The Global Miller blog is an online offshoot of Grain and Feed Milling Technology magazine. While the bi-monthly magazine covers milling technology issues in-depth, the Global Miller takes a lighter approach. Our columnists have a keen eye for the most interesting, relevant and (let’s face it) bizarre milling stories from across the world. Each weekday we scour the internet for top-notch news and package it for your perusal in one neat daily digest. The Global Millers are also massive fans of industry events and shows and can often be found out on the road. Here they share stories (and photos) from their travels and, being unable to keep a secret, share details of upcoming events. But the Global Miller is your space too; feel free to comment and share your views.

1/11/13: China’s grain buying spree; wheat innovation centre moves to Kansas; US Soy sustainability The US Department of Agriculture (USDA) has released figures that suggest China and other large grain importers embarked on a corn and soybean buying spree during the US government’s 16-day shutdown last month. Figures show that during the shutdown, which halted weekly grain export sales information, grain purchases far outstripped analysts’ expectations, despite weeks of market chatter about unusually large purchases. Read full article here... Kansas State University (KSU) Manhattan, USA has had a bit of a switch around recently. The Wheat Genetics Resource Center (WGRC), a component of the plant pathology department at the KSU College of Agriculture, officially relocated to the Kansas Wheat Innovation Center, a stateof-the-art wheat research complex situated on the north campus. Following a meeting later this month, projects for the National Science Foundation Industry/University Cooperative Research Centre will begin. The new research centre will be the first of its kind, combining private and public research into wheat genetics. Full report here... The US soy industry recently launched a Sustainability Assurance Protocol which includes soy export documentation to support ‘responsibly, environmentally, socially and economically’ grown soy products. Earlier this month, Laura Foell, director of the United Soybean Board (USB) visited four European countries - The Netherlands, Belgium, France and Germany - to inform soybean importers, seed manufacturers and food processors about the new soybean protocol.

1/11/13: Adisseo launches an interactive version of its Rhodimet® Nutrition Guide

Adisseo has introduced an electronic version of its Rhodimet® Nutrition Guide which is now available for nutritionists worldwide. Back in July, Adisseo published its new Rhodimet® Nutrition Guide (RNG), a collection of amino acid recommendations for poultry, swine and aquaculture. Following a flip-chart version developed in August, the interactive guide is now available for personal computers and tablets. The e-RNG 2.0 supplies amino acid requirements of an extensive range of animal species and strains, and provides total, digestible composition and digestibility coefficients of amino acids in raw materials. In addition, the amino acid composition of more than 30 different raw materials is added in a separate section. This data is extracted from the Precise Nutrition Evaluation (PNE), the NIR Service from Adisseo. PNE allows the prediction of digestible amino acids, metabolizable energy and phytic phosphorus of raw materials, on the basis of a unique in-vivo database built on more than 200 digestibility trials carried out in Adisseo Center of Expertise and Research Nutrition (CERN) France. Based on an innovative modelling approach developed initially by PierreAndré Geraert, the Innovation Marketing Director at Adisseo, the amino acid requirements are expressed in gram/animal/day according to weight gain (or egg mass). The initial version was based on the data available in 2002. Many people were interested to check if the modelling approach was still valid on more recent data. As a consequence, the present version is using all the new published works till 2012, confirming the methodology for a larger number of essential amino acids. This approach gives a simple way to adjust amino acid recommendations to field results more precisely than a constant amino acid to lysine ratio. They are adaptable to standard or specific conditions and various feeding programmes. “A recent trial conducted in Thailand shows that formulas based on these recommendations resulted in a better adjustment of digestible amino acid requirements to sustain growth with a better economical return compared with usual recommendations”, says Dr Magalie Nonis, an animal scientist at Adisseo. “This tool is available in nine languages: English, French, Spanish, Portuguese, German, Polish, Turkish, Arabic and Chinese,” added Pierre Dalibard, the company’s global technical manager. The e-RNG 2.0 is accessible via the Adisseo Brands website (http://feedsolutions.adisseo.com), the Apple App Store or Google Play for tablets. In order to access the e-RNG 2.0, users must download the application and inset an access code to establish the first connection.

