The Town Mayor’s Welcome Dear Reader,
past Mayor, Noel Brown has left, supporting members of the new Community Interest Company in developing what is best for Chesham and doing my best to protect our Green Belt land. As plans for the creation of HS2 rumble on (pun intended) I will be working closely with those in charge of the movement of traffic to ensure that Chesham is affected as little as possible by the increased flow that the building of it will attract. I will continue to encourage the regeneration of our High Street, and a successful town centre, with particular emphasis on creating a night time economy in the Market Square. I am also committed to supporting the plethora of voluntary groups that we are so lucky to have in Chesham. I have discovered so many since I was elected and still I don’t know them all. I am so proud of the hard work that Chesham in Bloom, for example, does in making our town such an attractive place. Their contribution is heavily linked with that of the Chesham Environmental Group, the Allotments Group, the River Chess Association and so on. The list goes on and I’m fairly certain that if there’s something that you need or you’re interested in and/or good at we have a group that caters for it. Get involved, or create it! I very much look forward to representing Chesham both in the town and in the wider community. I am delighted to have been chosen to serve the Chesham community as Mayor and to have the opportunity of welcoming you to the Town Guide. I was elected to represent Townsend Ward two years ago, but come from a long line of Culverhouses who have been in Chesham for many years. I am proud to follow in the footsteps of my great-grandfather, Edward Culverhouse, who was Chairman of the Urban District Council (the equivalent of today’s Mayor) in 1936. I became a Councillor as I have long been a strong advocate for the community. I am keen to find ways in which I can better serve the community, including promoting community safety through my role as a member of the local Community Safety Partnership and Police and Crime Panel. Over the forthcoming year I intend to devote much time to promoting better cohesion and communication within Chesham’s community. I am a performing member of both Chesham Theatre Company and Panda Players. It is my enthusiasm for theatre that led me to support Theatre Shed as one of my Mayoral charities, coupled with Bank Farm RDA (Riding for the Disabled) both of which encourage disabled children to expand their sensory perception and have a bit of fun. I know that I have a busy year ahead of me. As work on the Local Plan continues I will carry on where our

6. Chesham Town Council will ensure that the money entrusted to it by the residents of Chesham is securely managed and spent effectively on achieving the above objectives.
Chesham Town Council
The Council is responsible for many of the recreational and social facilities within town, including: Lowndes Park, the Moor and 10 recreational grounds; Chesham Cemetery and St Mary’s Churchyard; three allotment sites; floral displays; football pitches; town centre Christmas lights; the Elgiva; the Town Hall; Chesham Moor Gym & Swim; the war memorial and Market Square’s Clock Tower. The Council cuts the town’s grass verges on behalf of the County Council and maintains street signs for the District Council. The Council also works in partnership with a great range of organisations that share its vision for the town and have a tremendous amount of expertise, from Chesham in Bloom to The Chesham Society. Examples of some of the work of these partners are included in the following pages, but the Council is actively seeking to develop these relationships further to achieve the best it can for Chesham.
Chesham Town Council came into existence in 1974, and is the only part of the local government structure that is solely focused on serving the town and its people. The Council is comprised of 19 Members who are elected for a term of four years. Each May, the Council elects a Town Mayor to serve for a period of one year. The last election was held in May 2015 and a full list of Councillors is shown on page 5. The Council, and its Planning, Recreation and the Arts, Finance and Staffing committees meet regularly to discuss issues and take decisions pertaining to the town. The public are encouraged to attend. They may also ask questions on any issue relating to Chesham during a 15-minute period of Public Questions at full Council meetings. The Council’s vision is to ‘improve the quality of life of all the residents of Chesham’. The Council has laid out a set of objectives to explain how it will achieve this: 1. To enable residents to enjoy high quality social, recreational and cultural facilities within the town and to seek the continuing improvement and development of these facilities in accordance with the desires expressed by the residents.

Dreamflight’s 31st Trip to Orlando This October, Chesham-based charity Dreamflight will take another plane-full of amazing children for their holiday of a lifetime. Each year the Charity hires a 747 aircraft and takes 192 children from across the UK, with a serious illness or disability, to Florida. Parents are not allowed, but instead a huge volunteer team of doctors, nurses, physiotherapists and other helpers look after the children for 10 days.
Dreamflight is not just a holiday; it does something that medicine can't. The children get the opportunity to discover independence, confidence, and a whole new outlook on life. Often for the first time, they realise that they are not the odd one out. They see children around them who have also suffered; they gain perspective, and experience things that they never thought possible. Last year, Dreamflight was delighted to take Jake Stroud on the trip. Jake lives in Chesham and his Mum Jennie said ‘Dreamflight gave Jake a fantastic opportunity and taught him that – despite his disability – anything was possible, and he has memories he can treasure for the rest of his life’.

