Residents of the now neglected agricultural community of Moleson Creek located some 66 miles from New Amsterdam on the border line of the Corentyne River are now preparing for their fight with the government. They are displeased with the way they are being treated by the government, especially since they have been making continuous pleas for assistance. The once thriving
agricultural and farming community, now being referred to as a jungle community, is now a symbol of desertion and neglect. It was once a populated area with many thriving businesses and a top farming community. The residents are displeased with recent utterances by Region Six Education Officer, Shafiran Bhajan, that the school has been closed. The residents said that they learnt of this development through the Kaieteur News publication of Saturday September 1. They plan to protest the untimely, unsavory and unilateral move by the Ministry of Education. They described the

NY top cop almost conned Jagdeo US$7M Disgraced former Commissioner of Police of New York, Bernard Kerik, was granted a lucrative US$7M ($1.4B) security contract by the Guyana government back in 2006, says a revealing book by former Newsday police reporter and columnist, Leonard Levitt. Kerik would later lose the contract after investigations in wrongdoings by the US government intensified against him. Titled, “NYPD Confidential- Power and Corruption in the Country’s Greatest Police Force”, and published in 2009, the book follows the rise and fall of former Police Commissioners Lee Brown, Bill Bratton, Howard Safir and the nowjailed Kerik. A grand jury of the United States District Court for the
Southern District of New York issued a 16-count indictment against Kerik on November 8, 2007, alleging conspiracy, mail fraud, wire fraud, and lying to the Internal Revenue Service. Kerik surrendered to authorities the next day and pleaded not guilty to all charges. On October 20, 2009, his bail was revoked and he was jailed pending trial. On November 5, 2009, he pleaded guilty to eight charges in a plea bargain with prosecutors who recommended a jail sentence of 27 to 33 months. Kerik was sentenced to four years in federal prison on February 18, 2010. On March 30, 2011, he lost his appeal in federal court to have his four-year sentence reduced. Man banned from village after sexual advances to daughter A 45-year-old father of five was reportedly chased out of the Community of Mashabo, an Ameridian settlement situated on the western half of the Essequibo Coast, after he made sexual advances to his 14-year-old daugther. The 14-year-old is a student of the Mashabo Primary School. The incident, which shocked the community, occurred some time last week. Captain of Mashabo, Joseph, said that charges were not laid against the man because his wife and daughter did not supply police with the correct information. “They distorted the truth and that was one of the barriers that prevented the police from charging him.”
According to reports, the incident occurred during the night. The father of five was said to be under the influence of alcohol when he attempted to have sex with his daughter. The 14-year-old raised an alarm and her mother rushed to her rescue. News of the incident filtered to close members of the community who subsequently informed the Captain. Added reports have also indicate the man had also threatened to maim his wife. Residents have said the recent incident was not the first. Joseph said the man has since admitted to making inappropriate sexual advances to his daughter and has blamed his erratic behavior on being an alcoholic.

So it is not necessarily that Mr. Kerik would be heading a unit, but the firm will work with us on the reform of the Police Force.” On June 30, 2006, after an eighteen-month investigation conducted by the Bronx District Attorney’s Office, Kerik pleaded “guilty” via a sworn statement in open court to two ethics violations (unclassified misdemeanors) and was ordered to pay $221,000 in fines at the 10minute hearing. Kerik acknowledged that he failed to document a personal loan on his annual New York City Conflict of Interest Report (a violation of the New York City Administrative Code) and accepting a gift from a New Jersey construction firm attempting to do business with the city (a violation of
the New York City Charter). On November 8, 2007, in White Plains, New York, Kerik was indicted by a federal grand jury on charges of conspiracy, tax fraud and making false statements. Prosecutors say Kerik received about $255,000 in renovations to his Riverdale, Bronx, apartment from a company seeking to do business with the city of New York and concealed the income from the Internal Revenue Service.
The indictment also charged that Kerik made several false statements to the White House (in his background information statement regarding his Department of Homeland Security appointment) and other federal officials. Kerik is currently incarcerated at a Federal prison camp, the Federal Correctional Institution, located in Cumberland, Maryland and could walk out a free man next year.