5/11/13: Controversy over electronic grain trade; Viterra invests in grain handling network; remember remember the 6th of November

Global exchange company, CME Group Inc. was at the centre of a controversial trial on Monday following a decision to consider electronic trades when settling grain prices.

silos

In June 2012, traders working in the futures pits on the Chicago Board of Trade’s 140-year-old agricultural trading floor sued CME to halt settlement rules that factored in electronic transactions, saying the change would kill their business. The digital change follows a century-old tradition of settling futures prices for crops like corn and soybeans based on transactions executed in the pits. Read the full story here. Canada’s grain industry leader Viterra recently announced it intention to invest over CAD$34 million into its Alberta elevator network through two upcoming projects. The first project will see the construction of a new high throughput grain terminal near Grimshaw, Alberta, Canada. The concrete facility will be developed with a 104 railcar loading capability and approximately 30,000 tonnes of grain storage. The second project involves the expansion of Viterra’s grain terminal in Grassy Lake, Alberta. Storage capacity will increase by 14,000 tonnes to 36,500 tonnes, along with operational improvements to increase logistical flexibility and efficiency. Read the comprehensive story on Viterra’s website. Preparations are underway here at the Global Miller HQ, but it’s not bonfire night that’s got us excited.

6/11/13: Pest and disease control at heart of Adjuvants Market

The ‘Adjuvants Market’ which encompasses part of the agrochemical market and includes areas such as drift control agents, ammonium fertilisers and water conditioners, is one of the fastest growing sectors in agriculture. Over the next five years it is expected to raise almost 30 percent from US$2173 million to almost US$3000 million worldwide, reflecting an ongoing rapid growth the sector has seen in recent years. Adjuvants are revitalising the agrochemical sector and are proving useful ways for farmers to improve their chemical applications, facilitate dosages and achieve more cost-effective and better targeted pest control. The agriculture adjuvants market is mostly focused on North America and Europe where high tech agriculture practices are dominant.

“Interacting directly and on a personal level with governments, the top of the business world, decision-makers in the animal production chain and showing them what we can do. And immediately inviting all these people to come to VIV Europe in Utrecht, the Netherlands in May 2014. That is the purpose of our North African mission”, says Didier Nech, VIV agent and promoter. On the Road VIV’s road show will incorporate master classes and a preview of the European event. At the end of November, the road show will be travelling to Morocco, Algeria, Libya, Tunisia and Egypt. According to VIV, the aforementioned countries are on the threshold or in the middle of a major turnaround. It is hoped that the road show will allow VIV’s exhibitors and knowledge specialists to aid in the development of North Africa’s animal protein sector. “These are countries with a total of around 175 million consumers, where a lot of investments will be made in the coming years in response to the growth requirement. Especially for the poultry sector, but for the production chains of cattle, goats and sheep there are also enormous opportunities”, says Nech. Full trade mission news here. 3 Western Australian organisations have announced plans to conduct a collaborative study focusing on the impact of grain storage techniques on wheat seed viability, vigour and germination says Australian Broadcasting Corporation, (ABC Rural). The study, which will be conducted by the Mingenew Irwin Group, the Kondinin Group and the University of Western Australia (UWA) is supported by the Grains Research and Development Corporation (GRDC). During the 3 year study, a number of samples of grain will be taken in 3 different storage situations: a cleaned sterilised silo, a non-treated silo and an aerated silo. Christian Nansen, UWA associate professor says as well as looking at storage techniques and the effect on seed, ways to control insects in stored grain by keeping moisture levels down will also be explored. Read the full story here. Back in September, the Global Miller reported on the news of Biomin’s new premix facility scheduled to open in Southeast Asia. Well, following on from final preparations, Biomin officiated the grand opening of its second premix plant this week, a state-of-the-art facility located in Binh Duong province, Vietnam. The impressive 4.7 hectare, fully-automated plant is capable of producing 60 tonnes of premix per day at full capacity. “Vietnam is an important market for us, and with the addition of the new facility, we will achieve a five-fold increase in total capacity. This also allows us to export to other countries in the region, including Cambodia and Myanmar,” says Phuong Nguyen Quang, chief operating officer of Biomin Vietnam. Full report available here.

