Examining Kwayana’s defence of Dr. David Hinds

DEAR EDITOR, Without any hesitation Mr. Eusi Kwayana rushes to defend his fellow Buxtonian Dr David Hinds, mimicking God as if to say “Behold My Beloved Son, in whom I am well pleased, in whom I have glorified my Name.” Why is the same firebrand who failed to instigate harassed Buxtonians to dig up and destroy the pristine PPP/C-built roads in the village so favored by his mentor, and they both living in America? What informs our ‘saintly elder-in-exile pleasures when rabble rousing politicians such as Dr Hinds were busy fanning the flames of violence in Linden which resulted in three Guyanese being unfortunately shot dead? What is Mr. Kwayana’s continuing nexus with an expired agenda associated with death, destruction, doubt, damnation and racial divisions all constantly opposed to that which is good, peaceful, progressive and fair in Guyana? Why has a justifiable equality for all Guyanese to pay the same electricity rates only again emphasized Mr. Kwayana and company’s disconnect with Guyana’s realities? Without any doubt Mr. Kwayana’s letter, “OP discredited Hinds when he complained of harassment instead of discouraging it” in the SN of 11-9-12 indeed exhibits a nagging

disturbance about Dr Hinds activities. Should a foreign university’s infamous full time faculty member, evidently busy creating chaos to justify an unfair demand for unequal electricity payments, be rightfully censored because it exposes both to shame and ridicule? Should Guyana’s President become unnecessarily preoccupied with a single visiting Guyanese? Still, there is neither bite nor credibility whether Mr. Kwayana writes that “it is public knowledge that the PPP/C moved against academics at the University of Guyana and then dismissed some of them for life.” It follows the policy of “our academics” and “those other academics.” There are no academics, as such. In what ways are these (PPP/C) rulers better than those they succeeded (?)”, he inquires. With a self-admitted “primary and high school” teacher status Mr. Kwayana cannot fail to comprehend that no academic has been assassinated (e.g. Dr Walter Rodney) or been maimed for their entire lives (e.g. Dr Joshua Ramsammy) or fired (e.g. Dr Mohamed Insanally) for unjustifiable causes under the PPP/C’s watch compared to what occurred under the PNC. Those are significant differences in today’s democratic Guyana with its free press. Urging Buxtonians to

destroy their roads while being in the midst of Linden ‘s death and disturbances certainly cannot be a flattering image to which any good American educational institution would be pleased when it employs the foreignbased national, Dr Hinds. Yet while the university reportedly championed Dr Hinds’s right to free speech in America, it has no jurisdiction nor can it be held responsible to either defend or guarantee those rights in Guyana. “All cannot be equal with some being more equal than others”, (George Orwell’s 1984) even when President Ramotar is also expected to comply. Did anyone really expect Mr. Kwayana to be openly pointing a finger at APNU and its leaders? Why shouldn’t he? Former PNC leader Mr. Robert Corbin did warn of “wild men in our midst”. Since Dr Hinds and that opposition party are at loggerheads what else does explain why they have rejected and abandoned him? The proof of the pudding can only be in the eating. Guyanese cannot and must not be condemned constantly and forever by visits of racial violence, death, destruction doubts and divisions when democratic avenues are available. So what are we to expect when Mr. Kwayana warns:”Look out Citizens….” Sultan Mohamed

Guyana and the upcoming South America Arab Summit - Where are the diplomats? DEAR EDITOR, The Third Summit of South American and Arab Countries (ASPA) will be held in Lima, Peru on October 1, 2012 and will bring together leaders of the Union of South American Nations (UNASUR) and the Arab League, including 12 and 22 countries respectively. As of now, the King of Morocco, Mohammed VI; the Emir of Qatar, Hamad Bin Khalifa Al Thani; the Prime Minister of Kuwait, Jaber al Sabah; Lebanon’s President Michel Sulaiman; Palestinian President Mahmoud Abbas; and the Secretary General, of the Arab Gulf Cooperation Council (GCC), Abdul Latif Bin Rashid Al Zayani; and the Arab League Secretary General, Nabil El Araby have confirmed attending. Indications are strong that the new President of Egypt, Mohammed Morsi, who is keen to diversify Egyptian relations, will be in Peru. According to Peruvian Deputy Foreign Minister, Jose Beraún Aranibar, the two-day summit will focus on political dialogue and cooperation. A business

forum and bilateral meetings between the leaders of South American and Arab countries will be held on the first day of the summit. This is why it is essential that Guyana is represented in Peru at the highest level, and at the foreign ministerial meetings prior to the heads of state summit. The Foreign Minister of Guyana, Carolyn Rodrigues-Birkett, herself should participate in this summit. Interestingly, the Ministry of Foreign Affairs in Guyana can’t confirm whether President Ramotar will travel to Peru. Since this is a heads of government summit in Guyana’s backyard, South America, it is expected that Ramotar will attend and given the fact that he is new in office, this is the forum to expand bilateral ties with member-states and especially in the areas of trade and investments. If indeed President Ramotar is keen to advance ties with UNASUR and GCC countries- Kuwait, Qatar, Saudi Arabia, Bahrain and Oman, one would expect him in Peru.

