William Moehle In my column last year for the Winter Town newsletter, I expressed the wish for a mild winter. In the hopes that Mother Nature reads this column, I will again express the wish that winter treats us easily this year. Even if we do have another mild winter, there will be plenty of snow and cold, and whether you want to brave the winter elements with outdoors activities, or enjoy indoor fun, the Brighton Recreation Department has winter activities for you! Join your family in enjoying a new winter sport, start that art project you always imagined you could do or meet new friends at the senior center. There’s no need to drive through the snow to register for programs; secure on line registration is available through the Town webpage, www.townofbrighton.org. The popular Brighton Winter Market will be open from now until May, every Sunday except Easter Sunday, from 1-4pm, at Brookside School. Every week you can enjoy local meats and fresh produce, along with breads, desserts and cheese, from many of the same vendors that participate in the Brighton Farmers Market during the warmer months. Eat healthy during the winter, see neighbors and friends and enjoy local acoustic musicians, all at the Market, on Sunday afternoons.
The Brighton Memorial Library continues its active programming for all ages during the winter months. Whether you are a senior or the parent of a tween or toddler; looking to take a lunchtime break with Books Sandwiched In, a family movie night out or learning how to use an E-Reader, the Brighton Memorial Library has you covered! The Library is generally open 7 days a week during the winter, holidays excluded. For more information about Library programming, visit www. brightonlibrary.org. The new Brickyard Trail, like all Town parks and trails will be open all winter. We will not be plowing the Brickyard Trail, or any of our other trails, so you will be able to use the trails, not only for hiking but also for cross country skiing and snowshoeing. The Brickyard Trail and Lehigh Valley Trail will also be open for cyclists, including fat tire snow riding, throughout the winter. Please remember that cycling is not permitted in Corbett’s Glen Nature Park. No matter how much we try to avoid the cold, most of us still drive during winter. Winter driving can bring special hazards, so remember these tips to stay safe during the winter months. • Allow yourself more time to get to your destination • Brake slowly and avoid making any sudden stops, turns and lane changes • Clear all of your car windows and lights from snow for visibility
• Consider snow tires, rather than allseason tires, for superior stopping in ice and snow Of course, it is always important to observe speed limits and traffic signs, but remember that even driving at the speed limit may be too fast for inclement winter conditions. Remember that pedestrians are still out during the winter, and kids may be especially difficult to see, especially when snow piles line our streets. Snowplows keep our roads clear, but they need extra room to operate… please give them that room, and don’t try to pass or pass them in close quarters. Many people continue to walk and use our sidewalks during the winter and therefore all property owners are required by law to keep the sidewalks in front of their properties clear of ice and snow. Remember, school children are walking to school while it is still dark in the morning, and they must be able to safely use sidewalks. If you or your neighborhood would like an easier way to meet this obligation to clear your sidewalks for next winter, talk to the Department of Public Works about establishing a sidewalk snow removal district in your neighborhood. It will cost only a few dollars a year, and ensure safe sidewalks, while saving you time and cold mornings shoveling heavy snow. This year, don’t fear winter…embrace it, with a little help from your friends at the Town of Brighton!
Brighton Winter Farmers’ Market We’re lucky in Brighton – we are one of the few places in upstate New York where good, local, sustainably-grown food is available all year, even during the cold, snowy winter months. The Brighton Winter Farmers’ Market is open, offering a wide variety of fruits, vegetables, meats, and eggs from local farms, as well as baked goods, pastas, honey, jams, and other products made by local food artisans. Backed Up Sewer/Basement Flooding? Please call the Brighton Highway and Sewer Operations Center 24/7 line at 585-784-5280 (press 2 for the Sewer Department option) for assistance. If this is an after-hours call, an answering service will take your information and contact Sewer Department personnel. If a backup is a result of a blockage in the public sewer main, the Town
Sewer Department will remove the obstruction and/or repair the sewer main. If the obstruction is located within the sewer pipe from the house to the sewer main, the Town Sewer Department, as a courtesy, can assist in assessing the problem and in an emergency, the Town will try to remove the blockage. Generally, this effort
provides temporary relief and does not provide a permanent solution. Please note: Maintenance and repair of the sewer pipe, from the house to the main, is the homeowner’s obligation and responsibility to seek a permanent solution.
