Man slits colleague’s throat, dumps him overboard A 19-year-old seaman went berserk shortly after midnight yesterday, bludgeoning a 45-year-old crew member and slashing the man’s throat before dumping the body into the Demerara River. Khemraj Dass, called ‘Lakeram’ or ‘Lako’, of Bella Dam, Klein Pouderoyen, West Bank Demerara, was reportedly slain by the boat captain’s son during a brief confrontation between the two while the 30foot vessel was moored at the Didco wharf at Friendship, East Bank Demerara. Police have detained the alleged killer who sources said readily admitted to killing Dass, although the motive for the

heinous crime is still unclear. The suspect is the son of the boat’s captain and resides at a community off the Soesdyke/ Linden highway. However, up to late yesterday evening police had still not located Dass’ remains, despite scouring the Demerara River. Police said that large pools of blood on the vessel indicated that the seaman had indeed been brutally slain. The vessel, which was hauling a barge that was destined to carry lumber to a timber grant at Yaruni, Demerara River, is owned by Ganesh Cheddie, who operates a sawmill at Pouderoyen. Kaieteur News was told that

the captain had gone to rest at around 23:00 hrs on Saturday, leaving his son and Dass awake. He awoke shortly after midnight and asked his son to get a sheet for him. However, when his son stood and stared back without responding, the captain enquired about Dass’ whereabouts. According to a source, the youth replied: “What you asking me about ‘Lako?’ I give he two lash, cut he throat and shove he overboard.” Apparently not believing his son, the captain then went to one of the security guards at the Didco wharf and enquired whether Dass had left the compound.After being informed

The Guyana National Newspaper Limited (GNNL) editorial was published on July 3, 2012, which caused condemnation from several organizations and prominent citizens. “I sincerely regret this article ever being published and wish to apologize to all the persons both locally and overseas who may have been offended or affected…Though I was not directly involved in the oversight of this publication nor was I aware of its contents, this article still should not have passed the Editor’s desk and eventually went to publication,” Burrowes noted. Having said this, Burrowes said it’s abundantly clear that the views expressed in the publication by no means represent the majority of shareholders, the Board nor the Management and staff of Chronicle. “I’d like to think that over the past few years we, as a media house, have been striving to make certain professional and impartial publications published in our daily prints. We have given our utmost to ensure that our publications over the years were geared towards promoting racial harmony amongst our citizenry.” Burrowes explained that

She said that the man merely told her to go to the Grove Police Station. At the time, the friend had assumed that Dass was in the lockups and was preparing to take a meal for him when she received news of his demise. The woman told Kaieteur

News that the owner of the vessel had picked up Dass at around 05:00 hrs yesterday to go on the vessel. The seaman was expected back later the same day. Dass’ relatives expressed anger that the boat owner had not informed them of the seaman’s demise. Dass had reportedly gone on four previous trips on the vessel. Ganesh Cheddie, who owns the vessel, told Kaieteur News that he had known Dass, whom he described as “well mannered and quiet,” for about three months. Mr. Cheddie added that he had known the boat captain for about 25 years. However, this was the first time that the captain’s son had worked for him.

Democracy in Burma? Aung San Suu Kyi is the daughter of Aung San, the father of modern-day Burma. From 1989 to 2010 she spent fifteen years under house arrest, during which she received the Nobel Peace Prize. On 1 April 2012, her opposition party, the National League for Democracy, won 43 of the 45 vacant seats in the lower house of the Burmese parliament. She is a world champion of democracy. Burma is a now changed country. A little over a year ago, Suu Kyi was still an unperson; merely mentioning her name was to invite trouble with the authorities. Today she is an officially acknowledged interlocutor of the president. Her image is sold openly by vendors on the streets of Rangoon and newspapers breathlessly report her every move. The implications of this shift are potentially as farreaching as the democratic revolutions of 1989 or the more recent upheavals of the Arab Spring. Burma is a linchpin country in the evolving geopolitics of Asia. It shares borders with both China and India, and policymakers in Beijing and Delhi are feverishly planning ambitious infrastructure projects—pipelines, highways, and railroads—that will allow them to boost their trade between each other as well as with Burma itself, which has an extraordinary wealth of untapped natural resources. Though such plans antedate the current opening, they stand little chance of succeeding unless the Burmese government can find a way to calm the ethnic rebellions in its own borderlands—an aim that is likely to be furthered by liberalization. Meanwhile, an outbreak of democracy in Burma could also have a profound effect on its neighbours in Southeast Asia, where a rising middle class has already begun to challenge long-dominant authoritarian assumptions in some countries. And yet caution is in order. Despite all the undeniable signs of progress, no one can yet claim that Burma is on an irresistible path to democracy. There are many reasons to be sceptical. It could well be that the government’s opening is nothing more than a tactical move aimed at getting the Western countries to lift sanctions, thus prolonging the survival of the entrenched elite behind a façade of liberalization. If so, the Burmese president is already well on his way to achieving that end; earlier this month, the Obama administration announced that it was suspending (though not eliminating) several financial sanctions against the regime. While it makes sense to reward the Burmese government for positive actions, it is also true that the regime still holds all the cards that count. The president and his ministers may have put away their uniforms in accordance with the current constitution’s stipulation that only civilians can hold executive positions, but the reality is that the armed forces continue to exercise virtually unlimited power. In this respect, allowing a few dozen oppositionists into parliament does little to change the basic constellation of forces. Meanwhile, ex-generals or their cronies still control all of the country’s major economic assets. Burmese dissidents are quick to point out the limits of the new tolerance. The political prisoners released from jail are not the beneficiaries of an amnesty; under current law, they can be rearrested at any moment for offenses to be defined virtually at the whim of the government. According to Human Rights Watch, hundreds of dissidents remain in prison. Censorship has been merely curtailed, not eliminated. And despite the cease-fires that the administration has managed to conclude with most of the rebellious ethnic groups, the army actually appears to have stepped up its war against the Kachins in the remote north of the country— an offensive that has continued despite several cease-anddesist orders from the president. It could well be that Burma’s new pseudo-civilian leaders are aiming less for checks-and-balances democracy than a modernized authoritarianism in which they continue to pull the strings—perhaps modelled on nearby Malaysia or Singapore - prosperous but authoritarian. This option, however, might represent a huge advance for a country reduced in the past 50 years from one of Asia’s richest countries to one of its poorest.