Don’t blame Linden for Amaila Falls road The protest action that started in Linden on July 18, last, is being blamed for many things including the decline in mining activities in Guyana’s goldfields, the hardships that people in the hinterland experienced when shipments of food and fuel could not reach them and of course, some of the criminal activities that took place in the mining community. Today, the Linden protests are being blamed for the delay in the completion of the Amaila Falls road project. This project was shrouded in controversy from its inception. The award of the contract was met with skepticism because everyone knew that the contractor had never constructed anything close to a road. After more than a year the government came to its senses and revoked the contract. The road should have been completed within eight months. When the contract was revoked more than a year after it was awarded less than thirty per cent of the road had been cleared. The government split the contract and consigned the various sections of the road to individual contractors. New deadlines were set but none has been met so far. Instead, the government allowed them to proceed at their pace. There was no hurry. That changes today when the government signs off on the loan agreement with the Chinese Bank. None can deny that had it not been for the protest action there would not have been the fires that destroyed the properties; there would not have been the three deaths that further exacerbated the protest and for sure the government might have found something else to do with the $80 million that it has forked out to facilitate an investigation into the disturbances and the deaths. We know that fuel and food could not pass through Linden which had become the gateway to the hinterland, replacing Bartica which was accessed by the Essequibo River. Linden has become strategic; it is the location through which the road from Brazil will pass. So influential has Linden become that when the protest erupted and then prolonged, President Donald Ramotar remarked that the financiers of the road from Brazil might be having second thoughts about passing the road through Linden. What was the most significant destruction in Linden was the One Mile Primary School which went up in flames. Someone failed to recognize the importance of education. As far as the hydro project road was concerned, it should have been completed a long time ago. The nation was led to believe that with each day the cost of the entire hydroelectric project would have become more costly. President Jagdeo even said that to reduce the cost of the entire project Government was funding the road. And the money would have come from the Norway Fund which offered so much hope to the nation. The funds have come from the public treasury but the road continues to lag. Linden is now being blamed for the delay. Sadly for those playing the blame game, the Linden situation lasted only one month. The road is more than a year behind schedule. We now understand that it could be two more years before the road is completed although this sounds farfetched. We know that equipment used by one of the contractors on the road has been seized so that too is contributing to the delay in construction. In most countries where a lot of money is involved, the government would bring in the most professional contractors. This was the case when Guyana constructed the Soesdyke/Linden Highway. It was also attempted when Guyana undertook to construct a new Essequibo Coast road. The same should have been done for the Amaila Falls road. The nation knew what the size of the original contract was. It does not now know how much the road would now cost. To seek to blame Linden for any delay is to attempt to pull wool over the eyes of the Guyanese people. There has been no attempt to expose the nation to the road. More than a year has passed since the promise was made to take the media to visit the road project. It remains shrouded in mystery.
Guyanese are experiencing a large and growing gap between economic haves and have-nots DEAR EDITOR, The revelation by the Kaieteur News of photographs of the home of the former President Bharrat Jagdeo’s home was met with swift attempts at justification and condemnation of it as a security breach. It appeared to me to be a response to what must have been an embarrassment to a party in government founded by the late Dr. Cheddi Jagan, who was respected by all for his integrity and simplicity. While the rest of the world is saddled with an image of Guyana as uniformly poor, second to Haiti, Guyanese themselves are experiencing a large and growing gap between economic haves and have-nots. I have not seen such opulence in the home of any of the former Prime Ministers in Trinidad & Tobago, Barbados, Jamaica or Anguilla. Only the home of
former Turks & Caicos Premier Michael Misick in Providenciales is comparable, though this home is part of an order of the Honourable Chief Justice Gordon Ward which freezed all of his assets. I cannot dispute that former President Jagdeo was not hardworking. There are many hardworking Guyanese who unfortunately don’t earn a decent living, have to pay taxes and who struggle to meet their monthly commitments. It must be those persons, particularly those who support the PPP, the defenders must have panicked about when the photographs were revealed. There has been no former Guyanese Head of State before who has been so insensitive to the reality of the Guyanese people that they have flaunted their hardearned money in the faces of the struggling population.
One only needs to drive on Princes Street, Lodge to see the squalor under which some have to raise their children while some prepare, in obvious anticipation of a bride and many children. There is the Guyanese saying, “who got luck eat pork” and some are clearly raising pigs. So life continues in this Republic. I am hopeful, as my brother’s second daughter T’Sehai, on passing the Office of the President, said she wanted to become the President of Guyana. Once she achieves this, then after just one term in office, I’m sure she too can own a similar palace close to the former President’s home with hard work It was Dr. Cheddi Jagan who in 1992 said, “We (Caricom Heads of Governments) must set our face sternly against corruption and extravagance.
We cannot have a Cadillac-style living with donkey-cart economies. Our leaders must set the example of democratic, accountable, clean and lean governance and efficient governance,” though the party that calls his name loudly at the time of every election has walked away from the very principles he so believed in. Former President Jagdeo has shown he is his own man and if Dr. Jagan believed that some wanted power for money and swanky living; others for personal glory but he (Dr. Jagan) wanted power for the people, for the masses, that was not the stance he was prepared to take. So while one will go down in history for clean and lean governance, the other’s legacy may be a lot more personal. As the late Godfrey Chin would say, “yuh tink it easy.” Dawn A. Holder
Politicians must answer reporters’ questions DEAR EDITOR, I agree with the view expressed by Adam Harris that reporters should not be mouthpieces for any politician (KN Sep 2). Yet many reporters are just that. However, we must not ignore the fact that some reporters, columnists, letter writers and even editors and publishers have an agenda – their personal or political agenda – and are not objective in their reporting or editing. Reporters and media practitioners (including columnists) are part of the fourth estate and should discharge their duties professionally and without bias. Otherwise, they will mislead a gullible public, as is the case with some columnists and reporters. They should write objectively and pen news exactly as “eyewitnessed” or revealed to them. And the analyses of columnists should be balanced and supported with evidence. Reporters and editors should not editorialize or comment on the news event unless they are penning an opinion like that of a columnist. It is the duty of a reporter to put a politician on the spot at a press conference so as to get answers out of him or her on important public matters. That is the role of a reporter during my 34 years experience in the field. It is highly disrespectful for a politician to tell a reporter or anyone else “to shut up” or to state what questions he or she would or won’t answer. Politicians should answer reporters’
questions irrespective of how unsavory is the question. If a politician does not feel comfortable about a question, just simply say you will get back to it later. But don’t tell anyone “shut up” or “I am not answering that question”. Politicians must answer questions at press briefings – that is the purpose of a briefing unless it is a major event at which the politician feels answering questions will compromise some important action. In such a situation, the politician should explain that he or she can’t take questions or answer a particular
question because it is highly sensitive – reporters will understand. But never tell reporters to shut up! There are press briefings in the US where the politicians issue a statement and immediately leave the podium. That is understandable, especially when reporters and politicians have a working relation. But if the politician is going to take questions, there is no such thing as “an unrelated question” to a press conference. Reporters are free to ask about anything, even if it is unrelated to a briefing. In response to a question
he or she does not want to address, a politician can say he or she is not in a position to offer an intelligent answer, but will get with the reporter on the question. That is how press matters are addressed in the US when politicians do not want to deal with an issue. Politicians and reporters have an abiding duty to be courteous and respectful. But politicians are not always at fault for the violation of trust and respect. In many situations, reporters pen or report untruths and so incur the wrath or disrespect of politicians. Vishnu Bisram
Huge strides have been made in the education sector DEAR EDITOR, Pondering thoughtfully on the significance of this year’s theme for Education Month, “Transforming the Nation through Inclusive Education”, reflects the huge strides that have been made in the education sector, and particularly within our public schools over the past years. Being in the system for more than a decade, a young and budding teacher, I have seen many systems that have been tried and tested by the Ministry of Education in that entity’s efforts to transform the academic spotlights of this nation. The torching of the Linden school, however, must be condemned, since this affects our children’s potential to be the best they can. Education Month 2012 stresses on inclusive education; education whereby the teacher is geared and ready to teach the curriculum to all kinds of students; the weak, the not so weak, even the disabled. Yes, tools and materials must be provided to teachers and educators to effectively transform inclusivity in curriculum delivery, but this is not what the theme focuses on. Inclusivity means that every child of every
background, religion, culture, economic and social conditions, different interests and ways of learning— all are welcome in the classroom and within the walls of the school complex. Inclusive education begs teachers to provide individualised attention to students without the (harmful) effects of separating learners from the task at times. Inclusive education confirms the acceptance of children with a wide array of academic, social, mental and other abilities and backgrounds; many of which affect their behaviour in the school environment. The Ministry of Education’s after-school remediation drive and Sixth- year Transitional Curriculum are just two of the initiatives that cater for inclusivity in the education system, which has come under heavy criticism from time to time. But the Ministry of Education is not sitting idle by and waiting for disaster to take place. I hope they are not. And we tend to leave it all up to that body. Parents must get on board and work feverishly through their PTA’s especially during ParentTeacher Conferences and renew their interests and vigour to maximise the participation in this process called education. The synthetic track must conform Huge strides have been made in the... to international standards DEAR EDITOR, During the recent burst of argumentation published, as to which of the two Tournaments Guyana was qualified to participate – the Olympics or Paralympics – there was relevant discussion about the proposed construction of a synthetic track, and its location. All would agree that wherever sited, the whole objective of the project is to have competition timings recognised by international bodies. It is therefore obvious that the track must conform to international standards. The following extracts from the IAAF should therefore be instructive: “IAAF Performance Specifications for Synthetic Surfaced Athletics Tracks (Outdoor) · It is important to remember that the tolerances required of this type of facility involve a good standard of road construction. The total depth of base necessary to ensure longterm stability of the finished track surface will depend upon the exact nature of the site on which it is to be built. It should be noted that, even on the most ideal site, a MINIMUM of 150mm freedraining aggregate below a MINIMUM of 60mm bitumen/ macadam will prove to be necessary. The macadam would typically comprise a base course 40-60mm thick and a wearing course 25-30mm thick. Great attention must be paid to the accuracy of the final macadam layer because of the very strict requirements for surface flatness in Clause 1.2 and the requirements for minimum thickness of the synthetic surface in Clause
1.3 of these specifications. It is quite likely that, in order to achieve the required tolerances, corrective work to the macadam layer will be necessary and time should be allowed for this in the programme for the works. It is important that the overall construction must drain freely by means of an adequate perimeter drainage system. · It is recommended that a geotechnical survey of the ground conditions over the site is carried out at an early stage, and the results of such a survey should be made available to an independent consultant engineer in order that an adequate base to the track can be designed. · It should be noted that certain options for the construction of the track surface may not be entirely appropriate for particular climatic conditions prevailing in certain countries. The advice of an independent expert should be sought at an early stage. · It is usual for a five-year warranty to be given by the installer of the facility. The specifier should obviously be satisfied that the terms of such a guarantee can be met by the company concerned. The exact mechanism for
ensuring such compliance by the installer will vary from one country to another. · It is important that, during construction, quality control of ALL aspects of the work is rigorously adopted. This should extend from the installation of the drainage system, through the entire project, to the application of the finished synthetic surface and line markings. The assistance of an independent, suitably experienced and competent test laboratory should be sought in particular for the quality control of the synthetic surface and to conduct a comprehensive inspection of the finished facility in order to ensure compliance with the performance parameters. When selecting such a laboratory, the specialised requirements of this IAAF Specification must be carefully considered.” It is worth noting the commonsensical emphasis that is placed on drainage - a particular concern so far as Guyana’s rainfall pattern is concerned. Too often, the school has become the proverbial daycare, when parents breathe a sigh of relief to let go of their children when school reopens since their (the parents) own lives are full of too much drama. We have not, though, reached the zenith of inclusive education. We have much more work to do and more money will have to be spent. The government, therefore, needs to have more counselors in schools and welfare officers in the various districts to deal with the growing levels of social issues in our schools. There is a dearth of these professionals
in the system and I was hoping that our new Minister would have acted speedier in this regard.Teachers out there have numerous ideas how to improve our education system. Guyana’s schools can be more child-friendly and student-inclusive if parents, teachers, government and the community play their distinct, yet combined roles, effectively. When all is said and done, inclusive education is grounded and rooted in the classroom and to a larger extent, within the walls of a school.W e can transform the education arena and this great nation through the strides and initiatives made by the Ministry of Education. Inclusive education to its maximum is a costly initiative and the government must invest heavier in this regard. Smaller classroom sizes,
comfortable classrooms, the tools, and healthy learning environments can be a start. And the teachers will do the rest. Leon Suseran

