The operation to change the western hydraulic ramp of the Demerara Harbour Bridge (DHB) was successfully completed yesterday, two days ahead of schedule. The bridge could once again accommodate two-lane vehicular traffic and retract for ocean going vessels. On May 26, management of DHB commenced operations to change the western hydraulic ramp, weeks after it concluded changing the eastern hydraulic ramp. This operation was slated for four days but owing to effective time management it was completed in two days. For those two days

vehicles were restricted to one-lane traffic by the retractor span and marine traffic. According to General Manager of DHB, Rawlston Adams, at 17:30 hrs yesterday the operation was completed and by 18:00 hrs traffic was flowing like usual. He related that on both days the contractor, InFAB and the bridge engineers commenced work at 6:00 am. There was little obstruction from the vehicles traversing the bridge since it was a holiday. Although the change to the eastern hydraulic ramp was also completed ahead of schedule, managing

resources differently allowed the western ramp change to be quicker. To facilitate the western change the components were transported via the river on a pontoon instead of a truck via the bridge. In fact, all the materials were loaded and off-loaded on the pontoon. Adams added that the weather was favourable for the operation. He explained that the environment was not heated and so workers were not quickly tired and dehydrated. He stated that the bridge administration took the opportunity to replace 42 deck plates, which were unchanged for 15 years.

Police hunt drug addict in female security guard murder probe Detectives are still trying to locate a male acquaintance of 45 year old Donna Thomas who was found murdered in her home at 6-9 D’Urban and Cross Streets, Werk-en-Rust on Saturday morning. She was found lying in bed in a pool of blood with several stab wounds. Police sources yesterday said that the suspect is a “drug addict” who had several minor brushes with the law. The source said that they have made several checks around Georgetown trying to locate him. One man who was arrested on Saturday is still in custody assisting with investigations. This newspaper was told that relatives of the woman are yet to come forward and identify the body. Kaieteur News was told that although neighbours had given the woman’s name to the police, no blood relative has come forward to verify the information. Several efforts to contact relatives proved futile yesterday.

Thomas was once attached to the Professional Guard Service (PGS) and is said to be the mother of three. This newspaper was told that Thomas, who hails from Corentyne, Berbice, had been renting the apartment at D’Urban Street for the past eight months. The woman’s body was discovered by colleagues who went to look for her after she did not turn up for work. It was noted that upon arriving at the woman’s house, the colleagues saw the front door to her apartment ‘slightly opened’. Several shouts went unanswered and this prompted them to enter the house where they saw her lying on her bed motionless with several apparent stab wounds about her body. The landlord for the apartment, Randolph Yaw,

said that the woman was living with a drug addict and from time to time they would have arguments. The man said that the last time he heard the woman’s voice was on Friday evening about 23:00h, just before he retired to bed. He said that from information gathered, the woman collected her wages on Friday. Yaw said that the man with whom Thomas was living asked for money but she refused to give him any. The landlord opined that this may have triggered the man, whose name was given as ‘Anthony’ to commit the act.

The defence attorney for Guyanese Businessman Edul Ahmad indicted in the US has requested a month adjournment to address what he calls, “a complicated, recently emergent issue.” Ahmad was scheduled to appear before Judge Dora Irizarry in a New York Court for a final pre-trial hearing before his jury selection process begins. Ahmad’s defence lawyer, Steven Kartagener made the request of Irizarry last last Friday just days before his client’s court appearance. Ahmad’s lawyer indicated to the Judge that the request is being made with the consent of the Prosecution Alexander Solomon. According to Kartagener, the matter is grave enough to the point where a motion will be filed in respect of the “emergent issue.” Kartagener indicated to Judge Irizarry that, “The concomitant press of other matters makes it impossible for me to file my papers prior to that date.” He was referring to the date which was scheduled for the pre-trial hearing, hence the request to adjourn. Jury selection is now set for November 5, 2012 at 9:30

AM and the trial will begin immediately after. The prosecution estimates that the trial will take one week. The US prosecution had previously indicated that it would need some two weeks to complete its case against Ahmad. Ahmad who is currently free on a bond had applied for permission to leave the New York jurisdiction to attend a separate trial he is involved with. Judge Dora Irizarry had acceded to his request for permission to travel to the District of New Jersey “so that he may appear in court on a civil matter.” His trial has already had to be adjusted due to scheduling conflicts. In December last it was reported, that the Queensbased Guyanese businessman Ahmad had entered into “extensive plea negotiations” that had been slated to last for several months. Ahmad was arrested last July on charges of operating a $50 million mortgage-fraud scheme in Queens. He faces a maximum of 30 years in jail. He is out on $2.5 million bail. According to the Post

Edul Ahmad article, court records also revealed that three alleged coconspirators — Ahmad’s cricket pals and employees were also indicted in an associated case last month. Queens-based brokers, Qayaam Farrouq, Mohamed Gurmohamed and Steve Massiah were charged with defrauding banks and mortgage companies by falsifying mortgage-loan applications to make borrowers appear more creditworthy to financial institutions, the US newspaper reports. The federal authorities later dropped charges against Massiah.

Kwame Mc Coy scheduled for court today The criminal matter against Information and Press Liaison to the President, Kwame McCoy, is scheduled to resume in court today. McCoy is facing two charges of assault causing actual bodily harm. It was said that he maliciously and unlawfully wounded Clifton Stewart and Natalie Ross in two separate incidents. He was also charged for the use of threatening language

