Linden and the Abyss The news that early yesterday morning - dubbed as “International Youth Day” - Linden’s One Mile Primary School was the latest in a string of buildings to be set ablaze, has to mark a new low for the troubled township. The school housed some eight hundred students who – at best - will all now have to scrounge around in makeshift arrangements when the new school term starts in three weeks. Whether wittingly or unwittingly, the perpetrators of this vicious act of arson have declared they want no future for Linden. Why else would they deny the next generation an education? Linden is facing an abyss: those who say they care for the people in the township can either turn away or plunge into a future that can only be far bleaker than they have experienced in the last twenty years. There is no question that the people of Linden had a legitimate right to protest the government’s announcement that they would begin to phase out the subsidy on electricity charges that had been in place for years. Even though the proposed Commission of Inquiry will pronounce definitively as to whether the protest was peaceful and in no way justified the later shooting of three protestors, the public consensus is that there was no justification. The immediate outburst of anger that saw the GPL’s office being set alight – it was later extinguished without much damage – and the Linmine Secretariat razed to the ground, might have been seen as excusable under the circumstances. But, the subsequent widespread arson can only be the result of a carefully orchestrated plan to intensify the hardships in the township so that people would resort to even more extreme actions because they have nothing more to lose. Many of the buildings that have been destroyed had offered succour to Lindeners in need – such as the Linden Community Development Trust and the Linden Salvation Council buildings at Wismar. Over in Mackenzie, the Guyana Revenue Authority (GRA) building which had been earlier scorched is now completely destroyed. So were the Linden Care Foundation (LCF) and the Linden Electricity Company Incorporated (LECI) buildings. The latter destruction absolutely confirms the urge to impose further hardships on Lindeners – since not only will the cost of electricity now be a factor but its actual supply. Not only the building, but more than $500 million in equipment was destroyed, making LECI’s distribution of electricity problematical. But the destruction of the One Mile Primary School was not the only educational institution razed. Earlier the Institute of Distance and Continuing Education (IDCE) building and a canteen were both destroyed. The Mormons also reported that the rented building they used as a church in Linden was also ‘looted and burnt”. One of the hopes of many Lindeners of revitalising the community was through the development of agriculture. On Saturday morning, the National Agriculture Research and Extension Institute (NAREI) building at Christianburg went up in flames. As the Minister of Agriculture explained this will be ‘a major setback for local farmers’. By most conservative estimates, arson has claimed more than $2 billion in losses in Linden by now. If we add the loss of jobs and business in the township – also due to intimidation and extortion - we return to our initial point about Linden and the abyss. Most of the responsible political leaders have conceded that extreme elements are now in control of the Linden agenda. We are predicting this circumstance will only intensify once the protests continue. The leaders must return to first principles. The Committee to enquire into the electricity tariffs is almost a done deal while the Terms of Reference (TOR) for the Committee of Inquiry into the Linden shootings have also been agreed to. There is the AFC’s refusal to agree for the identification of the instigators of the protests to be included in the TOR but surely this key element cannot be swept under the rug.

Hugh Cholmondeley should be given the Order of Roraima posthumously DEAR EDITOR, I am saddened at the passing of Hugh Cholmondeley, the pioneer of broadcasting in Guyana, the man who worked tirelessly as of September 1968, almost round the clock to launch GBS “Action Radio” on October 1, 1968. I was there from the inception and Hugh should be praised for the excellent manner in which he spearheaded the national project. Although the station was government financed, he did not allow his staff to go overboard with government propaganda, but to carry balanced stories. He ensured that there were cultural presentations and gave Wordsworth Mc Andrew a full hand in his “queh-queh” and other folklore programmes. Efforts were made to have nationwide coverage hence the introduction of the programme GBS nationwide. He also placed Berbice in the

broadcasting map with the introduction of the Berbice Digest programme, where Berbicians had the opportunity to air their progress as well as their problems. He also saw the need for the county to have a fulltime representative when he posted me to my hometown in New Amsterdam in 1969, where I did not only contribute daily to the national magazine programme, but to carry live reports of activities in the Ancient County. Cholmondeley wanted the Guyana Broadcasting Service to be self-sufficient and he concentrated on sponsored programmes and advertisements to realize funds. I played a very important role in this regard by getting Berbicians to be involved. “Action Line”, and “No Big Thing” were also his idea, and he was the first person who introduced “inserts” in newscasts. An

insert is a voice piece of the spokesperson in the news item. This, Hugh said, is like placing a photograph of the person in the newspaper. The icon took broadcasting to a very high level, which was well appreciated, since there was no television in those days. He had a lot of vision and foresight. He was not only a talented broadcaster, but an honest and sound administrator who moved on to the regional and international scene where he also excelled. The broadcasting icon was above politics. He told me time and time again that his desire was to see fair play and racial harmony in the country, but unfortunately he passed before this became a reality. However one wonders if Cholmondeley’s dreams would ever materialize. I do not think that he was a recipient of a national honour. What a shame. Even

