate based on the principles of electrical impedance for a current passing through the HMA material. These devices have many advantages in that they are capable of providing den sity measurements very quickly and in a completely non-destructive manner, are easy to handle, and are not subject to complicated regulations. In general, the non-nuclear devices have been advertised to provide sig nificant savings as compared to a nuclear gauge. The initial cost of the non-nuclear device is similar or slightly less than a nuclear gauge (depending on the model), but the majority of the sav ings are generated through the elimina tion of costs associated with licensing, training and maintenance. Some concerns have been raised around the use of non-nuclear gauges however. Researchers have voiced com mon themes including 1) insensitivity to actual changes in density, 2) poor cor relations with other measures of density, and 3) the need for a better calibration procedure. The current consensus appears to be that while the non-nuclear gauges offer a great number of practical advantages, their results can be affected by a number of factors that may need to be addressed with future models.

GPR technology has been most successfully used to determine pavement layer thickness, but has also been used to identify subsurface voids, assist with forensic investigations, locate utilities and reinforcement, evaluate degradation of bridge decks and estimate volumetric properties of asphalt pavements.

In backscatter mode, the source is in the same plane as the sensor. The shielding within the gauge means that radiation given off the source must first be deflected by the material before reaching the sensor. This means that the more radiation detected by the sen sor the higher the material’s density. While these gauges have been widely used in the past, they use radioactive materials that may be hazardous to the health of the user unless proper precau tions are taken. Users of this gauge must become familiar with the applica ble safety procedures and governmental regulations. Some agencies require the use of personal monitoring devices such as a thermoluminescent dosimeter or film badge. When it comes to the continuous, also called “drum” mixers, there are three common variant configurations typically available on the market. Each relates to the way in which the aggre gates are introduced in relation to the heat source and air flow:

• Type of job and production schedule that must be kept

• Local and regional industry regulation • Short term and long term investment costs (equipment, maintenance, etc.)

The oldest and most well-known style of asphalt plant is the batch con figuration. Iterations of which were first used as far back as the turn of the 20th century and the most common elements of which are nearly unchanged. Multiple large cold aggregate storage bins hold sorted material based on its size and are drawn together into the drying drums, heated up, passed through multiple screens to re-sort them and stored in a tower of hot aggregate bins. According to the mix, the various hot aggregates are weighed alongside the required amount of sand and other fillers, as well as the binder. One batch at a time, all these weighed materials are mixed together, passed into storage and eventually transported away.

• The older continuous plants are parallel flow drum mixers where the materials proceed in the same direction as the hot gases.

But what you really need is not always obvious, and neither is how to decide. In regards to the question of which type of asphalt plant you need, it might seem there are only two answers: batch or drum (continuous). However, there’s no perfect, one size fits all solution, and sorting out which is best for you and your business depends on a few things:

BATCH VS. DRUM:

Continuous plants operate in virtu ally the exact same manner and process, except that they bypass the mixing tower and screens, instead opting for a counterflow mixer. The sized cold aggregate is sent to the drying drums according to the design mix, heated, blended with non-segregated RAP, fill ers and the binder all in one non-stop process, that is mixed together continu ously and then leaves the drum chamber and is hauled to a job site via truck.

• A later variant is the counterflow drum mixer which consists of either a counterflow dryer and a separate external mixer or an elongated combination dryer/mixer drum with the burner head placed part way into the drum to allow mixing with liquid asphalt to occur behind the burner, out of the gas stream. This reduces hydrocarbon emissions and increases fuel efficiency over the parallel flow drum mixer.