7/11/13: XTRACT® in broiler production - it just makes sense A news release shared from Pancosma

In modern broiler production, carcass quality is, along with growth performance based on weight gain and feed conversion, one of the most decisive quality parameters. Carcass quality, just like breast muscle, percentage of breast on total carcass, or carcass weight, is an economic/ commercial parameter with direct contribution to the profit of the farmer and of the slaughterhouse and is therefore of special interest to integrators. Through eight trials, Pancosma showed that feeding XTRACT® to fattening chickens, compared to either a negative or a positive control (Avilamycin, Salinomycin, Bacitracin etc…), has a positive effect on the hot and cold carcass as well as on the dressing percentage. XTRACT® 6930 is a product exploiting nature’s potential, especially active ingredients naturally occurring in plants and spices. These benefits are not due to a direct impact of the product on muscle tissue, but most likely to an indirect action on the digestive function. Recent research gives evidence of these “gut effects”, which are involved in immune modulation, antioxidant status, digestibility and metabolisable energy. Quality parameters for further processing in the food chain, such as drip loss and meat and skin colour, were improved in these trials. These results, combined with better zootechnical performance (growth and feed conversion) and an interesting return on investment, show that XTRACT® guarantees a profitable broiler production.

7/11/13: China approves imports of Brazilian corn; harnessing the benefits of the cassava crop; John Deere at your fingertips

According to a Brazilian government official, China has agreed to allow imports of Brazilian corn, providing a key market for surging production. Although China is the one of the world’s top corn producers, second only to the United States and should produce 210 million tonnes of the grain this season, it is expected to expand its corn imports to feed its growing middle class. In October, top international researchers along with decision makers, business people and a range of stakeholders working in the cassava sector met at the International Institute of Tropical Agriculture (IITA) in Ibadan, Nigeria. The meeting called a plan of action on the best way to implement the cassava business in Nigeria. “We need to seize this opportunity and harness the benefits of every part of the cassava crop for national development, income generation, nutrition enhancement and poverty alleviation,” says Dr Kenton Dashiell, IITA deputy director general. Cassava is the fourth most important source of food energy in the world after wheat, maize and rice. Both the roots and leaves can be directly fed to livestock or used in producing commercial feed.

8/11/13: Australia’s myriad of agricultural organisations, which includes feed, faces restructuring

In an interview with ABC Rural, David Trebeck, a director of Grain Corp and author of a report into National Farmers Federation’s operations, agrees that while much has changed in the past 30 years for the better, the farm sector - including feed manufacturing - is being poorly represented at national level. “It’s best to start again. We need to have a single organisation and a single branding at national level with affiliates at state level to handle state issues and individual commodities,” he says. ABC Rural (which reports this story and more here) pointed out the American Farm Bureau might provide a template where an organisation representing two million farmers had over six million members. Trebeck said the same could be achieved in Australia by opening the organisation to groups working alongside the agriculture industry, adopting low membership fees and offering attractive commercial benefits that are only available to members. “We could have an analogous situation here in rural and Australia in general,” he added. All about process than actions, working hard to get to the next step. In themselves they are not going to encourage farmers to sign up.

8/11/13: Grain manufacturers sign up to voluntary code; new high-protein grass mixture; how do you like your eggs in the morning?

Three Australian companies - Goodman Fielder, Sanitarium and Bakers Delight - have become the first registered users of a new voluntary code of practice for whole grain ingredient content claims.

Initially launched back in July, the Code of Practice for Whole Grain Ingredient Content Claims is an initiative developed by the Grain and Legumes Nutrition Council, a top industry body for the nutrition and health benefits of grains and legumes. An alternative to maize, the new mixture is designed to give maximum summer cuts of high protein silage from spring sowing, followed by an autumn and winter grass grazing sward suitable for sheep and overwintering cattle. Read original article here ... It seems artificial food production is becoming quite a common trend. Following on from news of the world’s first lab-grown burger, Josh Tetrick, founder of Hampton Creek Foods is pushing his new product - Beyond Eggs- a plant-based replacement for real eggs. According to Tetrick, Beyond Eggs is manufactured from a mixture of a dozen different plants including peas, sunflower leicithin and canola which, when combined, provides the same taste, nutrition and cooking properties as the real thing. As the need to feed an ever-increasing population, Hampton Creek foods hopes the new product will allow developing countries to grow and produce their own ‘plant eggs’. “In developing countries, we can also add in things missing from the local diet, helping nutrient deficiencies, and we have had initial discussions with the world food programme about this,” says Tetrick. 13/11/13: China’s feed industry shows a commitment to learning

