Book printing decision akin to high seas piracy

DEAR EDITOR, The g o v e r n m e n t ’s argument that its decision to source pirate textbooks is driven by economics, conscious that it is violating time-honoured principles, laws and rules of engagement among its CARICOM partners, is to concede a behaviour that is not dissimilar to the pirates who prey on our fishermen. The Cabinet has within its midst attorneys-at-law in the Minister of Legal Affairs and Minister of Education. It is reasonable to expect that they would have guided their colleagues on the importance of the law. The fact that this evaded Cabinet’s decision making is indicative of the pervasive executive lawlessness engulfing this nation. One of the major thrusts of CARICOM is harnessing t h e r e g i o n ’s c u l t u r a l resources to benefit the people within the framework of respecting property rights. Thus the blatant act by the Government in seeking to contract an agency to duplicate textbooks produced in a sister state is wrong. Even more disturbing is that the Tr i n i d a d a n d To b a g o based Royards Publishing Company bid for its own work and is among the lowest bidder, which sheds another bad spotlight on this nation. Notwithstanding our archaic copyright lawwhich is no excuse for lawlessness- Guyana on October 25, 1994 acceded to the Berne Convention for the Protection of Literary and Artistic Works and January 1, 1995, to the Trade Related Aspects of Intellectual Property Rights (TRIPS), and is therefore expected to comply with the principles outlined therein. Further, efforts must be made by our lawmakers to update our Copyright Act. However poor a nation, a government does not have to violate conventions/agreements/ laws to meet the people’s needs. It can still provide goods and services to the people through ethical trade practices and in this instance by engaging in negotiation with the publishers to ensure intellectual property rights (IPR) are upheld. To this end brand/product/service can be provided to meet the affordability of society’s various economic strata. Citizens are reminded that

when Jamaica chose to import rice from the USA instead of Guyana; this country took the case to CARICOM and invoked the CSME’s rules, primarily to get Jamaica to purchase from us. This decision was taken in full awareness that had Jamaica taken its business out of the region, when said good can be purchased in the region, it would have been a violation of the rules and moreso impacted negatively on the economic wellbeing of the industry, those earning a living from it (directly and indirectly), a n d t h e G D P. S i m i l a r respect must be returned to Trinidad and other sister states. Additionally, the implication for the government’s lawlessness cannot be overlooked since it threatens the livelihood of those in the art and literacy industries at home, and may make it difficult for said workers to effectively prosecute any violation of their rights because our Government is culpable of violating the IPR of others within the CARICOM family. It is a government’s responsibility to protect the

rights of its citizens and respect those it does business with. To do otherwise is to deny workers the right to earn. As a member of the international family Guyana’s image and relations with others is hurt, even more so when the Government leads the way in flouting international standards and robbing workers the just reward for their labour. For the government to be consciously aware that its action is wrong but deliberately sets out to implement the wrong sends an ominous signal to CARICOM, and wider afield, that the country is not prepared to respect conventions, agreements and laws, and this can open the gate for retaliation. The administration ought to be reminded that apart from creating jobs and receiving revenue from traditional products, the region had made significant inroads in intellectual production and all legitimate efforts must be made to safeguard and advance it. Questions for City Hall DEAR SIR, I have being reading and following the various articles in the newspaper about the cleaning of the city and keeping it clean. Before the major cleanup was announced and the few changes within the City Hall, the garbage used to be clean (picked-up) once a week in Middle Road, La-Penitence, but it has been weeks now since this has stopped. Having a major clean-up is very good, but we cannot have the contractor trucks stop picking up garbage once a week which was done in

Middle Road, La-Penitence, NOTHING at all now... Some people might start burning some garbage. Is this safe? Is this totally healthy? With the dry season, lots of unfortunate things can happen. Why is the contractor not coming around anymore in Middle Road, La-Penitence? What are being reviewed to cause this to stop? What are the immediate plans? Why do people that pay their taxes have to suffer like this? Hope to see the re-start of garbage collection in this area soon. E. Whyte

A Leader For All The People DEAR EDITOR, In people friendly countries as compared to a dictatorial regime, an elected leader promises his or her people that they will have better lives as compared to the one they had under the previous government. The people are fooled because we have seen in many countries that they are living in poverty while their trusted leaders are acquiring vast wealth. In Guyana, for over fifty years, the people have prayed for someone who could free them from the yolk of poverty. Only one among our past presidents had the wisdom and vision to make his people realize their dreams. His name was Dr. Cheddi Jagan. When first elected, Dr. Jagan immediately gave homesteads to people in various communities to grow food for themselves and to sell to the public. These people became prosperous and today they are still the main contributors of

agricultural products. Dr Jagan had selected people of all races to ensure the continuity of prosperity so that Guyana could become the breadbasket of the Caribbean. Such an achievement would have made the legacy of Dr. Jagan unmatched by other leaders. Mr Donald Ramotar, our current president, has been a disciple of Dr. Jagan for over forty years. He has been given an opportunity to fulfill the plans of his “father”, Dr. Cheddi Jagan. Put on your Guyanese hat (one people, one nation, one destiny) and help your people eradicate poverty. Lindeners are complaining that they have a high rate of unemployment and are unable to access any help from the Government. If Dr. Jagan were alive today, he would have gone to Linden and have a meeting with the people. He would have told them that he would provide prepared land for growing crops, ensure they have food

on the table, ensure that they have monetary assistance until they can earn for themselves. Such logical thinking was passed on to his followers and now is the time to implement them. Mr President, this is not the time to spend money on putting a treatment plant in Linden. This treatment plant will need a high demand of electricity supplied by Bosai. High demand for the plant means less available for the communities. The money should have been use to clear farmland, put down crops, provide food and shelter to the people. A few months ago, you talked about making each community self-sufficent. Here is your chance to do so. You were elected to be the leader of all Guyanese and like Dr. Jagan, I hope that you will ensure that your people have no more heartache and no more pain. Dr. Sherlock Rawana

Guyana is at a dangerous place From page 4 dangerous place today for many reasons, the first being the imposition of what is termed a “Minority Government” upon the population of Guyana , and the second being the total removal of the some Guyanese from their history. In the spirit of “continuing education” I will give my considered opinion on these two matters and leave the matter of “implementation” up to the choice of the relevant persons and the wider population. OUR CONSTITUTION does NOT RECOGNIZE this thing called a “Minority Government”. Our WRITTEN Constitution speaks only of TWO forms of Government for the Guyanese people. It speaks of a Government that can control the business of the House by having a MAJORITY of the seats in the Parliament, and alternatively,

our Constitutions speaks about an “INTERIM GOVERNMENT”. The Constitution is as clear as Day. If no political party can control the business of the parliamentary house by having a working majority then the country MUST HAVE an Interim Government, while the people prepare themselves to go back to the polls to elect a government that can take care of their business in accordance with the terms of the Constitution. At the last elections on 28th November, 2011 NONE of the parties that contested was able to win an outright majority of the seats in Parliament. Things are even more clearly expressed in the legal system where “Coalition Governments” are no longer allowed, or no more “crossing of the floor” by politicians. What the Constitution is asking for is a clear win by a

Political party and nothing else. What is in place here in Guyana is nothing more than an “Experiment”, an expensive and corrupt one that is being allowed to “rule” with the full knowledge, consent and approval of the Opposition parties. Like all other experiments what can sometimes be produced is a Frankenstein monster. Juliet Holder-Allen Attorney-At-Law

Mother of two shot while fighting off bandit Bibi Samaroo, a 36-yearold mother of two is currently hospitalised at the Woodlands Hospital after she was shot twice while fighting off one of three bandits who invaded her Diamond Housing Scheme, East Bank Demerara home last Monday night. The woman threw caution to the wind and fought gallantly to protect her property and her children despite seeing a gun in the intruder’s hand, while her five-year-old son looked on helplessly. Police in a statement yesterday said that the woman was in the process of securing her home when she was held up by three men, one of whom was armed with a handgun. The police said that Bibi Samaroo held onto the man with the firearm and during the process was shot to her chest. The perpetrators grabbed a number of articles and escaped. This newspaper understands that Samaroo and her two sons, ages five and 12, were at home at around 23:00hrs when there was “a knocking coming from downstairs”. The woman suspected that it might be bandits and she instinctively moved to lock the front door to the verandah. But as she was doing so, she came face to face with a dark-complexioned man who had covered a part of his face with a bandana and was brandishing a handgun. Samaroo desperately tried to slam the door shut to

