Chinese contractor for CJIA US$150M expansion says…

The Chinese contractor of the US$150M Cheddi Jagan International Airport (CJIA) expansion says that while it is banned from participating in roads and bridge projects by the World Bank, there is nothing stopping it from being part of that (airport) works. According to China Harbour Engineering Company Limited (CHEC), Guyana has nothing to fear from the World Bank banning its parent company, China Communication Constructions Company Limited (CCCC) from certain projects, and that it is unaware of any issues it (CHEC) has that would cause Guyana to lose investments. “CHEC is also making clear that it knows of no issue arising from the matter between CCCC (China C o m m u n i c a t i o n Constructions Company Limited) and the World Bank that could result in Guyana losing investments if CHEC is allowed to construct the expansion of the airport in accordance with the existing agreement.” CHEC insisted that it has already made it clear that the company has never been involved in any activity which has attracted sanctions by the World Bank or any other international agency. CHEC made no mention of the fact that last year, Arafat

‘Koko’ Rahman, a son of the former Prime Minister of Bangladesh, Khaleda Zia, was jailed in absentia for six years for laundering millions of dollars in bribes taken from CHEC. The statement also did not mention the fact that in November 2011, former Chairman of the China’s Hebei Port Group, Huang Jianhua, was sentenced to death for taking bribes from the CHEC and its parent company, CCCC. In recent days, former President Bharrat Jagdeo had said that he was not against a review of that contract which was signed secretly in Jamaica last November, weeks before his two terms ended and before Guyana went to the polls to elect a new government. NOT AGAINST There are reports now that China’s Ambassador to Guyana, Yu Wenzhe, is not against a review of the contract by the Guyana government. UNWELCOMED SPOTLIGHT Following the secret signing of the multi-milliondollar contract to expand CJIA in November, CHEC was

thrown into the spotlight recently when Jamaica’s regulator of government contracts, Office of the Contractor General, made bombshell revelations that the World Bank has banned CHEC and its parent company, CCCC, from taking part in any of its roads and bridge contracts until 2017. Guyana only learnt of the signing of the CJIA contract in Jamaica, through media reports carried in that country’s newspapers. The Contractor General, Greg Christie, has been locked in a battle with the Jamaican government over a roads and highway contract that he insists was awarded in

questionable circumstances. There are also similar problems in the Cayman Islands. Despite all the revelations and countrywide concerns, the Guyana government has remained silent and is still committed to rebuilding the CJIA. At least 1,000 persons will have to be relocated along with several farms and businesses. In defending the CJIA contract to CHEC days after it was exposed in the Guyana media, Jagdeo had said that to secure the loan from China, Guyana had to commit to award the contract for the CJIA expansion to a Chinese company.

A leader for the season With the ‘new dispensation’ in the Assembly producing a balance between the executive and legislature, and the PNC about to choose a new leader, the question of leadership is on the agenda. Guyanese have long been enamoured with the “smartman” as leader. We practice what one regional scholar called, “doctor” politics. Even implacable opponents of Burnham, for instance, will concede with grudging admiration, “The man was real smart.” With his great facility with words, his ready wit and Machiavellian wiles, Burnham epitomised the promise and hopes engendered by the smart leader. Smartness is showy and ostentatious: it shouts from the rooftops, “Look how smart I am.” But because it is overweeningly outwardly focused and externally directed, being smart is no guarantee that you’ll be wise. Wisdom is an aspect of character and is internally generated. Gordon Brown is the first Prime Minister of Britain to have earned a PhD, but it did not endow him with the qualities to govern his country any better than his predecessors. We do not mean to belittle intelligence. It should be self evident that the possession of specific knowledge is essential for the performance of tasks that involve the world around us. Our intelligence has sent man to the moon, made us speak to each other from opposite ends of the earth without any visible connection, made the lame walk and even the blind see. But has it created leaders that have guided their societies to greater happiness or peace? In the US, the society that we are all in a mad rush to become, and which is the quintessence of the “smart” society, they consume three-quarters of the anti-anxiety medicine produced in the world. Wisdom is supremely situational: it resides in a sensitivity to appreciate how universal and general propositions are related to the character and circumstances of the people involved. In Guyana, with our severely divided polity, our leaders must have a nuanced apprehension of our circumstances. Wisdom is the capacity to make good judgments based on reflection, knowledge, and experience. The critical element is experience. To move from intelligence to wisdom requires us to temper our knowledge and book-learning with what the lessons of life imparts. It is precisely this element of experience that leads us to consider older people wise; we rarely see that word applied to the young. Acquiring wisdom takes time. The old are wise not only because they have seen and endured much, but also because they are less engaged with life than the young. This disengagement from life means not only that they have reflected long on life, but that they are also disinterested. The experience that can deliver wisdom to an aspiring leader is not necessarily concerned with the minutiae of the day to day exigencies of Ministerial office as some seem to believe. This is because being smart involves mastering the world around us, while being wise involves mastering the world within. The question then is whether the individual has utilised his circumstances to develop the internal equanimity to make decisions for the greater good rather the urges of the ego. Despite the fact that wisdom seems driven by information and intelligence, it is important not to overlook that it also has a normative foundation. How should we act in the world we find ourselves? A wise person chooses, or counsels others, to follow a morally appropriate course. Hence, we do not refer to wise thieves, let alone wise assassins or wise tyrants. Wisdom should not be confused with a high IQ, first of all, because intelligence can be used to ill purpose. A person with a high IQ may rob the treasury more efficiently than one with a low IQ. In contrast, wise people do not rob the treasury. Finally, the wise leader defers to the opinion of others, seeking guidance when others can reliably provide it and criticism when his plans may be at fault. Reagan was not the smartest man around, but he had the wisdom to select good advisors.

Co-operatives appear fragmented DEAR EDITOR, The year 2012 has been designated the International Year of Cooperatives but from where I sit I am not sure that we in Guyana are observing this fact in a meaningful way. I had promised myself that I would not speak publicly on the woes of the Paradise Multi Purpose Cooperative Society until its problems have been resolved as promised by the Minister of Labour and Cooperatives. But the views of others as expressed in letters and calls supportive of my position partially proves the argument of Khemraj Rai et al that if an issue is to have a realistic chance of resolution it should be placed squarely in the public domain. So my contribution today though related to cooperatives will not speak directly to the PMCS. What I intend to do is offer a suggestion that in much the same way that there are representative national associations of the workers unions, lawyers, miners, justices of the peace, private sector, indigenous peoples, aquaculture, cane farming, community policing, and poultry producers among others, there is a need for a representative body for cooperatives. In their current state coops appear fragmented with no discernible unity of purpose in terms of maximising their potential contribution to nation-

building. I expect and agree with the argument that co-ops are formed and operated for different reasons. Therefore, bringing them all under an umbrella body is fraught with challenges. However with reference to the International Cooperative Alliance’s seven principles of cooperative identity which are expected to guide the conduct of coops internationally, I wish - for the purpose of my argument, to mention three principles namely education, training and information sharing; cooperation among cooperatives; and concern for community. Notwithstanding the existence and presumed role of the Kuru Kuru Cooperative College I am not sure that we are getting value for money particularly if we were to examine the reality and the state of cooperatives in Guyana with respect to several of the KKCC’s key responsibilities. Maybe we can be provided with evidence to the contrary because it would be interesting to know how many co-ops are taking advantage of the tertiary level programs offered by a college dedicated to enhancing their education. A national association, committee or league which represents the interests of coops and their members could serve to promote the development and

A case of system abuse? DEAR EDITOR, I am forced to write this letter to you out of desperation, since I have been frustrated in my efforts to obtain legitimate representation for my just cause. Since November 2011, I have been the victim of circumstances which amply illustrate that, even after 46 years of Independence, powerful persons in Guyana are still able and willing to take advantage of their status to trample on the rights of the ordinary citizen. Since mid-November 2011, a senior member of the legal fraternity sent his attorney to me to inform me that he had purchased, through the grant of Prescriptive Rights, the property on which I resided, since August 1, 1984, and for which I had been responsible for the payment of a rental, the payment of General and Water rates as well as undertaking any needed repairs. The facts of the situation are that the original owner of the property, in whose name it continues to today, died on 15 September 1981 and he had bequeathed the property to

his daughter by Will. She subsequently died in the USA on 21 October 2000. Since then, as indicated in the previous paragraph, I have been solely responsible for the upkeep of the property. It was a complete shock to me to learn, from the attorney of this eminent gentleman, for whom I have the utmost respect, that somehow, without consulting me or attempting to discuss the matter with me, he managed to obtain ownership, through the grant by the Court of Prescriptive Rights, and, as a consequence, I am being threatened with immediate eviction. Mr Editor, am I to understand that the powerful could be unhindered in their ability to manipulate the legal system to the detriment and destruction of lowly citizens such as myself? Is there no mechanism for redress and justice available to the ordinary citizen when confronted by such blatant and patent injustice? I am appealing for help and guidance so that I could obtain justice and fair play. Rudolph Ashford

In this way an active advisory role is envisaged with respect to a relationship with the subject Minister on matters pertaining to the aforementioned areas. This body could have the advantage of: speaking with one voice; applying lessons learned to current issues; adopt a stringent approach according to universal guidelines bearing in view the specific nature of the member entity; and ensuring that all activities remain on the straight and narrow. One very important consideration is the removal of the vast discretionary powers reposed in the Cooperatives Development Office which may be lacking in capacity in its current composition. In other words in addition to the abovementioned functions the national body inter alia could serve to promote good relations within and among cooperatives; and inquire into and report upon any cooperative-related matter which may be referred by the

Minister. The primary challenges initiators are likely to face are parochialism reflected in a fierce desire to hold on to turf and uninhibited power; and resistance to any change which is likely to remove opportunities for misfeasance and/or malfeasance in an enabling environment of irregularity and disorder. In my humble view a national body could forge the way for a broader understanding of the cooperative movement as a mechanism for asset building, ownership, and wealth accumulation strategies all aimed at quality of life improvement collectively. We like to throw around numbers; this is okay, but are there really sustainable interventions which consider long term viability. I am firm in my belief that we need a cohesive body of cooperatives collaboratively informed and educated about business and financial possibilities and run as businesses leading ultimately to national cooperative development. DEAR EDITOR, I would like to highlight my dilemma with regards to my DSL internet connection provided by GT& T. I must state that I am paying for the standard 256 kb/s connection which is referred to as “DSL Lite”. However, my current download speed is just around 26 kb/s, not to mention the very slow pace at which I am able to browse the internet. To make matters worse, I have started to experience much worse than the snail’s pace of this DSL service. Some time around early March, I noticed that sometimes whilst browsing the internet, that my download speed would suddenly be reduced to ‘0 kb/ s’ and when this happens, no web page loads. I will get an error message telling me that ‘the requested URL cannot be retrieved’. After a while (about 45 seconds to 1 minute), the service will resume working as it would work. This happens continuously during most of my browsing sessions. I have made several complaints/ reports by telephone to GT& T about this problem. On two separate occasions, the GT& T technician came to my home to check on the problem. On both occasions he tested my phone line, as well as, he contacted the other technician at the phone

