The Town Mayor’s Welcome • Continuation of the Town Partner Scheme; the partners have helped with delivering a number of community projects and events. • A Residents Survey undertaken with an increased satisfaction rating compared to previous surveys. For the forthcoming year, we shall be responding to the District Council’s Local Plan. There is no question that this is of huge significance to Council and we are determined to reflect our residents’ views, particularly on the questions of Green Belt development; Town Centre sustainability and infrastructure. I think everybody accepts that new housing is required, particularly affordable housing for our young people, but this has to be carefully weighed up against the need to protect our green spaces and ensuring a right mix of homes, employment and retail outlets. The end of March 2020 will see the greatest shakeup of local government in Buckinghamshire since 1974, as a new unitary authority covering the whole of the county comes into being. The Town Council will not change in terms of operation, representation and constitution but there is little doubt that we will be asked to play a bigger role in the delivery of essential services. This year, the Council will decide whether it wishes to make some serious investment into the Elgiva and the Gym and Swim Centre in terms of upgrades and/or extensions. Either project, as a large construction scheme, would have a major impact in respect of time and resources over the next 12 months. I look forward to being a servant of your single community – the community of Chesham.
Dear Reader, I am pleased to introduce myself as your newly elected Town Mayor. It is an honour to have been elected to this position. I have lived in Chesham for many years and I am continuously impressed how this town consistently pulls together regardless of faith, colour and creed. I fully intend in my Mayoral role to try to continue to bring communities together as we work to a common purpose of improving the lives of everyone in Chesham. I have chosen support for the Alzheimer’s Society as my Mayoral Charity as I know how many people’s lives are afflicted by this terrible illness and the Society’s Chesham Activity Group plays a big part in offering support and respite. 2018/19 was another busy year for the Town Council. Highlights have included: • Continued working with the Chesham Renaissance Community Interest Company (CRCIC) to help set the direction for the future development of the town. • Completion of the second stage of the Parking Review for town centre residents. • Consolidation and improvement of the Council’s Devolved Services programme. • Expansion of the Wildflower Verges project to promote biodiversity along some roadsides and open spaces and various other environmental initiatives, particularly centred on the River Chess.

As of April 2020, this will change, with Chiltern District Council and Bucks County Council being replaced by the new, unitary Buckinghamshire Council. 6. Chesham Town Council will ensure that the money entrusted to it by the residents of Chesham is securely managed and spent effectively on achieving the above objectives.
Chesham Town Council
The Council is responsible for many of the recreational and social facilities within town, including: Lowndes Park, the Moor and 10 recreational grounds; Chesham Cemetery and St Mary’s Churchyard; three allotment sites; floral displays; football pitches; town centre Christmas lights; the Elgiva; the Town Hall; Chesham Moor Gym & Swim; the war memorial and Market Square’s Clock Tower. The Council cuts the town’s grass verges on behalf of the County Council and maintains street signs for the District Council. The Council also works in partnership with a great range of organisations that share its vision for the town and have a tremendous amount of expertise, from Chesham in Bloom to The Chesham Society. Examples of some of the work of these partners are included in the following pages, but the Council is actively seeking to develop these relationships further to achieve the best it can for Chesham.
Chesham Town Council came into existence in 1974, and is the only part of the local government structure that is solely focused on serving the town and its people. The Council is comprised of 19 Members who are elected for a term of four years. Each May, the Council elects a Town Mayor to serve for a period of one year. The last election was held in May 2015 and a full list of Councillors is shown on page 5. This current Council term has been extended for a further year in anticipation of the local government restructuring. The Council, and its Planning, Recreation and the Arts, Finance and Staffing committees meet regularly to discuss issues and take decisions pertaining to the town. The public are encouraged to attend. They may also ask questions on any issue relating to Chesham during a 15-minute period of Public Questions at full Council meetings. The Council’s vision is to ‘improve the quality of life of all the residents of Chesham’. The Council has laid out a set of objectives to explain how it will achieve this: 1. To enable residents to enjoy high quality social, recreational and cultural facilities within the town and to seek the continuing improvement and development of these facilities in accordance with the desires expressed by the residents.