MARKET CHARACTERISTICS

According to experts at Astec Industries, capital investments for con tinuous plants are lower for equivalent production rates and RAP percentages, compared to similar batch systems. This doesn’t mean that their dollar amount prices are always less, but that when you take into account those factors, you’re getting more value per ton of mix pro duced. So, in cases where the budget is ultimately very tight, a batch system may still win out. Also, repair and maintenance costs tend to be lower on the drum mixing plants due to lower “plant iron,” which receives less wear and tear over time due to a reduction in direct contact with the hotThereaggregate.area lot of advantages to the continuous/drum mixing plants, but no one answer to fit every contractor in every situation. The types of job and customer you may want to reach are only one part of the equation. Nothing exists in a vacuum. Because of that, it is vital to your suc cess in plant selection to take stock and examine the specific market characteris tics where you’re going to do business. We already know that continuous mixers are more well suited for the types of job that require vast amounts of material, but that applies here, as well. Your market may deal in these types of job at a higher percentage of available contracts, more so than in others. Continuous plants are, also, more adept when the geography of your area requires greater portability, easily relocated closer to current job sites, like the western part of the country where population concentration is less dense. Economically, the competition in the hot mix/warm mix asphalt market might be much tighter, with more producers jockeying for contracts, even still, the drum plant is the way to go. Often times, though not in every case, those who can run the most RAP wins. We will address RAP more in the next section, but, suffice to say, the abil ity to better process high amounts of reclaimed asphalt pavement is key to beingBatchcompetitive.planttechnology can some times dominate in an area based on tra dition, and understanding your market is the only way to know. Sometimes this can express itself as “the way it’s always been done,” but in other cases it can be economic or experience driven. Beyond that, there are certainly markets that produce a higher demand for smaller quantities of constantly changing mixtures, so it is important to take a proper inventory and do your due diligence.

The fastest growing and changing area of regulation is in regards to sustainability and the environment. The most common way this effects your decision concerns reclaimed asphalt pavement (RAP). There are places where RAP use is required, and the percentages have to be measured accurately.Bothstyles of plant can utilize RAP and incorporate it with virgin aggregate, but the drum design does so simply and efficiently. A batch facility needs a separate dryer and exhaust system for its RAP content. Continuous systems are much more RAP “friendly” in design. They combine the sized aggregates and RAP once in a single chamber along with the binders, all without interruption. RAP usage is not the only environ mental concern, however, there are noise ordinances, air quality, odor, emission standards, as well as thermal efficiency standards that must all be taken into account. It’s important to research these thoroughly. Where they come into play, once again, the continuous/drum plants have the bottom-line edge. Ton-for-ton, drum mixers can produce the same amount of mix that a batch plan does for less energy.

The government can often be the greatest source of unexpected challenges in your process of selecting a new asphalt plant. Why? The easiest answer is that they make the rules. The more nuanced answer is that those rules vary, sometimes widely, between municipalities (if you’re working in just one state) and, especially, across state lines (if you’re a multi-state operation).

within the same day, batch plants are extremely adaptable. It’s fairly easy for an operator to stop, switch the mixture to a new configuration, while maintain ing a high quality end product. Smaller surfacing jobs spread out over an area can often reflect this need. By comparison, the continuous plants are well suited for environ ments where they need to produce large quantities of consistent mix, either immediately or in the nearLongfuture.stretches of highway or other high surface area jobs demand a near con stant flow of consistent and workable material. A clear drawback to batch plants emerges here. If your main concern isn’t flexibility, but quantity and timeframe, the continuous mixers dominate. Just like their name implies, batch plants obviously work in phases of interrupted work, starting at ~80/tons per hour (tph) and topping out at ~200/tph. Their counterparts have no interruption in flow, and can double that speed to start at approximately ~400/tph and can operate, in some cases, as high as ~800/tph.

This brings us to our final factor. You might wonder why we saved the costs as the final section to cover, but the reason is rather simple. It doesn’t really matter how much the equipment costs, it doesn’t matter how inexpensive it is at face-value, if it doesn’t do the job you need it to do, and/or it’s going to be a drain on resources down the road.

Selecting the proper roller for the application, and using it correctly, will ensure optimal surface compaction on your construction projects

SOIL COMPACTION When a new road or structure is being built, the foundation will need to be compacted before final construction can begin. The new surface is often loose and unstable, and needs to be compact ed before structures are built upon it.

