The Town Mayor’s Welcome As a local resident for nearly 30 years, it is a great privilege to be elected Mayor of Chesham as well as being the first mayor to be elected at a virtual meeting of Chesham Town Council. Chesham is a town with a proud record of community involvement through a large number of voluntary organisations which have risen to the challenge posed by the coronavirus crisis. Although often unable to meet other than virtually, there have been a number of important initiatives to help the elderly and vulnerable in our community. Chesham Help for Coronavirus was set up to help those who were shielding by delivering shopping, prescriptions and food and making wellbeing calls. Over five months they have carried out more than 1000 tasks for over 300 Chesham residents. Chesham Community Fridge was already established to redistribute surplus food which would otherwise go to waste and relieve household budgets. It was clear from the long queues which formed outside their door that a considerable number of people facing hardship were helped during the lockdown. Finally, Chiltern Foodbank has continued to distribute a large number of food parcels to families in need each week. Throughout the coronavirus crisis, the work of other local groups has continued whether as with Chesham Connect, with plans to revitalise the town centre or with projects to make Chesham a better place to live involving groups including the Chesham Environmental Group, Impress the Chess, Chesham in Bloom, the Friends of Lowndes Park and the Allotments Group. While meeting virtually, Chesham Town Council
continues to develop several community initiatives including the neighbourhood plan in order to promote sustainable development over the next 15 years while safeguarding the character of the town and the surrounding Green Belt. Last year, the Town Council declared a climate emergency and committed to becoming carbon neutral by 2030 both in relation to its own facilities and in supporting projects to reduce the carbon footprint across the town. When I was elected, I realised there was a pressing need to improve mental health and wellbeing as a result of increased loneliness and isolation during the lockdown. I have therefore nominated Bucks MIND as my mayoral charity for the year to support their good work with individuals and families locally. Despite the current coronavirus restrictions, I look forward to participating in local events and meeting as many of you as possible in order to support our community and represent the town. Chesham Town Council Chesham Town Council came into existence in 1974, and is the only part of the local government structure that is solely focused on serving the town and its people. 6. Chesham Town Council will ensure that the money entrusted to it by the residents of Chesham is securely managed and spent effectively on achieving the above objectives.
The Council is comprised of 19 Members who are normally elected for a period of four years, but unusually we are in a six-year term due to the formation of the new unitary council and then the COVID-19 pandemic causing local elections to be postponed.
The Council is responsible for many of the recreational and social facilities within town, including: Lowndes Park, the Moor and 10 recreational grounds; Chesham Cemetery and St Mary’s Churchyard; three allotment sites; floral displays; football pitches; town centre Christmas lights; the Elgiva; the Town Hall; Chesham Moor Gym & Swim; the war memorial and Market Square’s Clock Tower. The Council cuts the town’s grass verges on behalf of the County Council and maintains street signs for the Unitary Council. The Council also works in partnership with a great range of organisations that share its vision for the town and have a tremendous amount of expertise, from Chesham in Bloom to The Chesham Society. Examples of some of the work of these partners are included in the following pages, but the Council is actively seeking to develop these relationships further to achieve the best it can for Chesham. The last election was held in May 2015 and a full list of Councillors is shown on page 5. The Council, and its Planning, Community, Assets and Environment, Finance and Staffing committees meet regularly to discuss issues and take decisions pertaining to the town. The public are encouraged to attend. They may also ask questions on any issue relating to Chesham during a 15-minute period of Public Questions at full Council meetings. The Council’s vision is to ‘improve the quality of life of all the residents of Chesham’. The Council has laid out a set of objectives to explain how it will achieve this: 1. To enable residents to enjoy high quality social, recreational and cultural facilities within the town and to seek the continuing improvement and development of these facilities in accordance with the desires expressed by the residents. 2. To encourage and promote the economic and commercial vitality of Chesham in a way that encourages sustainable employment opportunities, housing and business facilities that respect the Area of Outstanding Natural Beauty in which it is situated. 3. To preserve the unique identity of Chesham and promote its heritage. 4. To consult with, understand and represent the views and wishes of the citizens of Chesham. 5. To create a socially inclusive and caring community, which embraces all its residents equally, seeking to develop their well-being, knowledge, understanding and mutual co-operation. 9