Chesham Environmental Group Chesham Environmental Group has decided to organise its work parties of two-hour sessions on the third Sunday of each month in a more efficient and orderly way. Previously, at our quarterly indoor meetings we would discuss and decide on the areas that needed tackling during the next three months – usually in different parts of town. At our November 2018 meeting we decided that in 2019 we would start by working down the river in sections; January: The Queen’s Head and Water Lane, February: Duck Alley and Meades Water Gardens, March: from Amersham Road to Lord’s Mill, and so on until we reached Holloway Lane. Then return to The Queen’s Head to start again. So, our Sundays will be taken up by working on our river. We are calling this the River Chess Project and you can follow our progress on our website:
Field Community Meadow and Cameron Road verge. Additionally, we do bulb planting about town. On occasions we are asked, usually by the Town Council, if we can help in an emergency. We have a very efficient contact controller who can liaise with our volunteers and rapidly get a group together. As a group we are very disappointed that the household waste sites are no longer staffed seven days a week. We litterpick the area and have found fly-tipping in many places. We agree that most people act responsibly, but we think that many won’t respect the countryside – especially if they have to pay to dispose of some waste. It should be made easier for the community to recycle. Our group have been litter picking Captains Wood in Chesham for over ten years. When this began, we would be collecting tyres, cookers and electrical waste as well as the usual litter. Now, it’s just a few bags of litter each time; we hope this will still be the case in years to come.

New Look, New Strategy…New Park Without question, Lowndes Park is the green heart of Chesham. It’s coming up to its 70th birthday and, just as parks have a natural life cycle, so too do the Friends of Parks organisations. Therefore, it is no surprise that after twelve years the Friends of Lowndes Park decided that it was time for a refresh. And, in keeping with the park theme, this had to be root and branch. Our first task was to look at what we stood for and what we want to achieve. This led to a brand-new look.

Making Space for Nature Insect pollinators are vital for life on earth, but their populations are experiencing declines across the world; largely due to the loss and fragmentation of habitats. Buglife, the insect conservation charity, has found that road verges can provide important habitats for these insects providing they are managed in the right way. When the town council took over mowing many of the verges in the 30mph roads in Chesham in 2016, they started working with the Chesham & District Natural History Society to give our local pollinators a helping hand. A year-long trial was started in 2017 on 6 sites (including verges and town council owned open spaces) to see how changing the mowing regime from regular cuts to a once-yearly cut could help our local insects. The sites were carefully selected so that the longer vegetation wouldn’t restrict the vision of motorists or pedestrians. The key management change was the removal of grass cuttings after the annual cut. This reduces the amount of nutrients in the soil and helps to promote a richer, more varied flora. In turn, this provides more resources for insects such as bees.

The summer of 2018 was very dry, and it was very noticeable that the longer swards coped much better with the dry conditions than grass that was routinely mown and a good variety of plants and insects were recorded on the sites. The project has continued into 2019 and new sites are being investigated. The town council already manages a number of other sites for wildlife, such as Meades Water Gardens, Berkhampstead Field Community Meadow and the wildflower areas in Lowndes Park. The aim is to develop a network of habitats across town, creating more space for nature in our urban environment. For details of the sites and updates on the project, please visit www.chesham.gov.uk.
Whilst a couple of the verge sites weren’t successful, the majority were; and on these sites the results were startling. Fifty-five wildflower species were recorded, plus a number of grasses. This included a bee orchid on one of the roadside verges. Twenty species of insects were spotted, including bumblebees, moths, butterflies, hoverflies, beetles and ants. Due to this success, the council decided to permanently manage these sites for wildlife and trial a further 6 sites in 2018. Signs were 15

The Elgiva The Elgiva offers a packed programme of touring and community theatre, live music, comedy, cinema, dance and live screening of productions from the West End and around the globe. We continue to attract household names with Jack Dee, The Blues Band, Chris Barber and Horrible Histories all appearing here in 2019. Our programme has an increasing focus on children and young families, including stage shows, workshops and films – specifically our Saturday morning children’s cinema. We also showcase local art and community projects.