towards Stewart. The last time the matter was called before Chief Magistrate Priya Beharry at the Georgetown Magistrates’ Court, it was put down for another date since the court was said to be swamped with other pressing matters. Rio-20: Another Take Ben Pile, convenor of the Oxford Salon takes a second look at next month’s Rio-20 Summit. “Forty years ago, two ideas about humanity’s relationship with the natural world caught the imagination of the richest and most influential people. The first was that the demands of a growing population were taking more from the planet than could be replaced by natural processes. The second related idea was that there exist natural “limits to growth.” These two reinventions of Malthusianism became the basis of a new form of global politics, which has sought to contain human industrial and economic development ever since. Fears about the possibility of global environmental catastrophe and its human consequences became the ground on which a number of organisations established under the UN were formed. In 1972, the UN held its Conference on the Human Environment, and began its environment programme, UNEP. In 1983, the World Commission on Environment and Development was formed. Its publication of its findings in 1987, also known as the Brundtland Report, became the bible of “sustainable development.” Having established sustainable development as an imperative of global politics, more organisations and programmes under the UN were formed to deliver it. In 1992, the UN Conference on Environment and Development, the first “Earth Summit,” was held in Rio, leading to the Agenda 21 “blueprint for a sustainable planet,” UN conventions on climate change and biodiversity, and the creation of the UN Commission on Sustainable Development (UNSCD). Since then, an entire ecosystem of global, national, governmental and non-governmental organisations has emerged to advocate and implement the closer integration of human productive life with knowledge about the environment: to observe the “limits to growth.” The most notable of these is the UN Framework Convention on Climate Change (UNFCCC), under which a global agreement to limit greenhouse gas emissions is being sought. Forty years on and those predictions of doom have not been borne out. The average life expectancy of a human has increased by 10 years, and the number of infants dying before their fifth birthday has fallen from 134 per thousand to 58. Thus, the human population has nearly doubled, and global GDP has risen threefold. There are more of us, we are healthier, wealthier and better fed. There is vast disparity between what the advocates of political environmentalism have claimed and reality. So why are world leaders set to meet next month in Rio at the United Nations Conference on Sustainable Development? The conference, known as Rio+20, aims to bring together “world leaders, along with thousands of participants from governments, the private sector, NGOs and other groups” to “shape how we can reduce poverty, advance social equity and ensure environmental protection on an even more crowded planet to get to the future we want”. But these apparently noble ends belie some shameful means. It is not for you or I to decide what “the future we want” will look like by participating in democratic processes. Instead, “world leaders” from governments, businesses and NGOs are to decide it for us. What happens then, if we do not believe that an emphasis on sustainability is the best way to approach the problems of poverty and inequity? What happens if we think that progress in the world has been achieved, in spite it not being “sustainable”? And what if we do not think that the Great and the Good are doing anything other than serving themselves by this new form of politics? There is, of course, no opportunity for the expression of such ideas. The Rio+20 conference will be a meeting to extend the reach of supranational institutions that are already beyond democratic control. By design, the meeting precludes public engagement. And any recalcitrant “actors” who do make it to the meeting can expect to be made pariahs. Environmentalism is a form of politics that exists apart from the demos, promising to solve the problems of the poor. However, this promise comes at a price: the world can be fed, clothed and housed at the cost of autonomy.

ORGANIZED CHAOS AT CPCE!

DEAR EDITOR, The Stabroek News of May 18th, 2012 carried a letter to the editor in which, it appears, a current trainee teacher of the Associate Degree Programme highlights a number of inadequacies of the programme and in general of the Cyril Potter College of Education (CPCE). I am very disappointed that the trainee teacher chose not to include his or her name. Speaking the truth, as this individual has done, should cause no fear. Please permit me some space to make some observations as it relates to CPCE. Firstly, I would say that CPCE and NCERD are the most troubled sectors of the education system in Guyana. Interestingly, both are responsible for training teachers in Guyana. Yet, there is no link between the two when one looks at the organizational chart of the Ministry of

Education. It is solely for this reason that there is always a conflict of ideas and theories when a trained teacher attends an NCERD workshop. The only relationship between the two is that the two heads meet at Education System Committee meetings. Secondly, the Associate Degree Programme (ADE) should never have started. CPCE was not ready. A list of courses was presented but modules for all the courses were not available. Here is an example. All trainees in the ADE programme were required to do a math course called ‘Mathematical Thinking’ in their first semester. This course was never done. Instead, trainees were subjected to do a course called ‘Mathematical Sequencing and Prediction’ which is supposed to be done in the second semester. In the first batch, all trainees, except math majors did this course.

In the second batch, all trainees including math majors did this course. This is a clear indication that the plan in place is not being followed. Several courses did not have modules when the ADE programme started. To fix this problem, CPCE took many of the modules from the older programmes and changed the cover to reflect the ADE programme. Apart from this, many of the modules are riddled with errors. I remember some students had to write a Literature examination three times because CPCE kept setting an examination for the wrong novels. This observation must be taken into context. In 2010, then Chairman of the Board, Olato Sam, now Chief Education Officer, took umbrage when GTU dared to say that Ministry of Education was not ready for the ADE programme. His letter was published in the

Stabroek News of 20th September, 2010 accusing GTU of trying to score ‘cheap political points’. In it Mr. Sam outlines all the steps taken by CPCE to start the ADE programme. Now, one has to question Mr. Sam’s outline in view of the complaints made by the trainee teacher. The greatest crime at CPCE has to do with examinations. In the first ADE batch, a challenging examination was set for the course ‘Mathematical Sequencing and Prediction’. It demanded much from teachers. This was a step in the right direction. The result was that there were large failures across the country. Rather than trying to correct the deficiencies of the tutors or the course, CPCE sets a ‘watered-down’ examination for the second batch. When will electricity return to Mabaruma? DEAR EDITOR, It is with great concern that I wish to bring the attention of the relevant authorities, the problem of the unprofessional and the non commitment of the Region One administration, as it relates to no electricity of the Mabaruma sub region. As a resident of Mabaruma, and as a very loyal and committed taxpayer to the government of Guyana, I am very unhappy with the way the regional administration has been addressing this matter of great interest or should I say

the manner in which they have attempted to do so. It has been almost three weeks since the Mabaruma power plant has plunged into severe technical difficulties. Very little is being done to address the issue. It has been affecting residents tremendously, especially the business community who suffers the most, along with the CSEC students, whom I know are disgusted with the situation. I recall reading a notice which stated that “Due to technical difficulties