DEAR EDITOR, It’s quite clear that the method used by the National Communications Network(NCN) for broadcasting should go through a comprehensive reform in order to represent its purpose of being a National Communication Network by motto. To say your are national and then differ is insignificant; to be national first of all you must have a coalition of political views and transmit these without prejudice and partiality. The nonsense articulated by this letter writer clearly shows the contempt he has for the intelligence of Guyanese as he is quick to pull out the 2011 GDP per capita figure of US$2869 but then boldly states as fact that former President Jagdeo destroyed this nation during his tenure in office. Mr. Maxwell and his opposition colleagues would do well to state what the GDP per capita was in 2009 when Mr. Jagdeo assumed the Office of President of Guyana and compare it to what it was when he left, some 12 years later. Just as a reminder, the GDP when the PPP/C came to office in 1992 was somewhere around US$300 US.

The greatest fraud by Maxwell and his opposition colleagues is not only reserved for the people of Guyana but also Americans as the opposition in Guyana have apparently rewritten the Congressional report on what the former US President’s benefits are. Maxwell is keen to compare what he believes is the figure of the total package of President Jagdeo’s pension to that of what he believes will be Mr. Obama’s when he demits office. Maxwell appears to be an expert when he pronounces that the former Guyanese Head of State will receive more than his American counterpart and his usual semantics follow. According to him, President Jagdeo’s pension and other benefits will add up to approximately US$180,000 per year while President Obama will receive US $127,129 per year. His blatant lie is exposed in a 2008 report to the US Congress on former President’s Federal Pension and Retirement Benefits

where entitlements for former President Bill Clinton for that year amounted to US$ 1.162 million. This does not include security and other costs and the figures were provided by the US Office of Budget, General Services Administration. But it does not end there as it is clear that all the figures Mr. Maxwell bundles around regarding the former President’s salary and pension are merely guesstimates as in reality Jagdeo’s pension would be around US$72,000 annually. It was actually funny to observe no other than AFC Leader Khemraj Ramjattan on television recently attempting

to justify his misinformation that the President’s Pension was $3M per month or as Maxwell parroted and came up with the grand sum of US$180,000 US annually. In reality the former Guyanese President’s pension is but a mere fraction of what former US Presidents receive— another lie by the opposition exposed. Now we know what method was used by the AFC when it crafted its manifesto and publicly paraded financial plans to cure all the ailments of Guyana and then some, in the lead up to the last elections.

What they are not telling the Guyanese people is that the same set of benefits for former President Jagdeo was also afforded to former President’s Arthur Chung, Hoyte and Janet Jagan. Why are they so obsessed with only former President Jagdeo? I conclude by noting that the arrogance of this letter by Maxwell is a reflection of the mentality of the opposition who believe that they can blatantly lie to the Guyanese people about the PPP/C Government and they will never be held accountable. This could very well be the best opportunity for Dr. Odeen Ishmael, Guyana’s Ambassador to Kuwait, to familiarize himself with the leaders of the region, since he will be appointed Ambassador to Qatar, the UAE and Saudi Arabia. Dr. Ishmael participated in the last preparatory meeting in Cairo where they drafted the final text of the final declaration of the upcoming summit. However, the section on Syria is yet to be finalized, since the situation there is “fluid and on-going.” Former President of Guyana, Bharrat Jagdeo’s attempt to visit Qatar was cancelled twice and there is much talk about Guyana seeking investments from the Qatar, one of the world’s richest countries. Rodrigues-Birkett and Odeen Ishmael should already be setting the groundwork for a bilateral meeting between the Emir of Qatar and Ramotar in Peru given the fact that Ramotar sent a letter immediately after taking office to the Emir of Qatar expressing Guyana’s desire to forge stronger economic and political cooperation with Doha. However, Guyana is not serious about foreign direct investments. If Georgetown is keen to solicit investments, it must build institutions, end the bureaucracy and corruption, and employ homegrown talent regardless of race and political affiliations to improve the foreign ministry. US$840M Amaila Falls Hydroelectric Project...

The construction agreement of what would be Guyana’s costliest infrastructural project – the Amaila Falls Hydroelectric Project (AFHEP) – has been signed, government announced yesterday. Construction is expected to start in mid-2013. According to a statement issued by the Government Information Agency (GINA), the Engineering, Procurement and Construction (EPC) agreement for the construction of the Amaila Falls Hydro project and Transmission Line was yesterday executed in Xian, China, by Sithe Global, the developer, and China Railway First Group (CRFG), the construction company. There were no indications before yesterday that a government team had left for China for the signing. The contract, valued at US$506M, was signed by Bruce Wrobel, Chief

Executive Officer (CEO) of Sithe Global, and Dr. Sun Yonggang, Chairman of China Railway First Group (CRFG). According to GINA, speaking at the signing ceremony, Finance Minister Dr. Ashni Singh described the occasion as a historic moment for Guyana and for Guyana-China relations. He alluded to “the strong historic relations between the two countries and the increasing role that Chinese enterprises are playing in the development of Guyana.” According to the Minister, the Amaila Falls project presents an opportunity for these relations to enter a new phase as the project represents the single largest investment in Guyana and one of the largest Chinese investments in the Caribbean. Also in China for the signing were Chairman of the Guyana Power and Light, Winston Brassington; Office of the President Advisor, Steven Grin, along with representatives of the Province of Shaanxi, the China Development Bank, China Export and Credit Insurance Corporation, the InterAmerican Development Bank (IDB), and other representatives of Sithe Global and China Rail. ”This transformational project is the single largest investment in Guyana and will allow Guyana in one single

entity, with over US$9B in annual revenue. It is part of China Railway Engineering Group, a company with over US$90B in revenue and the third largest construction company in China and one of the top 100 construction companies in the World, GINA said. CRFG is headquartered in Xian, China. Sithe Global is a fullyowned subsidiary of the Blackstone Group. Blackstone is said to be one of the largest private equity funds in the world with over US$120B under management. China Development Bank is one of the largest commercial banks in China with assets in excess of US$900B. The project is being led by the Shaanxi branch of the CDB, in Xian.