Shot: Bibi Samaroo prevent the intended intruder from entering her home, but a scuffle ensued, during which the bandit discharged two rounds from his gun. Samaroo attempted to take evasive action but was hit by the gunshots. One bullet entered her right shoulder and exited through her left breast, while the other bullet entered her left shoulder, and was lodged in her pelvis. After shooting Samaroo, the attacker allegedly barged into the house and grabbed the woman’s purse which contained over $20,000. By that time, Samaroo’s son, a 12-year-old first former at Queen’s College, had awoken to the loud footsteps in front of his bedroom door. The boy said that he lifted his mosquito net and was about to proceed in the living room when he saw a strange man, and slid back into his bed and pretended to be asleep.

The attacker then escaped with his two accomplices who were awaiting him downstairs. The woman’s husband, Amar Samaroo, a scrap metal dealer said that while one of the bandits held up his wife, the two others remained downstairs. Speaking to this publication yesterday, Samaroo explained that he was making his way to Linden to do some work when he received a frantic telephone call from his wife just after 23:00 hours, who kept telling him that she had been shot. The man immediately turned back and headed home. “I had just talked to her. And from Hope, to where I was in Sara Johanna, I got another call. She keep saying, ‘I get shoot, turn around and come back,’” Samaroo explained. Several minutes later, Samaroo arrived to his family’s aid, only to be disappointed that the police had not yet showed up. But before he could transport his wife to get medical treatment, a few ranks had eventually arrived in a taxi, claiming that they did not have transportation. At the hospital yesterday the man said that his wife is currently recovering from an emergency surgery to remove the bullet which was lodged in her pelvis. He revealed that she was conscious and was able to relate the moments of horror to the rest of her family who had flocked the hospital. “When I asked why she did it, she said it was for her children,” Mr. Samaroo said. No one has so far been arrested but police are continuing their investigations.

Agricola fatal shooting…

The four teens detained following last week’s Agricola raid along with their attorney James Bond One week after a police raid in the Agricola community which resulted in the fatal shooting of 17-yearold Shaquille Grant, ranks who were reportedly present at the scene are refusing to be part of an identification parade slated to determine those responsible for the incident. According to Attorneyat-law James Bond ,who is representing the young men who were with Grant when he met his demise, police officers refused to be placed on identification parade when the youths appeared at the Brickdam Police Station to “point out those responsible f o r t h e d e a t h o f t heir friend”. Bond said his clients have given statements pertaining to the shooting and assisted the police in building a case against those who were involved in last week’s incident. He said the issue of statements was over the day before the intended identification parade and yesterday, his clients were told to be at the Brickdam Police Station for 10:00 o’clock to identify the ranks involved in the shooting. “We were told at 10:00

o’clock and we were gathered at the Brickdam Police Station to pick out positively those officers who were present. We got there early and were awaiting the arrival of the police officers who were part of the unit when young Shaquille Grant was killed. Lo and behold, a senior officer indicated to us that the ranks had refused to be part of the ID parade.” Bond said he understands that it is the police ranks’ constitutional right to refuse to be part of the ID parade, but it is not the end of the matter, since names and identification marks were given to the police. “There is sufficient evidence, because we have given names, we have given identification marks, we have given the police adequate information and the police know who the ranks in Agricola were.” Bond commended Commissioner of Police Leroy Brumell for calling for an inquiry into the shooting of Shaquille Grant. He however said that the next critical step is for the Top Cop to show the willingness to fulfill his promise - that is to give satisfaction to the family of the deceased in bringing the

perpetrators to justice. Bond further stated that on Monday, “the officer who shot and killed Grant was positively identified at Eve Leary”. He said without question there is enough evidence against the rank involved and his clients are ready to identify that individual and the others. Bond added that Romel Bollers, who was shot in the back of the head, is on $40,000 bail. He opined that the police gave a bail amount to justify Bollers being shot. The 20year-old is still to be charged for any offence. Two of the teens are however awaiting the return of items they said the police took away from them on the day of the incident. One of the teens said the police relieved him of $45,000 cash and a cell phone worth more than $40,000. Another youth who walked with his receipt and phone package said his Iphone valued at $160,000 was also taken away by the police ranks plus $60,000. The men said when they asked the police for their belongings, “they said ‘What money?’ and pretended to know nothing about the money or the phones.”

Romney stands by comments in video but says they were ‘not elegantly stated’ A series of video clips from a ritzy Mitt Romney fundraiser last May have made their way to the Web, depicting the Republican presidential nominee making a number of frank and offmessage remarks about the race. “There are 47 percent of the people who will vote for the president no matter what,” Romney says in the video. “All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it. That that’s an entitlement. And the government should give it to them. And they will vote for this president no matter what … These are people who pay no income tax.” Romney also joked that he would have an easier time winning the White House if his father — born to Americans living in Mexico — was born to Mexican parents; he expressed skepticism of

the possibility of a peace deal between Israel and Palestine; he predicted that the mere fact of his being elected president would improve the economy; and he added that they were limiting his wife Ann’s campaign appearances, “so that people don’t get tired of her.” The Obama campaign was quick to jump on the comments. “It’s shocking that a candidate for president of the United States would go behind closed doors and declare to a group of wealthy donors that half the American people view themselves as ‘victims,’ entitled to handouts, and are unwilling to take ‘personal responsibility’ for their lives,” campaign manager Jim Messina said in a statement. Mitt Romney stood by his comments. In a hastily arranged news conference Monday night, he called his words “off the cuff” and “not elegantly stated,” but given several opportunities to back off the comments, he did not. Romney said he was

merely talking about the “political process of drawing people into my own campaign.” He described the incident as a “snippet of a question and answer session” and called on the full video to be released to show the question and his response in its full context. Asked if he was worried that he had offended the 47 percent of people he mentioned in the statement, Romney did not back off his remarks. “It’s not elegantly stated, let me put it that way,” Romney said. “I’m speaking off the cuff in response to a question, and I’m sure I can state it more clearly in a more effective way than I did in a setting like that and so I’m sure I’ll point that out as time goes on.” But, he added, “It’s a message which I am going to carry and continue to carry.” Still, Romney ignored a question about whether he really believes what he was saying. Asked if his words were reflective of his “core convictions,” Romney simply walked away. (The Ticket)

Key ally pulls out of Indian govt. over reforms (Reuters) - Indian Prime Minister Manmohan Singh’s biggest ally has pulled out of the Congressled ruling coalition, tipping the government into a minority as a political firestorm over big-ticket reform measures escalates i n t h e w o r l d ’s m o s t populous democracy. Mamata Banerjee, chief minister of West Bengal state, had demanded the government reverse its decision to raise diesel prices and open India’s supermarket sector to investment from foreign chains such as WalMart Stores. The pullout of her Trinamool Congress party (TMC) yesterday evening is unlikely to topple the government as Singh can count on two other powerful regional parties outside the coalition to prop it up. But both these parties are also opposed to retail liberalisation, which could once again endanger a closely watched policy that stalled last year after street protests. Retail reform was among a series of “big bang” economic reforms launched

last week. They are seen as crucial to reviving India’s flagging economic growth, reining in a bloated fiscal deficit and warding off the spectre of a credit rating downgrade. But the measures sparked a furious backlash from Banerjee and other political parties, who condemned them as a needless attack on India’s hundreds of millions of poor people. A senior leader in the main opposition Bharatiya Janata Party (BJP) told Reuters it would try to push for a confidence vote in a special session of parliament it plans to convene. Singh’s renewed drive for reforms had cheered investors as a sign that the government was finally shaking off months of policy inertia. The Congress party appears confident of surviving opposition to the reforms and has so far held firm against calls for them to be rolled back. “The government have

lost their credentials. If they cannot keep their friendship with us, they cannot keep it with anyone,” Banerjee told reporters on Tuesday after a meeting of her party in the eastern city of Kolkata, seat of her government. The withdrawal of the 19 TMC MPs in the lower house of parliament puts the government in a minority. But it is unlikely to destabilise the coalition in the short term. Congress has the formal support of the Bahujan Samaj Party (BSP) and the Samajwadi Party (SP), who have a combined total of 43 seats in parliament, to keep it afloat. It needs a minimum of 272 seats out of 543 in the lower house. Several party and government officials had earlier told Reuters that Congress leader Sonia Gandhi had assessed the risks of losing coalition allies over the measures and concluded the government was safe.