‘Touting the Dead’ brought back childhood memories DEAR EDITOR, Your recent News item headed “Touting the Dead” took me back to my childhood in the early 1940s, when I had to remain in the public hospital with a fractured arm. I was placed in a feepaying (50cents-a-day) ward for female adult patients. The bed next to mine was occupied by an elderly woman with a broken leg in a sling. Two touts - always men in those days - from different funeral parlours would visit the ward during the day, to check on patients. One of them, always in a black tunic, kept a close eye on my neighbour, who was mostly asleep, and would take her pulse. One day, as he entered the ward, the sleeping woman suddenly gave a prolonged sigh. He took her pulse, called the nurse, who pronounced her dead, and he then

scurried away, presumably to transact business. I remember this incident clearly, not only because of the ‘last breath’ factor, but because as the porters carried the corpse that night down the stairs on a stretcher, the head bumped a few treaders, which caused them to laugh. A few years previously I had seen touting from a different angle, when an elderly relative who lived with us died. We learnt of her death through two touts ‘crows’ we called them - when they came at the same time, one behind the other, to tell us the news and ‘arrange business’. Things have not changed that much in 70 years, the difference being that ‘touting’ is now aggressive, and done on hospital premises - by both men and women. Geralda Dennison

In addition, it is also being rumored that the needed parts were to arrive sometime on the aircraft and I am wondering, has the airplane experienced technical difficulties as well? This is indeed disappointing, and can only

be described as professional embarrassment of the regional authorities. Are there not any technicians who can render some service to the old plant while we await the arrival of the new power g e n e r a t o r, whenever that is. Are our taxes not enough for such initiative? In concluding, all concerned residents wish to know what is the stage of progress or the cause for this long delayed electricity problem from regional officials. Playing ‘ketch-a-koo’ with Guyanese motorists DEAR EDITOR, Our police rightly charge motorists for speeding where speed limits are officially posted. However, it seems unfair, if not illegal, to ambush and charge motorists using the lonely, bush-lined, often cow-filled road connecting the new Berbice River Bridge with the CorentyneNew Amsterdam highway at Palmyra. This road has no speed limit sign posted, but motorists are charged for allegedly speeding on it. Indeed, one wonders if the speed limit for this road was ever ‘gazetted’. It must be emphasized that this new road branches off the Corentyne- New Amsterdam highway which, as a matter of fact, has varying speed limits ranging from 40, 50, 65, 80 posted at various points between New Amsterdam and Moleson Creek. Therefore, one must guess which of these or any other speed limit is applicable to this new road, even by extrapolation. Many questions arise about the modus operandi of our police force, including the misuse of taxpayers’ dollars and undue harassment of motorists. Also of note is the contrast with the civility in many other countries where motorists are decently forewarned that speeding is routinely monitored as opposed to our police playing “ketch-a-koo” or ‘hide & seek’ with hapless Guyanese. I believe David Ramnarine will be chosen in the future for a bigger job DEAR EDITOR, In 2003, in the run-up to the Iraq War, one man stood up to the lies and myths coming out of the White House and the Pentagon. General Eric Shinseki, Army Chief of Staff, told Congress that a war in Iraq and its aftermath would require several hundred thousand troops and would take at least ten years. Rumsfeld and Wolfowitz his superiors — attacked Shinseki. His superiors forced him to retire. In 2008, President Obama said Shinseki was right about the war and chose him to head Veteran Administration. Like Shinseki, Assistant Commissioner David Ramnarine was stripped of his Commander posting for standing up to his superiors. Like Shinseki, I believe David Ramnarine will be chosen in the future for a bigger job. I personally, would recommend that he immediately leave the Guyana Police Force. In times like these, Guyana could use a leader like him who has integrity, compassion, courage, and good morals. I have never met David Ramnarine, but from

what I read about him in the newspaper, I like him. He sounds like he is a great leader, and he cares more about the men and women he supervises than himself. He makes sure that his subordinates are taken care of. Most of them have only good things to say about him. When his officers were not provided money for food during the election, he stood up for them by going public to fight for their cause. Even though he knew it may cause him his job, which it did. He doesn’t care about protecting his job. He cares more about protecting the police officers he supervises. That is the mark of a great leader and man. I believe the people of Guyana need a person like David Ramnarine to be their leader. I enlisted in the United States military because part of the spirit and the culture of the U.S. military is the creed that you don’t leave anyone behind—whether injured, captured, or dead. David Ramnarine wouldn’t leave any of his officers behind. He reminds me of some of the leaders that I met while serving for 25 years in the United States military. These

leaders cared about their soldiers, and they were willing to die for the men and women that they supervised. With leaders like that, three times I volunteered to go to war in Iraq and Afghanistan. Because I always knew that if I was ever captured, they would risked their lives to rescue me. Even if I was dead, they would come to get my body to take it back to my family. With leaders like that, who wouldn’t want to go to war knowing that your leaders had your back. David Ramnarine sounds like he is such a leader, and I would be willing to let him lead me into war any day. Even though, I have never met the man, I feel a close connection to him because there are not a lot of leaders like him in the world and especially not in Guyana. In my opinion, David Ramnarine is a revolutionary leader, and the people of Guyana could use a revolutionary leader to make the country a better place to live. May God bless Assistant Police Commission David Ramnarine and may God bless Guyana. Anthony Pantlitz

