ast August, Fukuoka City’s local government established a virtual eighth ward for the city, named “Kawaii-ku”. Kawaiiku connects Fukuoka’s vibrant youth with the city’s cultural capital through all things “kawaii”. Anyone can register as a citizen and since August last year Kawaii-ku’s population has quadrupled its original target of 10,000; on January 1, Kawaii-ku’s population tallied 41,425! Will you join too?

Fukuoka Mayor Takashima and AKB48’s Mariko Shinoda Fukuoka’s youthful mayor officially appointed Mariko Shinoda, AKB48 member and Fukuoka native, as the figurehead of this virtual district.

Action and Events There are plans in the pipeline to organise short tours to showcase “kawaii” spots in Fukuoka to other Japanese and foreign visitors. Initially these tours will target young women in Tokyo. Scheduled for later in the year is a collaboration with FACO for residents to polish their “cuteness”. So what might appear at first as a whimsical waste of taxpayers’ yen turns out to be a clever strategy to involve the younger generation into further developing Fukuoka’s rich cultural assets along with the potential to generate economic benefit. What Is Kawaii-ku? Kawaii-ku is an online community that sends out twice-monthly mailings detailing current events and locations in Fukuoka that members may be interested in. Events have included a wine-tasting and a fashion show. Kawaii-ku is not predicated on gender or looks; the aim is to celebrate both Fukuoka’s natural and cultivated assets.

“M

eet me at Tagsta” is a common refrain in Fukuoka. This landmark of a coffee stand is located next to Hakata’s kitchen, Yanagibashi Market. The name Tagsta, derived from the Danish for mark and station, was conceived by the owner, Yasuhiro Hashiguchi, who wanted to create a place for people to congregate. The quiet 66m2 shop employs a minimalist design: no couches or

chairs, just a counter. Hashiguchi says he enjoys “the beauty of a space that does not intrude on customers’ conversations”. He also has a keen eye for art and invites creators to exhibit their works in the gallery next door on an irregular basis. Tagsta uses a La Marzocco coffee machine and Everpure High Flow water filtration system to offer a variety of drinks

enjin is one of my favourite places – mainly for shopping. Shoes and jackets (my favourite route to end-of-month bankruptcy) are so painfully trendy here that they make my knees weak. The fashion options are all so current, so progressive, that you can feel pretty tame when browsing the shops in just jeans and a t-shirt. So, it’s nice to know that you can still be shocking somewhere as cutting-edge as Fukuoka’s fashion district – just try paying for your new threads with a debit card. Or, when you’re at the office (your digitised, Japanese robo-office, right?), try suggesting they use broadband instead of a dial-up connection on the office PC. Go to a bank and ask if you can use their ATM after 10pm; go to a post office and ask if they open on Sunday. Nothing. They’ll look at you like

you’re a stranger from a brave new world. Yep, my biggest shock from five months of living in Fukuoka is just how technophobic Japan can be. Since I moved to Kurume last August, my family back in Scotland have suffered many a Skype complaint about my 30-year-old aircon unit and the grim limitations of my bank card. They no longer see Japan as one big Tokyo, buzzing with cyber progress; in fact, my Dad has compared my life in Japan to Britain in the late 1970s, when unemployment led to widespread cutbacks and frugality. In terms of technology and office practice, the Japan of the 1970s too is probably pretty similar to Japan today. But why is this such a surprise for a newcomer? Why the contrast between the image of Japan and the reality of my frustrated phone calls back home?

In the West, we see Japan as embodying the information age, innovative on an almost surreal level, and the Japanese media seems fairly happy to nurture this idea abroad. Indeed, the gap between facade and truth can be a matter of national concern here – the disparity between ‘honne’ (true feelings) and ‘tatemae’ (public behaviour) has formed the basis of social practice in Japan for hundreds of years. At first, frustration towards low-tech life along with my gaijin outsider status convinced me that the Western image of Japan is really just a slickly choreographed sham, the reality a well-kept secret. After months of living in an apartment where my fuse blew any time I ran both my microwave and my laptop, I was sure that the Japanese don’t want the world to know how behind the times their technology is, as if it was a source of national embarrassment. It’s clear to me now though that the reverse is true: they like it this way. But why in Japan, of all places, do dated technologies prevail? For one thing, we have the oft-quoted problem of an ageing population. More than twenty percent of Japanese

