The Civic Club is a community based resource to help maintain the quality of life and property values of the neighborhood. Sometimes meeting this important goal means civic club volunteers have to address different challenges or issues that if not properly handled, could destabilize

One very important example is fighting commercial encroachment.

This involves businesses starting to open up in houses in the neighborhood. Left unchecked, this is usually the first step that starts a serious cycle of decline in a neighborhood. In most neighborhoods it usually starts with houses on busy streets or at the edge of the neighborhood. Once the “door is open” to allow houses to be used for something other than a regular single-family home, more houses throughout the neighborhood start turning into businesses, clinics, half-way houses, etc., and the neighborhood goes downhill.

Commercial encroachment tried to take hold in Glenbrook Valley the same way. A couple of different businesses tried to open up in residential houses along Bellfort, paving or planning on paving over front yards in the process. The civic club was successful in fighting not one, but two instances of this type of negative influence in our neighborhood.

Other examples this past year include set-back and architectural issues. These are things completely separate and are not related to the historic designation. Set-backs are basically what keeps people from building too close to their neighbors or too close to the street. They are important to the neighborhood appearance and the “breathing room” between houses that we are accustomed to having in our neighborhood. The civic club was successful in addressing a number of set back issues, thereby preserving the integrity of the neighborhood. In addition, the civic club was successful in resolving an architectural issue with a home on Glen Valley that had an ugly mismatched brick applied to the front. This was reNovember 2011

placed with matching brick, bringing the home back in line with the appearance of the neighborhood.

There are many other activities that the civic club takes part in for the benefit of the neighborhood, helping to keep Glenbrook Valley as attractive as possible. Sometimes these efforts take volunteers, sometimes they take money, both of which are in short supply. We hope you will remember to pay your civic club dues this year to help maintain the quality of Glenbrook Valley. We also encourage everyone to be involved, this is YOUR civic club! Please try to attend meetings and volunteer as you are able. The more people we have the more we can get done to help maintain Glenbrook Valley.

Glenbrook Valley is divided into five sectors for the selection of award winning yards, Northwest, Northeast, Southeast, Southwest I, and Southwest II. Bellfort is the north-south dividing line and Broadway is the east-west dividing line. The Southwest section has the largest number of homes so it is divided into subsections. Southwest I includes Section 7 and Section 7 Extended. Southwest II is section 9.

The judges are volunteers. They graciously give their time, and gasoline, in selecting the winning residences. Their decision is final. The judges are looking for creativity and effort. A theme is good. The award winning categories are “Most Beautiful,” “Most Original,” and “Honorable Mention.”

No Parking on the Yard Glenbrook Valley is a participant in the City Ordinance prohibiting parking on the yard. There have been some bumps in the road, so to speak, working out effective enforcement. The simplest, not to mention easiest way to report violations is through the Southeast Command's web site. Go to www.hpdse.com; in the right hand column scroll to "Helpful Forms;" select "Neighborhood Complaint Form;" after inputting the address in the first field, in the second field select "yard parking." In the "additional information" field it's helpful to put the type of vehicle, license number, the date and time the vehicle was in the yard.