They will not say but their reason for doing this is that there is political pressure on them to massproduce teachers so that there can be 75% trained teachers in the education system which is in the Education Strategic Plan 2008-2013. Trainee teachers are subjected to many more atrocities at CPCE than is believable. Only recently trainees of one of the Centre were subjected to write an examination in ‘blackout’. Few of the trainees completed the examination mainly because they could not see to write. These geniuses, who decided that examinations should be written from 16:00 to 18:00 hours, never took in consideration that most of the Centers do not have standby generators. An ever greater atrocity is that students write examination in their first year and get results, if they are lucky, in their third year. Then the Ministry of Education says to teachers that students’ books ought to be marked every day. It would be nice if MOE can tell CPCE to mark trainee’s exams every semester. In some cases, I don’t think that the papers

are even marked. A good example to substantiate is that fact that 24 out of 78 students passed a Physical Examination recently at two Centers. All trainees are claiming that they did not fail. They have asked for a review. They will not get a review. This is the dictatorial nature of CPCE’s administration. It would be nice if the administration of CPCE can explain why graduation has been pushed back to November rather than July. I do not buy the reason that it is to have the first batch of the ADE trainees and the other trainees graduate at the same time. My feeling is that so mismanaged are the programmes that CPCE has now realized that the trainees have not done a particular course. I would advise the trainee teacher who wrote the letter

to get use to this sort of treatment. It is what awaits you in the public education system. We, like you, are still waiting on our clothing stipend. We, like you, are being experimented with daily through ideas like automatic promotion and interventions. We, like you, attempt to complete impossible tasks and futile records. We, like you, do not know what lunacy of the Ministry of Education awaits us. We, like you, are waiting representation in many matters from GTU. Although, you should note that Mr. Bynoe is GTU’s representative on CPCE’s board. We, like you, are hoping that the Honourable Minister of Education and Dr. Solomon (Chairperson of the Board) bring some sanity to this organized chaos. Mohammed S. Hussain

Norton Street man beaten to death

Investigations are continuing into the murder of a 36-year-old man, whose body was found dumped at the back of the old Georgetown Incinerator. Dead is Keith Bowen of 51 Norton Street, Lodge. Police sources said that the body was found shortly after midday, and from all appearances Bowen was badly beaten. Sylvia Kishore, the dead man’s mother told Kaieteur News yesterday that she received the news of his death sometime around lunch. “Someone called me and said they find my son body in de burial ground…so I rushed to see,” Kishore said. She was accompanied by her daughter and they made the positive identification. Relatives admitted that Bowen was a habitual drug user. They said that there are

UN Security Council meets to discuss Syria massacre AMMAN/UNITED NATIONS (Reuters) - The U.N. Security Council met yesterday to discuss the killing of at least 108 people in the Syrian town of Houla, a sign of mounting outrage at the massacre that the government and rebels blamed on each other. Images of bloodied and lifeless young bodies, lain carefully side by side after the onslaught on Friday, triggered shock around the world and underlined the failure of a sixweek-old U.N. ceasefire plan to stop the violence. Western and Arab states opposed to Syrian President Bashar al-Assad put the blame for the deaths squarely on the government. Russia, which along with China, has vetoed Security Council resolutions calling for tougher action, said the “tragic” events in Syria deserve condemnation and called for a U.N. assessment

Security Council diplomats said yesterday they hoped to agree on some kind of condemnation of the massacre, though Russia was clearly at odds with the Western powers regarding who was to blame. In his public comments so far, Mood called the killings “a very tragical expression” of the situation in Syria, but refrained from apportioning blame.

Six months later and former Grove/Diamond NDC Overseer still to repay missing funds Residents of Grove/ Diamond East Bank Demerara (EBD) are still awaiting word from the Ministry of Local Government as it relates to the missing funds in their Neighbourhood Democratic Council’s (NDC’s) account and the repayment agreement made by former Overseer, Balraj Budwah. This newspaper has repeatedly tried to obtain information on the monies already repaid by Budwah. However, the Ministry has continued to remain silent on the matter. The Ministry of Local Government continues to affirm that its oversight responsibility to the 65 NDCs across the country embraces the issue of transparency and it is yet to release information about the repayment arrangements by Budwah. Financial discrepancies arose at the Grove/ Diamond NDC, EBD, and residents in the villages began pointing fingers to Budwah as they became more concerned about the management of funds. Investigations were launched into the matter and Budwah was sent on “Administrative leave” during this period. Kaieteur News understands that shortly after

this, Budwah tendered his resignation, although it was unclear if this was done before the investigation was completed. In a letter to Minister within the Ministry of Local Government, Norman Whittaker, (then Minister of Local Government) on September 26, 2011, Budwah accepted the responsibility of repaying the large sum of money that was discovered “missing”. “With reference to the investigation carried out between the Minister of Local Government and the Local Government Department of the Regional Democratic Council, Region #4, Please be informed that I am in agreement with the facts presented in the report. I will refund the sum of Two million six hundred and fifteen thousand and twenty four dollars ($2, 615, 124) to the Council’s account on or before 26th October, 2011,” stated Budwah in this letter. Kaieteur News understands that while six months have passed, Budwah has failed to stick to the above mentioned agreement. “Why they can’t answer and tell us what happening with Balraj and our money? It isn’t right that they ain’t keeping we in the loop and we don’t know what happening. If someone had taken their money then they would have said something but they talking about transparency and clarity and they hiding Balraj dirty story,” one man argued.

More villagers from Grove expressed dissatisfaction with the way in which the Ministry conducted its investigations and dealt with the matter. Another man opined that if the Ministry was indeed aiming for transparency and accountability they should publicly make a statement on the issue. “If they flaunting transparency talks in we face then they should walk the walk if they want to talk the talk. GUYSUCO sugar woes put refinery plans on hold The woes that have plagued the Guyana Sugar Corporation for more than a decade now, have led to the Government-owned company, shelving a plan to establish its own refinery, with the hope that by 2015, it could be placed back on the front burner. This was revealed in 2010 by former Chief Executive Officer (CEO) of the Sugar Corporation, Errol Hanoman, during a hearing before the Economic Services Committee of the last Parliament. At the time, he along with then Agriculture Minister Robert Persaud and Guysuco’s Deputy CEO Raj Singh appeared to be interrogated by the Parliamentary body on the state-of-affairs of the Sugar Industry. This newspaper only recently managed to obtain a copy of the transcript of that hearing. The Parliamentary Committee was chaired by Government’s Chief Whip, Gail Teixeira and also included the late, Winston Murray, Dharamkumar Seeraj and Alliance for Change (AFC) Chairman, Khemraj Ramjattan among others. Hanoman told those in attendance at the February 4th, 2010 sitting of that Standing Parliamentary Committee that “By 2015, we are looking at an ethanol plant and getting that refinery project back on the table.” He had explained to the Committee members that “with the ethanol, the excess molasses that we produce at the moment, and by that I mean the molasses above and beyond what is required by the local distillery, is enough to provide gasohol. petrol driven vehicles in Guyana.” He went on to tell the Committee that GuySuCo, had done a feasibility study for refinery, and it did indicate that a refinery in Guyana will be feasible. Hanoman did lament that “It has been put on the back burner at the moment because what is essential is that we get our basic sugar operation back up to a level that will allow the feedstock that is needed for the refinery.” He said that with the anticipated progress in the industry, “we are going to bring the refinery studies back on the front burner and, all being well; I would like to hope that we could see a refinery being commissioned by 2015.” The Guyana Government, one year later, inked a Memorandum of Understanding (MoU) with Regional Conglomerate Ansa McAl Group of Companies. That agreement was inked in Trinidad and Tobago, unknowingly to the Guyanese people. After reports of a secret deal surfaced, the company’s executives flew to Guyana and conceded a delay in making the announcement. It was pointed out that the multi-national company is putting TT$17M into the feasibility study for the establishment of a world class ethanol facility. This was one year after the GuySuCo, CEO made the

