Working together for Harlow

Building Council housing for future generations Councillor Mark Ingall, Leader of Harlow Council After being elected Leader of the Council in June, one of my first priorities was to move quickly to restart our Council housebuilding programme.

I hope over the next year there will be more announcements about new housing available for local residents on our Housing Needs Register.

Time after time on the doorstep, local families tell me and my colleagues that we need to build more Council housing for Harlow people. We hear concerns about how their children will never be able to afford somewhere to live.

It certainly has been a busy summer holiday. Our paddling pools have enjoyed another successful year, but they are showing their age and we now need to look to the future.

We are listening and I am delighted that approval was recently given for two small developments of 19 new Council homes. These 19 homes are in addition to 11 homes we have already decided to build over the next year. Yes, 30 homes is not nearly enough, but it’s a start.

We plan to gradually replace the paddling pools with modern splash parks that can be opened easily, whenever the weather is suitable. I hope that two splash parks will be operational by next summer so that residents can see how much they have to offer, with two more being completed the year after.

Mindful of the petition we received about the paddling pool in the Town Park, we will then review the options for this once residents have experienced the completed facilities. The end of the holidays saw the return of the Carnival. Many residents, including my own family, lined the streets to cheer the parade on, creating a party atmosphere, even when the rain turned our flags into papier-maché! The Carnival showed what Harlow is about and our sense of community and togetherness.

UPDATE: Since this magazine was printed the Council has agreed that the plans for replacing the paddling pools with splash parks will be considered in more detail by councillors. Remembrance Day

The annual Remembrance Sunday service takes place at the Netteswell Cross war memorial in the Town Park on 11 November 2018.

Puppy walkers needed The Guide Dogs for the Blind Association is appealing for volunteer puppy walkers in Harlow. Being a puppy walker is a full-time volunteering role, as the puppy will live with you throughout its training. You’ll be providing the puppy with a vital foundation for its future role as a guide dog for someone with sight loss. All puppy walkers are supported by puppy walking supervisors to help raise pups from early life until about 12-14 months old.

The event will start with a parade setting off from Burnt Mill Academy and make its way to the memorial for the service, which begins at 10.45am. During the service, poppy wreaths will be laid at the base of the cross by local dignitaries and representatives of the Armed Forces, and a two-minute silence will be held at 11am. If you’re planning to attend, please arrive by 10.30am. School Lane in the Town Park will be closed between 10am and midday.

A major upgrade programme of the town’s concrete paddling pools is to take place. Plans will see new splash parks gradually replace the Bush Fair, Norman Booth (Old Harlow), Staple Tye and Sumners pools over the next two years.

Puppy walkers kindly help the training process by socialising future life-changers, helping the pups learn important behaviours and obedience they’ll need for later training and working. If you think puppy walking could be for you, please email welwyn@guidedogs.org.uk.

Splash Park plans

Our plans are about creating a more enjoyable day out and making these much-loved facilities safer and fit for the future. In other towns splash parks are extremely popular and there has been real advancement in recent years in what they can offer.

The Harlow branch of the Royal British Legion is also holding a Remembrance Day concert service on the same day from 7.30pm at Harlow Playhouse. All proceeds go to the Royal British Legion Harlow Town branch Poppy Appeal.

We did it! Green Flag success

Harlow Town Park and Parndon Wood Nature Reserve have again been recognised as being amongst the best green spaces in the country. Both parks have received prestigious Green Flag Awards – the mark of a quality park or green space. The Nature Reserve has now won the award for the 10th time in a row with the Town Park celebrating its third award.

A special mention should go to the fantastic local volunteers who work with us to look after and maintain both sites. They give up their own time to turn up, rain or shine, and put in a lot of hard work to keep both spaces looking beautiful! Our ducks are full up! Feeding the ducks is great fun, but did you know that bread can make them ill?

You can swap the bread for small amounts of oats, corn, or defrosted frozen peas.

Although ducks love bread, it doesn’t contain any nutrition for them and can actually stop them from getting the healthy balanced diet they need.

Healthy duck pellets are also available from the Pets’ Corner shop in the Town Park.

Uneaten bread can attract vermin and also pollutes the water as it breaks down, allowing algae to grow.

Registered to vote yet?