Letters... Where your views make the news

Does anybody know whatever happened to the Civic group? DEAR EDITOR, I’d like to respond to Peeping Tom’s column, “Is the PNCR willing to cede leadership of APNU?” (KN, July 8), and V.V. Puran’s letter, “Mr.Ramkarran should be given a free hand to seek patriots to lead a Government of National Unity.” (KN, July 8). Peeping Tom is asking a question that can best be answered by the parties that comprise APNU, but from a logical perspective, we all know the answer will be no, and for the same reason the PPP will never cede leadership of its so-called arrangement with Civic. Didn’t the PPP say that any arrangement involving Civic would require the presidency go to the PPP? The PPP will never allow the Civic arm to field a person to lead the PPP or its government. The writer pontificated on points that s/he thinks the PNC should do, since it is the largest party in the coalition if it wants to lead the next government or be part of any shared governance or unity government arrangement. It was a purely academic exercise that could have been applied to the PPP. For example, the writer says, “If the PNCR hopes to have any chances of being part of a government, it would need to invest in building

APNU into a more broadbased alliance of parties, with the PNCR reducing the amount of influence that it wields within the grouping.” So what exactly does the PPP, for its part, need to do to regain lost support/votes? Second, ever since Cheddi Jagan picked Mr. Sam Hinds as his running mate on the Civic component of the PPP ticket, there has not been another candidate from Civic who replaced Mr. Hinds. The PPP had four Presidents in the last twenty years, but the same Prime Minister. Is this man the only person fit and capable of doing this job from within civic society, or is he being used as a political token to enable the PPP to engage in its political theatrics? And of all the persons originally identified as members of the Civic component of the government, just how many are left today? In fact, does anybody know whatever happened to the Civic group - GUARD from which Mr. Hinds was drawn? This group – featuring Messrs. Hinds, Yesu Persaud, Clairmont Lye and (if I am not mistaken) Ron Robinson among others was launched to help usher in change via free and fair elections, but now we are facing a fresh crisis –

pervasive corruption, but the group refuses to be revived. Just what gives here? Don’t get me wrong, Mr. Editor, there is a lot that is wrong with the PNCR that needs to be fixed, and until it is fixed it will continue to adversely impact the image and effectiveness of APNU in rising above ethnic support and votes. I won’t pontificate at this time on whether Mr. David Granger or Mr. Carl Greenidge will be ideal replacements for Mr. Robert Corbin to fix the PNCR and positively influence APNU, but how much worse can either man do than Mr. Corbin in redeeming and reviving the PNCR? Finally, on Mr. Puran’s personality-based political letter seeking to promote Mr. Ramkarran as a candidate around whom a National Unity Government can be built, let me just say this smacks of desperation and is capable of being destructive. We cannot separate a politician’s personality from his or her politics, but we also cannot run the risk of promoting a politician for a Herculean job of leading a unity government if that politician has not even proven that he has a definite set of followers. He has to provide leadership outside his columns.

Also, we have to be wary of personality politics. Look at what happened to the PNC under Forbes Burnham and the PPP under Cheddi and Janet Jagan. Parties have to be built around ideas or principles, not political personalities. It is dangerous and destructive. And while I am on the national unity government concept, just how exactly will it work? We have so many unity or shared governance advocates, yet they all seem more enamored of the ideal than they are of helping define how the concept will work. Of course it is a system of governance, which means it has to have an operating framework, guiding principles to gauge performance in relation to goals/objectives, and referees in event there is an impasse among the key players. We can’t leave this Herculean task to any one man, and that’s why there has to be a system that is greater than any one player in a unity or shared governance system. Until then, let Mr. Ramkarran emerge from the shadows and demonstrate he is an advocate and agent of change and let us see where that will lead him and others who latch on to his message, methods and mission! This provision is inadequate for the staff of the Integrity Commission DEAR EDITOR, This letter is intended as a commentary on Resolution No. 13 of the First Session (2012) of the National Assembly passed on Thursday, 14th June 2012. The abovementioned Resolution called on all Members of the National Assembly to submit their annual declarations to a duly constituted Integrity Commission in accordance with the law. The purpose of this letter is to comment for the benefit of your readers on the structure of the Integrity Commission Act 1997 in the context of the abovementioned Resolution of the National Assembly. The Integrity Commission Act 1997, which repealed the earlier legislation of 1991 enacted during the PNC’s administration of President Desmond Hoyte, was the occasion for extensive debate in its passage in the National Assembly with frequent references from both sides of the political divide in the Assembly to the prevalence

of corrupt practices indulged in by public officials in Guyana with the result that the legislation in Guyana is much wider in its scope than corresponding legislation in other CARICOM States. Whereas, for example, the legislation of Barbados, Jamaica and Trinidad and Tobago is restricted mainly to legislators and the Chief Executive Officers in the Public Sector, the Guyana enactment is much wider in its application. The Integrity Commission Act 1997 is governed by the Interpretation and General Clauses Act Cap 2:01 with the result that the enactment cannot be brought into force or operation selectively. In the absence of any provision enabling the statute to be applied in parts or to be delayed in its commencement the statute is wholly in force imposing the statutory obligations to file annual returns with the Integrity Commission on all persons within the ambit of the legislation. This comment on the

ambit or extent of the application of Guyana’s legislation inevitably, in my opinion, raises for consideration the adequacy of the staff structure of the Integrity Commission to carry out effectively the statutory functions of the

Commission. For example, the staffing of the Integrity Commission of Trinidad and Tobago is such that it enabled fruitful investigations to be carried out into the external bank account of former Prime Continued on page 5

Free up the radio monopoly DEAR EDITOR, How can the Guyanese Government ask GT&T to give up its telephone landline monopoly when this same Government has a monopoly on radio that it refuses to give up. Surely it is sanctimonious to ask GT&T to give up its monopoly but yet retain the radio monopoly. While we are on the subject of monopoly I believe that some Lindeners’ refusal to accept the fair increase in their electricity tariff stems from the fact that the Guyana Power and Light Inc. have a monopoly and Guyanese do not know the true cost of electricity. Had they known the true cost of electricity then they would not squander-mania electricity and they would also know the true benefits of the Amaila Falls Hydroelectric Scheme. GPL needs to raise the price of electricity in Linden to the national average (and not this cheating tariff that Lindeners are getting or are about to get). Only rich people are benefiting from cheap electricity in Guyana. So, free up the radio monopoly and increase the price of electricity nationwide. Sean McLean