press photographers Winston Oudkerk and Ken Moore received Arrow of Achievement (AA) award. The powers to be prefer to honour political friends, who in most cases, do not deserve recognition. I have been advocating for years for McAndrew to be honoured, but my pleas fell on deaf ears. I am now calling on the authorities to award Hugh Cholomondeley, the Order of Roraima (OR) posthumously, for his outstanding contribution to broadcasting, mass communication and public relation. The last time I saw Hugh was about four years ago at the funeral of Wordsworth Mc Andrew in Brooklyn New York. My condolence goes out to his sorrying widow, children and other relatives. DEAR EDITOR, WPA views the decision by the President and his government to order the use force in Linden a mere three weeks after the police killed three protestors and injured several others, as a highly provocative escalation against the peaceful protesting people of Linden. This latest action has taken Guyana several steps closer to the brink of a mass political conflict that could have far-reaching consequences, particularly given the rumored, we hope, allegations that the PPP is seeking to insert the “organization and planning” of the peaceful protest on July 18 into the Terms of Reference of the intended Inquiry as a diversion from the murders of that fateful date. The PPP government and party are once again demonstrating their disdain for the Guyanese people and for the norms of civilized governance. The President ordered the military into various provocative actions, including vulgar propaganda ones like dropping inflammatory pamphlets from a military helicopter on the people of Linden, despite ongoing talks with the administration of Region 10 and the parliamentary opposition, which have reportedly shown considerable progress. asks: why do they fear a negotiated settlement? The only answer is that such a settlement would invariably address the core concerns and demands of Linden, which the government is unprepared to yield to. The WPA can only conclude that the PPP has decided on a military solution and has used the talks as political diversion and theatre. The government’s decision to unilaterally and abruptly cancel the scheduled meeting on Friday in the wake of the Joint Forces’ action is ominous. WPA has reason to believe that agreement on the Terms of Reference for the Commission of Inquiry and the setting up of the Technical Team to take another look at the electricity issue represent the furthest the PPP intends to go. This is nothing short of political betrayal and should be condemned by all patriots. WPA continues to support open dialogue with the government, but urges the opposition to recognize that it is not negotiating with a sincere partner but with a hostile party intent on undermining any genuine effort at national reconciliation. The political opposition has understandably been urging vigilance, resoluteness, calm and restraint in Linden. But this

recent action by the government whereby the community is being subjected to war propaganda, military occupation and disproportionate force, has severely tested the patience of the people. Any community that has been battered economically and militarily by the state has a right to protest and ultimately to self-defence. The PPP government has ignored every reasonable attempt by the opposition, in and out of parliament, to forge a cooperative form of governance and have instead opted for confrontation. In the final analysis, a government that continues to use maximum force against its citizens should not be afforded legitimacy.

WPA has noted the role of the Private Sector Commission in encouraging the government to crackdown on Linden. This is a most negative development. While we respect the right of the Private Sector to protect its interests, WPA will not trade justice for the working people in exchange for the protection and patronage of narrow elite class interests. It is nauseating to hear both the PSC and the government constantly bemoan the loss of profits while completely ignoring the economic plight of Lindeners and the fact that three lives were lost and several other citizens have been injured. The PPP has decided on a military solution to the Linden problem

Suspended for challenging the GTU elections in court DEAR EDITOR, On Tuesday 24th of July 2012 by the way of a motion moved by Ms. Collins, I along with two other members were suspended from holding any office in the Guyana Teachers’ Union for two years (2012-2014) by the General Council. We were accused of bringing the Union into dispute because we secured an injunction from the High Court which prevented the newly elected Central Executive officers of the Union from performing their duties for a short while. As members of the Union would remember, we went to the High Court over the recently held GTU elections and the matter is still to be dealt with by the courts. To date, I have not received my letter of suspension or a copy of the motion. I cannot understand how a motion for our suspension could have been drafted in a matter of minutes and after more than two weeks I am yet to receive my letter of suspension. Milne Seymour

It takes more than functioning fire hydrants for effective firefighting! DEAR EDITOR, I do hope that this letter receives your attention and is published, so that the general public can be duly edified about the above caption. Since as strange as it may seem, my undertaking is based from my previous experience as a former employee of the then Georgetown Sewerage & Water Commissioners (G.S&W.C) spanning a period of 7 years (1979-1986), in the Treatment Plant, as a “B Plant Operator”. So, within this context I can openly say that I am fully aware and versed about Water Treatment, and in most instances when discoloration of water occurs. I wonder if the Treatment Plant Operators are required to submit a written statement, outside the ambits of the normal Shift Report, which was the standard procedure during my time of employ.

Additionally, is water tests (colour) still conducted on an hourly basis? Again standard procedure during my time of employment! Meanwhile and most importantly the Treatment Plant, must be duly informed firstly, in the event of a fire. Since based upon calculations from the present readings, the senior operator would inform the Pump Station Attendant, of an increase in the outflow of water. I.e. 20-30 lbs, unless the system has changed! Importantly, depending upon the location of the fire, valves may have to be shut down to increase the required flow of water in a specific direction. However, are these valves functioning, albeit, the fire hydrants? At this juncture the Water Mains Department comes into action! Does an emergency crew exist in the event of a fire? If not, then one should be reactivated,

since the primitive system of manual labour to regulate valves would be an additional “recipe for a disaster”. Finally, while I would agree to an extent with His Worship, Mayor, Hamilton Green that the ownership of fire Hydrants is important, the other factors that I have stated, in my opinion, are more important. And most importantly cost factor must be taken into serious consideration. This comes against the backdrop that the “visionless and voiceless GWI” instead of wasting scarce money on a jingle “Water is Life” ought to undertake a comprehensive study towards significantly aiding fire-fighting. This must also entail the cost of filtered/ potable water per gallon, in firefighting, as against clarified water (slightly discoloured) and always available in a larger volume.

