I
t is hard to believe that this year is almost over. To say the last two years have been a roller coaster is an understatement. We continue to deal with pandemic-related issues that are impacting our businesses, industry and community. The supply and demand for building materials, along with increasing cost and availability, continue to present a challenge for our businesses and clients. Add to that the overall labor shortage and lack of skilled workforce compounds those challenges.

As an industry we are fortunate to have established advocacy initiatives on the local, state and national level that have focused on keeping the construction industry essential during the pandemic while also working to address the supply and demand challenges with materials and labor. In addition to their lobbying efforts, they also provide valuable resources and education for our industry. So, when Tom Hall asks you to contribute to Build-PAC…we need for you to say YES by making a financial contribution that helps us support elected officials that understand our challenges. For the past 22 years, TREBIC (Triad Real Estate and Building Industry Coalition) of which we are a founding member, has provided governmental affairs services for our association. We have been fortunate to have Marlene Sanford serve as TREBIC President since the organization was formed. Her leadership has been instrumental working with elected officials and regulatory staff to address industry issues, striving to find the best possible solution to difficult community problems while preserving constitutionally protected private property rights. We congratulate Marlene and thank her for her 22 years of service as she steps down this year from her role as president of the organization. We look forward to working with her replacement Jon Lowder. Jon brings more than 12 years of experience to this role as the previous Executive Director of the Piedmont Triad Apartment Association. For our association, workforce development remains a major priority. Even though many of our initiatives have been sidelined due to the pandemic this past year…we look forward to re-engaging our members with educators and students in the new year…working to promote job opportunities within the construction industry. We encourage you to join our efforts. If you are currently hiring…utilize our Jobs Portal on the website. We need to populate this resource highlighting the variety of opportunities within our industry. Membership, Education and Community Service are ongoing priorities as well. As you will see in this issue, we were honored to receive the Outstanding Philanthropic Organization award for our efforts in helping provide affordable housing in our community. Special thanks to all our members who give back to the community through our association and in many other ways. As we close out this year, I want to thank you for the opportunity to serve as your President. It has been an honor to work with our Board of Directors and members throughout the year. We encourage you to find a place to connect and/or re-engage within our association in the new year.

Giving Back to the Community The Greensboro Builders Association was recognized as the 2021 Outstanding Philanthropic Organization in Greensboro as part of National Philanthropy Day on Monday, November 22, 2021. GBA was nominated by Habitat for Humanity of Greater Greensboro and Community Housing Solutions to receive this honor.
A
s an association, our members have always had a heart for helping others, especially in providing affordable housing. We have been fortunate to work with industry partners, such as Habitat for Humanity of Greater Greensboro and Community Housing Solutions, to assist with new construction and renovations to existing homes. In prior years, we had partnerships with the City of Greensboro and Home, Inc.
Community Housing Solutions Thanks to the Greensboro Builders Association’s partnership with Community Housing Solutions – 12 homes have been renovated to make them warmer, drier, and safer; 2 homes have been completely rehabbed, and 2 new construction homes have been built through our ReBuilding Hope initiative. This work has impacted 16 families and more than 40 individuals.
As with all our community service initiatives, our members step up to the plate time and time again when needed, providing their time and expertise as well as financial resources and in-kind contributions of labor and materials. Being nominating by our industry partners is invaluable and we are so honored to be the recipient of the 2021 Outstanding Philanthropic Organization in Greensboro. Criteria for the award focuses on an organization’s culture and approach to philanthropy and charitable giving, how they motivate and engage others to become involved and serve as leaders in the community. In addition, they look at the organization’s innovative and creativity in addressing an issue or cause within the community. We could not do any of this without the leadership, vision, dedication and commitment of our members who believe in the value of giving back to our community. Instead of us telling the story…here’s some of the information our partners shared in our nomination for this award.