Letters... Where your views make the news Who will get the honour of carrying The Golden Arrowhead to London Olympics? DEAR EDITOR, London is calling and my gut is telling me that Guyana’s contingent to the 2012 Olympics will more or less be or made up of the five athletes that have been mentioned in the dailies a short while ago. I say this because time is of the essence and I don’t believe that there is mention by anyone to date about any other potential candidate making the team. Of course, I would have been elated if Guyana’s contingent is larger in number, but there is indeed a process that has to be followed. I also understand that distance sensation “Cleveland Forde” has not been selected (unofficially) and I always thought that he would finally have his birth as an Olympian at the 30th Olympiad. Again, the process has to be followed. I was also made to understand that there is no sports personality from the respective sports fraternities of Cycling, Table Tennis and Boxing who will be making their Olympic birth and hopefully it is fair for someone

from the Ministry of Sports/ Guyana Olympic Association to go on record via the dailies to confirm my data transmission. I also vividly remember that there was mention in the dailies of three cyclists who were identified for competing at the London 2012 Games and I don’t think that there was any feedback to date on that subject. The most important question is as follows: Which athlete/sports a m b a s s a d o r g e t ’s t h e honour of carrying The Golden Arrowhead at the opening ceremony of 30th Olympiad in London? My pick is either Brittany Van Lang (Aquatics) or the “Judo” athlete whose name I honestly can’t remember at the moment. To the entire contingent: Be respective and discipline sports ambassadors and please don’t abscond/defect like the boxing athletes who did so during their return trip to Guyana after competing at the 2010 Commonwealth Games in India. Jamaican ministers hired scores of advisers, aides, ‘in face of austerity budget’ Eight of 16 ministries paying out close to $100M for 40 consultants and assistants Jamaica Gleaner - While Minister of Finance Dr Peter Phillips has presented the country with an austerity Budget to reflect the choppy waters the economy is sailing through, it appears that members of the Cabinet are facing no such restraints. The Sunday Gleaner has confirmed that even as Phillips was tacking on tax to certain basic food items to raise revenue, at least eight members of the Portia Simpson Miller-led Cabinet were busy adding millions annually to the Government’s wage bill. Information released through access to information requests show the eight Cabinet members committing close to $100 million annually in wages to some 40 consultants and executive/ personal assistants who were hired between January and June of this year. That figure could grow when the contracts expire, as most have a gratuity clause, usually 25 per cent of basic salary per annum, written into the agreements. Official documents gleaned under the Access to Information (ATI) Act revealed that the Ministry of Finance and Planning headed by Phillips was responsible for hiring the most advisers and assistants of the eight ministries randomly placed under the microscope. The documents show that the finance and planning

ministry hired nine contract officers to assist Phillips. The ministry now has a new chief technical adviser, an adviser, a special adviser, a communications adviser, two special assistants, two executive assistants and an administrative assistant - at a cost of $22.6 million. All of the advisers and assistants hired by the finance and planning ministry are assigned to the executive office. According to the documents, the executive office comprises the political directorate, which includes the finance minister and Horace Dalley, minister without portfolio with responsibility for the public service. Two executive assistants and a special assistant report to Dalley. The other six advisers and assistants report to and are supervised by Phillips. The Ministry of Education, with its three senior advisers to Minister Ronald Thwaites and a special assistant in the office of the Minister of Education, accounted for the secondlargest payout to advisers and consultants. Sunday Gleaner tabulations put the education ministry’s bill for advisers at $14.7 million per annum.

Dr. Peter Phillips Dr Franklin Johnston, one of the senior advisers to Thwaites, collects a $5 million annual basic salary and travelling allowance of $738,300, making him the highest paid consultant in the eight ministries under review. According to the Ministry of Finance, travelling allowances were revised on April 1, 2012 and officers who were receiving $738,300 per annum have moved up to $904,428. When contacted yesterday, Johnston could not immediately say if his travelling allowance was increased. The justice ministry, with its four

advisers and an executive assistant - including a consultant to the permanent secretary - should be forking out no less than $13.8 million annually for their services. It was a ding-dong battle between the Ministry of Industry, Investment and Commerce and the Ministry of Transport, Works and Housing, with the former set to pay out $11.8 million to its five advisers and assistants and the latter is to pay out $11.9 per annum to its six advisers and assistants in basic salaries and travelling allowances. One special assistant to the minister of state in the Ministry of Industry, Investment and Commerce had his contract period run from January to April. The security ministry was allowed to employ three consultants at an annual cost of $4.9 million but was told by the finance ministry that, in one instance, approval was given with the understanding that provisions were made in its existing budget to meet the payment. The contracts are for between one and three years.

Police Force Corruption purge no publicity stunt “I am annoyed about it…some of them just doing a set of stupidness and thieving, bringing a bad name to the Guyana Police Force… they will be jailed,” Commissioner Brumell “I am annoyed about it…some of them just doing a set of stupidness and thieving, bringing a bad name to the Guyana Police Force.” Those were the words of Police Commissioner (ag) Leroy Brumell, who told this publication yesterday that he is serious about addressing corruption within the Guyana Police Force. Commissioner Brumell was adamant that this is no directive from the Administration but rather something he wants to see happen. He reminded that “173 years,” is the age of the Guyana Police Force and asks rhetorically “which one of them will live to see that age?” H e w a r n s that his directive to corrupt ranks of the Guyana Police Force to turn in their badges by today, is no publicity stunt and said that there are procedures in place to address the matter and warned, ‘they will be jailed.” He says that when there is an allegation, it is made against the Police Force and not a delinquent rank.

The Commissioner of Police was adamant that Guyana Police Force “is here to stay” and as such it has to be cleaned up. “The Police Force isn’t going anywhere,” he reminded. According to the Police Commissioner, there has always been Standard Operating Procedures (SOP) in place to deal with errant ranks but warned that under his watch these will be enforced more stringently.

Brummel, who assumed leadership of the Guyana Police Force last December, says that for too long the Force’s image has been tainted by numerous allegations of corruption. He pointed to the stage of recruits, who upon making an application would indicate their preference to be seconded to the Traffic Department or Immigration. “They want to thief,” charged Brumell who says he will have none of it any more.

Speaking at the conclusion of the Force’s 173rd anniversary route march through the city on Saturday, the Top Cop said that he was irked by a recent item in the press which called for the fight against corruption to start with the Guyana Police Force, which was described as the most corrupt organization in the country. In declaring what he described as an amnesty, Brumell who was presiding at

his first anniversary celebration as the nation’s top lawman, acknowledged that there is need for much work to be done to repair the damaged image of the force in terms of its integrity. “By Monday (today), if you cannot stop besmirching the image of this force, bring in your resignation. We want this stigma removed,” Brumell told a gathering of close to 1000 ranks and civilians at the Tactical Services Unit (TSU) Drill Square.