Chesham Moor Gym & Swim I’m Danny, manager of Chesham Moor Gym & Swim. I’d like to take this opportunity to thank all our members and visitors for their support of this facility. I’ve been here over 20 years now and the whole place feels like a family. Unlike so many other leisure facilities this is an independent venue and run in-house, as reflected in its community atmosphere. It’s a busy facility, and probably more than meets the eye – it’s come a long way in the last 20 years. This is especially with regard to our fabulous pool, we are so lucky to have this here in our town. It has not only had a place in the town’s history since Victorian times, but has also been a forerunner in green technology to keep the water clean with very little use of chemicals. One of our key jobs here is keeping a check on the water levels, and maintaining the ionisation process which keeps this pool almost chemical-free. The installation of solar panels in 2011 has been a great success, with the revenue generated offsetting the centre’s electrical running costs. The pool is open from 6am weekdays, 8am at weekends, heated at approximately 28 C all year round. Since the pool has opened through the wintermembership has increased as locals take advantage of outdoor winter swimming. We hold midnight swims, charity events, bacon buttie mornings and the ever-popular Christmas morning swim. Coffees, cold drinks, snacks and ice creams are available with poolside and indoor seating. It’s a beautiful part of Chesham here – we love our flower beds and hanging baskets around the centre, which are cared for by staff and much-appreciated volunteers, and it’s an ideal base for walks along the River Chess. Adult membership for swim, tennis and gym is just £25 per month, juniors 12–18 years/NUS just £15 a month. We also have swim cards, summer/winter season tickets, or you can pay as you go. Chesham Town Hall – Chesham’s ‘One-Stop-Shop’ Valley Archaeological & Historical Society. The Town Hall also helps to serve the town’s health needs, with people attending diabetes awareness sessions, babyweighing clinics and antenatal classes. If you are interested in relaxation classes, we also have Yoga and Pilates. The Town Hall works on a pay for what you use basis by having an hourly rate opposed to daily rates. We can provide refreshments, or if you are on a tight budget you can bring your own. With laptop, projection and internet facilities, disabled access and a pay & display car park directly outside, with free parking after 4pm Monday to Saturday and free all day Sunday, the Town Hall is an ideal central venue. It is well appointed for the local business community, hosting the breakfast meetings of the Chiltern Chamber, business conferences, training courses and AGMs. The large Community Hall downstairs is a popular venue for parties and funeral receptions. It is also an ideal size for children’s parties with enough room for children’s entertainers and a small bouncy castle. There is a kitchen attached for added convenience. The majority of Chesham residents are likely to have visited Chesham Town Hall at some point in their lives. The Town Hall provides the administrative centre for the town, and is the location of Chesham Town Council’s offices. The offices are open to the public from 10am to 4.30pm on weekdays and act as a ‘onestop-shop’ for all sorts of information about the town and the services provided by the town, district and county councils. The reception holds a wide variety of information about the town, its events and local organisations. Chesham Town Hall have recently introduced a ‘Hub’ in reception which enables those residents who do not own a computer to have the use of one, to access all local government websites such as Chiltern District Council to pay Council Tax, check refuse collection days, look up planning applications and Bucks County Council to report out of order street lights, potholes, etc. The Town Hall is also at the centre of the town’s social life. With four rooms available for hire, the Town Hall hosts a wide variety of recreational activities, including dancing lessons, aerobics and children’s classes, and is the venue for the meetings of local interest groups such as the Chesham Society and Chess

Chesham is a Walkers are Welcome town. It is part of a network of some 100 such towns across the country. However, for some time we were the only town with this designation in the Chilterns. Recently we have been joined by Henley-on-Thames.
purchased and, in conjunction with the Chilterns Conservation Board, a walk along the Chess from Rickmansworth. Over the last couple of years we have developed, in conjunction with the Chesham Museum, a series of four walks showing the historic buildings and sites within Chesham. These have been converted into an app for handheld devices (phones and tablets) by a local firm, Handheld Tours. Three walks take in Waterside, the High Street and the Old Town. The fourth is based around the life and times of Thomas Harding, the local martyr. There will be PDFs of the salient features of these walks so that a group walking together can be led by someone with the handheld device and others in the group can use the PDFs. The project is aimed to be launched in Spring 2019. The project has been funded by Chesham Town Council, Chiltern District Council, the Chilterns Conservation Board and the Heritage Lottery Fund. Last year we also were able to work with the Chiltern Society in funding and installing gates at the Royal Forestry Society’s Hockeridge Wood, Ashley Green, to enable disabled visitors to enter the woods safely. We welcome ideas for additional projects and help in developing other projects.