Debt Recovery Unit being touted for City Hall City Hall is likely to rake in significant revenue with the proposed introduction of a Debt Recovery Unit. The move has been touted by recently appointed Presidential Adviser on Financial Matters and Chairman of the municipality’s Implementation Committee, Keith Burrowes. He was at the time speaking at a meeting attended by union representatives and senior municipal officials. He said, during that forum, that if the operation of the municipality does not change Government will continually have to be the council’s financial saviour. “If the Treasurer’s Department is not run properly and there is misappropriation of funds do you know who will suffer? The workers...” It was against this background Burrowes suggested the need for the Debt Recovery Unit adding that it is also important that it be staffed by senior municipal officials. Staffers of this unit,
he recommended too, should be uniformed thus ensuring that while in the field they can be easily identified by defaulters. This tactic, Burrowes said, has been utilised by some banking systems and has proven to be effective enough to force defaulters to honour their obligations. “I suggested that we would look at providing uniforms for those people because there will be a psychological effect. There will be some publicity so people know the uniform and so if store owners see that uniform they would know who didn’t pay their rates and taxes.” Burrowes said that he is hoping to have about 10 senior municipal officers trained for the unit even as he emphasised that debt recovery is not merely about taking a letter to a defaulter. “...It is about sitting down with the clients to work out an arrangement to understand the problems they are faced with, and you cannot send two junior clerks to do that.”
He also took a swipe at the municipal amnesty programme. “I don’t believe in amnesty and I don’t want to say why because that has a lot of other implications...I believe in publishing names in the (news) papers,” he added. ADDRESSING RATES Burrowes said, too, that he is hoping to acquire some 20 cameras to be used by municipal officers to photograph buildings within the municipality’s jurisdiction to determine whether they have changed from residential to business status. “Some businesses are still paying residential rates and there are a number of people doing this. You just have to go down Sheriff Street to see this...Now that is something we should be looking at.” President of the Guyana Local Government Officers Unit (GLGOU), Dale Beresford, in defence of municipal officers said that efforts are already being made to address such
Former Commissioner sustained fractured spine
A post mortem examination conducted on the remains of former Police Commissioner Henry Greene has revealed that he sustained a fractured spine and other internal injuries, while ten year old Shaffiya Jamaluddin died from multiple injuries. This newspaper was told that the post mortem examinations were conducted by Government Pathologist Nehaul Singh at the Georgetown Public Hospital. Funeral arrangements for the Commissioner are not known as yet. Greene and the child were killed around 09:10 hrs on Friday morning following a three-vehicle smash-up on
the West Coast Demerara Public Road near Harlem, six kilometers from Vreed-enHoop. Reports are that Greene, 58, was driving a white Sports Utility Vehicle (SUV) PLL 7411 east along the West Demerara Public Road when he collided head-on with a car PJJ 4812, which was transporting six persons, including ten-yearold Shaffiya. He then crashed into the Bakewell Distribution truck GJJ 9067. The truck in turn slammed into the car that Greene struck. Greene and the young child reportedly died before receiving medical attention at the West Demerara Regional Hospital. The other injured were
identified as Victor Persaud, who was employed as a driver with Bakewell; Shalim AliMohamed and Dharmendra Prashadmisir who are porters with the company; Rahim Kaleem, 45; his wife, Zairoon Hussein; Reaz Kaleem, 18; Shaimoon Kaleem; and Fawaz Kaleem, 15. People immediately rushed to the assistance of the injured after the accident. They were initially taken to the West Demerara Regional Hospital and later transferred to the Georgetown Public Hospital. At present, Rahim Kaleem, Reaz Kaleem, Zairoon Hussein and Fawaaz Kaleem are all patients of the Georgetown Public Hospital.

But according to the GLGOU President, officers are often in the field monitoring such developments and in many instances when officers approach questionable highrise constructions “they receive phone calls to say do not touch that building...and it is usually some high ranking official.”
Opposition challenges local lawyers attached to Linden Inquiry - “They are not associated with the adjudication process”- AG “I don’t think that the opposition’s objection is deserving of a comment” said Attorney General Anil Nandlall who was asked about the appointment of two lawyers to serve within the Commission of Inquiry into the Linden shooting. Last week APNU’s member of Parliament, Joseph Harmon, raised several issues about the appointment of Euclin Gomes and Gamesh Hira, the two lawyers who would be tasked with gathering evidence and witnesses. Nandlall told Kaieteur News that the two lawyers appointed are both professional people. According to the AG, the two are not at all associated with the adjudication of the inquiry. The AG said that he would not go on further to comment on the issue. According to Harmon the two lawyers are connected to the Attorney General. Harmon told Kaieteur News that their appointment represents some form of nepotism. He added that there should have been some form
of advertisement. He further told Kaieteur News that he does not know on what basis the two were appointed and whether they are component enough. Harmon said that he did not know how the two were appointed and if the AG had anything to do with the appointment, but noted that the process should be reviewed. On Wednesday four of the five commissioners Justice Lensley Wolfe O.J., Mr. K.D. Knight S.C and Ms. Dana Seetahal S.C along with Guyana’s former Court of Appeal Judge, Claudette Singh, CCH, were sworn in by the head of state Donald Ramotar. Former Chancellor of the Judiciary and the current Chairman of the Police
Complaints Authority, Cecil Kennard, was absent from the ceremony. He is expected to be sworn in upon his return to the jurisdiction from annual leave. In August, the Government and the Opposition came to an agreement on a foreign component being added to the Commission of Inquiry into the Linden protest killings. On July 18, last 24year-old Shemroy Bouyea, 46-year-old Allan Lewis, and 17-year-old Ron Somerset were killed on the first day of a planned-five day protest by Lindeners. Head of the Presidential Secretariat, Dr. Roger Luncheon, had disclosed that some $80M has been budgeted for the inquiry which is expected to last 30 days.
Five execution style killings make up the 81 murders recorded up to the end of August this year. The figure represents a 12 per cent decrease so far. Disorderly murders account for the most with 38, while there were 16 domesticrelated, five committed during robberies, and 17 that are so far unknown. A division accounted for all the execution style killings and continues to the country with 26 murders overall. East Coast Demerara with 17 and the Interior Division with 16, lead Berbice with 13, West Demerara with seven and Essequibo with only two. According to the police there has been an overall decrease of two percent in serious crimes at the end of August this year in
comparison to last year. The total number of reports of serious crimes made by August 31 this year was 2498 compared to 2542 for the same period in 2011. Some of the offences monitored are murder, robbery under arms, robbery with violence, larceny from the person, break and enter and larceny, burglary, rape and kidnapping. Robbery under arms, however, had increased by 23 per cent at August 2012, with 670 reports compared to 544 for the same period in 2011. The statistics indicate an increase of 17 per cent in the number of armed robberies involving the use of firearms, and a 35 per cent increase in armed robberies where instruments other than firearms were used by the perpetrators.