Increase in food prices looming Law body blames Govt. for Sec 34 crisis

ST JOHN’S, Antigua – People are being told to brace for price hikes at supermarkets and other stores after a major shipping company upped its rates last weekend. Tropical Shipping added US$125 per 20-foot container and US$250 per 40-foot container, among other hikes in goods coming from the continental US and Canada. The company said the increase was necessary because of changes in fuel prices. Director of the Consumer Affairs Division Hildred Simpson said an increase in the cost of goods is expected. “Shipping costs is one of the expenses that traders are

allowed to reflect in their prices. If the cost of shipping increases it means it would be reflected in some measure in the cost to consumers,” Simpson said. “We will ensure that whatever increases are applied are indeed due only to the shipping costs that need to be recouped by traders and no unnecessary costs are added,” she added. Owner of the wholesale business, Goodwill Agencies, Fitzroy Dickenson, said the poorest people will be the worst affected. “Anything that increases has to cause an effect. It doesn’t affect wholesalers per se, it costs you an extra dollar to put in, but it’s passed on

to the end users,” Dickenson said. General Manager Epicurean, Richard Buoni, said the shipping costs make operations difficult for supermarkets. “The problem that it poses is it’s almost a five per cent increase in the cost of our freight. If we decided to pass on the cost it would increase the cost to our consumers,” Buoni said. Attempts to contact other supermarket chains and wholesalers were unsuccessful up to press time. Tropical Shipping increases will affect all shipping between the continental US, Canada, the United States Virgin Islands, Tortola, Virgin Gorda, Dominican Republic, Anguilla, Antigua, Barbados, Dominica, Grenada, Guyana, Nevis, St Barth’s, St Kitts, St Lucia, St Maarten, St Vincent and Trinidad. (Antigua Observer)

Trinidad Express - The Law Association has laid the blame primarily on the Government for the Section 34 crisis which occurred last week. In a statement Monday, the Association said the contentious Section 34 of the Administration of Justice (Indictable Proceedings) Act was not contained in the draft bill sent to it by the Government for comment. Like the Director of Public Prosecutions and the Criminal Bar Association, the Law Association said it never saw Section 34 or any clause similar to it when it was asked to, and commented upon the legislation, prior to it going to the Parliament for debate. In its statement, the Association said furthermore it was “seriously concerned” that (after the Act was passed by the Parliament) neither the DPP, Law Association nor Criminal Bar was consulted before the “eventual piecemeal (and early) proclamation of that particular clause.

Herbert Volney “We are satisfied that if members of Parliament had had the advantage of at l e a s t t h e D P P ’s v i e w s , which he has made public, and in particular had had the benefit of the list of pending proceedings which Section 34 would have impacted, the imbroglio which emerged during the preceding week (where an emergency session of Parliament had to be held to repeal the measure) would have been avoided”. “While we lay the blame squarely on the shoulders of those whose responsibility it was to engage in a meaningful process of consultation, both Opposition and independent senators must also accept some responsibility for failing to attempt to gauge the impact of the amnesty they were enacting into law,” the Association stated. On its early proclamation, the Association said: “It would obviously be relevant to consider what proceedings would be impacted, what stage these proceedings were at, how much state resources had already been expended and the causes of any delay... From what has been put in the public domain, it appears that there was some consultation with the DPP prior to promulgation. “One therefore assumes that the relevant Minister would have been made aware that early p r o m u l g a t i o n

(proclamation) would have brought an end to criminal proceedings which were far advanced, involved complex evidence and were subject to delay engendered by satellite proceedings in the High Court. It is also not in dispute that the vast majority of the provisions of the Act were not ready for promulgation since the logistical and other support needed to make the Act work were not yet in place... It could not be discounted therefore that pending criminal proceedings might have commenced in the High Court and brought to a conclusion before the Act was ripe for full commencement. “In such circumstances, and in the absence of any information which indicated the need for urgent promulgation, it would appear that bringing Section 34 into force with effect from August 21, 2012 was premature and not in the public interest. It is not that the DPP was not consulted: it is that his salutary advice was simply ignored,” the Association stated. It said Section 34 was “fundamentally flawed for four reasons”. Firstly, the Association said, it provided for time running against the commencement or continuation of a prosecution from the date the offence was alleged to have been committed, instead of from the date the criminal proceedings commenced. This version (ie from the date the criminal proceedings commenced was what the House of Representatives initially passed. But it was amended by a motion introduced by Justice Minister Herbert Volney in the Senate in the dead of night). In rejecting this position, the Association stated that the DPP pointed out that, especially in cases of complex fraud, the evidence needed to initiate a charge may not be gathered for some years after the commission of the offence.

INVESTIGATING THEIR OWN

So far most of the attention about the shooting of the young man in Agricola has been concerned with who fired the shots that killed him. However, this is not a cutand-dry issue; the answer is not as clear-cut as it may seem. Obviously there must be some way of determining which of the ranks shot at the youth or the group of youths. This can be decided through an examination of the rounds that they had in their weapons after the incident. It may also be determined through ballistic tests. Where the situation gets more complicated is when it comes to determining which of the shots hit the young man and who fired those

shots. Ballistics and forensics will have to be used here, but unless the evidence exists, it may be hard to pinpoint who fired the shots that hit the now deceased youth. But it will get more complicated, because the young man was reportedly hit with more than one bullet. So which one of these bullets was the fatal shot and who fired that specific fatal shot. This issue may have a bearing on the issue of who to charge. So the issue does not simply boil down to who fired shots. In making out a case of murder, the police have to be clear as to who fired and which of the fired shots actually hit the now deceased, and which of these

shots were responsible for his death. But the puzzle does not end there. All of the above is premised on the fact that the police may have used disproportionate and unnecessary force. But the police are claiming that they were responding to fire from the youths. A gun was reported to have been retrieved from the scene. Now if indeed shots were fired at the police, this places a completely different complexion on this case. If the police were fired at, then they would have had a right to defend themselves. And if death was as a result of the police defending themselves after coming under attack, it means that

Thousands sign petition calling for removal of two senior cabinet ministers PORT OF SPAIN, Trinidad - CMC - Thousands of people yesterday signed a petition calling for the resignations of two senior government ministers, including Attorney General Anand Ramlogan, as the controversy continues over the government’s introduction of legislation that critics say was aimed at ensuring the fraud cases against two party financiers were dropped. Opposition Leader Dr. Keith Rowley led supporters of the main opposition People’s National Movement (PNM) as well as other individuals to the official residence of the President where the petition was presented to acting President Timothy Hamel Smith. The petition called for the removal of Ramlogan and Justice Minister Herbert Volney for their roles in the controversial Section 34 of the Administration of Justice (Indictable Proceedings) Act. The two senior Cabinet

ministers are accused of breaching the trust of the people and tarnishing the credibility of the parliament.

