Shaquille Grant killing… 55 lbs of cocaine intercepted at CJIA in separate busts Threatened Agricola man denies calling police
Ranks from the Customs Anti Narcotics Unit (CANU) and the Police Anti-Narcotics Unit intercepted a total of 55 lbs of cocaine at the Cheddi Jagan International Airport, Timehri in two separate operations early yesterday morning. According to reports the first bust was made by CANU ranks around 02:00 hours. This publication was told that a suitcase packed with 25 bricks of cocaine was found on a Caribbean Airlines aircraft which was heading to New York. Reports are that acting on information ranks waited mere minutes before the flight was ready for departure to conduct a search during which the cocaine was found. Shortly after, ranks from the Police Anti-Narcotics Unit
carried out a search on a vehicle that carries luggage to be loaded onto the aircraft and two bricks of cocaine were found. It is believed that the two busts are linked to each other. Sources close to the investigation revealed that the two bricks found by the police may have been stolen from the larger portion which was earlier intercepted by CANU ranks. Four persons have been taken into custody to assist with investigations. This recent bust comes close on the heels of several others at the same port. Only a week ago, two persons were placed before the court for attempting to smuggle cocaine through the CJIA. Prior to that incident, several kilos of cocaine were found in a haversack. On that
occasion it was believed that the bag was thrown over the perimeter fence of the airport. Drug fighting agencies have been trying their best to combat the drug trade which has been seeing more innovative ways of smuggling recently. However, while there continues to be arrests, getting to the core of the matter is still a major challenge for law enforcement officials. Officials continue to stumble on cocaine being exported through the mail, in fish, vegetables, fake walls of suitcases, false bottom shoes, and in one bizarre instance cocaine was found concealed in the wheel chair of a crippled pensioner who was about to board a flight destined for the United States of America.
Electricity to return to Mabaruma sub-district by next weekend
Minister of Local Government and Regional Development, Ganga Persaud and Regional Chairman, and Paul Pierre inspecting the new generator. Over the weekend Minister of Local Government and Regional Development, Ganga Persaud met with members of the business community in Mabaruma, Region One where concerns about electricity were among the issues raised. Minister Persaud noted that the meeting was held at a time when the state of the environment is powered by people’s need to enjoy certain comforts, such as electricity, hence when such an issue is brought to the table, it must be dealt with expeditiously. During the last few weeks the old generator experienced some difficulties and although it was repaired it eventually stopped functioning. Minister Persaud noted that the engineer will return to Region One with the transformer, exhaust and switches to work on the new
system. He emphasised that once all goes well by next weekend power will be restored temporarily following which normalcy will return when the 1000KVA transformer arrives within the next two months. Currently, Mabaruma residents receive five hours of electricity daily and in an effort to increase the hours supplied and, to accommodate more households on the network, steps were made to secure a 750 KVA generator. Electricity is currently being supplied from a 625KVA system. Minister Persaud explained that the new generator was procured and arrived in Guyana a few months ago, however its transportation to Mabaruma took some time. In the beginning attempts were made to transport the generator on a pontoon, however, that would have
cost between $12M to $15M. The generator arrived in Mabaruma in June. Minister Persaud stated that upon arrival in Mabaruma it was discovered that several components and a 1000KVA transformer were missing, hence an additional $18M was needed for the system’s installation and Cabinet was approached for funding in this regard. He indicated that the (Continued on page 18)
The Agricola minibus operator whose car was torched last Wednesday says that he is being falsely accused of calling the police ranks who shot and killed Shaquille Grant. The minibus driver contacted Kaieteur News yesterday to tell his side of the story, while expressing fear for his safety and that of his relatives, including small children, who still reside in Agricola. He believes that the same people who torched his car also carted off a computer, a modem, and other electronic equipment on Saturday after breaking into the family’s Caesar Street, Agricola home. “They burned my car and steal everything from my house. I have nothing.” The man revealed that he is taking the threats seriously and has not returned to Agricola since the attacks on his property. “I haven’t worked since then; I have hardly changed my clothes. I have three small children, and if I have to keep hiding I would not be able to take care of them. I just need my name to be cleared.” The resident said that he has tried to reassure some residents of his innocence, but the individuals that he spoke to have ignored his pleas. ‘They don’t want to hear anything, they say that we got to die, me and my police
friend responsible for the death.” What has apparently added fuel to the rumour about him being an informant is the fact that he is a cousin of one of the police ranks who was at the scene when Grant was slain. However, the man said that he had not spoken to the cousin in months. The resident says that from reports he has received, a close family member, with whom he has a dispute, is the individual who has been spreading the rumours about him being an informant. Recounting events on the day of the shooting, the man said that he had stopped in Caesar Street to talk to Grant and the other young men who were in a yard. According to the resident, he then went to a shop in Second Street, Agricola. It was while he was there that he saw a police patrol in the community. He said that less than a minute after, he heard gunshots, and subsequently heard that Grant had been shot. “I didn’t go to the scene because somebody told me that the police wanted me because I was ‘liming’ with them (Grant and his friends).” The man said that he then found out that a female relative with whom he has a dispute was telling residents in Agricola that he had called
the police. “I have nothing against them (Grant and his colleagues). Why would I do that? I am more than sorry for his death.” The bus driver stressed that it was only a few months ago that he had taken some of Grant’s relatives to ‘the creek’ to watch the Miss Agricola pageant. The man said that on Wednesday night he received information that his car was being torched. According to the resident, he contacted police ranks at Ruimveldt and was told that the ranks had been instructed not to enter Agricola. Police sources confirmed that they had received a report that a vehicle was on fire in Agricola, but were suspicious that the report was really a ruse to lure them into the community. Grant, 17, was shot dead and Romel Bovell, 20, wounded during a confrontation with police in Caesar Street, Agricola, last Tuesday. Grant’s associates have alleged that the police had opened fire after placing them to lie face-down on the ground. The shooting has led to mini protests which abated after a meeting between relatives of the dead teenager and Commissioner of Police (ag) Leroy Brumell during which certain commitments were made.

Editorial Suicide Prevention: Alive? On September 10, the world once again observed “World Suicide Prevention Day”. This year the theme was, “Suicide Prevention across the Globe: Strengthening Protective Factors and Instilling Hope”. If the Ministry of Health (MoH) had any program locally to use the occasion to highlight the havoc wrought by suicide in our society, it escaped us. In Black Bush Polder, Berbice, a US Peace Corps Volunteer performed a wonderful act when he released the results of a survey on suicide he has conducted in that community. Black Bush Polder has long held the title of ‘suicide of Guyana.” Guyana has become infamous globally for the Jonestown mass suicide of 1978 when 909 persons took their lives. Many Guyanese brush off this tragedy by pointing out that it was not a ‘Guyanese thing”. But most Guyanese are unaware that Guyana, with barely three-quarters of a million in population, ranks number three in the list of highest suicide rates in the entire world. With our number of suicides averaging around 189 annually, every five years more Guyanese commit suicide than in the Jonestown horror. According to figures released by the MoH, there were 946 suicides reported in Guyana in the five years between 2003 and 2007. Now, we cannot say suicide is not a “Guyanese thing.” Early in the last decade, this newspaper began highlighting the scourge of suicide in our country. In 2001, after private groups had highlighted the extent of the problem, the MoH acknowledged that suicide was a public health issue and that a national response was demanded. Minister Ramsammy launched into a flurry of activities and established a National Committee for the Prevention of Suicidal Behaviour (NCPSC). The Committee started some centres in Berbice, but gradually seemed to have petered out. After a great deal of handwringing, by 2007, the Ministry launched a new body, the National Committee for Suicide Prevention (NCSP). The NCSP’s objectives were to: reduce premature deaths due to suicide; lower the rate of suicidal behaviour; decrease the harmful aftermath and stigma associated with suicidal behaviour and the traumatic effect of suicide on family and friends, and promote awareness that suicide is preventable and train more persons in recognising mental health problems. Since then, the Ministry of Health has conducted several studies of its own, all of which have confirmed the findings of the pioneering study. In 2009, the Minister candidly asserted that the government, the region and PAHO had not deployed the requisite budgetary allocation to deal with suicide, even as they all acknowledged the gravity of the problem locally. In 2011, a decade after the identification of suicide as a public health problem, the Minister announced on World Suicide Prevention day that for the first time in thirty years, the rate of suicide had dipped: from 189 to 160 from the previous year. This was obviously the result of the subsequent flurry of activities involving national and international actors to first get a handle of the phenomena and simultaneously to make targeted interventions. There were reports of training sessions in suicide prevention that involved the International Association of Suicide Prevention, Pan American Health Organization (PAHO) and Dalhousie University Department of Psychiatry to get both health care professionals and communities on board. Simultaneously with the intervention aspects of the pilot program, a detailed history of suicide victims (“psychological autopsy”) was to be compiled to discover specific causative factors in the Guyanese milieu. A “GateKeeper Program” (of influential persons in the community that may intervene to prevent suicide) was kicked off. Since pesticides (especially gramoxone) are one of the most popular means to commit suicide, the Ministry claimed to have also initiated a program to institute a more secure method of storing the poisonous substance. Last year we pointed out that most of the programmes initiated by the MoH seemed to be languishing on the vine or had withered completely. After the elections, this trend appears to have intensified, even as the scourge of suicide seems to have spiked once again.