company to check to see if my line is clear. From what he told me, everything seems to be working fine and that there is no problem with my phone line or my modem. He was further told by the other technician to tell me that if I am using a wireless router that I must disconnect same because the problem seems to be with my router. I must say that I disconnected and removed my router from the modem and I used the LAN cable via a straight connection from the DSL modem to my computer. Was my problem solved? NO. It’s still the same as of this moment that I am writing this letter. My relative who lives in the neighbouring village and who is paying for a 1 Mb/ s connection also experiences this same problem. I am so sick and frustrated at this sloppy DSL service that GT &T provides us customers. We are paying for something that we are not receiving. In my own opinion, I strongly believe that the telephone company is trying to roll out too many connections without properly upgrading its DSL platform. Why must we pay for 256 kb/ s when we are only getting approx. 26 kb/s? This is indeed a rip-off to customers. I think that GT& T is failing to acknowledge that its DSL service is sloppy. Government cut backs reduce UG DEAR EDITOR, It has been almost six months since Kaieteur News Columnist and a critic of the PPP regime, Freddie Kissoon’s contract has been breached and his services as a senior lecturer at the University of Guyana (UG) terminated. We hope that by now those PPP political hacks on UG Council would have had some time to reflect on their arrogance and dictatorial behaviour. But as more information is revealed about how they conducted themselves, it is clear that they have ignored the laws of UG and have issued a proclamation to terminate Mr. Kissoon. They believe that their political association has entitled them to dictate to the UG Council and by extension the Chancellor, Registrar, Deans and the entire administrative staff on how higher education should be administered at UG. These political cronies

believed in slash and burn politics rather than dialogue. Their irrational and adolescent behaviour has not only shown contempt for the institution but smacks of bullyism which have no place in a modern, civilized society. It is clear that these PPPites had an axe to grind but their intention to dictate to the Council to fire Mr. Kissoon without proper reasons cannot and should not be tolerated. The students at UG must not be made to suffer under such callousness. The Guyanese public is aware that there are some lecturers at the university who have misbehaved in front of students but were not terminated. Our research has shown that from time to time, the University has accorded those in breach of its rules and laws or engaged in any type of vile behavior, the opportunity to defend

themselves. Our question, therefore, is why Mr. Kissoon was not given the same opportunity? Why have the PPPites taken this nasty approach to terminate him? But even as we pose those questions we cannot overlook the fact that President Ramotar and his minority PPP government have remained silent on the issue. And their silence as most of us know is consent which could have a negative impact on the University and on the students. Where are the democratic principles that the big fishes in the PPP claim exist in Guyana? It should be pointed out that over the years, the government subventions that UG receives have been drastically reduced, and the tight fiscal space in which UG has to operate puts the institution in the difficult position to cut some very important programmes, an

action that makes it a third or fourth rate University. Is this what Guyanese want for their tertiary level of education? It has been known that UG is not a high priority for the regime because most of the children of the PPP “big fishes” have migrated to study abroad. It is time for the PPP regime to invest in the nation’s education and allocate at least the funds needed to move the institution from its semifunctional state to a full functional position. The late President Forbes Burnham tried free education at the tertiary level. As critical as that was for the economic and intellectual development of Guyana, times have changed drastically since the 1970s. We know, and it is true that nothing in life is really free; certainly not a university education. Dr. Asquith Rose, Sasenarine Singh

DEAR EDITOR, Mr Sultan Mohamed in comments on my letter associates me with a certain mindset, “What can fundamentally reassure mindsets which have historically cultivated abhorrence to seemingly being governed by those of another “undeserving” race and their culture but still demands accommodating flip flop parity with the same alleged undesirables within a national government other than a right to be free?”(June 11,2012). This letter is an attempt to reply to the very wide ranging comments of Mr Sultan Mohamed’s letter of June 11, 2012 I seem to have done something to a small inspired group. His letter repeated some false comments on my early life. I first heard the story of how I grew up from a Trinidadian, Mr Vassan Ramracha’s letter of October 3, 2010. He alleged that I made “daily visits to the homes of three Indian Buxtonians who he was unable to defend and protect contrary to Dr Hinds…” In spite of a correction in a letter from a member of one of the families, who felt that his honour as senior public servant, Mr Ramracha stuck to his story of my alleged daily visits to the families. The three families were all Hindus. There were Christian and Muslim Indian families in the village. Isn’t that an early sign of partitioning? In the opinion of the investigators of my youth, I did not visit others. What kind of debate is this? And with all these visits on hand I had no space to visit African villagers, it seems. I wonder why. He added that an Indian

family had sustained my mother’s household I have no information to offer on my early life. That is for my friends. What these know-alls have written so far is not just to show off snatches of facts they picked up. Since they know everybody’s business let them carry on. I have no interest in what Mr Mohamed ate at the age of 7 or 17, or who his good friends, if any, were. Mr Sultan Mohamed’s letter appeared on June 11,2012. It contained the following expansion of my life story: “Only a small circle knew that Pandit Persaud and his father Pandit Latchman Persaud were very financially generous in times of need to Mr Kwayana and his extended King family “. All right readers. You now know what hand to mouth people we were. This interest comes from an old way of dealing with petty disagreements. “That man used to eat at our house.” It is nothing more and nothing less.

Mr Sultan Mohamed spends some time explaining how various Hindus use their scriptures. This is because he wants to tell me about the elephant and its body. He likens the trunk of the elephant to the Preamble to the Constitution. Wonderful! He adopts a line of argument claiming that it comes from Sam Persaud,” The tail of the elephant is not the whole elephant.” This is the “knockout punch.” And it is quite true. Turning to my letter about the Preamble to the Constitution, he says that I ought to know that the trunk and the tusks of the elephant do not make up the whole elephant. Let me quote from my letter :”The Preamble does not compel it, but advises it.” I enjoyed the reference to the elephant. The Preamble

leads on to the Constitution. The trunk leads on to the elephant. I googled “Elephant’s Trunk.” Among many statements I found this. “The elephant’s trunk is the most versatile and useful appendage on the planet.” I found that the elephant uses the nose in its trunk to understand its surroundings. It can be called a kind of guide. This is all I claim for the Preamble. It is not the main part of the Constitution. There can be a Constitution without a Preamble, but if one is there, it serves as a guide like the elephant’s trunk.. I give notice that I shall ignore other gossip, and discuss the 2001 Preamble and a few informed opinions on preambles, in general. Eusi Kwayana

Thank heavens for KN, AFC and the exposures DEAR EDITOR, In a recent contribution via your letter column, I thanked God for-Kaieteur News and AFC for their exposure of corruption and the waste of taxpayer’s money by the PPP/C Administration. I think many Guyanese ought to join in that prayer. These two entities are providing a mouthpiece for those who are muzzled in one way or another but who abhor corruption. For over a decade now the tender process has been a convenient tool in the hands of the greedy in government agencies. The situation stinks, particularly at the Ministerial (agency) and Regional levels and I think that Kaieteur News and the AFC should encourage staff, who had been watching helplessly as a few filled their pockets, to pass verifiable and credible information so that the exposure can continue. President Ramotar should make an open declaration of war against corruption, starting with some Ministries and cronies of the

Administration. No defence attempted by Dr Ramsammy, Michael Khan and others can stop the truth from coming out in the New GPC fiasco. That company is bilking this poor nation. How can anyone with any sense of decency remain silent? Purge your souls. Send information to those media houses that wish to join in the battle against corruption. We have a duty to do so in the interest of our dear land and in the i n t e r e s t o f p o s t e r i t y. Enough is Enough! Go into the villages and estates: the PPP/C big wigs are scampering to put sweet coating on their inefficiencies. At the community level, Party activists cannot even talk to the people. They foolishly feel that the PPP can automatically win. On the whole, the PPP is dreaming. Its support base has been severely eroded. It can redeem itself by jailing some of the white collar thieves in the Party hierarchy. But that may mean jailing the entire PPP! Godfrey Skeete (Ex-Soldier)

Security concerns over businesses operating in Post Office buildings ...PRO says nothing to be alarmed about Security concerns have been raised with the establishment of a grocery store in the same building that houses the Skeldon Post Office on the Corentyne. Kaieteur News visited the location on Monday afternoon just as the post office, located just next door, was closed for the day. However, the shop remained opened for business. Sources close to the Skeldon Post Office have revealed to this newspaper that many in the area have questioned the presence of a shop being housed in the post office building. Also, questions have been raised about the safety and comfort of those employed in the post office since the grocery shop was opened last week for business. “The post office is more hot now, since the breeze is being blocked from the shop that is operating nearby,” said the source. It was also stated that “people from the community troubling the employees asking them ‘that y’all open shop now’”. The source went on to say that a grocery shop being housed in the same building as the post office is not a thoughtful idea, securitywise, since the high crime rate

these days can result in the shop being a target for bandits. This was highlighted given the fact that the post office deals with large amounts of cash on a frequent basis, and the bandits would have a double-target in the same building and as such, the employees of the post office are at risk. Kaieteur News contacted the shop owner, Bob Singh, who, when asked questions, became rather defensive. He stated that he was being leased the building by the Postmaster of the Skeldon Post Office for the past 2 1/2 to 3 years. He refused to say how much the building is being rented for and declined to answer any further questions. When contacted, too, the Postmaster stated that “I really can’t talk to the press— I just work at the post office, so he (Bob Singh) can’t say I rented it (the building) to him”. He forwarded further queries to the Public Relations Officer of the Guyana Post Office Corporation, Yolaskee Jarvis, who, when contacted about the matter, said that she was fully aware of the building being rented to a private individual and that it is “quite normal” for the

GPOC to rent, since the corporation has to generate its own revenues. “Many of our offices, we rent and we do have business entities operating in the building or adjoining the building, for example, Parika (Post Office), Bourda and our Head office in Georgetown.” She added that Skeldon Post Office has been rented for “a while” although the tenant did not occupy the building for some years, “they have been paying the rent for awhile but not occupying”. “If they have opened a shop, they would have done so with our knowledge. It’s quite okay for a business entity to rent from us. Since the government gives us no subvention, we need to generate our own income and it’s quite okay for us to rent spaces to business entities.” Speaking about safety concerns since the post office can be more a target for bandits, the PRO stated that “it’s quite legit and persons in the area need not be alarmed”. “From experience, since we would have been operating entities like this throughout Guyana— in Bourda, we have quite a few business tenants from hairdressing to barbering; at Parika, sales and haberdashery and other items and these offices have not really been targeted...I can understand persons being concerned, but the necessary precautions would have to be taken and of course, the post office takes precautions to protect itself and they (the precautions) remain in place so business can continue as usual.”

Bobcat operator buried alive as sand pit caves in A bobcat operator who was working in a sandpit at Sibirien/Old England, Linden, was yesterday buried alive after the pit caved in. According to reports, the incident occurred at around noon yesterday while the man was heaping sand to load onto a truck. The dead man has been identified as Ray Garraway of Number 41 Village, West Coast Berbice. This publication was told that Garraway was loading sand to carry out construction works on a church building in Linden. Reports reaching this publication stated that while the man was piling up the sand, a top layer of the pit caved in covering the entire bobcat.