Chesham Town Hall – Chesham’s One-Stop-Shop The Town Hall works on a “pay for what you use basis” by having an hourly rate opposed to daily rates. We can provide refreshments, or if you are on a tight budget you can bring your own. With laptop, projection, internet facilities and a fully interactive conference screen, disabled access and a pay and display car park directly outside with free parking after 4pm Monday to Saturday and free all day Sunday makes us an ideal central venue. The Town Hall is well appointed for the local business community, hosting business conferences, training courses and AGMs. The large Community Hall downstairs is a popular venue for parties and funeral receptions. The Community Hall is also an ideal size for children’s parties with enough room for children’s entertainers and a small bouncy castle with a kitchen attached to prepare party food. The majority of Chesham residents are likely to have visited Chesham Town Hall at some point in their lives. The Town Hall provides the administrative centre for the town, and is the location of Chesham Town Council’s offices. The offices are open to the public from 10 am to 4.30 pm on weekdays and act as a “one-stopshop” for all sorts of information about the town and the services provided by the town and Buckinghamshire councils. The reception holds a wide variety of information about the town, its events and local organisations. The Town Hall is also at the centre of the town’s social life. With four rooms available for hire, the Town Hall hosts a wide variety of recreational activities, including dancing lessons, aerobics and children’s classes, and is the venue for the meetings of local interest groups such as the Chesham Society and Chess Valley Archaeological & Historical Society. The Town Hall also helps to serve the town’s health needs, with people attending diabetes awareness sessions, baby-weighing clinics and ante-natal classes. The Chesham Allotments Group Chesham residents who want an allotment are well served. There is a small number of plots in the Old Town that are privately-owned; in the Waterside area a larger number belong to the Duke of Bedford’s Trust; but the majority of allotments in the town are owned by the Town Council, from which about 200 local residents rent plots. There are Council-owned plots in the area between Asheridge Road and Bellingdon Road, with larger numbers on either side of Cameron Road, where the land was purchased to provide allotments in 1909. The purchase itself is quite a story, with councillors of the time risking their own assets to secure the land for the town because of the haste in which the deal had to be concluded. The details are on the Allotment Group’s web site (cheshamallotments.org.uk), which also carries the Grower, our quarterly newsletter, and other items of interest. The Chesham Allotments Group consists of tenants who rent allotments from the Council. Members elect an organising committee which, as well as representing the tenants and helping communication with the Council, organises social events and publishes the Grower. On the Cameron Road site is our Focal Point, a large hut with a seating area and lawn, where we hold our Open Day in August, our Summer Social in June and on every Saturday morning from April to October the Allotment Café, where all are welcome to join us to
enjoy a cup of coffee and a generous slice of home-made cake for £1, along with one of the finest views and some of the best company in Chesham. The health benefits of gardening – both physical and mental – are well documented. Gardening has physical, scientific, environmental and aesthetic elements. (A well-tended fruit and vegetable plot can be a beautiful thing, in its way, as much as a flower garden.) There is enormous satisfaction to be gained from enjoying the special flavour of recently gathered produce that you have grown yourself. But, allotment gardening is a social activity as well, and if you take up an allotment you become part of an active, friendly community that has a shared interest, but in every other way is as diverse as the population of the town itself. It you would like to rent an allotment from the Town Council you must be a Chesham resident and apply through the town hall (01494 582907). Looking to the High Street! Our major work this year has been to look at the High Street and expanding tourism in the area. We pulled together all the ideas that came from our FutureProofing The High Street meeting last year and put together a draft Strategy for Chesham High Street. We have shared this with our members, all the businesses in the High Street, Councillors, and across social media and our web site. We have had amazing feedback and are now in the process of finalising a strategy that everyone can agree on and work towards. We would love to hear from anyone who would like to work with us. It’s in our name – we like to connect! If you haven't already done so, please check out our web site, cheshamconnect.org, where as well as all about Chesham Connect, you can find funding application details and a grant application form, and other information about creating and progressing community projects. The Chesham Calendar, under What’s On Around Chesham, is the first port of call to find out all the different local community and charity events from AGMs to concerts to dog shows. It is simple to use to find an event and easy for people to add their events and we wholeheartedly encourage everyone to do so. We are also busy promoting Chesham on Facebook and Twitter.