PNM chairman Franklyn Khan told reporters that the petition was symbolic since the head of state cannot remove a Cabinet minister.

this entire case can take on a different dimension. So far the media has not paid too much attention towards the aspect as to whether the police were indeed fired upon. The police‘s side must also be considered and judgment must not be passed against them unless their story can be proven to be without merit or a factual basis. And so it is important that all the facts be known before conclusions are arrived at, because if indeed as the police claimed they were fired upon, then they would have been within their right to take steps to protect their own lives. There are persons out there who have however made up their minds about what happened. In their estimation, the police were responsible for the death of the young man and nothing you can tell then will change that opinion. They even refuse to accept that a shot or shots may have been fired at the police.

In circumstances where more publicity is being given to one version as against another version, it would be unwise for anyone to make premature assessments of what may have happened. Yet this is exactly what happened when one person was claiming that the young man was executed while on the ground. This would have to be determined by the forensic experts who would also have to explain the possible scenarios that could account for other bullet wounds. The situation has become so emotional that people are now beginning to question whether the police would conduct an impartial investigation where their own ranks are concerned. If after every death involving the police, overseas experts have to be flown in, we are going to have a serious crisis of law enforcement. The police force must be allowed to carry out their investigations. If we have reached a stage

Page 9

in this country where the police cannot undertake their own investigations, then it is time to dissolve the Guyana Police Force and reconstitute a new force. The Guyana Police Force must take steps to restore greater confidence in its ability to fairly investigate cases involving its own ranks. It should after it would have accumulated the evidence in this case, invite reputable persons within society with knowledge and skills in forensics and ballistics to examine their investigative methods. In short, what is needed is an audit of the process to ensure that no stones were left unturned, no evidence tampered with, and nothing covered up. This would help assuage the fears of those who are suspicious of the police investigating their own.

THE FREDDIE KISSOON COLUMN

The Traudl Junge/Nadira Jagan instinct in the human mind

Whenever I write on the complexity of the human mind, the names Nadira Jagan and Traudl Junge appear right in front of my eyes. The former is the daughter of one of the world’s longest serving politicians, Mrs. Janet Jagan. The other (deceased) was the confidential secretary of Adolf Hitler who stayed with him in his bunker right up to the point where he committed suicide. These names come up whenever I read about children praising their parents who were army leaders, presidents, prime ministers, police chiefs, judges etc., but whose careers were torridly controversial and for whom

the evidence of horrible wrongdoing was incontrovertible. Can the credibility of a country’s leader survive when there is proof that he/ she murdered citizens whose only crime was to protest or write about the wrong things they saw in their country? No one took seriously the cries of the daughter of Saddam Hussein when she ranted about her father’s trial in Iraq. A tape exists whereby Hussein ordered the murder of a journalist. How complex is the mind or is it that the mind is perfectly logical but it is just that humans are an indecent lot? Surely, Hussein’s daughter had to be indecent to think that her father was a good person and that her pain had to be understood. In the mind of Hussein’s daughter, the family of that killed journalist had to have

concrete running through their veins. Didn’t they feel the pangs of hurt when the journalist was murdered? How can a child bless his/ her parent with words of adoration when that parent had committed unspeakable atrocities? We need not go that far into the realm of atrocities; we can simply look at acts of violence perpetuated by that parent upon others. There is no complexity of the mind here. This is just cold-blooded barefacedness, deep dishonesty and open indecency. Surely, civilization has set standards by which we can judge the moral mind of humans. Ms. Junge in her memoirs was plainly deceptive. She painted a picture of a loving, caring boss. But loving and caring to her; not to the Jews of Germany. We cannot judge the character of others based

solely on their generosity to us. This is a recipe for macabre depravity. One can be the most caring father to a child, but the child must not overlook a leader’s brutalization of his/ her critics. Among the values civilization gave human society are those of love, protection and obligation. Nadira Jagan was quoted in the Chronicle as saying that she cannot help hating people who criticized her mother. What if this daughter was given the evidence of terrible wrongdoing by her mother, who at one time was one of the most powerful politicians in Guyana, was President of Guyana, and was active in politics for over sixty years? How does Nadira Jagan treat the words of a Trinidadian citizen who is regarded as one of the nicest persons the Caribbean gave birth to – Professor Lloyd Best? Nadira Jagan would

find it impossible to locate any harsh criticism of Professor Best who was once the advisor to her father, Cheddi Jagan. In the book, “The PPP of Guyana, 1950-1992: An Oral History”, Professor Best had some harsh, very strong words to say about the cruel mind of Mrs. Jagan. This is supported by countless citizens from all walks of life who at one time interfaced with Mrs. Jagan. There cannot be any doubt that Saddam Hussein’s daughter must have felt deep hurt at her father’s execution. But is she an honest person? Was Junge an honest woman? Does Nadira Jagan believe that her mother was as virtuous as she Nadira believes in her own mind? If we love our relatives and family members and parents, then we ought to intervene and stop them from hurting others. A mother has to tell her son so that he cannot rob someone of their pay packet.

Frederick Kissoon Likewise, a child has to tell his/her father/mother that as President or Prime Minister they cannot dismiss citizens from their employment, thus creating misery for a family with children whose education will suffer. Ulele Burnham, in a reply to me, wrote that she once asked her father (President Forbes Burnham) why he ordered the transfer to the interior of the Headmistress of her school, St. Rose’s, Sister Hazel Campayne. She said she felt it was unjustified. This column was composed after I read that a daughter said at a funeral ceremony over the weekend that her father was the best dad in the world. What about best policeman? Was he?

REDJet refund on hold, verification process incomplete Refunds promised to passengers who purchased tickets in Guyana to use the REDjet Airline will be further delayed as the verification process of names sent from Guyana is incomplete. Principal Assistant Secretary in the Ministry of Public Works, Derrick Jodhan, explained that after the collapse of the REDjet airline in March 2012, the Ministry of Public Works decided to take up the case for Guyanese passengers who had purchased tickets, so they could be refunded their air fare. Subsequently, newspaper advertisements were placed for persons to print out their confirmation forms and take them in to the Ministry. The advertisements ran until June and a list of names was compiled. “We had roughly 850 requests approximately, but each request would have carried a number of persons… so we are looking at over 2,500 persons that purchased tickets and are seeking refunds, which amount to US$175, 500,” Jodhan stated. He further explained that the bond signed between Government and the airline was US$200,000. “That is the bond the Ministry wanted to levy on,” he added. The list of names complied by the Ministry was sent to REDjet for approval

- Public Works official and confirmation of its validity. REDjet’s response was to return two lists, one approved and one not approved. The list which has been approved amounts to 70% of the list originally sent by the Public Works Ministry. “The problem is that we are still waiting for the unapproved list,” Jodhan said. “We want to know the reasons for not approving those passengers. If there are genuine reasons, we would have to let the passengers know something. Why their money has not been approved. We were thinking of starting to pay those people who have been approved, but we have to be very careful with the legality of the bond. My understanding with the bank, because we are in constant dialogue with REDjet and the bank, is that it’s a one-shot stop. The minute we sign on … I think it’s over.” Jodhan emphasised the need for an agreement with REDjet reiterating that the list “has to be approved by both parties before we can levy, and the bank will accept that. So we are waiting on that list, because we don’t want anybody to be disenfranchised.” He pointed out also that there is yet a third list, a list which was

compiled of persons who had begun to apply for refunds before the Ministry stepped in. This list was sent to the company before the Ministry’s list was sent and now requires doublechecking for duplication, where persons had applied before directly to the airline, and then applied through the Ministry also. That list is expected to be verified by the Ministry today. “We want to ensure that no Guyanese passenger has been disenfranchised, and that nobody gets paid twice. We need to verify and to be careful about the one-shot payment,” Jodhan stated. “So the verification process is what’s taking the time. I know passengers are very much frustrated out there. I am sorry that we have to take so long. But it is beyond the Ministry, it’s more a REDjet issue at this time.” Incorporated in Barbados, REDjet took to the air with a regularly scheduled service between Barbados and Guyana in May 2011, and a service to St Lucia was introduced in February 2012, with flights to St Maarten scheduled to begin in May. In March, the company was hit with financial problems, and officially ceased business in June.