So that we know who is eligible to vote, we need to know who lives at your address. At the end of July, every household was sent a form showing the details we currently hold for that address. Now canvassers are visiting the homes that have not responded. The final revised register will be published on 1 December 2018. Please respond quickly as this helps keep the costs down for the Council and means your name is not removed from the register. If your name is not on the Electoral Register you will not be able to vote in any elections or referendums and you may also have trouble obtaining credit such as a mortgage or a loan. Carnival 2018

The carnival comes back On Sunday 26 August 2018, the Harlow Carnival made its return to the town. Over 1,000 people from some 40 organisations took part in the carnival parade which set off from Bush Fair to Harlow Town Park. Despite the rain, it was a great day and one which will live forever in Harlow’s scrapbook of memories. Here are images from that day and the reactions of those who watched it and took part. Harlow’s first ever Carnival Queen remembered The Carnival was a special day for the family of Harlow’s first ever Carnival Queen from 1951, Maureen Yvonne Earl who passed away in 2006. Maureen’s daughter, Glynis Grove, said:

Building homes

First green light given to build 19 new Council homes Nineteen new Council homes to meet the different needs of local people on the Harlow Housing Needs Register are to be built after plans were given the green light. Planning permission has been given to two Council-led developments in Bushey Croft and The Readings. We are working to ensure that the 19 Council homes can be built as quickly as possible. Over the next year we will also be supplying 11 new Council homes with refurbishments at Sumners Farm Close, Partridge Court, Hare Street Springs and Collins Meadow. In the summer edition of Harlow Times we announced our plan to start building a range of much-needed Council homes.

“All 19 of these homes will be allocated to local people on the Housing Needs Register, which will mean that those being housed in the new homes will have a local connection to Harlow. Harlow homes for Harlow people is very important to us and we know that this is also important to many people who live here. “Whilst we recognise these schemes are not nearly enough to house everyone who needs a home, they represent the start of our ambitious programme of building more quality housing, available on longterm secure Council tenancies for the people of Harlow.”

Where will the developments be? Sixteen homes will be built on land south of 43-56 Bushey Croft. The development will include 6 two-bedroom houses and 10 three-bedroom houses. Thirty-two car parking spaces will be allocated to the properties with fortyone unallocated car parking spaces being provided in a similar position to the existing parking area. Mature existing trees will be retained in the development area and some additional trees will be planted along with new landscaping. A further three new Council homes will be built on a former garage block site in The Readings. The development will provide two semi-detached wheelchair accessible bungalows and one new terraced house. Five standard car park spaces and two disabled car parking spaces will be provided. The development will include new landscaping in the area.

Local Paralympian Anne Wafula-Strike MBE has given her backing to the new plan which sets out the vision for healthy lifestyle promotion in the town. Anne, a wheelchair racer who represented Team GB, attended this summer’s launch of the new strategy.

“I am grateful to those who have put in the time and commitment to creating this strategy. “I am excited about this because it highlights several solutions under one detailed strategy geared towards creating opportunities to a healthy lifestyle. A healthy town is a happy town and I urge Harlow residents to embrace this and commit. Preparing your home for winter Is your heating working? As the temperature drops and people begin to turn on their heating, the entire country, including Harlow, struggles to keep up with the volume of heating breakdowns reported. To help you and us prepare, we ask that you test your heating before the winter to check that it is working. You should keep it turned on for at least one hour and turn up your thermostat. If you think your boiler or heating is not working, please check the following: 1. Is the thermostat turned up high enough (until you hear a click)? 2. Is the gas switched on? 3. Is there sufficient credit on the gas meter? If after following these steps your heating is still not working please call the HTS (Property & Environment) Limited Repairs Call Centre on 01279 446666.

An appointment will be made if an engineer needs to visit you. If you are a leaseholder don’t forget your annual gas safety inspection. Leaseholders are responsible for the maintenance of all gas appliances and flues in their property. If you sublet your property, as a landlord, you have a legal responsibility to your tenant under the Gas Safety (Installations and Use) Regulations 1998. You must carry out an annual safety check on each appliance and/or flue that you provide for your tenants’ use. A gas safety check and the installation of gas appliances should be carried out by a Gas Safe Registered engineer. Look out for water leaks Water leaks are one of the most common causes of property damage in the UK – more than a fifth of home insurance claims are for water damage as a result of leaks.

Water leaks can pose serious risks to your home; even a minor leak can cause substantial damage and remain undetected until it’s too late. Signs that you may have a leak: • A dramatic increase in water usage: Monitor your water bill closely – especially if you are on a meter. If usage increases dramatically in any month this may need investigating as it could be down to a leak. • Small damp patches: Tenants are advised to ring repairs on 01279 446666 if they spot damp patches, as these could indicate a leak. Leaseholders subletting properties are encouraged to provide their tenants with emergency callout numbers in the event of a leak as this could help to minimise damage. It’s also important you know where your stopcock is, and that you can turn it off easily in the event of a leak.

Household appliances: Incorrectly plumbed-in appliances like washing machines and dishwashers can cause major leaks. If this occurs, clear up any water to prevent damage to the floor. Leaseholders should isolate leaking appliances and call a plumber if necessary. Council tenants should call repairs if there is any property damage. Sinks, baths and drains: Broken silicone sealant can cause baths and shower trays to leak and fittings and drains can become blocked and burst. Look out for staining or damage to the ceiling of the room below. Dry out any water and reseal silicone sealant if broken. Council tenants should ring repairs; leaseholders and tenants in Council-owned flat blocks should ring repairs if a blockage, leak or burst is suspected in communal pipework.