Opposition to challenge police barricade around Public Buildings perimeter By Zena Henry The National Assembly is slated to discuss the contentious placements of police barricades around the Parliament Buildings and the inconvenience it poses to citizens. A Partnership for National Unity (APNU) Member of Parliament Desmond Trotman, a few weeks ago, put forward a motion challenging the change made by the People’s Progressive Party Civic (PPP/ C), while aiming for the abandonment of the practice. The motion is expected to be dealt with during private matters or during the course of Non- Governmental business. Trotman, in his motion, stated that the sessions of the National Assembly have always been accessible to the public and that right had been

afforded to citizens by convention. From the early beginnings of the National Assembly Trotman stated, there have been public gatherings outside the Public Building, including demonstrations and protest. In citing the law, Trotman’s motion argues that under the Constitution of Guyana, Article 147 enshrines the right of every citizen to enjoy, unhindered, his or her freedom of assemble, association and freedom to demonstrate peacefully, “that is to say, his or her right to assemble freely, to demonstrate peacefully and to associate with other persons…” The motion continued that the Charter of Civil Society for the Caribbean Community states inter alia, at Article VI:

“The States shall take all appropriate measures to promote and maintain an effectively functioning representational system, including the holding of regular sessions of representatives of the people,” and at Article VII: “Every person shall have the right to assemble, demonstrate peacefully and to draw up and present petitions, subject to such restrictions as may be imposed by national law in the public interest and which are reasonably justifiable in a free and democratic society.” Trotman’s information continued that the Recommended Benchmarks of the Commonwealth Parliamentary Association at 9.1.1 (Values of the Legislature) states that the “Legislature shall be accessible, and open to citizens and the Media, subject only to demonstrate public safety and work requirements. Trotman, however, said that it is expected that the

Guyana Police Force will take steps to ensure the safety and security of Members of Parliament, the staff of the National Assembly, and those who access the said National Assembly but the Guyana Police Force should relocate its barricades so as to allow freedom of assembly within a closer proximity of the National Assembly, Public Buildings. Trotman resolved that the National Assembly declare the right of citizens to assemble and demonstrate peacefully. They should not be hindered by the Guyana Police Force or any other agency or institution of state. He concluded that the Parliament Office should make arrangements for the broadcast of National Assembly sittings in the environs of the National Assembly. Since the erecting of the barricades, many persons have voiced their dissatisfaction and disapproval of this action,

while arguing for their right to assemble. Persons have complained immensely about the snail like pace of traffic during Parliament meetings and the inconvenience of taking longer routes to avoid the police barricades. Police barricades could be found some distance away from the Parliament Buildings, forcing motorists to find alternative routes. Citizens are not even permitted to walk along the sidewalks within the barricades. At Sendall Place and Brickdam, which has the barricade furthest away from Parliament, persons are told to either take Croal or Hadfield Street to get to the market. Only persons heading to the Saint Stanislaus College are permitted entry but only to the school. When asked why the police barricade was so far from the Public Building and why persons were not permitted to walk beyond, a police rank told this publication to speak with authorities.

Antigua Opposition calls for probe into US$47M Chinese built power plant Controversy continues to surround Chinese contractors operating around the region -this time it’s in Antigua where one of the island’s Members of Parliament, Gaston Browne, has called for a probe into a Chinese built US$47M power plant. Browne has sent a letter to Prime Minister Baldwin Spencer calling for an investigation into the Wadadli Power plant. According to reports, the opposition has said that the plant has been the focus of intense debate with suggestions that it was constructed with used equipment. This claim has been refuted by the Antigua and Barbuda Public Utilities Authority. According to reports, after threats to stage mass protests over the facility, the Antiguan Government announced that it had set up a ministerial sub-committee to consider a request by the opposition Antigua Labour Party (ALP) for a probe into the controversial Chinese built US$47M Wadadli Power Plant. The opposition in Antigua had raised a series of questions about whether value for money has been obtained for this project. The controversial Antigua power plant is another in a series of projects by Chinese companies in the Caribbean that have encountered stormy waters. And the recent move by the Antigua opposition could trigger a domino effect throughout the region, where it is expected that several Chinese-funded projects could be questioned. Already several major projects here in Guyana and in Jamaica have attracted suspicion of corrupt practices over the violation of

procurement procedures. In Guyana, many questions have been raised about the competence of the Chinese company that built the US$200M Skeldon Sugar Factory which has been a source of much concern since its completion. The mega project which was conceptualized to be a boost for the local sugar industry, has been a virtual white elephant with mechanical problems after mechanical problems plaguing the plant. And with the period of liability expired, the Guyana government will now have to bear the additional cost of effecting repairs to ensure that the factory works to specification. The Baldwin Spencer administration in Antigua has come under unrelenting pressure to mount a probe of the plant which was not functioning in recent weeks because of the lack of money for maintenance. A release from the Antigua PM’s office said “Cabinet, during the weekly meeting on Tuesday, July 3, appointed a Ministerial SubCommittee to consider a letter sent by the Parliamentary Representative for St. John’s City Gaston Browne, which asked Prime Minister Baldwin Spencer to conduct an investigation into the Wadadli Power Plant. “The Ministerial SubCommittee is comprised of Minister of Education, Gender, Sports and Youth Affairs Dr. Jacqui QuinnLeandro, Minister of National

Security and Labour Dr. Errol Cort and Minister of Finance, the Economy and Public Administration Harold Lovell. “The role of the Ministerial Sub-Committee is to study Mr. Browne’s letter and to make recommendations to Cabinet. “The Ministerial SubCommittee has 14 days to fulfill its mandate.” Browne, Chairman of the ALP, this week threatened to lead street protests in Antigua over the plant. The Antigua Observer reported Brown on July 4th as saying “The ALP is not prepared to sit down and allow the Prime Minister to sweep this issue under the carpet. We will definitely demonstrate to force an investigation, and the investigation that we will push for will be a Commission of Inquiry”. The plant, opened last September, has been mired in controversy ever since. In an interview with the Antigua Observer on June 25, Antigua Public Utilities Authority (APUA) Electricity Manager, Lyndon Francis, said that while financial and technical challenges forced a temporary shut-down of up to five of the six engines, the company has the capacity to effectively manage the facility in the long term. The engines were down during the period April 7 to May 26 this year, causing the company to rely more on private provider Antigua Power Company.