Surely it doesn’t need rocket science to ascertain the need for an 8-12 “gate valve between the clarified and filtered water chambers, towards maintaining the required amount of pressure for outflow. Mind you this project that was undertaken came to an abrupt halt during my tenure. Maybe former Chief Engineer, Mr. David Dewar can be useful as a consultant to spearhead the comprehensive study with adequate financial remunerations! Nevertheless what the Mayor should also address is the waste water from washing of filters on a nightly basis. In addition to the desludging process though not frequently. They both end up in the city’s drainage system which is evident in the Church and Irving Streets canals. Can it not be drained via the sewerage system? Lester Sealey

No reason for a new Harbour Bridge DEAR EDITOR, Whilst reading Sunday 5th August paper, I came across the article where the APNU is calling for a new Harbour Bridge and heard no mention again which I suspected that what is taking place in Linden might be the cause of it missing the commentators and others throughout this past week and heard no mention of it. Mr. Editor, the APNU is entitled to their own opinions but I totally disagree and there is a few concerns that I hope Mr. Harmon will raise in Parliament. Given the track record of this Government, I was astounded to hear that calls are being made for this Government to rebuild a new Harbour Bridge between East

Bank and West Bank Demerara and no call for an investigation for the billions of dollars being spent as order by former President Bharrat Jagdeo and why the bridge failed after approximately six months of him demitting office. Most commuters traversing the Demerara Bridge will agree that almost everything that built the bridge has been replaced by new ones so why the call for a new bridge. One of the changes I’ve noticed was that there are new pontoons installed and a few days after the newly painted pontoons started to fade and there were signs of rust showing on the edges of all the newly install pontoons.

WPA, therefore, has no hesitation in standing in full solidarity with the people of Linden as they resist this latest assault on their right to peaceful protest in pursuit of their human and civil rights. We urge them to continue their historic act of defiance and self-emancipation. We, further, call on the rest of Guyana to wake up from its slumber and recognize that the actions against the people of Linden are an attack on our collective right to live as free citizens. WPA has begun to alert its overseas friends and

Now I would have been happy to know what type of paint was used and the quality of steel used to make the pontoons because that looks like the cheapest ship paint (if ship paint was used) and the lowest grade of steel was used to build the pontoons. Mr. Editor, when the Demerara Harbour Bridge was built each pontoon had four pieces instead of one piece that they have today, and I believe that if the new pontoons were designed that way, no disaster could have happened. When one of the pieces sprang a leak that piece alone could have been changed without any major disaster. Today because of the designs, if anything happens to any pontoon, that will cause tremendous delays to commuters and motorists. I would like to know is why they allowed the contractor

to build the pontoons that way. After all the changes of the Demerara Harbour Bridge, I cannot see any of the old pontoons or the old steel frames lying anywhere around the Harbour Bridge area. I would like to know what happened to them, because as we all know scrap iron business is thriving in Guyana. I am saying that the Guyanese cannot afford extra burden from this Government, because no one could convince me that the same nonsense will not happen to us here if they decided to build a bridge for us, so please APNU consult and get proper reason before you open your mouths in future and not just for making your name in the papers. These Committee members should exclude themselves from this hearing DEAR EDITOR, I refer to today’s new item which indicates the Institute of Chartered Accountants of Guyana (ICAG) has written to Mr. Carl Greenidge, Chairman of the Public Accounts Committee, requesting certain information regarding allegations of conflict of interest involving the Minister of Finance and his wife in her capacity as Audit Director in the Audit Office. It will be recalled that Mr. Greenidge had written the ICAG for an opinion on the matter. Without seeking to cast aspersions on my professional colleagues in the

Disciplinary Committee of the ICAG, I respectfully wish to suggest that any member of this Committee who is currently the beneficiary of a contract(s) awarded by the Audit Office, exclude himself/ herself from the committee hearing the matter. In this regard, the ICAG may wish to consider reconstituting the Committee, as a one off exercise, to include only Chartered Accountants who are not in public practice. Woman killed, 14 injured in Essequibo collision A woman was killed and several others injured after a bus, BHH 6901 and a car, PPP 733 collided at Lima, Essequibo Coast at around 12:00hrs yesterday. The woman, P. Kumarie of Somerset was in the minibus with her husband, Krishna Persaud, 34, and their three children, Geeta Persaud, six, Satash Rajkumar, 10, and Narindra Persaud, seven, when the accident occurred. She reportedly died on the spot Fifteen persons were reportedly in the minibus, while two persons were in the car. This publication was told that all the injured are hospitalized. The minibus was on its way to Anna Regina, while the car was heading in the opposite direction. According to reports, the vehicles collided after the car veered into the lane of the minibus. Those in the minibus fared the worst, as Kumarie reportedly died on the spot, while the bus driver, Vincent Singh and two other passengers were seriously injured. A two-year-old child was also in the minibus with her parents, Allan Gildharie and Claire Daniels. Another relative, Alex Gildharie, was admitted to the Intensive Care Unit of the Suddie Hospital. Junior Ramroop, the driver of the car and a female were returning from Charity when the accident occurred. Ramroop sustained severe injuries to his face, legs and body. He underwent emergency surgery at the

He recalled pulling his wife’s lifeless body out of the vehicle. “When I pull she out she was unconscious and was not responding.” His three children, all of whom sustained broken limbs, were admitted at GPHC. Melva, a relative of Allan Gildharie, said that he and his wife, along with their baby, were heading to the Suddie Hospital to visit Allan’s father, who is a patient there. “They were going to the Suddie Hospital to see Allan father, so they catch the bus, and they were going to stop out at Anna Regina and take another vehicle but the accident happen before they reach Anna Regina.” Kaieteur News understands that more patients from the Suddie Hospital would be transferred to GPHC as soon as they are stabilized.

