Delivering your priorities Councillor Russell Perrin Leader of Harlow Council

This is my first column since being elected the new Leader of Harlow Council. The vision and direction of the council are unchanged and we remain focussed on delivering your priorities and supporting the town as we come out of the pandemic. One of my first priorities is to complete a review of Harlow Council’s share of Council Tax whilst protecting much-loved community services like Pets’ Corner and Harlow Playhouse. Following May’s election we’ve been reviewing every pound of council spending so we can build a new financial plan which supports your priorities. Announcements on Council Tax will be made in January 2022. Building council homes and transforming Harlow town centre remain our main regeneration priorities. We’re building the foundations for the regeneration of the town centre and we’re taking back control of how the town centre develops. A new masterplan will help us make the right planning decisions now and in the future. As well as securing Harlow’s tomorrow I know more needs to be done to look after the town of today. We’ll continue to work with HTS to improve the green environment in our estates and across the town. In everything we do your views and input is going to be vital. We’ll be bringing forward proposals next year on how we communicate, consult and engage with the community and we have already made a start - in this edition your views are encouraged on the draft Town Plan, which sets out the proposed vision for Harlow at 100 years old. Your views on this are going to be absolutely vital. This council will work with you so we can build the town that we all want to live and work in, and one which provides opportunity and prosperity for all.

Harlow resident celebrates her 101st birthday in style On Friday 10 September, Florence arrived at the Leah Manning Centre glammed up in a pretty pink sash and tiara, ready to celebrate her 101st birthday.

Florence said: “It’s a pleasure to come here and I wouldn’t go anywhere else, I love the lunches and playing bingo especially when I win! “My secret to a long life is be kind to others and look after yourself and drink lots and lots of Guinness!“

Blowing out the candles on her birthday cake, handmade by her daughter, Florence celebrated with Leah Manning Centre staff and customers, which included her close friends Beryl and Kitty who are both 100 years old.

New splash park The development of a new splash park and paddling pool in Staple Tye is a step closer. The new splash park will be located on the existing paddling pool site at Staple Tye, but it will retain a paddling pool element to it. Harlow Times | autumn 2021 www.harlow.gov.uk

Are you ready to vote and have your say?

Councillors and staff clean up A team of councillors and council staff helped clean up the town as Harlow Spring Clean 2021 came to a close. On one morning in September the team filled 16 bags with litter and collected a motorbike helmet, two shopping trolleys and parts of a motorbike from Mark Hall Park! This year 28 local groups took part in Harlow’s Spring Clean. The council supported events by loaning litter picks, bags and other equipment. We will be celebrating this year’s community spring clean achievements in the next edition of Harlow Times out from 13 December.

Climate change

We’re going Net Zero b Councillor Alastair Gunn, portfolio holder for environment, said: “Tackling climate

change is this century’s single most pressing challenge. How that challenge is met will define the world in which we all live and will impact the lives of people for generations to come.

For the first time ever Harlow Council has agreed a target date and actions for hitting Net Zero carbon emissions by 2040.

The actions we will take to deliver Net Zero include:

The target is 10 years before the UK’s commitment of reaching a position of Net Zero carbon emissions by 2050. Net zero refers to the balance between the amount of greenhouse gas produced and the amount removed from the atmosphere.

• No new gas boilers in our operational buildings from 2025/26

We have also set a new shortterm target to reduce our carbon emissions by 2026 by 50% when compared to the 2014/15 level. This will deliver further carbon savings from our operations between 2021 and 2026. Importantly this will begin the critical work required to prepare to meet Net Zero by 2040. While there has been good progress in the last ten years by the council to reduce its carbon emissions, there is still a significant amount of work left, with the most complex and costly decisions yet to be taken”.

by 2040 Boost for electric car ownership New public electric vehicle charging points are to be installed in councilowned car parks around the town. Working with BP Pulse, new charge points are set to go in the following car parks:

• School Lane, Town Park • Garden Terrace Road • Minchin Road and the Stow Service Bays • Tawneys Road and Tilegate Road (Bush Fair)

This move meets one of the commitments made when Harlow councillors declared a climate change emergency in July 2019 and will encourage residents to move to no emission vehicles by 2050. By 2030, it is anticipated that there could be between approximately 6,000 and 14,000 battery electric vehicles in Harlow, with between 3,000 and 6,500 being parked on-street. A working group has been setup to look at the installation of charging points in residential estates and other locations. The installation of points in housing estates would be subject to consultation with residents.

