Durante toda la campaña de Elecciones Municipales a la Alcaldía de San Roque, El Periódico de Sotogrande ha ido informado de las diferentes opciones, candidaturas y posturas defendidas por los diferentes grupos políticos concurrentes a las urnas. El pasado 24 de mayo la ciudadanía optó por reelegir al Partido Socialista, en este caso a Juan Carlos Ruiz Boix, con una mayoría absoluta con más de cinco mil votos. Una cifra a tener en cuenta. Casi el 43% de los votantes decidieron mantener el modelo actual del gobierno socialista en la ciudad y depositar su confianza en mayor medida aún con una mayoría absoluta. En esta edición se publica una amplia entrevista con el electo Ruiz Boix en la que explica sus

planes para San Roque estos cuatro años. La confianza, según demuestran las urnas, se la ha ganado por parte de la ciudadanía. Tiene por delante ahora un atractivo mandato en el que sin ataduras de pactos gobernar según dicte su hoja de ruta. Una opción que puede reportar muchos beneficios a este municipio. Medidas que si son en positivo contarán con el aplauso y reconocimiento. Experiencia tiene y la confianza de los votantes también. En su gestión estará la acertada o no elección. El resplandor del verano Cuando aun resuenan los tambores lejanos de la clase política, va y se nos presenta el tan ansiado verano. Ya están prácticamente todos los chiringuitos operativos y la playa se ve de multicolores los fines de semana. Solo resta que los servicios se implementen 1 José Luis García de forma inmediata. Es temporada estival y toca disfrutar con amigos y familiares de la brisa del mar, y dejar que los grupos políticos se devanen los sesos para obtener los pactos necesarios para formar gobierno. Distinta suerte en cada uno de ellos, aquí en nuestra zona: San Roque,

por suerte, y así me reitero, obtuvo mayoría absoluta el PSOE de Juan Carlos Ruiz Boix, cuestión ésta que le permitirá ejercer las tareas municipales con un equipo de gobierno de su propio partido y con las personas elegidas para este desempeño. Y no es nada malo tener un ayuntamiento monocolor, porque ahora no hay disculpas ni “mochila” alguna de partidos que apoyen con su voto a un alcalde y con sus actuaciones puedan complicar las tomas de decisiones. Ahora toca gobernar en solitario y que se cumplan los programas prometidos. Todos los ciudadanos lo único que desean es ver como prospera su entorno inmediato y que sus familiares obtengan empleos estables. En esta edición tenemos las declaraciones de Ruiz Boix en una entrevista que nos concede después de su éxito en las urnas. Se le ve exultante y con ganas de liderar no solo San Roque, sino ser influyente en el resto de la comarca y provincia. Los votos le avalan para tal misiva, pero no debe olvidarse que es alcalde para todos, los que le otorgaron confianza y los que votaron a otras siglas. Por tanto, ahora tiene mayor responsabilidad y debe ejecutar lo prometido. Permitiendo que San Roque, por disponer en su territorio de entidades emblemáticas a nivel mundial como Sotogrande, Valderrama y actividades como el golf, el polo y marina,

lidere los próximos cuatro años el mayor destino turístico de calidad de nuestra comunidad. Lo que no vale es que cada vez que le interesa, todas las culpas son de Rajoy o el PP. Por suerte todos sabemos que la política municipal esta enmarcada en acciones que no competen al gobierno central en su mayoría. Por nuestra parte estaremos muy atentos, y desde este medio, optaremos por mantener un observatorio permanente de cumplimiento de cuantas promesas se han planteado. Y en este apartado, también incluimos a los que se quedaron en la oposición, porque si el planteamiento y/o promesas no lo manifestaron con solvencia, y a los resultados me refiero, es un problema que no debe afectar a los ciudadanos, es cuestión de que ahora deben hacer una oposición digna y con mucho trabajo. ¿O piensan quedarse parados hasta seis meses antes de las próximas? Trabajen todos, a ser posible, unidos, porque la política local necesita y desea a gestores comprometidos. Os deseamos que disfrutéis en nuestra área y sigan viniendo. The splendour of summer While the distant drums of the politicians are still sounding, the much desired summer comes upon us. Now practically all the beach bars are operative and the beach is seen to be multicoloured at weekends. We only need the services to be put into effect without delay. Security, cleaning, providing parking areas and flying the flags of the summer season with their vivid, striking colours. It’s summer, and it’s time to enjoy the sea breeze with friends and family, and leave the political groups to rack their brains finding the alliances necessary for forming a government. Each will have a different outcome; here in our area, San Roque, fortunately, and although at the risk of repeating myself, the PSOE of Juan Carlos Ruiz Boix obtained an absolute majority which will enable to him carry out his work with a corporation made up of his own people, and with those chosen to perform the tasks in question. And there’s nothing wrong with having a single-colour Council, because now there can be no excuses or “baggage” from parties who support the Mayor with their vote, but with

