Infrastructure development should be balanced with improvement in quality of life for Guyanese - Brazil President
Acknowledging the progress made in G u y a n a ' s infrastructurallandscape,President ofBrazil,LuizInácioLuladaSilva said he hopes that the government of Guyana is striking the critical balance between investments in this sector and the improvement in thequalityoflifeforitscitizens.
The Head of State made these remarks at a press engagement, following bilateral talks with Guyana's President, Dr Irfaan Ali on Thursday at the Arthur Chung ConferenceCentre,inGeorgetown.
President Lula said, “I also would like to say to President Irfaan, inthesamewaythatGuyana experiences an extraordinary moment in terms of economic perspectives, and I can testify that whenIcamedownfromtheairport to the hotel, I could see with my eyes the amount of new buildings and modern highways that are beingbuilt.
I am sure that in the same way that these investments that are going on in infrastructure, I would imagine that the same investments are being made for the improvementofthequalityoflives forthepeople.”
The Brazilian Head of State pointed out that in his home
country, this principle was being pursued. “So we had our first year ofourtermtocoverthecountry We had to reassemble, reorganize all the public policies that were shut down by the previous administration and we also had to focus mainly in infrastructure project that reaches almost the amount of $350B which is called the PAC which is the acronym in PortuguesethatmeansAccelerated GrowthProgramme.”
He explained that government was investing in science and technology, education, day care centers and job creation The President said Brazil was harvesting the fruits of a “promisingpolicy”.

Teachers' salaries will be deducted in full should the court rule in favour of the GovernmentofGuyanainthe ongoing stalemate with the Guyana Teachers Union (GTU), Vice President Bharrat Jagdeo said on Thursday

Jagdeo said that the Governmentdoesnotbelieve “that the established process under the law and under the employer, employee relationship through the Collective Bargaining Agreement has been exhausted as outlined by the ChiefLabourOfficer.”
The Vice President reminded reporters that the substantive case before the High Court has not yet been heardandthatthejudgeonly issued an interim order and provided dates for the

“So the Union did not throughtheirlawyerwinany case, therewasnohearing. It just went to the judge, they presented their arguments, we asked to be heard. The judge said you will get an opportunity to do that at a later time. So we intend to follow the interim order,” Jagdeosaid.

The Vice President also told reporters that the governmenthasbeenadvised by a number of its lawyers, including the Attorney General, that there is no support for “principle where you don't work and you will bepaid.”
“In fact, the laws of Guyana confirm if you don't

On Wednesday, Chief Education Officer (CEO), Saddam Hussain was hauled beforetheHighCourttoface contempt proceedings for issuing a directive which statedthatteacherswillfacea pay cut despite an interim court order in place instructing the Government nottodoso.

The CEO emphasized in the memo that “Government of Guyana will not pay teachers for the days which theydidnotwork.”
Whenheappearedbefore Justice Kissoon on Wednesday to face the contempt proceedings, Hussain apologised profusely and gave the court a commitment that the directive to the REOs would be rescinded within an hour of the conclusion of the contempthearing.Thememo wasrescindedandanewone wasissued.
For his part, Justice KissoonnotedthatHussain's instructionstoREOswerein direct conflict with his

“It was never my intention or the Ministry of Education's intension of c u t t i n g a n y b o d y ' s salary until this is resolved,” he said He admittedthathavingreadthe orderofthecourt,thatthelast

Last Thursday, Justice Sandil Kissoon granted a temporaryorderblockingthe GovernmentofGuyanafrom deducting the salaries of striking teachers. The High Court judge also granted an interimorderwhichrestrains the Government from withholding the remittance of teachers' dues to the Guyana Teachers' Union (GTU).