The man said he immediately went to get help for his trapped colleague as persons raced to the scene and tried digging into the sand in a frantic rescue bid. Eventually, two heavy duty machines from BOSAI were dispatched to the area, but this publication was told that

Egypt’s Mubarak on life support amid crisis CAIRO (AP) — Egypt’s Hosni Mubarak was on life support after suffering a stroke in prison yesterday, deepening the country’s uncertainty just as a potentially explosive fight opened over who will succeed him. The 84-year-old Mubarak suffered a “fast deterioration of his health” and his heart stopped beating, the state news agency MENA and security officials said. He was revived by defibrillation but then had a stroke and was moved from Torah Prison to a military hospital in Cairo. MENA initially reported he was “clinically dead” upon arrival, but a security official said he was put on life support. The official spoke on condition of anonymity because he was not authorized to speak to the media. Maj. Gen. Mohsen elFangari, a member of the ruling military council, told the AlShorouk newspaper website that Mubarak was in a “very critical condition,” but denied he was dead. Mubarak’s wife, Suzanne, came to the hospital, where Mubarak was in an intensive care unit, another security official said. The developments came amid threats of new unrest and political power struggles, 16 months after Mubarak was ousted by a popular uprising demanding democracy. Puruni mishap victims still not found Police are still to recover the bodies of two men feared dead in Monday’s boat mishap in the Puruni River, even as they investigate the circumstances that led to the tragedy. One of the missing is George Bowman, a 35-yearold miner of Section ‘B’ South Sophia. The other man is said to be from Linden. Initial reports had suggested that a third man was missing, but this was refuted by police yesterday. According to reports, 16 passengers, including one woman, had travelled from the Puruni backdam to the ‘landing’ on Sunday, last, for a Father’s Day celebration. They were heading back to the backdam on Monday afternoon when the vessel capsized. A man claiming to be an eyewitness said that the vessel overturned after it

Laura Pendergest Holt, 38, will reportedly plead guilty to a single charge of obstructing investigators. She faces trial in September on charges related to those resulting in Stanford’s June 14 sentence of 110 years in prison. US prosecutors had

requested a maximum sentence of 230 years against Stanford, based on investors’ losses on bogus certificates of deposit sold by SIB. Pendergest Holt is scheduled to appear in a US Federal District Court to formally face the charges, according to court records. The former investment chief had told investors and the firm’s financial advisers that she oversaw a stable of international money managers who were responsible for the bulk of the SIB’s assets, according to court documents. Testimony during Stanford’s trial revealed that Pendergest Holt might have had authority over as little as

IS UNCLE DONALD UP TO THE TASK? Uncle Donald has an imposing physical stature that equates him to a heavyweight. But if he fails to take a grip on the affairs of the nation, he may end up being referred to as a political lightweight. If there is any issue in which Uncle Donald can prove that he is a prized political fighter it has to be the many accusations, allegations and imputations that are making the headlines each day about corruption. The president cannot simply allow these matters to be settled in the court of public opinion, and for two main reasons. He is expected firstly as president to settle these controversies with alacrity. Secondly, if he allows these matters to be resolved in the court of public opinion, the verdict of the people may not be in his favour because people look up to him as the leader of the country and expect that he will take decisions on these matters promptly and in a fitting manner. When Uncle Donald was elected as president there were many who felt that because of his honesty, his integrity, his decency and his common touch, that he was the best man for the job. There are still many persons who hold out great hope for him, because they know that it is not in his nature to encourage or

condone wrongdoing. But his failure to act decisively on the many issues that are in the public domain is beginning to take the gloss off his presidency and even raise serious doubts about whether he is up to the task of leading Guyana. His compatriots within the PPP are beginning to worry also and are speaking out. This development may have to do with their own disappointment with the manner in which things are proceeding under Uncle Donald’s presidency. One of the leaders of the PPP has in fact touched on a sensitive issue on which the public expects the president to take action and this is the issue of corruption. While former Speaker of the National Assembly, Mr. Ralph Ramkarran, has publicly said that corruption is pervasive in Guyana, he has not come out with any specific charges against anyone. Nonetheless, the very fact that a leader of the PPP could have been so moved to make such a statement shows the degree of concern within the PPP camp about the many controversies over certain government contracts and agreements. In recent days, this newspaper has been reporting on a matter concerning the procurement of medicines for the public health. The reports are

But the citizens of Guyana are not

ignoring those statements. The leadership of the PPP can delude itself about how easy they feel it is going to be about regaining a majority in the National Assembly. They may not have realized it, but with each passing day they are becoming more estranged from the people. If the party ever needed a wake-up call as to their growing lack of popularity it was at the Enmore Martyrs commemorative event last Saturday when the turnout was poor and where even under the tent where invitees were seated there were many rows of empty seats. The people are no longer

going to listen to sermons. They want action and foremost they want action on corruption and wrongdoing in public office. They also want the government to do things the proper way. If there is an allegation made, they expect the government to initiate mechanisms to address the wrongdoing, so that the matter can be brought to a conclusion. In recent days there have been accusations and counter accusations in the newspapers about the award of a contract by the government for the supply of medicines. Just prior to this,

there were reports about the record of the Chinese contractor selected to carry out extension works at the country’s main airport. The former president of Guyana, under who the airport contract was signed, has called for a review. Last gig of a failed rock star There were two opinions in the letter pages of the newspapers this week and from persons who know what they are talking about. One is GHK Lall, the other, Vic Puran. Both were unkind to Ralph Ramkarran who last week commented that corruption has become a monstrosity under the PPP Government and must be confronted. Lall and Puran overlooked a most salient commentary by Ramkarran that perhaps is unforgiving Writing in the Chronicle just before the 2011 general elections, Ramkarran’s panegyric on the Jagdeo’s presidency was extremely fawning, but more egregious than that, it was an obnoxious piece of historical distortion. Jagdeo was acclaimed as the best President Guyana ever produced. It has to be very poor scholarship that one can put Mr. Jagdeo in front of literal giants like Burnham, Hoyte and Cheddi Jagan. I am not a fan of Burnham, but if I was asked to compare the two

presidencies of Burnham and Jagdeo, I would not do it. They cannot be compared. Burnham was simply far better than Jagdeo in terms of phenomenal achievements. This is the same Ramkarran that is quoted in both independent dailies as calling for the recognition and extirpation of corruption in Guyana. The Guyanese Head of State that ushered in unprecedented corruption is the Guyanese leader whom Mr. Ramkarran finds to be the best president Guyana nurtured. There can only one type of dismissal of Ramkarran’s anti-corruption rhetoric – it is appalling nonsense. Mr. Ramkarran is not to be taken seriously when he goes in these eccentric but deceptive directions. So why is Mr. Ramkarran doing what he is presently engaged in? It is Mr. Ramkarran finally making peace with himself. Long touted to be, along with Moses Nagamootoo, the two

most enduring figures in the PPP after the Jagan couple, it was either he or Nagamootoo who was expected to succeed the Jagans. When Nagamootoo was overlooked for the 1997 presidency, it was generally thought that he would get the nod. But each time called upon to serve inside the PPP Cabinet Government since 1992, Ramkarran wouldn’t. This created unmitigated rage in the PPP leadership against him. Top PPP hierarchical members told this columnist that the anger against Ramkarran because of this recurring refusal had permanently damaged his chances of ever being the PPP’s presidential candidate. In 2011, getting on in age, Ramkarran saw one last opportunity to become President of his country. With no Jagans, and Jagdeo unable to stand again, and Nagamootoo out of the equation, it was obvious to all Guyanese that he was the only presentable candidate. The Stalinism in the PPP that

Ramkarran so long devoted himself to, made him a victim, and Donald Ramotar became what Ramkarran always wanted to be. They say never say never, but Mr. Ramkarran will never be President of Guyana. All the factors are against him. Mr. Ramotar is not going to shave three or four years off his presidency and call a snap poll. And even if he does, Mr. Ramkarran does not have the support inside the Stalinist war room to clinch the spot. The truth of the matter is if the PPP central committee had to vote in 2011, Ramkarran would not have won the presidential slot. To be fair to him, he was seen among Guyanese as the better candidate, but he didn’t have the popularity inside the central committee to win.

In 2016, he will be 76 years of age. If he wins the presidency then he will be an 81-year-old Head of State when the 2021 elections come around. Those thoughts are going to work against him in 2016 when the young Turks start to fight him down. In 2016, Ramkarran will be facing formidable adversaries in the PPP that are all thirty years his junior. Mr. Ramkarran is in the twilight of his long PPP career. It is over for him and I guess he is making peace with himself in calling for reform of the PPP as a party and the PPP Government. Last week it was his anti-corruption call. We can expect statements advocating an end to bad governance, advocacy of dealing with the ethnic question, demands for

Frederick Kissoon constitutional reform. But as countless Guyanese would ask, where was this gentleman the past twelve years when fascism, corruption, ethnic discrimination and horrible governance began to desecrate the party that Cheddi Jagan and Ramkarran’s father built? I am told that one of Ramkarran’s favourite English songs is Simon and Garfunkel’s the “Sound of Silence.” Goodbye Ralph, can’t say I was fond of you.

Bandits hit two E.C.D. gas stations in one night Two fuel stations on the East Coast of Demerara came under attack by bandits between late Monday night and early yesterday morning. Bandits first attacked the Gajadar Gas Station at Foulis, making off with an undisclosed amount in cash, while three miles away, several hours later, a gang of youths carrying shotguns stormed the Chico Ramas Service Station. The two incidents have left more questions than answers for the police, whose mobile patrols were caught napping. Fortunately, one of the attacks was caught on camera, which would provide investigators with a clue of who the perpetrators are. Just before 21:00 hours, staffers of the Gajadar Gas Station were preparing to shut up shop for the day when two men - one carrying a gun and the other a chopper - launched their attack. According to a female pump attendant, one of the men came to the pump where

she was tending to a customer and brandishing his chopper, demanded the cash she had as well as that of the customer –a taxi driver. “All I know is a boy come up and rob de taxi driver. He den turn to me and tell me, ‘pass de f&*^ing money’,” the woman said. She stated that she handed over the cash she had while the taxi driver she was tending to also did likewise. According to her, another bandit had already proceeded to the facility’s office where the cashier was. However a grill door prevented him from getting to her. The cashier recalled that she was checking off the day’s sales when a young man came to the grill door and requested a bottle of engine oil. She said that she did not look at the individual’s face but was about to hand him the oil when she heard three clicking sounds. “When I look up I see the silver (gun) barrel and I say, ‘what, this is a gun’ and I run and locked the side door. I run at the back,” the cashier said.

The frustrated bandit tried desperately to rock open the grill door, eventually discharging a round in desperation. Eventually he and his accomplice with the chopper decided to flee. The police were later informed, but after scouring the area and coming up empty-handed, they eventually left. Then at around 03:00 hours, a few miles away, a youth gang held up two pump attendants at the Chico Ramas Service Station at Coldingen and relieved them of the cash, jewellery and cellular phones they had in their possession. The owner of the facility Chris Ramas, told this newspaper that three armed men raided his business and threatened his two female pump attendants. Footage from surveillance cameras on the building showed three young men, wearing masks, moving around the premises. One of them was shown carrying what appeared to be a gun. “One had a pistol grip shotgun. They told the girls to shut their mouths, threatening to harm them,” the businessman said, adding that the entire ordeal took merely three minutes. He said that after the men left the employees contacted him, but by then there was nothing much he could do but call the police. For both entities, the recent robberies were the second time that they were attacked by bandits. Police are investigating.