Govt. slams Ramjattan on Linden allegations Government yesterday expressed concern over what it claimed were “unashamed and unfounded attacks” leveled against it by Leader of the Alliance for Change (AFC), Khemraj Ramjattan. It has accused the AFC of trying to gain political mileage from the situation in Linden. In a press release yesterday, Government said it forthrightly condemns Ramjattan’s “spurious and dangerous assertions” in Kaieteur News of Sunday, August 12, 2012. The article is titled, “PPP thrives on chaos; Linden is a diversion from corruption.” The Administration added that is not surprised that such wanton and misleading assault was given much prominence in Kaieteur News, which it described as ‘an Opposition mouthpiece’. “While the paper is free to align itself with the Opposition given the freedom of choice that now permeates in Guyana and restored to Guyana by the PPP/C, journalistic ethics would demand that fairness is paramount as against sensationalism and peddling of falsehood and political conspiracies”, the release stated. Speaking on the issue of increased electricity tariffs for Linden, Government said it wishes to remind Ramjattan that the issue was first mooted in the 1970s by former Prime Minister Forbes Burnham under the PNC government. It related that when the said proposed increase was tabled in the National

Assembly in April this year, Leader of the Opposition, Mr. David Granger, publicly supported the need to have Linden integrated into the national grid. Government stated that immediately following Mr. Granger’s concurrence, it was the AFC along with some members of A Partnership for National Unity (APNU) that instigated the protest in Linden. The protest, which is in its fourth week, has since resulted in the loss of lives, looting, indiscriminate destruction of public and private property, the prevention of law abiding Lindeners to exercise their right to work and free access, the unconscionable increase in transportation and food costs and the loss of jobs. “Throughout the protest it was common to see leading members of the AFC deliberately misleading the people of Linden.” ”In a protest that was held subsequently in Georgetown under the guise of supporting Linden, it was AFC/APNU members such as, David Hinds, who vociferously articulated that all cooperation with the government to resolve the situation in Linden cease forthwith!” Government noted. The Administration emphasized that Hinds was vehemently supported by another Opposition personality, Desmond Trotman and others within the gathering including AFC leading voices. “This is a clear

indication that the AFC, which touts itself as a responsible Party, is not interested in having the situation amicably resolved so that normalcy can return to Linden,” Government said. Government asserted that AFC disregards the hardships that law abiding people of Linden have come to bear following the protest which the Party instigated. “Further, the actions taken by Mr. Ramjattan and the AFC over the last few weeks can only be viewed as explicit support for the disregard of law and order following the burning of several buildings in Linden and the support for extortion by criminal elements meted out against the citizens there.” “Such blatant support of criminal activities by Mr. Ramjattan and the AFC must not be allowed to go unnoticed and all Guyanese and civil society must make their voices heard in condemnation of such irresponsible behaviour by a former Presidential Candidate and his Parliamentary Party,” the Administration said. It stated that strides made in the negotiations following the protest action must be supported for a swift implementation and the cries of those in Linden who have been made hostage as a result of the protest must not go unheard. Government said that the position taken by Ramjattan is clearly counter-productive to peace and harmony and must be denounced.

Hostile elements frustrate Fire Service response at Linden As the Linden protest reaches its 27th day with some ten buildings being destroyed by fire, the Guyana Fire Service has stated that all of their efforts to respond promptly to fire calls are being

thwarted by blocked roads and in some instances hostile elements. So far the Fire Service said it has not yet been able to process the first two fires which occurred on the night

Two earthquakes in Iran Breaking free, Egypt’s President kill 300 and injure 5,000 Mursi removes generals DUBAI (Reuters) Overcrowded hospitals in northwest Iran struggled to cope with thousands of earthquake victims yesterday as rescuers raced to reach remote villages after two powerful quakes killed nearly 300 people. Thousands huddled in makeshift camps or slept in the street after Saturday’s quakes for fear of more aftershocks, 60 of which had already struck. A lack of tents and other supplies left them exposed to the night chill, one witness told Reuters. “I saw some people whose entire home was destroyed, and all their livestock killed,” Tahir Sadati, a local photographer, said by telephone. “People need help, they need warm clothes, more tents, blankets and bread.” The worst damage and most casualties appeared to have been in rural villages around the towns of Ahar, Varzaghan and Harees, near the major city of Tabriz, Iranian media reported. Tabriz resident Ahmad, 41, told Reuters his cousin living in a village near Ahar was killed and his body found. “Nobody knows what happened to his wife and two daughters,” aged 4 and 7, Ahmad said. “We fear that if rescuers don’t get to them soon, they will lose their lives too if they’re still alive.” But Iranian officials said rescue operations had ended by Sunday afternoon and that all those trapped beneath the rubble had been freed, Iran’s English-language Press TV reported. CAIRO (Reuters) Egypt’s Islamist President Mohamed Mursi dismissed Cairo’s two top generals and quashed a military order that had curbed the new leader’s powers, in a move that further stamped his authority on the country and its army. There had been much debate over the fate of Field Marshal Hussein Tantawi, 76, who until Mursi’s election in June had ruled Egypt as head of a military council since Hosni Mubarak was toppled last year. The timing of yesterday’s announcement to replace him as armed forces head was nevertheless a surprise. However, an embarrassing debacle for the army on the border with Israel, where 16 Egyptian troops were killed by Islamist militants a week ago, may have given Mursi the opening he needed to step up the pace in rolling back the military’s influence, pushing aside Tantawi and military chief of staff Sami Enan. Regional Governments call for help in fighting Black Sigatoka disease SAN JOSE Costa Rica CMC - The spread of the Black Sigatoka disease in sections of the Caribbean has prompted some regional governments to request assistance from the InterAmerican Institute for Cooperation on Agriculture (IICA). According to IICA, the Caribbean faces an emergency following the spread of the Black Sigatoka which is a leaf spot disease that attacks banana plants, affecting the process of photosynthesis and reducing yields. Some of countries seeking assistance to fight the disease are Dominica, Grenada, St Lucia and St Vincent and the Grenadines. “Although it has already appeared in other parts of the world, such as Central and South America, its arrival in the Caribbean and its rapid spread took the industry by

A consultant from the Food and Agriculture Organisation (FAO) will be visiting the Caribbean countries most vulnerable to Black Sigatoka, to determine the state of the emergency following which IICA, FAO, and Caribbean Agricultural Research and Development Institute (CARD will use his report to draft a proposal for technical cooperation to combat the disease.