Six Chinese remanded for Man accused of robbing overstaying in Guyana contractor denied bail Six Chinese nationals were yesterday remanded into state custody pending investigations relating to the circumstances of their stay in Guyana. The six who reportedly came to this country on business, appeared before (Ag) Chief Magistrate Priya Sewnarine -Beharry at the Georgetown Magistrates’ Court. The court learnt that on August 24 they all entered Guyana via the Cheddi Jagan International Airport and were granted a week’s stay in the country to transact business. However on August 28 the police intercepted the group in Lethem as they attempted to travel to Brazil without the appropriate travel documents. Prosecutor Stephen Telford made an application to have the Chinese deemed as illegal immigrants and
deported to China. Telford explained that the defendants all citizens of the Republic of China, cancelled their tickets to return to the country of their birth, and went to Lethem to cross over to Brazil via the border. He told the court that the Chinese were detained by the police because they were traveling in a taxi in route to the Guyana \Brazil border without the legal travel documents. The prosecutor further said that the taxi driver, who was contracted by the Chinese, gave the police information that he was transporting the group of Chinese who intended to depart for Brazil. Attorney At Law, Euclin Gomes provided legal service for the six immigrants. Gomes told the court that his clients were in Lethem driving around looking for a
place to eat when they were arrested by the police. The lawyer said that his clients had not breached the legal conditions of their stay in Guyana but that their visit expired while in police custody and they could not make an application for an extension of time to remain in the country. Prosecutor Telford then disputed that lawyer’s submission and stated the Chinese were intercepted while heading to Brazil. When asked by Magistrate whether they want to return to China, the Chinese all gave a negative response. As such the Magistrate recommended that the lawyer approach the Supreme Court to make any further applications on his clients’ behalf. The matter was adjourned until Tuesday September 18 to facilitate further investigations.
A hire car driver from Lot 71 Gordon Street Kitty was released on $250,000 bail after he acquired over $1million under the pretense that he could aid in the reduction of Customs duty on a motor vehicle. Rajendra Gopie, 45, pleaded not guilty to obtaining money by false pretense after he appeared before the Acting Chief Magistrate Priya SewnarineBeharry yesterday. Police claim that between July 31 and August 3, 2012 Gopie collected $1,150,000 from Sarran Deokarran under the pretense that he was in a position to aid in lessening
the customs duty for a motor vehicle passing through John Fernandes Wharf. Gopie’s lawyer, Paul Fung-A-Fat requested minimum bail. He told the court that the accused has indicated that repayments will be made to the complainant. Reports are that Gopie and the complainant know each other and as such the complainant was inquiring about getting a vehicle which was sent by a relative from overseas cleared through Customs at a reduced tariff when the defendant told the man that he knew someone who could get the job done for the price of $1,150,000.
Gopie subsequently collected the money, but when Deokarran tried to contact him via telephone in relation to the agreement the calls went unanswered. The matter was reported to the police and Gopie was arrested and charged. The accused was granted six months to make the financial settlement. He will make his next court appearance today September 11.
Man granted $250,000 bail on ‘scam’ charge
A 47-year-old vendor and father of two accused of robbing a contractor of $283,000 worth of cash and valuables appeared before (Ag) Chief Magistrate Priya Sewnarine -Beharry at the Georgetown Magistrates’ Court yesterday. The man, Mark Henry, is said to have committed the act against Building Contractor Tajnaught Luknauth on Saturday September 8. His Attorney, Paul FungA-Fat made a request for bail
and told the court that on the day of his client’s apprehension, he was chased by a group of people and so he ran without knowing why he was being chased. However prosecutor Gordon Mansfield told the court that the defendant admitted to the crime in the caution statement that he gave to the police. According to police information, the plaintiff was on Camp and Church Streets with $260,000 and a quantity
of construction tools cloaked in a canvas bag when Henry and a group of other persons came up behind him. Luknauth remembers Henry grabbing the bag and they became engaged in a scuffle. Henry eventually relived the man of his bag and took off running. Luknauth stopped a taxi and gave chase and the defendant was caught with the bag in his possession. Henry was denied bail until September 12.
Afghan Taliban threaten to kidnap and kill Prince Harry KABUL (Reuters) -The Afghan Taliban said yesterday they were doing everything in their power to try to kidnap or kill Britain’s Prince Harry, who arrived in Afghanistan last week to fly attack helicopters. Queen Elizabeth’s grandson is in Afghanistan on a four-month tour, based in Camp Bastion in the volatile Helmand province, where he will be on the front line in the NATO-led war against Taliban insurgents. “We are using all our strength to get rid of him, either by killing or kidnapping,” Zabihullah Mujahid, a Taliban spokesman, told Reuters by phone from an undisclosed location. “We have informed our commanders in Helmand to do whatever they can to eliminate him,” Mujahid added, declining to go into detail on
what he called the “Harry operations”. NATO Secretary-General Anders Fogh Rasmussen said he was not worried about the Taliban threat against Prince Harry. “That’s not a matter of concern,” Rasmussen told a news conference in Brussels yesterday. “I mean, we do everything we can to protect all our troops deployed to Afghanistan whatever might be

US rum subsidies hammer Jamaica, other Caribbean producers KINGSTON, Jamaica (AP) — Rum, the sugar-based liquor that has fueled the development of the Caribbean for centuries, has become the focus of an increasingly bitter dispute with the US. Small producers in countries such as Antigua, Guyana and Jamaica complain they are being punched by unfair trade and marketing advantages for global beverage corporations operating in US territories, and say US rum subsidies threaten to drive some beloved top-shelf Caribbean labels out of business, or force them to sell out. It’s a high stakes battle because rum, first developed on Caribbean sugar plantations in the 17th
century and deeply engrained in local culture and history, is one of the few competitive industries for the tourismdependent region’s tiny, vulnerable economies. The tipple, which can range from colourless to coppery, from almost tasteless to richly layered, generates roughly US$500 million in foreign exchange for independent Caribbean countries and more than US$250 million in tax revenue. The subsidies come from money raised through an excise tax on liquor sold in the US. Under an obscure federal law, almost all of the money generated by rum goes to the treasuries of Puerto Rico and the US Virgin Islands. Those tropical territories in turn hand a share of it to the
producers as a subsidy to do business there. Distillers in other countries say they lived fairly comfortably with the US subsidies for decades, even if they thought the rebates gave advantages to rum giant Bacardi Limited in Puerto Rico and Cruzan Rum, a US Virgin Islands brand now owned by Beam Inc, the US maker of spirits such as Jim Beam and Maker’s Mark. But they are alarmed by recent deals that sharply increased the subsidies for already powerful corporations in the two territories. The moves have prompted some competing Caribbean distillers to urge their governments to complain to the World Trade Organization (WTO), fearing that the US subsidies may undermine age-old rum operations in the Caribbean, the global center of production, and motivate other multinational distillers to relocate to US territories. MOTION DEFEATED - COP to file amended ‘Warner must go’ version to PM Congress of the People (COP) vice-chairman Vernon De Lima’s motion to have National Security Minister Jack Warner removed from Cabinet failed by majority vote yesterday. “I lost the vote, so we will see what happens,” De Lima said as he left COP headquarters in Charlieville, Chaguanas. He departed soon after the motion failed and did not stay for COP leader Prakash Ramadhar’s closing remarks. Last week, De Lima moved the motion to have Warner removed from Cabinet but also threatened that the COP would “dissociate” itself from the People’s Partnership Government if he was not. De Lima also threatened to leave the COP if he failed in this bid. But yesterday, faced with a 91-6 vote against his motion, De Lima said he remained a COP member “at this point”. Despite the failure of that motion, an amendment to De Lima’s motion was passed that also called for Warner’s removal from Cabinet, but without the ultimatum of the COP’s departure. Ramadhar said despite the fissure created by the motion, De Lima remained a “treasured member” of the COP. “The motion having been defeated, he made public pronouncements. Unfortunately he had an emergency and he had to leave before I had a chance to chat with him to know what would be his position now that the motion vote has been against him,” he said.
Ramadhar said while no disciplinary action would be brought against De Lima for filing a private motion under the party’s name, the internal party election is on October 28 and De Lima’s vicechairmanship position would be put to a vote. “I think that discipline comes in many forms and there are internal elections coming up next month and people will exercise their own level of discipline,” he said. “We think the moral strength of the argument is strong and as such we expect the Prime Minister to act in accordance with what is best for Trinidad and Tobago. “We have also asked in that motion for the police to conclude as speedily as is possible any criminal investigations in relation to that Minister. So we can have a final resolution in relation to any criminal charges or not on this. It is fair to all to have a final and quick determination on this issue,” said Ramadhar. “I have to take responsibility for the party and when the party did not authorise a motion and it was
put in the public space as a COP motion... It was Mr De Lima’s motion and we had to set that record clear.” Ramadhar ended all speculation that the COP would ever leave the People’s Partnership Government. “We are staying because we promised the people of Trinidad and Tobago certain things which we have not yet delivered on and which we are working on delivering. It would be an abdication of that trust that they gave to all of us, especially the COP.” Ramadhar said he was voted in for five years and will not “destabilise” the country by threatening to leave pending Warner’s Cabinet position. “We have to appreciate that the Government was voted in by a majority of persons, we have to respect that and we will not abdicate our responsibility to the population any time before that period,” he said. In response to the failed motion and the new amendment, Warner, in a telephone interview, would only say: “That is COP’s business, not my business.”
Jamaica seeking clarification on Mugabe statement KINGSTON, Jamaica (CMC) – The Government of Jamaica says it is seeking clarification on a statement reportedly made by Zimbabwe’s President Robert Mugabe about the country, before it makes a full response. But in the interim, Foreign Affairs and Foreign Trade Minister AJ Nicholson has brushed aside reported remarks that Mugabe described Jamaica, as “a country of marijuana smokers where women are now taking charge since men are always sloshed”.
The Zimbabwean president was quoted further as saying that while marijuana is illegal in Jamaica, citizens are free to smoke and that men are always drunk, while universities were full of women. Nicholson said that Kingston is seeking to verify the statement before Prime Minister Portia SimpsonMiller responds fully. But in the meantime Nicholson said he would remind Mugabe that Jamaica is a nation characterised by adherence to “democratic principles and the rule of law”.