Letters... Where your views make the news
What is the political objective of these attacks? DEAR EDITOR, Anyone familiar with Guyanese politics will not need to be convinced that the recent attack on Mr. Freddie Kissoon in the vicinity of the parliament on the evening of August 15th, 2012 was anything other than the work of elements associated with the ruling PPPC, and government. Only the political naive would believe otherwise? It is worth noting that to date not a word of condemnation has come from the ruling party and government disassociating them from this heinous attack. They see no need to engage in pretence. In both private and public discussions two questions are often raised: (1) How far would the rulers go in their prosecution of Kissoon? (2) What is the political objective of these attacks? The first question is difficult to answer, since subjective factors can be as influential as the objective political ones. However, Mr. Kissoon is convinced that someone high up in the both the regime and ruling party has an obsession with him
because of his outspoken criticism of the ruling party and government oppressive, and corrupt polices and that person, (and here I hasten to add, they) want to physically take him out i.e. kill him. Given the regime’s known history of repression in which the physical removal of persons has featured prominently, Mr. Kissoon is well within his right to feel at risk, as he has publicly stated. Kissoon’s view of his personal security is shared by the large number of Guyanese. While the concern for Kissoon‘s safety is generally discussed openly in the opposition constituencies, in those constituencies that support the ruling party, it is done privately, except of course when it is openly discussed by the rabid PPPC activists who make no secret of their hate for him. Therefore, physical removal of political opponents is always on their cards. Notwithstanding this probability, my judgment is that the balance of social and political forces at this juncture will make it unlikely that the rulers will choose
physical liquidation of Mr. Kissoon. There is still method in PPPC madness, their actions politically, are calculated and often measured – they carefully balance risk with outcome. My assessment is based on the regime’s behaviour since it came to power in 1992. Mr. Kissoon falls in a special category of Indian Guyanese critics of the regime - like CN Sharma and Chris Ram. While these gentlemen are seen by the PPPC as irritants, that party believes that at this point their influence on their constituencies is minimal and manageable. However the PPPC recognizes the potential danger they pose to the party’s future if they are allowed unrestrained, unfettered access to the party’s “supporters”. Hence that party at times expresses viciousness towards them. It is however my considered judgment that Moses Nagamooto is more at risk for physical removal than Kissoon since he represents more of a political threat to the PPPC’s ruling cabal. As hard
as they try to do, the PPPC’s leadership cannot easily undermine what Nagamootoo’s long association with the party, his history of being a trusted and loyal lieutenant of the late PPPC founder leader Dr. Cheddi Jagan and his record of struggle in the trenches (unlike the very weak or nonexistent record of most of his detractors) mean to those persons who are rooted historically in the party. Moses Nagamootoo has demonstrated political will and exemplary courage not only to criticize the ruling cabal, but to go beyond criticism and to provide outside of the PPPC alternative leadership to the ruling party support base. That, to the present crop of PPPC leaders, is an unforgivable sin. As I indicated earlier, the second question which seeks to address the political objective of the frequent attacks/ assaults on Kissoon is the easer of the two to answer. The following are some of the political objectives the rulers seek to accomplish: Continued on page 5
DEAR EDITOR, I observed recently a series of articles in the Guyana Times regarding the purported new constitution of the Guyana Cricket Board and quotes from Mr. CLIVE Lloyd regarding same as reported by Mr. Rajiv Bisnauth. It is interesting that the Government of Guyana through one of its now infamous IMCs has resorted to preparing a constitution for an entity that was declared nonexistent and disbanded by the Minister of Culture Youth and Sport. What now makes that entity “in existence” considering that the Attorney General filed court papers claiming the assets of the GCB on a principle of “Bona vacantia” or ownerless property? Of course, the GCB has filed its reply and since the CCJ ruling has declared that it is the membership that exercise ownership of the assets in an unincorporated body, this government action is doomed to fail. However, it is clearly hypocritical for the government to attempt to disband the GCB on the most frivolous of grounds and then resort to prepare a constitution of their liking for the very disbanded entity. All of the manufactured allegations against the GCB were cleared by the Rupert
Foster report which investigation was commissioned by the Ministry of Labour. In any case, the Government, the IMC, Mr. Lloyd or anyone outside of the GCB and its membership cannot legally repeal the existing constitution and replace it with another. It is simply not true that the GCB has two constitutions. In the lead up to the Stanford 20/20 tournament the GCB was required to register with the Friendly Society as a requirement to receive funding. The government, through the then Minister Mansoor Nadir, sought to stop the GCB elections through the Friendly Society. The membership then tested this registration in the Courts and the Chief Justice effectively deregistered the GCB under the Friendly Societies Act in May 2011deeming the registration to be illegal. It simply followed that the GCB had to revert to its original constitution since it was no longer registered under the Friendly Society as directed by the Court. Another glaring untruth is the contention that the WICB has accepted or agreed with the government prepared GCB constitution as reported in the Guyana
Times of 14th Sept. 2012. In fact, the WICB media officer Mr. Imran Khan issued the following statement on the 15 Sept 2012 “Please be advised that the substantive claim in the article that the WICB has approved the GCB constitution is not accurate. The WICB has received a draft of the proposed new GCB constitution and is currently reviewing. Upon completion of this review the WICB will return the draft constitution with its comments”. The WICB hereby indicated that its comments is all that is intended and will definitely indicate that the GCB and
only the GCB can decide on the content of a new constitution, considering that it is an independent, private organization governed by its own rules. I have had numerous conversations with stake holders with almost everyone expressing the view that the proposed constitution is merely the old constitution with someone inserting clauses to exclude broad based participation. The President of the ECB, Mr. Prince Holder, has already indicated his concerns and I am informed that Mr. Hilbert Foster did indicate in a recent Continued on page 5
Only the GCB and its membership can change its constitution
I commend the Acting Police Commissioner on his new style of leadership DEAR EDITOR, I must congratulate the Acting Commissioner of Police for the new style he is bringing to the job. It is not every person shot by the police that he will be seeing their relatives or protestors, some persons are, definitely justifiable, shot by the police but in the case of the Agricola youth there was enough circumstantial evidence as to evince an iota of doubt in one mind (e.g the youth was shot while lying down and to the back of the head). Therefore the Commissioner was right to take the steps to defuse this situation and launch an enquiry. Since he was catapulted into this job I have been admiring his style and firmness, he must be supported by the general public. In closing I would like to quote this motto “…..without fear or favor malice or ill will….” Keep it up Mr. Brummell you must forever hold to this motto. A good old police