The aims are two-fold: 1. To encourage everyone to get out, if possible, and walk – talking advantage of walking’s many health benefits. This includes a whole range of walks from short strolls, perhaps in a lunch hour, and long hikes. 2. To draw in visitors to the town so that they can enjoy the historic buildings, the picturesque views and the varied wildlife that Chesham has to offer. But also, to increase the footfall on the High Street and help keep our town prosperous. Over the years, we have developed a series of some 10 walks in and around the town. These are available as leaflets from, for example, the Town Hall but also as downloadable PDFs at www.chesham.gov.uk; just follow the Walkers are Welcome tag. There are two series, the first walks within and around Chesham and circular walks out into the countryside starting in Chesham. The second series starts from local train stations guides the walker to Chesham where they can

Looking to the future Our major work this year has been to look at the High Street and expanding tourism in the area. As well as working with other local revitalisation groups on tourism, we have been researching other High Streets around the country who have been bucking the downward trend and finding out what we can learn from them. In March we held a successful meeting of local business owners and interested parties on future-proofing the High Street. We thought about the High Street’s current strengths and weaknesses and we will be pulling all of this information together in the coming months to come up with a plan that everyone can agree on and work towards. This will not be a plan imposed on the town by one group, but a collaboration. It’s in our name - we like to connect!
This year we have given grants for Chesham Station Revival Group, Birchwood Home’s Garden, Walkers Are Welcome, Chesham Leys’ Tovertafel Table, Lowndesbourne Town Picnic, Chiltern Voice, and Christmas In Chesham. We look to support a variety of projects with grants up to £250. Full details of criteria and application forms are available on the website or by contacting us by email or from Chesham Town Council. Any group or interested individual can become a member of Chesham Connect. Fairtrade Chesham has a strong history of campaigning for social justice around the world. Chesham was active in the co-operative movement. The town also had its very own suffragette, Emily Brandon, who was imprisoned in 1911 for her involvement at a protest in Parliament Square. But the historic figure most closely tied to the town’s modern-day Fairtrade movement is Lydia Hardy. She was born in Chesham in 1755 and lived on the site of The Broadway. Lydia was involved in the anti-slavery campaign of the time and actively promoted the boycott of slave-produced sugar from the West Indies. Chesham’s community even sent a petition to Parliament in 1792 to protest against the slave trade.
Fairtrade (and organic) Standards have resulted in switches to less-toxic pesticides, which, as well as being better for the environment, has a positive impact on producers’ health. For workers employed on Fairtrade certified plantations, investment of the Fairtrade Premium into education, better housing, better schools and medical facilities is highly valued. But there is still much work to be done. For example, cocoa farmers in Côte d’Ivoire earn under 75 pence a day; this is less than half of what’s needed for a decent standard of living. Plummeting world cocoa prices have only made this worse, leaving families struggling to afford schooling for their children, medical treatment when they are ill and even access to safe water. By switching to Fairtrade products, you can help increase the number of farmers and workers who can access the Fairtrade system and so become less vulnerable to poverty. Over the coming years, Fairtrade Chesham will continue to encourage local businesses, schools and community groups to adopt Fairtrade policies, and let you know when exciting new Fairtrade products come to town. Fairtrade Chesham will be reaching its own historic milestone in 2020, having been a Fairtrade Town for 15 years. Over this time, volunteers have held all sorts of events to raise awareness of Fairtrade, including fashion shows, film nights, cake walks, Easter egg hunts, school assemblies and a Bollywood night. Some of us have dressed up as bananas whilst handing out Fairtrade goody-bags at Chesham Station and we’ve walked through Chesham Market in 18th century dress with a sedan chair. We’ve even contributed to the world recordbreaking line of Fairtrade bunting! All of this has been done to draw attention to the Fairtrade system as an easy way for consumers to combat poverty and empower farmers and workers in developing world countries. Over the last 15 years, Fairtrade has achieved so much. More than 1.66 million farmers and workers now benefit from Fairtrade. Fairtrade is gradually empowering communities to organise into cooperatives and improve their negotiating position within the supply chain. The Fairtrade Standards cover key areas for environmental protection; for some farmers, the 41

Dreamflight’s 33rd Trip to Orlando This October, Chesham-based charity Dreamflight will take another plane-full of amazing children for their holiday of a lifetime. Each year the Charity hires a 747 aircraft and takes 192 children from across the UK, with a serious illness or disability, to Florida. Parents are not allowed, but instead a huge volunteer team of doctors, nurses, physiotherapists and other helpers look after the children for 10 days.