Man remanded after robbing female cop A man who was obviously unaware that he was robbing a police officer had the shock of his life when he realized that the woman whose chain he snatched last Sunday is a constable. He was remanded to jail yesterday when he appeared before Chief Magistrate Priya Beharry. Jermaine Easter, of 101 Leopold Street, Werk-enRust, pleaded not guilty to larceny from the person. The charge against him stated that

on the day in question on Croal Street, Georgetown, he stole an $80,000 chain belonging to Samantha Williams. Police prosecutor Phillip Sheriff said that the victim was walking along Croal Street returning from Sunday morning mass. The defendant who was at the time riding a pedal cycle came up from behind and snatched the woman’s chain from her neck. He rode away but was

apprehended in the Brickdam Police compound last Friday. The man had been picked up by officers who conducted a raid and the victim after noticing the alleged suspect pointed out the man to the police. He was arrested and charged for the offence. The police requested that the defendant be remanded since it was not the first time he was apprehended for such an offence. They said that the man served three months behind

bars after being convicted on a similar charge. After checks to confirm the information the defendant was remanded. On the day of the incident the officer, who was clad in high heel shoes, gave chase after the alleged thief and managed to clobber him with her umbrella. This, she said, made the man turn around and she instantly recognised his face from a court matter. The defendant will return to court on July 6.

Guyanese fraud accused remanded in US Connecticut, US - A federal judge on Monday ordered a Wethersfield woman remain in federal custody until her next court appearance on mail fraud and conspiracy charges. Prosecutors argued Sunita Buddhu, 42, posed a flight risk and a continuing economic danger to her community if released. The NBC Connecticut Troubleshooters first reported on complaints filed in civil court against Buddhu’s father, Deowraj, in May. Deowraj Buddhu, 69, and Sunita Buddhu were

arrested by federal agents last week. The federal complaint accuses the pair of running a debt elimination scheme that targets mostly non-English speaking customers by promising them access to a supposed secret stash of federal money. Some customers wind up in foreclosure as a result and papers filed in civil court reveal there could be as many as 200 alleged victims. Barmaid, relative identify alleged killer A barmaid and a relative of slain insurance executive Bert Whyte have positively identified a former hospital employee as the individual who was in Whyte’s company shortly before he was slain. Kaieteur News understands that they identified Whyte’s companion from photographs that were shown to them by investigators. Police believe that the suspect is a former security guard at the Georgetown Public Hospital Corporation. According to sources, the barmaid told police that Whyte and the suspect had visited the city nightspot where she works on the night he was murdered. Another relative told police that the same individual was in Whyte’s car when the insurance executive picked up his niece from a private school that day. Kaieteur News was told that a male relative also recalled seeing the suspect and Whyte drinking at the victim’s Pouderoyen, West Bank Demerara home. According to a sister of

Bert Whyte the slain man, last Mother’s Day, Whyte, a former GPHC personnel manager, had confided that he had been threatened by a GPHC employee whom he had fired on three occasions. Whyte’s sister alleged that her brother also said that the former employee later apologized, and her brother “dropped the matter, because he (Whyte) and the former employee were “alright.” “The very next day he was murdered.” Checks of Whyte’s movements on the night of his death revealed that he had picked up his niece from a private school in the city. The child told detectives that

there was another man who was unfamiliar to her in Whyte’s car when she was picked up. Instead of taking his niece home, Whyte reportedly dropped the girl off at the Stabroek Speedboat Stelling for her to make her way home to Pouderoyen. Accompanied by his killer, he then made the fateful journey to Bentinck Street, Tiger Bay. Reports indicate that the suspect was driving while Whyte, a Guyana and Trinidad Mutual Life Insurance Company Limited Manager, was in the front passenger seat. Whyte, of Pouderoyen, West Bank Demerara, was seen later, struggling with another man in his car before exiting the vehicle and running into Main Street and collapsing outside of a Main Street Restaurant and Bar. “The police say that they are getting misleading information about his whereabouts. It’s a month and a week (since the murder) and we are nowhere nearer (to finding the suspect),” Whyte’s sister lamented. “My brother’s murder was a set-up.”

EU ‘suspends funding’ for Mangrove Restoration project Mangrove Action Committee Chairperson Annette Arjoon-Martins says that she is not aware that the European Union (EU) has suspended funding for the Guyana Mangrove Restoration Project. According to sources within the EU, funding was cut because the requisite financial papers were not submitted. It was reported that the European Union suspended the release of funds to the Guyana Mangrove Restoration Project (GMRP) which is for $1.1 billion. Kaieteur News was told that the project started back in 2010. Arjoon-Martins told Kaieteur News that as of yesterday she was not notified of any such development. According to her, questions about the suspension should be forwarded to Director of the National Agricultural Research Institute (NARI), Dr. Oudho Homenauth. Arjoon-Martins further told Kaieteur News she is absolutely positive that all her paperwork was up to date and had been submitted to

Efforts to reach Agriculture Minister Dr. Leslie Ramsammy for a comment yesterday were unsuccessful. For 2010 and 2011, the GMRP planted over 210,000 seedlings along four kilometres of coast. The projection for 2012 was to add an additional 200,000 seedlings along three kilometres of coastline.

M&CC submits request for three top officers to be sent on leave The Mayor and City yesterday held a meeting to discuss the “next steps” to its latest allegations of fraud. The confab resulted in the decision for three top officials to be sent on vacation leave to facilitate a thorough internal investigation. The officers to be sent on vacation leave are Town Clerk Yonette Pluck, Treasurer Andrew Meredith and City Engineer Gregory Erskine. It has been a week since the findings of an investigation headed by Keith Burrowes - of the Implementation Committee has been publicly disclosed. The “shocking discoveries” included the existence of “dummy companies”, extremely high overtime claims, high debts, fuel fraud, abuse of company resources for personal use and unauthorized loans. The report stemmed from allegations made against the Town Clerk and Treasurer. Kaieteur News has learnt that if the in-house investigation confirms the findings of Gaskin’s investigation, the three aforementioned officers are most likely to be sacked. Mayor Hamilton Green expressed concern that a copy of the report was not given to him. The Chief Citizen lamented that he only saw an unsigned copy of the report through the Town Clerk.

Further, Green disclosed that he has, over time, noticed a disturbing trend as it relates to meetings between the Ministry of Local Government and the Council. The Mayor said that only the Town Clerk and Treasurer are usually invited to meetings with the Ministry. “They leave me completely out. That’s a form of micro-management.” Green explained that he wrote the President upon this issue stating that it is impropriety and a breach of protocol. He said that protocol demands for the Minister to relate to the Mayor and the Permanent Secretary to the Town Clerk. The Mayor explained that on numerous occasions, he wrote the Auditor General expressing concerns of perceived corruption within the Council. Green further recounted an instance over a year ago where he asked the previous Minister of Local Government to initiate an investigation into some alleged misconduct in the treasury department. He said that in the middle of the investigation, it was halted without any explanation. “I was given no explanation as to why the investigation stopped.” He also cited an occasion where the misconduct of two koker attendants caused the city to flood. “We sacked them and the

Minister requested that they were reinstated… so we try not to take matters into our own hands because of instances like these,” said the Mayor. Green revealed that the Ministry will receive the letter today and the Council anxiously awaits its decision so that the in-house investigation can be carried out. The Mayor and City Council has been under investigation several times before. The latest investigation was carried out by Ramon Gaskin under the management of Keith Burrowes. It has been revealed that the council owes over $1B to various entities and took a $40.999M loan without the permission of the Local Government Ministry. Kaieteur News has learnt that if the findings of the report are to be confirmed the issue “will become a police matter.”

‘I have launched a probe Granger’s TIP allegations are into drug purchase’ baseless - Home Affairs Ministry - Dr. Bheri Ramsaran Even as the New Guyana Pharmaceutical Corporation (New GPC) has called on the Auditor General to provide a value for money audit (see story on page 17), Minister of Health Dr. Bheri Ramsaran has announced that he has launched an investigation into the drugs purchased by the Georgetown Public Hospital Corporation. Dr. Ramsaran said that he has deliberately sought “not to add noise” to the public debate which has mounted over what appears to be ‘exorbitant payments’ for drugs purchased from the New GPC. New GPC falls under Queens Atlantic Investment Incorporated, (QAII) which is headed by Dr. Ranjisinhji Ramroop, and according to Dr. Ramsaran, he (the Minister) has since launched an investigation into the drug purchases between these two entities. The Health Ministry paid $1,909 for a tube of Ketoconazole cream which is retailed for $80, as well as another purchase of a $600 contraceptive, for which it pays some $8000. Dr. Ramsaran told this publication yesterday that he is currently assembling his procurement team, his Permanent Secretary Leslie Cadogan and other personnel, to launch a widespread investigation into the drug purchases as well as the overall policies guiding such arrangements among other pertinent issues, raised in the media. “We are looking at it,” the Health Minister assured. Confronted with the Hospital’s admission that an “ o v e r w h e l m i n g l y,

overpriced” proposal would be separated from the list of items being procured, Dr. Ramsaran sought to explain that while the publicly available information suggests that the prices may be high, it must also be taken into consideration, whether the item for which a supplier asks too much, could be sourced elsewhere. The Minister did say that he could not at this stage give any definitive pronouncements on what informed the decision to allow for the payments to New GPC. This information is expected to be supplied following the probe. Asked about International Pharmaceutical Agency (IPA) or any other local drug dealer, which could have supplied the commodity for which New GPC got the contract, Dr. Ramsaran said that he is not aware if the company ever submitted a proposal. He also drew reference to the pre-qualification of suppliers, but confronted with the multi-year tenure of such arrangements with the New GPC, Dr. Ramsaran said that it was a decision taken by the Administration “some time back.” He promised that “this too will also be reviewed.” The last prequalification for the New GPC, which has since supplied billions of dollars in drugs to the Ministry of Health, was in 2010. The Minister did seek to point out that there is a risk that the Health Ministry faces when procuring “cheap drugs” in that it could very well be “falsified.” He drew reference to an instance when the Health Ministry was confronted with the issue of “falsified

Dr. Ramsaran said that this issue was only recently highlighted at a World Health Organization (WHO) forum which he attended and it was underscored that falsified drugs are even penetrating first world countries with advanced economies and procurement systems. He sought to explain, too, as did the Hospital in its defence of the payments made to the New GPC, that the objective is to strike a bargain with the drug supplier, where the overall package is favourable. The Hospital which is headed by Michael Khan, said that the Ministry of Health buys in a package, but if a product is “ o v e r w h e l m i n g l y, overpriced” then that item is removed from the list of items being procured. The Health Ministry has been paying $8000 for a vial of the contraceptive “Depo Provera” which is retailed for $600.