Our moral duty should be to amplify our voices to fight for the Palestinians
DEARMR EDITOR,
These past few months have opened my eyes to the frightening and daunting reality of the world Widespread ignorance pollutes the air of Guyana, where we are racially abused, religiously scorned and mocked for standing in solidarity with an oppressed nation, which is without explaining the irony of a once colonised country where our Indigenous peoples were killed. Our ancestors were tortured, enslaved, laboured and disgraced by a coloniser nation.
I commend our g o v e r n m e n t f o r continuously voting in favour of a recognised Palestinian state and their recent votes and calls for an immediate and permanent ceasefire.
However, I find it incredibly offensive, disheartening and hypocritical for our government to welcome the UnitedStatesAmbassadorto the United Nations in our country Thisisnotonlyoffensive to the few Palestinians residing in Guyana but also
disgusting to have a person whowastaskedtocarryouta vote against an immediate ceasefire and dispersal of humanitarian aid to Gaza to step foot on our lands Guyana was built off of immenseslaveryandlabour, and it is hypocritical and ironic to pally up with coloniser-statesandtoallow someone who voted in favour of genocide in our country I am even more surprised that the general public is taking this lightly because genocide has been plaguing the earth for decades, and Guyana itself wascolonised, occupiedand experienced a silent genocide not so long ago. I am incredibly disappointed that the Palestinian flags hoisted around our country were taken down by our leaders.
Our moral duty should be to amplify our voices to fight for the Palestinians. The general public utters words such as “We have bigger fish to fry” when called out on their collaboration and lack of concern to show solidarity with Palestine, which is incredibly ignorant and inhumane to say Genocide
that happens in any part of theworldaffectseveryonein the world. Everyone should behurt, angered, furiousand determined to fight and pressure governments to listen to the plea of an oppressedpeople.

SaayaPrasad'Massacre in Gaza': Israeli soldiers ambushed and gun down over 100 Palestinians waiting in line for food, 750 critically wounded
Aljazeera - More than 100 Palestinians have been killed and some 700 others wounded after Israeli troops opened fire on hundreds waiting for food aid southwest of Gaza City, health officials say, as the besieged enclave faces an unprecedentedhungercrisis.
The Gaza Ministry of Health on Thursday said at least 112 people were killed andmorethan750wounded, withthePalestinianMinistry of Foreign Affairs condemningwhatitsaidwas acold-blooded“massacre”.
The ministry said the attack was part of Israel’s ongoing “genocidal war”. It called on the international community to “urgently intervene” to forge a ceasefireas“theonlywayto protectcivilians”.
People had congregated at al-Rashid Street, where aid trucks carrying flour were believed to be on the way Al Jazeera verified footage showing the bodies of dozens of killed and wounded Palestinians being carried onto trucks as no ambulances could reach the area.

Renegotiation: It can be done - TT Oil Minister
“We in Trinidad and Tobago have spent the last seven years, after dealing with decades of contracts, renegotiating almost all of our contracts in the gas industry in Trinidad and Tobago. In fact in December of last year we achieved the significant milestone of being the first country ever in the world to restructure our LNG facilities by sitting across the table for five years with BP and Shell and renegotiating and coming up with a restructured LNG facility that augurs better for the people of Trinidad and Tobago...
It can be done...very often I hear those who have no access to the information whatsoever talking about the energy sector and what should be done, similar to what Vice President Bharrat Jagdeo was speaking about this morning...
I can say here without fear of contradiction, every contract that we negotiated augurs better in direct revenue for the people of Trinidad and Tobago and the multinational oil and gas companies have not got up and run off.
They continue to invest because it is all about respect and fairness of relationships and I offer that here to Guyana and to Suriname in a collaborative approach.”