Brighton Highway Winter Policies The Town of Brighton is responsible for snow and ice control on Town, County and State roads within Brighton with the exception of the NY State Expressways. As winter approaches, we want to remind everyone of the necessary rules and regulations that provide for your safety and the safety of the traveling public on main roads and neighborhood streets within the Town during the winter snow and ice season. Our Highway Department Dispatchers are on duty 24 hours a day during the winter season and may be reached at 784-5280. Some important winter policies for you to be aware of are: • Highway and Road Salting - Our Highway Department follows the “Sensible Salting Guidelines established by the County of Monroe, in conjunction with the Environmental Management Council. This policy re qu i re s us to use only enough salt to make our highways safe for motorists, but requires you to reduce your driving speed according to conditions. 585-784-5260 • TTY 585-784-5381
• Mailboxes – It is the Town’s policy to repair mailboxes that are damaged by town plows during snowplowing operations or to replace them with a standard rural mailbox and post. Since there is no legal authority which grants an owner the right to place a mailbox along a public road in the right-of-way, our repairs and replacements are done as a courtesy. The one-piece plastic post/box combinations or any type of custom mailboxes will be replaced with our standard post and box. If you have an expensive and/or decorative mailbox and/or post, it may be worth considering the option of storing it for the winter and replacing it with an inexpensive assembly.
• Driveway Clearing – When clearing your driveway of snow, the snow shall be kept on your own property. Any snow pushed, blown or plowed on to any street is a ticketable offense under both New York State Vehicle and Traffic Law and New York State Penal Law. If your driveway is plowed by a private contractor, both you (as the homeowner) and the plow operator may be ticketed. Snow should be pushed to the left side of your driveway (if you are facing your house) so that when town snowplows go past your house, it will minimize the amount of snow going back into your driveway.
• Winter Parking – In order to facilitate snow removal and to eliminate potential hazards, the parking of vehicles on all highways, shoulders, or within three feet of the pavement within the Town, is prohibited between the hours of 2:00 AM and 7:00 AM from November 1st to April 15th. Vehicles in violation of this ordinance are subject to a parking ticket. Repeat violators or vehicles that prevent plowing of a street will be towed and the vehicle’s owner will be responsible for all towing and storage charges. 3

HappyFeet Rochester is part of the growing family of HappyFeet programs that started in Kansas City. HappyFeet Classes are a developmentally appropriate physical fitness program for children ages 2-5. Our partnership with The Rochester Futbol Club allows further training for children ages 6-8 - the HappyFeet /Little Lions program includes a soccer game. Our trained soccer coaches offer 30-60 minute classes each week with a structured curriculum designed to engage young children’s sense of imagination and fun, while building soccer skills like balance and ball control. Through storytelling and creative games, we promote sportsmanship, and challenge kids to work on new skills. They will make new friends with other kids in class, as well as with our soccer ball, “Bob the Bobcat”! Preschool Adventures is a unique class that is designed as a non stressful way for children to be introduced to the preschool experience. Each week is centered on a theme. The class begins with a story to introduce the children to that day’s lesson. Often we have finger plays or a song at this time as well. The child and their adult will rotate through 4-5 tables which will contain age appropriate crafts and activities. Everything is open ended and creative, and relates back to the day’s theme. We close with a large motor activity and the goodbye song. This class is led by a teacher with a BS in Early Childhood Education. Parent participation required! This sensory and science class will thrill your young children. They get to explore a variety of materials with their senses. They will explore slimy things, ooey gooey things, wet and dry things, rough and smooth things and more! Youth Programs AFTERSCHOOL PROGRAM
The Brighton Recreation Afterschool Program is a Registered School Age Child Care Program. This is a structured recreation program for children from the time the afternoon buses drop them off at Brighton Recreation until 6:00 pm. Activities include games, arts and crafts, sports, special events, tournaments and time for homework for those who wish to keep up with their studies. Children can be registered each month for one to five days a week. Program follows Brighton school calendar. Spaces are filled on a first come first served basis. Transportation to the Afterschool Program may be made through the BCSD transportation office. Please call the Recreation Department at 784-5260 for detailed information and a program brochure. Children who participate in other Afterschool activities at Brighton Recreation will be escorted to and from them by Afterschool staff, and will receive a discount on your Afterschool enrollment for that day. BABYSITTER’S TRAINING
This course teaches roles and responsibilities of the babysitter, including skills in accident prevention, basic first aid and emergency recognition including a demonstration of CPR and abdominal thrusts for choking victims. Learn to troubleshoot solutions to the most common problems a babysitter faces. Students are taught through classroom discussion, instructor lecture, supplemented by an interactive video presentation. PUNCH NEEDLE RUG HOOKING: BEGINNING TEEN