The Ministerial Task Force on Trafficking in Persons has rejected what it described as baseless and unsubstantiated allegations by Opposition Leader David Granger that the Government is not doing e n o ugh to deal with Trafficking In Persons. In a statement issued yesterday, the Ministry of Home Affairs, under which portfolio the Task Force falls said that although Trafficking In Persons is certainly not rampant in Guyana, significant efforts have been adopted by Government to combat this phenomenon. It said that a combination of Law Enforcement, Social Sector and Community-based efforts have been successful in keeping Trafficking In Persons’ figures very low. Using figures to support its position, the Ministry disclosed that in 2010 there were three victims, two victims in 2011, and one victim to date this year. The Ministry said that while it is almost impossible to totally eradicate any security-related threat, Government and its partners have been able to reduce this menace to a bare minimum by adopting a comprehensive approach. While noting that the police E & F division has come in for some amount of unfounded criticisms, the Ministry said that it wished to set the record straight. “This Division geographically covers areas in Regions 1, 7, 8, 9 and 10. It comprises thirty (30) Police Stations and six (6) Outposts. The long-standing disputable viewpoint of whether to restructure this Division possibly resulting in two separate Divisions has not received any robust support within the Guyana Police Force. As a matter of fact, such a move is seen as

superfluous. So far the ‘E and F’ model has resulted in fairly good results, superior logistical coordination, greater cooperation in terms of intelligence gathering, and better use of limited resources.” The Ministry declared that already one person has been convicted for Trafficking In Persons, resulting from investigations conducted in the E&F Division. For this year, four persons are before the courts for the same offence. This, the Ministry said, dispels the view that individuals can exploit other human beings without being apprehended by Law Enforcement in E and F Division. According to the Home Affairs Ministry, it must be mentioned that the Guyana Police Force has conducted surveillance and monitoring exercises and raids on bars and shops to detect cases of human trafficking. Further, a number of police checkpoints have been established within E&F Division, along with frequent patrols and ‘stop and search’ operations. The Force is also working closely with the Guyana Gold and Diamond Miners’ Association and the Guyana Geology and Mines Commission (GGMC) and other stakeholders to ensure more effective management and control of these areas. The ministry said “In recent times a number of kayamoos believed to house nefarious activities have been dismantled. All these strategies are targeted at a number of crimes including Trafficking In Persons, illegal weapons and narcotics. Further, owing to the difficulty of the terrain, Government has supplied the

Opposition Leader David Granger Guyana Police Force with All Terrain Vehicles (ATVs) to ensure access to difficult locations in this Division. Recently, the Guyana Police Force has conducted two training programmes for 41 officers and ranks on Trafficking In Persons. The programmes covered victim identification and Trafficking In Persons’ investigations. The aim is to ensure that all police and immigration officials, especially border officials and ranks stationed in the hinterland areas become fully sensitized and capable to respond to Trafficking In Persons. Guyana has developed a working relationship with several neighbouring countries such as Brazil and Suriname on a number of issues including information exchange on criminal matters and combating Trafficking In Persons. The objective of these processes is to foster cooperation to enhance victim assistance and information exchange to tackle trafficking networks. “These bilateral engagements offer opportunities to effectively deal with cross border trafficking in persons, strengthen services that target victim assistance and support and increase the likelihood of offenders outside the jurisdiction being apprehended and prosecuted,” the Home Affairs Ministry stated. Guyana is a signatory to the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially women and children, supplementing the United Nations Convention against Trans-National Organised Crime. All forms of Trafficking In Persons are prohibited in Guyana through the Combating of Trafficking in Persons Act 2005.

Maintenance of Burma Road… The Minister of Public Works and Communication, Robeson Benn had indicated to the National Assembly last Thursday, that the three-mile stretch Burma Road will require a whopping $80M for its maintenance. He disclosed that the Regional Chairman currently has $9M in his coffers to undertake emergency works in the interim and that the Ministry of Local Government will be responsible for its maintenance since the road falls under the ambit of that Ministry. But Local Government Minister, Ganga Persaud, when contacted yesterday said that he knows “nothing about the road”. This is despite Minister Benn claiming that the Local Government would be responsible for the road. He said that he cannot recall Benn saying anything that

Disability friendly community park to be created In an effort to build a brighter future for youths with disabilities, the Guyana Community-Based Rehabilitation Programme (GCBRP) has opted to refurbish its location at President’s College Road at Golden Grove, East Coast Demerara. The project is being funded by the Australian Government’s Direct Aid Programme. The aim of the project is to foster community development by providing children and young people, regardless of physical and mental ability, a safe place to play and interact, transforming the centre from a space specifically for persons with disabilities, into

a community gathering location. Nonetheless, the objective is to give enhanced support to parents facing unique challenges in raising children with disabilities. The centre from its inception, has been offering therapy, and conducting different kinds of activities with children with disabilities. “It will have a direct impact on a very disadvantaged and marginalized group of people - Guyanese children and adults with disabilities – by providing new facilities and equipment which will enable them to develop their skills (motor, social and independent living) and enhance their physical and mental health. The project will

also benefit their careers and wider family members,” a statement from the centre read. The venture is also intended to be a demonstration project for the region and Guyana as a whole, showing what can be made available for persons with disabilities. “GCBRP registered as a Friendly Society (Republic of Guyana) in 1995, and is managed by a National Committee whose members are elected by Regional GCBRP groups. GCBRP has successfully managed a number of international funds, and delivered significant programmes of services and activities in Guyana,” the statement concluded.

Former students, prison inmates to benefit from ‘school leavers’ handbook

Copies of the ‘School Leavers Handbook’ In an effort to provide guidance to school-leavers, the Demerara Rotary Club yesterday launched its ‘School Leavers Handbook’ at the Duke Lodge in Kingston. The book is intended to help school-leavers in their decision-making. Conceptualized by the members of the Rotary Club, the book contains examples of job application letters, ways to find a job, interview tips, and other information that a student whose next step is finding a job, can benefit from. For those wanting to further their studies, the

handbook also contains information about tertiary subjects and locations where they are being offered and internationally recognized. Director of Prisons Dale Erskine, a former President of the Rotary, said that apart from being beneficial to school-leavers, the book will also pose as a guiding tool for young prison inmates wanting to start their lives afresh when they are released. He collected 100 of the 2500 copies printed, to distribute to the prisoners. Erskine hopes that the materials will be utilized and prove to be a form of motivation for prisoners.

He is also expectant that the men, after being released, will join youth groups or do something meaningful with their lives. Nonetheless, even though the idea for the book was ongoing for some 12 years now, the actual publishing was only made possible recently. It was funded by members of the business community, some of whom are also members of the Rotary. Jessica Xavier, another Rotary member, during her address to the small gathering which included students from several schools, said that the Club is hoping to also get copies of the book into the interior and hinterland areas where children in those communities can also benefit. The Ministry of Education has also been onboard with the initiative.

Fiscal deficit reduced by 6 % over last five years - Finance Minister Finance Minister Dr. Ashni Singh has expressed the Guyana Government’s pleasure with the strong support given by the United Nations (UN) towards human capital development as he explained the positive developments of the country in the recent past. “It would be fair to say that we have as a country recorded considerable progress in addressing main development challenges that we have faced…Guyana has been able to bring the country from bankruptcy to one where today, its economy is now viable and viewed as credit worthy by the world at large,” he said. Minister Singh stated that over the last five years, Guyana’s fiscal deficit has decreased from 10 to four percent of Gross Domestic Product (GDP), as Government continues to invest in critical productive sectors. “We have moved today from a place where we had effectively no external reserves to a point today where we have an equivalent of five months of import covered in external reserves,” he said. Dr. Singh was at the time speaking at the United Nations Development Programme’s Country Programme Action Plan (CPAP), consultation at the Guyana International Conference Centre (GICC) in the presence of other Government officials, Members of the Diplomatic Corps and other high ranking

dignitaries. Minister Singh said the UNDP and the United Nations (UN), family of agencies have collaborated with Government over the years, to design and implement a wide range of programmes which have achieved momentous development results. Touching on the recent high food prices which have plagued many countries in the past, the Finance Minister stated that the Administration has invested tremendously in agriculture which has helped the country to reap benefits, making reference to the rice sector which is currently benefiting from strong external prices. “On all these efforts, we have failed no effort as a Government to establish and strengthen the environment we require for long-term growth and development…we have continued to invest in people and have achieved significant gains,” he said. Dr. Singh stated that while the Administration is ensuring that the country develops at a rapid rate, the continued support of development partners is critical. The UNDP’s new fiveyear Country Programme Action Plan (2012-2016) was presented for discussions and for agencies to identify ways in which they can join alliances for its implementation. Meanwhile, UNDP Resident Representative Khadija Musa expressed

Man, 47, remanded for alleged indecent assault of girl, 11 A 47-year-old Georgetown man was yesterday denied bail for allegedly assaulting a minor – an 11-year-old girl. The man who resides in the Werk-en-Rust area made an appearance before Chief Magistrate Priya Beharry at the Georgetown Magistrates’ Court and pleaded not guilty to the offence. The charge states that on November 30, the man conducted himself inappropriately towards a girl under 16. The facts read by police prosecutor Phillip Sheriff stated that the accused and the alleged victim resided in the same yard but lived in different houses. He said on the day in question the child went over to the man’s residence to visit his wife. The wife was however asleep

and the girl sought to exit the premises. It is alleged that the accused held onto the child’s hand and led her back into the house. He reportedly threw the girl to the ground and removed her underwear. Thereafter the accused purportedly fondled the child’s thigh areas before removing his clothing and taking up a position on top of the minor. It is also alleged that the man attempted to penetrate the child but was interrupted when his wife awoke due to the noise. According to the police, the man quickly shoved the child out of the house. The 11-year-old later related the incident to her relatives who made a report at the Brickdam Police Station. After investigations the

accused was arrested and charged. Prosecutor Inspector Steven Telford interjected on behalf of the police and requested that the accused be remanded to jail when the court requested the prosecutor’s stand on the matter. The senior officer said that his objections related to the seriousness and prevalence of the offence. He added that the accused and the victim reside in the same yard and it is likely that he would interfere with the witness. It was further said that the prosecution was ready to start the matter, with four witnesses being available. The Magistrate remanded the accused and assigned his next hearing for July 6.