In June, Sithe Global said that it was hoping to have financial closure on the project by March 2013. It has established a local company, Amaila Falls Hydro Inc. (AFH), to handle the project in Guyana. There were no details in the statement yesterday as to whether there was financial closure for the project and how the US$840M will be spent. During meetings in Guyana earlier this year, Sithe Global officials had offered a detailed look into the project costs, timelines and issues leading up to the financial closure of the project. The company had also warned of cost increases. “One risk of delay is that the project’s construction contract price could increase. Such increases could result from changes in foreign

A significant portion of the country’s foreign exchange is spent on importing fossil fuel.

In unusual snub, Obama to ANC rebel calls for national mine strike in South Africa avoid meeting with Netanyahu

The flagship sector has been hit by a walkout that culminated in mid-August in violence between striking miners and police that killed 44 people. Of these, 34 were miners shot in a single day by police at the Marikana mine of Lonmin, the world’s No. 3

platinum producer. The so-called “Marikana massacre” has brewed a political storm for President Jacob Zuma and his African National Congress (ANC) government. Detractors accuse them of neglecting the working masses who fought and shed blood to help achieve the end of whiteminority apartheid rule in 1994. The industrial trouble rocking the platinum belt has spread to gold, with a second illegal strike in as many weeks at a mine run by world No. 4 bullion producer Gold Fields,

WA S H I N G T O N / JERUSALEM (Reuters) In a highly unusual rebuff to a close ally, the White House said yesterday that President Barack Obama would not meet Israeli Prime Minister Benjamin Netanyahu during a U.S. visit later this month, as tensions escalated over how to deal with Iran’s nuclear programme. The apparent snub, coupled with Netanyahu’s sharpened demands for a tougher U.S. line against Iran, threatened to plunge U.S.-Israeli relations into crisis and add pressure on Obama in the final stretch of a tight presidential election campaign. An Israeli official, who declined to be identified, said the White House had refused N e t a n y a h u ’s request to meet Obama when the Israeli leader visits the United States to attend the U.N. General A s s e m b l y, t e l l i n g t h e Israelis, “The president’s schedule will not permit that.” White House spokesman Tommy Vietor denied that Netanyahu’s request had been spurned, insisting instead that the

two leaders were attending the General Assembly on different days and would not be in New York at the same time. Netanyahu has had a strained relationship with Obama, but they have met on all but one of his U.S. trips since 2009. The president was on a foreign visit when the prime minister came to the United States in November 2010. By withholding a meeting, the Democratic president could alienate some Jewish and pro-Israel voters as he seeks a second term in the November 6 election. Republican rival Mitt Romney has already accused Obama of being too tough on Israel and not hard enough on Iran. The White House’s decision could signal U.S. displeasure with Netanyahu’s intensifying pressure for Obama to set specific red lines on Iran. Obama aides say privately

they believe Netanyahu favors Romney, a fellow conservative, although the Israeli leader has been cautious to avoid being seen interfering in the election campaign. Word that the two men would not meet came on the same day that Netanyahu said the United States had forfeited its moral right to stop Israel from taking action against Iran’s nuclear programme because it had refused to be firm with Tehran itself. T&T Government to repeal controversial sections of new legislation PORT OF SPAIN, Trinidad - CMC - The Trinidad and Tobago parliament will meet today to repeal the controversial section 34 of the Administration of Justice (Indictable Offences) Act 2011 that allowed two prominent financiers of the ruling United National Congress (UNC) to petition the Supreme Court to dismiss a multiple of corruption charges against them. The unpopular law calls for dismissing court cases 10 years or older that have not gone to trial in the Caribbean nation. Many Trinidadians oppose the law because it would drop charges against former prime minister Basdeo Panday and other government officials accused of receiving millions of dollars

in bribes and kickbacks from a U.S. contractor in the 1990s. U.S. authorities have long sought to extradite two of the suspects and have condemned the law as well. Two business executives, Ish Galbaransingh and Steve Ferguson in the case pleaded guilty in a U.S. court in 2006. The main opposition People’s National Movement (PNM) yesterday called for an urgent sitting of Parliament “within 48 hours” to amend legislation that allowed two prominent financiers of the ruling United National Congress (UNC) to petition the Supreme Court to dismiss a multiple of corruption charges against them. WHY ARE THESE ISSUES BEING IGNORED? Whether it is two, twenty or thirty, it is not feasible to have a nursery school with any of those numbers of students. You cannot have a school with two students, or with twenty students or even with thirty students. A nursery school has to have at least two levels with at least two classes per level. With fifteen students on average per class, at the minimum there should be no less than sixty students before a school can be properly constituted. To have a school population of twenty students will mean that only one teacher can be gainfully employed. It makes no sense to have one teacher and one headmistress as part of the organizational chart of any school. These are the practicalities of having schools in areas where the student population is small. It would in fact in such instances make better sense for the students to go to another school since they would be part of a large student environment and more students. If, however, the other school is too far away, then alternative measures would have to be put in place. On the issue of alternatives, the Ministry of Education must be congratulated for the prompt action they took to deal with the reassignment of children who were affected by the destruction of the school at Wismar by fire, during the unrest in Linden last month. After the protests ended, there was a commitment by residents to rebuild the school with their own

