The Town Mayor’s Welcome I am delighted to have been chosen to serve the Chesham community for a second term as Mayor and to have another opportunity of welcoming you to the Town Guide. I was elected to represent Townsend Ward six years ago, and re-elected in the May local elections. I am proud to follow in the footsteps of my GreatGrandfather, Edward Culverhouse who was Chairman of the Urban District Council (the equivalent of today’s Mayor) in 1936. I became a Councillor as I have long been a strong advocate for the community and enjoy supporting the residents. I have learned so much about our immediate environment since becoming a Councillor and more during my last term as Mayor. I’m sure that this year will be another learning curve. I’m looking forward to working with my Deputy, Majid Ditta to better promote cohesion and communication within Chesham’s wider community.

As a performing member of local amateur theatre groups and a presenter on Chiltern Voice FM, the community radio station I helped to create, my enthusiasm for theatre has led me to support The Theatre Shed as my Mayoral charity for a second time.

They are a completely inclusive group, for able children and young persons and those with additional needs, who write and perform original work. The pleasure and benefit the members get from their experiences is heart-warming and I encourage everyone to watch them perform.

I know that I have another busy year ahead of me. I am passionate about our environment and our Green Belt and so want to do all I can to preserve it, along with

our rare chalk streams. As the abomination that is HS2 rumbles on (pun intended) I will continue to fight to minimise the disruption it causes and Emily Culverhouse look forward to lobbying whoever succeeds Dame Cheryl Gillan to continue her good work in raising objections to it. As we start to recover slowly from the difficult 15 months or so that we have endured due to Covid and the associated lockdowns I will continue to actively encourage and support the regeneration of our High Street, town centre and our emerging night time economy.

I am also committed to supporting the plethora of voluntary groups that we are so lucky to have in Chesham. I am pleased to support the hard work that Chesham in Bloom, for example, does in making our town such an attractive place to visit. Their contribution is heavily linked with that of the Chesham Environmental Group, the Allotments Group, the River Chess Association, Walkers are Welcome and so on. I’m fairly certain that if there’s something that you need or you’re interested in and/or good at we have a group that caters for it. Get involved, or create it!

Chesham Town Council Chesham Town Council came into existence in 1974, and is the only part of the local government structure that is solely focused on serving the town and its people.

The Council is comprised of 19 Members who are elected for a term of four years. Each May, the Council elects a Town Mayor to serve for a period of one year.

The last election was held in May 2021 and a full list of Councillors is shown on page 5.

The Council, and its Planning, Community, Arts, Recreation and the Environment, Finance and Staffing committees meet regularly to discuss issues and take decisions pertaining to the town. The public are encouraged to attend. They may also ask questions on any issue relating to Chesham during a 15-minute period of Public Questions at full Council meetings.

The Council’s vision is to ‘improve the quality of life of all the residents of Chesham’. The Council has laid out a set of objectives to explain how it will achieve this:

The Council is responsible for many of the recreational and social facilities within town, including: Lowndes Park, the Moor and 10 recreational grounds; Chesham Cemetery and St Mary’s Churchyard; three allotment sites; floral displays; football pitches; town centre Christmas lights; the Elgiva; the Town Hall; Chesham Moor Gym & Swim; the war memorial and Market Square’s Clock Tower. The Council cuts the town’s grass verges and maintains street signs on behalf of Buckinghamshire Council.

The Council also works in partnership with a great range of organisations that share its vision for the town and have a tremendous amount of expertise, from Chesham in Bloom to The Chesham Society. Examples of some of the work of these partners are included in the following pages, but the Council is actively seeking to develop these relationships further to achieve the best it can for Chesham.

Chesham Town Hall – Chesham’s One-Stop-Shop The Town Hall works on a “pay for what you use basis” by having an hourly rate opposed to daily rates.

We can provide refreshments, or if you are on a tight budget you can bring your own.

With laptop, projection, internet facilities and a fully interactive conference screen, disabled access and a pay and display car park directly outside with free parking after 4pm Monday to Saturday and free all day Sunday makes us an ideal central venue. The Town Hall is well appointed for the local business community, hosting business conferences, training courses and AGMs. The large Community Hall downstairs is a popular venue for parties and funeral receptions. The Community Hall is also an ideal size for children’s parties with enough room for children’s entertainers and a small bouncy castle with a kitchen attached to prepare party food.