Council still to fully utilise $20M subvention to restore City Hall Almost one year has elapsed and the Mayor and City Council has not yet fully utilized Government’s $20M subvention to restore City Hall. Councillors are blaming City Engineer, Gregory Erskine, for the slothful approach to this much needed project. Apparently, the Council only accessed $5M of the total to purchase and install windows on the building, which is considered one of the country’s heritage sites. It was recently disclosed only a portion of that amount was used for that aspect of the project. The release of the other $15M is dependent on works completed but Erskine has not provided Council with estimates for the works. Initially, some Councillors had expressed displeasure with the repairs on the windows. They were displeased that the Department started the restoration project with the installation of windows as it would have been more practical to restore the roof first. In fact, they wanted the restoration project to go to tender and said construction works should not be solely dependent on the City Engineer’s Department. City Hall has been described as one of the finest examples of Gothic

Cholera reportedly kills 15, sickens hundreds in eastern Cuba The Miami Herald - The first cholera outbreak in Cuba in a century has left at least 15 dead and sent hundreds

to hospitals all but sealed off by security agents bent on keeping a lid on the news, according to reports Friday.

“There are 1,000-plus cases” in the southeastern province of Granma, said Yoandris Montoya, who lives

in Bayamo, the provincial capital. Security agents have locked down the city’s hospital, he added, but staff told him the situation inside is “chaotic.” Santiago Marquez, a physician in the neighbouring town of Manzanillo, said there is “a lot of panic” in the region because of the lack of official information about the intestinal disease. Cuba’s Public Health Ministry, which rarely makes public any information that could give the island a negative image, declared it had “controlled” an outbreak of cholera that had killed three people and affected 50 others

in Granma province. But unofficial reports from the region Friday indicated the disease was continuing to spread, with hundreds more suspected cases jamming hospitals in Manzanillo and Bayamo. As of Friday, the outbreak had killed at least 15 people and affected hundreds more, Havana independent journalist Calixto R. Martinez wrote in a report for the Miamibased blog Café Fuerte, or Strong Coffee. Cholera was reported to have been eradicated in Cuba in the late 19th or early 20th century, although it has killed more than 7,400 people and sickened 574,000 in Haiti, just

east of Cuba. Scores of Cuban medical personnel work in Haiti. Calls from El Nuevo Herald to the Celia Sánchez Manduley Hospital in Manzanillo, the biggest health institution in the region, were answered by women who said they were not authorised to comment. Martínez told El Nuevo Herald that he had gathered his information from residents and health workers in the region. Some of them called him from public phones because police and state security agents are trying to block reports on the cholera outbreak, he added. Havana residents said there have been unconfirmed reports of cholera in the capital, especially near José Martí International Airport, as well as rumours of an increase in dengue, a disease transmitted by mosquitoes that thrive during the hot and rainy months of summer.

MR. GREENDIGE WAS NOT AT FAULT The Chairperson of the Public Accounts Committee was not ill-advised on whether he was required to vote on a question before the Public Accounts Committee of Parliament. If indeed it was true that the Chairperson of that committee was advised that he could not cast his vote then that advice was correct and in accordance with the Standing Orders of Parliament. The distinction between a Standing Committee and a Select Committee does not vitiate the provisions of Standing Orders 48 (1 and 2) which prohibit the person presiding over a meeting of a committee from casting a vote, save and except if there is an equality in division in which instance the person presiding has the right to break the division. Thus, only if there is a deadlock in the voting in a committee can the person presiding over that committee vote to break that deadlock. Once the votes for those

supporting the question are not equal to the votes opposing or vice versa the Chair is not required to vote. All the arguments therefore about the Chairperson being ill-advised and all the arguments about different voting rules for Standing Committees and against Select Committees are irrelevant since the Standing Orders of Parliament is quite explicit on the issue of voting. Instead of blame being cast on the person presiding over the meeting, the AFC must accept that the PPP had its way because of the absence of the AFC’s representative on the Public Accounts Committee. That representative was delayed and therefore unable to be at the meeting in time for the vote. These things happen; they are part of life. In 1992, the PPP won the Chairmanship of a region purely by accident. They did not expect to do so but it happened because someone from the PNCR did not turn up to vote. Therefore there is

no reason for the AFC to be trying to deflect attention from the non-attendance of its member towards the Chairperson who did the right thing. The AFC has rightly shown understanding towards the excuse of its member. And it has rightly not come down harsh on him. These things happen. Perhaps the PPP should have waited for the members to arrive but the PPP has been feeling the pinch since January of this year because of the opposition’s numerical domination of the National Assembly and its committees. It lost a case seeking to have proportionality applied to the composition of the various committees of parliament It is understandable therefore that it would try to salvage some victory whenever it can. It did in the recent meeting of the Public Accounts Committee and the AFC should accept this. Mr. Greendige was not at fault. He did the right thing and even

if he could have voted, it would have been up to him as to how to vote. The issue that led to this storm in a teacup surrounds the confirmation of the wife of the Minister of Finance to a senior position within the Office of the Auditor General. There have been arguments that a conflict of interest existed. But even if it does, this cannot be the basis for denying the confirmation of someone who has acted in a position for years. It could have been for the appointment but once the Minister’s wife was acting for so long in the position, then when it comes to confirmation this issue should not be used as a basis for disqualifying confirmation. The conflict of interest arises in relation to the performance of duties and those duties were being performed for years before the recent vote. It thus should not be used as the basis of denying the confirmation but it can be used to question the duties of the Minister’s wife in the Office of the Auditor General. This issue is still one that needs resolving but when it comes to the vote for

confirmation, that issue should be put to rest. The opposition should stop seeing its role in parliament as being about exercising power, about having the upper hand. It should instead devote more time towards building consensus. In order to do so it will however be necessary for improved relationships between the ruling party and the opposition in the National Assembly. This brings up the issue of the decision of parliament to host a lecture. The Speaker is well-intentioned in this regard but he should devote more time towards events that would allow both sides of the House to get to know each other better and to socialize in way that would improve relations. A highly contentious lecture in which comments

were made which the ruling party will be interpreted as an attempt to reduce the standing of one of its founders will only aggravate things between the two sides. Perhaps after the next sitting of parliament is held later this week to honor two long-standing former parliamentarians- one from the opposition and one from the ruling party- a little social can be held afterwards that would allow the parliamentarians to not only congratulate those being honored but also to mingle and discover how much they have in common and thereby reduce this tendency to always be at odds politically.

Who’s setting those fires at the Bacchus properties? Police investigators think that they know the motive behind the recent arson attempts at the business premises of slain Pest Control boss Mohammed Shahabudeen Bacchus. And it may not have anything to do with revenge. Deputy Commissioner of Police (Law Enforcement) Seelall Persaud told Kaieteur News that while they have not made any significant headway into the recent attacks on the now dead Pest Control boss’s properties they are looking at two motives. According to Persaud they are looking at reports that Bacchus was involved in a civil matter in the court. “We are also looking at the fact that since his death the business has been at a standstill meaning that the items he has in stock will be of no use and everything he owns are all insured.” He added their suspicions continue to grow since the investigations have revealed that both fires were deliberately set. However Persuad said the second motive is being looked at more seriously.