are over 65; used to the current ways of doing business, they’re unlikely to request a switch to digital anytime soon. More than anything else, the head-in-the-sand approach to change in Japanese offices is, to me, perplexing at best, completely ignorant at worst. The more I watch my colleagues, however, the more it seems like delayed gratification instead of stubbornness. They suffer through the logistical inconveniences in order to come out the other side more forbearing and virtuous. The idea of ‘gaman’ (uncomplaining perseverance) has Buddhist origins: enduring the seemingly unbearable with patience and dignity. If a lesson must be prepared and you have nothing but a dinosaur of a PC and a temperamental fax machine, then completing the task will be made even sweeter because of the challenges posed by the very objects intended to help you. And don’t even consider complaining about it either – in Japanese offices, it is truly the bad workman who blames his tools. As we suffer through the bitter Japanese winter, the lack of central heating often causes

us Westerners to hate this particular cultural idiosyncrasy. It can be hard for us to accept things being made more difficult for our benefit. The fact is, however, that complaining about it is like banging your head against a brick wall. Low-tech life indicates the larger issue of Japanese resistance to, and maybe even suspicion towards, change in general, a national trait so radically different from the international preconception. If I’d never come to Japan, I’d never have truly appreciated the more broad-minded approach to office life back home. I’d also never have learned to work a fax machine from 1999. Dodesho?

それから、この底冷えする地域の建物が セントラルヒーティングを持たない現実は、 欧米から来た人々の理解を超えているんだ けど、これもこの文化的な特異体質からき ているんだと思うわ。モノゴトが自分の為 や、あって感謝すべきものであっても、受 けいれること事態が困難になっている事態 があるの。そのことに不満を言うと、上に 向かって唾を吐くのと同じ。 まあ、現時点で少なくとも分かっている こ と は、 私 が 日 本 へ 来 る こ と が な け れ ば、 スコットランドでの生活のテクノロジーに 感謝することもなかったでしょうし、1999 年モノのファクシミリの達人になることも ね。さ、あなただったらドォデショ?

I

t’s the place where everybody knows your name – Jody Archer’s FUBAR on Oyafuko-dori. During his early days in Fukuoka, working as an ALT on the JET program, British-born Jody came to know the ins and outs of the city’s nightlife scene. When the chance came up years later to purchase the “Crazy Cock” bar where he had worked part-time, Jody jumped at the opportunity and renamed it FUBAR. Jody realizes the relationships between his staff and the patrons are crucial to creating a place that people want to come back to again and again. There’s an emphasis on communication and newcomers are always welcome. The recent crackdown on bars and clubs in Fukuoka forced Jody to change the bar’s license. The result being patrons can once again enjoy DJs and dancing until 1 am, after which it reopens as restaurant bar. Although Jody loves to work behind bar himself he says he’s got bigger plans in the pipeline. Stay tuned! A wide array of antique goods from all over Japan and the world are displayed in this twice annual event. Explore the 1,300m2 venue– a maze of stalls selling unique relics of the past. You’re sure to find interesting and valuable secondhand items waiting for a new home!

One of the highlights of Hakata’s annual calendar. The humorous daytime performance “Migawarizazen” tells of a man caught cheating by his wife. The evening “Kojo” announces the 6th generation successor of Kankuro Nakamura. Wear a kimono on 2/10 to receive a special gift.

Popular since the Edo period, this festival involves the scattering of beans to ward off evil. Stalls line the approach to Kushida Shrine, and Japan’s biggest Otafuku mask greets you at the entrance. Local celebrities scatter beans, and meet the public in the precinct.

Nagasaki’s historical ties with China are celebrated in this annual festival. 15,000 Chinese lanterns are placed throughout the city, shaped like Chinese historical figures, astrology symbols and more. Parades and performances from Chinese acrobats and lion dancers too!

二月博多座大歌舞伎

節分祭

今年の二月博多座大歌舞伎は、六 代目中村勘九郎襲名披露興行。昼 の部は、妻に浮気がばれる亭主を ユーモラスに描いた海外でも人気 の「身替座禅」、夜の部では幹部 俳優が挨拶を述べる、襲名披露な らでは「口上」などが予定されて いる。2/10(日)は「着物の日」で、 着物での来場者にプレゼントがあ るようだ。早春の博多の風物詩へ ぜひ足を運ぼう。

Back for its fourth year, this event attracted over 40,000 visitors in 2012. Around 400 tuned-up, modified and customized cars and bikes will be on display at Yahoo! Japan Dome. Aspiring customizers should check out the custom shop display booths and parts shops too.

Since 1987, this meet has attracted worldwide professional runners. It also serves as a heat for the 40th World Cross Country Championship. Before the main race, the Uminonakamichi Cross Country is held too (advance registration required). Take part or cheer on the runners!

The Shiraito Sake brewery is one of only a few in Japan still brewing with the traditional method of “Hanegi Shibori”. This barrel opening event includes tastings of the new brews. Customers can also buy sake-infused breads and sweets, so non-drinkers can enjoy too!