Yesterday was a red-letter day in the history of public transportation of Guyana. The new Chinese ferry that allows vehicles to roll on and roll off freely had its maiden voyage from Parika to Supenaam. This is an important development in Guyana’s marine history and points to the continued investment by PPP governments in marine transportation in Guyana. The new vessel now permits the larger fleets of cars and trucks to now travel directly from Parika and Supenaam. Previously the ferry would have to make its way out into the choppy waters of the Atlantic and then navigate its way inland, docking at Adventure. This new vessel and the docking facilities at Supenaam will provide a much improved service and result in savings in the time

that it takes to travel from Parika to the Essequibo Coast. Persons wishing to go by ferry to the Essequibo Coast can now do so in greater comfort and in half the time than before. Of course not everyone uses the ferry and even with the halving of the travel time, many will continue to opt for the speedboats which can half the time that the new ferry takes to go from Parika to Supenaam. However, when it comes to the movement of cargo, the new ferry is a God- send. For many businesses on the Essequibo Coast it will allow for the faster movement of cargo. This will ease the hassle of many businesses, especially small traders who use the ferry service for the movement of cargo. It will also allow for more produce from the Essequibo to be brought out of the region and
therefore boost economic activities in Essequibo. There have been many criticisms about the Chinese invasion of our commercial sector. But China has not just been seeking business opportunities in Guyana. They have also been helping Guyana and the ferry is just one such assistance. Ferries are longlasting vessels. The ferries that plied the Berbice River were acquired since the early PPP governments in the 1960’s and some of them are still around. They however do require substantial maintenance and this is where the government needs to pay careful attention. There needs to be ongoing maintenance of the present vessel. The Transport and Harbors Department should not wait until things get real bad before they begin maintenance.
Each day there should be inspections and maintenance undertaken. If there are scratches to the paintwork to the inside of the vessel, these should be “touched” up immediately. The vessel should also be kept clean at all times. It was appalling to have seen the condition of the vessels that plied the Berbice River. They were dirty; the toilets were in a deplorable condition; and travel was far from being comfortable. You dared not wear a pair of white trousers on that vessel because if by chance you had to brace on some part of the ferry, then your trousers would become soiled with grease. It is hoped that the new Chinese vessel will be maintained in a state of cleanliness and that the seating arrangements would be comfortable. In fact the passenger area should be air-

conditioned so as to encourage more persons to travel by the ferry rather than by speedboat. The new ferry, it is said, can transport close to eight hundred persons per trip. This is about the daily traffic between the islands, the Essequibo Coast and the mainland. As such, the vessel is expected to present some competition to the speedboats but these boats will continue to exist because Guyanese just to arrive fortyfive minutes earlier, would opt for the faster travelling speed boats. The new ferry will dock at Supenaam and while works are also ongoing at that location it is hoped that the Transport and Harbours Department will acquire exclusive rights to the stelling area. It is hoped, also, that the Transport and Harbours Department can
make the Supenaam stelling a presentable and orderly area. This can only be achieved if there is regulated vending. In fact no illegal vending or touting for passengers should be allowed. There should be designated taxis and minibuses which should pay a base fee to the authorities and given exclusive rights to transport passengers from the stelling. Guyana needs to have orderly development. It would be a sad day if after so much has been invested in the stelling and the ferry that the entire docking area should be swarmed by vendors with their rickety wooden stalls or by minibuses and their touts.

“The spy who loved me” People from all countries of the world, who know what is going on in Guyana, laugh at this nation. We do the stupidest things and the normal mind wants to know how human beings can be so clownish and selfdestructive. Mr. Gerry Gouveia should be on our radar screen. An employee from his company has been arrested for cocaine trafficking. One would assume that Mr. Gouveia would do the normal, sane thing and let the law take its course. Countless times, employees of companies get tangled up with the law and you don’t see the firms holding internal enquires. What is the relevance?
We must ask Mr. Gouveia if tomorrow another employee is accused of duty free scams, whether there will be a company probe. If next week, another Roraima employee is passing off donkey meat as beef, will Roraima investigate again? Well, I guess you can argue that nothing is wrong if Gerry Gouveia (I won him a bet but I am still to collect) wants to hold an internal inquiry. But he went about it in a silly, asinine way. Why should I accept the findings of a team that Mr. Gouveia himself appointed to look into how an employee of his got involved in alleged cocaine trafficking. The team is headed by attorney James Bond. Sound
strange! Bond is an APNU parliamentarian and a lawyer without substantial experience. So Gouveia who is close to the PPP Government as I am close to my wife (married for 34 years) selected an opposition parliamentarian. One word best describes that - enigma. Also on the committee is frequent Chronicle letterwriter and PPP supporter, Roshan Khan. If Gouveia is reading this I would like to recommend an additional member to the probe team – Kwame McCoy. I am telegraphing my thoughts to Gouveia – this column will not accept the findings of his handpicked investigators. GuyExpo 2012 to feature ‘Future City,’ ‘Youth village’ at Exhibition site Under the theme “Strengthening The Traditional, Embracing The New” GuyExpo 2012 will be staged from September 27 to September 30 at the Sophia Exhibition Site. The exposition continues to highlight Guyana's strategy, and its prudent policy implementation and continuing efforts to expand opportunities for sustainable investments. The Tourism Village will be located between the GTA Building and the Guyana National Bureau of Standards.
In expounding on other new features, Haralsingh pointed to the electrifying new exhibit- 'Future City' which will be displayed at the roundabout and will encapsulate all the transformative projects underway to propel Guyana into the future. He said, “Here we will showcase and project what our country will look like in years to come when all of the transformative projects underway and those yet to come have taken root.” To complement this, there will also be a 'Youth Village' which will feature all of the possibilities that exists for youth development and entrepreneurship, in preparation of a new dynamic future. By Rabindra Rooplall Vehicles and passengers boarded one of the multimillion-dollar Chinese-built roll on roll/off ferries, 'Kanawan' yesterday as it made its inaugural trip from Parika to the Supenaam Stelling. General Manager of Transport and Harbours Department (TH&D) Marclene Merchant noted that the commuters are overjoyed that the ferry is in operation although the rollon-roll-off facilities are not yet complete. The commencement of operations yesterday will see a significant reduction in the build up of vehicles and commuters at the stellings. The Roll on Roll Off ferries, 'Sabanto' and 'Kanawan' vessels will be making one trip per day. They will be supported by one of the older ferries, either Mv Malali or Mv Torani, which will also travel from Parika and
Supenaam but they will service the islands of Leguan and Wakenaam. Noting that the Kanawan was not filled to capacity yesterday, Merchant said that most commuters were unaware that the ferry commenced its operations. As such, later in the week, the vessel use will be maximized. There will be more people and cargo. Marine superintendent Captain Garfield Halley, who is piloting the vessel, said that the ferry will be taking approximately 90 minutes between Parika and Supenaam. This is about half the time the previous ferries took. The roll on/roll off ferries can seat 800 persons and can carry many more trucks and other vehicles. The inaugural mooring has been declared as successful. The vessel can be moored from either end from (continued on page 16)