Court rules no need for EIA to renew Liza I permit
The Environmental ProtectionAgency(EPA)did not need to undertake a new Environmental Impact Assessment (EIA) for the renewaloftheLiza1permit, the High Court ruled on Monday
EIAs help determine the project's potential impact on natural resources, ecosystems, and the overall environment. By gathering relevant data, conducting studies, and engaging stakeholders, EIAs provide valuable insights that assist decision-makers in making informedchoices.
The case was brought against the EPA by Danuta Radzik, a local activist and Sinikka Henry, a lecturer at the University of Guyana, who were represented by activist and international lawyer Melinda Janki and AbiolaWong-Inniss.
Thetwowomenaskedthe court to overturn the EPA's d e c i s i o n t o g r a n t ExxonMobil's affiliate, Esso Exploration and Production Guyana Limited (EEPGL) –now ExxonMobil Guyana- a
five-year extension on its LizaPhase1permit.
They also sought orders to suspend EEPGL's multibillion-dollar operations in the Liza Phase 1 project, claiming that the permit is unlawful on the basis that a newEIAwasnotdonebefore thepermitwasgranted.
On August 8, 2022, the two had put forward an application alleging the EPA erred in renewing the Environmental Permit related to the Liza 1 petroleum development project.
Theapplicantstookissue with the EPA's failure to provide them with information regarding EEPGL's application for the renewal of its environmental permitpursuanttoSection36 of the Environmental Authorizations Regulations (theRegulations).
The crux of the applicants' case was that the EPA, the body corporate statutorily tasked with granting environmental permits, isnotempoweredby Regulations 22 (1) or 22 (2)
of the Regulations to grant a renewed environmental permit.Theycontendthatthe respondent in granting and issuingtherenewedpermitto EEPGLbreachedtheActand theRegulations.
They contended further that Regulation 22 (1) imposes on EEPGL an obligationtoapplyforanew environmental permit in ordertocontinueitsactivities in the Liza Phase 1 developmentblock.
Radzik and Henry also positedthatEPAisprohibited fromissuinganewpermitto EEPGLfortheLiza1project
without first carrying out an EIA in accordance with Part VoftheAct.
They contended that an EIAneeds to be done before anysuchrenewal, andthatno renewed environmental permit should contain new conditions.
They averred that renewedpermitsshouldhave the same conditions the previousversion, onlywitha newexpirationdate.Thetwo alsoallegedthattheEPAhad breached the law by not providing them with information which they had demanded.
In response, the EPA contendedthatitactedinfull compliance with the law when it decided to renew Environmental Permit
20160705-EEDPF In particular, the EPA clarified that the law did not mandate EIA's during the renewal process as this would be absurd given the nature and intentofEIA's.
The EPA also contended that it was competent to include such conditions as are reasonably necessary for Human Health and the environment in renewed permits.
It also maintained that it had not in any failed to observe its duty to make required information available to the public in accordance with the Environmental Protection ActCAP20:05.
In making this point, the EPAwaskeentonotethatthe law had deliberately and intentionally set out what information could be accessed, by whom, at what stageandwhatmanner The Court upon
considering the arguments and evidence before it ruled in favour of the EPA. The EPA was represented by Frances Caryl, Shareefah ParksandNiomiAlsopp.
In delivering her judgment,HighCourtJustice Damon Younge pointed out that, it is for the EPA, the body tasked with the management and protection ofthenaturalenvironment,to determinewhetherduringthe application process any project would impact the environment and therefore require an EIA- there is nothing in the provision of the Act which provided that an EIA is required for the issuanceofanenvironmental permit.
JusticeYoungenotedalso that when looking at the regimeforapplicationsforan environmental permit, considerationcannotonlybe giventoSection11oftheAct or Regulation 22 alone, but all the provisions of the Act and Regulations must be lookedatinaholisticmanner so that the intention of Parliamentcanbediscerned.