2020 was a challenging year for everyone, however GBA members helped to secure much needed building materials, as well as engaged GTCC students in the construction of a new home on Eastwood Avenue. These students received valuable firsthand experience from the ground up. Not only is GBA focused on affordable housing issues, they are also involved with workforce development particularly related to the construction trades.
In addition to providing support in the construction of new homes and much needed home repairs, GBA members serve in various leadership roles on the CHS Board and Home Repair Committee. GBA puts their culture and approach to philanthropy into ACTION. Habitat for Humanity of Greater Greensboro The Greensboro Builders Association is a champion for affordable housing through its ongoing partnership with Habitat for Humanity of Greater Greensboro. This partnership was formed in 2003 with the first Raising Roofs…Builders for Habitat blitz which involved 21 builder members constructing 12 homes in one week! Since then, there have been 8 Raising Roofs weeks involving 71 builders. GBA has built 64 Habitat homes, providing 64 low-income families the opportunity to purchase their first home.
Through our partnership with GBA, we have met construction supply vendors, who we have developed long-standing partnerships with helping reduce the costs of traditional builds. Additionally, GBA members serve on Habitat Greensboro’s Building Committee to help oversee other building projects, with several becoming Habitat Greensboro Board members. The leadership of professional, experienced builders provided by GBA members to Habitat Greensboro’s Building Committee, and especially our Board of Directors, has been invaluable. Affordable housing is not the only focus for GBA’s charitable contributions. GBA members give back in many other ways…from hurricane relief trips for Floyd and Katrina…to assisting other community groups with construction related needs such as Peacehaven Community Farm; McIver Education Center; Hospice Beacon Place; Amy’s House – A Room at the Inn of the Triad; and Bingham Street Redevelopment project in which eight homes were constructed. Other community initiatives have included UNCG Bryan House Renovation; Price Park butterfly kiosk; Greensboro Children’s Museum; Greensboro Center City Park; Greensboro Sports Council Scholarship Tournament; Greensboro Beautiful; and In-as-Much Ministries. In recent years, GBA has partnered with A Simple Gesture Greensboro to collect food for school pantries in Guilford County during the Parade of Homes and Tour of Remodeled Homes.
GBA builder members have worked in teams to construct these homes. They have secured in-kind donations of materials and labor. Each builder donates their time during the build week to supervise the construction, working alongside their trade contractors and suppliers… doing whatever is needed to complete the homes for dedication on Friday afternoons. During Raising Roofs week, there has been an average of 100-150 construction professionals on the build site from sunrise to sunset. Over the years, the fundraising efforts from Raising Roofs have brought many ongoing faithful donors. In 2006, GBA and Pest Management Systems, Inc., (PMI) launched a creative fundraising effort to bring awareness and raise funds for Raising Roofs. In partnership with the Greensboro Grasshoppers, each year PMI purchases signature jerseys for the players to wear during a baseball game which are auctioned. This initiative has raised more than $93,000 over the past 14 years to directly support Raising Roofs.

Builder News Guilford County Planning & Inspections Through our Builder & Remodeler Roundtables this year, increasing concerns have been expressed with Guilford County Planning & Inspections regarding growing delays in inspections and obtaining CO’s as well as numerous failed inspections. Judy Stalder, TREBIC Regulatory Affairs Director, has been our liaison with Guilford County to discuss our concerns and explore solutions to help alleviate some of increasing challenges. Currently some inspections are taking up to 5 days. There are several factors impacting the delays in inspections that are workforce related as well as the increased volume of building in the county. Inspectors are attempting to conduct 14-16 inspections per day…an increase over the recommendation of 9 per day by the state. With the size of the county, travel time and timing are additional factors.

We discussed utilizing retired inspectors in the interim until they could catch up on the backlog, however many have not maintained CE credits to keep their license active. Efforts are also being made to address consistency in code interpretation among inspectors. Through our discussions with Leslie Bell, we requested a list of the primary reasons for failed inspections which can be found on the GBA website. In discussing ways that contractors can help…it was noted that less than 50 % utilize Accela which is designed to be a helpful tool in scheduling and tracking inspections. Guilford County recognizes the problem with delays and is focused on getting caught up and back to next day inspections. Feel free to reach out with any additional concerns as well as any improvements that you may be seeing in the field.
Prior to the past month, priority had been placed on concrete slab and footings, framing and CO’s. But with the current backlog, inspections are currently being prioritized by the roll-over dates to address those with longest delay first. Remote inspections are continuing but many times these are not time-savers. Clarence, Cole and other chiefs are working to do inspections as well as their administrative duties. If they are in the field, it is difficult for them to do remote inspections. There are some options for thirdparty inspections by licensed architects and engineers as noted on the county website and shared at our last Builder Roundtable. Approved paperwork must be completed and provided.

Regarding staffing, Guilford County is working to fill open positions from retirements and attrition. A new building inspector was recently hired. They are attempting to hire a mechanical inspector but getting limited applications. Code officials are experiencing the same workforce development