Dead Pest Control Boss Mohammed Bacchus Some two weeks ago, Mohamed Shahabudeen Bacchus, a 43-year-old Pouderoyen resident, and owner of Pest Control Plus, was shot several times while at a bar in Thomas Street, Georgetown. Police reports stated that two armed men targeted him. According to reports, the slain businessman may have been deliberately targeted by hit men. Five hospitalized after bus slams into parked truck Five persons remain in hospital while 11 others were treated and sent away as a result of an accident on the Lusignan, East Coast Demerara Public Road on Saturday night. The accident occurred when a mini bus heading to the city slammed into a stationary truck, which had reportedly developed mechanical problems. Those admitted are the driver, Glendon Grandison, of Melanie Damishana; Loretta Wilson, 20; Quincy Daniels 19, Alisa English, a nurse, and 50-year old Eleave Oedath who is in the Intensive Care Unit. Daniels and Wilson both suffered broken legs while the driver has an injured spine. Oedath is said to have sustained severe internal injuries. Grandison, the driver, declined to comment on the accident, claiming that recalling the incident gives him a headache. However, one passenger who was treated and sent away told this newspaper that the bus was heading west when the driver appeared to have been blinded by the bright lights of an oncoming vehicle. “By de time de man dip he

Then he saw the mangled front of the mini bus.

Several persons rushed to the scene and quick response by ambulance personnel on the East Coast of Demerara resulted in most of the injured being transported to the Georgetown Hospital. Those treated and sent away are Sunildutt Singh of Strathspey, Kevin Brumell, Texwayne Burgess, Yolanda Thomas, Kelvin Balram, Malipa Mohan, Clepwyn Barrow, Nigel Elias, Michelle James, Deolall Ramnarine and Arif Hussein.

Heavy rains flood sections of Corentyne H

eavy rains pounded several sections of the Upper Corentyne Saturday and early yesterday, leaving some livestock farmers with millions in losses and other residents with flooded yards and homes. The areas that were heavily affected were from Eversham right up to Number 62 Village. The inundation is being blamed on a storm accompanied by heavy thunder and lightning in the Berbice area beginning Saturday night and continuing yesterday. H o w e v e r, K a i e t e u r News spoke to a number of affected residents and they all share the view that they experienced heavier rains before but there was never any flooding to this extent. Even well after midday, the water was seen seeping onto the roadway on some sections of the Upper Corentyne highway. Many residents watched in disbelief, questioning how the rains could have caused such flooding. However, Chairman of the Number 52- 74 Neighbourhood Democratic Council (NDC), Mr. Abdool Ghannie refuted reports of a seawall breach in the Upper Corentyne. Re-migrant Bibi Hussain of Letter Kenny, Corentyne has a large poultry farm at Well Tank Street, Number 57 Village and she claims to have lost over 6,000 chickens, totaling some $3M after her farm was flooded. Mrs. Hussain estimated $3M in losses. “I don't know if they can help us get back a part of the money (we invested), because it is $3M we loss there...it's about five years I am farming and the first time something like this happened, it always have heavy rainfall and it never happened; we had more heavy rains than this but this

never happened”. Other small- scale poultry farmers, too, complained to this newspaper about their losses. One resident also lost 100 chickens in the Number 57 area. Mrs. Hussain said that she and her husband remigrated to Guyana five years ago since they wanted to return home to contribute to the development of their homeland. However, they said this loss has discouraged them greatly, especially since they believe poor drainage in the area is heavily responsible for the occurrence. She is pleading for some assistance from the government “to start the

and then the sluice that also high so, they could not open the water, but now the sluice opened and the water started to recede”. The Chairman told Mrs. Hussain that he would have visited her had he known earlier and promised to do so. However, he was unable to say whether she would be compensated. “But I know a lot of people suffered losses and many of them called me and told me that they are in sympathy with me because it is an act of God and then we spoke to the sluice operators and asked them to do their best, if they can work two times or whatever”. Residents questioned the urgency of a party conference when several areas were inundated and residents had incurred losses. Several attempts to reach the Regional Chairman, Mr. David Armogan, proved futile.

Rates and taxes necessary to enhance extent, quality of works provided - Minister Whittaker In the past, citizens have criticized Regional Democratic Councils (RDCs) and Neighbourhood Democratic Councils (NDCs) for many issues, such as mismanagement of funds and failing to commence and conclude works in a timely manner. While some of the blame has been shifted to staff at these offices for specific reasons the onus is also on residents in the communities to play their role in the development of their environment. According to Minister within the Ministry of Local Government and Regional Development, Norman Whittaker, he is aware that people have at some point been disappointed about the way in which some of these local government organs have functioned. However, he explained

that residents should not always be quick to judge and blame the RDCs or NDCs without thinking about the situation clearly through and in cases where residents can assist they should. “Very often, even as we criticize the NDCs for not doing a great role, for not doing some of the things that we would wish them to do, we ourselves do not take the time to find out what it is they do and what assistance you could provide, what support you can provide so that they can do much more and they can do it in a better way,” said Whittaker. He noted that while Government provides assistance to the 65 NDCs throughout the country in the form of annual subventions, this is $3M for every NDC which totals $195M. The six municipalities also receive financial

assistance over $80M each. Therefore government provided more than $280M annually to both the NDCs and municipalities. Minister Whittaker stated that while residents feel that this sum is inadequate especially for the type of works that the NDCs and municipalities have to do, it was never intended that this money be adequate for meeting all the needs of the people in the various communities. “It was intended that there be collaboration, it was intended that the people, in order to enhance the extent and quality of the services that we provide, people would pay rates and taxes. And believe you me, and we move across the length and breadth of this country on average people pay between 50 to 55 per cent of their rates and taxes that they ought to pay. In some instances people feel that the best things in life are free...” He also urged that whenever residents complain that the NDCs or other local government organs are not doing some work which they (residents) feel should be done; they should look at the “bigger picture” and see what is actually being done.