It was reported too that former Trinidad & Tobago Energy Minister, Kevin Ramnarine, was paid US$20,000 to prepare the heavily criticized strategy Criticisms abound regarding the strategy'slackofconcretestepsand
its viability in transforming potentialoptionsintorealities. The draftstrategy, unveiledonOctober 30,2023,forpublicconsultationby the natural resources ministry, has facedscrutinyforitsvaguenessand absence of actionable plans. Vice President (VP) Bharrat Jagdeo subsequently labeled it a “discussion paper” after acknowledging significant flaws duringoneofhispressconferences.
This publication had highlighted that key elements like Methanol, Liquefied Natural Gas (LNG), Ammonia/Urea production, and Hydrogen were discussedinthestrategy
However, there is a glaring absence of detailed strategies for Guyana's entry into these markets, raising doubts about the feasibility ofthegovernment'sapproach.
As reported previously, the government has partnered with ExxonMobil for the almost US$2 billion Gas-to-Energy (GTE) project.
The ball is now in the court of the teachers and their union
The government has offered a compromise to the teachers But in the height and heat of protest action, the teachers do not seemtohaverecognizedthe offer At a press conference two weeks ago, Vice President Bharrat Jagdeo said that the Ministry of Education is empowered to negotiate all issues relating to the teachers. Previously, the Ministry of Education hadcontendedthatitwasthe Office of the President that wasdealingwithsalaries.
The Guyana Teachers’ Union (GTU) and the Ministry of Education were previouslyindiscussionson benefits. According to the Ministry, progresswasbeing made when the strike was called.
Now that the Vice President has said clearly that the Ministry of Education is empowered to deal with the salaries issue, the GTU should add the multi-year salaries issue to theagendaofitsnowaborted talks with the Ministry of Education.
Instead of doing this however, the GTU has set fourconditionsforresuming talks. These conditions are that, one, the Ministry must resume the monthly deduction of union dues from teachers’ salaries; second that no teacher must lose pay for days on strike; third, the Ministry of Education should present a counterproposaltotheGTU so that talks can begin from that standpoint; and fourth shouldengagemeaningfully
withtheunion.
The first two conditions are sub judice. The third condition is problematic because the union has submitted preposterous proposals for salary increaseswhichcannotform thebasisofnegotiations. The fourthcondition, meaningful engagement, should be assessed based of the outcomeoftalks.Therecord does suggest that the Ministry of Education has been engaged meaningfully with the unions on nonsalaryissues.
On the issue of the government submitting a counter proposal, the union musttakecognizanceoftwo things. The first is that it is the union’s obligation to presentaproposalwhichcan be the subject of negotiations;itisnotforthe Ministry of Education to presentanycounterproposal since there were never any negotiations on a multi-year agreement. As such, it is for the union to modify its ridiculous demands for massive wage increases datingbackto2019.
Second, the union must appreciate that its demands have implications for the wider public sector At present, trainee teachers at Cyril Potter are receiving a stipendthatishigherthanthe salaryofnewentrantstothe public service. The trainees are said to be receiving $90,000 per month up from $10,000. Trainee nurses are notreceivinganywherenear what trainee teachers are receiving.
What then is to prevent
anentrylevelpublicservant fromdecidingthatitisbetter to leave his or her public service job and register as a traineeteacherandreceivea higher pay for studying at Cyril Potter than he or she would have received as a messengerorofficeassistant inagovernmentMinistry?
According to the Ministry, a trained teacher receivesmorethan$200,000 per month. This is higher than the salaries of persons within the public service whohavebeenonthejobfor years. For the teachers to now demand a compounded increase of more than 150% is to take the salaries of a trained teacher to about $450,000permonthwhichis not even the amount that is paid to very senior police officers.Theunion’soriginal proposals are therefore a non-starterfornegotiations.
While unrealistic proposalshouldnotpreclude the government from speaking with the teachers’ union, unrealistic and preposterous salary proposals cannot be expected to generate any meaningful outcomes. The unionthereforemustpareits demands since it will have ripple effects across the economy If teachers are paid what their union is asking for, how much will yourmaidorhandymannow demand? Public servants, nurses and all others will demand similar treatment andthiswillmakethecentral government wage bill unsustainable.

A better approach rather than across-the-board percentages is to stipulate minimum salary scales What should a trained teacher be receiving each monthasaminimum?