The project falls under the Ministry of Culture Youth and Sport, and the bids were opened by the National Procurement and Tender Administration Board (NPTAB), Ministry of Finance, Main Street. The engineer’s estimate for the project is $28, 317,707 and the bids are as follows:

Meanwhile, the NPTAB opened bids for the Ministry of Housing and Water, for the upgrading of main access road at Block eight Tuschen, Phase two; Recht door Zee, Phase two; Section EE, Nonpareil, Ordnance-Fort Lands, No. 76 Village. The Engineer’s Estimates were divided into five lots: - Lot (1) $52,588,624; Lot (2) $83,338,420; Lot (3) $50,502,606: Lot (4) $63,260,516; Lot (5) $65,556,926. The bids submitted:

Three bids were received for the supply and delivery of Anti-Malaria Supplies to the Ministry of Health. The bids were:

There were four bids for the construction of Rubble Mound Groynes (coastal protection) in regions three and four, under the National Agricultural Research and Extension Institute (NAREI). The project was divided into two lots and the engineer’s estimates were Lot (1) $62,600,000 and Lot (2) $34,844,000.

Flour prices to rise again Flour prices locally are set for an increase again on Friday as weather continues to affect food supplies worldwide. According to the National Milling Company of Guyana Inc. (NAMILCO), government has agreed to a 6% across-the-board increase for all its products. NAMILCO last hiked its prices in March. According to the c o m p a n y, t h e p r i c e o f grain, including wheat, has escalated over the last few months and it appears to have peaked at this time in Guyana. “The severe drought in the United States of America and other parts of the world and increasing demands for food worldwide are the main contributing factors for the increase. Last week, the Jamaican flour mills announced an increase of 10-14% and other mills in the Caribbean have already increased prices,” NAMILCO said.

Bert Sukhai - Managing Director, NAMILCO The company said that it has refrained from increasing the price for flour with the hope that these increases were temporary. “Our last increase was in March 2011. However we have been buying wheat at higher prices and can no longer afford to hold prices steady.” According to Managing Director, Bert

Sukhai, discussions have been held with the Minister of Tourism, Industry and Commerce (ag), Irfaan Ali, on the issue, and the company had requested a 12% increase. “At his request we have agreed to a 6% across the board increase with effect from September 21, 2012.” The Eccles-based company insisted that its flour still remains one of the cheapest in the Caribbean, despite the high cost of electricity. “We want to assure consumers that increases are taking place worldwide and we will monitor the situation with the expectation that wheat prices and consequently flour prices will decline in the future.”

More training aimed at region’s microfinance industry Fifteen institutions will participate in the second phase of the regional Microfinance CapacityBuilding Project for the English-speaking Caribbean (Carib-Cap II), a programme aimed at helping the region develop its microfinance industry. Carib-Cap II will be launched on Sept. 30 during the Caribbean Microfinance Forum IV in Bridgetown, Barbados. The programme is a joint effort by the Multilateral Investment Fund, member of the IDB Group, the Caribbean Development Bank, the European Commission and Citi Foundation. Carib-Cap II, a $2.7 million technical cooperation programme, will provide individualized capacitybuilding training to 15 microfinance institutions in the region, building on CaribCap one (I)’s successes in new client outreach and improved financial performance. Beneficiaries

will include microfinance institutions from The Bahamas, Belize, Guyana, Jamaica, Suriname, St. Lucia, Trinidad and Tobago. The programme tackles the unique growth challenges faced by microfinance institutions in the Englishspeaking Caribbean, by providing training on areas including management, marketing, product design and financial tools. In the first phase, the $3M Carib-Cap I programme provided non-reimbursable financing for training, product development and strengthening of the Caribbean Microfinance Alliance (CMFA), a network of microfinance institutions established to develop a business ecosystem that expands lending to lowincome enterprises. In the first year of the programme, client outreach of participating institutions rose by 14 percent and their portfolio-at-risk was nearly

cut in half, dropping from 27 percent to 13.7 percent. Carib-Cap II will further strengthen the Caribbean Microfinance Alliance (CMFA) to increase its capacity to serve as a focal point for networking, knowledge-sharing and capacity-building for microfinance institutions in the Caribbean. The Caribbean Microfinance Forum IV immediately precedes the Foromic, and is an annual gathering of microfinance institutions that begun under the auspices of the Carib-Cap project. The theme of this year’s meeting is “Building High Performance MFIs – Increasing Financial Access for the Poor”. A highlight of this year’s meeting is a training programme on the “SMART campaign”, an international effort spearheaded by the Center for Financial Inclusion (Accion) in Washington D.C. focusing on client protection. This training for the Caribbean is part of a larger collaboration between the MIF and the Center, and the goal is to assess and eventually certify microfinance institutions in responsible financial practices. The first Citi Microentrepreneurship Awards for the Caribbean will also be presented by Citi Foundation at this event.

Linden Commission of Inquiry…

Former Chancellor of the Judiciary Cecil Kennard has returned from annual leave and is to be sworn in shortly as the fifth member of the Commission that will look into the Linden unrest that left three people dead and several others injured. Justice Kennard, who is the Chairman of the Police Complaints Authority, informed Kaieteur News that he returned to Guyana yesterday. The other four members of the Commission have already been sworn in by President Donald Ramotar. They are Justice Lensley Wolfe O.J., who is the Chairman; Mr. K.D. Knight S.C; Ms. Dana Seetahal S.C, and former Guyana Court of Appeal Judge, Claudette Singh. Commission

Chairman, former Jamaican Chief Justice Lensley Wolfe, has said that the Commission’s findings will be based solely on the evidence presented to it on oath or affirmation by witnesses. Advertisements calling for submissions to the body have been sent out. The sittings are to be public except where circumstances dictate that statements be made in camera. In August, the Government and the Opposition agreed on a foreign component being added to the Commission of Inquiry. However, A Partnership for National Unity (APNU) recently objected to the appointments of attorneys-at-law Euclin Gomes and Gamesh Hira to assist the Commission with gathering witnesses and

evidence. According to APNU Member of Parliament, Joe Harmon, the two lawyers have close connections with Attorney General Anil Nandlall. He said that Gomes works in the law firm of Nandlall. Cabinet Secretary Dr. Roger Luncheon had told reporters that he expects the Commission to sit for no more than 30 working days. Some $80M has been budgeted for the exercise which arose out of the killing of Shemroy Bouyea, Allan Lewis and Ron Somerset when protestors clashed with the police at Linden. They were part of a crowd which had gathered on the Mackenzie-Wismar Bridge to protest a government move to increase electricity tariffs in the mining community.

Police attempt to arrest... (From page 3) contact with me. Today (yesterday), I get a call from somebody who told me that the Fraud department of the police wanted me.” The involvement of the Fraud Section was prompted by one of the men who bought an ATV from Chase. He claimed that when she sold the vehicle she was aware that she could not sell the vehicle at the time. His argument is that she

fraudulently procured his money. GRA seized his vehicle. He claimed that he is now out of pocket and that Chase should return his money. He stressed that no attention was being paid to the fact that Mr. Sealey signed the letters which would lead to the assumption that supporting documentation was checked. “It would be hard to think now that my client would come forward now to give evi-

dence.” This is not the first time that there have been allegations of wrongdoing over duty free concessions and the importations of ATVs. Earlier this year, GRA admitted that it was probing incidents where concessions were granted. It is believed that over $100M was diverted from the government coffers. There were no findings released for that probe.