‘Place it in the bin’ Only the GCB and its membership can.... DEAR EDITOR, I commend the placing of ‘litter policemen’ around the city especially at the horrendous sites that are truly unbelievable in our once beautiful city. This should help to deter the perpetrators. An additional deterrent and a useful tool for prosecution would be the installation of surveillance cameras at the known dumpsites. I commend too, the intentions of the ‘Pick it up’ campaign. However, I am bothered by the negative aspect of this campaign. You may say “negative?’ Yes, pick it up IS positive, but it is coming from a negative standpoint. ‘Pick it up’ does not
discourage littering. For something to be picked up, it first has to be thrown down or to fall accidently. If it falls accidently, of course it should always be picked up. But trash should never be thrown down. Therefore, the habit that should be strongly encouraged is to put the garbage in a bin. A positive slogan would be ‘Place it in the bin’, followed by a jingle such as: Place it in the bin Box, cup, bottle, tin Place it in the bin Plastic bag, paper wrapper, fruit skin The trash must all go in Just place it, place it in the bin. Joan Collins
From page 4 letter to the press that the IMC is a failure and will not solve the current issues. It is important to note that, after almost one year and millions of dollars; Mr. Lloyd has basically achieved nothing but has in fact created more confusion. I sometimes wonder whether Mr. Lloyd is advising on anything other than the GCB constitution as for the past three months he has indicated that the GCB will have elections every month end even though the GCB has numerous court challenges and was declared disbanded by the Minister responsible for sport. It would not be surprising if one morning I read in the Guyana Times that Mr. Lloyd
What is the political objective of... From page 4 (1) Dehumanizing of Indian political opponents. By throwing feces on Kissoon, they are telling their supporters that the party considers dissidents like Kissoon, to be full of what they threw on him. (2) Invoking the fear factor: The constant attack on Kissoon is one of the regime’s ways of frightening off potential Indian dissidents who might be contemplating following Kissoon’s example. Since fear factor is by no means limited to the Indian community, these attacks contribute to driving fear nationally. (3) The rulers also used these attacks to demonstrate to the country the weakness of the political opposition and c i v i l s o c i e t y, a n d t h e i r inability to protect citizens a g a i n s t t h e r e g i m e ’s attacks thereby helping to reinforce the myth of the invincibility of the regime. (4) Testing the loyalty of the leadership of the police force. To date no one has been arrested in any of the incidents involving Kissoon and this is not because the police do not have the necessary resources to do so, but because they have chosen not to act. The “law men” in action reaffirm their support of the rulers. (5) The assaults on Kissoon is carried out by the “dirty tricks department/ committee of the party, and Kissoon seems to have become a favored target for testing the ability of their operatives to execute operations as requested by the rulers. (6) Whether the attacks are with human feces or with fists the ruling cabal in the PPPC and government seem to get “political orgasms” at seeing their Indian
opponents appearing before the nation and world as weak and helpless under the crushing power of the rulers. Whenever they meet at their watering holes they make jokes of C N Sharma who broke down on national TV and begged for mercy in the face of their imminent closure of his CNS TV6 in 2011. None of them saw anything wrong with putting a large number of workers on the breadline. In their arrogance, they are likely to see comrade Kissoon’s public appeal for protection in the same vein. In doing so they are making a big mistake, Kissoon‘s appeal is not a sign of weakness but political tactics: he is seeking to turn the regime’s aggression against him to his advantage by demonstrating to the world the criminal nature of the rulers. In closing, the rulers have driven many of their Indian critics out of the country or into political silence, but in spite of state repression defiance is growing, and this is a political dilemma the rulers are faced with. Increasing
repression against Indian dissidents and practically violent repression is p o l i t i c a l l y , counterproductive, since it can create alienation in the party’s support base. These acts of repression give the political opposition an effective platform to rally support across the race/ political divide, this has the effect of under cutting the regime’s propaganda that the opposition is anti Indian. The ruling cabal’s political survival depends of its ability to contain rebellion in the Indian community and the rest of the country. This is becoming more difficult daily. The regime has two options available to it: political compromise or increase repression. The choice the rulers make will in the final analysis determine the faith of all, the ruled and the rulers. Tacuma Ogunseye
has called local government or probably national elections. We do agree that there is a need for some changes to the constitution in view of all the legal challenges over the years and in this regard the constitutional committee of GCB had drafted a constitution for review by the membership. This process should be completed and the new constitution adopted at the GCB elections in January 2013. This can be the only solution. I would like to also state
that the Guyana Times has, on numerous occasions stated that both factions of the DCB are injuncted. That is totally untrue as the Bissoondyal faction is the only one injuncted while the Secretary of the DCB, Mr. Mangal, gave an undertaking not to function until the matter is resolved. A copy of this injunction can be easily obtained by contact with my Office. Based on legal advices received by the GCB, it has decided to recognize my election as President of the DCB hence my appointment
PYO not Guyana’s oldest youth movement DEAR EDITOR, Good Evening, I am sending this email to highlight a mistake on the Tuesday Edition of this newspaper (September 11,2012).On page 18 it states in the article that PYO (The Progressive Youth Organization) had,on Sunday last, become the oldest youth movement in Guyana at sixty (60) years, however this is FALSE as the oldest youth movement in this country is the Scouts Association of Guyana (SAG) which celebrates one hundred and three (103) years this November. I hope this mistake will be rectified as some members of the organisation felt insulted and confused by that detail in this article. Thank You for Your Time. A Scout Leader
I support a cover-up by the authorities DEAR EDITOR, No, not that kind of cover-up. I am referring to the one that requires a white sheet or cloth or some other barrier to the prying eyes of gawkers. I would like to see the police and other first responders enable themselves with some means of shielding the victims of a tragedy from the curious, many of whom are vying to be the first with a post on facebook or some other form of social
media. Crime scene tape may keep the crowds afar but it does nothing to the lenses of cameras and smart phones. As a newspaper you surely have a right to print and publish what you choose and the problem certainly won’t disappear overnight. The curious will most likely be the first on the scene but when the authorities arrive I think the ‘show” should be over. Gordon Smith
as an Executive of the GCB. I recently received information that an emissary of the government was making progress in brokering a resolution to this ongoing crisis and what a crisis it has escalated into. As I am writing, the WICB is meeting in Barbados and they are very likely to fix the schedule for the next year or two, Guyana is unrepresented as Mr. Anand Sanasie has refused to attend any meeting until the court matters are finished, in fact the government action in the court has debarred him from attending. Pakistan, India, Sri Lanka and Zimbabwe are all going to be here next year and the Guyanese public will suffer because of the Government stance against the GCB. Our entire cricket structure will soon collapse as the coaching, kiddies and grass root cricket programmes are all suspended. The government must allow the GCB to carry out its functions or the damage may be impossible to recover from no matter who assumes control of the GCB. Rajendra Singh President, DCB

E.C.D four-lane expansion‌
Works on road to resume shortly
Minibus mysteriously goes up in flames
Stalled works on a section of the East Coast Demerara four-lane project
The burnt minibus
A route 9 4 m i n i b u s b e a r i n g l ice n c e p l a t e number BPP 3370 m y s teriously went up in flames last Wednesday morning. The minibus belongs to 25-year-old Ramroop Laldeo, formerly of the Diamond
Housing Scheme, East Bank Demerara. The minibus was parked a few feet away from the home where Laldeo was staying in Tabatinga. According to reports, the man was asleep when he felt an unusual heat.
Upon investigating where the heat was coming from, Laldeo discovered that the vehicle, which gives him a daily income, was in flames. The matter was reported to the police and an investigation has been launched.
Stalled preparatory works on a section of the East Coast Demerara road widening project may resume shortly. The Public Works Ministry is engaging construction companies to identify a contractor. This was indicated by Head of the Presidential Secretariat, Dr. Roger Luncheon, who noted that the Ministry is engaging the services of a contractor but that has not been dealt with conclusively. He explained that interests have been aroused among contractors but the Ministry has to assess some technical difficulties before choosing a contractor. Whichever company is contracted to execute the
project from Better Hope to Montrose will have a large task ahead. Dr. Luncheon said, “We have had some difficulties with the quality of work that has been done which for all intense and purposes suggest that works have to be redone, and therefore you can understand how technical will be the process of engaging someone else, another contractor to take over, Luncheon said. Weeks ago, the Works Ministry terminated the $468.2 million contract awarded to Falcon Transportation and Construction Services. The company was contracted last year to execute preparatory works for the widening of the
East Coast Demerara Public Road into four lanes. The Ministry claimed that the contract was terminated on the basis of fraudulent submissions and poor quality works by the contractor. But the contractor debunked those claims, and said that his refusal to give gifts to staff of the Ministry has cost him the contract. According to a senior official of the Ministry, review of the contract, including the works that the new contractor would have to expedite, will be done this week. Meanwhile, construction works on another portion of the East Coast Demerara road extension project being carried out by Dipcon Engineering Services are moving apace. The Official said that in this first phase, the company will execute works from Montrose to Beterverwagting. The second phase will see works being expedited to Golden Grove. The Engineer stated that works being done by Dipcon are of acceptable quality but the contract may have to be extended owing to some design changes.

Western embassies edgy as Muslim anger at film simmers
A supporter of the Jamaat-ud-Dawa Islamic organisation holds up a placard, while others in an anti-American rally in Lahore yesterday. (REUTERS/Mohsin Raza) DUBAI (Reuters) Western embassies across the Muslim world remained on high alert yesterday and the United States urged vigilance after days of antiAmerican violence provoked by a video mocking the Prophet Mohammad. The head of Libya’s national assembly said an attack on the U.S. consulate in Benghazi that killed Ambassador Christopher Stevens and three other Americans last Tuesday looked like a planned assault by a “group with an agenda” rather than a spontaneous reaction to the video posted online. With protests against the film continuing from London to Lahore yesterday, Western diplomatic missions were on
edge. Germany followed the U.S. lead and withdrew some staff from its embassy in Sudan, which was stormed on Friday. Washington ordered nonessential staff and family members to leave its embassy on Saturday after the Khartoum government turned down a U.S. request to send Marines to bolster security. Non-essential U.S. personnel have also been withdrawn from Tunisia, and Washington urged U.S. citizens to leave the capital Tunis after the embassy there was targeted on Friday. The protests peaked on Friday and abated over the weekend. Around 350 people chanted slogans at a rally outside the U.S. embassy in
London on Sunday. A small group of protesters burned a U.S. flag outside the embassy in the Turkish capital, and in Pakistan there were protests in more than a dozen cities. One person was killed when unidentified people opened fire at a protest in the southern city of Hyderabad, and five people were injured in clashes with police in Karachi as around 1,000 protesters tried to reach the U.S. consulate, police said. The head of Shi’ite militant group Hezbollah called for protests in Beirut yesterday and nationwide later in the week. Defence Secretary Leon Panetta said he hoped the worst of the violence was over but U.S. missions must remain on guard.

