Working together for Harlow

Climate change is something we can all help to prevent Councillor Mark Ingall, Leader of Harlow Council In the summer edition of Harlow Times I spoke about our plans to improve the environment. In July councillors unanimously agreed to declare a climate emergency. In declaring this, it commits us to a number of actions to prevent climate change and improve the quality of life in our town. As well as reducing our carbon footprint at a greater rate than we have already committed to, we’ve also pledged to: • Plant 1,000 new trees and hedgerows in the next year. • Encourage HTS (Property & Environment) Ltd to switch to electric power vehicles, plant and machinery. • Eliminate the use of single-use plastics across all public council buildings by January 2020.

• Install electric car charging points across all council car parks within the next five years where possible. • Install solar panels on public council buildings. Since the declaration, councillors have continued to work together to produce an action plan. This also considers: • Building carbon neutral council houses and improvements to existing council houses to make them carbon neutral. • Planting wildflower verges to promote health and wellbeing and promote biodiversity. • Installing water fountains in public places to reduce the use of single-use plastic water bottles.

As a council, we want to lead by example when it comes to improving the environment for everyone. We’re one of the biggest employers in the town, with a range of buildings, and with HTS we’ve a large fleet of vehicles, plant and machinery moving around the town on a daily basis. I am pleased and proud that both sides of the chamber worked together to declare a climate emergency. This not only protects the Harlow of today, but the town of the future too. But we also need to encourage businesses and organisations to do their bit and this is all part of our plan. And of course there’s you, our residents. Are you ready to do your bit too?

Paddling pool/splash park consultation An independent consultation took place during the summer to discover people’s views on Harlow’s paddling pools.

Registered to vote yet? To vote in elections and referendums you must be registered to vote. So that we know who is eligible to vote, we need to know who lives at your address. Every household has been sent a form showing the details we currently hold for that address. Canvassers are now visiting the homes that have not responded. Please respond quickly as this helps keep our costs down and means your name is not removed from the register. The final revised electoral register will be published on 1 December 2019. If your name is not on the electoral register you may also have trouble obtaining credit such as a mortgage or a loan. It is a legal requirement to respond every year, even if there are no changes to your details. Visit www.harlow.gov.uk/ register-to-vote or phone 01279 446042.

The consultation included an online survey, discussions with various local community groups, public consultation events and surveys available from the pools themselves. Information on the consultation was also sent to local schools. We want to improve all the pools because many of the current facilities are now ageing and there is an opportunity to modernise them for the future, shaped around what local people want. Hundreds of responses have been gathered from the consultation. It is clear that the paddling pools are held in great affection in Harlow, with many residents describing their fond memories of playing in the pools

themselves as youngsters, and later taking their own children for picnics and water play. A report on the consultation findings will be considered by the council later this year.

Can you sing, dance, act or play? The search is on to find creative talented people to join in an evening of celebrating local stars. If you can sing, dance, act or play you might just be what we are looking for. Selected acts will get the chance to perform on the big stage at Harlow Playhouse on Wednesday 12 February 2020. Calling all knitters – your town needs you! Do you knit or crochet? Do you know someone who could knit or crochet red poppies?

Flags fly proudly in two green spaces Harlow Town Park and Parndon Wood Nature Reserve are among the best green spaces in the country. Both have successfully retained their Green Flag Awards - the mark of a quality park or green space. The nature reserve has now won the award for the 11th time with the Town Park celebrating its fourth award in a row.

The reserve and the Town Park are so well maintained due to fantastic local volunteers who work alongside council staff. Volunteers give up their own time to turn up, rain or shine, and put in a lot of hard work to keep both spaces looking beautiful!

Volunteers are needed to help create saucer-sized (between 4 and 6 inches) knitted and crocheted poppies for an exciting public art installation in Harlow to commemorate Remembrance Day in November. All poppies will need to be ready by 14 October. If you can help, contact the Harlow Royal British Legion branch on 01279 866456. Leave a message and they will get back to you. Residents are invited to oversee Public Health England developments A community liaison group is being set up to monitor the demolition and construction of Public Health England’s (PHE) new £450million public health science campus and headquarters. The PHE Community Liaison Group will be made up of representatives from Harlow Council, PHE and the local community.

The group will be chaired by the council, initially meeting every three months with the first meeting planned for early next year.

Work has started at the former GSK site at The Pinnacles to demolish and strip some buildings in preparation for the major construction work which is expected to start towards the end of this year. Carnival 2019

The Harlow Carnival returned in June and this year it was part of a big weekend of events centred around the Market Square. The celebrations began on Saturday 29 June 2019 with the return of the Makers Market, with products on sale made by local makers, bakers and creators.

Over 40 groups made up of over 1,000 people took part in the carnival parade on Sunday 30 June, making its way from Harlow Rugby Club to the town centre. Unlike previous years, when the weather turned against us, the sun was out along the route. This year the carnival was followed by the End of the Carnival Show Show in the Market Square - the finale for the weekend of events.