This two part class is all about choices! In the Beginning class, you can make a 13”X11” chair cushion or wall hanging (your choice), and by so doing, will learn all the skills necessary for making larger or other types of “rugs” (like floormats for a car). Choose from several patterns offered or draw your own. No drawing experience necessary. Experiment with different Punch Needles used, along with a palette of beautiful and interesting acrylic yarns. SCULPEY CLAY LESSONS
This is the perfect class for any kid who likes to create! This popular oven bake clay comes in many colors and maintains tooling and detailing beautifully. Once cured, it bakes hard and takes on a matte, bisque type finish. We will create animals and seasonal figurines. Take the clay home and bake at 275 °F for 15 minutes per 1/4 inch thickness. New this year and for the first time, we are pleased to offer the opportunity to learn the fun and exciting game of lacrosse. Lacrosse is known as “the fastest game on two feet” and has an over five hundred year connection to our area. This program will be run and coached by the Brighton Lacrosse Club, a not for profit community based group dedicated to bring this sport to the youth of Brighton. Everyone can play and it is called addictive because it provides a new puzzle with every hand. This class is designed for absolute beginners or for those who have not played in many years and want to start over. Lollypop Farm Training Classes are now in Brighton! Preserving the bond between people and their pets is a primary goal of Lollypop Farm, the Humane Society of Greater Rochester. Classes offer people and their pets a wonderful opportunity to improve their training skills and prevent future behavior problems. It’s also a lot of fun! BRICKYARD TRAIL PRESENTATION
The Town of Brighton completed the construction of the Brickyard Trail on June 29, 2016, it has quickly become one of the most utilized trails within the Town. The site was once used to mine clay used to forge the mighty Brighton Brick. The trail is situated within a diverse ecosystem which includes one of the largest urban wetland areas in the Rochester region. The trail serves as a connection between Town Hall and Buckland Park and includes information signage describing the rich brick history of the Town of Brighton. Join us for a presentation on the planning, design and construction of the Brickyard Trail. Historic Programs AN ARMCHAIR TOUR OF BRIGHTON CEMETERY
One of Brighton’s best kept “secrets!” Tucked into a corner of the Old Brighton Village at the corner of East Avenue and Winton Road, the Brighton Cemetery is a surprise to many who have driven past it all their lives! No need to bundle up, keep a look out for woodchuck holes, or trip over half-buried headstones while traipsing through the old cemetery. In the comfort of the Buckland House, Mary Jo will take us on a virtual tour. You’ll meet, among others, Amos B. Buckland (Buckland House on Westfall Road), Orringh Stone (Stone Tolan House), and Arch Merrill (A River Ramble and other books on local history). You’ll also see the proposed archeological dig site of old Erie Canal locks and marvel at this jewel’s natural beauty. It may even inspire you to go there in person! FOOD: FROM THE STONE TOLAN HOUSE TO THE BUCKLAND FARM
What would you eat for dinner if you lived then? Imagine a cold, dreary, winter day in March 1820. In the kitchen of the Stone Tolan House, the day’s meal is being prepared from a sparse selection of food that was beginning to spoil. In 1915, orphans from Hillside who lived at the Buckland House grew food and tended the orchards for the orphanage. During WWII, Brightonians planted Victory Gardens and baked flourless cakes. Today with 24-hour grocery stores and fast food restaurants, it’s hard to imagine what a measly supper of molding potatoes would be like! Mary Jo will serve up the history of what Brightonians - including earliest settlers and Monroe County prisoners - had for dinner! Edmunds Woods, A Natural Treasure If you don’t know a trillium from a tree frog, then this walk is for you! Or if you are familiar with many species of trees and plants, you will be delighted that they are easily available for your study and enjoyment. Edmunds’ Woods is a natural treasure that hosts a wide variety of plants and animals. Mary Jo will give an overview of the Edmunds family, farmers who occupied the property from 1824 to 1962. A forester/naturalist will lead a guided tour of the woods, the fields along the canal, and the meadow next to the pond. Wear comfortable shoes for this easy walk. Brighton Recreation sponsors a social club on Tuesdays for people age 60 and over. People are welcome to drop in anytime. Activities include our Lunch Bunch, musical programs, speakers, fitness programs, card playing, trips, holiday celebrations, and special events. Please join us for our social Lunch Bunch group! You may choose to bring your own lunch or signup for a delicious $6 lunch catered by The Full Belly Deli at 11:30 am. Lunch includes an entrée, two sides, dessert and milk. Sign-up by noon on Monday is required (unless specifically noted). Lunch payments are needed by 11:20 am dayof or sooner. The Brighton Memorial Library matches homebound seniors with library volunteers who pick up and deliver library materials. The volunteers are also willing to read to seniors who might be in need of that service. Call 7845300 and ask for the P.I.R.S. program for information.