resources. This was a fantastic gesture by the community. In fact, at the end of the protests, there was a massive cleaning-up of the debris by a group of residents. By now one would have expected that the work of rebuilding the school would have progressed significantly. But there have been no reports in the media about the progress of this initiative by the people to rebuild the school with their own resources. So just how far have the works gone and when is the school expected to be completed? How are funds being raised, and if so, how much has been raised overseas? The Ministry of Education should allow the community to rebuild the school with their own resources. These are initiatives that should be encouraged. While the Ministry did indicate that it was their responsibility to rebuild the school, it would be good to encourage the community in their efforts to rebuild the school and perhaps to set the sort of example of community spirit that can be imitated throughout the country. APNU should make a statement on this issue. Some of its members have been making all kinds of statements, but strangely on certain issues, no statements have been forthcoming and the media seem not too concerned with finding out what is the state of play on a number of issues. One of the strangest comments recently from persons within APNU was about wanting a meeting with the Commission of Inquiry. It seems that those who want this meeting do not appreciate just what they signed on to.

A Commission of Inquiry (COI) is a not a committee. It is a fact-finding body that bases its conclusions on evidence. The work of an inquiry involves formal hearings. There is therefore no place for any sort of meeting between anybody and the commission. Those who have something to say have to do so in the hearings. The COI has judicial powers, including the power to sanction witnesses who are found lying. As such the work of the COI is serious business, and therefore the idea of a meeting between persons and the Commission seems misplaced. Interestingly, no attempt has been made by the media

to advise those wanting a meeting that this would not be appropriate and that they should hold what they have to say for the hearings. The media has also been strangely silent as to why there were delays in polling for the positions on the Executive of the PNCR and why the elections went so late into the night. Why was there no post – Congress rally at the Square of the Revolution as is the norm? And what has been the reaction to reports that by the end of the voting only a small fraction of the total registered voting delegates were present. This raises an important issue as to how representative

can it be said about some, not all, of those elected, especially those elected by only a small fraction of the total registered voters. Or was it that there was no controversy? Could it be that there was a high voter turnout of delegates right through the process at the Congress? Why is the media so disinterested in these issues? When the issue of conflict of interest of the wife of the Minister of Finance was raised there were many voices railing against the confirmation of the young lady? But now that a conflict of interest charge has also been raised in respect to the AFC’s position on the award of the specialty hospital,

some of the very vocal watchdog bodies seem to have gone silent. How come? If the notion is accepted that one can speak professionally and at the same time politically on an issue without being in a conflict of interest, why then can’t a similar claim be made in respect to conflict of interest in the audit office? And why the indifference and silence by the media? What is good for the goose must be good for the gander.

Do the Maths on Jagdeo’s house The story of the mansion (using the word literally, I believe that description is not an exaggeration) has begun. I don’t think it is going to fade away. That edifice is just too elaborate, luxurious, majestic and extravagant, for it not to continue in the news and among commentators. If a case could have been argued for Mr. Jagdeo, the statement by the AttorneyGeneral (AG) has completely blown away any logic that could have come Mr. Jagdeo’s way.

The AG said that when Mr. Jagdeo came into power, he did not have properties and assets in his name. Immediately, it brings into focus, mathematics. It is when you do the maths against the AG’s announcement that we see that Mr. Jagdeo has some formidable questions to answer. One fact stands out conspicuously - in Mr. Jagdeo’s twelve years as President, he did not have any other full-time or part-time occupation that brought in an

extra income. It figures then that all expenditures by Mr. Jagdeo had to come from savings or loans or gifts. In all the controversy over his first house in Pradoville One, he did not speak about loans and gifts. So we start with the first house. He sold it for $120 million. Let us say that he made a whopping profit; maybe about $30 million, it still leaves you with a construction that cost between eighty and ninety million dollars. In ten years of his

presidency at a million dollars a month in salary without loans and gifts, could Mr. Jagdeo have accumulated so much when you consider that he had other expenses that go with living in a modern world? He got $120M for the Pradovile One outfit. We come now to Pradoville Two. Assessing the price of a house in any country is as simple as looking up at the skies. Just gaze upwards with your eyes and you will see the Milky Way. Take a calculator and work out with Jagdeo’s

salary for twelve years and determine whether he could have afforded that mansion. So what is the cost of his edifice? I went to see it for the purpose of this column. In my estimation at current international market rates, Mr. Jagdeo’s home will fetch around US$3 million ($600M). Those kinds of houses are owned by wealthy sports and entertainment stars. Mr. Jagdeo got $120M for an ordinary layout in Pradoville One. If he can get that price for a normal upper middle class domicile, then surely his current Pradoville Two is worth five times what the first home cost. What the opposition needs to do is confront the Jagdeo defenders with a challenge. Let a Caribbean real estate agent come to Guyana and assess the value of the house. Whatever value they come up with, Mr. Jagdeo will still be in hot water when you take out your calculator and add up his salary over twelve years. The dilemma with authoritarian regimes is that the drift into cruel dictatorship becomes inevitable, because with each day a sin is committed for which there is the fear that if the government changes there will be investigations into those vices. What happens, then, is that the regime fights each day to stay alive in order to prevent the fall of power. In so doing, more vices are committed with the specific purpose of prolonging power. A full-fledged dictatorship evolves because everyday