South Africa police halt peaceful strikers’ march RUSTENBURG, South Africa (AP) — South African police halted a peaceful march by striking miners without violence yesterday, a day after firing rubber bullets and tear gas to disperse illegal protesters. Officers barricaded a main road into Rustenburg, northwest of Johannesburg, and persuaded about 500 miners that their march was illegal and that they should go home. Yesterday’s protesters from Anglo American Platinum mines wanted to march to Rustenburg police
station to demand an end to the violence against strikers. Some carried sticks, but there were none of the machetes, spears and clubs that have marked previous protests for higher wages. On Saturday, police raided hostels at Lonmin platinum mine and collected homemade weapons. They fired rubber bullets and tear gas to force people into their homes. It was the first police action since officers killed 34 miners on August 16 in state violence that shocked the nation.
The strikes have shut down one gold and six platinum mines, destabilizing the country’s critical mining sector. Saturday’s show of force follows a government vow to halt illegal protests and disarm strikers. The secretary-general of the governing African National Congress party Sunday complained that “mining remains the bedrock of the South African economy, and yet the abject poverty and squalor surrounding mining areas remains a matter of deep concern.”
NETANYAHU: Iran on brink of nuclear bomb in 6-7 months WA S H I N G T O N / JERUSALEM (Reuters) Israeli Prime Minister Benjamin Netanyahu warned yesterday that Iran was just six to seven months away from the brink of being able to build a nuclear bomb, adding urgency to his demand that President Barack Obama set a “red line” for Tehran in what could deepen the worst U.S.Israeli rift in decades. Taking to the television airwaves to make his case directly to the American public, Netanyahu said that by mid-2013 Iran would be “90 percent of the way” toward enough enriched uranium for a weapon. He again urged the United States to spell out limits that Tehran
must not cross if it is to avoid military action - something Obama has refused to do. “You have to place that red line before them now, before it’s too late,” Netanyahu said on NBC’s “Meet the Press” programme, adding that such a U.S. move could reduce the chances of having to attack Iran’s nuclear sites. The unusually public dispute between close allies coupled with Obama’s decision not to meet with Netanyahu later this month has exposed a gaping U.S.Israeli divide and stepped up pressure on the U.S. leader in the final stretch of a tight presidential election campaign. It was the clearest marker
Benjamin Netanyahu Netanyahu has laid down so far on why he has become so strident in his push for Washington to confront Tehran with a strict ultimatum. At the same time, his approach could stoke further tensions with Obama, with whom he has had a notoriously testy relationship.

Senior govt. official under FIU probe ...after spate of property buys Trinidad Guardian - At least one senior government official and an attorney have come under the microscope of the Financial Intelligence Unit (FIU). The duo, sources said, have been purchasing commercial and residential properties located in the western, southern and northern parts of the country. Information reaching the FIU is that some of the properties are being transferred to the attorney’s name, as well as the official’s wife. The properties — worth millions — have been classed as prime property and paid for in cash. Of concern to the FIU, sources said, are the shell companies being incorporated to purchase the properties which lists the official, his wife and two other attorneys as directors. One of the attorneys is the son of a businessman and has appeared in several sittings of an ongoing financial inquiry. The most recent residential purchase was made two months ago in the Fairways, Maraval district,
where a condominium was bought, while a commercial building was also purchased in the St Clair area. Sources said a dossier of documents including copies of the deeds to the above listed properties, as well as other properties have been submitted to the FIU. It was only on Thursday, that Justice Minister Herbert Volney told the T&T Guardian in an interview: “I have heard some stories that I do not want to believe. I want to say that I am not a money-in-bag minister.” Volney was responding to comments made over the proclamation about Section 34 of the Administration of Justice (Indictable Proceedings) Act 2011 which the House of Representatives voted to repeal in a special sitting on Wednesday. The intelligence unit is headed by Susan Francois, while Nigel Stoddard is the deputy director of the unit. In August, Attorney General Anand Ramlogan said that 300 reports involving
Susan Francois suspicious-activity transactions were made to the FIU. He was speaking in the Senate on the Miscellaneous Provisions (Financial Intelligence Unit of Trinidad and Tobago and AntiTerrorism) Bill 2012. When Sunday Guardian contacted the FIU, we were told to e-mail the questions. One of the questions asked was whether Government officials were among the reports lodged. The FIU declined to comment, saying such information was confidential. “The subject of a suspicious transaction/ activity reports (STR/SAR) is confidential information. “The FIU officers can neither disclose such information, nor disclose whether the FIU has recommended an investigation or that an investigation has commenced. Such disclosure would be a breach of Sections 21 and 24 of the FIU Act. For breach of those provisions a FIU officer faces the penalty of a fine of $250,000 and three years’ imprisonment.”

Portia tells comrades to temper expectations Jamaica Gleaner People’s National Party (PNP) president Portia Simpson Miller has reportedly told delegates to seek to temper their expectations of the Government. Peter Bunting, the General Secretary of the PNP, told the public session of the party’s conference yesterday that Simpson Miller issued the charge Saturday. “What the JLP (Jamaica Labour Party) mash up in four years cannot be fixed in eight months,” Bunting said Simpson Miller told the delegates of the 74th annual conference. Bunting, yesterday afternoon, announced that there was no change in the party hierarchy as all the members were reelected by acclaim. He called on stage reelected PNP vice-presidents Angella Brown-Burke, Noel

US grants first approvals to Caribbean immigrants in deportation reprieve WASHINGTON, USA – United States officials say they have made the first approvals a month after they started a programme to suspend deportations of young illegal Caribbean and other immigrants. Officials said to date more than 72,000 immigrants have applied for the temporary reprieve since the United States Citizenship and Immigration Services began receiving the documents on August 15. They said the number immigrants requesting twoyear deportation deferrals were less than the estimated 250,000 that they were prepared to handle in the first month of the programme, but, at the current rate, at least 200,000 young immigrants could have applications in the
pipeline by the time of the presidential election on November 6. Officials also said many thousands will probably have received deferrals and the work permits that go along with them. US authorities had originally predicted that it could take several months for the immigration agency to issue the first deferrals. Observers say the intense activity around the programme in immigrant communities, especially among Latinos, has already yielded some political benefits to Obama, with Democrats repeatedly highlighting the initiative during their recent convention. Initiated by an executive action, the programme grants
deportation deferrals that must be renewed after two years, bu t i t d o e s n o t provide any legal immigration status. To be eligible, illegal immigrants must be under 31 years old and have come to the United States before they were 16. They must show that they have lived in the US continuously since June 15, 2007, and be currently in school or have earned a high school diploma or have been honourably discharged from the US Armed Forces. According to the Migration Policy Institute - a Wa s h i n g t o n - b a s e d nonpartisan research group, as many as 1.2 million illegal immigrants could be immediately eligible for the programme.

WHY HENRY GREENE WAS HATED Henry Greene, the late former Commissioner of Police was buried yesterday after glowing eulogies were paid to him in a three-hour long ceremony at the National Cultural Centre. Many of those who rose to sing his praises must however ask themselves whether they could have done more to defend him from the campaign of hatred and vilification to which he was subjected and which effectively deposed him as the country’s Top Cop. Henry Greene was no saint and never pretended to be any. But the allegation over which he lost his job should never have seen the light of day. The government did the right thing when it brought in foreign investigators to examine the allegations made against him. However, onto this day, no one has seen it fit to publish the contents of the report by the Jamaican investigators. Based on reports, however, it does seem as if there were serious issues of credibility concerning Greene’s accuser and they may have been reflected in the report. The Jamaican report needs to be made public so that Henry Greene’s name can be cleared and those who conspired to have him removed exposed. For the sake of his family, this report needs to be released in a sanitized version. There was some
controversy as to whether this report formed the basis of the charges that were recommended against Greene. It was this recommendation that led to Greene having to approach the courts seeking to squash that recommendation. In a landmark decision, Justice Chang ruled in favour of Greene. There are many who still feel that Greene should have had his day in court and should have established his innocence at a trial. But would this have been fair given what was revealed in the decision of Justice Chang and his extremely wellreasoned decision? Henry Greene would have had to be interdicted had he been charged and since he has already passed retirement age, it would have been hard to bring him back after the trial. As such, to ask him to give up his career would have been unreasonable because even if he was found innocent, he would not have been able to get back his job. There was a vicious campaign launched against Henry Greene and many of those who were a part of this campaign said they were out to secure justice for his alleged victim. However, no sooner did Greene resign that many of those who said they would ensure justice for the alleged victim, seemed to have abandoned her. They no longer seemed to be keen on