New opportunities

A playground for all New playground gives play opportunities to all A new Town Park playground catering for all ages and abilities has proved a huge hit since opening earlier this year. The inclusive playground has been built next door to Pets’ Corner. Named after this popular family attraction, the Pets’ Corner playground is designed to meet the needs of everyone, including children and adults with different needs and abilities. It is the first public inclusive playground to open in the town. It has been funded by Essex County Council’s short-breaks fund with additional funding from Harlow Council. The playground opened in March and was designed following feedback from local groups such as Upwards with Downs and St. Elizabeth’s Centre, as well as council staff who support local families.

The playground has been a popular addition to the Town Park and Pets’ Corner. In Harlow we own and maintain playgrounds in 42 areas. You can find out more about these and report any issues at www.harlow.gov.uk/ playgrounds Made up of 30 pieces of equipment, the playground has swings, slides, a roundabout (with wheelchair access), a trampoline, sensory paths and plants, a music zone, suspension bridge (with wheelchair access), a treehouse, picnic area and a quiet area.

Award-winning park gets three awards in a row The new playground’s gold standard award followed Pets’ Corner being inducted into TripAdvisor’s Hall of Fame and the Town Park retaining its Green Flag for the fourth time. It really is a park we should all be proud of.

Preparing your home for winter - Is your heating working? With the cold weather often comes an increase in gas breakdowns reported, and Harlow as well as other areas in the UK, have struggled in the past to keep up with the volume of reports. To help you and us prepare, we ask that you test your heating before the winter to check that it is working.

You should keep it turned on for at least one hour and turn up your thermostat. If you think your boiler or heating is not working, please check the following: 1. We are aware of the increasing popularity of mobility scooters and why our residents may want or need one.

You can help keep your flat block safe by:

If you are a council tenant you must contact us before storing a scooter in your home. This is so we can support and work with you to ensure that it can be stored safely when you are not using it.

Motorbikes and mopeds are a convenient way of getting around but they can cause a fire risk to you and other residents if kept in or too close to a block or building.

We will carry out an assessment and we will do what we can to ensure you can store a mobility scooter within your home. We will approve the storage of a mobility scooter if it is: • Inside your home, in a safe place. Protocols must be observed for any adaptations necessary and you are required to have ground floor access. • Inside your garden - if you have access to one and a safe charging point. • Inside your shed - if you have access to one and a safe charging point. We have to consider the danger and hazards to you and others so mobility scooters cannot be stored in the following areas: • Any communal lobby/area. • At any flat above the ground floor. • Underneath, beside or otherwise adjacent to, any communal stairs. • Any means of escape (exit route). If you are in any doubt about where a mobility scooter can be stored, please contact your Housing Officer who will work with you to find a safe place to store it. You can contact your Housing Officer by telephoning 01279 446655.

• Parking you bike or moped away from any internal parts of the block (including any shed areas). • Parking away from the block and its entrances or exits. It’s important that all residents can escape safely in the event of an emergency. • Parking away from any of the building’s service pipes, especially gas pipes because you could damage them. • Parking away from any bin store, including the new external bin stores that have been created in some areas of the town. • Checking where it may be safe to store your vehicle with your Housing Officer or the Essex County Fire and Rescue Service. If you are concerned for the security of your vehicle, we may be able to assist in finding a garage or other suitable storage. If you’re concerned about a bike or moped being left inside or too close to your block, please call Contact Harlow on 01279 446655 or email us at contact@harlow.gov.uk in the strictest confidence. We will always attempt to work with vehicle owners to find an amicable solution. However, if this is not possible, we may be required to undertake action to enforce the removal of a vehicle.

The keys to a newly created council home were handed over to tenants in August. As part of Harlow Council’s current housebuilding programme, the council converted a former supported housing scheme’s common room into a one-bedroom flat. The keys to this home at Partridge Court were handed over to Mr and Mrs Abbott by the Leader of the Council, Councillor Mark Ingall, who wished them luck in their new home. In addition to this new home, conversion work at Partridge Court has also created temporary accommodation and a new common room for the residents.

Town centre policing

Meet your new Town Centre Policing Team There is now a new team dedicated to policing your town centre.

They are keen to hear from residents about the issues affecting you in the town centre.

The new team started work in July allowing a more visible presence in the town and an increased focus on issues within the local community.

Headed up by Sergeant Tony Short, the Town Centre Team work closely with the Community Policing Team to share contacts and intelligence, as well as to develop a joint approach to local issues.

The new Public Spaces Protection Orders are now in force for the next three years in Harlow town centre. These orders protect shoppers, visitors and businesses from dangerous cycling, antisocial ball games and also stops people from drinking alcohol on the street. Council Community Safety Officers and the Town Centre Policing Team work together to enforce the orders. Anyone breaching them can be fined.

The team are working towards reducing antisocial behaviour and drugs offences, including the use and supply of drugs, in known hotspots across the town centre. The officers work closely with Harlow Council, local businesses, The Water Gardens and the Harvey Centre.