News direct from two of the Grain and Feed Milling Technology team, Roger Gilbert and Tuti Tan, who are currently at the 9th Symposium of World’s Chinese Scientists on Nutrition and Feeding of Finfish and Shellfish event in Xiamen City, China. Registration day at the 9th Symposium of World’s Chinese Scientists on Nutrition and Feeding of Finfish and Shellfish here in Xiamen, China, got underway with over 1000 scientists from around the country heading for this island city on the warm South China Sea that’s just 150km or so from Taiwan. All the key Chinese feed manufacturers are gathering here to learn more about nutrition and to meet the ever growing need for feeds. And sponsoring company Atech hosted a special dinner for many of the feed companies this evening. Fish are not a delicacy but a staple in this region which enjoys some of the most exotic and expensive fish and aqua products on the planet: two example from today alone - into this region China imports some 50 tonnes of Scandinavian salmon daily and on this evening’s menu was farmed turtle in a broth. Education does not stop when students leave colleges and universities it appears in China. Learning is a life-long commitment and the 9SWCSNFFS abstract book, which is some 450 pages contains almost 500 presentations and poster displays that will be available over the next four days of meetings that often run late into the evenings. Feeding over 75 percent of the world’s farmed fish takes a commitment from the feed industry, which Chinese feed manufacturers are proving equal to.

14/1//13: AFIA and NGFA’s joint comments on animal feed ingredients

News courtesy of the American Feed Industry Association and the National Grain and Feed Association The American Feed Industry Association (AFIA) and the National Grain and Feed Association (NGFA) have filed joint comments to the U.S. Food and Drug Administration (FDA) regarding recommendations for preparation and submission of animal food additive petitions. The comments comments follow AFIA and NGFA’s recommendation to assist FDA in providing important information in making informed decisions on the correct ingredient approval path to pursue and to assist the industry in properly submitting a Food Additive Petition (FAP) for animal feed ingredients. “The U.S. feed industry has a long history of providing safe ingredients and animal feed for use domestically and abroad. Ingredient review processes that function efficiently are extremely important for the industry,” the groups stated in their comments. Both AFIA and NGFA applaud FDA for providing the draft guidance document, which has been in development, with feed industry backing, for several years. “The American Feed Industry Association along with the National Grain and Feed Association find the draft guidance to be an overall helpful document for the industry,” said Leah Wilkinson, AFIA director of ingredients, pet food and state affairs. “We drafted comments to FDA as a request for clarification in order to help make the review processes to approve new animal food ingredients function more efficiently for the industry as a whole.”

In the comments, AFIA and NGFA noted FDA’s lack of clarity on terms such as mixture, components and material balance and asked those terms be defined. The groups commented on FDA’s request in the FAP for companies to submit an unrealistic level of manufacturing information, particularly since a manufacturing process is not a regulatory requirement when manufacturing food additives that meet existing food additive regulations and ingredient specifications. Additional guidance was also requested in areas where FDA had specific recommendations but did not provide supporting information in the FAP, including areas such as types of studies for homogeneity, stability and intended effects. “FDA’s guidance document details specific information that should be submitted for manufacturing processes and raw data. This information is typically proprietary to individual companies,” said David Fairfield, NGFA vice president of feed services. “NGFA and AFIA requested FDA clarify in the guidance document what information can be disclosed under the Freedom of Information Act.”