Violence against women in this the month of brides

DEAR EDITOR, It’s the month of June, the month of Brides, when vows are exchanged to love, care and protect, a wedding day when she’s dressed in pure white, the most special day of a woman’s life. But for many in later years, that love turns to hate and obsession, care and protect change faces to become ugly abuses and the white turns to red as the killing of women continues. What would it take for the world and society to understand and accept the true values and worth of a woman, her passion, her desire, her pain, her existence

as a human being? She has brought forth life as created by God in this Universe, something priceless. But in society, in some culture, where tradition is like a heartless dictator, her worth is devalued, her pains and sufferings not addressed, as though she stands alone. The shallowness of the law is not protection enough to eradicate the wrongs and atrocities committed against women because many who wear that uniform are themselves chauvinists and abusers. There needs to be a special unit working each region in this country to

address this grave problem, a unit that dispenses their duties with depth and professionalism. Human and Social services and Women’s Organizations needs to promote their work with more passion, be more vocal, let their voices be heard from coast to coast in every little corner, let their strong presence be felt. The men’s bureau, whatever the purpose of that organization should start doing their work to reach out to men, help them understand their true role of husband and father, to address their

problems, their concerns. For many men, violence and aggressive behaviour are the answers and the obsession with own, power and control over the opposite sex, turns them into sadistic monsters and murderers, a far cry from a real man. For as long as drastic measures are not implemented by the law and organizations do not address enough the violent tendencies of men, given they are blessed with an inborn physical strength, the blood of women will continue to flow. Home Affairs Ministry responds to APNU Leader DEAR EDITOR, The Ministerial Task Force on Trafficking in Persons rejects the baseless and unsubstantiated allegation by Mr. David Granger that the Government is not doing enough to deal with trafficking in persons. Although trafficking in persons is certainly not rampant in Guyana, significant efforts have been adopted by Government to combat this phenomenon. A combination of Law Enforcement, Social Sector and Community based efforts have been successful in keeping trafficking in persons’ figures very low. In 2010 there were three victims, in 2011 two victims and in 2012 one victim to date. While it is almost impossible to totally eradicate any security related threat, Government and its partners have been able to reduce this menace to a bare minimum by adopting a comprehensive approach. The efforts in Division “E” & “F” has come in for some amount of unfounded criticisms. We wish to set the record straight. This Division

geographically covers areas in Regions 1, 7, 8, 9 and 10. It comprises thirty (30) Police Stations and six (6) Outposts. The long-standing disputable viewpoint of whether to restructure this Division possibly resulting in two separate Divisions has not received any robust support within the Guyana Police Force. As a matter of fact such a move is seen as superfluous. So far the ‘E and F’ model has resulted in fairly good results, superior logistical coordination, greater cooperation in terms of intelligence gathering, and better use of limited resources. Already one person has been convicted for trafficking in persons resulting from investigations conducted in this Division and for this year four persons are before the courts for the same offence. This dispels the view that individuals can exploit other human beings without being apprehended by Law Enforcement in E and F Division. It must be mentioned that the Guyana Police Force has conducted surveillance and

monitoring exercises and raids on bars and shops to detect cases of human trafficking. Further, a number of police checkpoints have been established within E and F Division along with frequent patrols and ‘stop and search’ operations. The Force is also working closely with the Guyana Gold and Diamond Miners’ Association and the Guyana Geology and Mines Commission (GGMC) and other stakeholders to ensure more effective management and control of these areas. In recent times a number of kayamoos believed to house nefarious activities have been dismantled. All these strategies are targeted at a number of crimes including trafficking in persons, illegal weapons and narcotics. Further, owing to the difficulty of the terrain Government has supplied the Guyana Police Force with All Terrain Vehicles (ATVs) to ensure access to difficult locations in this Division. Recently, the Guyana Police Force has conducted two training programmes for officers and ranks on trafficking in persons. The programmes covered victim identification and trafficking in persons’ investigations. Forty one (41) police officers and ranks were trained, this amount included officers and ranks stationed in hinterland areas. These training programmes are funded by the Government. The aim is to ensure that all police and immigration officials, especially border officials and ranks stationed in the hinterland areas become fully sensitized and capable to respond to trafficking in persons. Government has also continued to recruit and train a number of new police officers. A significant number of these have been stationed at various hinterland locations to beef up law and order in these areas.

National initiatives aimed at combating trafficking in persons have been undertaken under the guidance of the Ministerial Task Force on Trafficking in Persons which comprises representatives from Governmental and Non Governmental Agencies and is chaired by the Honourable Minister of Home Affairs, Clement Rohee. These initiatives include: proactive monitoring of various locations by the Guyana Police Force so as to identify victims of trafficking in persons; the development and implementation of countrywide awareness campaigns; training of frontline staff and focal point persons; collaboration with non-governmental bodies and community-based organizations; development and implementation of the 2010-2011 Action Plan; and strengthening the institutional infrastructure to respond to trafficking in persons through the creation of a ‘referral mechanism’. Further, a new successor Plan to Combat Trafficking in Persons has been developed. In addition, Government has identified focal point persons across the country and has organized training programmes geared at enhancing their awareness about trafficking as defined in the Recommended Principles and Guidelines. These persons are fully aware of what amounts to trafficking, what forms and types of assistance are available to victims, the penalties of trafficking, and who/where/what may be sought in event of trafficking. Wade dealing with custody Tactical and Technical Deficiencies issue during Finals Still Evident among Golden Jaguars Letter to the Sports Editor

DEAR EDITOR, “The further a team advances in a competition/ tournament, the tougher the opponent becomes. As such, preparation and training becomes more intensified, to the extent that costly mistakes and lapses in concentration would be exploited by the opponent, with the end result having devastating effect”. Evidence of this was in both matches against Mexico and Costa Rica respectively, where soft goals were given away. Two typical examples were the first goal at the Azteca Stadium, when the defenders headed clearance aerially was technically correct. But tactically there was no player pursuing the flight of the ball, or even shutting down incoming Mexican players, who had all the time in the world to smash home a half-volley! While home at the National Stadium, Providence, did the goalkeeping trainer ask the goalkeeper if he was comfortable with the studs on his boots during the warm up session, then indicate to the coaching staff the low cut surface by cricket standards and the prevalence of dew? All of which would have had adverse effects on custodian, Ronson Williams performance. As a consequence, a change of boots was required. Strange as it may appear, many years ago at the Blairmont Ground, the venue for a return match in the Olympic Qualifiers, Guyana vs. Costa Rica, which the latter won 3-1 after a humiliating 7-0 victory at home, members of both the managerial and coaching staff were in Guyana, two weeks prior to the match with the

sole aim of examining the playing surface to determine what type of football boots would be required. Coincidentally, Captain Shawn “Bubbly” Beveney was Guyana’s goal scorer, which from a historical perspective was unmatched by any other player within CFU. By the way, does our coaching and managerial staff possess the capabilities of matching our opponents? And from a managerial perspective, for the records and public edification, what are the average age, height and weight of the Golden Jaguars? Meanwhile, there was noticeable absence of a diamond shaped formation in attack; constant triangles in passing during build-ups; existing gaps between defence and mid-fieldforwards that continued to expose numerous gaps/ spaces for the opponent to capitalize/exploit for their gains and the locals’ detriment. Would these tactical and technical errors be corrected over the next 2 ½ months ahead of the remaining four Qualifying matches? What is the role and function of the defensive midfielder? Is he ultradefensive or aids significantly in bolstering the attack? By the way, what of Charles ‘Lily’ Pollard? In my estimation, and I may be wrong, Lily would fit that role well! S p e c i f i c a l l y, o p e r a t i n g within a radius of 35 metres intercepting any loose ball; providing coverage for any defender whenever necessary; zoning, tackling and last, but not least, would only enter the

opponents half whenever a corner-kick is taken, or any other free-kick within close proximity of the opponents goal, that entails a header. While time and space will not permit me to assess the midfield/attacking options, definitely the central midfield lacks creativity, with a poor distribution rate and defence splitting passes, albeit, needle threading. Within this context ‘Jackie Chan’ can be better utilized as a twin striker. Within the initial game plan does it entail whenever possession is lost all players retreat behind the ball? Wi t h n o s t r u c t u r a l development plan in place, Guyana would continue to be out-classed, outwitted and outplayed by superior opponents, until and unless proper systems are put in place for development. The only “ROAR” that must be heard from the football fraternity must be “ Rebuild Organise And Rise” over the next 4-8 years, with the ultimate aim of participating in Youth World Cups; Olympics, Gold Cup and finally a Senior World Cup. Wi t h Guyana languishing in the cellar, pointless after 2 matches, scoring 1 goal (defence error) while conceding 7 for a goal difference of -6, u n r e s e r v e d l y , unapologetically, but yet still realistically speaking, I can’t envisage the Golden Jaguars securing two wins, from the remaining four matches. Dwayne Wade and his two sons MIAMI (AP) — Dwyane Wade has asked a Chicago judge to suspend his exwife’s right to visitation with their two children after a weekend incident that delayed the boys’ return to his custody and led to her arrest. Wade’s attorney, James Pritikin, filed an emergency motion and appeared in court Tuesday to have it heard, hours before the Miami Heat guard was to play in Game 4 of the NBA Finals against the Oklahoma City Thunder. A hearing was set for June 26, which would be the date of Game 7 if the Heat and Thunder extend the series to its limit. Wade told The Associated Press that his sons have been with him in Miami since about 6 a.m. Sunday — “That’s what mattered most to me, getting them here to be with me on Father’s Day,” he said — and that the incident has not adversely affected his play in the championship series. Siohvaughn FunchesWade was charged with two

counts of attempted child abduction, two counts of unlawful visitation interference and one count of resisting arrest, Cook County Sheriff’s spokesman Frank Bilecki told The AP on Tuesday. Another woman at the home at the time, Nadgee Alarcon, was charged with one count of resisting arrest, Bilecki said. All the charges are misdemeanors. Funches-Wade posted $10,000 bond on Monday, Bilecki said, and is due back in court in August. It was not known if she had an attorney. “Once again, S.L. has used our minor children as the proverbial pawns in this contentious dissolution of marriage action,” Wade wrote in the filing, using initials to protect identities but referring to his ex-wife. “This court must take action to protect our minor children from further exposure to the present environment S.L. creates while they are in her care and preventing S.L. from exercising her parenting time in a manner that is harmful to

our children.” The couple was divorced in 2010. Wade was awarded custody of the boys in March 2011. His ex-wife’s appeal of that decision was denied in December, and the couple is scheduled to return to court in September in an attempt to complete financial terms of the divorce. “The minor children have been subjected to great deal of drama/trauma as a result of S.L.’s conduct,” the filing said. According to the filing, the two boys were to be picked up by Wade’s sister around noon Saturday so they could make a 3:05 p.m. flight from Chicago to Miami so they could be in South Florida for the entirety of Father’s Day. Wade’s sister got no response at the home, and after “several hours” the sheriff’s office was called to send someone to the scene, according to the filing. It also said Funches-Wade attempted to leave the home without the children when one of the responding deputies tried taking her into custody. The boys, at that time, were with Alarcon inside the home, according to the filing. Wade eventually hired a private jet to bring his sons home early Sunday, and upon their arrival, his older son told him that Alarcon “smacked him on the head,” according to court records. Records show FunchesWade was transferred to a hospital after the incident on Saturday. She told officers she was experiencing shortness of breath and thought she was having an asthma attack. Wade recently finished writing a book primarily about fatherhood and the custody fight for his sons. It will be released Sept. 4.

Swim Trials in Omaha, Neb., Yahoo! Sports has learned, conceivably laying the groundwork for an unprecedented 10 Olympic medals. A source told Yahoo! Sports Tuesday morning that Phelps is entered in the 200and 400-meter individual medleys, the 100 and 200 butterflys, the 100 and 200 freestyles and the 200 backstroke. If Phelps swims all those events at trials, makes the U.S. team and is part of all three American Olympic relays, he would have a chance to win 10 medals in London.

However, scratching out of one or more events at trials would not be surprising. Full entries for the trials will be formally released later Tuesday morning by USA Swimming. Phelps made Olympic history four years ago by winning a record eight gold medals in Beijing. Although he was committed to competing again in 2012, most observers initially thought he would be undertaking a much less ambitious program at age 27. But it appears Phelps is going to go as hard at the London Games as he did in

2008 – if not harder. Of course, Phelps can still withdraw from some of those events if the program is too strenuous or the competition stacks up in a way that would be prohibitive for him to make the U.S. team. Only the top two swimmers in each individual event make the Olympic team. One event Phelps had been adamant about not swimming after 2008 was the 400 IM, the most grueling event in swimming. But Phelps has begun rounding back into form in that event and has competed in it during some Grand Prix

events leading up to the trials. The new events from Phelps’ 2008 Beijing program are the 100 freestyle and 200 backstroke. At the ’08 trials, Phelps entered nine events and ended up swimming six at the Olympics. Phelps is expected to duel with fellow American Ryan Lochte in several of his events, most notably the IMs. Both made the medals podium in both events in Beijing. Their competition should be one of the highlights of the meet in Omaha, which starts next Monday.