Persons working in the dispensary at the West Demerara Regional Hospital yesterday staged a sit-in over poor working conditions, including a non-functional air conditioning unit and no fans. This is despite numerous complains to management. Kaieteur News was told that the management of the hospital was forced to bring staff from the Leonora Cottage Hospital to serve members of the public. Also, a worker from the drugs bond at the hospital was sent to work in the dispensary to give support to the two staffers from Leonora. Sources at the institution said six persons have been crammed in an area measuring 8x10 sq ft, which is without proper ventilation, a nonfunctional air conditioning unit and no fans. And the space issue has been a long standing one. The source said that the workers have vowed not to

resume work until their demands are met since they are of the opinion that their department is being neglected by management. Also this publication was told that the toilet which is used by staffers of that section of the hospital has been in a deplorable condition. “Most of the toilets are backed up and there is no running water and nothing is being done to fix these problems,” one staffer lamented. In addition, some employees attached to the records department have also aired some of their concerns, noting that their section is in dire need of rehabilitation. Kaieteur News was informed that the department has been under repairs since last year, but has not been completed, causing numerous records to be misplaced. Staffers are complaining that other areas which are ‘not as important in giving service to

Two detained following cocaine bust released Two persons who were detained by ranks from the Customs Anti-Narcotics Unit (CANU) were released last evening after the stipulated 72-hour detention period came to an end. This publication understands that no charges are expected to be laid against the men, but investigations are ongoing. Last weekend, the Police Anti-Narcotics Unit and CANU intercepted a total of 59 lbs of cocaine at the Cheddi Jagan International Airport (CJIA), Timehri, in two separate operations. According to reports, the first bust was made by CANU ranks late Saturday night. A suitcase packed with 25 bricks of cocaine was found on a baggage cart which had

already been loaded onto a Caribbean Airlines aircraft which was heading to New York. Reports are that acting on information ranks waited mere minutes before the flight was ready for departure to conduct a search during which the cocaine was found. Several hours later ranks from the Police Anti-Narcotics Unit carried out a search on a vehicle that carries luggage to be loaded on the aircraft, and two bricks of cocaine were discovered. It is believed that the two busts are linked to each other. Sources close to

Page 21

the investigation revealed that the two bricks may have been stolen from the larger portion which had been found earlier by the CANU ranks. The recent busts come close on the heels of several others at the same port. Only a week ago, two persons were placed before the court for attempting to smuggle cocaine through the CJIA. Prior to that incident, several kilos of the illicit substance were found in a haversack. On that occasion, a bag was reportedly thrown over the perimeter fence of the airport.

grille work on the manager’s office instead of doing important works. Because of the works and how the place is now, you cannot find a person’s record. Every time a person comes to the hospital now you have to give them a new card and you can’t get

that person’s medical history. Sometimes a person would tell us that they have a long history at the hospital and t h e d o c t o r n e e d their records but then you can’t find it.” Further, persons at the institution are calling for the

Health Ministry to look into various affairs. Many agree that there is need for proper maintenance in and around the hospital. Currently staff members are complaining about stagnant drains around the compound.

Bel Air $$M heist…

Son testifies against mother - Getaway driver doesn’t recognize signature As the trial in the 2011 Bel Air heist continued yesterday, a story of family betrayal unraveled, when Sanjay Ramsood was called upon by the prosecution to testify against his mother Chandra Rampersaud. Rampersaud and five other persons are implicated in the robbery of her son-inlaw, prominent businessman Malcolm Panday. In his testimony, Ramsood told the court that his mother “sounded cold and unresponsive when he told her via telephone that his sister had been robbed. She didn’t even find out about the children.” Ramsood said that he was “saddened by his mother’s response.” Further in his testimony, the man said that he was involved in chasing and capturing one of the accused, Jermaine Mitchell. He said that on the day of the robbery, his wife called him and related what had occurred. The witness, who is employed as a taxi driver, said that he sped over to his sister’s residence where he saw police ranks “in black clothes” assembled on the streets. As he approached his sister’s home, Ramsood said that he saw “a heavily-tinted 212 motorcar drive out of Bel

Air Gardens at high speed” he drove approximately 50 feet behind and followed the vehicle as police ranks on motorcycles rode behind. The car eventually turned into the driveway of Ocean Spray Hotel on Vlissingen Road where three persons emerged from the said vehicle. The witness described the men he claimed he had seen on the day of the incident and identified two of the accused. Ramsood went on to say that shots were fired after the men came out of the car, but he was able to escape unharmed. Ramsood identified the shooter as Jermaine Mitchell whose firearm later fell out of his hand. Mitchell attempted to escape on foot but Ramsood claimed that he drove behind him. The suspect realized that he had been cornered and tried to escape via a nearby trench, Ramsood said. Mitchell tried to shelter at an empty lot but was caught by Ramsood and public-spirited citizens who held him until police arrived. The matter is being heard by the Chief Magistrate (ag) Priya Sewnarine–Beharry and being prosecuted by Attorney –At- Law Glenn

Hanoman in association with Senior Counsel Bernard De Santos at the Georgetown Magistrates’ Court. Detective Cedric Gravesande also testified at yesterday’s hearing. He said he was involved in procuring the statements of three accused Aubrey Simon, Jermaine Mitchell and Rayon Jones. The police witness said that all the statements were given freely and voluntarily. He read Simon’s statement in open court which revealed that Simon confessed to being the driver of the getaway car involved in the heist as well as apologised for his role in the alleged crime. However Simon claimed that the signature affixed to the caution statements did not belong to him. He told the court that the five signatures on the statements were written out while he usually signs using only his initials. The issue was raised by defence counsel Michael Somersall. Simon later recalled signing the case docket which bore similar marking to that on the caution statements. The prosecution will call other witnesses as the matter continues today.

THE RACE CARD

DEAR EDITOR, We the concerned employees will like to bring to your attention an ugly monster that is being practised in GT&T and supported by ATN. The monster we are alluding to is the ‘race card’ for choosing the two top posts — the CEO and CFO positions within GT&T.From 1997 to present those two positions were held by one ethnic group. We the concerned employees are saying that GT&T is sucking up to the Government of the day. The Government does not like GT&T. When it was in the opposition, it was totally against the sale of the then GTC (now GT&T). The government is on record saying all sorts of things against GT&T then and now. ATN and GT&T are not carrying out a fair selection. They prefer to play the race card but it will continue to backfire or face the consequences once again. Concerned Employees — GT&T

Willing to serve on the Medical Council of Guyana DEAR EDITOR, A few days ago I saw a notice in your publication for the Medical Council of Guyana in which the council listed the names of doctors eligible for a place on the board of the new council if so elected by their peers. I wish to remind the Honourable Minister of Health that the Medical Practitioners Act of 1991 was amended a few years ago and there is now a legal requirement for two nonmedical persons to sit on the board of the Medical Council of Guyana. I wish to let the Honourable Minister know that I am willing to serve on the medical council should he so see it fit. Bryan Mackintosh Health Advocate

Real Madrid fight back Man Utd expects to stun Man City revenue growth this year Cristiano Ronaldo

Cristiano Ronaldo’s lastminute winner gave Real Madrid a thrilling victory over Manchester City in a pulsating Champions League clash at the Bernabeu. City keeper Joe Hart kept his side in the game before they took a shock lead through Edin Dzeko’s breakaway goal. Marcelo equalised with a deflected shot but City led again when Aleksandar Kolarov’s freekick flew straight in. In a frantic finale, Karim Benzema levelled before Ronaldo’s shot flew past an unsighted Hart to win it. That brought a spectacular sliding celebration from Real boss Jose Mourinho - who had questioned his side’s focus and commitment in recent days - and provided an extraordinary finish to a game which had been completely one-sided for long periods. The Spanish side dominated until Dzeko put City ahead after the hour mark, with Hart rescuing his side on several occasions. But, having led with less than three minutes remaining, Roberto Mancini’s men will still feel they should have won the game, let alone finish up empty-handed as they began their campaign in Group D. A trip to the Spanish champions always looked a tough way for City to begin their task of reaching the knockout stages for the first time, especially because there was no sign of any lethargy in the Real camp as they took the game to City from the start. Inside the first five minutes, Ronaldo tested Hart for the first time when he cut inside Vincent Kompany and fired in a low shot that was heading for the bottom corner until the England keeper clawed it to safety. That set the pattern for the rest of the first half, with Ronaldo giving Maicon a torrid time down the right, while Angel di Maria and