ensuring justice for her. Why bother? They got what they wanted. They got rid of poor Henry Greene and nothing further was heard of the allegations against him. No private charges; no civil suit; no challenge to the opinion that Justice Chang’s decision should not be appealed. Nothing! The persons who ganged up against Henry Greene know themselves. The persons who let him go without standing up for him also know themselves. Among those who went after Greene were persons who once worked closely with him and who had a lot of
unkind things to say about the now deceased Commissioner of Police. He was not without faults. In fact he had a lot of faults. When his visa was revoked, he himself said he thought that the revocation was because of the “girls.” He of course was not the only one having “girls” in the Guyana Police Force. But it was not because of this fact that he was hated. Henry Greene did an excellent job as Commissioner of Police but he earned the ire of a large section of the population because they deflected their hatred of Roger Khan onto him when it was revealed in
some Wikileaks cables that the US Embassy felt Greene had links with the narcotics underworld. Those who were against him felt that this meant that he had links with Roger Khan, something that onto this day has not been proven. In fact, the only thing that the Wikileaks cable established was that the United States did not want him as Commissioner of Police. One of their interlocutors must have told them things about Greene. But surely if the US Embassy had something criminal against Greene they would not have revoked his visa, they would have arrested him when he
went to the US. The Wikileaks cables confirm that the visa revocation had nothing to do with Greene’s alleged links with the underworld but more to do with the fact that the embassy was allegedly told that if they pulled his visa, the government would have reason to bypass Greene as Commissioner of Police. As such, if any credibility is to be given to the Wikileaks Continued on page 18

Proper functioning legal system is vital for - Attorney General economic development By Latoya Giles Fully recognizing that the entire justice system needs revamping, Attorney General Anil Nandlall says he continues to devise a series of programmes to help with this. The latest of his initiatives was a legal meeting which was held in New Amsterdam at the Erven Training Centre. According to the Attorney General, the meeting was seen as the legal awareness and education programme under the Modernization of the Justice Administration project. He
told Kaieteur News that the objective of the legal awareness and education programme is to visit various communities to educate persons on their rights and responsibilities as is enshrined in the constitution, and the justice sector institutions and how it operates. Nandlall explained that the legal awareness programme will also focus on providing information at community meetings and public awareness sessions on the functions of the Court of Appeal, the High Court, Magistrate’s Court, Deeds
Registry, Public Trustee Office, Judicial Service Commission and the Director of Public Prosecution Chambers. It also focuses on alternative dispute resolution measures such as mediation along with how the registry system in Guyana functions. The Attorney General noted that some of the concerns raised by persons include the eligibility of persons to sit as jurors and whether someone can represent themselves in a court proceeding. One of the major concerns raised, was the lengthy period taken in mortgage matters. According to the AG, society will come to a complete standstill and development will not begin to take place if an effective legal system or legal framework of laws which will govern the conduct of people to ensure they behave in a particular
manner, is not established. Nandlall stated that all experts who have examined this concept of development have found that economic prosperity takes place in a country where there is a functioning legal system. He noted that every economic superpower in the world is there for many reasons and one of the fundamental reasons for attaining that level of success is because they have a legal system that is functioning. He added that experts were engaged to examine the country’s legal sector to identify the challenges and advance solutions that can rectify them. This led to the launching of the justice improvement programme to address identifiable problems. According to Nandlall, part of the problem that has been identified is the lack of appreciation and awareness
by the people of the importance of the justice sector. There is also a lack of awareness among the people of their role in terms of their obligations and legal responsibilities as citizens. He emphasized that every judicial system of a country can only function if it receives support from the people of that country, as no judicial system in the world can incarcerate all its citizens, nor can operate effectively if its people do not have the respect, cooperation and support required for the judicial system to function. The Legal Affairs Minister also explained the numerous interventions and the progress made thus far under the justice modernization programme, which includes the rehabilitation and construction of a number of Magistrate’s Court buildings,
Attorney General: Anil Nandlall the creation of a new Magisterial District in Linden, the enactment of several legislations, the establishment of a family court and a mediation centre, along with the institutional strengthening of the Deeds Registry with reforms to ensure an efficient judicial system.

Chanderpaul, amazeballs and sockdolager April 10, 2008. West Indies versus Sri Lanka at the Queen’s Park Oval in Trinidad. Left-handed Shivnarine Chanderpaul facing left-arm swing bowler Chaminda Vas. Six runs needed to win the match, nine wickets down. Chanderpaul hit the winning runs with one mighty blow. What do you call that? You may say “Wow!” You can shout, “Fantastic!” However, these words are not specific to Chanderpaul’s feat. We say “Wow” or “Fantastic” for all kinds of occurrences. True, by any measure, it was a “Wow” moment and it was “Fanstastic” but there is another less known word that captures the essence of Chanderpaul’s feat. The word is “Sockdolager” and there is no question that Chanderpaul’s feat against Sri Lanka, like Javed Miandad’s winning six for Pakistan against India in Sharjah in 1986, was a genuine sockdolager. A sockdolager is something that ends or settles a matter- a decisive blow or answer. It can be Clay versus Liston in February 1964 and the punch that nobody saw. Andy Murray’s victory celebration after winning the US Open was $6,448 so that must have been a sockdolager of a party. Nobody is sure of the origin of the word. The best guess is that a “doxology” is “a short, final hymn sung in praise of God” and a “sock” in the American sense is a “blow” or “punch”. There is another word to describe both Chanderpaul and his feat. It is “amazeballs” but we will come to that in a while. While “sockdolager” is not new, it was around in the 1830s, there are some interesting new ones that have been included in the Collins Online Dictionary. An article in Yahoo’s “Lifestyle” says: ‘ Mummy porn’ is one of 80 words and phrases to have been added to the Collins Dictionary website, alongside new entries ‘frenemy’, ‘floordrobe’ and ‘amazeballs’. These are seriously wild words but, as economist John Maynard Keynes once said, “Words
ought to be a little wild for they are the assaults of thought on the unthinking.” You can say that again! Take “Mummy Porn”. The term describes erotic novels such as “Fifty Shades of Grey” that are read by women or cater to an overwhelmingly female audience. In passing (according to Wikipedia) and for those people who are a little out of touch with popular taste, Fifty Shades of Grey is a 2011 erotic novel by British author E.L.James…It is notable for its explicitly erotic scenes featuring elements of sexual practices involving bondage/discipline, dominance/submission, and sadism/masochism…The series has sold 40 million copies worldwide, with book rights having been sold in 37 countries, and set the record as the fastest-selling paperback of all time, surpassing the Harry Potter series.” Maybe if Harry had an affair with the Half-Blood Prince he would have held his own. However, the “Grey” series has met with mixed reviews – some liking it (Yummy Porn) and some saying it is mindless sex stuff (Dummy Porn). “Frenemy” has come up before. It is a “portmanteau” of “friend” and “enemy” and means either an enemy disguised as a friend or a friend who is also a rival. “Floordrobe” is my room in the apartment in Trinidad that I am temporarily using. As I left it this morning there was a pair of shorts on the floor. This is the essence of a floordrobe – socks, underwear and other garments tossed carelessly on the ground as we disrobe, and left there. Having discovered that I took off my trousers, flung them on the bed before I fell asleep, I also have a bedrobe and I am sure closer examination will reveal a couchrobe. The one that’s new to me is “amazeballs”. One reader says his mother would have taken out the belt and beaten him for using the word. Thirty-year old Tanya Clark who suggested the word explained, “I first saw it on Facebook and I just thought
Young Buxton ‘scholar’... (From page 14) during the brutal crime spree that had its roots in his community. “He is just so composed for his age, even if he was traumatized, you would have never seen the effects of it because he was always into his books,” the teacher said. The young man boldly proclaimed that he wants to read for a degree in law and then later vie for the Presidency of Guyana, since he believes that he could make this land the most beautiful country on earth. He told Kaieteur News that he is relishing his early days of secondary school. As the eldest of nine children, he has vowed to be an example for his siblings to follow and even surpass.
it was really cool. My daughter is 10 and she uses it all the time. I think it is one of those words that will be used a lot by teenagers and preteens.” Amazeballs means “excitingly cool”. The Urban Dictionary is not impressed with it and says, “A douchey/ hollywoody way to say amazing, originated by a Youtube comedy duo named Jessica and Hunter and popularized by blogger Perez Hilton.” Actually, as one critic said, using one of the other new words in the Collins, “Whoever included amazeballs must have been blootered (drunk).”
Chanderpaul’s innings today would be “amazeballs”. An older word might well be most appropriate for those of us who appreciate the need for new words but still prefer elegance of expression to shock appeal. What is happening to language today, given the increasing influence of Twitter and social networking, as well as texting, is best summed up in the word “zeitgeist”- a combination of “zeit” or “time” and “geist” meaning “spirit”. The word was popularized by Georg Wilhelm Friedrich Hegel, the German philosopher. It means “the spirit of the time;
the general moral, intellectual, and cultural climate of an era”. The best example of the use of the word is a quote from blogger Nicholas Pell, “Twitter provides an insight into the minute-by-minute zeitgeist of the internet.” To try and change the trend though is “Sisyphean”, named after the Greek king, Sisyphus, who was condemned to roll a heavy stone up a hill only to see it roll back down and he had to start the whole process again.
The question would have been in today’s jargon, “When the rock rolled back down did Sisyphus make a fuss or throw a hissy fit?” *Tony Deyal was last seen saying this is what our language will come to, “dad@hvn,ur spshl, we want wot u want&urth2b lik hvn. Giv us food&4giv r sins lyk w 4giv oddaz. Don’t test us! Sav us bcos we know ur boss, ur tuff&ur cool 4eva! Ok?” Recognise this? It is a text version of the Lord’s Prayer.