The majority of Chesham residents are likely to have visited Chesham Town Hall at some point in their lives.

The Town Hall provides the administrative centre for the town, and is the location of Chesham Town Council’s offices. The offices are open to the public from 10 am to 4.30 pm on weekdays and act as a “one-stopshop” for all sorts of information about the town and the services provided by the town and Buckinghamshire councils. The reception holds a wide variety of information about the town, its events and local organisations.

The Town Hall is also at the centre of the town’s social life. With four rooms available for hire, the Town Hall hosts a wide variety of recreational activities, including dancing lessons, aerobics and children’s classes, and is the venue for the meetings of local interest groups such as the Chesham Society and Chess Valley Archaeological & Historical Society. The Town Hall also helps to serve the town’s health needs, with people attending diabetes awareness sessions, baby-weighing clinics and ante-natal classes. If you are interested in relaxation classes we also have Yoga and Pilates.

Chesham: A Market Town Chesham has had a market charter since 1257, granted by King Henry III for the Wednesday market. For many centuries, the goods sold at this market would have been produced or reared locally, such as livestock raised on the hillsides, woodware from the surrounding beech woods and corn ground at Lord’s Mill.

More then 750 years later, Chesham is still a Market Town.

The general market, which now runs on both Wednesdays and Saturdays, would be unrecognisable to 13th century Chesham residents, offering as it does a wide selection of food, drink, household goods, jewellery and clothes produced all round the world. The market is run by the traders themselves, as the Amersham and Chesham Market Co-operative and they have a real passion for ensuring the long-term success and quality of the market. They provided a vital service throughout the COVID-19 pandemic, working hard to put in safety measures to ensure that people could continue to buy essential items throughout the Lockdowns in a safe, open-air environment.

The youngest market in town is the Local Produce Market, which has been running since 2010. Whilst harking back to the traditional roots of Chesham’s markets by selling goods produced locally, the market was established in response to the very modern problem

of climate change. By showcasing food, drink and crafts producers within a 25 mile radius of town – some of them from Chesham itself - the market aims to help people reduce the distance that their products travel from production to consumption, lowering the overall carbon footprint. The market runs on the fourth Saturday of each month and it also gives people the opportunity to talk directly to the people who grow and make the plants, cakes, gin, honey, apple juice, bread and much more besides. Set up in partnership between the town council and Sustainable Chesham, a proportion of the market income is allocated to environmental projects, helping to combat climate change and improve biodiversity locally.

The Elgiva Theatre Nestled in a valley in the Chiltern Hills beats the heart of the arts in Buckinghamshire – The Elgiva.

Named after an Anglo-Saxon queen, The Elgiva is a 300 seated / 400 standing capacity theatre that boasts an exciting and wide-ranging programme of professional and amateur productions, including top comedy acts, musicals, ballet/dance, classical, pop and rock music concerts, a professional pantomime and eclectic range of movies (including being the home of Chiltern Film Society).

But The Elgiva is far more than a stage; the venue is home to art exhibitions, workshops and community classes for all ages. minutes’ walk from Chesham Tube on the Metropolitan Line.

Visitors to our theatre might not be aware, but they will benefit from Dolby Digital cinema, an all-LED house rig, Vista by Chroma-Q lighting and next generation Vista 3 media control system which includes the latest Vista EX control surface, plus a Vista MV to use as an extra playback wing. And we have curtains that swish!

Our staff are knowledgeable and friendly, and we have a committed group of volunteers who are passionate about bringing our programme of events to life. The Elgiva is committed to accessibility, to its thriving community and to providing a programme with something for everyone. Chesham Cemetery Chesham Cemetery has been serving the community since 1858. It is a place for burials and interments of ashes for people of all faiths and none. As well as offering a place for people to visit the graves of their loved ones, it serves the wider community as a large, green space in town where people can take exercise, sit in quiet contemplation and enjoy the abundant wildlife.