It is this writer’s inflexible view that the PPP will not accept the loss of power, either electorally or through a Velvet Revolution, because the greatest trepidation will be the inquiry into wrongdoing. A judicial commission is likely to recommend prosecution and loss of questionable assets. I predict that if there is a successful no-confidence motion in Parliament, the PPP will not resign but will go to court. Can any citizen in this land see the PPP Government quietly leaving office because it lost a no-confidence motion in the National Assembly? The first reaction would be to question the legitimacy of the process that led to the motion in the first place. Then the actual legality of the motion will be challenged. Of course, all this can take months or years in the courts. If the general election results in defeat, all kinds of obstacles will be erected to prevent a new government from sitting. The brutal reality in Guyana is that power has been used in horrific ways, especially to accumulate wealth, and the incumbent office-holders simply will not accept the legal loss of power.

$1.1B engineers’ estimates for roads, drains pure water network at Kilcoy/ Chesney

Under the Ministry of Housing and Water several bids were submitted for the construction of roads, drains and structures and installation of pure water distribution network at Kilcoy/ Chesney, Berbice Region six. The bids were opened by the National Procurement and Tender Administration Board (NPTAB), Ministry of Finance, Main Street yesterday. The bids were divided into seven lots and the engineers’ estimates were: Lot (1) $144,501,467, Lot (2) $157,176,003, Lot (3) $143,692,313, Lot (4) $183,027,735, Lot (5) $202,896,634, Lot (6) $193,902,852, Lot (7) $92,931,300.

But for Nigel Torres Sr., yesterday brought an end to the episode. “I am satisfied, that’s why I come and see he bury,” the elder Torres said. On June 21, 2008, dredge owner Leonard Arokium discovered the charred remains

of eight of his employees in a burnt-out camp at Lindo Creek, Berbice River. Leonard Arokium claimed that he had received a phone call from a woman who told him that “some soldiers” had shot and killed his men and burnt their bodies. The Joint Services categorically denied the claims made by the dredge owner that soldiers committed the brutal crime. Police had blamed the attack on Rondell ‘Fineman’ Rawlins and his gang, whom they said they had encountered during a confrontation at Christmas Falls a few weeks prior to the gruesome discovery. Rawlins and members of his gang were subsequently hunted down and killed, and the security forces had eseentially intimated that the Lindo Creek case had died with them.

Accused pleads guilty, gets 8 years Tw e n t y - y e a r - o l d Rabindranauth Seemangal was yesterday sentenced to an eight-year jail term after pleading guilty to charges stemming from the 2011 armed robbery committed at the Bel Air Park home of prominent businessman Malcolm Panday. The accused and five others are jointly facing the robbery under arms matter that is being heard before Acting Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court. The charge against Seemangal, of 100 Sheriff Street, Georgetown, was that on July 12, 2011, he committed robbery under arms against Panday’s wife, Annie Ramsood. He received four years for the offence.

licence for the gun. Before the sentence was handed down, the accused asked the court to be lenient and to consider that he had been imprisoned for 14 months. The court took several factors into consideration, including the ages of the young children who Seemangal had ordered his alleged accomplices to kill if Panday’s wife had not complied with orders. Following a brief deliberation, the court determined that the mitigating factors in the matter were that the accused pleaded guilty and saved the court’s time.

It served to showcase the various methods of learning, including those utilised to deliver Special Needs Education, as was highlighted by the Ministry’s Special Needs Education Unit and the Guyana Deaf Ministry. The event yesterday was not without cultural activities which came in the form of dances and an admirable poetic rendition from visually impaired Mekyla Belgrave of St Agnes Primary School.

For the aggravating factors, the court took into consideration the prevalence of the offence, the fact that a gun was used, the family was duct-taped, the amount of money stolen, and that Seemangal ordered that the children be shot if the parent did not comply. The sentence, however, came after special prosecutor Senior Counsel Bernard De Santos inquired whether the accused would offer evidence on behalf of the prosecution. Seemangal gave a negative response. The other accused sat with blank faces during the proceeding, only whispering to each other during sporadic pauses in the matter. Panday’s mother-in-law,

Chandrada Rampersaud; Hardat Kumar, his wife’s cousin, Jermaine Mitchell, Aubrey Simon and Rayon Jones are those still facing the court in the robbery matter. Several persons, including Panday’s wife, have so far testified in the matter. De Santos told the court that the officer who took the confession statement from Seemangal was available to testify. He opined that the policeman’s testimony was obviously too much for the accused, causing him to change his plea for the third time. De Santos cautioned the others on trial not to wait until the case is over to proclaim their guilt. He advised that it would be beneficial to them if

they saw it fit to take the same course as Seemangal. This is however the third time that Seemangal is changing his plea since the initial stage of his court appearance. In early June, he pleaded not guilty to the offences against him when he realized that the prosecution was not going to bargain with him for a lesser penalty. He had been in the lock ups ever since his arrest, while his alleged coconspirators were out on bail. Seemangal was unable to post the $600,000 that was required. The case against the other five accused will continue today. More police witnesses are expected to testify.