A new caliber of Guyanese leadership direly needed
We need a different kind of Guyanese today The six (or eight or nine) peoples of thiscountryneedaGuyanese man, or a Guyanese woman, to step out and stand for something that is definitely not present around anymore.
Considering the national oil wealth that swims under the seafloors, therehastobeone Guyanese, orascoreofthem in some new group, who represents what the citizens ofGuyananeedthemost, and desperatelyso, atthistimein thenation'slife.
There has to be one Guyanese, a son or a daughter of this soil, who comes on centerstage in the national spotlight and say in the most ringing tones: 'I don't care about being president of Guyana.' He or she must mean it to their marrow, to the farthest recessesoftheirmind.
Heorshemustbeableto saywithpowerandaburning spirit: 'I don't give a damn about winning a seat or a handful of them, and being in p a r l i a m e n t '
Notwithstanding the possibilities, the material differencesthatmaybeinthe making, and which could all be for the benefit of the hopefuls of Guyana. That, too, must also be of what is nothing less than absolute authenticity
Somehow from some place across the 83,000 square of forests and plains, mountains and valleys, city and countryside of Guyana, therehastobeonecitizen,or asmallbandofsuchbrothers and sisters, who are only

They must swear to that strength, andthenhavethewilltolive it. For the overtures and offerswillcome. Examine how the leaders in the Guyana society of today splitwordsletterbyletterand syllable by syllable to evade speaking to the truth of this nation's wealth, their sickly management of it, and the kind of self-serving relationships that they have solidified with Exxon and others. Guyanese leaders struggle to fit themselves betweenthelettersofwords, and play with phrases, in futile attempts to cover their weaknesses, their tricks Theyfailabjectly Thereare precedents, theglobalrecord. Here is a small, fast-moving snapshot.
All the signs are present, and the record of corporate affairs in China (yes, China) Greece, Iraq, and Nigeria, amongotherplacesstandand speak volumes. The names are iconic: Exxon, Chevron (oil);Kellogg,Brown&Root [aHaliburtonsubsidiary](oil services); AstraZeneca and Ely Lilly (drugs); Alcoa (bauxite); Lockheed and McDonnell-Douglas (aircraft). InGreece, they have a word for it: miza It means corruption at rare heights, big-time, official gangsterism. InJapan, there is what is called the kuromaku, which translates aptly to black curtain, and whichmeaningshouldnotbe lost on Guyanese. Imagine that US President Bill “Slick Willie” Clinton travelled to Torontotogiveatestimonial for a character called Victor Phillip Michael Dahdaleh, while he was under investigation for corruption. Hereisapointthatshould be of interest to honest Guyanese: The World Bank notedsometimeagothatpart of the scheming between foreign companies and local politicians involves huge payments upfront to the latter, and later there is concealment of expenses, where those upfront corporate 'costs' are recouped. Has a familiar localring, doesitnot?
For all the reasons mentioned, it is why a different kind of leader is so urgently needed here. One that says, 'I don't want any damn money I spit on offer and pee on the offeror.' And, 'I have no interest in power for power sake, in access, and for influence.' Butwhat thereanabidinginterestisin is that there will be remorseless and relentless pressure delivered in the faces of local political defenders of foreign corporate plundering and profiteering to the detriment of Guyanese Any Guyanese. One Guyanese. Partofthepackagehastobe that they can smear and slander There is readiness for that, plenty stomach and soulfulness for any such revulsions They are anticipated, will be wellreceived. And if sacrificial example(s) (killing) is the political solution favored by incumbent political players, thensobeit. Theworstmust be expected of politicians, steeledforinstoicreadiness.
Look at local political leaders. They are skipping rope, sparringanddisplaying fancy footwork, when it comes to this national oil wealth. Itisthewealthofthe Guyanese people, and not that of Exxon. “Haiti is hemorrhaging”-BahamasPrime Ministersays
…as CARICOM sets deadline for elections in Haiti
“Haiti situation is truly a terrible situation. Haiti is hemorrhaging,” said the Prime Minister of Bahamas, Phillip Davis, at the closing press conference of the 46th Regular Meeting of the Conference of Heads of Government of Caribbean Community(CARICOM)on Wednesdayevening.
He cited the death toll in Haiti and noted that the Caribbean country recorded more deaths in January than what occurred from the Russia-Ukraine war “That tells us of the depth of the suffering that is occurring amongstthepeopleinHaiti,” Davisremarked.
Prime Minister Davis explained that during the three-day Caribbean Community (CARICOM) summit that was held in Guyana, CARICOM leaders spent most of their time addressing the Haitian crisis and looked for ways to bring resolutiontothesuffering.
The Bahamian Prime Ministersaidthatdiscussions were held with Haiti Prime
Minister Arielle Henry as well as several international partners including Canada, France,UnitedStates,United Kingdom and the United Nations.
Prime Minister Davis noted that discussions were also focused on the Security Council Resolution 2699, whichisaimedatbolsteringa multi-national security supportsystemforHaiti.
“It was fitting for us to pay the kind of attention to the challenges that we did…We have a group of eminent persons that has been coordinating and facilitating talks between all the contending parties in Haitiandtryingtoseekapath tonormalization,”headded.
To this end, the Prime Minister expressed CARICOM's concern over the ongoing challenges facingHaiti.
He highlighted the worsening security, humanitarian, and political situation in the country, noting the prolonged political stalemate hindering
thepossibilityoffreeandfair elections.
The Prime Minister highlighted the longstanding efforts of CARICOM to restore stability to Haiti, dating back even before the assassination of President Moise.