Each child place costs approximately £3,500. Without the help of fundraisers and supporters, the trip could not go ahead. Chesham In Bloom By July Chesham will have been judged by two Royal Horticultural Society judges for our entry to the Britain in Bloom regional Thames and Chilterns competition. Chesham is in the Large Town category so we are up against towns like Bicester, Newport Pagnell and Wokingham. On judging day, the judges are welcomed at the Town Hall by members of the Chesham in Bloom Committee who take them on a tour of the town. The judging must take exactly two hours and 30 minutes, any longer and we lose marks so it must be very carefully planned in advance. Some of the tour is on foot and some by car. There are many different criteria that they are looking out for such as heritage, conservation, biodiversity, pride of place, business and community involvement. This means we need to show them a good variety of places. It is a bit like selling your house, you need to show off all the best bits and hope they don’t notice the things that are a bit broken and scruffy! The judges look at street signs, lamp post columns, fences, benches and litter bins to see if they are clean and in a good state of repair; for example one year we lost marks for having ‘grubby road signs’ so it is important to work with the relevant authorities to make good any repairs and keep everywhere clean and tidy. We can demonstrate good community involvement in Chesham, as we have many active voluntary groups. There are the Friends of Lowndes Park who keep some of the park’s floral areas looking lovely all year round. The Chesham Environmental Group has regular working parties around the town maintaining the many natural

areas such as the River Chess and Captains Wood. The Chiltern Society and Walkers are Welcome look after our footpaths and bridleways and produce walks to encourage visitors to the town. There are many residents associations who have litter picking days and then there are the Chesham in Bloom supporters who turn out to help with the many events throughout the year. And of course we have lots of lovely things to show the judges: the town centre, Lowndes Park, the Meades Water Gardens, houses with lovely gardens, churches, schools, allotments and much more. So you can see it is quite difficult to fit it all in to the allocated two and a half hours. Throughout the year we work on our portfolio. This is a booklet explaining everything that has been going on in Chesham with lots of photographs. This allows us to show that Chesham looks good and has activities going on throughout the year, not just on judging day. It also enables us to show pictures of things that we haven’t had time to show them during the judging tour. We have had some lovely comments from the judges over the years. Here is how the judges summed us up in 2015: ‘Chesham is in a lovely setting within the Chilterns Area of Outstanding Natural Beauty. The town centre is attractive, well cared for and vibrant with a range of shops and businesses and the Market Square with the bell tower is a real focal point. Outside the immediate town centre there are some real surprises like the Gym & Swim, but also historic streets with lovely front gardens and open spaces including Lowndes Park and the Meades Water Gardens – both providing for people and wildlife’.