The town council teamed up with the Chiltern Rangers and the Friends of Chesham Cemetery to make improvements for both visitors and wildlife. The Chiltern Rangers is a Community Interest Company that specialises in working with communities to provide practical habitat management in Buckinghamshire.

Whilst our plans had to be modified because of the pandemic, when Lockdown began to ease in April 2021, a small team of experts and volunteers was able to make space for art and nature.

In consultation with the council, Friends group and wider public, the Rangers created designs for five parts of the cemetery. Regular Rangers volunteers, local families and volunteers from the Friends of Chesham Cemetery and Chesham in Bloom were all able to take part in the practical work.

A new contemplation area was created at the top of the cemetery. Small ornamental cherry trees now stand in planters made from reclaimed wood.

Pollinator plugs have been planted alongside the cherries to encourage insect visitors, and wildflower seed has been scattered as well. A little further down the slope, a long strip of ground next to a path has been prepared to create a display of wildflowers that will provide a splash of summer colour.

For a number of years, the Friends have managed a small area of 19th century graves near the Chapel for wildflowers. Success has been limited, as the area was quite shady. But after the neighbouring landowner removed a number of trees, this area is now much lighter, enabling us to try this area for wildflowers once again.

Decorated nest boxes have been added to the Avenue of Limes and a bird-feeding station has been created near the Friends of Chesham Cemetery’s Exhibition Centre by the Bellingdon Road entrance.

This work was made possible by funding from the Local Area Forum (now the Chesham & Villages Community Board) and the Friends of Chesham Cemetery. And the Friends will continue to manage these areas for everyone to enjoy. If you spot butterflies, bees, birds or any other wildlife enjoying the habitats in the cemetery, we’d love to hear from you. Will Ratty Move Back to Chesham?

Water voles used to be common across Britain, living alongside rivers, ditches, lakes and ponds. Tragically, the national population of this charming mammal declined by 95% over the last century and Chesham’s water voles suffered the same fate. Water voles were once a normal sight along the River Chess, but they were last seen in the town centre (in Meades Water Gardens) in the 1980s. As urban pressure grew, the population retreated downstream into the countryside. But even there, the voles were not safe. Between 2001 and 2003, the population on the Chess crashed by 97% and the Chess water voles were teetering on the brink of extinction.

Their decline in the Chess Valley was largely the result of American mink, an invasive species that has established over here after escapes/releases from fur farms. A water vole is a perfect snack for a hungry mink, and mink can easily outfox a water vole’s normal antipredator behaviours such as diving under water. As a result, mink can rapidly eat their way through a population. A further problem was the loss of good places for water voles to live. Water voles like earthen banks where they can create their burrows, and wide expanses of bankside vegetation – they are enthusiastic herbivores, nibbling on the stems and leaves of at least 227 plant species! Suitable habitat was lost from the valley as people put in artificial banks, tidied up areas, or changed how they used the land on the river’s edge.

In the nick of time, the Bucks, Berks and Oxon Wildlife Trust (BBOWT) launched a recovery project in 2004. There was a two-pronged approach; to remove mink from the valley and to improve habitats along the river. The project was a great success, and by 2011, the population had recovered back to its 2001 size. However, water voles did not return to Chesham. BBOWT, the Chilterns Chalk Streams Project and the River Chess Association (RCA) have worked together to survey the Chess water vole population every two years since then and the results show that we cannot be complacent. The population fluctuates a lot, and mink keep venturing into the valley and doing a lot of harm. The Chess water voles are isolated from any other water vole population, which means that a poor breeding season, flooding, drought or mink predation can easily plunge the population towards extinction.

The last survey was carried out in 2019 and showed that vole numbers are holding fairly steady, although it is only at 66% of the 2001 population size. Habitat improvement work has helped water voles to recolonise areas of the river where they’ve been missing for years, and there were even signs of small numbers of water voles exploring parts of the river at the southern end of Chesham. The next survey is being carried out over the summer of 2021 and this will reveal the most up to date population information and whether any of the voles have made their home in Chesham.