Two years later …
Demerara Bank clerk’s killer still on the loose “At least I gave them time, they asked for time and still, nothing,” victim’s mother On September 10, 2010, Demerara Bank Clerk, Sheema Mangar, was awaiting transportation on north road to take her home when a thief came up to her and snatched her cellular phone. Instinctively, Mangar tried desperately to retrieve the instrument from the thief who had jumped into a waiting car. Thinking that it was the best thing to do, the young bank clerk held on to the car but fell and was dragged under the vehicle for almost a block, sustaining severe injuries in the process. She subsequently succumbed to her injuries at the St. Joseph Mercy Hospital. The crime sparked public outrage and it was expected that the police would have pulled out all the stops to solve it, especially since there were a number of eyewitnesses. But two years later, confusion, denial and seeming incompetence have led to one of the most undesirable cold cases in recent criminal history on local soil. For Radica Thakoor, the situation is unbearable and will remain so until someone is charged or she is called to join her daughter, Sheema, in the great beyond. “Whenever I think about it, I question the system. It’s been two years. At least I gave them time; they asked for time and still, nothing. This thing is eating away at my heart. As a family, we lost everything. The killer is free and we have no happiness,” a tearful Thakoor told this newspaper yesterday. From the outset controversy surrounded the investigations, as investigators obtained nothing tangible to link the
several persons who were detained and the cars that were impounded to the crime. Investigators then turned their attention to no tried and proven method of solving modern crimes, technology, more specifically, forensic science. However, Guyana’s limited capacity in the field resulted in investigators having to rely on overseas help and Barbados was the port of call. They secured samples of a piece of fabric recovered from one of the impounded cars. They also retrieved what appeared to be blood and hair from the car with the hope of matching them to samples obtained from the dead woman’s relatives. The first sign that things were not going according to plan was when the results of the cloth test came back. Kaieteur News was reliably informed that the samples of fabric and suspected blood collected from the vehicle believed to have been involved in the matter did not match those that were obtained from the victim’s relatives. But this was the beginning of the confusion. There are reports that what was thought to be blood was not, and to make matters worse, the hair sample never left Guyana for Barbados where it was intended to go though DNA testing. With respect to the hair samples, the police had put the blame on one of its officers, stating that disciplinary action was being contemplated against the person who was responsible for the apparent lapse. However, this newspaper understands that the hair
sample was deliberately not taken to Barbados in the first place, since it would have been of no value to the investigations. According to a source, the hair sample had no root and the tests in Barbados would not have been able to ascertain anything from it. “The police should stop fooling the family. The piece of hair is just a piece of hair and there is nothing the lab in Barbados could have done with it,” a source who was close to the initial investigations had told this newspaper. In amplifying that the Ministry of Health is an enlightened institution and a learning organisation, the Minister said, “We provide upward professional mobility by giving young professionals other opportunities” even as he added that the health sector is always under pressure to recruit more skilled professionals. However, while there is scope for deviation, Minister Ramsaran pointed out that this move is only possible through the discretion of the administration. “There is no obligation for me to start training you or putting you on a post
graduate scholarship tomorrow or the other day. “The administration has in place an administrative arrangement whereby you must serve at least two and a half years but it doesn’t mean that at the end of that period we will put you on a post graduate scholarship because there are other considerations.” This consideration, the Minister said, has been linked to unfortunate developments whereby persons have absconded from their contractual obligations. “Currently there is one individual on a scholarship who has since mystic; we can’t find him. He was a truant and a constant delinquent,” said the Minister. He made reference to instances where past scholarship beneficiaries have even absented themselves from duty, a state of affairs the Ministry will be examining very closely. “Those who stick to their guns are the ones who we see would want a second contract to serve after being trained in post graduate programmes such as surgery, gynaecology or paediatrics.” According to the Minister once persons are allowed to join post graduate programmes, the preponderance of which are local, they will be expected to sign a further contract to serve. “If you are absorbing more resources of this country you need to s e r v e m o r e because you are absorbing an expensive scholarship...” the Minister quipped. He revealed that several post graduate programmes have been introduced
recently which represents “a conscientious effort by the administration to address certain needs of our young professionals who want to move upwards.” In previous years, he noted that young doctors were not afforded many such opportunities which had caused some to migrate. Businessman feels harassed by GNBS By Abena Rockcliffe Disgruntled over what he deems as a “set up”, Anthony Sarjoo is claiming that his business is under attack. Sarjoo, the owner of Isaac Computer Electronics, said that two male representatives from the Guyana National Bureau of Standards accompanied by three armed police ranks “barged” into his store on Friday; and placed “on hold” signs on his display case halting any sale of Blackberry phones. According to Sarjoo, he inquired whether there was a court order and was met with a response from one of the representatives from the Bureau of Standards that “ we don’t need a court order, we can do what we want cause you selling a set a refurbished phones.” The business owner said that the scene was somewhat embarrassing as two of the ranks were in possession of “dem big big guns and they just barge in like I am some criminal.”
Sarjoo give the genesis of Friday’s incident as an “ongoing” situation existing with a customer whom Sarjoo “found to be the suspect from the beginning.” The man said that following the customer’s initial purchase of the phone, she requested that she be given a warranty; six months was granted. He said that the phone was purchased on a Wednesday. The following Monday, the woman returned to the store with complaints that “the phone ain’t taking charge and that de power cable (charger) was crooked.” Both her battery and charger were replaced. “We found it strange cause all these things were shown to her before she left the store so it obviously was crooked then. We figured it done there,” stated an employee. However, the customer returned a few days later and stated that the phone wasn’t even “coming on, that “it ain’t
rebooting or nothing.” “I told her that she has to wait until the boss comes back for negotiations. After that, we were in constant communication until one day her mother said that they knew someone from the Bureau of Standards and that they will report us. Since then we weren’t contacted till today’s drama” recalled one of the store workers. Sarjoo stated that he thinks that someone is out to get him because of his “unbeatable rate” on blackberry phones. “I ain’t looking for a 100 per cent profit. I sell my things reasonable. Is years I in this business. I ain’t looking to rob nobody” affirmed Sarjoo. The man said that he never purchased refurbished phones or computers because they are too problematic. He even produced the invoice for the said phone sold. That invoice stated “condition: new.”

Law firm to file contempt motion against Registrar of Lands The law office of Poonai and Poonai is thinking about moving to the High Court to file a motion of contempt against Registrar of Lands, Juliet Sattaur. The law firm, on behalf of its clients, made the statement yesterday in relation to land titles that the Registrar is reportedly refusing to release despite being ordered by two judges; one being the Chief Justice himself, to hand over the land documents. According to a partner at the law firm, several complaints have been made against the Registrar pertaining to her alleged slothfulness in the transfer of lands. The lawyer claimed that in some cases, years pass by; some persons die and the Registrar would still not make the title transfers despite the mandatory requirements of compliances, rates and taxes and power of attorney being provided. Sohan Poonai alleged that instead, the Registrar would formulate several excuses in defence of her not making the land transfers. “…some matters, for as long as three years, she (Registrar) would take to effect a transfer. Fifteen applications for land were filed; some since 2009 for her to transfer title to the applicants… “She has refused. Her excuse would be that the compliances were not renewed, the power of attorney is not updated or that the rates and taxes have to be renewed, not withstanding that at the time of filing applications all documentation were complied with.” Poonai explained that when the year expires the
compliances by law, must be renewed. He alleged that the Registrar would then use that glitch as an excuse for refusing the land transfers. Poonai argued that it is no fault of his firm or the applicants that the compliances need to be renewed when all the land documents were initially provided at the time it was filed. Poonai told Kaieteur News that on May 11 this year, Justice Diana Insanally granted several orders compelling the Registrar to transfer land titles. He alleged that when the matter was called in court, the Registrar never made an appearance to justify why she was allegedly failing to grant the land applications. The Attorney further stated that Justice Ian Chang made an order compelling the Registrar to pass all the titles over to the respective applicants. He however claimed that Sattaur was still refusing to comply with the ruling, thus defying the order of the Chief Justice. “On 11 May 2012, Justice Chang made all the orders absolute… meaningcompelling her to pass the titles. We served these orders on her. Notwithstanding that we
served these orders, she still adamantly refuse to issue the titles. She is disobeying the order of the court…. and no less, a court of the Chief Justice.” Poonai read from the order of Justice Insanally which incorporated that the Registrar’s failure to issue the land titles is “unlawful, arbitrary and unreasonable.” Poonai concluded that his law firm has been forced, on behalf of its clients, to file a motion of contempt “to send the Registrar to prison for disobeying the order of the Chief Justice.” The Attorney opined that the Registrar’s action is of public importance since these are not isolated incidents that are slowing up commerce in the country. In the meantime, several other lawyers who opted to remain anonymous vented their frustrations towards the Registrar. One attorney is of the belief that nothing will change despite the numerous complaints made against Sattaur. He described the Registrar as being “greater than the institution she works for.” He said he has filed numerous matters against Sattaur and no change has come about.

'Kanawan' commences operation from ... A pile of garbage next to the drains where stall holders have to dwell daily. Parika stall holders are complaining of the garbage and drainage situation. These are constantly an issue and a health hazard not being addressed by the Mora-Parika, Neighbourhood Democratic Council (NDC.) The residents also noted that they are dissatisfied with the way the district is being managed, citing the lack of road repairs even though material is available and has been in stock. They pointed out, also that the drains were not cleaned over a long period of time and the road shoulders have not been cleared of excess growth. They are calling on Regional Chairman Julius Faerber and other relevant authorities to investigate and
find solutions to the various issues facing stall holders and residents. One of the brave stall holders, known as ‘Auntie Anne’ said “I went into the NDC office to the overseer,. I asked her, where is the vicechairman? He is no where around. He is in the bush. I then asked how the drains would clean? Because sometimes we pay $4,000 a week to clean the drains and no returns.” She said when she enquired about the reason for paying their monies; the stallholder said the overseer then asked if “we can’t clean the drains since the NDC doesn’t have money. We don’t have a chairman or a vice-chairman either, since the condition of the area is
nasty.” Adding that stallholders are requesting a proper market, she said the NDC and other authorities want vendors to remove from the roadside. However, there is no system being implemented to develop the area, but authorities want to only make decisions without seeking solutions to various problems and issues. When the regional chairman Julius Faerber was contacted, he noted that the Mora-Parika NDC should be contacted since persons can claim or make allegations about anything. However, calls to the Mora-Parika NDC proved futile since none of the calls were answered.