Alvaro Arbeloa saw plenty of the ball on the opposite flank. Hart had to come to City’s rescue again with an instinctive block to keep out Gonzalo Higuain’s header from Ronaldo’s cross-shot, before racing off his line to close down Higuain after he beat the offside trap. By now, Real were completely dominant and City were also grateful for some poor finishing from Higuain and Sami Khedira, who both missed the target from pointblank range. Tellingly, Yaya Toure was City’s only attacking outlet before the break, twice causing the Real defence problems after running at them from deep positions but failing to find a decisive final ball. He was to put that right in style when he again charged forward and fed Dzeko, who steadied himself before firing home. The goal came completely against the run of play, but it was almost followed by a second for the visitors when Carlos Tevez slipped Toure

free. However he was off balance when he let fly inside the box and could only fire into the side netting. Mourinho made a flurry of changes in a bid to rescue the game, with Benzema and Luka Modric both flung on, and in the end the home side’s pressure told. Marcelo, who had earlier gone close with two fizzing efforts from the edge of the box, made it third time lucky when he stepped inside Vincent Kompany and saw his shot come off Javi Garcia and fly into the net. The visitors remained on the back foot but they also remained a threat at the other end, and Kolarov restored their lead when he bent the ball straight into the net from 25 yards out. Again, the travelling fans scented what would have been a famous triumph but, once more, Real came forward, with Benzema turning inside Matija Nastasic before finding the bottom corner to make it 2-2. From being on the brink of victory, City were now clinging on for a point. There was yet more drama to come, however, and it was former Manchester United star Ronaldo who would provide it. With the 90 minutes almost up, he cut inside from the right and, after Kompany ducked under his shot, the ball cruelly fizzed past the helpless Hart. (Reuters) - English club Manchester United said it expected revenue to grow in the current financial year after paying the price of a rare barren season on the field in 2011/12. United, floated in New York last month, forecast its underlying earnings (EBITDA) should rise to 107-110 million pounds in 201213, while revenue was likely to be between 350-360 million pounds. The figures were based on the assumption that United reached the quarter-finals of the European Champions League and domestic cup competitions. United failed to make it past the group stages of the Champions League last season, prompting a 16.5 percent fall in adjusted EBITDA to 91.6 million pounds. Total revenue dipped 3 percent to 320.3 million pounds in the year to June 30, 2012. United shares were floated at $14 to value the 19-time English champions at $2.3 billion (1.4 billion pounds). However, they have

slipped lower since the launch and have been trading under $13. A mystery to most Americans, but a household name in football-loving parts of the world, the club opted for New York after ditching plans to float in Asia. The listing was structured to leave the American Glazer family firmly in control of a club they bought in 2005 for 790 million pounds in a highly leveraged deal. A vocal section of United’s fans say the owners have held the club back by saddling it up with hefty debt repayments. Criticism of the Glazers has been muted after United paid out a reported 24 million pounds to sign Dutch striker Robin van Persie from Premier League rivals Arsenal in August. United have won three of their first four league matches this season and are in second place behind Chelsea.

Phyllis Carter Memorial t\20 cricket in Leguan

Ali stars as Rebel record consecutive victories Opener Sultan Ali was in fine form over the weekend guiding Rebel to consecutive victories as the Phyllis Carter Memorial twenty\20 tournament continued on the Essequibo river island of Leguan. On Sunday at Enterprise, Young Warriors made light work of Satro in the first match of the day which started at 10:00am. Satro took fist turn at the crease and were skittled out for 19 in 7.2 overs. Brian Murphy captured 3-9 for Young Warriors who responded with 20 without loss in 1.2 overs with Muneshwar Jattan scoring 12 not out. In the second and final match of the day, Rebel easily overcame Blenhim by 9 wickets in another low scoring affair. Raymond Nandram (3-

8) and Brian Roopchand (3-3) shared 6 wickets between as Blenhim could only manage 51 before they bowled out in 12.3 overs. Sultan Ali then took advantage of some wayward bowling stroking his way to an unbeaten 37 as his team reached the winning target in 3.3 overs finishing on 53-1. Meanwhile on Saturday at the said venue, Maryville defeated Satro by 10 runs in the day’s first encounter. Satro batted first and posted a challenging 150-7 after the game was reduced to 18 overs due to rain. India to experiment with different field settings (Reuters) - India will experiment with different field settings to compensate for their bowling deficiencies at the Twenty20 World Cup, captain Mahendra Singh Dhoni said on Tuesday a day ahead of his team’s opening game against Afghanistan. The 2007 champions failed to defend a formidable 185-run target against Pakistan in a warmup game on Monday with their key bowlers Irfan Pathan, Lakshmipathy Balaji, Zaheer Khan, and Harbhajan Singh going for more than 10 runs an over. India lost the match by five wickets two days after they defeated Sri Lanka by 26 runs with the bowlers led by Pathan doing an excellent job to bowl out the hosts for 120 runs. “Bowling has always been a bit of a concern. If you compare our batting to our bowling, we find the bowling slightly weaker than the batting,” Dhoni told reporters. “We will try different strategies and different field settings, so that you can complement our way of bowling.” India have always relied on part-time bowlers because they usually play with seven batsmen and four full-time bowlers. Dhoni said they could consider a change in the team composition to strengthen the bowling. “We are looking to play with seven batsmen to start

Gautam Gambhir and MS Dhoni at practice ahead of the World Twenty20 game against Afghanistan. (AFP) up the tournament and that means the part-timers will have to do a really good job,” he said. “Otherwise, as the tournament progresses and if we still find our bowling line is bit too week, we will have to go with six batters and five bowlers.” Dhoni also said Yuvraj

Singh, who has returned to the team after cancer treatment, looked fit for the shortest version of the game. “He looks fit especially for this format. It’s a short format and he is not 100 percent fit for something like test cricket right now. But for this format, he is shaping well.”

The winner in the Open male and female categories respectively will receive $100,000 each with second place taking home $80,000; third place $60,000; fourth $40,000 and fifth $20,000. In the Masters’ category, the winner gets $60,000; second $40,000 and third $20,000, while the Juniors pocket $60,000, $40,000, $30,000, $20,000 and $10,000 in the top five; trophies will accompany all the cash prizes. “Courts is trying their best and it is obvious that they are giving back to the communities through sports. This is a wonderful way of them showing their appreciation. This is encouraging athletes to work and work hard. Maybe in the future, there will be some electronics being added to those cash prizes,” Boyce indicated. He believes that the

development thrust of the event can one day see it overtaking the magnitude of IAAF South American 10k race. Courts’ Marketing Assistant, Kester Abrams agreed with the AAG President stating that the race is “a big race with big money”. “As you know with sport in Guyana, it’s not every race you can come and win $100,000 for first place. We expect the very best from our distance athletes. Every year we are looking to build and build and build,” Abrams told the media and representative athletes. He informed that the forms part of the company’s 19th Anniversary since arriving in Guyana and hopes that the race will grow to include Caribbean participation. He disclosed that Banks DIH is responsible for all rehydration Sunday under its Powerade brand. The race will start in front of Courts Main Street,

Pietersen left out of England touring team (Reuters) - England will tour India next month without Kevin Pietersen after the brilliant but controversial middle-order batsman was left out of the squad despite attempts to heal a rift between the management and the player. Pietersen, who averages nearly 50 from 88 test matches, was dropped last month after admitting to sending controversial text messages to members of the opposing South Africa side. Reacting to the news via a statement on his behalf, Pietersen said he was “disappointed.” Explaining the decision, Hugh Morris, the managing director of the England and Wales Cricket Board (ECB) said: “Both ECB and England team management have had meetings with Kevin Pietersen to address the issues which led to his omission from the final Investec Test match against South Africa. “These discussions re m a i n private and confidential and, as there are issues still to be resolved, Kevin has not been considered for selection for the India tour.” The England squad includes uncapped batsmen Nick Compton and Joe Root. Three spin bowlers, Graeme Swann, Monty Panesar and Samit Patel, have been selected for the tour which begins next month and includes four test matches. A tour to India will be a stern test for Alastair Cook, who replaced Andrew Strauss after the former captain announced his retirement from the sport after England lost their world number one test ranking to South Africa.