The RCA would like to hear from you if you have seen water voles, or their field signs in Chesham. Whilst it is easy to confuse water voles and rats, rats have a more pointed muzzle, larger ears and eyes and their tails are naked, whereas a water vole has a fur-covered tail. Community Gardening at the Station Those of you who have lived in Chesham for many years may remember the glory days of the Station Garden back in the 1980s and 1990s. At that time the garden was carefully tended by staff and did well in the annual London Underground Station Gardens competition.

There is plaque on the water tower commemorating a 1993 award and in the Waiting Room there are photos of various awards won over the years.

The garden then went into a sad period of decline.

But in 2013, Chesham in Bloom worked with local artists to regenerate the garden. The volunteers built the raised bed, which is now a central feature of the garden’s displays. It was shortly after this that two locals, both called John, decided that the station garden needed consistent care to keep it looking its very best and were granted permission by TfL to manage the garden.

With help from family, Chesham In Bloom, Chesham Environmental Group and funding from Chesham Connect, the ‘two Johns’ created an attractive garden with quirky and humorous features that was enjoyed by everyone visiting the station; with more than 1 million station entries and exits per year pre-pandemic, that’s a lot of people! Soon word spread and people would travel to Chesham from elsewhere on the tube network just to visit the station and donate plants. For Easter 2018, local artist Stephen Charlton lent the garden a bronze

sculpture of two boxing hares to go on display – the garden truly had been returned to its former glory. After several years of creative, fun and seasonal displays, the two Johns hung up their gardening gloves in 2020, taking a well-earned rest.

The value of the garden as a welcoming gateway at one of the key entrances to Chesham had been highlighted by Britain in Bloom in 2017. The national judges commended the station gardeners for ‘improving the environment for thousands of commuters and visitors.’. They were also given a community award by Chiltern District Council. What the Johns had achieved was too important to lose. Fortunately, a number of local community groups agreed that they will regularly maintain the garden under the auspices of Chesham in Bloom. The co-ordinator, Phil Folly, has received many offers of practical help, as well as donations of plants and has said that the staff at the station, and the Metropolitan Line management have been really supportive in helping to keep the garden cared for.

Thanks to the community pulling together, the garden should continue to provide colour and enjoyment to residents and visitors for years to come.

Citizens Advice Bucks – New Name, Same Roots Citizens Advice Chiltern has recently merged with Aylesbury and High Wycombe offices to form Citizens Advice Bucks.

The advice charity offers free, independent and impartial, expert advice on a range of issues. Whether it is problems with debt, benefits, housing, employment or other areas, they have been there for those who need it since 1939.

Whilst there is a national Citizens Advice, each local bureau is in fact its own charity. The decision to join up the three local offices was made in part to make working with Bucks Council easier. Face to Face appointments have had to stop but anyone who needs help has been able to call their adviceline or email the team for advice. They have remained a key support for many in our town at a time where need has grown.

Looking at Citizens Advice statistics it can be seen that this is a charity that really helps those who need them. 9 in 10 have said that the help given has helped them find a way forward and 9 in 10 would recommend the service to a friend.

CABucks has recently looked at the data across the three offices to show how much they made a difference to Bucks residents in 2020/2021. The charity helped over 10,000 clients with over 36,000 issues. They achieved £1.8Million in income gains for their clients and distributed over £47,000 worth of food vouchers. On a local level they still have the dedicated foodbank voucher line for their clients in Chiltern: 01494 785660. The charity makes a real difference to the lives of individuals.

Emma, a client of theirs says “They made such a positive impact on my life. It is so much better now. They are an incredible team”.

Safia Akram, Head of Services, says ‘It has been a difficult year with the issues surrounding the pandemic and not being able to see our clients face to face. We are reviewing the government guidelines and are looking forward to being able to offer our services and welcome everybody back into our office in Chesham as soon as we can’.

Chesham Connect – Destination Chesham With an unerring sense of timing, Chesham Connect managed to deliver copies of the High Street Strategy to shops and restaurants, just two days before the December lockdown. Thankfully, Zoom allowed us to continue to meet and discuss what we might do once we emerged.