North West man gets three years for narcotics

Jailed for three years: Ivor Rose

A coal miner from the North West District was yesterday sentenced to three years in jail after he pleaded guilty to trafficking in narcotics. Ivor Rose, 52, a resident of Mabaruma, had been held with six grams of cocaine and four grams of cannabis in his possession. Acting Chief Magistrate Priya Sewnarine-Beharry presided over the matter which was presented at the Georgetown Magistrates’ Court. Police prosecutor Gordon Mansfield furnished the court the details of the case. The case stated that on the day in question, ranks acting on certain information detained Rose who was in the vicinity of the Mabaruma Police Station. The suspect was taken into the station

where a search was conducted of his person. The narcotics were found in hidden in his pants crotch wrapped in five aluminum foil parcels. Rose was immediately charged with the offence. An unrepresented Rose said that he accepted the police facts, but claimed that he was on his way home to Kumaka when he picked up a bag that he found on the road. “I did not open it to see what was inside,” the accused claimed. The Acting Chief Magistrate then ruled that Rose serve a three-year jail sentence along with a $30,000 fine for the cocaine charge as well as pay a $3,000 fine and serve six months of community service for the marijuana charge.

$150,000 bail for phony travel document Brentnol Bryan, of Linden Squatting Area was yesterday placed on $150,000 bail when he faced Acting Chief Magistrate Priya Sewnarine-Beharry on two fraud charges, following his detention by immigration officials for allegedly being in possession of a counterfeit travel document. Bryan, 33, pleaded not guilty to the allegation that between August 27 and September 9 of this year, he conspired with others to forge an Inter-Caribbean Travel Document and attempted to use the said document as a lawful way of traveling. Reports are that on Sunday, September 9, Bryan was intercepted by a female

police rank of the immigration department on duty at the Cheddi Jagan International Airport, as he attempted to use the falsified document to board a flight to Trinidad and Tobago. Prosecutor Gordon Mansfield told the court that he had no objection to the defendant being given his pre-trial liberty but that the condition of bail be that Bryan report to the fraud squad department at the CID headquarters every Friday. The magistrate granted the man bail and ordered that he report to the CID as requested by the prosecutor. Bryan will return to court on October 8.

Kumaka businesswoman remanded on cocaine charge Eleanor Applewaithe, a seamstress from Kumaka, Region One, was yesterday remanded to prison for allegedly having one gram of cocaine in her possession suspected to be used for the purpose of trafficking. The allegation is that Applewaithe was arrested by police officers after the cocaine was found hidden at a clothing stall which she owns and operates. The woman pleaded not guilty to the charge which was read to her by the Acting Chief Magistrate Priya Sewnarine-Beharry at Georgetown Magistrates’ Court. Reports are that on Sunday, September 9, police

officers acting on information went to the business place of the defendant and carried out a search of her person and premises. They allegedly uncovered the substance “wrapped in silver paper” in the building that houses the woman’s business. Attorney at law Latchmie Rahaman appeared on behalf of Applewaithe. The lawyer said that the information she gathered in regards to how the alleged narcotics was found, differs from what the police facts state. Rahaman then requested an early date for trial to further mitigate the claims of the prosecution. Applewaithe will return to court today.

New Amsterdam Prison is new champion

The New Amsterdam Prisons astutely lead by its officer commanding Officer Assistant Superintendent Kevin ‘Show Stopper’ Pilgrim, upstaged defending champions the Georgetown Combination of Prison Headquarters & Georgetown Prisons to win the Guyana Prison Services (GPS) Annual

Inter Prison Athletics Championship which was held last Sunday at the Scot Church Ground, Princess Elizabeth Road, New Amsterdam, Berbice. New Amsterdam Prisons, although sporting a smaller team, executed their plans well to upset the much touted and heavily favoured defending

champions to run away easy winners in the end. At the end of the day of events New Amsterdam were way ahead with 363 points with the Prison HQ/ Georgetown Prison Combined team crawling in second with 281 points and the combined outstation locations of Mazaruni,

Lusignan & Timehri Prisons trailing in a distant third ending on 159 points. The Championship was declared open by the Director of Prisons and the battle began in earnest amongst the three teams vying for championship honours in the 30 track and field events staged during the day.

The day’s preceding saw the New Amsterdam Prison athletes dominating the track events segments and holding their own in the field events. The 100M male open race was won by Cleve Martin, who also blazed away with the 200M and 400M events. The 100M female sprints was taken by Colette John of The NA prisons, while 200M was won by Marica Murray with A Gray taking honours in the 400M both of New Amsterdam. Ronda Lewis ran away with the female 800M. Assistant Superintendent Kevin ‘Show Stopper’ Pilgrim led from in front with a convincing victory in the 80M male senior officers’ race. New Amsterdam blazed to victory in both 4x100 relay events. The field events athletes participated in the Shot put, Discus, Javelin and Long Jump. There were also a few novelty events with Georgetown winning both the male and female Tug O War events. New Amsterdam also made a clean sweep of the male and female champion athlete trophies with Joel Jasper taking away the male

segment with34 points and a victory in the javelin event, while placing second in the 800M, Shot Put and Discus races. However the most outstanding male participant on show was Cleve Martin with victories in the 100M, 200Mand 400M events. The top female athlete on show was Marica Murray who had victories in the 200M, 1500M and the Shot Put and Discus events. The day’s activity began with the march past and salute which was taken by the Director of Prisons, Dale Erskine, DSM. The respective teams were commanded by Cadet Officer A. Benjamin heading the combined outstation locations, Prison HQ/ Georgetown by ASP O. Cox and New Amsterdam by Cadet Officer T. Hemerding. In the end combine outstation locations was adjudged the best team during the March Pass. The athletes will continue training as they prepare to participate in the upcoming Joint service athletics champion ship. (Samuel Whyte)

