Building a better Harlow Councillor Mark Ingall, Leader of Harlow Council It was a great honour to be re-elected in May as the Leader of Harlow Council. This is a time of exciting growth for Harlow, as we look forward to the development of the Garden Town.
Building a healthy economy We’ll continue to invest in a thriving economy; the first two buildings at Harlow Science Park, Nexus and Anglia Ruskin’s Innovation Centre, will open this year creating new jobs and opportunities.
I’ll now be getting on with the job in hand, building on the secure foundations that my cabinet and I have created over the last year.
Improving the environment Following Harlow’s Spring Clean success, we’ll continue working with community groups to keep the town clean and green.
There are four priorities for me:

Building council homes We’ll continue to build as many council homes as we can afford, to meet our town’s desperate need. We’ll also help those who find themselves in vulnerable circumstances. For example in May we opened supported accommodation for rough sleepers at Bromley Cottages.

Earn credits in return for volunteering Day centre users are bowled over by day out We are very proud of our Leah Manning Centre staff for the difference they make to the town’s older residents. In March the staff treated the centre’s users to a special outing to Harlow Bowl and a local café. The trip was the first of its kind for the centre and was all thanks to the generosity of staff who held a boot sale in their free time to pay for the outing. “Mum had such a lovely time the other day. I haven’t heard her so excited and cheerful for years!! You are all doing a fantastic job and I am so grateful.” The Leah Manning Centre opened in 1980 as a purposebuilt modern day care centre. A new scheme has been introduced to reward volunteers who do their bit for the town. Harlow Time Credits rewards residents who volunteer for organisations like Integration Support Services, Harlow Youth Council, Harlow Art Trust, Rainbow Services and Harlow Citizens Advice Bureau. Time credits earned can be spent on leisure, cultural or community activities in Harlow as well as many other places across the country. The scheme is supported by Harlow Council, with national

Council seeks planning direction to halt the conversion of offices New planning directions are to be introduced to reduce the number of former offices and industrial premises being converted into housing. These directions will cover a number of industrial areas in the town and the town centre, and will remove the right to Permitted Development. Permitted Development allows landowners to convert offices and industrial premises into housing without the need for planning permission from Harlow Council.

Article 4 directions would see landowners having to go through the normal full planning application process – a process over which the council has greater control. The move comes following the council and residents’ being concerned about other councils using converted offices in Harlow to place homeless families. Statutory consultation with land and building owners will start shortly before the new directions come into force.

Ex-council homes provide shelter for rough sleepers Two former empty council homes are being used by local charity Streets2Homes to support rough sleepers. Streets2Homes have taken over Bromley Cottages to use as specialist supported accommodation for up to nine rough sleepers. The first residents moved in during May. The cottages have undergone extensive refurbishment following Harlow Council successfully obtaining funding from the Government’s Rough Sleeping Initiative fund. The cottages were refurbished by HTS (Property & Environment) Limited. The accommodation provides more than just a warm bed, it also provides specialist ongoing support to help get people’s lives back on track.
Special honours for exceptional people Harlow is well known for its strong sense of community. To recognise the contribution of those who live and work in our community, Civic Awards were given out at the Annual Council meeting in May by the outgoing Chair of the Council, Councillor Maggie Hulcoop:

Harlow’s Spring Clean
Harlow Spring Clean Success! This year, we have had a record-breaking number of residents and groups take part in the Great British Spring Clean and the results have been outstanding. Between 22 March and 23 April, 1,900 residents formed 55 groups and collectively cleanedup approximately 400 bags of litter from the streets and parks in Harlow. We supported this initiative by providing the use of litter picking equipment and arranged the removal of rubbish collected. Community groups, residents’ associations and schools each received £100 at a special awards ceremony held in June, as a thank you for their efforts.