BRI-PEN RIDES VOLUNTEERS NEEDED
Drivers, Dispatchers and Transportation Coordinators Needed for Pilot BRI-PEN Rides Senior Volunteer Transportation Program The Lifespan-sponsored group, Bri-Pen Senior Rides, has reviewed the surveys and determined there is a definite need for a volunteer ride service for senior citizens in the Brighton-Penfield area. They need a minimum of 20 drivers, as well as dispatchers and transportation coordinators, in order to launch the program. Can you help? Please consider donating your time to ensure transportation for a senior in need. Dispatchers and Coordinators do not need to drive. These jobs can be done from home or a designated office. You can volunteer as much or as little as you want. Even a couple of hours a month would be a welcome contribution. Drivers will be thoroughly trained through Lifespan’s Give a Lift program and will receive supplemental insurance. For more information about volunteering please call 340-8655. Mentoring Club
In the Fall of 2005, Brighton Youth Together joined forces with the Brighton Central School District Mentoring Club. Twelve Corners Middle School and Brighton High School students meet weekly at the TCMS Cafeteria from 3:00 - 4:00 pm. This high-energy group is working on building the 40 Developmental Assets for youth and community service projects while building relationships with their fellow students. Everyone is welcome! This club is designed for teens just like YOU! The Mentoring Club will help you to: • Build relationships within our community • Be a community Teen Leader • Share your ideas with other Teen Leaders • Help create and implement new programs • Have FUN while supporting the 40 Developmental Assets for Youth

From Town of Brighton Assessor’s Office Please take note that March 1 is the filing deadline for all Real Property Tax Exemptions. Some examples include: Enhanced STAR – Annual Renewal Required for current STAR Exemption holders* (unless you have completed the NYS Income Verification Form) Senior Citizen with limited income – Annual Renewal Required Disability – Annual Renewal Required Renewal applications were mailed; you may already have filed for the 2017 roll.
Please note: With very few exceptions, the residential New York State Real Property Exemptions require that the property be the owner occupied primary residence of the exemption applicant. Equalization The last town wide assessment roll update in 2008 reestablished a 100% market value basis for assessments. The 2016 assessment roll fell to 94%. New York State is reviewing the town’s sales ratios as a part of the process for establishing a rate for the 2017 assessment roll. As soon as that rate
has been set, it will be posted on the Assessor’s page of the Town web site around May 1. If you have questions, you may call (585) 784-5215. Office Hours Occasionally the Assessor’s office will close during the lunch hour. If you are planning an office visit during that time period, you may want to call first to make sure staffing will be on-site at that time. The 2017 Town & County Tax bills will be mailed during the last week of December. If you do not receive your bill by January 13, please call my office (784-5240) right away so we can investigate. Your full payment or first installment is due by Friday, February 10. Complete payment instructions and deadlines can be found on the reverse side of your bill. There are a few changes to the tax process this year. The first is simple. We are no longer using a PO Box. Any payments sent to the PO Box will be returned to sender by USPS and could incur additional interest. Please update your records. The second is the new bill. It debuted in the Fall with the school tax collection. The payment stubs are on the second 585-784-5260 • TTY 585-784-5381
page. If you are paying in person, bring both pages with you and we will stamp the bill as a receipt. If you are mailing your payment in, make sure and include the corresponding stub, but KEEP the first page. Lastly, our bank is no longer providing receipt services free of charge. We are only automatically providing receipts to property owners paying via escrow. If you pay directly, make sure you check the box requesting a receipt on the stub. We will then mail the requested receipts at the END of the tax collection cycle. Please DO NOT use online bill pay. When you use this service, your bank still actually mails us a paper check. NYS Real Property Tax Law Section 925 defines the payment date as the
USPS postmark or (absent a postmark) the day it is actually received. Online bill payment checks do not receive a USPS postmark, so they are not considered paid until we physically receive the envelope. This can be days (or in some cases weeks) after you tell your bank to make the payment and result in you owing additional interest. Installments or full payments can be made in person at Town Hall, at either of the M&T branches (S. Clinton or Monroe Ave) in Brighton, or by mail. Brighton Police Department Citizens’ Police Academy The Brighton Police Department will once again be hosting a Citizens’ Police Academy. The Citizens’ Police Academy will begin on Wednesday, February 8, 2017 and will run 8 consecutive Wednesday nights and will conclude on March 29, 2016. Classes will start at 6:00 PM and end at 8:00 PM. We will have guest lecturers from the Monroe County District Attorney’s Office, Monroe County Public Defender’s Office, Monroe County Sheriff K-9 unit and various Brighton Police Department representatives. There will also be off-site tours conducted that will include the Monroe County Emergency Communications
Department (911 Center), the Monroe County Jail and the Monroe County Public Safety Training Facility. Our objective is to provide Brighton residents with an understanding of how their local law enforcement agency works and the role of law enforcement within the criminal justice system. Once citizens complete the course, our hope is that they will possess the knowledge and skills that enable them to work effectively in partnership with their local law enforcement agency to develop permanent solutions to problems that affect the quality of life in our community.
Brighton Community Garden The Brighton Community Garden opens its ninth year in May. The all-organic garden at Buckland Park offers 10x10 foot plots to Brighton residents to grow their