Lennox Braithwaite bang on Defending Champs DHQ assume early lead target in GNRA recorded shoot Former National champion Lennox Braithwaite shot three possibles in a fine display of precision shooting at last Sunday’s Guyana National Rifle Association Recorded Shoot as the National squad continues preparation for the West Indies Fullbore championships to be hosted by Guyana next month. Braithwaite recorded a grand total of 150 points with 15 V-bulls out of a Highest Possible Score of 150 points and 30 V-bulls in a remarkable performance at the Timehri Rifle Ranges. He shot 50 with five Vs at 300, 50 with four Vs at 500 and 50 with six Vs at 900 yards. National Vice captain Dylan Fields secured

second position with 144 points and 13 Vs with 49.5 at 300, 48.5 at 500 and 47.3 at 900 yards. Third place went to captain Mahendra Persaud with 142 points and 10 Vs, while Ransford Goodluck placed fourth with 141.9, Ryan Sampson fifth with 135.4 and Claude Duguid sixth with 120.3. Richard Fields, the other shooter in the X Class, only shot one range. Lt. Col Terrence Stuart was first in the “O” class with 130.7, Peter Persaud second with 128.7 and Charles Deane third with 121.2. Meanwhile, Vivian Grant of Durban Street, Lodge was the winner of the Guyana National Rifle Association

(GNRA) fund-raising raffle held last weekend at Olympic House. Second place went to Dwayne Bancroft of Tucville with Alex Persaud of Brickery, East Bank Demerara claiming the third prize. The other prize winners were S. Sawh of Mon Repos, Kevin Husband of GGMC, Cathyann Henry of C&V Shipping, Ravin of Grove, R. Chetty of Bel Air Village and Gloria Caesar of Waamard Village. The GNRA would to express gratitude to all patrons of the raffle and BarB-Que as the association prepares to host the West Indies Fullbore championships next month. The overall results were:

But Madainey Humphrey, representing First Infantry Battalion, was effective, claiming the Men’s High Jump title on Day One of the Guyana Defence Force (GDF) Inter-Division Athletics Championships yesterday at Base Camp Ayangana Ground. By Edison Jefford All the stars shone as bright as they could have on the opening day of the Guyana Defence Force InterDivision Athletics Championships, but it was the fierce competition that came down to the deciding tie-break in the Men’s High Jump that sent tongues waging. The organisers could not have asked for better weather, and as such, the competition prevailed at the Base Camp Ayangana Ground yesterday with Madainey Humphrey and James Washington producing a scintillating contest in the Men’s High Jump, which has returned to the list of events in 2012 for the Inter-Services Track and Field Championships. After the expiration of all their attempts at 1.70m, Humphrey and Washington had similar paths to the height, prompting officials to declare a tie that had to be broken with a jump-off at a height that both athletes consented to, which was 1.60m. Humphrey prevailed over Washington and had the better record for the gold

medal. Kevin Maynard (1.60m) was third. Following the completion of the event, defending champions, Defence Headquarters (DHQ) had assumed the lead with 75 points; First Infantry Battalion and 21 Artillery was second on 46 points; 31 Special Forces and Training Corps was third on 31 points; Base Camp Ayangana was fourth on 30 points while Base Camp Stephenson and Air Corps was fifth with 25 points to close the first day of competition. Patrick King was the next best qualifier with his mark of 10.6 while Davin Fraser and Winston Haynes ran 10.7 and 10.9 seconds respectively in their Heats to become the leading qualifiers in that race. Darren Henry with 49.6 seconds was the top qualifier in the Men’s 400m with Leslain Baird who is better known for his Javelin throwing impressing with 49.9 seconds. King qualified third in his pet event with 51.5 seconds, setting up a thrilling final day on Friday. The keen rivalry continues today with Day Two that include the male and female Discuss, 200m Heats, Triple Jump Final, 800m Medley Final, 1500m Medley Final and 3000m Women Final at 10am at the Base Camp Ayangana Ground.

Berbice Cricket Board/ Ricks & Sari pay tribute to outstanding cricket coaches in the region

The advancement of Berbice cricketers over the past months has been phenomenal and the general consensus suggests that the coaches have been making an extra special effort to prepare their charges for their respective encounters. It was with this in mind that six coaches from the Ancient County were singled out for their phenomenal contribution in this department when the Berbice Cricket Board (BCB) staged its annual ‘Tribute to Coaches’ at their office, Cheddi Jagan Street, New Amsterdam over the past weekend. Those receiving commendation for their hard work are Michael HylesFranco, Renwick Batson,

Delbert Hicks, Winston Smith, Julian Moore and Adrian Amsterdam. Chairman of the Berbice Cricket Boa r d S p e c i a l Events Committee, Hilbert Foster explained that the awardees had played integral roles in the development of young cricketers in the region. He identified several of the youngsters that have benefited from the expertise of the coaches including Shawn Pereira, Romario Shepherd, Shimron Hetmyer, Gudakesh Motie-Kanhai, Kevin Ramdeen, Arif Chan, Shailendra Shameer and Linden Austin. These cricketers have participated in several training programme organized by the BCB including the

Junior Elite Coaching Sessions, the Cricket Academy, Guyoil/Castrol Coaching Programmes and numerous cricketing clinics hosted by the BCB. Further, the awardees had successfully hosted a three day ‘Coaching of Coaches’ Programme at the Albion Community Centre where 30 aspiring club coaches were tutored in the intricacies of the sport. Treasurer of the BCB, Anil Beharry, hailed the contribution of coaches and for the roles they played in the continued upward trend of cricket in the region. His sentiments were echoed by President of the subject entity, Keith Foster noted that the sport is now played with intensity and natural talent is

insufficient for success. He said that this has prompted officials of his entity to organize several developmental programmes in an effort to harness the available talent. In response, one of the coaches, Renwick Batson, expressed gratitude to their benefactor for noting their hard work. He stated that the gesture was indeed morale boosting and his colleagues have recommitted to redouble their efforts in the future. The coaches further pledged to support future developmental programmes while identifying and nurturing new talents. The BCB presented each coach with a hamper of Ricks & Sari Agro products along with other gifts.