T here are many different types and styles of rollers available for compaction, but not every roller is right for every job. Factors that you should consider when choosing the right roller for your job include:

There are two main types of soil compactors to accomplish this task.

• Transportation to and from the job site Take a look at the types of rollers available and decide when, where and how to use them on your projects.

• Type of material that will be compacted (dirt, sand, gravel, asphalt, etc.)

Sheepsfoot or Padfoot Drum: This style of roller has many raised lugs called "feet" on the roller drum. The feet provide a tamping action and change the surface area of the roller What

Smooth Drum: These rollers consist of large, smooth steel drums that use a combination of impact, vibration and static pressure to compact materials such as sand, ballast and gravel. They are the most effective in compacting silty or sandy soils with the fewest passes.

ASPHALT COMPACTION

Static Rollers: Static rollers are used to compact many different types of material, but are used on some jobsites for asphalt compaction. Static rollers are sometimes seen as the final roller in the paving train, used for finish rolling. The primary purpose of finish rolling is to obtain the last little bit of density and to remove the marks, if any, left by the first and second rollers. When needed, finish rolling should be accomplished with mix surface temperature above 175° F.

Vibratory Rollers: Vibratory rollers are almost identical to smooth wheel rollers except they feature a specialized vibrating component. As the roller compacts and flattens the surface, it will vibrate and increase the compactive effort. Double drum vibratory rollers operate close behind the paver to obtain the initial compactive effort while the mix is still hot.

However, the lack of tires results in less stability and traction than single drum versions.Three-wheeled or single drum rollers have a drum in the front and specialized tires in the back, allowing them to roll over almost any surface.

Smooth Drum Rollers: This style of roller is most commonly used for asphalt compaction but varying styles and technologies can make them more suited for different applications.

Many times asphalt roadways are put down over soil and there are many specialized rollers to use during different phases of asphalt compaction. These can come in single drum configurations, but you usually see tandem rollers operating during asphalt compaction.

COMPACTION FOR ALL SIZES

Oscillation is a technology developed to help increase compactive effort even further. With these vibration systems, the drum stays in constant contact with the material allowing the roller to deliver dynamic compaction energy to the asphalt layer as an alternative to tra ditional vibration. Instead of vibrating the pavement up and down, oscillating rollers stay in contact with the surface, and there are no repeated impacts to the surface for compaction. This provides more compaction force than static rolling but less force than traditional vibration. Tandem rollers with one oscillation drum and one vibrating drum achieve at least the same degree of compaction as double vibrating drum rollers, but with fewer passes.These types of rollers are suited for compacting thin lifts, tender mixes, joints, bridge decks or when working near structures. Oscillation is also useful for joint compaction as most asphalt contractors have to deal with hot and cold lanes when they pave.

Oscillating Rollers:

These compactors are mainly used as one of the last steps for compacting both soil for road work and asphalt for sealingWhenpurposes.apneumatic tire roller is used as an intermediate roller, it is necessary to keep the tires at the same tempera ture as the mat being compacted — otherwise the rubber tires will pick up some of the mix from the mat. So when using a pneumatic roller, don’t allow the roller to sit and wait for long periods of time as the tires will cool.

Rammers are handheld and are best used for small jobs in tight areas. Due to their comparatively lightweight, they can be hand or machine operated, which allows deep vibratory compaction.

This “breakdown” rolling, com pleted with a vibratory roller, should be completed before the surface tempera ture of the mix falls below 240º F. The breakdown roller should be operated at the highest possible frequency level available for the particular make and model of roller and at an amplitude set ting that is dependent on the thickness of the asphalt mat being placed.

Intermediate rolling is usually done with a vibratory roller as well and must be accomplished immediately after the initial rolling is completed.