The plant is currently made up of 500 unionized workers though, according to sources, the company plans to suspend 110 full time workers effective on the 1 January 2014. Speaking about the job cuts, Kris Charles, Kellogg spokesperson said the London plant “plans to operate a more consistent production schedule. We don’t expect any changes to our ingredient purchases.” Read more... Egypt, the world’s biggest importer of wheat, is expanding its grain storage capacity. The country usually consumes around 18 million tonnes of wheat overall and buys about 10 million a year from international markets. According to a state news agency, Mohamed Abu Shadi, supplies minister suggested that the expansion would allow for and extra 1.5 million tonnes of storage capacity, a move which could reduce the need for imports. In a meeting with members of the Egyptian bakers’ syndicate, Abu Shadi said a national programme to expand storage capacity had already built 24 new silos. Construction of a further 26 has now begun. 14/11/13: Event: Campden BRI hosts safety and quality of livestock feed seminar

As the world’s population continues to grow, the global livestock industry is being challenged by an ever-increasing consumer demand for animalsourced food. Feed is composed of different materials in different proportions, and includes agricultural materials, by-products of food and drink manufacture, and additives. It is formulated to suit the age and type of livestock, and production constraints will vary for different livestock sectors.
With pressures on animal feed supply set to increase, the sourcing of feed of appropriate safety and quality will be ever more prominent. It is important therefore, to understand the issues in relation to the production of feeds and their use in livestock production.

In light of this, food research company Campden BRI is holding a seminar that will cover aspects such as nutrition, product quality, human health and aquaculture and how services on offer to the industry can help address some of these problems.

15/11/13: Chaos at ports following grain delivery errors; Russian family farms raise grain production; IAOM’s milling courses

According to recent reports by a federal government grain monitoring company, vessel waiting times at the Port of Vancouver, Canada this year are as bad as they’ve ever been. Government reports reveal that vessels scheduled to haul western Canadian grain to overseas customers waited nine weeks or longer to be loaded earlier this year. Other ships were partially loaded and then forced to wait for more grain as railways and export terminals matched incoming deliveries with waiting ships. Full report available here. As a result of an ensuing economic crisis following the fall of the communist political system, Russia has lost millions of acres of farmland and tens of millions of head of annual livestock production. However, feed conversion rates are soaring as the Russian farm economy restructures from the inefficient collective farm system. Individual family farms are taking over land from former collective farms, as are large corporate farms. Speaking at the recent Cereals North America - which was held in Winnipeg, Canada at the start of November - Dmitri Rylko, director of leading Russian grain analysis agency IKAR said on-farm production gains, world-class port facilities and general export system improvements are beginning to change the system.

18/11/13: Interview: IAOM - milling and food production in the USA Below is an extract from an interview with Melinda Farris, executive vice president, International Association of Operative Millers (IAOM). The interview was carried out by Grain and Feed Milling Technology’s own Tom Blacker at the IAOM Mideast and Africa Expo, which was held in Sousse Tunisia at the beginning of November.

The Inframatic 9500 whole grain NIR instrument tests whole grains for constituents including moisture, protein, oil, and test weight (requires optional test weight module) in less than one minute. The instrument is rugged and has proven reliability and usefulness from elevator and grain processing installations worldwide.

Rolls

In light of the struggle to feed an ever-increasing population, Farris spoke about the role of milling in the USA today as well as the impact of changing food production demands. Is it tough getting people into milling in the USA? Well of course it is. It is not a glamorous job. Nobody knows about it either! We are working on awareness. What about organising visits to mills? It is really hard getting mills to open up to the public these days because of security issues. There used to be that possibility but not really at the moment. In the UK, a new initiative for mills and fish farms to interact with primary schools started as part of the curriculum last year. Bakers come in and teach the processes of baking. It is really back-to-basic...

That’s terrific! When I was a kid we would do things like that and go on tours but I grew up in the country - we would go to farms occasionally. There has been a big change to nowadays with healthier food. ‘Whole wheat’ demand is causing a switch to production. Consumption has already increased. Do we embrace it? A lot of the press [mass media] is not accurate on this issue. We see a lot of transitions... Absolutely. The craze in the USA of the Atkins diet and South Beach diet where nobody ate any carbs really had an impact. I came into the association [IAOM] at about the tail end of that time. The recession helped right? People went back to more basic foods! Yes it seems that bread and other foods from this industry has stayed relatively recession proof too in Europe and the USA, at least compared to other foods. That is what we heard from nabim and the London and South East Millers Association. Visit the IAOM website here...