Senior citizens honoured as BCB hosts 3rd annual Senior Players Charity Trust Fund Four senior players out of the Ancient County of Berbice, Assad Fudadin, Veerasammy Permaul, Tremayne Smartt and Shemaine Campbelle, were lauded for their integral role in a fund raiser that accrued money to purchase a 21 inches television set for the Dharam Shala Senior citizens home in that region Thursday afternoon last. This is the third edition of the programme and was hosted by the Special Events Committee of the Berbice Cricket Board (BCB). The venture is supervised the Special Events Committee under its chairman, Hilbert Foster with an objective of improving the fortunes of the less fortunate. Mr. Foster said that the Charity Trust Fund endeavours to highlight the roles of senior players in the region and for them to understand those roles as sport ambassadors and agents of change. He said that the venture also provides them with an opportunity to touch and change lives. The television set will be used by the senior citizens for entertainment and relaxation and will provide cricket

Over the years the Charity Fund has donated TV sets, microwaves, washing machines, DVD players, bales of cloth, kitchen utensils, educational materials and household items to numerous orphanages, schools, senior citizens homes and government agencies. Chairman of the Committee Hilbert Foster stated that the main aim of the Charity Trust Fund is to expand the understanding of the senior players so that they understand their roles as

sport ambassadors and agents of change. He said the initiative also provided an opportunity for them to effect requisite changes in the lives of beneficiaries. Mr. Stanley Porter accepted the gift on behalf of the Dharam Shala and hailed the gesture as remarkable. He said that the BGB is not only transforming cricket in the region but is also making a positive impact on the lives of the less fortunate. He expressed delight at the contribution of the West Indies players even as he wished them well.

Berbice cricket stalwart, Assad Fudadin, honoured for sterling cricket accomplishments To date, sixteen Berbicians have earned selection on the West Indies cricket team but Assad Fudadin is the first resident of Rose Hall Town to do so and for that, the Rose Hall Town Youth & Sports Club (RHTY&SC) and Gizmos & Gadgets First Division Cricket Team acknowledged this feat at a special ceremony at the Area ‘H’ Ground, upon completion of a 50-Overs Semi-finals encounter between Tenelec Inc and the Young Warriors cricket teams recently. Fudadin received a plaque from proprietor of Trophy Stall, Ramesh Sunich and a commemorative cap while a colored poster, donated by the RHTY&SC, would decorate the many classrooms of schools in Berbice. The poster was produced by the RHTY&SC and featured Fudadin’s career

statistics and the message ‘Say No to Drugs and Yes to Education’ emblazoned at the bottom. The cricket stalwart also received a collection of gifts from his teammates. Secretary/CEO of the RHTY&SC, Hilbert Foster handed over the gifts and told Fudadin that his entity was very proud of him. Mr. Foster said the executives of the RHTY&SC has worked diligently, ever since its formation in 1990, to produce a test cricketer and Fudadin’s achievement was delightful recompense. He urged the young cricketer to stay focused as attaining a top ranking spot could be a difficult task devoid of such an attribute. The veteran administrator who has served as Fudadin’s mentor for the greater part of his career urged him to share his experiences with his younger teammates while

ascribing to be a role model to other youths. National U-19 captain, Shawn Pereira offered congratulations to his colleague on behalf of his teammates and wished him success in his career. Mr. Pereira further reassured Fudadin that the organization he leads would continue to support him (Fudadin) in all his future endeavors. The WI middle order batsman expressed gratitude to his benefactors and committed to diligent work even as he promised to exemplify the sports ambassadorial concept for the RHTY&SC and all Guyana. Persaud, Premnauth guide Maryville to victory in opening game Former Essequibo U-17 player Sunil Persaud grabbed 3 wickets and Tulsieram Premnauth made a fighting unbeaten 28 as Maryville overcame a determined Falcons team to win the opening game of the Phyllis Carter memorial twenty\20 cricket competition played last Sunday at Enterprise in Leguan. Falcons won the toss and decided to bat in front of a fair sized crowd and were restricted to 70 all out in 19.3 overs in brilliant sunshine. Parmanand Pariag, the only batsman who offered resistance hit three sixes in a topscore of 35 as Persaud who maintained a tidy line and length finished with 3-15 off 4 overs and was ably supported by Royan George 2-16. Maryville in response lost a few quick wickets, but Premnauth held his nerves to take his team to victory in 18 overs as they finished on 71-7. He hit two sixes and one four in his unbeaten innings while Rick Stephen captured 2-10 off 4 overs for Falcons. Before the game, Chairman of the Leguan Cricket Committee Viren Chintamani thanked the Carter family for assisting in the development of the game on the island and urged the cricketers to continue training on a regular basis.