This year we have given grants for Operation Cherry Pie – Pond Park, Theatre Shed – Silver Sunday, Knights of Harmony, Restore Hope Big Family Beach Trip, and Christmas In Chesham. We look to support a variety of projects with grants up to £250. Friends of Lowndes Park Chances are, that if you see a Snowdrop in the park, it came from a campaign to encourage the people of Chesham to donate snowdrops from their gardens, which were then planted in the park. This, and many other amazing projects are all down the work of the Friends of Lowndes Park a voluntary organisation that campaigns and raises money to improve the park. We successfully applied for significant funding towards the Skateboard Park and the Entertainment Area and organised Lowndesbourne, the Town Picnic, for five years. Our teams of gardening volunteers work hard to ease the pressure on the town council’s gardeners and help the Park look at its best and we are always happy to work with the council to develop plans for the park. The Park is a truly democratic space, admission is free and you don’t need any special clothes, equipment or skill, to enjoy it to the full. Of all things, our parks are probably the thing that we all use at some stage in our lives. Pushed in our buggies by proud parents; feeding the ducks alongside doting grandparents; practicing our bicycling skills and later skateboarding; walking hand in hand with a boyfriend or girlfriend and husbands and wives and then just like the park itself the whole life cycle begins again.
Occasionally, you will see a tree or bench placed in the park, in memory of someone who has enjoyed the park throughout their life. A year ago, we relaunched and updated our web site and Facebook site and set about campaigning to re-design the park for the next 100 years of users. We also set about revitalising the committee and growing our membership. However, if we are going to make a difference, we need your support. The White Hill Centre, Chesham The red brick building on the hillside above Waitrose was originally the White Hill School. Built around 1890 and closed in the early 1970s, after a period of use by Bucks County Council it started to be used for community purposes. Following a decision by Bucks CC to dispose of the building in 1975 the Chesham & District Community Association was formed to take over the building. Subsequently the Association acquired a 99-year lease in 1977, and the Freehold in 1981. The Centre is a two-storey building with a lift to the first floor. Rooms are available for hire that will accommodate between 12 and 150 people, and with kitchen and bar facilities. Managed by unpaid Trustees and Volunteers, supported by a small team of paid staff, the Centre is independent and largely self-supporting, receiving no regular funding from local authority or government funds. Regularly used by over 60 groups, clubs and societies, as well as businesses and charities, the Association has a membership of nearly 500. In a typical week over 1000 individuals use the facilities. The offices of The Chiltern Society are located on the first floor. Income is from room rentals, commercial rents, Centre activities, membership fees and donations. Fundraising events are run throughout the year to
supplement income. When possible, we look to obtain grants for specific projects. With a gross income in 2018/19 of around £140,000, the Centre is undertaking a major refurbishment scheme and needs to raise an additional £30,000 pa over the next few years, from sources other than operating income. In the last two years we have carried out extensive works to the drainage system, refurbished the Centre Bar, and various other rooms. This year we have renewed the guttering & downpipes throughout. Unfortunately, we have just had to replace the main central heating boiler at an unbudgeted expense of £35,000 which has put immediate strain on our finances. Major roof repairs are now required but are ‘on hold’ whilst we rebuild our reserves. Once these repairs have been completed and the walls are free from potential water damage, the main hall will be redecorated so it is again suitable for functions. Eventually we will need to completely re-surface the car park – another major expense. As with many local organisations we have found it difficult to recruit volunteers, but we are actively seeking suitable persons to serve on our Management Committee, and on project teams. Chiltern Foodbank Chesham Foodbank started in 2011 as an initiative of St. Mary’s Church and initially worked out of a small office at the church annexe. In 2012, the foodbank changed its name to Chiltern Foodbank (CFB) as a result of interest from other local areas and the fact that most of the referral partners that issue foodbank vouchers were not based in Chesham but in the wider area. At that time CFB became an independent charity after previously working under the umbrella of Churches Together for Chesham. In 2014 CFB moved its main distribution and warehouse centre to its current premises in The Broadway, Chesham. There are also other distribution centres in Amersham, Little Chalfont, Prestwood and Wendover. Chiltern Foodbank is completely run by over 70 volunteers and it acts as a conduit between those in the community that give generously to help others in the local area who may be struggling due to low income, sickness, benefit delays, debt, homelessness, domestic abuse and events that have had a temporary effect on income or other factors. CFB has permanent collection bins at Sainsbury’s and Waitrose in Chesham, Tesco in Amersham and Budgen’s in Wendover. Almost one hundred Referral Partners make assessment of need and issue vouchers to those who are struggling. The voucher is then exchanged at a CFB distribution centre for an appropriate sized foodbox. CFB has single person, couple, small family (up to 2 children), large family (three children plus) and homeless person foodboxes. Clients are welcomed at the distribution centres and offered a cup of tea/coffee and biscuits. They are asked if they have special dietary needs