pronouncement on ethanol production at GuySuCo. If the Ansa McAl study demonstrates that the project is viable, the company said that it would be willing to put between TT$250M and TT$300M to get the project up and running. Currently, the company said they have no partners. In doing so, the company would need a huge expanse of land to plant whatever crop they choose with sugar cane being the preferred option at this time. It was the Trinidad Guardian that announced that the MoU was signed between the Government and Ansa McAl on September 30th, 2011. The Guyana Government did not make the signing of the MoU public prior to that announcement in Trinidad and Tobago. A statement by Ansa McAl said that the agro-energy industrial project will be built on 110,000 (approx. 425 square miles) hectares of virgin land. However, Ansa McAl’s Chief Financial Officer (CFO) Aneal Maharaj emphasised that the government has given the company no commitments thus far. Anthony Sabga 111, the Business Development Executive emphasised that Ansa McAl could not at this time say definitely that it would go ahead with the project; that question could only be answered when the feasibility study is completed at the end of November this year.

Impeachment trial for Philippines’ top judge to end The landmark impeachment trial of the Philippines’ top judge is expected to wrap up today, bringing down the curtain on more than four months of divisive political drama that has gripped the nation. Members of the 23member Senate will rule on the fate of Supreme Court Chief Justice Renato Corona after hearing final arguments from prosecutors and the defence. A verdict will be handed down either today or tomorrow. President Benigno Aquino has said removing the chief justice is a crucial step to cleaning up the government. Corona, 63, is accused of protecting graft-tainted former president Gloria Arroyo from prosecution. He is also accused of lacking integrity and of amassing a personal fortune above the limits of his salary - which he failed to declare as required by the constitution. Iran not ready for visit to suspect nuclear site DUBAI (Reuters) - The U.N. nuclear watchdog has not yet given good enough reasons to visit an Iranian site where it suspects there may have been experiments for developing nuclear weapons, Iranian media said. The Parchin complex is at the centre of Western suspicions that Iran is developing a nuclear weapons capability despite Tehran’s repeated denials of any such ambition. A report from the International Atomic Energy Agency (IAEA) last week said satellite images showed “extensive activities” at Parchin. Iranian officials have refused access to the complex, southeast of Tehran, saying it is a military site. “The reasons and document have still not been presented by the agency to convince us to give permission for this visit,” the head of the Atomic Energy Organization of Iran, Fereydoun

Six world powers failed to convince Iran last week to halt its most sensitive nuclear work, but they will meet again in Moscow next month to try to end a stand-off that has raised fears of a new war that could threaten global oil supplies. Cash-strapped CLICO seeking to recover control of CEL from Barbados-registered company PORT OF SPAIN, Trinidad - CMC - The cashstrapped CL Financial and its subsidiary, the Colonial Life Insurance Company (CLICO) are seeking to regain control of the CLICO Energy Limited (CEL) from the Barbados registered German owned Proman Holdings Ltd. The Sunday Express newspaper said that preaction protocol letters were sent to Proman Holdings Ltd last week as the companies seek to recover 51 per cent of CEL. According to the newspaper, CLICO wants to recover its 17 per cent interest while CL Financial is seeking to recover the 34 per cent interest it had in CEL. CEL was sold to the Barbados-registered

company on February 4, 2009, three days after the Patrick Manning government signed a Memorandum of Agreement (MOU) with former CL Financial chairman Lawrence Duprey on January 30 to provide an initial five billion (US$833 million) to rescue the Trinidad-based regional insurance company, the CLICO Investment Bank and other financially troubled subsidiaries of CL Financial. The Sunday Express reported that after almost three years and just two weeks short of the expiration of the Agreement, the CEL sale has not been reversed. The Sunday Express was told that it actually cost the airline more to lease the PCLlicensed Prado than the Audi Q7. Moonan requested the vehicle be delivered on the first day of his board meeting on May 9. It was authorised by CAL’s legal department. Contacted yesterday, Moonan asked why this issue was news. “CAL may have leased a Prado for themselves and they have used it to transport me to various events. A DISSERVICE TO NATION-BUILDING Today we republish an edited and revised column about the Guyana National Service. National Service was a monumental failure that achieved nothing, absolutely nothing. National Service failed without any resistance. The PPP never destroyed National Service. It had no need to do so. National Service had little to do with national development. It was part of an experiment intended to militarize the population so as to reorient national values in the pursuit of an ill-suited model of socialism. It was intended to reconfigure the thinking of Guyanese through political indoctrination. The public was however fed the usual diet of nationalist sentiments. They were sold the idea that National Service was a part of the national development process. This was all part of the brainwashing. In order to justify this massive failed experiment which sucked the energies out of the society and burdened the government with a bill that it could not afford, National Service was advertised as helping to address the situation of unemployed youths, by providing them with an outlet

to learn skills, contribute to national development and create the new Guyana. That new Guyana was never created. That new Guyana was an experiment that went wrong. Whatever skills National Service provided to the unskilled could have been had much cheaper and more efficiently through alternative skillsdevelopment schemes. No one needs National Service to provide skills. The PPP has been blamed for the demise of National Service. There are still many who are not willing to accept that Burnham and company did not know what they were doing when they introduced this scheme, had no clue about how to reorient the society towards socialist values and in the end were prepared to use National Service as a means of social control. National Service was on its death bed when the PPP came to power. National Service died of financial starvation because during the Hoyte administration, there was simply no money to keep the camps going. Rather than contributing to national revenue, National Service became a liability. It was downscaled and downsized so that by the time the PNC exited power,