Bound, stabbed body of citrus farmer found The body of a 61-yearold citrus farmer, with hands bound and with stab wounds to the chest, was found yesterday in his yard at Garden of Eden, East Bank Demerara. The victim, Bhim Narine Ramanand, was found lying at the southern side of his yard. The farmer's killers had used the victim's shirt to tie his hands above his head. Ramanand lived alone at his Lot 1 Garden of Eden home. Police said that the victim's licensed shotgun and a grass-cutting machine were missing. Though the police have not arrested anyone, persons close to the deceased spoke of an individual that might have wanted to harm Ramanand. The individual supposedly owes Ramanand a substantial sum of money. A maintenance man made the gruesome discovery at around 08:30 hrs. According to the maintenance man, he entered the yard to clean the surroundings for new tenants that Ramanand was expecting. Noticing that Ramanand had not come out to greet his new tenants, the labourer began calling for him. After getting no reply, he decided to search the compound and there he made the gruesome

Miss United Nations 2012 Ms. Soyini Fraser Guyana now has its second international pageant title, after Theology student Soyini Fraser was crowned the 2012 Miss United Nations. The pageant was held in Miami Florida on Saturday night at the Miccosukee Resort and Gaming Lounge. Fraser outdid 52 other beauties from around the

world to capture the crown. The competition got underway with the orientation ball on last Wednesday evening to be followed by the preliminary competitions; talent, swimsuit and evening gown competitions. The national costume competition was held on Friday.

BEWARE OF THE DOG The newspaper headlines read “Dangerous Dogs Act”. I know about Lassie and Rin Tin Tin but, I thought, this is ridiculous. When I was growing up the cinema was divided into three seating areas – “pit” or the section in front the screen where the worst behaved patrons sat; “house” for those of us on an elevated plane and separated by a barrier from the roughnecks in “pit”; and then “balcony” where you took your girlfriend if you had the dough or promised to take her if you wanted mo’. Could they be speaking about “pit” bulls in a cinematic sense I asked myself? But it couldn’t be, so I figured that maybe because several governments in the region were threatening to take action against pit bulls, their owners were teaching them how to act as if they were loving and playful. That would not last for long, I thought. It is like the riddle, “What do you get if you breed a pit-

bull terrier with Lassie?” A dog that would bite your arm off and then run for help. Some dogs can act even better than Lassie or Rin-TinTin. A man was about to enter a bar when a dog tugged at his pants fold and said to him, “Hey, pal! You want to make some quick money?” The man couldn’t believe his ears. He said to the dog, “Can you talk?” “Yes” replied the dog, “and that’s how we can pick up some easy money. You take me into the bar with you, pretend I’m your dog, and bet everybody I can talk.” The man thought that was a great idea so he took the dog into the bar, set it on the counter and announced to everyone that the dog could talk. The other patrons didn’t believe him, and it wasn’t long before several thousand dollars had been bet. Finally, after all the bets had been placed, the guy said to the dog, “All right, go ahead and say something.” Nothing. He told the dog again, “Hey! All the bets are

placed! Say something, for God’s sake!” The dog just looked at him and whined. He, asked again and again, but the dog wouldn’t say a word. Finally, the fellow had to pay all the bets, scooped up the dog in disgust and walked out. Once outside, he screamed at the dog, “You just cost me way over a thousand dollars! You got anything to say before I seriously boot your mangy tail?” “Take it easy, pal! Yo u ’ r e n o t t h i n k i n g straight,” the dog answered. “Tomorrow night, we’ll be able to get odds of a hundred to one.” Some politicians can act even better than pit-bulls. In several Caribbean countries where rampaging pit-bulls were (and are) attacking people the Governments developed legislation to deal with “dangerous dogs” but never put them into effect. One of my friends says that in this context the term “Act” is entirely appropriate. It is an Act.

GWI warns customers to maintain safe water in event of flooding Guyana Water Incorporated (GWI) is advising residents in Low Coastal Regions across the country to implement precautionary measures in the event of excessive rainfall and flooding. The water company recommends that in the event of flooding, persons should ensure that all tap water intended for food, personal consumption, and brushing of teeth is boiled for 15 minutes. It was also noted that that boiled water should be cooled before use while being stored in a tightly covered container. Customers are advised to

use buckets with covers only to avoid the contamination of water which is stored within the home. GWI also recommended that water can be made safe by using household bleach. Householders were directed to add three to four drops of household bleach to each gallon of water; mix well and allow to stand for 30 minutes before use. An adv i s o r also cautioned that treated water should be stored in a tightly covered container, and that residents should practice rainwater h a r v e s t i n g . To a v o i d contamination, water

should be allowed to run o f f f r o m a roof for approximately 30 minutes before collection. In addition, customers are reminded to practice hand washing with soap or using hand sanitizers after coming in contact with flood waters, especially before eating meals or after using the toilet and cleaning babies. In one Caribbean country after pit bulls made mincemeat of several people, a Dangerous Dogs Act was devised, took extremely long to proclaim, then when it was due to go into law, was withdrawn for further study ostensibly because pit-bulls are not the only dangerous dogs in town. There might be other dangerous dogs but throughout the world increasingly the pit-bull is recognized as truly dangerous. According to WIKIPEDIA, “A large number of jurisdictions have enacted breed-specific legislation (BSL) in response to a number of well-publicized incidents involving pit bull-type dogs and some government organizations such as the US Army and Marine Corps have taken administrative action as well. These actions range from outright bans on the possession of pit bull-type dogs to restrictions and conditions on pit bull ownership… One point of view is that pit bulls are a public safety issue that merits actions such as banning ownership, mandatory spay/ neuter for all pit bulls, mandatory microchipimplants and l i a b i l i t y insurance, or prohibiting people convicted of a felony from owning pit bulls…In a 2012 rul i n g involving the mauling of a child, Maryland’s highest court held that pit bulls are “inherently dangerous,” making pit bull owners, and landlords renting to tenants who own a pit bull, strictly liable for any injuries caused during an attack by said pit bull.” An old friend from Trinidad sat in a bus-shelter and was killed by pit-bulls. He was a soft-spoken sportsman from my hometown and I

don’t think anything ever happened to the dogs or their more vicious owner. We have three dogs but they’re all lap-dogs. That is because of the speed at which they lapped up their milk when they were little. Now they’re “foo” dogs – not the stone creatures that guard the Chinese temples but one word, “Foodogs” because of their appetites. They threaten and snap but they’re so small that one loud shout will make them scamper. They’re very smart – they only chase parked cars. Not so with pit bulls. The first Prime Minister of Trinidad and Tobago, Dr. Eric Williams, once said, “When I talk let no damn dog bark.” All well and good for his time and for what one of my friends term his “pothound” sycophants but now dogs like pitbulls are bred to be silent when attacking. Fortunately, I am not but, even so, no amount of shouting can come between a pit-bull and his dinner, especially when you’re the dinner. Recently I heard a story about something worse than the worst p i t b u l l a n d I asked, “You talking Rott?” It was not a Rottweiler. According to the story, after realising that the arms race would end the world, the US and Russia decided to settle the Cold War with a dogfight. Each team had five years to breed the best fighting dog in the world and whichever side’s dog won would be entitled to dominate the world. The losing country would have to lay down its arms. The Russians found the biggest, meanest pit-bull bitches in the world and bred them with the most

