We need 51% of our home owners to sign the petition in order to qualify for the historic designation. That’s about 750 owners. Our goal is 800 petitions signed to allow for any changes of ownership during the petition period. Five and a half weeks into the “signing drive” and we have 140 signed petitions. It’s an excellent start, but we have a long way to go! Our goal is to have all petitions signed by the end of October. Please take this opportunity to sign and return your petition. Encourage your neighbors to do the same. If you’d like to volunteer to help getting petitions signed, call any of our Board members. Thanks in advance for a job well done!

B.A.R.C. Sweep Be a responsible pet owner! Your neighbors probably love your pet as you do. We have an increasing number of dogs roaming the neighborhood. The population of feral cats has also increased. We have had reports of dogs jumping chain link fences from their yard into neighbor’s yards, dogs attempting to break through privacy fences and breaking pickets. The most alarming is the report that several neighbors have been bitten by these marauding “pets!” We have requested the Bureau of Animal Regulation and Care make a sweep of Glenbrook Valley to pick up stray animals. Please don’t assume someone else will see the animal and report it, call B.A.R.C. at 713-2297300. The more complaints the better!

Garage Sales Garage sales are regulated by the Office of the “State Comptroller.” Residents are allowed to have only two such sales in a twelve month period, lasting no more than 3 days each. Any more than two sales, the resident is recognized as having a business and items sold are subject to state tax. Failure to collect tax will result in fines from the State Comptrollers Office. The maximum is $500.00 per transaction, item. This means if 5 items are sold, the fine is 5 times $500.00, or a $2,500.00 fine. Glenbrook Valley’s deed restrictions prohibit operating a business from the home. Consequently, having more that 2 garage sales per 12 month period constitutes a business enterprise. Deed restriction violations are resolved by the City of Houston’s Legal Department or the Club’s attorney. Avoid the hassle, follow the rules!

NOTICE OF PROHIBITED PARKING REQUIREMENT AREA APPLICATION: Glenbrook Valley Civic Club has submitted an application for the establishment of a Prohibited Yard Parking Requirement Area (Section 28-303 of the Code of Ordinances) for all streets in Sections 1 – 12 in the Glenbrook Valley subdivision with the Houston Planning and Development Department. Once established, violating the Prohibited Yard Parking Requirement Area will be a misdemeanor and violators will receive a fine not to exceed $150 a day. Protest to the establishment of the Prohibited Yard Parking Requirement Area can be filed with the City of Houston. A written protest must be received by the City of Houston, Planning and Development Department, Neighborhood Services Division within twenty (20) days of the delivery date of the July, 2009 Glenbrook Valley Newsletter.