It’s 13 Green Flag Awards in a row for Parndon Wood, six in a row for the Town Park and a second for Harlow Museum and Walled Gardens! We are so proud to see these fantastic sites placed among the best green spaces in the world. The Green Flag Awards, which this year celebrates 25 years as the international quality mark for parks, are run by Keep Britain Tidy.

In addition to these three council-run sites, the town has further cause to celebrate with a fourth Green Flag for Harlow Mill, which is maintained by the Canal and River Trust and volunteers. Through lockdowns Harlow’s green open spaces have played a vital role in helping people relax, exercise and meet friends and family safely. The news that these sites have achieved the Green Flag Award is testament to the hard work and dedication of the teams of staff and volunteers that make these green spaces such great places for everyone to enjoy. None of this would be possible in Harlow without our brilliant volunteer teams, who turn up and work so hard each and every week.

What’s on this autumn The Fridge at the Bridge A new community fridge has been installed at the Bridge Church in Purford Green as a way for the local community to share surplus food and connect with one another.

The group were successful in receiving funding from the Harlow Health and Wellbeing Board which has enabled them to purchase a large fridge to store fresh food that is available to Harlow residents. Anyone is welcome to use the fridge and people can donate food to it as well. The group were also able to purchase eight kitchen starter

Rainbow Services Harlow is now offering the popular My Weight Matters programme free to Harlow residents. The award-winning programme takes place over 12 weeks and provides individual support.

During the Covid-19 lockdown, the Bridge Church opened a ‘pay what you can’ Community Café which helped people in need by supplying healthy nutritious food. It also provided opportunities for residents to come together to make new friends, reduce feelings of loneliness and isolation, and support mental health and wellbeing in the community.

The Princess Alexandra Hospital NHS Trust

Patients benefit from virtual fracture clinic Patients who have been diagnosed with a fracture will be reviewed at the new virtual fracture clinic at The Princess Alexandra Hospital. Some patient injuries will require a specialist follow-up review at our virtual fracture clinic, following their initial attendance at the emergency department with a suspected fracture. Patients will receive an information leaflet which explains the process.

Ajay Sooknah, head of operations for the surgical and critical care healthcare group, said: “The virtual clinic is designed to improve our patients’ experience so that they are not required to attend the hospital for multiple faceto-face assessments and can be reviewed in a timely manner. “Clinicians will look at the patient’s X-rays, medical notes and electronic referral form following their visit and

telephone the patient to discuss their treatment and management. “The patient may be discharged by phone back to their GP, or require further specialist help and will be referred to the most appropriate clinic.”

Virtual visiting service wins a national award The virtual visiting service for patients and their loved ones at PAHT has won a national award. The virtual visiting team, which includes teams across PAHT working in partnership, have been awarded the Healthcare Excellence Through Technology Unexpected Innovation Award 2021. The award celebrates the best of experimental design, creative thinking and radical innovation in healthcare from both individuals and teams. Harlow Council is looking ahead to what Harlow will be like in 2047 when the town is 100 years old. A draft Town Plan has been prepared setting out a vision for Harlow and how the town could grow and develop over the next 26 years.

Proposed vision for Harlow at 100 “Harlow will be one of the best towns in Britain to raise your family and to send your children to school; the best place to start a business; the best place to live and to be a place of aspiration, innovation and prosperity for all. The town has faced challenging times recently, especially due to the impact of the COVID 19 pandemic on residents and businesses alike, but through this vision the council will ensure a sound platform is in place to aid Harlow’s recovery and its future development and success. The vision provides a long term framework for the growth and regeneration of the town until 2047, drawing on what has been planned and achieved to date, which will evolve and develop over time to reflect our ambition and aspirations.”

