TAMPA LEADS THE NATION IN FOREIGN INVESTMENTS
The global real estate market in Tampa, Florida is experiencing significant growth and attracting international investors. Tampa is considered a desirable location due to its strong economy, quality of life, and affordable housing compared to other major cities in the United States.
International buyers, particularly from countries such as Canada, UK, Germany, and South America, are investing in real estate properties in Tampa. They are drawn to the city's thriving job market, diverse economy, favorable weather and growing tourism industry.
The demand for luxury properties and condominiums in waterfront locations, such as Harbour Island, Hyde Park, and Davis Islands, is particularly high among international investors. These areas offer stunning views, upscale amenities, and proximity to downtown Tampa.
Tampa's real estate market has also seen an increase in foreign investment through commercial properties. The downtown area is being revitalized with new office buildings, hotels and retail spaces. This has encouraged global investors to enter the market and take advantage of the city's economic growth.
2023 Greater Tampa REALTORS® Director Lea Lagueux attended Toronto REALTORS® Real Estate Board (TRREB) REALTOR ® Quest from May 17 – 18. This event is Canada’s largest real estate conference and trade show. It is organized by the TRREB for the primary purposes of education and holding their annual membership meeting. The most asked questions by Canadian REALTORS® were about the condition of the real estate market in Tampa Bay and Florida in general. Agents also asked what typical home prices are, the size and type of homes available, the lifestyle, economy and investment opportunities. Inquiries on the availability of income-producing properties, ownership of short-term rentals and what laws exist for foreign buyers in Florida were frequently asked.
When asked the one thing that stood out to her during the event, Lagueux stated “it is the diversity of cultures and peoples that both Toronto and Canada embrace. This is not only clearly important in the city of Toronto but was an overall theme of the event.”
GTR was also represented at the 2023 NAR Western Europe Leadership Summit & 2023 Spanish International Realty Alliance (SIRA) Inmocionate Conference in June. GTR’s Florida REALTORS® Director, Marlene Cambronero noted that eight associations including Emerald Coast, Jacksonville, Miami, Northeast Florida, Orlando, Sarasota, and Tallahassee connected with over 600 SIRA members and global REALTORS® at the Expo during two days of insightful information on global markets, leadership and several breakout sessions. Attendees included agents from Spain, the United States, the Canary Islands, Portugal, Finland, Alaska, Italy, Norway, Germany, Costa Rica, Mexico and Colombia.
Overall, the global real estate market in Tampa is thriving, and international investors are recognizing the potential for growth and excellent returns on investment in this vibrant city.
Homeownership plays a major role in economic mobility, which strengthens our neighborhoods and local economy. For these reasons, Greater Tampa REALTORS® has partnered with Habitat for Humanity of Pasco County’s Tampa Real Estate Build for the first time after three consecutive years of partnership with Habitat for Humanity of Hillsborough County.

✓ Motion to change the CEO’s allowable emergency expenses from $2,500 to $25,000 was adopted.
✓ BOD voted and appointed the Stellar MLS positions.
The following items were acted upon at the May Meeting:
✓ Split $502,000 to higher money market treasuries and CDs was ratified.
✓ Up to $5,000 was approved for roof repairs on the 2918 W. Kennedy building.
✓ Motion was approved to request the TB Lightning to remove the Bolts banner from the GTR building.
✓ Up to $17,000 was approved to repair the roof, remove the carport, and repair the exterior door and threshold at 2906 W. Kennedy building.
✓ Up to $22,000 was approved for server replacement.
✓ Motion approved to request code amendment to Section 27-283.6 – “Methods of providing required parking and loading” to remedy developer loophole [city-wide].
✓ Up to $10,000 was approved to replace or repair the current phone system.
✓ Motion approved a $5,000 sponsorship for the Housing and Education Alliance Residential Triumph Awards.
The following items were acted upon at the June Meeting:
✓ Motion approved to engage Marilyn Wilson from the WAV Group and the BOD for 2024 strategic planning session.
✓ Motion approved to allocate the unused budgeted RealtorQuest funds to support Marlene Cambronero in her participation in the CILA Panama 2023.
✓ Motion approved to evaluate additional payment options for our members to improve member benefit and financial profit.
✓ Up to $35,000 was approved for the complete overhaul of the GTR security system.
✓ Up to $135,000 was approved to repair and replace the first level flooring of 2918 W. Kennedy Blvd. building.
✓ Motion approved for the CEO Jason Outman to open new credit cards through Bank of America.
✓ Motion approved for CEO Responsibilities to be added to the GTR Policy Manual.
✓ Jennie Restrepo was appointed to fill the vacated seat as a voting member of the board, and the board recommend that a new Affiliate Director be appointed to fill the vacant ex-officio seat for the rest of 2023.
✓ Motion approved to fill the remaining board vacancy by succession of most recent election results.
✓ The 2024 Officers were appointed.