An official announcement was made at the GLOBALG.A.P. TOUR 2013 in Belgium on 20 November 2013, which named the winners of the Good Agricultural Practice Award. GLOBALG.A.P. initiated the G.A.P. Awards in 2012 to honor GLOBALG.A.P. certified producers who have demonstrated a high level of commitment to implementing Good Agricultural Practice. The G.A.P. Awards are designed to give producers an opportunity to showcase the impact G.A.P. implementation has made on their production processes and facilities, their workers’ welfare, and their surrounding environment. The four winners, selected from 23 applicants, were chosen by a jury of experts based on strictly defined selection criteria. As was the case last year, the high level of quality, diversity and commitment made it very difficult to select an overall winner. The G.A.P. Awards 2013 winners are: From Israel: Kibbutz Alumim From India: Craigmore Plantations Private Limited From Ecuador: Tankay (produtankay cia ltd) From Argentina: Maniagro SA “GLOBALG.A.P. is proud to have received so many good applications for our second edition of the G.A.P. Awards. I would like to thank all those who applied for their effort and dedication. Congratulations to the winners and an applause to all the applicants, whose profiles we have published throughout the year in our monthly newsletter and on our website,” said Dr. Kristian Moeller, director GLOBALG.A.P. All of this year’s applicants showed a great deal of commitment and an admirable sense of drive and determination. The stories they submitted illustrated the diverse challenges and innovative solutions in implementing Good Agricultural Practices through GLOBALG.A.P. Certification on their farms, at their production facilities, and in the management of their businesses. “The G.A.P. Awards represent a great opportunity to recognise farmers who are focused on meeting the highest standards in food quality. This year’s winners showcase the benefits of implementing the best technologies and production practices, such as integrated pest management, responsible use of crop protection products, investment in biotech cultivars, and a commitment to provide employees with the highest degree of social services,” said Rolando Zamora, stewardship manager, crop protection at CropLife International, Belgium. All the winners will receive a ticket to the GLOBALG.A.P. summit 2014, including travel and accommodation costs for one person. They will be officially honored at a special ceremony together with the winners of the G.A.P. Awards 2014. Visit the GLOBALG.A.P. website here.

Recently, Soybean flour has been making waves among health-conscious consumers. Mei Bao, a healthy food restaurant in Tokyo’s Shimbashi district, Japan serves deep-fried noodles made from 100 percent soybean flour. With just 10 grams of sugar, (about 75% less than wheat flour) Soybean flour has a much lower calorie count than other flours and is still relatively nutritious. Full article available here... A plant physiologist from the U.S. Department of Agriculture (USDA) has come up with an innovative way to use spent grains left over from corn ethanol production. Spent grains are also known as dried distiller’s grains (DDGs). Steven F. Vaughn and his colleagues have suggested that using spent grains as a starting material in cat litter may prove to be more environmentally friendly than popular but nonbiodegradable clay-based litters. In preliminary studies, Vaughn’s group tested ‘x-DDGs.’ These are DDGs that, after being used for ethanol production, are treated with one or more solvents to extract any remaining, potentially useful natural compounds Full story available here...

25/11/13: Focus on Phosphorus in Peterborough- the HGCA Agronomists’ Conference News courtesy of HGCA, a division of the Agriculture and Horticulture Development Board.

Phosphorus is a major nutrient for all crops and an essential input for profitable crop production.