According to a United Nations(UN)reportreleased in February, gangs run rampant in large swaths of thecountry, nowestimatedto control most of the capital, and homicides more than doubled last year to nearly 4,800.

Jagdeo challenges Norton’s oil and gas team to draft renegotiation plan for Stabroek block contract
Vice President Dr Bharrat Jagdeo on Thursday challenged Opposition Leader, Aubrey Norton and his 'secret' oil and gas advisorstodrafta“sensible” renegotiation plan for the lopsided Stabroek Block oil contract.
Inresponsetoaquestion posedbyKaieteurNews, the Vice President said that Norton'srefusaltorevealthe identity of his oil and gas committee is “nonsense” Nortoninapressconference, held earlier Thursday, refused to name his oil and gasadvisors.
Jagdeo labeled oil and gas issues as “serious developmental matters” and said “It's utter nonsense you have to compete with your ideas, you have to compete with people, not on racism allthetime.”
Kaieteur News later askedtheVicePresidentifhe willsupportNorton'soiland gas advisors if they devise a strategy to renegotiate the StabroekBlockdeal.
Jagdeo responded, “Let himcomewithastrategyand then I will speak about it” while noting that such a strategy would receive his support if the plan is sensible.
“If it is a clownish strategy don't expect me to supportit, ifit'ssensibleand it takes all the variables into consideration ” Jagdeo said his support would be forthcoming before listing variables Norton and his team must consider should they decide to take up the challengeanddrafttheplan.
The first variable is that “Net Zero” can be a “constraining factor” for the futureofoilandgas.
Net zero refers to the balancebetweentheamount of greenhouse gas (GHG) that's produced and the amount that's removed from theatmosphere
AccordingtoJagdeo,Net Zero is a global reality “ Every country speaks aboutit, everycountryinthe world speaks about it, Saudi Arabia speaks about it UAE Qatar and we in Guyana behaveasthoughthatdoesn't exist, that variable, which is a constraining factor for the future” the Vice President toldKaieteurNews.
Thegovernmentisofthe view that with the world
moving away from fossil fuels to net zero carbon or green-house gas emissions, the demand for oil will significantlydecline.
As a result, its current policy allows ExxonMobil to operate with a contract that favours it and to pump Guyana's oil at an accelerated pace since it believes that demand for oil willdeclineinthefuture.
Many experts in the sector believe that this will not happen and the demand foroilwillcontinue.
At the recently concluded, Guyana Energy Conference and Supply Chain Expo, Chief Executive Officer (CEO) of a Nigerian oil and gas company, Adewale Tinubu agreed that fossil fuels will still be needed even as the world seeks to transition to cleanerenergy Jagdeo's second variable is a decline in funding for
fossil fuels related investmentsglobally
“In fact some countries are banning investments in fossil fuels or banks for financing those. So you are competing for scarce funds now That is the second point,”Jagdeosaid.
He continued: “Norton's team will have to consider whether a renegotiation will killthemomentumforfuture oil and gas development in Guyana leaving it stranded with resources that it cannot develop.”
“I just give you an example of Suriname,” Jagdeosaidwhileadding,“If those three variables are lookedatinconjunctionwith what will bring more to our countrythenthatwouldbea greatStrategy”.
He noted that his government has already examinedallofthevariables he listed and has a keener understandingofthem.
Both the Vice President and President Mohamed Irfaan Ali have repeatedly said the oil contract will not be renegotiated because of the principle of sanctity of contract and the possibility of losing investment in
Guyana.
M e a n w h i l e , t h e Opposition Leader has been evading the renegotiation of the contract but says he wants more from the lopsided Stabroek Block deal.
Kaieteur News Reported on February 23, 2024 that Norton said he believes the Production Sharing Agreement (PSA) with ExxonMobil can be amended for Guyana to benefit more, however he is unwilling to engage in a “renegotiation”ofthedeal.
Nortonsaid,“Ihavesaid from the inception that we believe the law the contract provides for us to engage Exxontogetabetterdealfor the Guyanese people. We havenoproblemwiththat.I have also said that no one willchooseourlanguage;we are not compelled to say renegotiate It has connotations way past its appearance and so I want to make it very clear, no one is goingtochoosethelanguage weuseonthisquestion.”