Throughout the campaign, we regularly shared photos on social media showcasing Harlow’s #LitterHeroes and the incredible work they have done; volunteering their time to help make Harlow a more pleasant place to live. The council is working closely with HTS to look at a longterm campaign to encourage residents to take pride in the town and to work with them to keep Harlow clean and tidy. We would like to thank all our residents who selflessly gave up their time to help organise and take part in the clean-up of Harlow. Clean and green environment
Whilst HTS has been collecting all the rubbish from the Harlow Spring Clean, cleaning teams have been continuing to quietly go about their day-to-day business to keep Harlow clean. Every year around £2 million is spent on the daily cleaning of the streets, whether that is picking up litter, clearing dumped rubbish, or cleaning off graffiti. HTS is responsible for many aspects of maintaining and keeping the town clean, including:
Much of the work that HTS carries out is in response to the reports that residents make to the council about various issues which affect the town. Letting the council and HTS know about issues enables us to deal with them more quickly. This also helps our Community Safety Team carry out any investigations which could lead to culprits being identified. Fire safety in your home Keeping areas clean and safe
Following the tragic fire at Grenfell Tower in 2017, we continue to work closely with Essex Fire and Rescue Services to ensure that the areas in which you live are kept safe. These articles provide important information on what you can do to help and what we are doing.
Your responsibilities
Recent joint inspections with the Fire Service found that many residents are still storing items in landings, communal and storage areas. These items could catch fire or cause trip hazards which puts lives at risk.
If you receive a letter, please do remove the items, otherwise they will be removed and either placed in storage or disposed of, and you will be charged for the removal.
We take the health and safety of residents very seriously, so please help and keep your communal areas clear and safe.
Doing this is a serious breach of tenant and leaseholder agreements. Our Housing Officers are visiting all areas, placing stickers and writing to residents asking them to remove personal items found in communal areas.
New external bin stores Why was this work required? We are providing external bin stores in flat block areas as directed by the Fire service following completion of Fire Risk Assessments. There have been a number of small fires in flat blocks recently, which highlighted the urgency for action to be taken.

Housing Act 2004 and the Regulatory Reform (Fire Safety) Order 2005. The Housing Act sets out requirements which include the communal areas of a block and councils must enforce this legislation.
Remember:
Tenants and leaseholders must make sure that they follow the rules as set out in their agreements. Failure to do so could lead to you losing your home.

Barbecue safety tips As the weather heats up for summer, many of you will be getting together with friends or neighbours and enjoying a barbecue or two. For your safety and the safety of others barbecues are not allowed on balconies, public rights of access, near gas or electrical services or near any flat, house or block entrance or exit. If you wish to use a barbecue: • Never leave a barbecue unattended and keep children and pets well away. • Locate the barbecue well away from sheds, fences, trees, shrubs or garden waste. Never use one inside. • Don’t use too much barbecue fuel and don’t use petrol, paraffin or other chemicals on your barbecue.
• Make sure the barbecue is cool before moving it. • Only empty ashes onto bare garden soil, not into dustbins or wheelie bins. If you wish to use a gas barbecue: • Never store gas cylinders under the stairs of your home or block. • Only store gas barbecues and cylinders outside and away from your home or block. • Ensure that barbecues and gas cylinders, don’t block access routes and paths. • You should ensure that the cylinders are stored away from frost and direct sunlight.
• Take care when turning bottled gas barbecues on and off and make sure the tap is turned off before changing the cylinder. • Turn the gas supply off first and then the barbecue control after cooking. If you suspect a gas leak from your gas bottle call Calor Gas Emergencies on 03457 444 999 and keep all people and pets away from it. If there is a fire call 999 urgently. Eight applicants have been removed from the Housing Register and three Right to Buy applications have been cancelled or had household members removed from the application. Many of the homes recovered were as a result of illegal subletting and/or abandonment of properties. We have a zero tolerance towards housing fraud and we need your help.

Failing to use your home as your main and principal home is a serious breach of your tenancy conditions. Under the Prevention of Social Housing Fraud Act, subletting is now classified as a criminal offence.
Bringing empty homes back into use – how you can help We have worked hard to make sure that our empty homes turnaround times during 2018/19 were kept to a minimum at 16 days. By keeping empty homes turnaround times at a record low, we are reducing rent loss whilst properties are empty and we’re able to let homes out to people on our Housing Needs Register sooner.