Impress the Chess The River Chess has been important to Chesham for as long as Chesham has existed. In fact, the river is the reason why the town established in this location and the Anglo Saxon settlers called it ‘Ceasteleshamm’, which means ‘heap of stones by the watermeadow’ reflecting its watery origins. The river played a pivotal part in the town’s industrial past; powering its many paper and corn mills and supporting a thriving watercress industry. Whilst these industries are long gone, the river is still important to Chesham residents as a place for recreation. Children with jam jars go fishing for tiddlers on The Moor and the Riverside Walk is much beloved by walkers. But more than this, as a chalk stream, the Chess is internationally important. Chalk streams are globally rare, with 85% of the world’s chalk streams found in England. Chalk streams like the Chess are coming under increasing pressure from pollution, abstraction for the public water supply, invasive plants and animals, and habitat loss. Many people are concerned about the frequency with which the channel dries up and the decline of species like water voles, which were once a common sight along the river. The voluntary group, Impress the Chess, which is led by the Town Council is working hard to protect the river. This group is a partnership of local authorities, conservation bodies and community groups that carries out practical work to improve river habitats and monitors planning applications impacting the river. Impress the Chess also feeds into other organisations working on the river, including the River Chess Association, Chesham Environmental Group, Chesham Water Group and the Chess Low Flows Investigation Group, helping to ensure that everyone is working together effectively for the maximum benefit to the river.
The aims of Impress the Chess also include making the community aware of local river heritage and helping people to access and enjoy the Chess in Chesham. Working with the Chiltern Society, bird boxes were installed in Meades Water Gardens for National Bird Box week in January 2017. Local residents sponsored the boxes, helping small birds such as tits and robins to nest in this town centre habitat. The next project will be the installation of ‘dog steps’ in Canons Wood by The Moor. This will protect the riverbank from erosion, while enabling easy access for dogs who want to go for a paddle. There are many other projects, large and small, that could make a real difference to the river.
But, all of the things residents and visitors value about the Chess – its beauty, its wildlife, the fun to be had splashing around in the water, or the pleasure of a walk along the banks – depends upon the river flowing. So, most importantly, with a very poor winter weather-wise in terms of re-filling the aquifer that feeds the Chess, Impress the Chess is encouraging people to use water efficiently. In April 2017, when the springs should have been flowing at their peak, the river was dry as far down as Moor Road, with predictions suggesting the situation would only get worse as summer approached. If we can drive our water demand down, this will leave more water in the aquifer to supply the river. Chesham: a Market Town Chesham is known as a Chilterns Market Town and, indeed, markets are a long established part of the town’s heritage and identity. Since the town’s establishment by Anglo Saxons in the 7th Century, Chesham’s strategic position at the headwaters of the Chess led to its growth from a village into a market, craft and service centre. Cattle and sheep were raised on the hillsides, watercress beds were tended by the river; and it is even said that grapes were cultivated on the south-facing terraces above town. The surrounding beech woods provided timber for wood turning and Chesham became a centre for making a variety of wood-ware items including shovels, spoons, yokes and sieves. Corn was ground at Lord’s Mill, there was a thriving boot and shoe industry, and straw plaiting and lace making were traditional Chesham crafts. It was in 1257 that Hugh de Vere, the fourth Earl of Oxford secured the grant of a Wednesday market from King Henry III. It is easy to imagine, at one time or another, the products of all these local industries making their way to market in the Market Square.

trying some of the finest food and drink from this part of the Chilterns. It is also inspiring to see the goods on sale by the talented local craftspeople who design ceramics, cards, crochet and jewellery. The local produce market is run by the Town Council in partnership with Transition Town Chesham; it was set up to support local producers and help tackle the very modern problem of excessive food miles. The General Market runs twice a week in the High Street, on Wednesdays and Saturdays. This market sells a wide variety of goods, including fruit and vegetables, fresh fish, Asian food, cakes and bread, cheese, plants, cards, household goods, gardening equipment, jewellery, bags, clothes and more. The market is run by the traders themselves, as the Amersham & Chesham Market Co-operative and they have a real passion for ensuring the long-term success and quality of the market. The town centre has a real buzz to it on market days, as people come to town to search for a bargain and try out new goods. Whilst the heart of Chesham would have looked very different 750 years ago, this aspect of the town's market culture will have changed little. Why not come down on a Wednesday or Saturday and see for yourself?
In pleasing continuity, local farmers and craftspeople still bring their wares to sell in Market Square at the Local Produce Market, although this market is only seven years old. The market runs on the fourth Saturday of every month and sells high quality food, drink and crafts from a c.10 mile radius of Chesham. Customers can talk to local farmers about how their food is produced, as well as 15