Mediation between Govt. and GTU to begin today...
From page 16 [process] is going to be simply viewed as part of that framework but with the supervision and the assistance of experienced and eminent senior counsel…who recognized that with their wealth of knowledge and experience will be able to bridge the differences between the parties to continue that discussion but to cross those differences that led to the breakdown, and to take them to the point
where there is normalcy,” Justice Kissoon reasoned.
Justice Kissoon emphasized the importance of addressing the concerns of the Union and by extension the teachers, to have a full resumption of school.
Chief Education Officer Saddam Hussain in his address to the court said, he would respect the judge’s order without question, but he was not optimistic that the mediation process would
bear fruit.
Notwithstanding, Justice Kissoon said he is optimistic. He reminded the parties that the issue at hand was not about the Court, but getting the children back to school, and addressing the concerns of the aggrieved teachers.
Meanwhile, speaking to reporters outside the courtroom, GTU President Dr Mark Lyte said his union’s priorities would include pay talks in the mediation process.
“Obviously until we broker ground as to how we go back to the classroom, the strike will continue tomorrow…I think the Judge in his wisdom would have called on two experienced mediators, and other than calling on one person, he has named two persons, and the Union will have to have confidence in the judicial system that has so far been operating on fairness and justice,” the GTU President said.
“Haiti is hemorrhaging”...
From page 12 led…and we are calling upon all of them, including government to be able to sit down and to make the necessary concessions arrive at a resolution that could impasse. In that respect, we hope to settle what I call the critical path, that path which will be participatory and inclusive of those elections,” the Bahamian leader said.
Moreover, for his part, President Irfaan Ali, the new Chair of CARICOM, in his address began by highlighting the gravity of the situa-
tion in Haiti. He had promised that the CARICOM summit will focus heavily on bringing peace and normalcy to the people of Haiti.
In his address on Wednesday evening, Ali said, “As you know, this issue took a lot of agenda time. But it is time well worth spending, because how important Haiti is for the region and how critical it is for us to find a solution for the holistic advancement of the people of Haiti, not just security, but a lot of focus in these meetings, were on the
political and governance.”
Reflecting on the extensive discussions, President Ali remarked, “The issue of Haiti was a very, very difficult task and just to give you an idea of the task of Haiti…in sidebar meetings and discussions was more than 15 hours of work and then at least about 10 hours of work in formal meeting on this issue.”
The CARICOM Chair described the discussions on Haiti as “frank” and stated that the discussions were difficult.
Moreover, President Ali
urged all stakeholders to recognize the necessity of compromise and collaboration to meet Haiti’s needs.
Specifically, Jamaica, Barbados, Dominica, and the Bahamas were tasked with driving forward discussions on Haiti with urgency and intensity.
Despite the challenges involved, President Ali noted the importance of regional leadership in addressing the issues facing Haiti, stressing the critical nature of the situation.
Infrastructure development should be balanced...
From page 2 Development and of Ports and Airports. In a Joint Communiqué issued by the Office of the President (Guyana) at the conclusion of the official visit, it was explained that the two leaders examined the relations between their two countries, reviewed progress in the implementation of previous undertakings and committed to further actions and practical measures to deepen and advance the bilateral cooperation and integration agenda. In this regard, they noted with appreciation the record of achievements already made such as the Takutu Bridge linking the two countries.