Barbados to host African Diaspora conference What’s Up Caribbean Hot on the heels of the Barbados Network Consultation of August 7-10, which welcomed people of Barbadian heritage from around the world, comes the 8th Annual African Diaspora Heritage Trail (ADHT) conference. This conference, held September 17-19, 2012 at the Lloyd Erskine Sandiford Centre, will embrace approximately 400 members of the African Diaspora the world over. The theme of the

conference this year is “Our Freedom, Our Identity: Uncover, Recover, Discover”. The primary goal is to establish heritage trails which link the Diaspora traditions in Africa, the Caribbean, North America, South America and Europe. Related tourism aims include the pinpointing of authentic local culture dating back to African slavery; the publishing of a tourism management guide geared for the expanding cultural heritage market; and the

development of a network of partners dedicated to providing all the necessary skills and resources for furthering cultural heritage destinations. Valerie Marshall, the Barbados Tourism Authority’s Product Integration Manager, says, “Barbados, in particular, should benefit tremendously from hosting this conference. Apart from providing hospitality for around 400 extra people on the land, the islanders will also receive aid in developing a strong cultural heritage component for its tourism, aimed especially at attracting visitors from within the Diaspora. Pension crisis in Jamaica! • Most Jamaicans employed today to retire without proper pension? • Only 40 per cent now contributing to NIS Jamaica Observer Eighty-two per cent of the current private sector workforce will have nothing but the state-run National Insurance Scheme (NIS) pension benefits to live off when they retire. These latest figures have served to alarm the country’s trade union leaders and key functionaries in the Ministry of Labour and Social Security who are becoming increasingly worried about the future of thousands of Jamaican workers who are likely to retire without a pension. In what is being dubbed “a crisis of immense proportions” one senior member of the country’s trade union movement is predicting that the Government will have to construct additional infirmaries to accommodate thousands of Jamaican workers who will be unable to fend for themselves in their twilight years. According to information from the Statistical Institute

of Jamaica (STATIN) the Government employs just over 140,000 workers, while another 500,000 are employed in the private sector. In addition, STATIN explains that close to 400,000 persons are self employed. Keith Comrie, head of the public sector committee of the Jamaica Confederation of Trade Unions (JCTU), says he is particularly concerned about the large number of workers in the private sector whose quality of life will be severely compromised when they retire. “Do you know that is only 15 per cent of people in the private sector receive pensions? I believe that the unions that represent private sector workers should work harder to secure pension for their workers. The security guards, for example, don’t get a pension, even if they work until they old,” said Comrie. He pointed to the inadequacies of an archaic system under which some companies pay retired

This, he says, is in stark contrast to what is paid to workers who are members of established pension schemes, who, upon retirement, receive a lump sum payment, in addition to monthly payments until they die. According to Comrie, many persons who are now employed to private enterprises will only take home benefits from the staterun National Insurance Scheme (NIS), which currently grants retirees a maximum weekly sum of $2,400.

UNCLE DONALD IT IS TIME FOR ACTION! An open letter to the President of Guyana DEAR PRESIDENT RAMOTAR, You are a most likeable person. Some say that you are more likeable than Santa Claus and that you are too nice a man to be involved in politics. However, you have made politics your life and therefore you must accept the consequences of that choice. I hope that you will prove wrong those who say that politics is not for nice guys. No one is asking you to change your personality. In fact people want you to remain who you are. Anyone who knows you will confirm that you are a good man, and you are decent and honorable to the bone. You do not harbor bitterness in your heart, you have the common touch, you listen very well and you are not self-centered as you know who. In the context of Guyana, you are also a man of integrity and fingers have never been pointed at you over any allegation of wrongdoing. These are all good qualities, but people no longer want to hear about your integrity, your decency and your good heartedness. They want to see you taking action on many of the things that are wrong in this country. They want action from you, Mr. President. They want action and not just the comfort of knowing that they have a President who is a good man. The people understand the challenges you face. They know that your hands were tied in choosing your Cabinet because you had to choose from a list that was not solely of your making. You were also constrained by the new parliamentary dispensation which limited your freedom to seek sweeping changes quickly

with the government. Also, the need for continuity has also meant that you were forced to retain persons who are not likely to act in your best interest. While you may feel an obligation to be a nice guy to these persons, this tendency has been the downfall of many a politician. Politics is not always about being on too close terms with those around you. You are now the leader of Guyana. You owe no loyalty to those under you; they owe loyalty to you and they have to serve your interest. If they cannot do so; you should remove them. You have dealt in a wise way with many of the conflicts that have presented themselves during your term. But where people want the most action is in the area of corruption. No one is asking you to behave in a hasty and reckless manner and begin dismissing persons left, right and center. That will win you many admirers but will also win you even more detractors. In any event that is not your personality and many in the Opposition would love to see you go on a dismissal spree to settle scores they wish to settle. That too would be ill-advised All that is needed is that when situations present themselves to you to act, you do so with fairness, alacrity and professionalism. There are two situations that have presented themselves recently that will test how far you are willing to go in dealing with this problem of corruption. The first concerns the problems at NCN. Your government did the right thing when it called in the auditors to examine allegations of financial

improprieties at the stateowned entity. But it needs to be asked now that the report is in what are you, as President, going to do about the situation. The Board has taken some action but it needs to be asked if this is the limit of the actions that are going to be taken. While it is the Board who has to act, it is also your duty as Minister of Information to express how you feel about that report and to suggest actions to be taken. And if the Board does not listen to the President, you know what to do. The people of Guyana do not need the audit report to be kept secret It is already public knowledge that you are the most open President this country has had even though you have been there for only eight months. You have made public all the major deals that were signed by the previous government and your ministers have been answering the questions put to them in parliament even though there is no legal obligation to do so. This is commendable. But the public needs to be sure that the issues over financial irregularities at NCN are not being treated with kid gloves and that appropriate sanctions were or are being applied so as to act as a deterrent and to signal the seriousness with which you treat with corruption.. The second issue also concerns corruption. A major road contract has been terminated and the contractor is beginning to whistle about approaches that were allegedly made to him. There are two aspects to this issue that you need to deal with condignly. The first is that you should ensure that

The right way to deal with these allegations is to have them investigated by an impartial tribunal. This would allow for what the contractor is saying to be investigated and would allow for greater confidence in the system. It is left to see what action you would be taking in this matter as well as what additional action is going to be taken in relation to the problems at NCN.