Cannabis more damaging to under-18s, study suggests First convincing evidence that cannabis has a different effect on young brains than on those of adults
Pallbearers remove Greene’s casket with his body from the foyer of the National Cultural Centre. The Golden Grove Cemetery on the East Coast of Demerara was the final resting place for former Commissioner of Police Henry Greene DSS, DSM. Family, friends and several persons within the security services, government, opposition and sporting world were on hand to pay their respects to the former Top Cop, Attorney-atlaw and Table Tennis Association president during a two-hour funeral service and
viewing at the National Cultural Centre yesterday. Home Affairs Minister, Clement Rohee viewed Greene’s body with sympathetic eyes while Greene’s successor Commissioner of Police (ag) Leroy Brumell stared in apparent disbelief. Brumell took a lengthy look at Greene, nodding his head before giving a long standing salute to his former boss before removing his spectacles as if wiping away a tear. Several other ranks of the
Guyana Police Force paid respect with some patrol and traffic ranks even taking time off their busy road duties. Fire Chief Marlon Gentle and Director of Prisons Dale Erskine also took their hats off to Greene, so did Commodore Gary Best of the Guyana Defence Force. Greene’s photos, in police uniform, attorney’s robe, and social attire, were plastered around the National Cultural Centre as a video screen continuously
flashed footage of the former Top Cop. At least 20 persons gave their well wishes for Greene’s eternal rest, with everyone having great things to say, especially about his contributions to the various organizations he served. President Donald Ramotar, said Greene served well during his time as Top Cop and attributed his tenure to the ending of the infamous crime wave, bringing peace back to the country.
Police gymkhana attracts thousands With all the negative publicity recently centered around the Guyana Police Force, the organization seized the opportunity to be “citizen friendly” when it executed its annual Gymkhana. Thousands attended the free event at the Police Sports Club Ground, Eve Leary and despite the late start, all seemed to have enjoyed themselves. The programme, which was supposed to begin at 13:30hrs, started about 14:15hrs. Announcers indicated that proceedings were delayed due to the funeral of former Commissioner of Police Henry Greene, which was attended by the Force’s top brass and other ranks. The late Henry Greene was acknowledged as the person who resuscitated the event after an 11- year hiatus. Fire Chief, Marlon Gentle, Chief Education Officer, Olato Sam, Top Cop (ag), Leroy Brumell and other senior officers among other prominent citizens gathered on the top floor of the Police Sports Club pavilion to get a perfect view of events. A very interactive crowd cheered on boisterously as
An example of how the trained police dogs operate when confronting criminals. the many stunts and policing activities were demonstrated. The motorcycle stunts were definitely a crowd favorite; and one Tactical Service Unit rank gained instant crowd fame as he portrayed the popular stunt “willy.” The same rank, later on in the programme, received mixed emotions from the crowd as he took part in a semi play that demonstrated a bandit (him) being shot by the police. In the play, as he was shot at, the rank threw his motorbike on the grass and fell to the ground apparently wounded.
The audience went quiet, believing that the rank was really injured, but loud applause echoed soon after when it was realized that it was all part of the act. “Dem boys skillful” was a popular comment among the audience. Threatened by intermittent drizzles, the programme continued. Participants in the buns eating race received much crowd motivation, however none of the other competitors could have compared to the now two-time champion Constable Bacchus.
The gymnastics session, conducted by members of the Felix Austin Police College, was another crowd favorite. Announcers’ voices were drowned by audible “oohs” and “aahs” as an extremely “thick” young lady showcased her flexibility. The trained police dogs were amazing. One of the dogs found a quantity of gun powder, two firearms, which were hidden separately, and an explosive device. Other activities included races, in which the country’s Olympic representative partook.
By Sarah Boseley Adolescents who are regular users of cannabis are at risk of permanent damage to their intelligence, attention span and memory, according to the results of research covering nearly four decades. The long-term study which followed a group of over 1,000 people from birth to the age of 38 has produced the first convincing evidence, say scientists, that cannabis has a different and more damaging effect on young brains than on those of adults. Around 5% of the group used cannabis at least once a week in adolescence or were considered dependent on it. Between the age of 13 and 38, when all members of the group were given a range of psychological tests, the IQ of those who had been habitual cannabis users in their youth had dropped by eight points on average. Giving up cannabis made little difference – what mattered was the age at which young people began to use it. Those who started after the age of 18 did not have the same IQ decline. “This work took an amazing scientific effort,” said Professor Terrie Moffitt of King’s College London’s Institute of Psychiatry, one of the authors. “We followed almost 1,000 participants, we tested their mental abilities as kids before they ever tried cannabis, and we tested them again 25 years later after some participants became chronic users. “Participants were frank about their substance abuse habits because they trust our confidentiality guarantee, and 96% of the original participants stuck with the study from 1972 to today. “It’s such a special study that I’m fairly confident that cannabis is safe for over-18 brains, but risky for under-18 brains.” The research, on people in Dunedin, New Zealand, was carried out by researchers from King’s College and Duke University, North Carolina in the United States and published online by PNAS (Proceedings of the National Academy of Sciences). “Marijuana is not harmless, particularly for adolescents,” said Madeline Meier from Duke, one of the researchers. While eight IQ points on a scale where the mean is 100 may not sound a
lot, she said, a drop from 100 to 92 represents a move from the 50th to the 29th percentile. Higher IQs correlate with higher education and income, better health and a longer life. “Somebody who loses eight IQ points as an adolescent may be disadvantaged compared to their same-age peers for years to come,” Meier said. The study took into account the education of the participants, which can be disrupted by drug use. The authors say that young people tend today to think that cannabis is harmless. “Increasing efforts should be directed toward delaying the onset of cannabis use by young people, particularly given the recent trend of younger ages of cannabis-use initiation in the United States and evidence that fewer adolescents believe that cannabis use is associated with serious risk,” says the paper. “The simple message is that substance use is not healthy for kids,” said Avshalom Caspi, of Duke and King’s, one of the leaders of the study. “That’s true for tobacco, alcohol, and apparently for cannabis.” Robin Murray, professor of psychiatric research at King’s, who was not involved in the study, said the paper was impressive and if the same results were found in other research, public education campaigns should be launched to warn of the dangers of cannabis to younger people. “The Dunedin sample is probably the most intensively studied cohort in the world and therefore the data is very good. The researchers, who I know well, are among the best epidemiologists in the world. Therefore, although one should never be convinced by a single study, I take the findings very seriously. “There are a lot of clinical and educational anecdotal reports that cannabis users tend to be less successful in their educational achievement, marriages and occupations. It is of course part of folklore among young people that some heavy users of cannabis seem to gradually lose their abilities and end up achieving much less than one would have anticipated. This study provides one explanation as to why this might be the case.”