as the foodbank can cater for food intolerances (e.g. dairy, gluten etc.) and food type preferences (e.g. vegetarian, vegan etc.). In a desire to conserve income clients are also offered toiletries, laundry and cleaning products, nappies, feminine hygiene products and pet food when needed and if available. In normal circumstances clients can be given three vouchers in any rolling three month period though further support can be given if deemed necessary by a Referral Partner and agreed with CFB. In 2019 CFB provided over 26,300 meals to local people in need – an increase of 26.3% on 2018. The sharp increase largely resulted from the five week wait that new and transferring benefit claimants have to wait when moving to Universal Credit (UC). The wait for UC has resulted in many people, both locally and nationally, being forced to use foodbanks and numbers being fed are likely to increase until there is a change in Government policy to significantly reduce this wait. Dave Worrall, CFB’s Coordinator since its inception says: “We are extremely grateful to our community for providing us with the food, toiletries, cleaning products and the other items that are given to people in need. I am forever delighted by this generosity, without which we could not operate. Despite annual increases in the number of people we feed we are rarely short of products and that is a testament to the kindness of many local people who, by their generosity, demonstrate what a caring community we are blessed with.” www.chiltern.foodbank.org.uk 21

Chesham Walkers are Welcome (CWAW) was launched in 2010, and is part of a nationwide network of similar organisations dedicated to making their towns and villages as attractive as possible to walkers. The aim is to encourage both casual strollers and more serious hikers not only to enjoy the countryside and the historic town centre, but also to support the local economy by using retail and refreshment outlets during their visit. CWAW’s latest initiative, developed with local IT specialists Handheld Tours, is a series of four walks around the town, which can be followed using a free, interactive app for smart phones, tablets and Apple watches. The walks are based on routes originally created by Chesham Museum for some of their guided walks. There are highlighted stops at points of interest where information screens can be accessed, giving details of the history and significance of the sites. The routes are also illustrated with many old and new photographs, enabling users to compare past and present. There are walks in the Old Town, the High Street and Waterside, plus one which highlights Thomas Harding, Chesham’s 16th century martyr. The project was funded by grants from the Heritage Lottery, Chilterns Conservation Board, Chiltern District Council and Chesham Town Council. CWAW has previously released six walk leaflets for routes in and around Chesham, plus a Food Trail (currently being updated) featuring local producers and

suppliers, and a series of ‘Station to Station’ walks linking nearby tube and overground stations to Chesham. These can be obtained from the Town Hall and the library, or downloaded from the Town Council web site. CWAW has also worked with Chilterns Conservation Board in redeveloping the Chess Valley Walk from Rickmansworth to Chesham, and collaborated with the Chiltern Society, Disabled Ramblers and the Royal Forestry Society to install special gates in Hockeridge Wood to allow access for those using mobility vehicles.

Putting Chesham First Since 1957 the Chesham Society has taken an active role in protecting the best interests of Chesham and its Residents - sometimes supporting and sometimes opposing the various layers of local and national government. Over the years we saved much of the Old Town from a proposed relief road, failed to save the old Town Hall in Market Square, but made significant improvements to the Sainsbury-Elgiva Theatre plans. There are still battles to be fought. We are currently engaged in the examination of the 'Chiltern and South Bucks Local Plan’, a document which shows a complete absence of any understanding of Chesham and its economy. The Society is also supporting the efforts of ‘Brown not Green’ to prevent unsustainable development in the adjacent Green Belt. On 1st April, our district councils disappeared, being replaced by the new Unitary Authority. While the faces may remain the same, the new power structures may be very different, and the Society, together with the Town Council, will have to navigate a new structure of local community hubs and area planning teams. Not only do we face these organisational challenges, but back in the real world it seems increasingly likely that HS2 construction will start in earnest, just a couple of miles over the hills in the Misbourne Valley. The Society played an active role in opposing the project ever
since it was first announced, and presented a joint petition (together with the Town Council) to the parliamentary select committee set up to examine the proposal. We will now try to ensure that the limited mitigation measures are in fact delivered, and that HS2 transport is kept out of the town, as promised.