The Elgiva Theatre & Cinema The Elgiva continues to bring a fantastic choice of entertainment to delight the local community. It seems that in these interesting times the people of Chesham and the surrounding areas are still keen to support the wonderful asset that is the Elgiva. Chesham Moor Gym & Swim Hi, I’m Danny, manager of Chesham Moor Gym & Swim – your community fitness centre with a heated outdoor pool, well-equipped gym and courts for tennis, basketball or 5-a-side. The pool is open from 6am weekdays, 8am at weekends, with summer water temperature approx 28°C/83°F, and winter water temperature approx is 26.5°C/80°F. The water is almost chemical-free, so no more stingy eyes and chlorine smell – and much kinder for those with skin conditions such as eczema. It is also becoming a vital hub for triathlon and open water training, especially over the winter months. Swimming season tickets for all ages can be bought for winter or summer – with tailored and fair prices for families of all sizes. Throughout the summer there are sessions for toddlers, 60 plus/therapy swims, and inflatable sessions for 14 and under. Aqua classes are available all year, as well as Masterclass coaching for you to perfect your stroke. The gym has high-tech equipment including a Wattbike, treadmills, rowers, weight machines and kinesis stations. Our friendly, expert staff are on hand to help you achieve your fitness goals, or personal training sessions are also available. A variety of classes are run for all abilities – from Armageddon Fitness to Zen Yoga and Meditation.
We are known for our community atmosphere and we hold midnight swims, charity events, bacon buttie mornings (1st Friday of the month, 6.30–10am) and the ever-popular Christmas Day swim. Our poolside café serves coffees, cold drinks, snacks and ice creams, with poolside seating and indoor area. Ideally located as a base for walks along the River Chess, there is also a playground adjacent to the centre, and parking too. The majority of Chesham residents are likely to have visited Chesham Town Hall at some point in their lives. The Town Hall provides the administrative centre for the town, and is the location of Chesham Town Council’s offices. The offices are open to the public from 10am to 4.30pm on weekdays and act as a ‘one-stop-shop’ for all sorts of information about the town and the services provided by the town, district and county councils. The reception holds a wide variety of information about the town, its events and local organisations. Chesham Town Hall is introducing a ‘Hub’ in reception which enables those residents who do not own a computer to have the use of one, to access all local government websites such as checking waste collection days with Chiltern District Council and reporting faulty street lights and potholes, etc. to Bucks County Council. The Town Hall is also at the centre of the town’s social life. With four rooms available for hire, the Town Hall hosts a wide variety of recreational activities, including dancing lessons, aerobics and children’s classes, and is the venue for the meetings of local interest groups such as the Chesham Society and Chess Valley Archaeological & Historical Society. The Chesham All Girls Band Chesham All Girls Band has been entertaining Chesham and the surrounding areas since 1981. Run by a committed group of volunteers and made up of girls aged between 8 and 18, this long-running youth group is, first and foremost, about having fun. Practices are informal and you get to meet with your friends and help one another to learn and improve. We then show off our talents at local carnivals and fêtes, as well as at prestigious parades and military tattoos in this country and abroad. Alongside practices and performances the band also runs social and fundraising events for the whole family to enjoy. extra bit of practice in. Wednesday evenings are for everyone. You don't need any previous musical experience or knowledge; just enthusiasm and willingness to learn. You can leave the rest to us – we'll find instruments for you to play and look after, and fit you up for your own uniform. Subs are currently just £12 every 3 months, and this is regardless of how many practices you attend. So make the most of it and come down twice a week. "Being in the band gives you confidence, helps your social skills and and teaches you how to work together. What you can take from the band, are long lasting friendships, discipline, and a sense of pride and achievement."

Chesham Connect Chesham Connect has evolved from Chesham Action Partnership (ChAP), which was established in 2008 to support groups that work to develop and improve Chesham. Since then, we have distributed funds from Chiltern District Council through grants to many varied groups and events in Chesham such as inConcert Chiltern – a multi-area school's music festival, Lowndesbourne Town Picnic, Christmas In Chesham and Chinese New Year celebrations.
To become more accessible, we are creating a website that can be used by both the general public and members of Chesham Connect. As well as more about Chesham Connect, there will be funding application details, and other information about creating and progressing community projects. We will be promoting community/charity projects in Chesham, whether funded by Chesham Connect or not. The website will also hold a diary of events in the Chesham and Great Chesham Area – from dogs shows to Town Meetings. All groups will be able to add their events; our ambition is to make it the first port of call for ‘what’s on’ in Chesham. We are also busy promoting Chesham on Facebook and Twitter. Our current supported projects are new fingerpost signs in the town, and interpretation boards in Lowndes Park which will show the historic development of Chesham. We are looking to support a variety of projects with grants up to £250. Full details of criteria and application forms are available by contacting us by email or from Chesham Town Council. Lowndesbourne
Last year, Martin Parkes retired from ChAP after five years as Chair, having done sterling work for which we would like to thank him. Martin was replaced by Michael Rowan, a long-term resident of Chesham, already familiar to many as the founder and Chair of The Friends of Lowndes Park. We have taken this opportunity to reassess our work starting with a well-attended meeting at the beginning of the year to assess our strengths and weaknesses, and to think of new opportunities and new ways we can help our community. As a result of that meeting we have produced a new mission statement, new aims and objectives, new grant criteria and a new name, Chesham Connect, which better signals our purpose and objectives, and a lovely new logo to go with it. We are keen to expand our support to include the areas of Greater Chesham, and to provide resources other than financial to groups. We hope to build a network where local groups can share expertise for the benefit of all and to provide a forum to identify local problems and help to solve them. We also intend to explore new areas for action and to encourage new or existing groups to cover these.

