IDEAS FOR FAST AND EASY ENTERTAINING
Make fast snacks. Grilled cheese is not only a delicious comfort food that can be transformed into gourmet fare depending on the cheese used, but it’s also a relatively easy appetizer to make. Bake grilled cheese between two baking sheets in the oven. The bread will turn out crispy, the cheese perfectly melted, and you can make several at the same time. Cut into bitesized pieces and serve.
According to the National Autism Association, autism is a bio-neurological developmental disability that affects the normal development of the brain in various areas. Those areas include social interaction, communication skills and cognitive function. Autism generally appears before a child reaches his or her third birthday, and the NAA notes it is diagnosed four times as often in boys than it is in girls. Roughly 40 percent of children with autism do not speak, but parents whose children speak between the ages of 12 and 18 months should know that such youngsters can still ultimately be diagnosed with autism. In such instances, the NAA notes that children lose the words they previously learned. Incidences of autism appear to be on the rise, though the reasons for that remain unclear. According to a report from the Centers for Disease Control and Prevention, the prevalence of autism had risen to one in every 59 children by 2018. That’s twice as great as the rate in 2004, when the CDC reported one in 125 children were diagnosed with autism.

Spring Tire Maintenance
Salt, grime and pot holes can take a toll on tires over the course of a typical winter. Drivers will not get far this spring and summer without tires in good repair, which is why tire maintenance should be part of any seasonal repair checklist.
Now is the time to use a tire pressure gauge to see if tires are at the ideal inflation levels. Many tires indicate the recommended PSI (pounds per square inch) on their sidewalls. Cold temperatures may cause tires to deflate a little. Driving on improperly inflated tires can be dangerous, potentially affecting handling and braking distances. Check tires when they are cold for the most accurate reading. Properly inflated tires also will improve fuel economy.
Examine the tires for tread wear. Any uneven or abnormal tread wear could indicate that the tires need to be rotated and the wheels realigned at the very least. Mechanics may recommend rotating tires every 6,000 to 8,000 miles, or about every six months for the average driver. Wheel realignment may be necessary after a season of driving over potholes and other irregularities in the road.
Drivers may discover extreme tread wear, bulges or even cracks in the sidewall during a tire inspection. These signs indicate that it’s time to replace the tires.
Store loose gear and other items that can roll around away from the driver’s seat so you are not tempted to reach for them.

Make a Plan Installing smoke alarms on every level of the home and developing a plan of escape can give your family precious minutes to get out and get to safety. Draw a floor plan of your home and sketch exit routes out of every room. Make sure you have a fire escape ladder long enough to reach the ground from upstairs rooms. Assign an outside meeting place, so you can quickly locate each other 1289

Choose a theme. The right style allows hardscaping and softscaping materials to work together. For example, homeowners may want to give their yards an eastern feel, complete with a koi pond and decorative bridge or trellis. A formal English garden, however, may include manicured paths with stepping stones and ornate topiaries. Mixing too many styles together can take away from the overall appeal.
The pros suggest looking at the overall plan of the design, even if all of the work can’t be completed at once. This way the eventual finished project wil be cohesive.

The entryway to a home is the first thing guests experience when coming inside. It also can be the first place residents drop their belongings after long days at school or work. As a result, entryways can quickly be consumed by clutter. Taming such messes takes a mixture of ingenuity and planning. Homeowners hoping to clear their entryways of clutter must first decide what they want to get out of the space. Will it simply be a decorative spot with photos and other home decor on display? Or is functionality the primary goal? Once that decision has been made, take inventory of which items, such as shoes, keys, umbrellas or coats, need to be in the area, which don’t (i.e., old mail). To make things more organized, rearrange the former while removing the latter. Next it is time to assess storage needs and what’s already available. User-friendly storage items may need to be purchased to make the room as functional as possible.

