orma Melo, JBLM school liaison officer, has a passion for military families, especially children who are learning how to develop resiliency with the many changes they face when attending a new school. Norma, herself a military kid and former Soldier with her own children, knows the growing pains of adapting to military family life. “When I was a military kid, it was crazy. I took vacations not when I wanted, but when I had to. As a parent, I’ve tried to make different choices for my kids.” With a business major and education minor in college, Norma found it easy to train others while in the Army. After she obtained her master’s in education, she taught evening adult college classes. After she left military service, she became a second-grade special education teacher, then a fifth-grade teacher and finally a middle school vice principal before relocating to JBLM. Once here, she worked in special education and volunteered as a school liaison. She was hired as a school liaison officer in 2000 and has been part of a dynamic three-person team at JBLM ever since. “Make good choices” is Norma’s mantra. She says that anyone who is concerned about

4

military family welfare does well to remember that particular phrase. When she speaks of making good choices, she’s referring back on her own experiences. “Been there, done that,” she says. “So, let’s see how we can get you what you need as a family.” She says she educates families on how to learn to get through the obstacles they face by learning about their own roadblocks and overcoming them. Part of that process is making children and parents feel validated about what all of them are going through. “We help parents learn how to be resilient and teach their children how to be resilient. We all want our kids to be productive and own up to their own choices. Mom and Dad are a child’s first teacher.” School liaison officers can go into a school district or a child’s school and bring opportunities to military families they wouldn’t otherwise know how to access. JBLM has over 20 school districts and nearly 200 schools, more than other major military bases. In addition, many JBLM children attend private schools and are homeschooled. That’s mind-boggling to a family that has just PCS’d to JBLM. “We help arrange for a meeting, advocate for

the child, arm parents with the right questions to ask and teach parents how to share family information that’s critical to school success,” says Norma. “We work with elementary schools and try to partner new kids with a guide to help familiarize them with the new environment. We also remind teachers who aren’t familiar with military life where the child comes from, what’s new and different for them and how to better relate to them.” Norma says that the most fulfilling aspect of

her job is the knowledge that when someone has a need, she’s able to follow through from beginning to end and know the family’s unique needs are now getting good resolution. “When I’m able to connect a family to good resources, familiarize them with the system and aid them with as few hiccups as possible, I feel gratified that it makes the family’s transition easier,” she says. “My task is to help them with what they don’t know. It’s part of being a military family. It’s what we do for each other.”

It’s time for back-to-school shopping. Shop sustainable! As you’re buying school supplies, remember to buy sustainably sourced products, such as recycled notebooks and paper, and eco-friendly pencils, pens and binders. Sustainable products have a minimum of packaging, can last longer and be reused through the years. As an alternative, look into local “buy nothing” groups or thrift stores for supplies, school clothes and backpacks. Before you shop, take stock of what you already have around the house and sort through your supplies on-hand.

JBLM Public Affairs

MWR Staff Picks My favorite MWR activity is, of course, outdoor recreation. Our hectic lives (past and present) strip hours away as we work and solve daily issues. Our mental state is forgotten as well as physical space. Our sanity, in fact, is dependent on our bodies and state of mind. Reconnecting with the outdoors through JBLM’s Outdoor Recreation program — fishing, hunting, boating, hiking, recreational shooting and enjoying what we have around us in the Pacific Northwest — reconnects us with nature, giving us what we need to recreate and recover. This is essential to finding that balance in our lives in this modern world.

Leslie My MWR picks are Battle Bean Espresso, Northwest Adventure Center and Habañero Mexican Grill at Whispering Firs Golf Course. I love the fact that Battle Bean is locally roasted at JBLM! Anyone who knows coffee will definitely appreciate the taste of Battle Bean coffee — I’m proud to serve it! I like everything Northwest Adventure Center has to offer. If it’s something you need for a gathering, you can rent chairs, tables, a popcorn machine and more. You also can rent their cabins anytime throughout the year. They also have delicious snacks for purchase (like ice cream!) whenever you’re camping out. Habañero Mexican Grill’s food is honestly the best at JBLM! Their burritos are huge and taste great, as well as their other menu items. They have a very friendly staff as well. I love going to just hang out.

Here’s help for school prep A guide to getting ready for in-person school attendance this year By Norma Melo, JBLM school liaison officer ugust will be over faster than it began, and soon students will be preparing to get back to the business of their education. Locally, schools have publicly stated that they plan to open in a full-day, five-day-a-week schedule. This is a full turnaround from the past 18 months of attending by a hybrid model of two days in classroom and three days of online learning. As you look at your preparation list, it may look like: • School supplies. • School clothes and shoes. • Immunization records review and appointments made if shots are needed. • Transportation or bus schedule downloaded and posted. • School name and child’s teachers names on your emergency list. • Local emergency contact provided to the school administration office. The JBLM School Support Office offers insight into how to prepare your family’s students for the start of the school year and help you from feeling overwhelmed that first day.