HealthTree Uganda HealthTree Uganda is a small charity founded and based in Chesham with the aim of helping impoverished communities in Uganda to access health services, by supporting, equipping and funding small clinics and health projects. It all started back in 2009, when Chris Foster, then working as a Community Nurse in Chesham, joined a team of volunteers to work for two weeks in a child rescue centre called Potter’s Village. The centre, in Kisoro in south-west Uganda, very close to both Rwanda and war-torn DR Congo, rescued orphaned and abandoned babies who were close to death, nursed them back to life, then found a new home for them. Chris nursed the infants and gave the baby carers training in hygiene and basic caring skills. Following this trip Chris returned to Potter’s Village a year later. She learnt more about the country and developed relationships with people from different parts of Uganda. Health care there is not free, and it became evident that there is an urgent requirement across Uganda for small ongoing projects, often nurseled, to support the health needs of the poorest of the poor. Health is one of the building blocks of society in developing countries such as Uganda, where life expectancy has only recently risen as high as 62 years. Without good health one cannot work and feed one’s children, nor pay for their education. A sick or malnourished child may be unable to attend school and learn skills for a future career. In January 2014 Chris was invited to carry out health checks with some of the families in one of the poorest slums in Kampala, the capital city. At the request of the local people, and with the help of donations from people in Chesham, especially members

of The King’s Church Chesham, Chris was able to fund a Ugandan nurse to run a weekly surgery, promoting health, giving advice, and providing some basic medicines funded by UK donations. In October 2014, HealthTree Uganda was set up to build on the work that Chris had started. The charity continues to fund the weekly clinic in the slum in Kampala, and health has improved among the families the nurse has been working with. Additionally, nursing equipment has been sent on several occasions to a health centre in a remote rural area north of Kampala, and medical equipment and funding has gone to Potter’s Village to support their work – most recently £1,000 was sent to their new Nutrition Unit serving the local community. In June 2017 Chris and her husband Jon, a trustee of HealthTree Uganda, returned to Kisoro to see at firsthand the impact made by HealthTree’s donations, build relationships at Potter’s Village, and explore with leaders in the community further areas in which HealthTree can alleviate needs. Some of our events, such as our summer garden party, Golf Day and Christmas event, are very social occasions, conducive to making new friends as well as business contacts.
Many new members joined the Chamber in the first half of 2017. We are a happy, growing and inclusive network. We welcome guests to most of our events, but are always keen to encourage new members, with the closer relationships that membership brings. If you would like to take a more proactive role with the Chamber, volunteering is an opportunity to raise your business and personal profile, contribute knowledge and skills in a meaningful way, and even to develop new knowledge and skills. Grow your own on an allotment

If you are interested in growing your own, you may want to consider taking on an allotment. It's a great way to produce your own food, get some fresh air and enjoy a surprisingly vibrant social scene. The Town Council manages three allotment sites in Chesham: Amersham Road, Cameron Road and Asheridge Road. Historically, there have been allotments in Chesham for many years; those at the Cameron Road site have just celebrated their 100th anniversary, having been acquired in the spring of 1910 to satisfy the demands of the working classes of the time. The Council currently manages over 200 allotment plots. Facilities at the sites include water via standpipes, mini-recycling centres and lockable access gates with vehicle access for deliveries. Parking is available in a car park beside the recycling centre (Cameron Road) and by the side of the allotments (Asheridge Road). There is even a portaloo available at the Cameron Road site.

Saturday Coffee mornings are held at the Cameron Road site and the public are welcome to join tenants for a piece of cake and a look around. They regularly open up the allotments to those who don't have a plot in Chesham, just to share the ‘growing pains and successes’. From tea and coffee mornings and seed swaps, to fish and chip suppers and cheese and wine evenings, Chesham Allotments Group welcomes anyone with an interest in growing food for themselves.

The allotment sites are fully tenanted at present, but you can join the short waiting list. Please contact the Town Hall by email: townhall@chesham.gov.uk or on 01494 582907 or in person (Monday to Friday 10 am to 4.30pm). Once you reach the top of the waiting list, we will contact you to invite you to inspect the available plot and decide whether you wish to take it on. There is an Allotments Group that works with the Council to maintain the Council's sites and provide advice to tenants. The Chesham Allotments Group is an organisation of volunteers dedicated to the benefit of the allotment holders and liaising with the community.