Dreamflight is not just a holiday; it does something that medicine can’t. The children get the opportunity to discover independence, confidence, and a whole new outlook on life. Often for the first time, they realise that they are not the odd one out. They see children around them who have also suffered; they gain perspective, and experience things that they never thought possible. There are a number of items that Dreamflight are looking for sponsors for this year; ranging from icecreams for the children to clothing and equipment. Some of our events, such as our summer garden party, Golf Day and Christmas event, are very social occasions, conducive to making new friends as well as business contacts.
Many new members joined the Chamber in the first half of 2019. We are a happy, growing and inclusive network. We welcome guests to most of our events, but are always keen to encourage new members, with the closer relationships that membership brings. If you would like to take a more proactive role with the Chamber, volunteering is an opportunity to raise your business and personal profile, contribute knowledge and skills in a meaningful way, and even to develop new knowledge and skills. These provide a range of services, often including long term care of the elderly, short stays and respite breaks, whilst also offering various benefits such as specialist nursing, support for fully dependent individuals and dementia care, through to simply providing a safe and comfortable new residential home for people who may need a little assistance with daily life. With a growing population of older people, Chesham over 50s Positive Action Group (COPAG) and Chiltern Citizens Advice Bureau have led calls for a printed directory of services for older people living in and around Chesham. It has been designed to connect people with many sources of help and information, often offered by voluntary and charitable organisations. Thankfully, there are many organisations working together for the benefit of older people and this
directory of information will provide a good starting point to help in researching what is available. There are sections on bereavement, carers and caring, Community Associations & Action Groups, transport, consumer advice, tax, benefits & pensions, counselling, mental health & befriending, health, fitness, homes, meals, social life and emergencies. B&M Care: A New Vision for Person-Centred Dementia Care The past decade has seen the term ‘person-centred care’ exert considerable influence on the policy, practice and academic literatures within the care sector, so much so that this dementia ‘watchword’ has reflected an emergence of new approaches to delivering highly individualised care. Impress the Chess Impress the Chess is a partnership of organisations and residents that work together to protect and restore the River Chess in Chesham. The Chess is a chalk stream, which makes it a globally rare habitat, so it is vital that the local community is proactive in caring for it. In 2018, Impress the Chess created a new action plan, featuring a list of projects both large and small to improve the river environment. At the beginning of 2019, the partnership delivered the first of these projects with help from residents, the River Chess Association and the Chilterns Chalk Streams Project. A stretch of the walk through Canonâ&#x20AC;&#x2122;s Wood alongside The Moor was in need of work, as the river bank had been worn away by dogs regularly clambering in and out of the river. Thanks to funding from Tesco Bags of Help and Chesham Connect, the volunteers were able to repair the riverbank using natural materials and install sturdy wooden dog steps. This means that dogs can still access the river for a dip as part of their walk, whilst protecting the riverbank. Volunteers also cut back some of the trees to increase the light levels and the town council replaced the two old seats with brand new ones. This has improved the area for
walkers and dogs, but it has also benefited the chalk stream environment. The erosion of the banks had caused the loss of valuable habitat for wildlife. Now the riverbank has been repaired, it will be colonised by natural vegetation such as reeds. This will provide ideal food and shelter for water voles, and we are keen to help them recolonise the river in town after a devastating population crash at the beginning of the 21st century. Preventing future bank erosion also stops soil falling into the river and smothering the gravels of the riverbed. These gravels need to be clean to support a healthy insect population, and for brown trout to breed successfully, as the female fish lay their eggs in the gravels. Chiltern Film Society Chiltern Film Society was excited to celebrate its 50th season from September 2018 to May 2019 with another great 15 films! Originally