CPG hosts training seminar for West Berbice youths The Community Policing Group (CPG) of the Number Three Sub- Division on the West Coast of Berbice held a two-day training seminar for youths in that area. The event was sponsored by the Ministry of Home Affairs. Representatives from the Ministry of Human Services and Social Security, Child Protection Services among others made presentations on child abuse, sexual abuse, and other issues. Police officers also briefed the participants on the use of the road and traffic lights. There were other representatives such as Pastor Leroy Nicholson of the Lutheran Church who spoke about the youths’ roles in the community, towards their parents, teachers and self- esteem. Pandit Lallaram spoke to them about their career paths and roles in life. There was a quiz and spelling competitions whereby outstanding students and winners were rewarded with tokens of appreciation by the group. They also participated in games. Sixty youths participated in the seminar and they were specially selected from the communities across West Berbice based on recommendations by community leaders in the area. West Berbice has seen an upsurge in social problems such as suicides, rapes and murders in recent weeks. Chattergoon mentioned that he hopes the initiative could be an annual one and “every year

He believes this kind of thing is really needed in that area “especially with the recent problems, because we also had kids from Woodley Park, Bath, Bush Lot and Britannia....and we selected them based on the needs, because we couldn’t take all the youths and not all of them had needs for this training”. Chattergoon agrees that there is a spike in social issues in West Berbice, “and we are now trying to work....everyone should come together to tackle this situation and we need a collective effort in dealing with this thing and parents need to supervise these children; teachers, religious leaders, cricket and domino clubs, they need to play a role, because one entity alone cannot solve the situation and we need to take it to other communities”.

Education Minister heartened with results of Math, English pilot programme Minister of Education Priya Manickchand has finally responded to critics, asserting that her Ministry’s ambitious programme to improve Mathematics and English at this year’s Caribbean Secondary Education Certificate (CSEC) Examination has been heartening. The Minister has revealed that while the performances in the two subject areas have declined Caribbean-wide, the 26 schools in which the Ministry had piloted the improvement project had in fact realised improved performances. The project was introduced soon after the Minister assumed the post of Education Minister in December of last year. The ambitious move spanned a mere four months and saw Government injecting in excess of $87M to the Education Ministry to facilitate the project. “I saw a lot of criticism in the press but we (the Ministry) did not respond to any of them...” said the Minister who noted that even though it was such a short period a notable difference was observed. Minister Manickchand had earlier this year insisted that her Ministry was on a mission to reap value for money at the 2012 CSEC examinations. She revealed even then that a review of current capital type investment suggested that “we are not seeing the corresponding rise in grades in the two particular subject areas of Maths and English.” She asserted too that despite the fact that the Education Ministry is one of the largest

Ministries in terms of resources, the results have not been proportionate to the investments made. “The problem with that is very simple: if our children can’t matriculate with Maths and English then it means there are going to be a lot of doors closed to them...” the Minister had lamented. It was against this very background that she saw it necessary to introduce the ambitious programme. Among the schools that were included in the project were: Abram Zuil, Anna Regina and Aurora (Region Two); West Demerara, Zeeburg, Patentia, Leonora, Stewartville (Region Three); Annandale, Covent Garden, Bladen Hall, Hope (Region Four); East Ruimveldt, Christ Church, North Georgetown, Central, Brickdam, North Ruimveldt, Richard Ishmael (Georgetown), Bushlot, Mahaicony, Bygeval, Woodley Park Primary Tops (Region Five); J. C. Chandisingh, Tagore Memorial, , New Amsterdam Multilateral, Berbice High, Skeldon Line Path (Region Six); Three Miles (Region Seven), St. Ignatius (Region Nine), MacKenzie High, Christianburg and Silver City (Region 10). Manickchand pointed out that while in the area of English there have been

country move from a low income, heavily in-debted poor country, to a middle income developing country if the new opportunities arising in this country are going to be out of the reach of our next generation?” According to the Minister, the rationale behind striving to improve the rate of performance in the subject areas was geared at ensuring that “our children can go on to universities, whether local or foreign, and be able to access certain jobs. If they don’t have Maths and English, then in a sense we are failing them and certainly we are failing our dear country…” The Minister alluded to the National Pledge, pointing to the fact that the whole theme of the pledge is that we will do what is good for Guyana. “That is not to say that we think teachers have not been doing what is good, but somehow or the other the system has not been able to get those grades up and this for me is not only a matter of concern but almost a challenge or a red flag in front of a bull…We have the potential to make changes and we can combine the potential we have to see actual results for Maths and English if we could improve the grades of at least 1,500 of our children.”