A

Entering kindergarten For a child entering kindergarten for the first time, everything will be new and the student will learn new routines of how school and classrooms work.

Waiting in line and having to wait their turn to ask questions will be the biggest frustration that most students experience. Try to calm your child and share that they are learning how to become a member of the classroom and a greater part of the community. It provides them with a sense of being and belonging to something greater than themselves. Some students will find that the days are long and may be tired when they arrive home. If this happens, try to begin their night routines earlier so they can get enough sleep. When our children don’t get enough sleep, they become irritable and don’t focus very well. Children need at least eight hours of sleep per night to be rested and ready for the next day.

Returning to school For students returning to their school, remind them that things will be different from the two days a week they encountered this year and that there may not be any more online work. Some students may be confused having to be in the classroom all day for five days a week. Again, calmly remind your child that school attendance is supposed to be a weeklong event. We hope that most students will be happy to be among all their friends instead of just those who were in the same cohort they had last year. Continued on next page.

JBLMmwr.com 39

Middle & high school For students who are in middle and high school, you may want to see how they’re feeling about being around so many students at one time. Many students have stated that they’re anxious about being around so many kids at once. This is a far cry from the norm where teenagers are socially connected to their friends. Take time to talk about how being isolated has affected them (be cautious if you get a vague answer). There’s nothing wrong with feeling anxious — in fact, it’s normal! If your child shares more-than-normal anxiety, please make an appointment with a Military Family Life Counselor at their school or with an embedded MFLC in one of the brigades. You can call our office to find out who the MFLC is in your child’s school.

Preparing your children If your child needs a physical or immunizations, make those appointments now so they can be conducted before school starts and your child won’t need to miss class for their appointment. You also may want to move their bedtime schedule ahead before the first day of school. Try moving their bedtime 20–30 minutes earlier every other day two weeks prior to the first school day. By the time school starts, it will be normal for them. For younger students, it’s a good idea to ensure that they’re reading a short book (less than 20 minutes) before bed. This will get them into the habit of reading every evening so when teachers send home reading assignments, they’re used to reading before bedtime.

School registration Registration for most school districts is being conducted online only. Most schools are going to online registration to cut down on

the number of people inside the school. If you need help in the online registration process, call the school. You may want to email the school office or your child’s teacher to ask questions (remember to give them some grace; they have every parent asking them questions). We find if you email your question, you can get a faster response than waiting for someone to call you with an answer.

State of health Students may be required to wear masks during the school day this school year. Many school districts are waiting for guidance from the County Department of Health, the Washington State Health Department and the CDC guidelines for School and Child Care Centers. The school board does not make this ruling — it’s handed down by state and federal governments. We’re waiting to hear how close the proximity will be for masks to be worn. Remember to look for what your school district puts out.

Drive with care Please remember that as school begins there will be children who are excited, walking and talking on the way to school and not watching the road. Drive with care and follow the speed limits around schools. If you’re at JBLM and receive a ticket, that ticket could cost you big bucks and the possible safety of a child.

Fee assistance for

44 Joint Base Lewis-McChord FOCUS August 2021

off-base child care I

f you’re a Service member family at JBLM, you may qualify for child care fee assistance if you aren’t able to find available slots in JBLM’s child care programs. The military child care fee assistance was created to provide authorized reserve and active duty personnel assistance in locating, selecting and offsetting the cost of civilian child care when on-base child care isn’t available or a viable option for the Service member and their family. The programs available through Child Care Aware® of America provide subsidies for eligible military families enrolled in quality commercial child care programs throughout the United States. CCAoA authorizes subsidy amounts based on total family income for eligible Service members and supplies monthly payments directly to the prospective child care provider. The military fee assistance subsidy is the difference between what the sponsor would pay for on-base child care and the communitybased child care provider’s rate, up to a provider rate cap of $1,500 per child per month.

How to apply for a subsidy For Army personnel, before applying to the Army Fee Assistance Program with CCAoA, new families must contact CYS Parent Central Services to see if there are child care options available on base. If on-base care is unavailable, a statement of non-availability must be completed and signed by a Parent Central staff member. Contact Parent Central at 253-966-2977 or make an appointment at JBLMcysRegistration.com. For Air Force personnel, contact CCAoA directly at 1-800-424-2246. For more information about the program, visit childcareaware.org.