“However, a number of key issues remain and HGCA is tackling many of these through an innovative programme of research involving extensive collaboration with industry partners. “We already know that some soils contain too little Phosphorus, whereas others are well supplied. Our research is scrutinising Phosphorus management advice to make sure that the most appropriate target Phosphorus level can be set and that the grower has the tools to hit the target.” What’s involved? At the conference, which regularly attracts around 300 delegates, Mr Holmes will look at how research is helping to provide answers to some critical questions, including: - Is a target Phosphorus index of 2 appropriate for all soil types? - Is it realistic to farm at Phosphorus index 1? - How long does it take for soil Phosphorus indices to decline when Phosphorus treatment ceases and to increase when Phosphorus treatment is resumed? - How can the arable sector make better use of recycled Phosphorus sources? The conference will also include: - the annual fungicide performance figures - a resistance management session led by Rothamsted Research 27

26/11/13: Cereal crop collaboration; China to let market decide grain prices; Soy-yeast supplement for piglet feed

Agri-technology company Arcadia Biosciences, USA and hybrid seed developer DuPont Pioneer, USA have announced a collaboration to develop enabling technology to help manage pollen flow in sorghum. Mostly used for food, animal feed, and a variety of industrial applications around the world, sorghum is grown on approximately 100 million acres globally. The collaboration will grant Arcadia exclusive rights to develop specified Pioneer technology for use in grain, forage, sweet, and biofuel sorghum types. Full news available here... Grain and crop prices will soon be decided by the market rather than the Chinese government. This was the message published today in the Economic Times of India, following original publication in the China Economic Times, China’s leading business newspaper. Since 2004, with the aim of protecting farmers’ margins and encouraging output, Beijing has set prices for rice and wheat, and stockpiled corn, soybeans, sugar and cotton at fixed-prices, the newspaper noted. “Grain prices have come to the stage to be decided by the market,” said Fang Yan, head of rural department of the National Development and Reform Commission (NDRC) speaking to the China Economic Times. Full story available here... The Department of Animal Science, the agriculture research division of the University of Arkansas, USA recently studied the effect of a new supplement for use in piglet feed. Developed by Hamlet Protein, a global supplier of soya protein products for the animal feed industry, HP 800 Booster is a soy-yeast supplement developed specifically to boost the food intake of underweight piglets. According to Hamlet Protein, the unique co-processing of soy and yeast delivers a good combination of nutritious proteins and low levels of antinutritional factors. As part of the study of 238 weaned piglets, the Department of Animal Science noted that even when HP 800 Booster was no longer included in the diet, the piglets fed the supplement at an earlier stage continued to gain more in weight – at significantly lower feed costs. 27/11/13: AFIA provides “accolades and concerns” on FSMA feed rule News courtesy of the American feed Industry Association

With the aim of providing industry feedback on the proposed rule to establish current good manufacturing practice and hazard analysis and risk-based preventive controls for animal food, the American Feed Industry Associatin (AFIA) along with “90 of their closest friends” attended the Food Safety Modernization Act (FSMA) Public Meeting last Thursday in College Park, Maryland, USA. The meeting, was the first of three nationwide to be hosted by the US Food and Drug Administration (FDA) to answer questions and take part in dialogue surrounding the proposed animal food rule. Richard Sellers, AFIA senior vice president of legislative and regulatory affairs, provided “accolades and concerns” on behalf of AFIA, stating the organization’s and industry’s main worry is the court mandated comment period.