The Presidents recalled the visit of His Excellency President Lula to Guyana from 14 to 15 February 2005. During that visit the importance of the road connection between the two countries was particularly emphasized. The Presidents underscored the continued relevance of the establishment of the road link between Guyana and Brazil.
The Presidents designated their respective VicePresidents as responsible for coordinating the implementation of the bilateral cooperation and integration agenda. The two sides will work towards organizing a mission from Guyana to Brazil, comprising officials of the government and the business sector, with the aim of expanding trade and investment between the two countries which will take place in the second quarter of 2024.
The Presidents also wel-
comed the opportunity of discussing with President Chandrikapersad Santokhi of Suriname some initiatives at the trilateral level, in the areas of infrastructure, energy and cooperation on combatting transnational illicit activities. The Joint Communiqué noted that the two states have agreed to 11 actions to strengthen bilateral relations. These include 1. Revival of the established Ministerial Working Groups; 2 greater collaboration in agriculture and food security, through sharing information and best practices, enhanced collaboration between their respective research institutions, and promoting investments; 3. The full implementation of
the Guyana- Brazil International Road Transport Agreement (IRTA); 4. Encouraging the restoration of air connectivity between the two countries; 5. Advancing the process of the implementation of the Memorandum of Understanding (MoU) signed in November 2020 for the Technical Feasibility Studies for the installation of fiber optic link between Guyana and Brazil; 6. Expanding the provisions of the Partial Scope Agreement; 7. Working towards the full operationalization of the Agreement on Cooperation and Facilitation of Investment; 8. Strengthening the bilateral dialogue and collaboration on frontier, consu-
lar and migration issues; 9. Convening of the Guyana/ Brazil Mixed Border Commission with a view to continuing border demarcation activities between the two countries; 10. Fostering consultations on peace and security, including through their permanent missions to the UN and 11, Exploring a framework of engagement between Brazil and the Caribbean Community that seeks to contribute to enhancing food security in the region and advance the CARICOM Agri-Food Systems Agenda, in line with the recently approved CELAC Plan for Food and Nutrition Security and Hunger Eradication 2030 (FSN CELAC Plan 2030).

World Athletics chief Coe says the sport must embrace change to remain interesting
(Reuters) - Athletics cannot shy away from change, says the president of the sport’s governing body, Sebastian Coe, who stressed it must keep pace with changing interests of viewers and sponsors to thrive.
World Athletics recently announced plans to trial the elimination of fouls from the long jump event and, on the eve of the world indoor championships in Glasgow, Coe stressed these kinds of revisions must be embraced.
“The holy grail of every sport is to remain salient, interesting, exciting to young people, we have can’t have a
tin ear in their direction,” Coe said at the worlds’ opening press conference yesterday.
“We have to recognise that the way people consume sport — the way they consume entertainment — is different than it was even three years ago.”
A third of all jumps at the 2023 outdoor world championships in Budapest were nojumps, so eliminating fouls would make the event more appealing to the public.
“Our sport is 150 years old and there are elements of it you are absolutely wanting to protect, they’re sacrosanct. (But) there’s stuff there that