Knowing or Reckless False Statements About Competitors
Case #15-1
REALTOR® A operated a residential brokerage firm in a highly competitive market area. He frequently used information from the MLS as the basis for comparative ads and to keep close track of his listing and sales activity as well as his competition.
One day, while reviewing MLS data and comparing it to a competitor’s ad, REALTOR® A noticed that REALTOR® Z had used a diagram to demonstrate his market share, contrasting it with those of several other firms. The ad showed that REALTOR® A had listed 10% of the properties in the MLS over the past three months.
REALTOR® A thought this was low. His analysis of MLS data showed his market share was 11%. REALTOR® A filed an ethics complaint against REALTOR® Z citing Article 15 of the Code of Ethics in that REALTOR® Z’s “obviously understated market share claim” was a “misleading statement about other real estate professionals.” REALTOR® A’s complaint was considered by the Grievance Committee which determined that an ethics hearing should be held.
At the hearing, REALTOR® Z testified he had always been truthful in his advertising and that all claims were based in fact. He produced an affidavit from the MLS administrator which indicated that a programming error had resulted in miscalculations and, after careful recomputation, REALTOR® A’s market share over the past three months had been 10.9%.
The administrator’s statement noted that this was the first time that information related to REALTOR® A’s listings or sales had been misstated on the system. “I relied on information from the MLS. It’s always been accurate and I had no reason to even suspect it was wrong last month,” said REALTOR® Z in his defense.
The Hearing Panel agreed with REALTOR® Z’s logic, noting that a REALTOR® should be able to rely on generally accurate information from reliable sources. They reasoned that if, on the other hand, the MLS had shown REALTOR® A having, for example, 1% of the market, then REALTOR® Z’s reliance on the information would have been “reckless” because REALTOR® A had generally had a 10 –15% market share and a reasonable conclusion would have been that the information from the MLS was seriously flawed.
The Hearing Panel concluded that REALTOR® Z’s comparison with other real estate professionals, while slightly inaccurate, was based on usually accurate and reliable information and had been made in good faith and while technically “misleading,” had not been “knowing” or “reckless”. REALTOR® Z was found not to have violated Article 15.

Q: When calculating an effective date, is it always the date that the last party signs or initials and delivers the offer or final counteroffer to the other party?
A: No. It sounds like you are describing, almost word for word, the definition of effective date found in the most current version of the Residential Contract for Sale and Purchase published by the Florida Realtors and Florida Bar. But that’s not the only way for a contract to establish an effective date.
Since this is a contract interpretation question, a party must carefully read everything contained in the contract to get an interpretation specific to the contract they signed. Some contracts, for example, simply pick a date, as in “the effective date of this contract is May 15, 2023” Other contracts may have a slightly different way to calculate the effective date, such as going by the date of the final signature, not final delivery. Parties to the contract should read their own contract carefully, especially if it’s not familiar to them, and should direct any questions they may have to an attorney.

