Recently there was a proposal presented to Glenbrook Valley via the District I office made by the City of Houston's Housing and Community Development Department, Volunteers of America, and Kissito Healthcare to build 112 apartments and a medical facility on Monroe.

It would be located between Rockhill and the HOV exit. Considering the density of existing apartments in our area, this did not appear to be an acceptable proposition. It was proven to be definitely unacceptable after questions were asked and research conducted by concerned neighbors.

Airport Land Use regulations required specific sound-proofing for multi-family housing. It is also in the Flood Plain. We were assured they were aware of the restrictions and plans had allowed for compliance. Another question was if the apartments were for independent living, why was a "healthcare arm" needed for the project.

Several of our residents did extensive research on some of the organizations & individuals behind the proposed development. Disturbing accounts surfaced that included lengthy histories of alleged financial, regulatory and serious legal problems related to some of the key individuals that were trying to develope this facility in our area.

We made our objections know to our Council Member, State Representative, State Senator, and other City Officials.

The City's Department of Housing and Community Development sent us word that the Flood Plain had been re-visited and the property was found to be in the 100 year plain, so the facility would

Minimum Lot Size Update It's official......almost! You must remember we're dealing with the City of Houston here.

First, in February a confusing letter went out to the property owners of Sections 1, 2, and 5 attempting to explain the process for protecting the size of the lots in their section. A community information meeting was held by the Planning Department, ballots were sent out for residents to vote "yes" or "no."

The minimum lot size stated was 14,780 square feet, which was an average of all the lots in the sections. After the ordinance's required 30 days for voting passed, 64% of the property owners had returned their ballots. Only 55% were required to approve the lot size protection.

With 64% of the ballots returned, our application is ready to go to the Planning Commission and then City Council for approval.

WAIT....remember this is the City of Houston. A second letter was sent to the property owners stating the Planning Department had made a mistake in their calculations of the minimum lot size, it should have been 13,158 square Page 2

feet. Property owners were given 30 days to change their ballots. No one changed their vote.

Now logic says the Glenbrook Valley application for minimum lot size in sections 1, 2, and 5 will go to the Planning Commission, and on to City Council. BUT remember, this is the City of Houston. Stay tuned for the next exciting chapter!

Primero, en febrero una carta confundida se dirigió a los dueños de propiedad en las secciones 1, 2, y 5 tratando de explicar el proceso para proteger el tamaño de los lotes en su sección. Hubo una reunión informativa comunitaria patrocinada por el Departamento de planificación, y mandaron balotas para que los residentes votaren que sí o que no. Broadway Update There are 2 more sections to be rebuilt on the north bound side of Broadway. Then they flip to the south bound side, there are 6 sections there. BUT the good news is it won't take as long because all the major infrastructure is on the north bound side.

The intersections and some sidewalk pieces have temporary asphalt instead of concrete. When construction is complete and landscaping begins, the asphalt will be removed and replaced with brick pavers.

60 Inch Waterline Update There will be a 60 inch transport waterline that will go down Glen Valley and Santa Elena. The project is in the design phase, and is almost complete. A request has been given to our Council Member's office that the contractor that did the faulty work on Monroe not be considered for our phase of the construction. Once construction begins, we'll need to monitor it and report problems.

Same Song, Time to Abide By the Rules When planning structural/exterior changes to your home you must have a Certificate of Appropriateness (COA) and permit from the City of Houston.

The definition of "structural/ exterior changes" is changes in or to - entry doors, windows, siding, brick, porch columns, adding, removing, or replacing any feature on the outside of the home.

Applying for a Certificate of Appropriateness is not an overnight approval process. The Historic Preservation Department must receive your application 22 days prior to the next scheduled HAHC meeting. For example if the HAHC is to meet on the 20th of month A and you submit your application on the 10th of A, your request won't be considered until month B's HAHC meeting. PLAN AHEAD!!

The Historic Preservation staff will work with you in fine tuning your application. When suggestions are made, you will be wise to make the necessary amendments to your plan. The staff knows and enforces the guidelines. Resisting suggestions will only delay approval of the work you are planning to do, and may be costly.

Violations of the city's procedures have consequences. "I didn't know," is no excuse. Stop work orders and citations are issued for work done without a Certificate of Appropriateness or permit. Work continued without permits earns the violator daily fines. That's on top of the fine doing work without a COA and permit.