vicious Siberian wolves. They selected only the largest and strongest puppy from each litter and gave him all the milk. They used steroids and after five years came up with the most fearsome dog the world had ever seen. Its cage needed steel bars that were five inches thick. Nobody could get near it. When the day came for the fight, the Americans showed up with a strange animal. It was a nine-foot long Dachshund. Everyone felt sorry for the Americans because they knew there was no way that this dog could possibly last ten seconds with the Russian dog. When the cages were opened up, the Dachshund came out and wrapped itself around the outside of the ring. It had the Russian dog almost completely surrounded. When the Russian dog leaned over to bite the Dachshund’s neck, the Dachshund leaned up and consumed the Russian dog in one bite. There was nothing left of the Russian dog. The Russian President came up to the Americans shaking his head in disbelief. “We don’t understand how this could have happened. We had our best people working for five years with the meanest dogs in the world.” “That’s nothing,” the American President replied. “We had our best plastic surgeons working for five years trying to make an alligator l o o k l i k e a Dachshund.” *Tony Deyal was last seen saying that pit-bull owners should breed their dogs with retrievers so when one of their dogs bites off their leg it would bring it back to them.

Fire officials had concluded that the fire was the work of an arsonist. Fire insurance officials - Police PRO were seen at the premises accessing the damage. A few days later another Sheriff Street property owned by Bacchus was set afire. This was despite the fact that the property at the time had two security guards on duty. However there was very minimal damage. Meanwhile since his death a popular businessman was detained for questioning but subsequently released. The family has suggested that the attacks show that someone has a vendetta against them.

But many people, especially street side DVD vendors, are either oblivious to this, or blatantly choose to disregard the law. Snap shots of porn are plastered on DVD casings and put on display along the pavements of Georgetown. This is most prevalent under the Demico House building and the environs of the Stabroek Market. Even though ranks from the Brickdam Police Station would always be patrolling the area, their presence does not stop DVD vendors from displaying the offensive material. . I was annoyed at the fact that ranks stationed at the Brickdam Police Station were not aware that there is a law to deal with the exhibition of such images. Apart from me calling the station to be told this, I even took the liberty of asking a few ranks on the streets about this law. They were all sure that while selling porn to an underage person is an offence, “there is no legal framework to deal with this as a direct issue”. Nonetheless, it was an official at the Office of the Police Public Relations Officer who outlined the offence as being “selling, publishing, or exhibiting obscene matters”, an act for which persons can be prosecuted. According to the Child Pornography laws of Guyana, “There has been no particular offence of child pornography but, Section 350 of the Criminal Law Offenses Act regulates selling, publishing or exhibiting an obscene matter. The obscenity is when the matter is such as to deprive and corrupt those

whose minds are open to such immoral influences and into whose hands publication of this sort may fall”. A mother of two, of Eccles, East Bank Demerara had an experience with this type of exposure. “I was with my daughter by Demico house having ice cream and since it was a Saturday, I took her to buy a Barbie DVD. And while I looking for one that she didn’t see yet, she had a ‘blues’ DVD in she hand. The girl vagina was all over the cover. “Now, my daughter is only seven years old, and when we go home she asking me about the girl on the DVD. I even caught her experimenting. And for me that is totally unacceptable. I agree that children getting mature faster nowadays, but that is no excuse! I can’t even explain to her what she saw. Her father and me get rid of them things because we didn’t want to influence them, and it’s not fair for them people to have them things exposed like that.” Another parent, and a teacher of a nursery school in Berbice, said that “such exposure is prevalent in Berbice, and these vendors don’t understand how small things like these can influence a child. Look, everyday, we have incidents with children wanting to play “boyfriend/ girl friend” and touching each other inappropriately. And I agree that these things are inevitable and the world is maturing at a faster pace, but it is no excuse for exposing children to these things before they need to be,” the teacher said. Apart from the bad influence it has on children; think from a tourism point of view. What are tourists going to think and say about our dear country when they see how much of a “free” place it is?

series-levelling win, failed to adjust to the moving ball on a responsive wicket and collapsed to 56-4 soon after the first hour of play. Arjoon, who is the number four player on his college team Franklin and Marshall (F&M) in Pennsylvania USA, said that playing against a world class player challenged him to up his level. Waramadong come from behind twice to capture playoff and quarter-final spot - also beat Bartica for regional title By Rawle Welch It was billed as the clash of the titans and the twentytwo players that took to the field did not disappoint the over 3,000 fans that came from nearly all the sub-regions of Region 7 (Upper Mazaruni / Cuyuni) to witness the Playoff final between Waramadong and Santa Rosa of Region1 yesterday, at the K a m arang Recreational Centre ground. In the end, Waramadong, who enjoyed most of the support prevailed 4-2 in what could easily be regarded as one of the most entertaining matches in this year’s Digicel nationwide Schools Football Competition. On target for the winners were Whazir Bascome (30th), Ramkair Jordan (62nd), Cirilo George (81st) and Kenzy George (90th), while Dominic Heyliger blasted in a double in the (17th and 58th) minutes. The match which was also witness by Digicel’s Events and Sponsorship Manager Gavin Hope and Region 7 Chairman Gordon Bradford started with the home team, Waramadong, very early on the offensive and dominated the possession, but just could not penetrate the Santa Rosa backline marshaled expertly by the stoutly built Christopher Henry. However, Santa Rosa weathered the storm, staging several counter attacks of their own and were duly rewarded when Heyliger took full advantage of a partial stop from the goalkeeper who had parried a cross from the left flank onto the cross bar only to see it land into the path of the lurking forward and he made no mistake firing a fierce shot into the goal. time they had led in the match, when the hardworking Cirilo George hit a thunderous volley that crashed onto the crossbar and slid into the goal. Then in the final minute of regulation time, Kenzy George put the icing on the cake when the Santa Rosa goalkeeper, who had performed competently up to that stage committed his first real mistake of the game after coming forward hesitantly to save a high ball delivered from the right side, but somehow mistimed his jump and the ball eluded his grasp bounced into the path of George and he nonchalantly placed the ball into an empty goal. The final whistle sounded shortly after and initiated wild celebrations among the Waramadong supporters and a earned them a place in the national quarterfinals where they will play Region 6 champions Tutorial Academy on Wednesday in Skeldon. On Friday, Waramadong defeated Bartica 9-0 with McCurd Crammer hitting in four goals, Cirilo George a treble, while there was one apiece for Myles Albert and Lydell Joseph.