• Harlow will have grown to the scale of a small city. • A rebuild of the town centre will have taken place and a oncein-a-generation programme of neighbourhood renewal rolled out. • Harlow will have an excellent reputation due to its position as the heart of the UK Innovation Corridor creating the basis for sustained business investment. • Growth will be sustainable, planned and integrated with the existing town and continue to be underpinned by Gibberd’s New Town principles. • New buildings will be recognised for leading the way in terms of mitigating against and adapting to climate change, while existing buildings will have been retrofitted to ensure they are also playing their part. • Harlow will have a sustainable transport network which will have changed the way that residents move around the town by walking, cycling and by using sustainable public transport systems. • Harlow will be a world class digital area with ultra-fast broadband linking seamlessly with residents, transport and business.

• Thousands of new, high-skilled, long-term jobs, apprenticeships and training opportunities will be created increasing the productivity and output of Harlow’s local economy and spreading opportunity and prosperity. • The Green Wedge and Green Finger network, as well as biodiversity assets, will have been retained and maintained. Protecting and serving Harlow A Chelmsford man has been jailed for six months after admitting to racially abusing a vulnerable member of the Harlow community. Officers responded to reports of a hate crime, where a man had been verbally and racially abused at the Water Gardens shortly before midnight on 15 May. It was reported that the victim, a man in his 30s, had been approached by another man, who began to verbally and racially abuse him, before attempting to start a fight with the victim. A 24-year-old man was arrested on suspicion of committing Public Order offences, one of which was racially aggravated and was later charged.

The scammer says they have a new phone number because their phone has been damaged or lost. The victim is then asked for money. If you get an unexpected message like this, take steps to protect yourself by calling your friend or family member on the old phone number you have for them not the new number, in case this is a fraudster.

The leader of a gang which was intent on flooding the streets of Harlow with cocaine, ecstasy, ketamine and cannabis has been ordered to pay more than £81,000 in criminal gains.

Nicholas Glynn previously of Mark Hall Moors, Harlow was sentenced to ten years in prison in February last year after being found guilty of conspiracy to supply Class A drugs and two counts of conspiracy to supply Class B drugs. The conviction was the result of an investigation by West Operation Raptor team, which saw them seize nearly 5kg of cocaine worth £209,000, cannabis worth £3,000 and 400 ecstasy tablets worth £8,000. During the investigation, officers also seized more than £40,000 in cash and carried out nine warrants. Glynn has been ordered to pay £81,178.25 as a result of a proceeds of crime hearing at Chelmsford Crown Court.

On Saturday 25 September, following up on reports from concerned members of the public, officers from Harlow Town Centre Team attended a report of motorised scooters being ridden in an anti-social manner on Church Langley Playing Fields. PC Emily Cross said “Two riders were given S59 warnings and a third vehicle was seized. Managing condensation in your home Condensation typically appears on cold surfaces and particularly on outside walls where there is not much air movement or to the sides of windows. It often causes black mould growth in corners near skirting boards and on the ceiling, which can damage your property and affect your health. Moisture produced within your home (e.g. from cooking, washing and drying clothes, bathing), lack of ventilation, internal temperature and poor insulation are all factors which contribute to condensation. Areas with poor ventilation, such as behind furniture or behind wardrobes or cupboards, are also prone to condensation. To help reduce the risk of condensation in your home, there are things you can do:

Reducing moisture: • Cover saucepans and close kitchen doors during and after cooking. • Close bathroom doors during and after bathing or showering. • Dry clothes outside where possible and not over radiators, and try to confine drying to a single room (preferably the bathroom) with an open window and closed door. • Vent tumble driers to the outside. • When bathing, run cold water first, then hot, to minimise steam. • Cover fish tanks. • Wipe down surfaces where moisture settles. Improving ventilation • Keep a window open or use extractor fans during and after cooking, washing and drying clothes.