By Keith Roach, M.D.Constant Aleve and Ibuprofen Consumption Can Cause Damage
DEAR DR. ROACH: My husband, age 70, had been diagnosed with osteoarthritis in his neck, for which he would take Aleve to relieve his discomfort when needed. Just before Christmas last year, his back began hurting so much that he went to his doctor, who said to get up and move more. (We have always exercised and remained active in life, but he did slow down due to his pain.)
My husband then added ibuprofen to the Aleve he was already using. His doctor said that the pain is due to osteoarthritis in his mid-back area. Apparently, there is nothing to do for it but take Extra Strength Tylenol at the recommended dose. Ibuprofen or Aleve isn’t recommended because it causes liver and kidney damage. So, we bought Tylenol, and he used this medication instead of his usual. But his pain only got worse.
So, this morning, he switched back to Aleve and ibuprofen. It is what helped before and is helping again now. In addition, he is using a drug-free Aleve Direct Therapy pad that uses waveform technology. He also uses Icy Hot pain relief cream and a heating pad. These reduce his pain, but his back continues to hurt since before the holidays.
Our question is, should he use Aleve and ibuprofen instead of the Tylenol that doesn’t seem to help? He has actually used Aleve for a very long time. He just had his blood tested, and the doctor said his liver and kidneys are good. Is there anything more we can do to relieve his osteoarthritic pain? It is hard to see my husband in so much discomfort when he was previously a very active, pain-free man. -- S.F.A.
ANSWER: Osteoarthritis in the neck is a common and painful condition, and there are not always good treatment options. In terms of medicine, anti-inflammatory medicines, like Aleve or ibuprofen (Advil and many other brands), can be very helpful for some people. However, taking both doesn’t improve pain relief. It does increase the risk of toxicity, so he should never take two anti-inflammatory medicines -- choose just one. Tylenol helps some people, but in my experience, most people do better with anti-inflammatories instead of Tylenol. Tylenol does have a smaller risk of side effects. In addition to liver and kidney problems, Aleve and similar medicines can cause stomach problems, ranging from mild upset to life-threatening ulcers; though, this is uncommon with over-thecounter doses. I often recommend a trial of Tylenol to see if it is as good as the anti-inflammatories. Since it’s not for your husband, he should tell his doctor this, and it seems reasonable for him to go back to taking Aleve alone. However, I can’t tell you to disregard his physician’s advice. Some people benefit from Tylenol on top of Aleve.
Beyond pain medicines, the Aleve Direct Therapy pad uses electricity to relieve pain without medicine. It’s fine to combine this therapy with medicines. Creams -- whether they are antiinflammatory, menthol and camphor, or topical anesthetics -provide some relief, but they tend to be better on the hands, wrists and knees than the neck. Though, they still may be worth trying in combination with medicines. In more severe cases, injections can be used before considering surgery.

Infectious disease: The USNLM urges all individuals, including healthy young men, to be tested for hepatitis C at least once between the ages of 18 and 79. Doctors also may recommend additional screenings for sexually active young men,who may be tested for syphilis, chlamydia, HIV, and other infections.
HOW DOES DENTAL FLAP SURGERY WORK?
Periodontal disease destroys the tissue and bone surrounding teeth, creating pockets of space around them. As the pockets become deeper, an increasing level of bacteria, plaque, and tartar invade the gums, causing more tissue and bone loss. As this destructive process compounds, the risk of infection increases and loosened teeth may require extraction. Flap surgery (also called periodontal surgery) addresses the tartar buried in deep periodontal pockets by lifting back the gums to remove the tartar and then stitching the gums back together so they fit tightly around the teeth again. Sometimes irregular tooth surfaces that invite bacteria are smoothed out as well. Swollen tissue and irregular jawbone contours may also be corrected during the procedure.
It is estimated that more than half of all people over age 18 have at least
the early stage of gum disease. After age 35, about three out of four adults are affected. Avoid the need for periodontal surgery, and protect yourself and your family—practice conscientious home care, have regular checkups, and eat a healthy diet. DEAR PAW’S CORNER: I adopted a small mutt from the local shelter and named her “Moxie.” She’s adorable but really energetic. She’ll actually jump straight up in the air as high as my waist! She also tugs hard at the leash when we walk. How do I tame all of this energy? -- Janice F., Hyde Park, New York
DEAR JANICE: Congratulations on your new pet! Moxie sounds like a bundle of joy. But I can understand that all her energy can be tiring.
In addition to walks twice a day (or more, if you can swing it), give Moxie plenty of puppy toys to play with at home, and spend time with her on the floor just playing fetch and helping her work off more of that energy.
She may also respond very well to a consistent schedule of walks, feeding and bedtime (yes, bedtime). Build certain predictable routines around each of these events. When it’s time for a walk, call Moxie and have her sit while you put on her leash. During walks, keep the leash short and work on the “heel” command. But when in a safe, open area, give Moxie more room on the leash to explore. When it’s bedtime, create a routine that is the same every night -- one that is positive, with a little play time and a signal to settle down and rest (such as turning down the lights).
Now, if Moxie’s energetic behavior is morphing into something more serious, like destroying furniture or being aggressive toward other dogs or humans on walks, that’s a problem you’ll need to address as soon as possible. Talk to Moxie’s vet about ways to reduce her hyperactivity and anxiety (if those are the causes). If she isn’t responding to basic behavioral training, hire a trainer to help.