You're experiencing the perfect combination of a flexible schedule, positive energy and an urge for selfindulgence -- which sets the stage for some quality seclusion. ******************** SAGITTARIUS (Nov. 22 Dec. 21): Socially, your life is about to get a lot busier! You are loved by all your friends, and they want to spend more time with you. One of them has an exciting idea for a group vacation or excursion that might worry you a bit, but you should jump at the chance to spend some time with your favorite people! .********************* CAPRICORN (Dec. 22 Jan. 19): It's time to stop thinking so long and hard about what you want to say! Sometimes being spontaneous is the only way you can initiate something new and exciting. ******************** AQUARIUS (Jan. 20 - Feb. 18): You might not be able to get along with everyone as well as you usually like to right now, but there won't be any real fights. The social harmony will still be there, but there will be one or two people who rub you the wrong way. ********************* PISCE S ( F e b . 1 9 March 20): If someone has owed you money (or something else) for too long, you need to speak up today. Thinking about what others owe you without asking them for it will only increase the amount of stress you feel -and add negative energy to the relationships you have with those people.

procurement of the needed components for the new generator is being fast tracked and a smaller transformer is being procured which will be used as part of the network when the larger transformer arrives. Additionally, the Local Government and Regional Development Ministry is working with the Agriculture Ministry to have on loan a 750KVA transformer. Minister Persaud acknowledged that the RDC Administration, not having the technical expertise required for the network, did not make adequate budgetary provisions for the installation and other components of the generator to function adequately. While in discussions with members of the RDC it was brought out that the Mabaruma power station is operating at a loss. In 2010 the revenue collected amounted to $3.8M while in 2011 $4M was collected. On average 85 drums of fuel, costing $3.4M are used monthly. Apart from that, and the subsidies government offer, the company still has operational costs which include maintenance of line, planting poles and paying salaries. While in Region One the Minister also met with the Mabaruma/Kumaka/ Hosororo Neighbourhood Democratic Council (NDC) and residents in Wauna, Barabina, Kumaka, and Hosororo. (GINA)
WHY HENRY GREENE... From page 9 cables, then Greene’s visa revocation had to do with giving the government a reason to not appoint him as Commissioner. The US has been known to play such games. In the end he was appointed as Commissioner but he was reviled from very early because of the negative aspersion that the visa revocation placed on him. Greene was reviled because the revocation of his visa fed the suspicion that he was in league with Roger Khan, and the latter is so hated within Guyana that any association with him would lead to immediate ostracism by those who dislike Khan. When Greene as Commissioner also took out the ‘Fineman’ Gang, he was hated even more by those who saw ‘Fineman’ as a hero. Greene is now dead and buried but those who took him out of his job, those who made sickening remarks when he took ill, those who failed to stand by his side when he faced allegations of rape and those who did things to make his final days painful are still around. They have to live with their conscience. May he Rest in Peace!

He has been successful in all three formats of the game and is a deserving recipient of the ICC Emerging Player of the Year award,” Dr. Hunte said. “We want urge him to use this as a stepping stone to great things as he looks set to play a crucial role in the future development of West Indies cricket. Last year the
Sunil Narine and Stafanie Taylor (Randy Brooks photos) West Indies also won this award – through Devendra Bishoo – so this shows the young talent in the region is blossoming,” Dr. Hunte added. Commenting on Taylor’s win, Dr. Hunte said: “For the second year in a row Stafanie has dominated the women’s game and it was clear she would win the prize of ICC Women’s ODI Player of the Year. She has done remarkably well for West Indies leading the team to series wins over India and Sri Lanka earlier this year as well as in the ICC Women’s World Cup qualifiers in Bangladesh last
year. She continues to demonstrate why she is the Number 1 player in the women’s game and we salute her for her commitment and dedication to West Indies cricket and personal and professional development.” Two other West Indian players were also nominated for awards. Chris Gayle was on the shortlist for the T20 Performance of the Year, while Anisa Mohammed was on the shortlist for Women’s ODI Player of the Year. The inaugural Wilbur Hope Memorial Inter Secondary School football tournament has been launched and is expected to get kicking from today, Monday 17 September, with two matches at the All Saints Scot Church ground, incidentally the venue for all of the matches. The competition, which is being sponsored by US Army Soldier Kevin Leroy Henry a former NAMS student and New Amsterdam resident and others, will see six secondary schools in the New Amsterdam Canje area participating. The schools are Berbice High School (BHS), Berbice Educational Institute (BEI), New Amsterdam Multilateral School (NAMS), Tutorial Academy Secondary (TASS), Vryman’s Erven Secondary (VESS) and Canje Secondary School (CSS). Back home on holiday Henry stated that he and Hope were good friends and since Hope’s demise he always wanted to do something in memory of his one time pal and is making full use of the opportunity now. He stated that by organizing the activity it also gives him an opportunity to give back to the community that has given him so much. He is hoping that others can come on board to make the activity a truly beneficial one for the entire community at large and the youths especially. Tottenham end wait for first victory Andre Villas-Boas secured his first victory as Tottenham manager as Premier League newcomers Reading were outclassed at the Madejski Stadium. The Portuguese has already faced questions about his future after only three games in charge - but this powerful performance and convincing win provided an emphatic response. Jermain Defoe gave Spurs an early lead and such was the scale of their domination that Villas-Boas might have been frustrated it took until the 71st minute for Gareth Bale to double their advantage. Defoe then concluded a 50-yard run with a powerful angled finish as Reading - overrun throughout - faded badly, even though Hal Robson-Kanu pulled a goal back in stoppage time. It was a display that will have given VillasBoas great heart, with Mousa Dembele and Sandro providing power and fluidity in midfield alongside another newcomer, former Reading man Gylfi Sigurdsson. And in Defoe they have a poacher in prime form, aided by the pace and width of Bale and Aaron Lennon.
Hope, Fletcher lead Sagicor HPC... From back page attractive strokes before Hope and Lesporis took control with a stand of 168 for the fourth wicket. Sagicor HPC suffered an early setback, when opener Kjorn Ottley was caught behind for a second-ball duck, top-edging a cut in the first over from Dollar Mahmud. But Fletcher and left-hander Barclay put on 81 for the second wicket in quick time, giving the Sagicor HPC the foundation for their massive total. After Barclay was lbw to left-arm spinner Shaker Ahmed, Fletcher reached his 50 from 57 balls with a single off the same bowler and with Hope carried the Sagicor HPC to 138 for two at lunch. After the interval, Hope too, reached his 50 from 52 balls, stroking his ninth four off Muktar Ali, but Fletcher
appeared unstoppable and reached his hundred from 139 balls with a deuce off NCA captain Mahmudul Hassan, bowling off-spin. Fletcher was caught behind off left-arm spinner Nazmul Islam soon after reaching his milestone, paving the way for Hope and Lesporis to bat almost the remainder of the day. Hope was within reach of his milestone on 97, as he and Lesporis carried the Sagicor HPC to 268 for three at tea. The 23-year-old Hope reached his milestone from 109 balls with two runs off Dollar Mahmud’s second legitimate delivery after tea. He and Lesporis, whose 50 came from 63 balls, continued the rampage, scoring freely against the untested NCA bowling. Lesporis was dropped on 87, when ‘keeper Anamul Haque failed to hold his edge
off Nazmul, but he became the second wicket anyway for the spinner, whose 23 overs cost 71. Yannic Cariah fell for a second-ball duck in the final half-hour, allowing Shaker to finish with 2-77 from 16 overs. The Sagicor HPC team, led by all-rounder Carlos Brathwaite, is on a monthlong trip to Bangladesh. They will also play a four-day match against the Bangladesh A-Team before facing these opponents in three One-day and two Twenty20 matches. Scores: SAGICOR HIGH PERFORMANCE CENTRE 394 for five (Kyle Hope 146 not out, Andre Fletcher 105, Keddy Lesporis 97, Marlon Barclay 31; Nazmul Islam 2-71, Shaker Ahmed 2-77) vs BANGLADESH NATIONAL CRICKET ACADEMY

Great North Run: Wilson Kipsang Lorenzo wins San Marino GP, Pedrosa out and Tirunesh Dibaba take wins
Yamaha GP rider Jorge Lorenzo of Spain takes a curve ahead of Ducati GP rider Valentino Rossi of Italy during the San Marino motorcycling Grand. REUTERS/Alessandro Bianchi (Reuters) - World championship leader Jorge Lorenzo won the San Marino MotoGP to extend his lead in the standings on Sunday while his nearest challenger
and fellow Spaniard Dani Pedrosa crashed early in the race in Misano. Honda rider Pedrosa was involved in a collision with compatriot Hector Barbera
and both riders crashed out. Italy’s Valentino Rossi was second, just ahead of Alvaro Bautista. Australian world champion Casey Stoner, third in the overall standings, is out of action after undergoing surgery on his ankle in August. The race got off to a troubled start due to problems with KarelAbraham’s bike while Pedrosa, who took pole position on Saturday, had to start from the back after wheeling his bike into the pits to restart it. Pedrosa was moving up through the field when he and Barbera collided in a potentially dangerous incident but the following bikes managed to avoid the two fallen riders. Mattia Pasini, Cal Crutchlow and Abraham also tumbled out in the opening laps. Lorenzo charged away at the front to move 38 points ahead of Pedrosa, with five races left.
Martinez holds on to claim WBC title
Reuters – Argentina’s Sergio Martinez survived a torrid final round to defeat Julio Cesar Chavez Jr and claim the WBC middleweight title in Las Vegas. A series of Chavez left hands early in the final round knocked Martinez down, and had him badly hurt but the challenger returned fire and hung on to reach the final bell in a fight that, until the knockdown, he had been dominating. “Julio fought a great fight,” Martinez said. “He showed he had heart right until the end.” Until the final round, the 37-year-old Martinez, 50-2-2 (28 KOs), was far too fast and skilful for Chavez, 46-1-1 (32 KOs). He bloodied his opponents’ nose and closed his left eye with southpaw right jabs and straight left hands, and progressively weakened him with left hands to the body. For his part, Chavez seemed intent on attempting to pin the smaller Martinez in a corner or against the ropes and dig to the body with hooks and uppercuts. But each time it appeared he might be starting to turn the momentum in his favour, Martinez would respond, repeatedly succeeding in spinning away or returning fire. “I was 20 seconds away from knocking him out,” Chavez said. “I started way