To accommodate the ferries the Works Ministry had to upgrade the stellings at Parika and Supenaam. The contract was awarded to BK International, which modified the Parika Stelling at a cost $240.1 million and the Supenaam Stelling at a cost of some $138 million. The com-
pany had promised to complete both stellings within four months. However this was not the reality since almost one year had passed before its completion. BK International had won the initial contract to construct a stelling at Good Hope/ Supenaam on the Essequibo Coast with a view to reducing the travel time between Parika and the Essequibo Coast. Initially, it took more than four hours for the ferry to travel between Parika and Adventure. The government decided to limit the travel time under three hours by constructing the stelling at Supenaam. At a cost of more than $400 million BK International constructed the stelling which then remained idle for nearly two years. But the need to get the
stelling operational caused the government to inject money into the project. Man claims police stole his Suspicious drowning at the Lamaha canal… Cops question dead amplifier A man, whose car was seized and he was arrested and locked up, is now contending that his $300,000 amplifier was stolen out of his car by police attached to Turkeyen Station. The man, who identified himself as Compton Semple, disclosed that he was locked up on August 17, last, as police “pull in” his car that was parked at his niece who lives two corners away from his Sophia residence. According to Semple, police alleged that his vehicle was there waiting to transport “copper (GT&T cables). I was thrown in the lock-ups then I pass through court; get charge with simple larceny and was sent to Camp Street jail.” Semple disclosed that Friday last marked his second court appearance; he was granted bail and a court order to uplift his vehicle from the Sparendaam Court. The man said that on the said day, he returned to Turkeyen police station to uplift his vehicle. However, he was told that he needed a written court order; he then returned to Sparendaam Court. According to Semple, he was in turn told that he did not need a written court order, as the prosecutor would have communicated with ranks at the station. “I went back Saturday,

Police yesterday took statements from several teenage boys in an attempt to ascertain how their companion, 14-yearold Daniel Younge, ended up drowning in the Lamaha Canal last Sunday. Investigators have received conflicting reports about the incident. One report is that the South Ruimveldt Gardens youth died after plunging into the canal, popularly known as ‘the Blacka’. Another report is that the lads were chasing one another in the water and that one of them pulled Younge, who is believed to have been a poor swimmer, into a deep section of the canal. The teen who allegedly dragged Younge further out into the water was questioned at the East La Penitence Police Station but was not detained. The victim is the son of businessman Colin Younge, who returned from overseas on Sunday night. Mr. Younge and other relatives have expressed the view that Daniel was either dragged into a deep section of the canal or was held underwater. Mr. Young is convinced that his son would not have plunged into the canal, given the fact that he was not an experienced swimmer.
PYO is 60 years old The Progressive Youth Organisation on Sunday concluded a successful series of activities to mark its 60th anniversary to become the oldest youth movement in Guyana. Yesterday saw several groups of the PYO in various regions on the coastland participating in the nationwide pick it up campaign in several communities. There were among other activities in Regions Two, Three, Four, Five and Six. This is in line with the efforts by the PYO to spread awareness regarding one of our modern challenges which is an increase in the generation of waste and improper disposal habits, particularly in the more populated housing areas. Groups from Region Two also conducted a treeplanting exercise in keeping with Guyana’s Low Carbon Development Strategy drive but also to maintain the structural integrity of roads next to some of the main drainage canals in Affiance, Essequibo Coast. A coordinated effort between the Diamond/Grove PPP and PYO groups also resulted in a massive cleanup
campaign of the Diamond Diagnostic Centre compound. Over in Region Three, the PYO spearheaded an initiative at Leonora, WCD to restore the monument of Kowsilla, a martyr who was killed on March 6, 1964. The activities commenced on Sunday, September 2, 2012 in a national road safety drive with the painting and repainting of pedestrian crossings along the coastland. Lectures on the history of the PYO were also hosted by the Lethem PYO group in Region Nine and at Anna Regina in Region Two among others. The main activity was a grand cultural show at Red House, Main Street on September 6, 2012 which saw the participation of several diverse PYO groups from across the country. The large audience was addressed by His Excellency President Donald Ramotar among several other leaders. The Progressive Youth Organisation wishes to thank all those who participated or supported its activities which were all designed to promote the various skills and volunteerism of our youth in Guyana.
Yesterday, the businessman visited the area where the tragedy occurred. He even dived to the spot where the body was found and said that it was so deep that he was unable to touch the bottom of the canal. After this, Mr. Younge said that he was even more convinced that his son would not have ventured out there. One relative told Kaieteur News that Younge was left in the care of an older sister. It was some time in the midmorning when he left his home without notifying relatives. The relative explained that while he was at the “Blacka,” one of his friends swam up and said that he was ‘feeling something’ in the water. “My friend shout and say he feel like a man deh underneath the water…so I say if you feel something pull it up,” the relative related. A postmortem is expected to be performed on the remains tomorrow.