The driver of this car lost control early yesterday morning and crashed into the base of the New Amsterdam Town Arch located at Main Street. According to security guards working nearby, they heard a loud crash just after 06:00 hrs in the vicinity of the arch. The front of the car was smashed in. The driver was nowhere to be found and the number plates of the vehicle were missing. The base of the left side of the

structure was badly damaged. The Guyana Telephone & Telegraph Company (GT&T) commissioned the $1.4M arch in June 2010. According to reports most of the men were arrested after they were caught taking photographs with their cell phones. One resident from Wismar, Patrina Anthony, said that her nephew Ulric Lowenfield, was arrested after he was trying to take a video with his cell phone. “ He had his blackberry saying taking photos and the police rank snatched the phone and said that he was under arrest” Anthony told Kaieteur News. Residents of Silver Town, One Mile and Canvas city complained bitterly about the police, who they said once more threw tear gas 'like de mad'. In a repeat of what transpired on Friday last, many persons had to flee to escape the noxious gas. Among those fleeing was a woman and her baby. The mother, Shemika Griffith, told Kaieteur News that it was the second time in the last few days that she had to flee from her home from the fumes. “I was in me house on Friday sleeping when the police let loose this thing (tear gas) but I didn't know was wha, I say oh God, like somebody spraying gas to come in me house, and I jump up to see wha going on, but me eyes and all me skin de burning, so I wake up them children, and I go and get water and start washing we face and so. After I run out I hear like the shooting more so I run and come down here, because me ain't able for nothing happen to me and me children, right now.” Another woman held up a bloodied shirt, which she had used to tie the leg of a male resident who was shot by police. “I want you take a good picture of this bloody shirt…because this is advantage wha these police doing. They shoot this man and he son. Look this is my shirt that I tear up and tie up the father foot for dem to carry he to hospital; and wha was more hurtful when we go fo pass dem (police) they ain't even want we pass.”

APNU's Rupert Roopnarine in a comment yesterday, said that from all the evidence he has seen there seems to be massive irregularities mostly by the police. He said that the police have led assaults against residents in the Wismar Community. According to Roopnarine, some residents were still sleeping when the police discharged tear gas. “These communities were compact, people were sleeping with young children especially babies, the police discharged tear gas canisters into yards and rounds into people's houses and destroyed property” Roopnarine told Kaieteur News. He further stated that he has seen evidence to damage to a number of properties. “This is not a warzone. This is Guyana and you cannot enter a community in the dead of night and shoot, it's a sort of ambush.” He said that residents are riled up and it was only right because they were attacked. Roopnarine said that his worst fear is that persons would be targeted after his team leaves the community. “I've done everything I can …I've tried to tell the joint forces that it would serve no purpose by attacking the people….the only people suffering are the poor and the oppressed” Roopnarine said. Roopnarine opined that the police are provoking the people and will try to justify what they are doing. He said that things have taken a deadly turn, and unless the ranks pull back from the community “we are in for a torrid time.” Chairman of Region Ten, Sharma Solomon, condemned what he described as “most barbaric and decadent,” the burning of the One mile Primary school. He however noted that he was quite happy that it was the people themselves who were out on the streets that had caught the perpetrators of the dastardly act. And in relation to the shooting of several protestors Solomon posited,” It is very unfortunate when those who are mandated to protect and serve, turn their guns on the very people they should be protecting. This sends a chilling message to the rest of the country that freedom is under attack.”

Guyana spinners pull off big win Chatterpaul Deo cops Tony’s Bridgetown, Barbados — Guyana pulled off a superb come-from-behind victory by 53 runs over Windward Islands as the fourth round of matches in the West Indies Cricket Board’s Under-19 three-day tournament came to a thrilling climax yesterday. The Guyanese were led on first innings but rebounded to set the Windwards a challenging target of 187 in two sessions on a slow, turning pitch at Spartan Cricket Club in Queen’s Park. Off-spinner Mohan Ramdeen was the bowling hero for Guyana with five wickets for 14 off nine overs as the Windwards folded for 143 – the smallest score of the lowscoring match. He was assisted by left-arm spinner Gudakesh Motie, who took 4-54 to end the match with eight wickets. At Kensington Oval, Barbados captain Shai Hope made his third century of the tournament – to expertly guide the home team to first innings lead over Trinidad & Tobago in a high-scoring, top-of-the-table clash. The stylish right-hander made 104 not out as the Bajans declared at 339-6 in reply to T&T’s 3378 declared. Hope batted for 6 ½ hours, faced 300 balls and hit five boundaries. He featured in four partnerships of over 50 runs. The most crucial was 65 for the sixth wicket with

wicket-keeper Carlos Maynard, who made a fighting 43 on debut. Hope’s heroics followed up his 101 against Windwards in the first round at Queen’s Park and 141 not out against Leewards in the second match at St Catherine Cricket Club, Bayfield. In the other match, defending champions Jamaica came up two wickets short in their bid to beat Leewards Islands at the Yorkshire Cricket Club. Leewards started the day seven wickets down for 79 runs in their first innings and were bowled out after lunch. Jamaica’s lead spinner Oshane Walters took 4-26 off 19 overs to end the match with eight wickets, while Tezwayne Creary surprised the Leewards with four wickets for 18 runs off 30 overs. For the fifth wicket, Alleyne and Kyle Mayers (43) put on another 58 runs after the West Indies had slipped from 71 for two to 75 for four. India’s left-arm spinner Harmeet Singh was handy with the ball picking up three wickets but unfortunately not enough to successfully defend the Indian total and the West Indies claimed victory with 17 balls to spare. Mayers, who was adjudged player of the match,