called the Amersham & Chesham Film Society, we began way back in 1969. Harold Wilson was Prime Minister, George Lazenby was 007 and Neil Armstrong was taking a few tentative steps. Since then, of course, much has changed: From our perspective, the movies have gone from 16mm film to todayâ&#x20AC;&#x2122;s digitally downloaded formats. We have shown over 650 films - everything from silent comedy to sci-fi blockbuster. These films are nominated by our members and selected as having outstanding merit and interest with the aim of providing a local showcase for world cinema and therefore represent a range of genres and nationalities. We are a not-for-profit society, independently run by our members and we work closely with the management and staff of The Elgiva, Chesham, where our selected films are shown on Wednesday evenings. Membership also gives reduced entry to other films and events organised by the Elgiva. Our new season will start in September 2019. Services delivered in Chesham and area by Christians Against Poverty Since 2012, Emmanuel Church in Chesham has partnered with UK charity Christians Against Poverty, providing a free debt counselling service in Chesham and the surrounding area of Amersham, the Chalfonts, Great Missenden, Prestwood and Beaconsfield. Nigel Gordon, Chesham CAP Debt Centre Manager said: “Since our centre opened, we have helped well over 200 people and already seen 65 people go debt free. Some of them have had pretty serious debts accrued through no fault of their own. Sometimes it can be ill health, job loss or relationship breakdown, which means they can no longer keep up with payments and household bills.” We visit every client in their home giving them the dignity and respect they deserve, while CAP’s head office negotiates with their creditors and sets up a suitable debt management plan. Chesham’s lovely surrounding area is reflected in the friendly, supportive network of volunteers who work as part of the Debt Centre team providing support for each client until they become free of the crushing burden of debt, often supporting in very practical ways
through our partnership with the Food Bank and the Griffin Club who can often replace ‘dead’ white goods free of charge. A recent CAP national client survey found that prior to contacting the charity, two in five clients felt so isolated that they mistakenly believed there was no one who could help them, so this support from volunteers is invaluable. In addition to the full debt centre service, the Chesham area also runs a Life Skills Group. Each one of these services is offered completely free of charge. CAP Life Skills is an eight-week course that will equip you with tools such as how to buy wisely, eat well on a budget and how to make your money go further. Chesham Community Fridge Hundreds of tonnes of good food are sent to landfill every day at great cost to every one of us: to businesses paying for its disposal, to councils maintaining landfill sites, and to the environment. Chesham Community Fridge aims to address this issue locally by redistributing good food from local businesses and households. It is part of a network of Community Fridges which are springing up across the UK, enabling good surplus food to be available free of charge and to help avoid scandalous waste.
Hugh Fearnley-Whittingstall started his War on Waste in 2015, encouraging the supermarkets to start cleaning up their act, and many now work in partnership with local charities such as a Community Fridge to redistribute still-edible food. Our Fridge Volunteers collect surplus food from various outlets. So long as food is before its ‘use-by’ date it is still perfectly safe, so we can redistribute any food past its ‘sell by’, ‘display until’, or ‘best before’ dates. ANYONE who can use it is welcome to collect it and take it away for free. The
ethos is primarily to reduce food waste so, unlike the Food Bank, there is no means testing; it is a community venture to benefit everyone. Chesham Community Fridge is sited next to Broadway Baptist Church, in the Broadway and is open on Wednesdays and Saturdays from 10am until 12 noon. Look for the black metal gate to the left of the church. Since Chesham Community Fridge opened in September 2018, it has redistributed nearly 2 tonnes of food a month and been visited by at least 316 households. You can also donate food to cut down on your own household food waste. If you find you have unopened packets or tins of food that you are not going to use, or if you are going on holiday and have left over vegetables in your fridge, donate to the Community Fridge rather than throwing them away. Please check out the list on our website of what we can accept. If you ‘grow your own’ and find yourself with an over-abundance, this is a great way to share it with the wider community.