“This industry has never seen the magnitude of such rulemaking with such a major impact on all of the feed industry,” commented Sellers. “We are expected to review, answer questions and provide comments in just over four months. In fact, except for medicated feed, this industry has never seen good manufacturing practices regulations, and FDA is proposing to implement those, as well as hazard analysis and risk based preventive controls in a very short timeframe. We think FDA and the industry will have their hands quite full in the next decade implementing these rules.” FDA has filed an appeal in attempt for an extension for the comment submission time frame but AFIA believes an extension is unlikely based on previous appeal attempts in similar scenarios. Sellers commented to the panel AFIA hopes “FDA prevails on appeal of this unrealistic comment timeline. Please note, FDA took almost two years to draft the rules, held a back and forth with the Office of Management and Budget for some 11 months and now expects the feed industry to review them and provide comments in some 14 weeks.” A separate concern Sellers stated at the meeting are the similarities between the proposed animal feed rule and the human food rule. He said although the FSMA language divides the two, there are too many references and requirements that lead AFIA to think FDA does not understand the congressional intent to separate human and animal food requirements. “We hope you will hear from Congress during this rulemaking, as some of the provisions in the proposed rules have requirements with little or no benefit from this overzealous approach to impose human food requirements on the animal feed industry,” remarked Sellers. “We hope FDA will reign in its approach and publish a final rule that recognizes the clear food/feed risks and goals for human food products and animal food products and establishments and how these differ. At some point, it makes sense to separate human and animal food in the Food, Drug and Cosmetic Act. We have begun talking with our attorneys about these changes.” Sellers stated the proposed rule will be difficult for feed mills nationwide to implement, especially given the short time frame of one to three years based on business size to do so. “What does concern us is the likelihood that a majority of the feed mills, not the majority of the feed tonnage, will have much difficulty in understanding, crafting programs and fully implementing these rules,” Sellers said. “In my 85 presentations across the U.S. in the past three years about this law, facilities in the heartland that are small to medium operations have the most difficulty understanding these concepts. One, two and three years may not be sufficient time to fully implement the final rules, but we’ll be back to FDA with data and rationale if we need additional time.” AFIA proposes FDA use a phase-in on continued good manufacturing practices (cGMP) for one year and then add preventive control rules on a two to four year phase-in pose final rule publication allowing for better compliance. In his comments Sellers applauded the FDA for drafting a “fairly well-constructed set of rules,” stating AFIA “believes these rules provide a clear guidepost for compliance that can coalesce the feed industry around a basic feed safety standard.” He added the organization is pleased to be involved with the Animal Feed Steering Committee on the Food Safety Preventive Controls Alliance and offers FDA assistance in AFIA’s expertise moving forward. 27/11/13: Farmer frustration over sluggish supply chain; German coalition seeks GMO labeling; US$1.6 billion agribusiness expansion in Thailand

Despite less than impressive weather this season, farmers from the Prairies region of Western Canada have come to the end of a bumper harvest. They now face a new challenge; getting their harvest crop shipped to market. Many farmers across the region are still waiting to get their grain to elevators. Gerrid Gust, a farmer from Davidson, Canada is frustrated that contracts and promises are not being kept, according to Canadian news network CTV News. “Farmers have been saying loud and clear, ‘Put more cars in the supply chain’,” said Jim Feeny, a Canadian National Railway Company (CN) spokesperson. “But based on our experience, we don’t think that would work. The result would be, you would just jam the system up and slow down overall movement.” Full story available here... 29/11/13: United Nations launches International Year of Family Farming initiative

News courtesy of the Food and Agricultural organization of the United Nations (FAO) A new initiative aimed at promoting the vast potential of family farmers has been launched by the FAO. It is hoped that the ‘International Year of Family Farming’ will help in the fight to eradicate hunger and preserve natural resources. In both developed and developing countries, over 500 million family farms, defined as farms that rely primarily on family members for labour and management, produce the food that feeds billions of people. In many developing countries family farms represent up to 80 percent of all farm holdings. The launch of the International Year in New York was attended by UN officials, ambassadors to the UN, government ministers and civil society leaders who will serve as special ambassadors for the year. José Graziano da Silva, the FAO’s director-general stressed the huge productive potential of family farmers. “By choosing to celebrate this year, we recognize that family farmers are leading figures in responding to the double urgency the world faces today: improving food security and preserving the natural resources, in line with the Millennium Development Goals, with the debate on the post2015 development agenda and the Zero Hunger Challenge,” Graziano da Silva said. Speaking on behalf of FAO, which is the lead UN agency for the year, the International Fund for Agricultural Development and the World Food Programme, he added: “Nothing comes closer to the sustainable food production paradigm than family farming. Family farmers usually run nonspecialized, diversified agricultural activities that give them a central role in securing environmental sustainability and preserving biodiversity.” He portrayed most family farmers, as well as fisher folk, pastoralists, indigenous people and traditional communities, as among the world’s most vulnerable populations, a situation that the year will try to address.

34

THE GLOBAL MILLER | November 2013

“We need to reposition family farming at the centre of national and regional development programmes,” he said. “Governments play a key role in leading the support so that family farming can reach its potential. “This includes offering technical assistance and policies that support the productivity increase of family farms; placing appropriate technologies within their reach; improving their access to land and water, credit and markets; and creating an enabling environment for further investments,” he added.