National Service was a skeleton of its former self. The PPP merely administered the final rites. National Service went into decline under Desmond Hoyte but he must not be blamed because it was National Service itself which brought about its own demise. It had become an unproductive and unaffordable burden to the state. We live in different times. Natio n a l S e r v i c e i s n o longer about donning a uniform, joining a platoon of green uniformed groups and heading to an interior location to live in barracks, plant cotton peas, eat subsistence meals and learn how to march and use a weapon. If that is the price that one has to pay to impart skills to the unskilled, then Guyana is never going to develop. There are better ways to achieving the same objective. What exactly are these skills that National Service turned out? And why could other ways not be found to teach the unemployed these same skills without placing them in a paramilitary organization? Since when does skilltraining require persons to have to be forced into a form of servitude?

Albouystown man slapped with armed robbery charge after buying new car Kevin Nelson of Lot 66 Barr Street Albouystown was on Friday last placed on $400,000 bail when he appeared before Magistrate Hazel Octave- Hamilton at the Georgetown Magistrates’ Court for the offence of armed robbery. Nelson’s charge read that on December 21, 2011, he was armed with a gun, and while in the company of others, he robbed Hardial Harry Persaud of $1,685,000. The incident reportedly took place at Meadow Bank Georgetown. Nelson was not required to plead. Attorney-at-law Melvin Duke appeared for Nelson in association with George Thomas. Duke requested reasonable bail for his client. He said that the 26 –year- old accused is a licensed tobacconist at the Stabroek Market where his family also operates well

established businesses. Duke went on to say that the only reason his client was arrested is because he bought a new car. The lawyer continued that the police are alleging that the car was purchased with proceeds from the December heist. Duke also said that his client was arrested in last year for the offence and later released. He added that due to the new vehicle that his client subsequently purchased, he was rearrested and charged. The accused was also no stranger to the Magistrate having appeared before her previously. The Prosecutor did not object to bail but requested a large bail sum for the accused. Nelson was also requested to report to the Criminal Investigations Department at least once weekly.

There is a need for a new type of National Service but not in the form which we had. The best National Service is for people to become productive citizens. A skilled citizen, productive and earning, will develop the economy of Guyana. When someone contributes to productive activities, when those activities contribute rather than act as a drain on national resources, that is a better form of National Service because the productive citizen is contributing to the expansion of the economy. Guyanese must serve themselves first by becoming

skilled and proficient. They must make something of their lives and in so doing contribute to nation-building. The old model of National Service that we practiced will not return. Those days are gone forever. The youths of Guyana are not going to be led astray like previous generations were into believing that national development means that you have to join a paramilitary unit. The youths of today have different priorities. They are not interested into reintroduction of National Service. University students are now paying for their

education- not paying much, but still paying. No one is going to convince them that because they received a subsidized education, they have to give back something to the state. Even with all the funds now at the disposal of government, no political party in Guyana is going to reintroduce National Service, whether compulsory or voluntary because it will fail again. National Service is history.

Despite the inclement weather being experienced in Berbice, the contracting firm H. Nauth & Sons Civil Engineering Contractors is working towards completing road works at New Forest, East Canje, Berbice, within a few months. They are expected to complete extensive works along the 14 kilometre (km) stretch of dam at East Canje in a stipulated time frame. The company has already completed 4.5 km of road works at West Canje. The US $8.5M project was negatively impacted throughout the past 18 months by unpredictable heavy rainfalls which stalled the workers from progressing at the usual pace. While several delays were encountered before the initial project completion date, the road at West Canje, Berbice, was completed on schedule. The entire project deadline had initially been extended due to difficulties encountered surrounding the inclement weather patterns and the deadline has been further extended to the end of June 2012. Kaieteur News understands that the East Canje land was basically a muddy dam which required extensive works to ensure the road was of quality standard. Site Foreman Arjune Persaud stated that although works had begun in the area and sand was already laid, the rains badly affected the entire operation. “Though work had begun we suffered losses with

materials and such. We had to take off the wet slush and replace all of it with dry sand. We practically lost around $40,000 per load in order to correct the damages that the rain had done with the slushy sand,” he said. It was noted that there were at least three instances when the road became flooded during the constant heavy rains. This caused the company to suffer the loss of millions of dollars in road building materials. “We have about six more weeks to complete the road works in here and that is the official time to finish the project. Truly, we need the weather to hold up in order to meet that time. If we get about three months more we would definitely finish it,” Persaud explained. He went on to say that prior to works being executed, the stretch which was a mud dam became flooded last year when it rained heavily and the water in East Canje creek overtopped onto the dam. “Water used to come right over any time it rains and last year the entire area was flooded because the mud dam was very low. We had to build the dam up about 1.5 metres. This road will also act as a sea defense and a road for people to travel on.” Kaieteur News was told that this project not only catered for the establishment of an asphaltic road but also for several structures to be rehabilitated in both East and West Canje. ‘Jr. Gong’ Marley rocks National Stadium at first ever FAM Fest Guyanese came out in their thousands on Saturday night to witness Damian Jr. Gong Marley, the son of the late reggae icon Bob Marley, perform at the National Stadium for the inaugural “FAM” Festival. Marley gave a solid performance which not only proved that he was an artiste, but an exceptional entertainer like his father. Saturday night’s show got off to a relatively early start since promoters were eager to finish by midnight. Local artistes kick started the programme and had the crowd upbeat before the climax of the show. Local reggae group ‘First Born’, along with Alabama all gave great performances, but it was ‘Mystic’ who really stood out. Mystic, whose real name is Romeo Nermal, and hails from Port Mourant, Berbice, is one of the fast upcoming artistes out of the Brutal Tracks Studio, and is certainly one to watch. After the local talent was showcased, it was time for the foreign artistes to take to stage. As the rain drizzled slightly, Marley’s band was on stage warming up. His introduction to the stage brought pure excitement as the crowd screamed, ready to be taken away by Marley’s smooth voice. Everyone was singing along with Marley as he belted out some of his popular songs such as ‘Affairs of the heart’; , Road to Zion, and ‘As we enter’; ‘Strong will continue’; ‘Land of the promise’; ‘Still searching’, ‘Halfway Tree’ and others. It would not have been a true reggae show if Marley did not show respect for his father by singing a few of his hits. Songs such as ‘Is this love’; Three Little Birds and ‘Exodus’ sent the crowd into a frenzy. Everyone was hyped, and Marley was obviously enjoying the vibe from the crowd. Marley briefly invited Jamaican artiste, Wayne Marshall who sang one of his popular songs ‘Messing with my heart’ and ‘Good Love’. It was shortly after 01:00hrs and Marley was still singing.