later said: “India had some quality spinners and I thought they bowled really well with great variation. I tried to bowl as tight as possible to create some pressure and eventually it worked out. “There is always room for improvement; I would have liked to bat right through to the end. It is always good to start with a win and we would like to keep winning as a habit and continue on and win all of our games,” he said. London 2012 Olympics close with spectacular ceremony BBC - The London 2012 Olympics have ended with a spectacular musical closing ceremony and the official handover to the next host city, Rio de Janeiro. The packed show featured some of the biggest names of British pop from decades past, including the Spice Girls, George Michael and Elbow. The official Games flag was handed to the mayor of Rio before the flame at the Olympic Stadium was extinguished. Games chief Seb Coe said: “When our time came Britain, we did it right.” Mr Rogge, who declared the Games of the 30th Olympiad closed, said amid cheers: “We will never forget the smiles, the kindness and the support of the wonderful volunteers, the much-needed heroes of these Games. “You, the spectators and the public,

provided the soundtrack for these Games. “Your enthusiastic cheers energised its competitors and brought a festive spirit to every Olympic venue.” At the close of the ceremony, watched in the stadium by the athletes and 80,000 spectators, the 204 petals of the Olympic cauldron descended to ground level and the flame was extinguished in dramatic fashion. As spectacular fireworks went off above the stadium, the Who performed My Generation and the venue became a sea of red, white and blue. Earlier, as part of the ceremonial handover, the Olympic flag was lowered and it was handed from London Mayor Boris Johnson to Games president Jacques Rogge.

After Mr Rogge presented the flag to the mayor of Rio Eduardo Paes, the Brazilian national anthem, rang out, and the stadium was transformed into the green and yellow colours of Brazil. The handover was followed by a segment celebrating Rio’s mix of cultures, music and dance, bringing a carnival atmosphere to the proceedings and culminating in Brazilian footballer Pele appearing on stage. Take That then sang their hit Rule the World. It had been thought they would not appear after Gary Barlow’s child was stillborn last week. As the band performed, ballerina Darcey Bussell appeared to fly down into the arena on top of a flaming phoenix to join the performers from Rio and lead them in a procession.

For their efforts, Banks DIH Cool Boys were presented with the first place cheque valued $175,000, 9 medals and a trophy along

with a trip to a resort that has not been named. The Guyana Police Force received $100,000, 9-medals and trophy, compliments of TNT Sports Club, while Banks DIH Contractors collected $75,000, while the fourth prize went to Transport Sports Club $50,000, compliments of H.B. Curtis & Associates and a trophy. Taking 5th place and the prize of $25,000 donated by Universal Janitorial Services was Haniff Import and Exports. Trophies and Medals were donated by Digicel. Other prizes that were donated - compliments of

Steve’s Jewellery - Church Street - one Gold Chain to the Most Valuable Player, a Guyana Police Force member, while a beautifully packed hamper filled with goodies from Nigel’s Supermarket went to Goldyn and Sons Jewellery for sharing the first double love of the tournament. According to the organisers, the tournament was well attended and saw more Corporation teams participating. The aim of the competition is to foster camaraderie among Ministries, Corporations and Private registered businesses.

Monty Belle dies in freak accident at Mainstay Regatta

Monty Belle An atmosphere of gloom overcame the start of yesterday’s Lake Mainstay Regatta in the first event, the 90hp category over 4 laps, after a freak accident on the second turn of the race resulted in the eventual death of popular speed boat racing champion Monty Belle. The race itself started with Monty Belle piloting the” Iron Charlie” rushing to the lead, but was soon overtaken by the” Miracle” being piloted by Mark Gonsalves just after the completion of the first lap. However “Iron Charlie” then spun as it made the second turn, west of the Grand Stand, into the path of the oncoming boat, 3:16

being piloted by Dave Young. 3:16 then careened into “Iron Charlie”, which soared about 5 feet into the air after the impact then slammed back into the water. The collision resulted in Belle sustaining deep cuts to the bottom of his right thigh, left hand and torso. The race was stopped as a bloodied and motionless Belle lay slumped in his damaged vessel. Other competitors and personnel rushed to the scene and towed the damaged boat with the unconscious and bloodied Belle to shore where he was removed and rushed to the Anna Regina Public Hospital, Essequibo Coast.

At the hospital Belle was stabilized but very critical and efforts were made to have him flown to the city. The Guyana Defence Force helicopter subsequently transported the gravely injured Belle to the GPHC where it is reported he eventually succumbed. Belle, who hails from a family who has a rich history and performance record to show in speed boat racing at Bartica, was the reigning champion of the Bartica R e g a t t a i n t h e 90hp category. Overseas-based Guyanese cyclist continues to support local club Overseas-based cyclist and a former top rider on the local scene and a member of the Flying Aces Cycling club of Berbice, Franco Crawford continues to support the club. Crawford, who hails from Berbice and now resides in the United Kingdom and competes in the European and North American circuits, is back home on holiday and used the opportunity to present a cycle worth $200,000 to up an coming cyclist, 16-year-old, Shawn Rasheed. Rasheed, who has been a member of the Flying Ace Cycle Club for the past two years, has had to miss several events in the past because he did not have a bike of his own and at times could borrow one. Crawford, who now rides for the De Ver cycling club in London, England, is back home with his son Selso, who also rides. The men also presented a number of cycling shirts and other gear and equipment to club members. Speaking at the simple presentation ceremony, Crawford, who has also been sponsoring races on his return home, stated that, “I am always happy to be able to return home and community.” He mentioned that he is very impressed by the talent that is available here. He mentioned that, “I have been coming here year after year to sponsor races and I have seen great potential in Rasheed, but it’s sad he can’t afford to equip himself for the sport. What is more hurting is that he cannot even train for events.” He stated that, “cycling is an expensive sport and as such local cyclists need the right assistance to prosper.” The recipients for their part thanked Crawford and his colleagues for their kind gesture.

Presents $200,000 cycle to local rider

He said that on many occasions he had to borrow a bike to train and on many occasions or would have to use a club bike. . Club coach Randolph Roberts expressed gratitude on behalf of the club and wished Crawford all the success in the future.
