Have you ever wondered why Glenbrook Valley is a historic district? It does not appear to be anything more than a neighborhood of Ranch homes. Well, you might not be aware that the Ranch home, and the related Mid-Century Modern home also found in this neighborhood, is considered historic. It is uniquely American – not a re-interpretation of some classical European style – created first in California in the early part of the 20th Century. Your neighborhood is unique, as one of Houston’s first post-WWII suburbs, it represents one of the most largely intact collection of custom ranch and midcentury homes in America. In designating it a Historic District, your elected officials recognized its unique character and the valuable role it plays in Houston’s history. It has been home to some of Houston’s legendary family names, including the restaurateur families of Carraba and Mandola.

The historic district designation protects and preserves the unique qualities and characteristics of this neighborhood. Separate from the normal permitting process, most exterior work visible from the rights-of-way must be approved by the Houston Archaeological and Historic Commission (HAHC). Ordinary maintenance and repair, however, does not need to be reviewed. A Certificate of Appropriateness (COA) from the HAHC is required for projects that alter the exterior appearance of a house (if visible from the rights-of-way), demolition, and new construction within Glenbrook Valley. The purpose of a Certificate of Appropriateness is to help preserve the architectural significance of Glenbrook Valley and to ensure that new construction is compatible with the historic character of the neighborhood. The Historic Preservation Ordinance does not regulate land use, exterior paint colors, interior alterations, landscaping, or fences. What type of work requires a COA? Projects that require a permit and a COA (including, but not limited to): • Additions (visible from the rights-of-way) • New Construction • Demolition • Replacing doors (visible from DO IT FOR THE PLANET. Projects that do not require a COA • Repair of existing, siding, and other exterior features • Landscaping • Painting • Carpeting • Interior remodeling • Reroofing (no COA, but City Building permit) • Repair of interior mechanical systems (ie: plumbing, wiring, HVAC; but do require City Building permit) • Fences less that 6 feet. In order to obtain a COA, a property owner should contact the City’s Preservation Planning staff, or you can download and complete an application available on the City of Houston’s preservation page. Call the staff at 713-8377963 for guidance during the application process Once the application is complete, it is reviewed by planning staff and presented to the HAHC, who then determines if the proposed work qualifies for a COA. Once the COA is awarded, the applicant is free to purchase building permits to perform their desired work on their property. By obtaining a COA, you are doing your part to preserve the historic integrity of the Glenbrook