Turnaround times can be affected if a home has not had any major works carried out whilst it is occupied. We understand that there will sometimes be good reasons why tenants decline works to be carried out. We will always consider each of these cases sensitively. However, a property that is handed back to us with no major works completed will take
much longer to be back available for new tenants to live in. It also costs more to bring back into use a home than when works are carried out as part of a scheduled works programme. If you need to contact us about work being carried out on your home, please call Contact Harlow on 01279 446655.

Preserving Harlow’s sculptures
Championing Harlow’s sculpture collection Harlow is well known for its outstanding outdoor sculpture collection with many residents growing up living near to a piece of sculpture. There is now a volunteer Guardians Programme in place which is helping to look after and promote the collection. The programme is run by Harlow Art Trust who are looking for more people to get involved. So far, Guardians have helped with research and collecting local memories connected with the sculptures. They have also been meeting the professional art conservators, documenting the repair work carried out on nine sculptures this spring and gaining new skills as sculpture tour guides.
Are you interested in being a Guardian? To take part all you need is enthusiasm, an eagerness to learn and willingness to have a go. No previous art knowledge or experience is needed and training is all part of the programme. There are many opportunities for you to get involved whether you have a couple of hours to spare or want to make a regular commitment of time. Upcoming opportunities include helping at the exciting National Conference on the Future of Public Art, taking place on Saturday 14 September 2019 at the Civic Centre. This day will bring together artists, heritage professionals, curators and the Harlow Civic Society. They will discuss the important subject of post-war public art, focusing on the special role New Towns including Harlow play in public art. The Guardians Programme is run in partnership with the Friends of Harlow Sculpture and the Gibberd Gallery and along with the Conference are part of the National Lottery Heritage Funded Access to Harlow Sculpture Town project. Harlow Stroke Support Rehab Centre Have you been affected by a stroke, or know someone who has? If so, Harlow Stroke Support Group is here to help. The group works with stroke survivors and their carers, offering support, information and advice. They also provide a range of non-medical rehabilitation groups every week. These are: • • • •
Chair-based exercise. Speech, language and communication. Social and rehabilitation group for people under 65. Social and rehabilitation group for those aged 65 and over.

Herts & Essex Community Farm Residents itching to put their green fingers to good use will receive a warm welcome this summer at Herts & Essex Community Farm tucked away in Foldcroft, CM20 1SE. Started in 2013 by a group of residents, the farm aims to increase access to fresh, healthy food and provide a shared space for people to learn skills, exercise and make friends. Volunteers are welcome on Saturdays, Sundays and Wednesdays from 10am2pm to undertake a range of activities at the beautiful 0.5-acre site and in return can take home fresh produce. The Great Parndon Community Association (GPCA) is one of Harlow’s most active community organisations offering residents of all ages and abilities a range of activities and opportunities to meet with others. These include keep-fit and self-defence classes, badminton, short mat bowls, craft classes, mixed-ability sports, bingo, football, archery, homeless support group, dog training, preschools and full day care nurseries. An indoor car boot sale is held in the barn every Sunday from November to March and on Thursday mornings there is Messy Mayhem for kids. One of netball’s strengths is that people never forget playing the sport and the memories, as well as the love for the game, never leave. Walking netball has been designed so that anyone can play it regardless of age or fitness level. From those who have dropped out of the sport they love due to serious injury, to those who believed they had hung up their netball trainers many years ago, it really is for everyone. Women up and down the country have begun playing the game of walking netball for the fun, laughter and camaraderie the social sessions bring, as much as the health benefits on offer. It can give those who feel isolated an outlet, provide an activity for those who don’t think themselves fit enough and offer a stepping stone for those looking for a pathway back into netball. Harlow has a strong tradition in netball with clubs like Tegate and Crosskeys both being formed over 30 years ago. In recent years, Harlow-born Jo Harten has been taking the world by storm winning a Commonwealth Gold medal in 2018. You can watch out for Jo as she represents England during the Netball World Cup 2019 which will take place on 12-21 July in Liverpool. If you are interested in getting involved, walking netball takes place at Mark Hall Sports Centre every Thursday during term time from 11am until 12noon.