Be sure to always properly train your operators to ensure they are making the most of their work and compacting each surface efficiently to achieve density. Under compaction can cause decreased strength, reduced fatigue life, accelerated aging/decreased durability, rutting, raveling and moisture damage. Vibratory plate compactors are used to increase the density of a variety of soils and fill any voids. Because they are walk-behind compactors and are smaller in size, these compactors are best used for tight spaces where large equipment can’t

Pneumatic Rollers: Pneumatic rollers use smooth pneumatic-tired wheels that overlap instead of steel drums for compaction. Pneumatic rollers use static pressure in both vertical and horizontal directions to reduce air voids in material which creates compaction. This is often referred to as kneading or manipulations and helps bring compaction to materials differently than traditional static rollers or vibratory

"Manag ers set short-term budgets in almost every sector – and that has permeated the public infrastructure sector even though the considerations driving how we budget for infrastructure necessitate a long-term perspective. Even if pave ment preservation budgets initially are sufficient, funding often gets diverted to what is perceived as more pressing needs. Maybe it’s a new pedestrian bridge or light rail system – regardless of the benefit those new assets may confer, they are often paid for out of existing infrastructure funding without consid eration for the long-term effects on the overall system. We tell our kids they can’t get new things until they learn to take care of what they have, but we don’t live by that rule when it comes to publicAndinfrastructure."theproblemisn't getting any better. "The obvious problem is that the newly added infrastructure often costs more than we initially estimate and it also requires preservation and maintenance. Pave ment managers are in a constant battle advocating for pavement preservation funding in a system where the people who allocate the dollars want to show constituents something shiny and new." In order to make impactful change on the lifespan of our pave ments, the industry needs to continually push a long-term preser vation strategy and deploy a "fix it first" mentality when it comes to our roadways.

According to the National Center for Pavement Preservation, there are nearly 4 million miles of paved public roads in the United States, valued at $1.75 trillion. The roads and other pavements in America are a huge investment and are vital for moving people and goods in an efficient manner. Yet we let them fall into a state of disrepair.Unfortunately, there is very little new funding in the Infrastruc ture Investment & Jobs Act (IIJA) specifically dedicated to repair and no new requirements on highway monies for prioritizing repair

If inflation wasn’t bad enough, as pavement conditions decline, pavement preservation costs increase. So what are the solutions to keep up with continual pavement decline? In Oregon, it's Thinlays. "Thinlays are the most beneficial pavement preservation technique," Hickey says. "Added structure and improved smoothness are probably the two Thinlay benefits that are most relevant since we need pavements to support increased loading. Plus improved smoothness can result in a significant reduction in greenhouse gas emissions from vehicles." Thin asphalt overlays are a reliable way to restore smoothness and drivability to an aging pavement, while correcting distresses and even adding structural value in some instances. Typically, they are a thin asphalt overlay of 1.5 inches or less placed on a well prepared surface. The pavement being overlaid may be milled or unmilled, but it should not show signs of structural distress requiring a more extensive rehabilitation. The decision to apply a thin overlay to an existing pavement surface should be made only after a careful evaluation of the pavement condition and the elimination of the need to perform a structural rehabilitation. Careful consideration also needs to be made for the entire pavement maintenance program, otherwise costs can creep up on "Theyou. primary challenge in implementing a Thinlay pavement preservation program is the fact that they often have a higher initial cost and it is hard for pavement managers to overcome the budgeting hurdles described above," Hickey says. "Marion County in Oregon is an example of an agency that has had success implementing a Thinlay program, which has improved pavement conditions and set the County up for lower pavement preservation costs over the long-term."

One of the biggest benefits of asphalt pavements is their ability to be built upon, year over year, while maintaining structural"Perpetualstrength.Pavement" is the name coined to describe a layered, flexible pavement design and construction concept. Application of the concept pro duces a deep-strength asphalt pavement that can resist structural fatigue distress for a long time (at least 50 years) and, thus, results in a long-lived pavement. These long-lasting structural bases can be economically maintained by replac ing just the surface, never needing total removal and replacement.

Overall the law doubled down on the practice of giving states immense flexibility with the bulk of their money in hopes that they use that flexibility to prioritize repair. And states should consider a "fix it first" approach to using these funds.