(Eurosport) too late. Going into the fight, I thought I was going to be able to do all night what I did in that final round. “A rematch is justified.” On the undercard, Roman Martinez claimed the vacant WBO super-featherweight title with a split decision win over Miguel Beltran Jr, while Guillermo Rigondeaux retained his WBA superfeatherweight crown with a lopsided points victory against Robert Marroquin. Over at the MGM Grand Garden, Saul Alvarez defended his WBC 154pound title and stopped
Josesito Lopez in the fifth round. Jhonny Gonzalez was defeated as Daniel Ponce de Leon won a unanimous points decision to become the new WBC featherweight champion, while Leo Santa Cruz also defended his IBF bantamweight title by stopping veteran Eric Morel, who quit on his stool after the fifth round. Meanwhile, Matthew Macklin restored his position as a middleweight title contender with a ruthless stoppage of Canadian Joachim Alcine in Las Vegas.
Wilson Kipsang produced a superb sprint finish to win the Great North Run from fellow Kenyan Micah Kogo. (PA) Wilson Kipsang produced a superb sprint finish to win the Great North Run from fellow Kenyan Micah Kogo. Kipsang, who took bronze in the London Olympic marathon, produced a late surge to pass Kogo and win the half marathon in 59 minutes and six seconds. Ethiopia’s Imana Merga was third with Britain’s Chris Thompson in sixth. Olympic 10,000m champion Tirunesh Dibaba of Ethiopia won the women’s race on her half marathon debut. Jo Pavey was the first Briton home in fifth. Kipsang may have missed out on gold in the Olympics but he did win the London marathon earlier this year and started the race as favourite. He and compatriot Kogo broke clear of the field early on and Kipsang found
a late finish to clock the second-best time round the Great North Run course. “The finish was quite fantastic. I decided to sprint,” said Kipsang. “Towards the last part I believed in myself and I got the feeling that I could sprint. “For me winning this race is really good for me. It was my first time running in the GNR and I really enjoyed the race. There were a lot of people cheering and it was fantastic.” In the elite women’s race, Dibaba won in a time of 1:07:35 in a hugely impressive first competitive race over the distance. Dibaba, 27, has won five Olympic medals on the track but could now become a force on the roads after a trademark sprint finish saw her beat Kenya’s Edna Kiplagat into second place, with Olympic marathon champion Tiki Gelana third.
Dibaba told BBC Sport: “It was a good race. The course was good for me on my first half marathon. “I enjoyed it. At the last minute we had rain but there is nothing you can do about that. “Hopefully next time I can run a faster time and I am thinking of running a marathon next year.” Pavey, who finished in a time of 1:09:20, said: “The top group just got away from me but I’m pleased. It wasn’t a bad time. “I really enjoyed this year. Running in the Olympics was awesome and today was such a tough field. I look forward now to a marathon in the autumn.” In the biggest ever Great North Run, 39,953 people crossed the start line as Olympians Mo Farah, Greg Rutherford and Ellie Simmonds started the race.

Integrity not audacity should be the dictum By Rawle Welch Earlier this week, I was having a telephone conversation with a good friend of mine about the United Kingdom’s (UK) Athletics Chief Charles van Commenee’s decision to resign from his post even after guiding them to their best results since 1964. The discussion was prompted following several articles in the local dailies that castigated Guyana’s own poor performance at the 2012 London Olympics where this country failed to gain a medal. Immediately, the essence of the discourse was whether this country possesses officials with the decency to give up their post even after repeated disappointing results during their tenure at the helm of their respective organizations and we both agreed that based on the overpowering evidence we do not have many persons with such character be it in sports or any other national endeavour. The Dutchman van Commenee’s announcement to step aside was as a result of him not achieving his stated target of eight medals in athletics, falling short by just two, citing in a statement that the job needed “new energy and approach” through to the World Championships in 2017. During the exchange, we both questioned whether our officials set a target to achieve or in the absence of a well-defined Sports Policy backed up by substantial financial support they just name athletes and make themselves present at the Games. We continue to keep administrators in office whose track records are miserable
and who unmistakably due to their performances seems to be short of understanding on how to extricate us from the present inexcusable situation. Even the consistent lamentations about these officials anesthetized mindset seem not to stir them to the realization that they’ve obviously failed a generation of athletes who’ve displayed commitment and determination, all key components for success only to be let down by selfish and selfserving caretakers of sport. The UK Athletics Chief even after gaining overwhelming support from most of the athletes thought it best to give someone else a chance to implement their policy which perhaps could inject new energy and techniques. This shows someone with integrity because he made a promise to the British people and in spite of an outstanding display by their athletes the mere fact that he fell short of his prediction in his view necessitated such action. As we’ve seen in our scenario, the most feared officials are the ones who’ve been in power for close to two decades without a mark of achievement, but still has the audacity to cling to office and they do so through unmitigated support from cronies, while those who attempt to challenge their survival are often times scorned. Sport in Guyana could only move forward if those who’ve failed release their stranglehold on power and allow the injection of new ideas and personnel, anything otherwise will keep us right where we are, the cellar dwellers. In other words, integrity not audacity should be the dictum.

WICB salutes Lara on being inducted into the ICC Hall of Fame
St John’s, Antigua – The West Indies Cricket Board has saluted legendary batsman, former captain and world record holder Brian Lara on being inducted into the ICC Hall of Fame. During the gala ICC Awards event at the Water’s Edge in Sri Lanka, on Saturday evening Lara formally joined 15 other West Indian legends in cricket’s elite Hall of Fame. In a message on behalf of the Board of Directors of the WICB, President Dr. Julian
Hunte, praised Lara for his immense contribution to the game of cricket as a player, captain and the role he played as an ambassador for West Indies and Trinidad and Tobago. “Brian Lara is, unquestionably, one of the all-time greats of this glorious game and on behalf of all Caribbean people and cricket lovers I want to congratulate him on this tremendous and fitting honour. He brought joy to the hearts of West Indians with his superhuman performances with the bat. “That there is no consensus on which of his innings is his finest is a testimony to his wide array of memorable and historic performances,” Dr. Hunte observed. “We can recall numerous individual performances, including two world records and countless match winning innings including the much celebrated 153 at the Kensington Oval and 277 in Sydney, but we must note that Lara led the West Indies team to our only global title since our double World Cup triumphs in the 1970s when he raised the ICC Champions Trophy at the Oval in 2004,” Dr. Hunte noted. Dr. Hunte also mentioned Lara’s captaincy of the West Indies in 2003 when the regional team prevailed over
Brian Lara Australia at the Antigua Recreation Ground to set the record for the highest fourth innings run chase in Test cricket. “We join all others across the world as we salute this outstanding ambassador and Caribbean citizen on his due elevation to the ICC Hall of Fame,” Dr Hunte said. During his 17 year international career Lara featured in 131 Tests and 299 ODIs. He totalled 11,953 runs with an average of 52.88. Lara scored 34 Test centuries and 48 fifties. He twice broke the world record for the highest individual Test score, toppling fellow West Indian and Lara’s own mentor, Sir Garfield Sobers’ then 36 year old record in 1994 when he made 375 at the Antigua Recreation Ground.
Ten years later, Lara returned to the ARG to reclaim the record with an imperious 400 not out against England which remains as the world record. In the 299 ODIs that Lara played he scored 10,405 runs at an average of 40.48 that included 19 centuries and 63 half-centuries and in 1994, when captaining the West Indies, he led the team to victory in the ICC Champions Trophy in England. Dr. Hunte also thanked the ICC for recognizing, at the earliest available opportunity, Lara’s unmatched accomplishments in cricket and according him the most suitable induction.