Misbah-ul-Haq suspended for over-rate offence

ESPNcricinfo - Pakistan captain Misbah-ul-Haq has been suspended by the ICC from the first Test against Sri Lanka in Galle because his team was found guilty of a “serious over-rate offence” during the fifth ODI in Colombo on Monday. Pakistan were found to be three overs short of their target even after time

allowances were taken into consideration. Following the defeat that cost them the series 3-1, Misbah pleaded guilty to the charge laid by the umpires and the penalties were accepted without the need for a formal hearing. “As this was Pakistan’s first serious over-rate offence in the past 12 months, Chris Broad of the Emirates Elite

Panel of ICC Match Referees handed Misbah two suspension points while each of his players received a 40% fine (10% for each of the first two overs and 20% for the additional over),” the ICC said in a statement, “ … the imposition of two suspension points means that Misbah will now miss Pakistan’s first Test against Sri Lanka which starts in Galle from Friday, since such suspension points are to be applied to the subsequent international matches in which Misbah is most likely to participate on a chronological basis immediately following the announcement of the decision.” Pakistan had also been fined for a slow over-rate in the opening ODI of the Asia Cup against Bangladesh in Dhaka on March 11, but that was a minor over-rate offence and not a “serious” one. The suspension will cost Misbah the chance to break the Pakistan record for most consecutive Tests as captain. Misbah was on 15 Tests, with nine wins, five draws and one defeat. Abdul Hafeez Kardar was captain for 23 matches in a row, while Imran Khan and Waqar Younis had led Pakistan in 16 consecutive Tests.

Amla assault sets up big win for SA Results sometimes don’t tell the whole story, and this one should not be read into too deeply, if only for the reason that South Africa and Bangladesh were not playing against each other. Instead, they were playing against themselves. South Africa’s goals - to accumulate runs quickly and ensure their opposition was never in a position to do the same - were in stark contrast to Bangladesh’s, whose main task was to see out their 20 overs after being obliterated when they were bowling. If looked at from that perspective, both teams won and lost. South Africa made a score in excess of 200 and kept Bangladesh 39 runs away but were unimpressive and lazy with the ball. Suriname deepens ties with Flex Night International The neighbouring Republic of Suriname has deepened its involvement in the Flex Night International event, scheduled to take place on Saturday December 8th at the National Cultural Centre. Last Sunday, at a lunch hosted in Paramaribo by the President of the Suriname Bodybuilding and Weightlifting Federation (SBWB), Mr. Moekesh Kanhai, it was confirmed that a contingent of between 50 and 60 persons would be travelling to Georgetown from Suriname to attend the Flex Night International. That number will comprise athetes,

judges, officials and supporters. Mr. Kanhai also confirmed that he has engaged the services of Surinamese born Mr. Edy Wilson (2nd in the 2011 Arnold Classic; 1st in Juliette Bergman Classic, now IFBB PRO) and Ms. Ghisa Ter Haar (current European champion in Miss Fitness) as Guest performers in the Flex Night event. Special arrangements have also been made for Flex Night Inc. to have an Information desk in place at the Mr. Suriname contest which comes off on December 1st. Persons from Suriname

who are planning to attend Flex Night would be able to receive relevant information from this Flex Night Information desk. Mike Tyson aims for knockout on Broadway

NEW YORK (AP) Mike Tyson wants his next knockout to be on Broadway. The former boxer announced Monday that he will team up with director Spike Lee to bring his one-man show, ‘’Mike Tyson: Undisputed Truth,’’ to the Longacre Theatre for six nights only, July 31 to Aug. 5. The show, a raw confessional on the highs and lows of the life of the retired heavyweight and tabloid target, will mark both Tyson’s and Lee’s debut on Broadway. It made its debut in April for a weeklong run at the MGM Grand in Las Vegas. ‘’I’m very vulnerable and I’m just telling you who I am and where I’m from and how this happened,’’ Tyson said at a news conference at the Longacre, wearing white pants, a white shirt and a gray jacket. Tyson, like Lee a Brooklyn native, became the youngest-ever heavyweight champion in 1986, when he won his title as a 20-year-old. His life since then has been marred by accusations of domestic violence, rape and drug use. ‘’It takes courage to get in the ring,’’ said Lee, who urges theatergoers to have an open mind when it comes to the work. ‘’But it takes courage to get on the stage.’’ Tyson, 46, said he was inspired to do a one-man show after watching Chazz Palminteri tell stories about growing up in his show ‘’A Bronx Tale.’’ The boxer said: ‘’I’m really just excited about this genre here.’’ Tyson said that the show would be ‘’raw’’ and ‘’filthy’’ and that he would show his vulnerable side. It will include tales about his stormy marriage to actress Robin Givens, his time in prison, his relationship with his trainer and surrogate father, Cus D’Amato, and the time he spent in a psychiatric clinic as a result of his addiction to cocaine. One story sure to return is one in which he spotted Givens returning to her home in his car with Brad Pitt. Lee is the director behind such films as ‘’Do the Right Thing,’’ ‘’Malcolm X’’ and ‘’Inside Man,’’ and much of his films make bold statements about race relations in the United States. He said he saw a DVD recording of Tyson’s show in Las Vegas and immediately signed up. The pair will start work on it after the July Fourth holiday. ‘’It’s a great story and he tells it masterfully,’’ said Lee, who calls it a tale of redemption that only needs some tweaking from the Vegas edition. ‘’He’s lifted himself off the canvas.’’

Mike Tyson Tyson began boxing in a facility for juvenile delinquents in upstate New York at the age of 12. Eight years later, he became the youngest heavyweight champion ever when he knocked out Trevor Berbick. But in 1990, he was defeated by James ‘’Buster’’ Douglas in one of the biggest upsets in boxing history, and soon after he was convicted of raping a beauty pageant contestant in Indianapolis. Tyson, who still denies he raped the woman, served three years in prison. As his career continued, so did his bizarre behavior. He bit off a piece of Evander Holyfield’s ear during a boxing match and once threatened to eat the children of heavyweight champion Lennox Lewis. Over the past few years, there have been charges of cocaine possession, driving under the influence, scuffles with photographers, parts in films like ‘’The Hangover’’ franchise and tragedy, including the accidental death of his 4-year-old daughter, Exodus. He said he’s been clean and happily remarried for the past few years. His show follows a line of recent one-man shows to hit Broadway, including ones by William Shatner, Hugh Jackman and Kathy Griffin. They’re cheaper than a full-blown production and more flexible, both godsends to theater owners with empty venues. Tickets for Tyson’s show are priced $75 to $199, with VIP tickets going for $300.

Rooney winner sets up Italy quarter-final

Wayne Rooney’s header ensured England qualified unhindered for Sunday’s quarter-final against Italy. BBC Sport: Wayne Rooney marked his England return with the goal that secured a place in Euro 2012’s last eight, but it was a rough passage eased by helpings of good fortune and controversy against Ukraine. England manager Roy Hodgson instantly restored Rooney after a two-match suspension in place of Andy Carroll with orders to make a belated mark on the campaign after sitting out the draw against France and victory against Sweden. And after missing a simple header in the first half, the Manchester United striker ensured England topped Group D to set up a quarter-final meeting with Italy in Kiev on Sunday. England could have met world and European champions, Spain but that eventuality was avoided by Sweden’s 2-0 win against France, and Rooney’s first goal in a major tournament since scoring twice in the 4-2 victory over Croatia in Lisbon at Euro 2004. Ukraine, however, will complain long and hard about a contentious second-half incident when Marko Devic’s shot clearly crossed the line before it was scrambled away by John Terry, only for the officials to remain unmoved. The incident immediately revived the debate about goal-line technology, with a final decision on whether it is introduced expected to be taken in Zurich on 5 July. England will regard it as a measure of justice for Frank Lampard’s disallowed goal against Germany in Bloemfontein at the 2010 World Cup - but it was also an illustration of how they rode their luck for long periods

in front of a predictably partisan home crowd. But once again Hodgson’s men found a way to get the result they required and there is a real air of respectability about their campaign even though they had to survive a first-half siege from a Ukraine side desperate for the win they needed to progress. Oleg Blokhin’s side lost the talismanic Andriy Shevchenko to the substitutes’ bench because of a knee injury but still showed enough to put England through real turmoil in spells. A lack of match sharpness was perhaps to blame for Rooney squandering England’s best chance after 27 minutes. He received a thunderous ovation as his country looked to him to rescue their Euro 2012 campaign but it was a task beyond even the veteran striker, who was soon booked for a rash challenge. Before the game manager Hodgson had said England could dream a little - ahead of the confrontation with Italy in Kiev, they can now afford to dream a little more.

Sweden 2-0 win condemns France to Group D runners-up Sweden striker Zlatan Ibrahimovic’s spectacular goal helped condemn France to the Group D runners-up spot and a Euro 2012 quarterfinal against Spain. France struggled to get going and Ola Toivonen went close for Sweden when his shot stuck the outside of the post. Ibrahimovic eventually punished France when he brilliantly volleyed in from 15 yards from a Sebastian Larsson cross. Olivier Giroud headed high for France before Larsson smashed in a closerange shot for Sweden’s second. France’s defeat allowed England, who beat Ukraine, to leapfrog them and take top spot in the group, and also saw central defender Philippe Mexes receive a yellow card meaning he is suspended for the game against Spain. It was a first loss in 24 internationals for France and manager Laurent Blanc will not only be left to worry over a last-eight meeting with the European and world champions, but also a disappointing performance from his side. Sweden had already been eliminated after defeats in their first two matches but they led early in the second

half against both Ukraine and England before going on to lose. Despite their exit, Sweden had given notice they were determined to finish on a high, with their players choosing to train last Sunday rather than taking up manager Erik Hamren’s offer of a day off. Les Bleus, though, did not heed the warning signs and began in a casual manner. Sweden had two early chances with Toivonen nodding wide and Larsson heading straight at keeper Hugo Lloris. Some uncertain Swedish defending resulted in keeper Andreas Isaksson beating away a Franck Ribery shot before Toivonen nearly stunned France. A long ball was not dealt with by Mexes and it let in Toivonen, who rounded Lloris but hit the outside of the post from a tight angle. Sweden’s physicality was stifling the fluidity and flamboyance of the French and they were limited to longrange efforts, with one such strike from Hatem Ben Arfa going just too high. The Swedes nearly went in front soon after half-time when substitute Christian Wilhelmsson kept the ball in wonderfully and crossed to the far post, with Lloris saving Larsson’s angled shot. But the French keeper had no chance after 54 minutes as Ibrahimovic unleashed a sublime scissor-kick volley into the bottom corner. Wilhelmsson was causing France all sorts of problems and, after Ibrahimovic played him in, had a shot saved by the increasingly busy Lloris. The keeper was quickly back in the thick of the action, going full stretch to tip the ball over the crossbar as Olof Mellberg flicked a shot at goal from an Ibrahimovic corner. France finally awoke but Sweden stood firm with centre-backs Mellberg and Jonas Olsson straining every sinew as they lunged into tackles with vigour. Giroud, linked with a move to Arsenal, put a free header wide and Sweden made sure of their first competitive win over France since 1969 when Larsson emphatically powered home a shot after Samuel Holmen’s effort came off the crossbar.