RSPCA vet services

Low-cost pet treatments RSPCA veterinary services for residents Sick and needy animals in and around Harlow are able to get the treatment they need thanks to the RSPCA Stort Valley branch, located in The Stow.

On Tuesday and Thursday afternoons, subsidised neutering vouchers for cats and rabbits are available for qualifying owners to purchase from just £10 each.

The clinic is open between 10am and 3.30pm, Monday to Thursday. It offers low-cost veterinary services to residents, who are on means tested benefits or are in receipt of a state pension, who may not otherwise be able to give their pets the medical care they need.

Neutering can improve animal behaviour and health without preventing your pets from enjoying a normal life.

The clinic also provides education to people about other issues surrounding their pets, such as neutering. Mainly run by volunteers alongside a qualified vet, the branch has an advice centre which provides advice on the care of animals and information regarding shelters and rescue centres.

Branch spokesperson Marion Wellsman, who has volunteered for the local RSPCA Branch for over 20 years, says

“The clinic is a ‘lifeline’ for the pet owners who need it most, but a lot of local residents still don’t seem to know that we are here or that they are eligible to use our services”.

With private checks costing around £25-35 on average for a consultation with a vet, the RSPCA clinic offers a full health check for just £18 and can provide low-cost medication if needed. The Clinic and Advice Centre is situated at 23 The Stow, Harlow, Essex CM20 3AN. Tel: 01279 306058.


Volunteering

Thank you for volunteering! One of the many strengths of Harlow is its community spirit and the will and energy of local people to do their bit for the town. In June we thanked over 70 local people who give up their time to volunteer with the council. The volunteers all work alongside our staff within different services, from looking after the Town Park and Parndon Wood Nature Reserve to helping out at Pets’ Corner, Harlow Museum, the Leah Manning Centre and the Playhouse.

This is the second year a special celebration event has been held to say thank you. This year it was extended to thank even more people who work with the council. This includes council tenants and leaseholders who volunteer their time and participate in housing panels and inspect properties. Our volunteers are among hundreds of local people who volunteer within local organisations providing different services in our town.

Could you volunteer too? Volunteering is very rewarding and behind every volunteer is a unique and personal story on the difference they make to Harlow and to others. Volunteers do not replace paid employees but in working alongside them they enable us to provide even greater benefit to the community. They not only make a very important contribution towards to Harlow’s community, but each and every one has the opportunity to learn new skills and meet new people. Recycling in Harlow

Recycle it right What to do with… plastic bottles

An incredible 13 billion plastic bottles are used each year in the UK – that’s 36 million every day! Fortunately, most of us recycle and are keen to reduce our plastic usage, but we can still do more to avoid a plastic planet. In Harlow, we collect plastic bottles and any other plastic items marked with a or triangle symbol. We only collect this type of plastic currently as it is easily recyclable within the UK and there is plenty of use for the processed end material. Tips to help reduce the amount of plastic you use: • Avoid a 5p charge for plastic carrier bags by using your own reusable shopping bags. • Reusable cutlery takes up little space in your bag and is great to use when you buy food on-the-go. It’s an easy way to avoid those unwanted flimsy plastic knives and forks. For more tips on reducing your plastic use visit www.loveessex.org

How to get the most out of recycling your plastic bottles Please make sure plastic bottles are empty and clean before placing in your recycling, as any residue may contaminate other recyclable materials in your container. You can squash bottles to save on space and leave on the labels and lids. Did you know there is a difference between trigger bottles, such as cleaning spray products and pump bottles, such as soap dispensers? You can leave the plastic triggers on the bottles and recycle, but always remove the bottle pumps from soap dispensers as they contain metal and should be placed in general waste.

Mythbusting: What do I do with polystyrene? Polystyrene (also known as Styrofoam) is used as packaging for everything from food to electrical appliances. Unfortunately, it cannot be recycled in Essex. Please make sure you put polystyrene products in your general waste and not your recycling collection. If you are packing an item to post, why not switch to scrunched up newspaper instead of polystyrene? You could also consider using reusable cups instead of polystyrene takeaway cups.

Harlow Running Club Freshwaters Contact Centre We have been helping families in and around Harlow since 1994. We provide a safe place for children to meet with parents, grandparents or siblings that they have been separated from due to family breakdown. We provide this service every Saturday morning giving a regular opportunity for relationships to be established or re-established. The sessions are informal and fun, with children and parents making use of the facilities to play and chat together. On any given Thursday night, the chances are you’ll share Harlow’s pavements and cycle tracks with runners from the town’s 30-year-old club. Harlow Running Club has its roots in the emerging popularity of the sport in the 1980s, based at the former sport centre, before moving to Mark Hall Sports Centre in 2006.

Could you help reduce the stigma around mental health? The council is hosting a Time To Change Hub delivered by Mind in West Essex. It aims to reduce the stigma and discrimination associated with mental health. They’re looking to recruit Time To Change Champions who have a lived mental health experience.

What residents might not know is that it also includes a triathlon sub-group and has an approach to inclusive training, which focuses on supporting people at any stage of their running life. These vehicles will not be allowed off the site until the event has finished.