Andy Murray beats Novak Djokovic to win US Open BBC Sport - Andy Murray ended Britain’s 76year wait for a male Grand Slam singles champion with an epic victory over Novak Djokovic in the US Open final. The Scot finally emulated Fred Perry’s 1936 achievement, winning 7-6 (1210) 7-5 2-6 3-6 6-2 in four hours 54 minutes on Arthur Ashe Stadium. Murray - the new world number three - ended Djokovic’s title defence and 27-match hard court winning run at majors. It caps a fine year for the 25-year-old, who also won Olympic gold. But this result will arguably have a greater impact on his career and the future of tennis in the United Kingdom. Murray lost his first four Grand Slam finals an Open era record he shares with coach Ivan Lendl - but like the Czech he has triumphed at the fifth time of asking. While it is a dream of his to win Wimbledon, the British number one has long been tipped to make his breakthrough at Flushing Meadows. He was the boys’ singles champion there in 2004, hard courts are his favourite surface and he enjoys the atmosphere in New York. Murray is unlikely to ever forget the atmosphere inside the world’s biggest tennis arena as he celebrated his success. A swirling wind made conditions troublesome for both players, but it was Murray who coped better in the first two sets. After early breaks were exchanged, Murray struck again before moving 4-2 ahead following a game that included a 54-shot rally. Stoby peaking in time... From page 21 this was as a result of limited participation in terms of numbers of athletes. Stoby was in vintage form as he captured Gold in both the Open and Masters 74kg categories, setting new Caribbean, Commonwealth and World records in the dead lift 265.5kgs and total 645.5kgs in the Masters Category. His dead lift record was only recently broken by a Russian with a lift of 267.5kgs. Nevertheless, Stoby has served notice that he intends to reclaim that record as well as capture the World Champion Title by warming up with commanding performances recently in the local National Masters Championships where he set a national as well as tied the current world record in the dead lift of 267.5kgs with lots of energy left in the tank. It is appropriate to mention that Stoby has a best recorded official lift of 275kg set in 2010 (75kg class) at the CAC Championships. He is
strategically peaking at the right time and in ominous form and as the old adage goes, he is ‘saving the best for last’. Compatriot ‘Big’ John Edwards, who competes in the 120kgs class, has been withdrawn due to an injury. According to the Guyana Amateur Powerlifting Federation (GAPF) President Peter Green, all Guyanese patriots need to rally behind Stoby. Meanwhile, sponsorship towards Stoby’s participation is welcome. Fund raising and promised (but not yet fulfilled) sponsorship has seen his expenses covered at the three quarter mark. BCB/NCN Inter Zone Under-15 competition... Stoby peaking in New Amsterdam/Canje upset Lower time for World Corentyne to lift championship Powerlifting C/ships
Winston Stoby Listed as the #1 ranked lifter in his weight category (74kgs M2 Class), which features the World’s best lifters from Japan, Great Britain, USA, France, South Africa and Peru; Guyana’s Winston Frank Stoby, barring any unforeseen challenges is set to give Guyana its first ever World Power lifting title. The Masters athlete’s quest for ultimate glory lifted off back in 1996 when he was part of the National team at the 1996 Pan American championships in Canada where he captured an individual gold while setting a Pan American record in the open 75kg dead lift. Ever since that performance, Stoby has been preparing for his inevitable date with destiny, returning to the International arena in 2010 and participating at the Masters level at the Caribbean Championships hosted by Guyana for the first time ever, Stoby captured Gold with a total of 652.5kgs and coincidentally, it was a better total than was recorded by the winner of the Open category (625kg) achieved by fellow Guyanese Ryan Williams. Three months later, as part of a four-man team of competitors at inaugural Central American and
Caribbean Power lifting Championships, Stoby stamped his authority as undisputed king of his class when he won Gold in the Open 75kg category which featured some lifters half his age; he recorded a total of 655kgs. Guyana tallied 2 gold and one silver as well as the Best Lifter Overall Title which was won by Randolph ‘The Accomplisher’ Morgan. Stoby next took aim at the World Championships in 2011, Canada. Were it not for the late receipt of his visa, Guyana would have already gained its first World Powerlifting title as the eventual winner, Lewis of the USA, total was significantly lower than Stoby’s best of 2011. Another Champion, ‘Big’ John Edwards, gave Guyana a Bronze at the said Canadian championships, competing in the Heavyweight class. In 2012, Stoby warmed up for this year’s World Championships by participating as a member of an almost full strength National team at the Caribbean Championships in April which saw Team Guyana recapturing the Team Title they won in 2010 in Guyana but lost in 2011 and (Continued on page 20)
A brilliant all round performance from Man-ofthe-Final Kassim Khan led his team New Amsterdam/ Canje to an upset and exciting first innings victory over defending champions Lower Corentyne in the final of the 2012 BCB/NCN Inter Zone Under-15 cricket tournament. Playing at the Young Warriors Cricket ground in Cumberland, East Canje, Berbice in front of a fair size crowd, the host edged the defending champions by 4 runs on first innings to lift their first title at this level. Batting first after losing the toss, New Amsterdam/ Canje reached 113 all out off 43 of their allotted first innings quota of 50 overs. Khan top scored with a fighting 30 with 3 massive sixes and received support from Clifton Lindie 26 and Leon Andrews 21. Skipper Daniel Lewis bowled well to claim 6 for 28 runs from 13.4 overs, while Joshua Harrichan took 2 for 10 from 4 overs. Lower Corentyne in reply lost Brandon Prashad and Tyrone Poornauth cheaply for 4 and 1 respectively to be 18 for 2 in the 13th over. However, Lewis and the talented Balchan Baldeo added 56 runs in 20 overs to take their team to 74 for 2 before Lewis was caught driving at left arm pacer Kassim Khan for a composed 30 (2x4). The rest of the batsmen failed to apply themselves and support Baldeo who was out for 47 with three fours at 93 for 8. Lower Corentyne were eventually dismissed for 109 in 48.2 overs. Khan took 6 for 32 off 20 impressive overs while off spinner Leon Andrews supported with 4 for 35 from 19.3 overs. Off spinner Deon Esau bowled well for Upper Corentyne taking 4 wickets for 53 runs. In reply, Upper Corentyne were bundled out for 70 in 43.2 overs as only Mahendra Deochand 20 and Esau 13 making any significant contributions. Reece receives his winning cheque for his cliff hanger victory from Furniture World CEO Ms janet Hikyle The event was touted as the race of the season so far and lived up to all its pre-race billing as top cyclist Neil Reece and the inform Dwight Holder battled from start to finish with Reece nosing home by a millimeter ahead of Holder in a cliff hanger finish in the Furniture World 50-mile road race held last Sunday. The winning time was 1hr 55minutes. The event which was organized by the Flying Ace Cycle Club, began around 09:30 hrs and saw the 20 cyclists riding off from in front of the Furniture World establishment at Main and King Street and proceed to No.37 village on the Corentyne before turning back to finish at the point of origin. When the race got started, Roy Millington, conscious of the presence of Reece and Holder made an early break
with Wasim Hasnu hot in pursuit as the two opened up an early lead about eight miles into the race. Reece decided that it was enough and made a move on the leaders, but Holder and the rest of the pack closed in quickly and soon enough they had connected to the leaders. Reece and Holder then made a break at Albion and were never challenged. At the half way stage they had already opened a sizable lead on the chasing pack. Try as they others may, no quarter was given none was asked for as the men stepped up the pace on the downward journey and carried on side by side, move by move until they passed the finish line. After much deliberation for a few moments the officials awarded Reece the
win. Wasim Hassnu rode home third ahead of Roy Millington with the veteran Syborne Fernandes improving to take fifth spot head of Shawn Rasheed sixth. Andrew Green was first among the beginners winning a close finish from Audreul Ross, with Andrew Hicks third as Tyron Brush, Richard Alexander, Junior Quinn and Termine Hooper taking the other top spots. Reece took away four of the prime point prizes with Holder and Hassnu one each. The beginners rode 20 miles starting at Adventure and finished in front of Furniture World at Main and King Streets in New Amsterdam. The event was held to promote awareness for domestic violence. There is no doubt that Sport is in a crisis in Guyana and the present calamity has instigated a stream of articles from some sections of the independent media criticizing the laughable support or lack thereof from critical stakeholders for its development. After reading and listening to talk from the major stakeholders about what will be done to extricate us from our current position, the general feeling is that unless there is a concerted effort to attract and include persons with the requisite will and skill supported by a major injection of funding, no amount of speech-making could resolve the problems that has inundated the sports landscape. The objective of this missive is to extract from all of the talk some sensible proposals that if adopted could at least provide some answers for the future. It was Karl Marx who said, “the point is not to understand the world but to change the world” and this quote is made more urgent than usual by the crisis that is currently facing sports, a messy situation which has brought us continual disappointment and international embarrassment. What we’ve had in the past is a situation of unilateral approaches and the absence of inclusiveness and that had given rise to a shortage of an assortment of ideas coming from a wider cross section of the society. However, even the attempt by the Director of Sport (DoS) Neil Kumar to engage the Heads of Associations will fall short of what is required to change the present state of
affairs unless a National Consultative Forum is speedily organized to address the seemingly interminable poor performances of our athletes on the international stage. There must be a change from how things were done in the past since it is clear for all to see that the previous approach did not garner satisfactory results, while the Government’s diffident funding policy has also hindered progress. The expanded nonappearance of the Sports Policy is another source of contention since it is the one document, providing that it benefits from the input of all the stakeholders, could definitively emphasize the seriousness of the Government and ultimately gather unequivocal support from the Private Sector. At the core of the problems are the crisis of ideas which is fundamentally linked with inclusivity and the implementation of an unopposed first class policy that plainly defines strategies to take Sport out of the existing dilemma. The hypocritical simulations of meetings being held among a chosen few must only be seen as more of the old procedure which has been exposed as a failure and rightfully decimated by some sections of the media. The challenge now must be to devise a different approach and that must start with admittance that the present strategy hasn’t worked and it is now time for a new plan to be implemented that includes all the major stakeholders. Time is of essence and any delay could very well endanger the ‘From now to Brazil’ undertaking as promised by the DoS.

he West Indies Cricket Board was recently directed to award TT$1 million (US$155,900) to Ramnaresh Sarwan for “publicly denigrating and humiliating” the Guyanese middle order batsman. The payment is part of a $1.5 million pay out in damages which the Board incurred r e c e n t l y. ollowing their fiercely fought 22 stalemate again El Salvador in the latter country’s backyard last Friday night, the ‘Golden Jaguars’, Guyana’s premiere football team, will attempt to solidify their standings in the FIFA World Cup Qualifiers when it oppose that Spanish team in the return encounter at the National Stadium, Providence tonight. The foreign team arrived in Guyana Saturday evening last and their representatives were present at a press conference at the Princess Hotel International, Providence yesterday afternoon to brief the media of particulars of tonight’s encounter. Their coach, Juan de dios Castillo oozed confidence even as he promised to turn in a great performance. He said that he had made minimal changes to the team that had played in the home match, while reiterating that all systems are in place for an improved performance. Coach of the Golden Jaguars, Trinidadian Jamal Shabazz, was more outright than his Spanish counterpart, “We are an ambitious team and we have a lot to play for; it’s important that we destroy El Salvador,” he exhorted when asked of his prediction for tonight’s game. According Marketing Executive Dion Inniss, six spectators who are clad in yellow will be randomly chosen when entering the stadium and asked to predict the final score of the game in one instance. Six other persons also clad in yellow will also be chosen randomly and asked to predict
who will be the first Guyanese player to score. The lucky persons, one in each case will win tickets to New York compliments of Caribbean Airline. Inniss noted that this is Caribbean Airline’s way of showing their commitment for the great journey that the Golden Jaguars have embarked on and their commitment towards their continued progress. Gibson optimistic about Windies’ World T20 chances Bridgetown, Barbados – West Indies coach Ottis Gibson said he was optimistic of his side’s chances in the World Tw e n t y 2 0 To u r n a m e n t taking place this month in Sri Lanka. Gibson said the composition of the team struck the right balance between experience and talent, and he expected West Indies to live up to his longheld belief that they had the potential to win the World T20 title. “The players have done very well at the camp and looking at the composition of the team. . .we have a good combination, a good mix of experience and young players. . .and we feel we have a real good chance of