Croatia fined for Mario Balotelli racial abuse

A banana was thrown on to the pitch during the Group C match with Italy on Thursday. The Croatian Football Federation has been fined 80,000 euros (£64,561) for their fans’ racist abuse of Italy striker, Mario Balotelli. The punishment also relates to the setting off and throwing of fireworks in the Group C match on Thursday. A photographer reportedly saw a steward retrieving a banana and heard monkey chants directed at Manchester City forward, Balotelli. Croatia have three

days to appeal against Uefa’s punishment. Earlier in the tournament they were fined £20,200 for fans throwing flares onto the pitch in the 3-1 win over the Republic of Ireland. A Uefa statement said: “The Croatian Football Federation (HNS) has been fined 80,000 euros for the setting-off and throwing of fireworks, and the improper conduct of supporters (racist chants, racist symbols) at the

Uefa Euro 2012 Group C match against Italy in Poznan on Thursday, 14 June.” FARE (Football Against Racism in Europe) announced on Friday that their observers heard between 300 and 500 Croatia fans chanting monkey noises, which prompted Uefa to investigate. The Croatian Football Federation (HNS) condemned the “deviant” fans who had shamed their country. In a statement it said: “The Croatian Football Federation distances itself from all deviant behaviour of the part of the fans during the final tournament of Uefa Euro 2012 and strongly condemns it. “The HNS, its national team players and members of the technical staff support all Uefa activities aimed at identifying individuals whose behaviour damages the reputation of the competition, no matter which country they come from.”

Young Achievers played a tactical game and eked out a close 3-2 win over Den Amstel on Saturday, while Uitvlugt humbled Wales 6-1 in the main supporting encounter. Marvin Joseph (3rd), Dellon Millington (19th) and Delroy Adams (73rd) netted for Young Achievers, while Jeffrey Perreira (50th) and Andre Hector (63rd) closed the gap for Den Amstel. Uitvlugt’s scorers included Delon Lanferman

(2nd), Delroy Johnson (18th), Kester Albert (21st), Jamal Petty (26th) and Cornel Johnson (50th). Quesi Allen saved some face for Wales with a 56th minute effort. West Indies were led by fast bowler Kevin McClean who sliced through the visitors’ strong batting lineup with five wickets for 57 runs on the final morning to dismiss India A for 202 in the second innings. The home side then knocked off the required 97 runs in under 18 overs without losing a wicket. Kieran Powell played with great aplomb to make a boundary-studded 56 not out off 48 balls. This followed up his 139 in the first innings and he won the Man-of-theMatch award. Coach Hendy Springer praised his young team for their victory on Tuesday. He said it characterized the hard work put in by the players and demonstrated the teamwork which saw them claw their way back from 1-0 down to win the three-match rubber. “I am very, very happy.

We are all very happy because we can now celebrate our achievements. The players can get the rewards from their efforts and the people who support West Indies cricket also have something to celebrate. We did a number of good things in the last three weeks, and one very good thing was winning,” said Springer, who has been in charge of the A Team programme for the last three years. “If you look at where we came from, before the first match a lot people put their money on India A to beat us, but we played with quality and common sense to win two matches by significant margins. We lost by two wickets in the first match but we saw the signs of progress and we progressed nicely.” West Indies lost the first match by two wickets at Kensington Oval in Barbados. Adoni Production football to be re-introduced The Adoni Production Five-a-side Football competition, which was first held two years ago, is being re-introduced under the concept ‘keeping your five alive’, and this year’s competition is scheduled to commence on June 26 on the National Cultural Centre Tarmac (NCC). Organiser, Kevin Adonis said that the competition, which saw $250,000 being awarded in cash and prizes in its inaugural year, will have $500,000 up for grabs this

year. For a team to remain ‘alive’ in the competition, which climaxes with the grand final on August 3, they must continue to win. In addition to the NCC, games will be played at the East Ruimveldt Community Centre Ground (California Square Tarmac) and no admission fee will be charged at either of the venues to encourage large turn-outs. Adonis said the competition has the potential to become the five-a-side

version of the Kashif and Shanghai football competition and added that security is a huge consideration for the Organisers to ensure responsible behavior among the spectators. Alpha successfully retain GFF Super League title Alpha ‘The Hammer’ United have successfully retained the Guyana Football Federation (GFF) Super League Championship after they were given a walk-over on Sunday at the GFC Ground, Seawall FC failing to honour their obligation of turning up. Alpha has moved to an unassailable 22 points with one game to play. While Seawall FC failed to show up fellow West Demerara side and new kids on the block, Den Amstel continued to turn heads and muster up a serious amount of respect when they defeated city powerhouse, BK I n t e r n a t i o n a l We s t e r n Tigers by the odd goal in 3. Like Den Amstel, this is also the debut year for Western Tigers in the Super League. The Tigers clawed their way into the lead in only the second minute of the matchup when Captain Dwayne Ali hit a 30 yard missile from right side of the North Road end goal which eluded the grasp of Goalkeeper O’Neil Heywood entering in the roof of the nets. Amstel forced Western Tigers to commit a defense error in 75th minute by Jorrel Tyrrel who missed the ball at the top of the box. A lurking Gideon Payne pounced on the loose ball and headed to goal unchallenged and slipped it pass the un-rushing Legall to snatch the lead for Den Amstel. When the final whistle was sounded the score read, Den Amstel 2 Western Tigers 1. Despite losing the match, Western Tigers emerged as the second place team in the Super League with 19 points. While host, Banks DIH and Republic Bank have already filled the two quarterfinal spots from Group ‘A’, places are still up for grabs in the other three Groups with three teams (C&S Electrical, Ministry of Public Works & GNSC) finishing deadlocked on 12 points from their full quota of five matches. The three teams will now be involved in a play-off with GNSC and G&S Electrical going headto-head in the first play-off game in one of four matches set for today under lights. The first match last Saturday between GNIC and Republic Bank was a pulsating affair in the midday sun and ended in a 2-2 score-line at the completion of regulation time, resulting in the contest being decided on a ‘sudden death penalty kickout’ with the Bankers depositing the winning goal off the boot of Leyland Monic after GNIC missed their penalty. Travis Griffith and Linden Tickett scored for GNIC while Monic and Floyd Manifold found the back of the nets for Republic Bank during regulation time, before Monic scored again from the penalty spot to put his team into the super-eight stage of the competition. A brief history of the ‘Guinness Greatest National ruggers confident of de Streets’ Futsal Tournament ahead of Bermuda clash

On the 4th December, 2008, Tiger Bay became the first team to be crowned champions of the inaugural “Guinness Greatest of De Street Football Tournament” weeks after the tournament was launched with an exhibition game in the champions’ community by the honorable Minister of Sport, Dr. Frank Anthony and Banks DIH Director of Sales and Marketing, Mr. Carlton Joao. Both Joao and Dr. Anthony to their credit, over the years remained closely associated with the tournament, each providing key and critical support where and when necessary. Two years on, Broad Street became champions in 2010, followed by Back Circle in 2011. In 2009, the Mining Town of Linden caught the

Guinness Street Football fever and the concept has become a phenomenon in the community. This model of street football was quickly embraced and grew in popularity and acceptance in Guyana. When Broad Street faced second-time finalist Albouystown in yet another electrifying finals in 2010, Brand Manager for Guinness Caribbean Gareth Geddes was invited to witness that finals at the National Park. He was immediately impressed and asked for all the information from Guyana and exported the concept to his other subsidiaries in the Caribbean, there and then the Guinness Street Football Ship left the shores and border of Guyana and docked in excess of 12 Caribbean Territories’ by 2011. The Ship has come full

circle and is set to take on another maiden voyage, when Team Guyana (Back Circle-Guyana Stallions) and winner of last year’s Guinness Greatest of de Streets 2011 tournament, takes on the likes of Trinidad and Tobago, Antigua and Barbuda, St Vincent and St Lucia in the first every Guinness International Street Challenge Futsal Tournament beginning tomorrow and end on Saturday, at the National Park Tarmac Arena. The visiting teams are all emerging champions in their own right from locally organized Guinness Street Football tournaments in their respected territories, so competition will be among the best the Caribbean has on offer. Thomas doubles up at Morvant Jets, Mustangs Games in T&T Captain of the Enmore Track Club, Ornesto Thomas, is now in possession of two gold medals from the recent Morvant Jets and Mustangs Games, which was held in Trinidad and Tobago last weekend. The Games, which was held over two days at the Hasley Crawford Stadium in Port-of-Spain saw Thomas, a sixteen years old athlete, winning the Boy’s U-17 800m and 1500m events. The talented athlete indicated to Kaieteur Sport that he produced a new personal best time in the Boy’s U-17 800m in a time of 1:58.05.

The Inter-Guiana Games (IGG) middle distance bronze medalist, who stated he was pleased with his performance in the 800m at Games, recorded 4:14.00 seconds in the 1500m to add another gold medal to his collection. Henry, who along with Captain Ryan Gonsalves, Team Manager, Robin Roberts and Public Relations Manager, Gem MadhooNascimento attended the briefing, was confident that Guyana could turn the tables against Bermuda on Saturday and become champions of the 15’s format in the Caribbean. Guyana was beaten by Bermuda at the National Stadium last year, but according to Henry, the defeat to the Bermudians have only served to strengthen the team’s resolve to reverse the disappointing result and they’ve done thorough preparations to ensure that the result is different this time around, despite having to play them at home. Henry underlined the importance of the game this,

informing that it is an Olympic qualifier and the guys are really eager to avenge the previous loss. Gonsalves in his comments said that the confidence in the camp is high and the guys are looking forward to the contest. “We are pretty much looking to avenge the loss from last year. They are a very good team technically in the 15’s format, but we beat them in 2008 in a World Cup qualifier and I feel we could do it again it is just a matter of getting the pieces together,” Gonsalves stated. The Guyana Captain, who disclosed that should they get past Bermuda they will have to play a team in Consur ‘B’, a group that includes teams such as Costa Rica, Venezuela and Peru, but cautioned that they are not looking past Saturday’s game which is very important for them. “It will be a different challenge this time, but this team is hungrier and more confident than last year and I feel we will defeat the

Bermudians this time around.” Bermuda is the highest ranked team in the Caribbean in 15’s rugby. Meanwhile, according to Henry, the strength of the Guyana team are speed and good wingers, while the opposition likes to pack the middle and use their size advantage to good effect, something which the Guyanese have worked assiduously to combat. Henry assured that the team is at full strength with no injuries and all Guyana could be assured of nothing less than victory come Saturday. Madhoo-Nascimento in her remarks extended thanks to the media on behalf of the Union for its continued support in disseminating the news pertaining to the sport, adding that it is such assistance that has encouraged sponsors to stay and in some cases come on board. The team leaves tomorrow, while the game starts at 14:00 hrs Guyana time.

Tino Best strained every sinew in a bid to emulate his Edgbaston Test heroics but mostly connected with thin air in scoring seven off 12 balls. The series concludes at Headingley on Friday.