"In 2017, the Oregon Legislature passed a major infrastructure funding bill that had multiple funding mecha nisms to adequately pay for, among other things, improving bridge seismic resiliency and preserving pavements," Hickey says. "But, the final bill included earmark projects in primarily urban areas, which are notorious for taking a long time and being expensive." As inflation continues to be a challenge for State DOTs, if they truly want to do more with less money, preservation is the answer.

Does A Labor Strike in Chicago Signal Larger Trends?

The real question the situation in Chicago between the Local 150 and the CAAPA represents to our industry: Is it on the brink of what other major industries across the United States are going through?

And in what appeared to be an effort to strong arm the union into ratifying the deal, it came with a specific provision.

Finally, on July 26, the member of the IUOE voted unanimously to accept a new agreement. They earned a 16% wage increase over the next 3 years, amongst other benefits and adjustments.

An enormous win for the union. Yes, strikes like these can be a temporary inconvenience to the local area, but the history of organized labor in the U.S. is filled with brave men and women risk ing their livelihoods to make a better future for their families.

It's no secret companies like Apple, Amazon, Starbucks, and recently, Chipotle and Target are all experiencing new movements of collective action. Many of these mega-corporations spend millions in anti-union campaigns, while also using "labor shortages" as reasons for store closings, limited hours of operation or poor customer service. What we must face, however, is a new laborThereality.COVID-19 pandemic sparked a fresh awareness within the labor force, and the surge in demand from all areas of industry highlights labor's value and importance. Business owners have to wrestle with the tension between the need for more workers, while the available workforce, recognizing this greater value, holds out for better wages, benefits and working conditions. In the wake of the last recession in 2008, the American laborer felt lucky to have somewhere to work at all. Benefits were a bonus. As things have a tendency to do, the pendulum has swung in the otherEverydirection.American in the nation is feel ing the burden of rising costs and creep ing inflation. Bare-bones wage increases are effectively pay-cuts, when the costs of living skyrocket, as they have over the last two years. These economic forces are felt by ownership and management too, of course, but the lion's share of their effects historically get passed down to the bottom of the chain. THE RISE OF NEW LABOR

As a result of these and other delays, the union filed suit with the National Labor Relations Board (NLRB) charging the CAAPA with "Refusal to Bargain/Bad Faith Bargaining (including surface bargaining/direct dealing)" on July 6, a month into the strike.

FALLOUT AND ULTIMATUMS

The CAAPA's response came on the evening of Friday, July 15, when they submitted a "final offer" that union president James Sweeney described as failing to address previously stated priorities and that it, "contained numerous significant deviations from important language changes that both sides agreed to during negotiations."

At the start, it appeared that the strike might be resolved somewhat quickly. The Northern Illinois Material Produc ers Association (NIMPA) came to the bargaining table and reached a new agreement for a contract in only four days. The negotiations with the CAAPA were not as straight forward. Union officials told Asphalt Contractor that after more than a dozen negotiation attempts, no deal was reached. Union communications director Ed Maher said as many as eight days passed in between sessions, a sign the union interpreted as an unwillingness to come to terms.

Will the asphalt industry be the next to face a labor reckoning? What unfolded in Chicago might be a sign of things to come T he local chapter of the International Union of Operating Engineers (IUOE), Chicago 150, went on strike at the beginning of June. It turned into a two month stand-off. Municipal projects were delayed or put on hold entirely. This came in response to what the union described as "unfair labor practices" by the Chicago Area Aggregate Producers Association (CAAPA), a consortium made up of the three separate companies Lehigh Hanson, Vulcan Materials and Lafarge Holcim, which collectively operate 35 quarries across the state of Illinois.

Were it not to be signed by the end of the day, July 17, the companies involved would withdraw all owed backpay from the striking workers. In a letter posted to the union's website, Sweeney said, "This new offer is in no condition to be voted on, but management is attempting to use retroactive pay as leverage to force members to accept it."