We decided that there were two dates to work towards. July 19th, when hopefully, out of lockdown, we can welcome visitors back to the High Street and on Saturday 9th October when we will be able to put on a town centre event with the hope of reasonable weather.

Working with students looking to enter the film industry, we have made a two-minute film promoting the High Street. Our Campaign ‘Destination Chesham’ promotes our unique High Street to people along the Metropolitan Line and beyond.

In two minutes, we could only show some of the many reasons to come to Chesham High Street,

including our butcher and baker, but alas no candlestick maker, though we did film in Pearces’, which as we all know, stocks pretty much everything.

October, if all goes to plan, we are hoping to hold Chesham’s first Hat Festival thanks to Roger Crabbe, the original independent retailer, an eccentric hat maker based in Chesham in the 1600s. We were looking for something that the whole town could get involved with.

More details soon, but think competitions and activities for the whole family. We will start small and build the event each year. This is not a new idea, other towns have done this, but imitation is the sincerest form of flattery.

Climate Emergency Following the town council declaring a Climate Emergency in September 2019, we commissioned an independent eco-audit to better understand the negative impact that our everyday activities have on the environment (you can read the full audit in the Environment section of www.chesham.gov.uk). Since that time, we have been working hard towards our target of becoming carbon neutral by 2030.

So far, we have been focusing our activities in three areas: the resources we use; becoming more energyefficient; and supporting our local biodiversity. In terms of resources, all of our offices now use 100% postconsumer recycled paper and we have installed reusable whiteboards at the Town Hall for room hirers to use, instead of flipcharts. We’re making lots of small changes, such as using refillable pens and recycled plastic waste sacks, which will all add up to make a difference. And it’s not just our offices where we are making changes; our Parks team have recently changed the fertiliser they use for the town’s football pitches to an organo-mineral fertiliser which promotes stimulation of soil microbes and has lower emissions of ammonia and nitrous oxide than mineral fertilisers.

We’ve carried out lots of simple jobs to improve our energy efficiency, including draft-proofing doors, putting reflective film behind radiators to reduce heatloss through walls and installing thermometers so that we monitor our room temperatures. As our lights need replacing, we change them over to LEDs, and we’re trying out technologies that are new to us, such as infrared heaters, which are more efficient and cheaper to

run than traditional heaters.

There are lots of opportunities to conserve and increase biodiversity on the land we look after. We planted 175 trees on our land over the last winter; and this doesn’t include the trees planted across town as part of the Communi-Tree project. We’ve created new wildflower areas at Chesham Moor Gym & Swim, in the cemetery and at our Parks Depot (we’ve already found a grass snake basking in the Depot wildflowers), and we’ve changed our management regime at the Co-op Field to see what wildflowers may grow there naturally under less intensive mowing. We were delighted to discover two species of orchid at Co-op Field in the first season of new management. We have started composting grass cuttings on site in some places, to create new habitats and reduce the carbon footprint of transporting mowings back to our Parks Depot for composting.

There’s still a lot of work to be done, but we are committed to making a real change.

As well as becoming a carbon neutral council, we want to work with the community and local businesses to create a carbon neutral Chesham. We’re already working with Sustainable Chesham; their website sustainablechesham.org.uk has great ideas for easily achievable actions for individuals, such as their Community Energy Switch programme to encourage residents to switch to a renewable energy supply. In the past year, we have had the pleasure of welcoming guests speakers Lucy Dowdon from Visit Bucks, sharing future plans to make Buckinghamshire a destination location and to boost the local economy, and Diane Rutter from the Chiltern Food Bank, explaining how despite the Chilterns being an affluent area, the need for help with everyday food items grew beyond expectations during Covid, which also required the charity to start delivering to those in need, instead of collection-only.

We deliver a broad range of activities, designed to benefit businesses, business people & the local business environment.

Networking First and foremost, we are a friendly Networking Organisation.

For late 2021 and 2022, we plan to relaunch our face-to-face meetings with a selection of over 50 breakfast networking, business development workshops and speaker forums. Members enjoyed the virtual format during Covid restrictions, so we have decided to continue with our online meetings alongside face-to-face meetings on different days and times of the week to enable as many members and visitors to attend as possible.