Many dog owners, particularly those who have never before had a dog, may hesitate to employ crates to train their puppies. That’s understandable, as on the surface it can seem cruel or inhumane to confine a living animal to a cage. However, the AKC notes that dogs are den animals that naturally seek out canine caves for security. That’s true whether dog owners provide crates for their puppies or not. So while humans may see crates as cruel, dogs very likely view their crates as secure places where they can go if they get scared or feel skittish. In fact, according to the AKC, dogs’ perception of crates is one reason why dog owners typically find it relatively easy to get their dogs to adjust to crates and ultimately enjoy them.

REQUEST FOR RELEASE OF FUNDS
On or about April 22, 2024, the New York State Homes & Community Renewal (HCR), through the New York State Housing Trust Fund Corporation (HTFC), will submit a request to U. S. Department of Housing and Urban Development (HUD) for the release of $600,000 in HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990, in accordance with section 288 (42 U.S.C. 12838), to authorize Bishop Sheen Ecumenical Housing Foundation, Inc. to undertake a project known as Sheen Housing 2023 HOME, for purposes of rehabilitation of 24 low-income households with an estimated total project cost of $710,000. e activities proposed are Categorically Excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. is is the first tier of review in a 2-tiered process. e specific addresses of homes are not known at this time because the participating property owner identification process is ongoing. erefore, under 24 CFR Part 58.15 (Tiering) and 24 CFR Part 58.32 (Project Aggregation), HCR will use a tiered approach and Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known. No physical work will begin on properties until all levels of environmental review are complete and found to be in compliance. Tier 1 review addresses specific environmental factors for which compliance has been documented, regardless of specific site locations. It prevents repeating the same compliance factors on a Tier 2 site-specific basis, once all participating homeowners are known.
An Environmental Review Record (ERR) that documents the environmental determinations for this project can be obtained by accessing https://hcr.ny.gov/hcr-environmental-review.
Tier 2 Site Specific Review: e site specific reviews will cover all the laws and authorities not resolved in the broad Tier 1 review as discussed in the ERR that is available for public inspection.
Mitigation Measures/Conditions/Permits (if any): Template Tier 2 forms are included in the ERR that is available for public inspection. e Templates include the mitigation measures, conditions and/or permits that will be complied with, if applicable, at each project site that is chosen.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Cody Sargood, either by mail to Environmental Analysis Unit, NYS Housing Trust Fund Corporation, 38-40 State Street, Albany, New York, 12207 or by Email to environmental.comments@hcr.ny.gov. All comments received by April 19, 2024, will be considered by HCR prior to authorizing submission of a request for release of funds. Comments should specify which part of this Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
HCR certifies to HUD that Cody Sargood, in his capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HCR’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Bishop Sheen Ecumenical Housing Foundation Inc. to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and HCR’s certification received by May 7, 2024 or for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of HCR; (b) HCR has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed and sent via email to CPDRROFNYC@hud.gov
Potential objectors should contact HUD to verify the actual last day of the objection period.

After attending a weekend celebration I have to ask: Why does the band or music have to be so loud? Even when sitting the furthest away you have to turn your ear within a foot to hear someone talk, that’s ridiculous! Then everyone around has to raise their volume. While some of us may have missed out on a clear view of the eclipse, warmth reigned even as the temperature dropped, as we shared and connected with others. So many people spent time with friends and family that traveled for the unique event. The U.S. Department of Veteran Affairs estimates that around eight million adults in the United States experience post-traumatic stress disorder (PTSD) in a given year. Women experience PTSD at a much greater rate than men. Estimates from the USDVA indicate that 10 percent of women and 4 percent of men are affected by PTSD. Instances of PTSD are similarly prevalent in Canada, where the Canadian Psychological Association estimates that around 8 percent of Canadians who experience a traumatic event develop PTSD. Though no one is immune to PTSD, rates of the disorder among combat veterans are significantly higher than the rates among the general population. USDVA reports that one study of 1,938 veterans found that the prevalence rate among Gulf War veterans was around 14 percent, while an older study from the American Psychological Association found that about 30 percent of Vietnam War veterans had PTSD in their lifetime.