However, he returned later for an encore, declaring that he could not leave without singing one of his biggest songs ‘Welcome to Jamrock’. This was the last song of the evening which brought the curtains down on the first night of FAM. The show was undoubtedly a major hit which had patrons fully satisfied. Damian “Jr. Gong” Marley has won three Grammy awards. He is the youngest son of Bob Marley. He was two years old when his father, died. Damien is the only child born to Marley and Cindy Breakspeare, Miss World 1976.

Linden woman feted for 100th birthday Agnes Beatrice Benjamin, well known as Miss Aggie, was the guest of honour at a special function at the L&L Lounge on Greenheart Street in the mining town of Linden yesterday, to mark her hundredth birth anniversary. Although Miss Aggie won’t actually achieve this milestone until May 30th, her loving relatives and friends thought it fit to host a grand celebration for her yesterday to afford as many of her relatives and close friends the opportunity to celebrate with her. Among the distinguished guests who graced the occasion and wished the centenarian many happy returns and continued good health were Regional Chairman Sharma Solomon and Interim Management Committee Chairman, Orrin Gordon. Opening prayers were said by Father Compton Merabeaux , who Miss Aggie has always referred to as her son. He described Mrs. Benjamin as “a woman of very high standards and quality”. Her niece, Patricia Whyte, who along with other relatives flew into the country from overseas for the occasion, paid special tribute to her. “My aunt is a remarkable person. Her memory is still as

sharp as a tack. At this age she can recite phone numbers and remember names of family members from her childhood. If we need to know our family tree from the nineteen hundreds, all we need to do is spend a day with her. As a child I remember my aunt as a disciplinarian- for her it wasn’t three strikes and you’re out like my mother used to say, or I’ll let the bucket full then kick it down. No, it was immediate, you slipped and you had it. Her left hand never failed to make contact whenever she aimed. She firmly believed in never withholding discipline.” Patricia reminisced on the days when her aunt managed her business ‘Aggies Cozy Diner” below her residence at Silver City, Wismar. She even continued managing the business long after the passing of her husband in 1979. She described her aunt as a very hospitable and kind person, who extended her benevolence to persons in need, both relatives and friends. Miss Aggie would probably still be running the business if it weren’t for her failing health, Patricia said. The woman also extended best wishes on behalf of other relatives, who were unable to make it for the grand occasion and read several birthday

messages on their behalf. Miss Aggie was also serenaded by veteran singer Dennis Parkinson and Mr. and Mrs. Carlton Jordan. She was crowned by her sister Lucy Anderson, who also assisted her in cutting her birthday cake. Miss Aggie beamed throughout the proceedings and thanked all those who graced the occasion. She expressed surprise at the sumptuous affair that was planned for her, saying that it took her completely by surprise. She credited her longevity to a very disciplined and religious life, and to her love for well kept and tidy surroundings. Miss Aggie confided that she abhors filthy and untidy places. “When I was younger, I was always tending my garden, and keeping my yard nice and smelling sweet. People used to say they could smell my flowers since they turned into the street,” the centenarian reminisced proudly. Asked about how she felt to be 100-years old, Miss Aggie said without missing a beat, “I’m very happy and I feel really blessed to be treated like this. Death row inmate Ganga Deolall, incarcerated for close to three decades, is said to be on a hunger strike. Deolall has reportedly taken the action in protest over the lack of proper medical attention he is receiving from personnel at the penal institution. His relatives are calling on the relevant authorities to investigate what they claim is the unfair treatment being meted out to the diabetic inmate. Deolall’s brother Mohan Persaud, calling from overseas, told Kaieteur News that for the last four days, his brother has been refusing his meals since he is unable to get medication which he is desperately in need of.

Ganga Deolall That promise never materialised. The following day, Deolall reportedly requested for a second time to go to the doctor. Again nothing came of the request and that is when the prisoner took matters into his own hands. Since then, it is alleged that Deolall has not been taken for his medication. It was also revealed that since the hunger strike commenced, prison staffers have not visited the man’s cell. Persaud said he understands that his brother is hungry and is suffering, and he hopes for some intervention for his brother’s sake. Director of Prisons Dale Erskine told Kaieteur News that he is unaware of the prisoner ’s situation. The senior officer said that he had no idea that Deolall was on a hunger strike. He however assured that an investigation will be launched as to ascertain the prisoner’s issue.