YPNDEN Prioritize Personal Safety
• First meetings: When meeting with a potential customer for the first time, arrange for it to be held in a public setting.
• Proof of ID: During the first meeting with a potential customer, obtain a copy of their driver’s license or other government-issued ID. Keep this on file and share with your broker’s office.
• Introduce yourself: When visiting a home for a showing or listing appointment, introduce yourself to any surrounding neighbors you see. This lets them know why you are at the property as well as puts them on alert in case something goes wrong.
We all got into real estate for one reason or another. Something made us PASSIONATE about it. Whether it was to personally invest, your finesse sales skills, your desire for a flexible schedule, or that you are an absolute people-person. No matter the reason, one fact remains – this can be a dangerous career at-times. As REALTORS®, we spend a lot of time working with and meeting with people we don’t necessarily know. We have a unique position that way – we sometimes put ourselves in vulnerable positions with others: our direct contact information is publicly known; we advertise our secluded whereabouts when we hold an open house; we invite strangers to meet with us and show them homes, which potentially puts our own safety at risk. But that’s the nature of the business, right? We must make ourselves available in order to market, network and promote our services. While this is true, new REALTORS® should always be mindful that they are practicing real estate safely – for their customers, their families and their own sakes. Here is a condensed list of the many things you can do to ensure you’re staying diligent:
• Situational awareness: Be aware of your surroundings so you can recognize anything out of place or suspicious. Pay attention to details and others around you.
• Clue a friend in: Making your schedule and location known to a loved one or colleague allows for them to be on alert if they don’t hear from you in a reasonable amount of time or something strays from the plan.
• Gut feeling: Always follow your instincts! If something doesn’t feel right or you feel uncomfortable, don’t ignore that feeling.
• Shared open houses: Never host an open house alone. Partner with another agent, a lender, a title agent, an inspector, etc. There is power in numbers.
• Quick getaway: Reverse-park into driveways and parking spots. It’s simple, but great practice!
• Self-defense: Take a self-defense course to learn and practice techniques to become your best protection.
• Ready hands: Keep your hands free and ready. You never know when you’ll need to defend yourself. Keeping your hands free of clutter and your head up means you’re ready to use your hands to defend yourself should it become necessary.
In this industry, it’s best to be overly prepared. I would stress to any agent that the importance of personal safety is an often-forgotten pillar of success. It’s great to work your leads, market, promote and have referrals come pouring in; but to truly prevail in the real estate industry, consider the priority that your personal safety must take to offer you longevity in this field. Your loved ones will thank you!

AWARDS CATEGORIES REALTOR® of the Year
This award is Greater Tampa REALTORS® highest honor and goes a member with at least 10 years of service to GTR and who exemplifies what it means to be a REALTOR®. They are active in the Association, the community and contribute generously of their time and talent. They volunteer because they know one person can make a difference. They are committed to excellence in their profession and service in their clubs, churches and communities. They are ongoing examples of the professionalism exemplified by the Code of Ethics to which they subscribe. This person is known to be honorable and respected throughout the real estate community.
The winner also will have a demonstrated commitment in the following:
• REALTOR® Spirit: Commitment to laws and regulations of the Association and the National Association of REALTORS® Code of Ethics and is dedicated to furthering principles of good real estate practice among other real estate brokers, the media and the general public.
• Civic Affairs Activity: Examples include local and national level participation in civic and service clubs, charitable activities, political commissions or committees, fraternal or religious groups, etc.
• Business Accomplishments: Examples include public recognition of business conduct, service to clients, advertising programs, home rehabilitation work, etc.

REALTOR® Community Service Award (C. Ed Owings Award)
Established in 1964 and named in honor of the late C. Ed Owings, 1961 President of the Association, this award is given to a REALTOR® who has performed outstanding service to the community for a minimum of three years.
Outstanding Leadership Award (Edward T. Starr Award)
Established in 1961 and named in honor of the late Edward T. Starr, 1959 President of the Association, this award is given to the Committee or Task Force Chair who exhibits outstanding leadership to the committee or task force for the current year. It defines the Chair’s leadership style to include time spent, efforts made, who benefited and why and any other specific details.
Distinguished Service Award (Vernon E. Taylor Award)
Established in 2018 and named in honor of the late Vernon E. Taylor, 2010 President of the Association, this award goes to the member with a sterling reputation among his or her peers and who has a minimum of 15 years of exemplary service to Greater Tampa REALTORS®. This REALTOR® has been a mentor to others, invests passionately and continually in RPAC, steps up when asked and has ethics above reproach. This person has served on or chaired committees and has dedicated their time, talent and energies for the betterment of our Association and its members. This award is someone all REALTORS® are proud to point out and say yes, that
person deserves The Distinguished Service award. (Former recipients of Meritorious Service are not eligible.)
Newcomer of the Year Award
This award honors a deserving REALTOR® with two years or less tenure in the real estate profession. You must indicate whether your nominated candidate practices real estate as a full- time profession (to the best of your knowledge) and the number of hours per week (on average) your nominated candidate works in the real estate profession. Criteria should include but is not limited to:
• Tenure as a REALTOR® (two years or less)
• Ethical practices
• Participation in Association activities (Examples include service on task forces, attending Great American REALTOR® Days and/or state conventions, investing in RPAC, writing an article for GTR’s magazine, attending GTR functions, working toward NAR designations, etc.)
• Active in community affairs (For example: service on committees and any volunteer work)
Humanitarian of the Year
This award goes to a member who exemplifies the spirit and actions of making a difference for others in such activity as:
• Saving of human lives or alleviating of suffering
• Seeking to promote human welfare
• Performing charitable and philanthropic acts of kindness
Affiliate of the Year Award
This award is given to an Affiliate who has been a member of the Greater Tampa REALTORS® a minimum of three years (including year nominated). This company or person has been involved in events and activities in the Association (for example: New Member Orientation, educational sponsor, event sponsor, etc.).