Kevin Pietersen However, national selector Geoff Miller backed the new faces to thrive after being given their chance in the 16-man squad. “Nick Compton has performed well consistently for Somerset in county cricket this season, made big hundreds and shown that he has the temperament and the technique to play at a higher level,” he said. “Joe Root is a player who has been successful at every level and he deserves this opportunity to step up to the next level and press his case for a place in the test side.”

The decision to leave out Pietersen from one of the tougher tours follows his omission from the Twenty20 World Cup and the decision by the ECB not to offer him a central contract for the 201213 season. “Kevin Pietersen is naturally disappointed about today’s decision having gone to great lengths to reach a reconciliation with the ECB,” a statement issued on his behalf said. “Pietersen remains available for England.” Team mate Ian Bell said Pietersen, scorer of 21 test centuries since making his debut in the triumphant home Ashes series in 2005, would be missed. “He is a match winner and there are times when he plays a knock that not a lot of people in the world can play,” Bell told BBC Radio Five. According to her, there is definite need for the restoration of basketball at all standards in both male and female categories, while the poor standard of facilities apart from the Cliff Anderson Sports Hall has caused many tournaments to be cancelled. She disclosed that Pepsi Sonics like so many of the other clubs are deeply concerned about the current

state of affairs in relation to basketball in the country, and is therefore taking the initiative to begin the process of re-energising basketball and returning it to its former glory. According to her during the staging of the tournament the club will pay recognition to the contribution made by the late Ret. Colonel Godwin McPherson, who passed away in August 2011 and once headed the Guyana Amateur Basketball Federation.

Mendis spins Sri Lanka to crushing... From back page hosts’ start to the tournament. “It was a tough game for us although on paper it would seem it’s easier, but a team like Zimbabwe can be a surprise element,” Jayawardene said. “This is a performance with which we wanted to kickstart the tournament. “As a unit we come into this tournament to go all the way and make sure we focus on one game at a time.” Sri Lanka, put into bat, were powered to their total of 182 for four by a 94-run fourthwicket stand off 51 balls between Kumar Sangakkara and Jeevan Mendis. Sangakkara scored 44 off 26 balls with two fours and a six before being run out and Mendis finished on 43 not out including four fours and a six. An opening partnership of 37 between Hamilton Mazakadza and Vusi Sibanda was

Zimbabwe’s only real resistance against such class bowling. Although Zimbabwe managed three run outs, they paid a heavy price for their poor catching and ground fielding along with a lack of discipline by their bowlers. Debutant Dilshan Munaweera and Tillakaratne Dilshan gave Sri Lanka a solid start, sharing a stand of 54 off 39 balls. Munaweera, dropped on eight and 12 by Malcolm Waller, was eventually run out for 17. Waller later made amends when he ran out Jayawardene for 13 and Sangakkara. South Africa are the other team in the group with the top two sides progressing to the Super Eight stage. The South Africans play Zimbabwe tomorrow. Scores: Sri Lanka 182 for 4 (Sangakkara 44, Mendis 43*) beat Zimbabwe 100 (Masakadza 20, Ajantha 6-8, Jeevan 3-24) by 82 runs.

With his precocious talent coupled with his passionate zeal to be counted among the best and also to inspire and elevate his teammate’s mindset to achieve their full potential are some of the greatest lessons to be learnt from his inspiring legacy that will eternally remain an iridescent light of hope and inspiration for the game’s ardent practitioners.” “Tendulkar mounted and conquered unchartered territory in the global cricketing landscape and during his stupendous battles for mastery over the different formats, he also motivated players like Rahul Dravid,

Saurav Ganguly, Virender Sehwag, VVS Laxman, Yuvraj Singh, Mahendra Singh Dhoni, Gautam Gambhir, Harbhajan Singh, Anil Kumble and Zaheer Khan carves their own unique greatness among their contemporaries. Their combined mastery and exploits heralded India’s “Golden Era of World Supremacy”. “That is the hallmark of a truly great ambassador of the game. And those mentioned have thrilled with their special brand of high quality batsmanship and bowling prowess respectively, there is another group of talented budding stars who are already showing signs of maturity while Tendulkar remains the guiding and inspirational force and an integral member of the Indian team.” Parasnath emphasised Tendulkar great influence in India’s cricket evolution and said: “The evolution of Indian cricket over the last three decades have seen so many greats make their mark on the international stage but none has matched the stirring deeds of Tendulkar who could be described not only as a perfectionist but also as the game’s greatest student as he continually sought after and practiced new methods and techniques to overcome and dominate opposing teams.” “Although he stands at the pinnacle with his World

Record 100th international centuries and a World Cup gold medal, his willingness to nurture his younger compatriots and his mission to charter a new course for India to regain the number one Test ranking must be admired and applauded. Once he experiences no physical injuries and maintains a high level of fitness against the current crop of lesser penetrative bowlers in the international arena, Chanderpaul, not only remains West Indies most experienced player but also the team’s greatest asset in the new rebuilding phase.” “Chanderpaul’s remarkable powers of concentration and decisive stroke selection will be the special qualities his younger counterparts should seek to emulate as they strive to carve their own niche and secure a permanent place in the West

Indies team and in the annals of the game’s rich history.” Parasnath described Pollard as “Mr Power” for his electrifying batting displays while he outlines Bravo’s Test feats which match those of his idol and compatriot Brian Charles Lara who was inducted into the First Citizens Sports Hall of Fame. Highlights of Lara’s induction form part of the publication. The editor made a very strong case for Rampaul whose world record feats against India and his outstanding performances in all three formats of the game should have earned him the West Indies Player of the Year award and T&T’s Top Sports Personality of the Year for 2011. Edwards happy with pace and variations; sets eyes on Aussies Colombo, Sri Lanka – Fidel Edwards said he was “up on pace” and was also pleased with that fact that he “used the variations well” in the West Indies victory over Afghanistan in their second ICC World T20 warm-up match on Monday afternoon. The 30-year-old pacer is the most experienced bowler in the squad with over a decade at the international level. On Monday he took three wickets in his four overs as the Windies dominated with an eight-wicket win at the P Sara Oval, headquarters of the Tamil Union Cricket & Athletic Club. “The pitch was dry and in favour of the batsmen, which you can expect in Twenty20 cricket. I tried to mix up my pace and bowl a lot of slower balls and cutters and then slip in the quicker ball at pace. I felt I did that really well and it brought me some success,” Edwards said. “I got wickets with the full length ball as well as the short ball so the mixture worked. I wasn’t bowling flat out, as it was a warm-up and we are still days away from the first

Fidel Edwards match, but I was pleased that I was able to bowl aggressively and accurately on a pretty flat surface here.” A confident Edwards added: “The result was pretty good for us. We did really well in the field, we bowled to our plans so you would have to say it was a good work-out for the bowlers in this match. We are trying to build up to Saturday when we face Australia. “It is very hot out here and a few guys struggled a little bit with the heat, but everything is geared towards

the first match so we are progressing well as we try to be spot on for the first match.” The World T20 tournament, which features 12 teams, bowled off yesterday, September 18 and will climax on Sunday, October 7. The West Indies have been drawn in Group B alongside Australia and Ireland and both first round matches will be at the R Premadasa Stadium in Khettarama, Colombo. Their opening match will be against the Aussies on Saturday, September 22 followed by a clash with the Irish on Monday, September 24. “It’s a big game. If we win that match it would set the standard. The last T20 we played against the Aussies in Barbados we won it and the guys are still confident from that result. It would be a big plus for us to beat them and get off to a winning start in this tournament. We won’t be targeting any one individual...we will be targeting everyone... they have a good team and to beat them you need to play total team cricket,” the Windies Number 20 said.