It is understood that the prisoner has been suffering from diabetes for the last 14 years. This publication was told that since Deolall was diagnosed with the chronic illness, he is taken to clinic occasionally. “When de clinic date comes sometimes they take him and sometimes they don’t,” the concerned brother said. Kaieteur News was told that prior to February 15 last, certain recommendations were made relating to the prisoner ’s well being. According to the family, Deolall is supposed to be getting certain foods and lots of cranberry juice. They however said that these provisions are not being looked after. Persaud continued that in March of this year, the same recommendations were made and still there were no changes to the prisoner’s diet. Deolall’s family said that the man had produced the relevant prescriptions to the prison staff and the prison medical officer and the officer-in-charge had promised to look into the matter. But that promise, the relative said, was in vain. It is however understood that on Wednesday May 16, Deolall woke up with numbness on the left side of his body. He reportedly went to the prison medic who promised that he would be allowed to visit the doctor.

On Friday last, a resident of North Rupununi received a three year jail sentence after pleading guilty to the illegal possession of ammunition. The man appeared before Magistrate Hazel OctaveHamilton at the Georgetown Magistrates’ Court. The police said that on May 17 at North Rupununi, Winston Frank had in his possession one 9.1C.B.C. round, although he was not the owner of a licence. The man pleaded guilty to the charge. The prosecutor’s facts revealed that on the day in question, ranks from the Lethem Police Station, acting on information, went to the defendant’s home and conducted a search. During the search they found a bag next to the defendant’s doorway. Inside that bag, a white plastic bag was found containing the round and one empty yellow 20 gauge cartridge. The police said that the prohibited item was shown to Frank and he admitted ownership. Frank was later taken to the police station

Winston Frank where he was charged for the offence. When Frank was asked by the court whether he had anything to say before sentencing, he paused before replying, “I don’t think I want to say anything.” A three year sentence and a $75,000 fine were then imposed.

Parbo Bier Cup Competition…

Guyana’s Golden Jaguars overpower Suriprofs 2- 1 The Golden Jaguars did the nation proud when the defeated Suriprofs by 2 goals to 1 in the Parbo Bier Cup Competition which was played on Friday last at the Andre Kampervene Stadium, Paramaribo, Suriname. Suriprofs is comprised of 8 Suriname Nationals playing professionally in the Netherlands and 10 Local Suriname National Players. After going down to Vitesse of the Netherlands by 4 goals to 2 on Wednesday 23rd May the Guyanese bounced back like true Jaguars and surprised all, by their level of play. Playing a more attacking game with perfect passes, excellent running and proper tactical execution, the Jaguars held the upper hand throughout the game with some robust defending by the Crandon brothers and excellent goalkeeping by the youthful Colin Edwards. As early as in the 16th minute the Guyanese made their intentions known when Travis Grant received a ball at the top of the box after a good build up down the left side and he fired off a shot but it went high. In the 26th minute Suriprofs had Edwards saving a shot from a cross. In the 27th minute the Guyanese did some good defensive work and in the 28th minute Edwards was back in the picture, blocking a shot at point blank range. The 40th minute Suriprofs came close in a goal mouth scrimmage but the Assistant Referee flag was ruled their effort was offside.

The half time whistle came with the score at nil all and Guyana looking the better of the 2 teams. In the 46th minute the Surinamese got a thru ball which saw Edwards coming off the line and was dribbled in the process and the striker hitting the ball towards the open goal only to see Devor Dennis taking the ball virtually off the goal line. Forward Gideon Payne who was having a wonderful game harassing the defenders and with his pace earned his team a penalty after dribbling a few defenders but was fouled in the process. Captain Anthony Benfield took the ball and spotted it and as he had done in the previous match slotted the ball in the goal and in the 50th minute the score was 1- nil in Guyana’s favour. James Krakowsky plays unbeaten to capture Independence Open Scrabble Championship James Krakowsky demonstrated superb word forming skills to amass an impeccable 6 points and a positive spread of 675 to cart off the honours when the Guyana Association of Scrabble Players (GASP) staged the Wakefield Photo Studio, Independence Open Championship at the Maltenoes Sports Club, Saturday morning last. Krakowsky returned later on to claim the prize for the highest single play after forming ‘trioxide’ which netted him 124 points Leon Belony also continued his good showing and narrowly missed out from the top spot but for a close 3rd round loss to Krakowsky (30). He finished on 5 points and a positive spread of 610. He also copped the special prize for forming the most bingos (10), edging

out Gafoor and Krakowsky, both with a similar number of bingos, by dint of the tie breaker system. Moen Gafoor amassed 4 points and a positive spread of 200 to close off the podium spots while Colin Chichester, with 3 points and a positive spread of 35 copped the special prize for the best player outside of the top 10 ratings. Along with Belony, Krakowsky other victims were Ruby Cummings (47) Gafoor (218), Orlando Michael (143), R O Michael (128) and Chichester (11). Mark Webber wins for Red Bull in Monte Carlo Mark Webber won the Monaco GP for the second time in three years from Nico Rosberg and Fernando Alonso. The Red Bull driver led from the start and controlled the race, measuring his pace to ensure he stayed ahead. McLaren’s Lewis Hamilton ran third in the early laps but lost out to Ferrari’s Alonso and Red Bull’s Sebastian Vettel on strategy. McLaren’s Jenson Button had a difficult race, running with backmarkers after a poor start and retiring after a spin. The top six, completed by Ferrari’s Felipe Massa, ran nose to tail in a tense last 10 laps, enlivened by intermittent light rain. But all kept their cool on the tricky and tight street circuit and there were no changes before the flag. Rampaul hopes for a revival, urges patience from batsmen Ravi Rampaul

“We came on Sunday and decided that we were going to apply ourselves properly as a bowling unit and we got the rewards for our efforts.” Rampaul urged the West Indies batsmen to follow the lead of the bowlers and fight a little harder, easing the workload on the bowling unit. “It’s not easy bowling 120-odd overs trying to get a team bowled out and then look at your batsmen not applying themselves,” he said. “I do not fault any one of them, but I will do my part to give them confidence and ask them to focus more, apply themselves a little bit more, and eventually they will get to there.” Rampaul said it was difficult to determine what would be a competitive target and West Indies could only think about survival right now. “I think our batsmen are trying really hard, but I think they need to be a little more patient,” he said. “I think they need to take a page out of the book of the English batsmen, leave a lot of balls and wait for the opportunity to score.”