• Open windows slightly when your home is occupied or use fitted trickle vents. • Keep air vents clear, particularly where gas and heating appliances require oxygen for combustion while permitting carbon monoxide to escape. • Allow air to circulate by moving beds and furniture away from walls and not overfilling wardrobes. Managing heating and insulation • Maintain a low heat during cold or wet weather and heat all rooms, even those not in use. • Keep radiators clear. • Allow sunlight into your home to help warm rooms • Insulate your loft and walls. If you’re already dealing with mould in your home, it needs to be killed. Wipe down affected surfaces with a Health and Safety Executiveapproved fungicidal wash and follow manufacturer’s instructions. This should be continued as a regular cleaning routine. If you are decorating, use a goodquality anti-mould paint to help prevent mould reoccurring. Avoid the use of wall paper in rooms susceptible to condensation and mould. If you continue experiencing problems, it may be necessary to have a technical survey carried out on your property. HTS supports new service for families HTS, who carry out housing repairs to council homes, are assisting the project by providing free storage space at their depot in Mead Park Industrial Estate. Community leaders, councillors, HTS officials and Harlow Foodbank gathered in October to officially launch the new service. Harlow Foodbank in partnership with HTS have launched a new service called Bump-to-five. The service is aimed at redistributing essential items for children: newborn to five years old.

Further £1m for tower block fire safety enhancements A further £1m is being spent on enhancing fire safety in three tower blocks. Works at Pennymead, Netteswell and Spring Hill towers include updating fire compartmentation between floors, in service ducts and ventilation systems, and replacing internal and front entrance fire doors because the standards have changed. The works are subject to consultation with leaseholders. Following the tragic events of Grenfell Tower, the council has an ongoing programme of fire safety enhancements. The work is prioritised against each of our tower blocks’ fire risk assessments and the changing building standards issued as the Grenfell public inquiry continues. As well as the latest allocation of funding, £1.8m has been allocated for work in Joyners Field and a further £1.4m for Willowfield, Nicholls Field and Moor towers. Contracts for works to the remaining high rise blocks are due to be awarded towards the end of the year. Councillor Simon Carter, portfolio holder for housing, said: “The safety of residents in high rise blocks has always been the council’s principal priority as a landlord. Harlow was one of the first councils to publish its fire risk assessments on its website, even before the tragic fire in Grenfell Tower.

“Our tower blocks are inherently safe and none of them have any unsafe cladding. They are inspected weekly by Housing staff and regularly by the fire services and this is to ensure that our tower blocks are kept safe. Since the Grenfell fire, money has been put aside for ongoing major works to meet the latest and updated building safety guidance. This ensures that we can continue improving fire safety to reassure those living in our tower blocks.”

‘Step It Up’ in the fight against climate change

This year’s Recycle Week encouraged people to take action to protect our environment through even better recycling habits. 55% of UK households put items in the general rubbish bin that can be recycled; including foil, aerosols, plastic toiletries (shampoo and conditioner bottles), batteries and cleaning and bleach bottles. We can all help fight climate change if we recycle. Recycling currently saves 18 million tonnes of CO2 every year that’s the same as taking 12 million cars off the road.

Did you know we offer: Free textile collections We provide a free bookable collection service for textiles. Items should be placed in a plastic bag, clearly labelled and put out by 7am on your chosen collection date. On our website you can make a booking and find out what items this service accepts.

Free household battery collections Household batteries can be placed in a plastic bag or small cardboard box which is clearly labelled. This should be placed alongside your bin or purple bags on your non-recycling collection day only.

Nappy collections We offer a separate collection for nappies and incontinence waste. This service is for households that regularly exceed non-recycling capacity because of nappy or incontinence waste.

Electrical items include washing machines, fridges, ovens, fridge freezers, microwaves, vacuum cleaners and computers. Nonelectrical items include furniture and smaller household items.

Green waste collections You can sign up for a fortnightly green waste collection. Alternatively, you can buy compostable bags from us and make a booking for collection when it suits you. The subscription service costs £42 per year, from 1 April 2021 to 31 March 2022. If you are a new customer there is a £30 charge to cover the cost of the bin or for the bags we supply. Existing customers will only pay the subscription fee. Bags for ad-hoc bookings can be purchased from the Civic Centre for £19.40 for a roll of 20. Recycling as much as possible is a great way to save resources and reduce the amount of waste sent to landfill. Extra recycling should be put out as normal in bags that are not black or purple alongside your full bin or box on your collection day. To ensure your recycling is collected regularly, please place only the correct items into your bin or box. Remember to make sure these items are empty, clean and dry. Squash plastic bottles and flatten cardboard to maximise space in your container. Please do not put black or purple bags into your recycling, even if they contain recyclable items.