Alecia Savas is a born-and-raised Floridian and a Tampa Bay native, currently residing in Tampa, Florida. As a native, Alecia knows all the appealing aspects and true value of living in such a beautiful city and has successfully sold properties to a diverse array of clients throughout Tampa Bay.
In 2021, Alecia won the Homes.com & Homesnap Excellence in Client Service award, an award presented to top Homesnap Pro+ agents who demonstrated superb service to their clients.
She thrives when learning and enjoys partaking in continuous research and educational courses related to real estate. Safety tipS for REALTORS®: How to Be Diligent in practice

It is impossible to be aware of every scam that exists, but that does not mean you should enter the market ill-informed. Here are five issues relating to REALTOR® safety and practices you can implement to navigate the market.
1. What are the indicators of a fraudulent real estate transaction?
The first glance at a real estate transaction can give a lot of hints that could lead to you concluding that the transaction is fraudulent. They are quite easy to point out. You should first analyze the deal and ask yourself: “Is this a reasonable asking price?” If the asking price is too low in comparison to the estimated value of the property, you might want to investigate it further. Next, you’ll want to investigate the owner of the property. Is the property vacant? Is the owner a foreigner? Answers to these questions will grant you a great lead.
2. How can I safely wire money?
When it comes to wire transfers, fraud isn’t the only issue, rather someone requesting/wiring money isn’t being careful enough. You should ALWAYS request payoff letters in a secure method. Whether that is in person or through a video call, you should never send it via email. Pay attention to the lender and any changes in their contact information, the bank of the lender, and compare it with other payoff letters. If you suspect that wire transfer fraud has occurred, file a complaint with local law enforcement or the FBI’s Cyber and internet-related Crime Complaint Center.
3. What can I do to ensure the seller of a vacant lot is the real owner?
It is a lot harder to ensure a vacant lot sale is legit since you can’t knock on the door of an invisible house and make sure the owners are truly selling their house. Since this is the case, scammers can claim to be the owner and attempt to sell online (on websites like Zillow) and fool buyers. With vacant lots, you should never use the information provided by online sources. Instead, send a letter to the address where property tax bills are sent.
4. What should I do if the signature on the deed is forged or if I suspect it to be forged?
A deed that is forged is void. Since forgery is a civil tort, all that you need to do is prove by a preponderance of the evidence to invalidate a forged deed. If you suspect that the signature on the deed is forged, you should look for recorded proof of the time of execution of the deed, verification by the owner of the property, and any changes made to the document after it was signed. Indicators include the seller being out of state or the seller only communicating via mail.
5. How can I make sure a notarized document is not fake?
Fake notaries in real estate transactions are becoming a common occurrence with online notarization being available. You should verify that there is a stamp on the notarized document, and that it is valid. Indicators of fraud include there being no identification provided or the seller insisting on using their own notary. You can conduct a notary search online at online-notary.sunbiz.org. Other practices you can implement are requiring a second form of identification and contact information and verifying the notary is affiliated with an applicable government agency.
Most importantly, we want all REALTORS® to be safe when practicing and to remember that it is always a good idea to take precautions, even if it may cost you more time in the short run.