Events While planning is a major preoccupation of the Society, we also find time to arrange events for our members. In the past these have included a visit to Kevin Meayers, a local firm which restores Fairground Organs, a conducted walk along the Chess Valley and a visit to the local Haresfoot brewery. The Society also takes the lead in arranging Heritage Open Day for attractions in the Chesham area, taking in St Marys Church, The Bury, Mathews Brick Works and various historic houses. We also publish a quarterly magazine, Focus, which is distributed free of charge to our members, providing an overview of our activities and any other news worthy events in the town.You can keep up to date with our activities (or join the Society) via our website – cheshamsociety.org.uk - or follow us on Facebook. Will you help to create a Cleaner, Greener Chilterns in 2020? The Chiltern Society is on a mission to get people of all ages actively doing their bit to improve their local environment. By encouraging the public to make better connections between their habits and the impact that these actions have on the environment, they hope to help foster positive change and support people in making easy and innovative changes to limit their environmental impact. One small change can make a huge difference if enough of us subscribe… will you take part? They have come up with five easy things you can do to become more sustainable and give your local environment a boost. If you’re feeling like a challenge, you can take them all on, but even a tiny change can go a long way especially if you encourage others to take part too. Reduce your water consumption On average, 171 litres of water are used by residents in the Chilterns everyday- this is more than anywhere else in Europe and our chalk streams are running dry as result. Turning the tap off whilst brushing your teeth, taking a 5 minute shower instead of a bath, only using full loads in your washing machine and dishwasher and watering your plants with your used washing up water are all easy things you can do to cut back on your water consumption.
3. Cut down on your non-recyclable waste Approximately 900 tonnes of non recyclable waste from around the Chilterns gets collected everyday. That’s the equivalent of 150 elephants. Did you know that you can’t recycle takeaway coffee cups from major high street brands?Shiny or glittery wrapping paper is also off limits, as are tissues and kitchen roll. By making small changes to your shopping and consumer habits, you can easily cut back on your household’s non recyclable waste. If enough of us do this, we’ll be sending a message to industry influencers! 4. Reduce your car journeys Is there one journey every week that you could walk instead of drive? Or possibly use public transport? By making changes like this, you’ll be cutting back on your carbon emissions. If we all did this, even for just one journey a week, the impact would be huge! And our bodies would thank us for the extra exercise. 5. Plant a native tree or shrub Trees and hedgerows provide and purify our air, clean and encourage water storage, give our wildlife homes, lock up carbon and make our landscapes green and beautiful. By absorbing CO2 from the atmosphere, trees help to combat climate change so we need to be planting more of them. Share your pledge on social media and encourage others to take part using the hashtag #LoveWhereYouLive. Don’t forget to tag @chilternsociety
2. Go meat free one day a week Meat production is a major contributor to climate change. By cutting back on your meat consumption for just one day a week and buying better quality, locally farmed meat when you do purchase meat, you’ll be helping to make a big difference.

Workaid An Award Winning Chesham Charity with a Lot to Offer Workaid Established in 1986, Workaid moved to Chesham over a decade ago and feels very much part of Chesham life. We caught up with her to talk about the Trust’s Buckinghamshire services and for her advice and guidance on making the important decision to move into, or choose a care home for your loved one. and aspects of normal life, like a trip to see the hairdresser or to enjoy a favourite tipple, continue. What advice would you give to people looking for a care home? My best advice is to choose a home where you can maintain contact with friends and relatives, in person or online. It’s important that the home that you select respects individual preferences, cultural and religious beliefs. Access to outdoor space and gardens is also an important consideration and I’m proud to say that all of our homes have magnificent gardens. Make a short list and visit more than once if you can and ensure you feel confident that the teams at the home are caring, skilled and kind.