Common causes of leaks include: Frozen pipes: Pipes can freeze and burst. If your heating fails, this may be due to freezing pipes. Isolate any water tanks and turn off your water supply at the mains and the stopcock. These are usually located under the kitchen sink and in the attic or loft. Prevent damage by protecting or moving items which are near the frozen pipes and thawing out pipes by opening the nearest tap to allow the water to flow through once melted. Radiator/boiler leaks: Boiler and radiator valves and joints can leak if rusty, worn out or not closed properly. Leaks can occur when the radiator valve is ‘mid-open’. The leak will normally stop when you fully close the valve. Call a Gas Safe registered engineer if you have any issues with the boiler. Gutters: Blocked gutters can cause leaks and damage to the roof. Report any roof or gutter issues to repairs. If you suspect there is a problem with the roof or that gutters require maintenance or are not functioning correctly, please call repairs.

Could you help improve your Housing Service? Six ways to have your say We would like to thank our tenant and leaseholder representatives and resident inspectors for their time and hard work. They work with us on different projects helping to provide a Housing Service which continues to improve. However, we are always looking for more tenants and leaseholders to get involved, have their say and help us improve services. You can:

3. Provide Housing Services with your contact details. With your consent, we can make you aware of different housing events and get your feedback on consultations and projects. 4. Become a voluntary resident inspector and carry out regular site inspections of houses and neighbourhood services. This is available to all residents. 5. Attend tenant or leaseholder forums these take place regularly and discuss matters which matter most to tenants and leaseholders.

1. Join one of our Housing Standards Panels and devote a couple of hours a month to discuss matters like how your rent is spent, as well as monitor the repairs and maintenance service. You can also help us identify different ways to get tenants and leaseholders more involved. 2. If you are a resident leaseholder, join the Leasehold Standards Panel and work with our Officers to discuss issues that relate to your service charges.

These are just some of the different ways in which you can be involved. You will receive back any expenses you incur while taking part in this voluntary role. Using your experiences can really help improve the service you receive but also improve the place you live in. Do you use a communal shed?

Pay your Council bills by Direct Debit

A number of Council homes around the town have communal sheds which residents can use to help with extra storage. Due to a limited supply, unfortunately we are unable to provide sheds to all our residents and their use is not confirmed or guaranteed as part of our tenancy and/or leasehold agreements. If you have the use of a shed, please check the following guidelines:

Do: use your shed for regularly used items including: • Prams and buggies. • Bicycles. • Children’s toys. • Lawnmowers.

Don’t: use your shed for storing: • Waste packing materials such as cardboard and plastics. • Fuel and or fuel containers including petrol, diesel, gas canisters and paraffin. • Dangerous chemicals including cleaning chemicals, bleach, paints, paint thinners, cleaners, turpentine, white spirit or their substitutes.

We offer three choices of dates within the month for Direct Debits which are: 1, 15 and 25 for rent, 5, 15 and 25 for leaseholder service charges and 1, 8, 15 and 25 for Council Tax. With Direct Debit your payments are spread evenly throughout the year and once it is set up you no longer have to worry about getting behind with your payments. Discover Harlow

Can you help promote Harlow? A campaign, backed by local businesses and organisations, has been launched to promote Harlow. Following Harlow’s 70th birthday last year, the Discover Harlow campaign was created and launched this summer. The campaign focusses on the opportunities Harlow has to offer with its connections to London and Stansted Airport, its growing cultural community, and the town’s scientific future with Public Health England’s relocation to the town and Harlow Enterprise Zone developments.

Over 100 local businesses, organisations and groups helped develop the campaign. Discover Harlow aims to attract investment, encourage visitors, increase job opportunities and highlight Harlow as an exciting place to live and work. Discover Harlow is being driven by local businesses, organisations and the community with the support of Harlow Council. A local Place Board has been setup and meets regularly. The Board is led by John Keddie, who formerly headed up GlaxoSmithKline in Harlow and is the Chair of the Harlow Enterprise Zone Board. John said: “I know Harlow well, it is a fantastic place and there are some amazing opportunities for the town just around the corner. But I know that more needs to be done to promote Harlow and what it has to offer.

“Discover Harlow is vital for the town’s future prospects as it will attract investment and bring visitors here. The more investment and interest created in Harlow the more it will benefit everyone with new jobs and new opportunities for all. If Harlow is to compete with other areas then it needs to promote itself successfully.

“If businesses and people don’t know about Harlow, they won’t come to the town - in fact some businesses might not stay here.” The Board would like to get local people involved as ambassadors for the campaign, to help champion Harlow as an area of opportunity and tell the Harlow story.