their actions complicate the decision-making. Now is the time to rule alone, and to live up to the promises made. The only thing the townspeople want is to see their immediate surroundings prosper and for their family members to find stable jobs. In this edition we have the statements made by Ruiz Boix in an interview given, following his success at the ballot box. He looks jubilant, and ready to be the leader not only of San Roque, but also to exert influence over the rest of the district and province. The votes give him the backup for that mission, but he should not forget that he is Mayor for everyone, for those who gave him their vote of confidence, and for those who voted for other parties. So now he has greater responsibility and has to put into action what he promised. This will enable San Roque, whose territory includes such world-renown and emblematic institutions as Sotogrande, Valderrama and activities such as golf, polo and yachting, to be a leading light over the next four years as the top destination for quality tourism in our region.

But what he can’t do, every time it suits him, is to put the blame for everything on Rajoy or the PP. Fortunately we all know that local politics are marked by actions that for the most part do not compete with the central government. We, for our part, will be watching very carefully, we will be permanently observing whether all promises made are being complied with. And under this heading we all include those who were left in opposition, because if the proposal and/or promises were not made with solvency, and I am referring to the results, this is not a problem that should affect the local people, it is for them to now take a dignified place in the opposition and put in a lot of work. Or do they intend to stand still until six months before the next elections? They should all work, together if possible, because local politics needs and wants to have a committed administration. Un paso más en la puesta en marcha del dispositivo veraniego en la playa de Torreguadiaro. Si bien los chiringuitos de la zona (Chambao y Bahía Limón) se encuentran funcionando a pleno rendimiento desde unas semanas, por parte del equipo municipal, apoyados por el nuevo empuje de los empleados por parte del Consistorio para el plan de choque estival, llevaron a cabo el montaje de los diferentes elementos en la playa de Torreguadiaro. Las papeleras ya están ubicadas a lo largo de la playa escalonada-

mente y los operaciones municipales instalan las diferentes pasarelas de acceso a chiringuitos y playa desde el aparcamiento y paseo marítimo. Así como otros servicios. La necesidad de contar con una empresa externa para los servicios de vigilancia en playas, gran inconveniente en las pérdidas de Torreguadiaro y Cala Sardina

Este año, el municipio de San Roque sólo contará con la Bandera Azul en el Puerto de Sotogrande, basada en la gestión de puertos deportivos, y la de playa de Alcaidesa, compartida con La Línea de la Concepción. Respecto al pasado año, la

zona pierde dos, las de Torreguadiaro y Cala Sardina, que ya tuvieron que ser retiradas antes de la finalización del verano pasado, por el mismo motivo por el que no concurrieron este año a optar a las banderas. Uno de los requisitos, según se informa desde el Consistorio, es la contratación de una empresa externa dedicada al socorrismo y vigilancia, funciones que en ambas playas realiza en el municipio Protección Civil, de manera volunta-

ria. También se pierte la del Centro de Interpretación de Pinar del Rey. En cuanto al resto de la comarca, Getares (Algeciras), Alcaidesa Marina (en Puertos) y Sobrevela (La Línea), contarán con el distintivo.

La EUC comenzará en breve la campaña anual de información a los propietarios sobre la necesidad y obligación de atender a la limpieza de las parcelas no construidas dentro de la Urbanización. Los propietarios de parcelas tienen la obligación de la limpieza de estas según las ordenanzas Municipales y Estatutos de la Entidad. Unido a la

llegada del periodo estival se nos presenta un aumento del riesgo de incendio y es fundamental minimizar este riesgo el atender a la limpieza de estas. La EUC tiene programadas en los próximos meses realizar tareas de mantenimiento de las zonas verdes comunes, como viene siendo habitual y como está programado dentro del marco de cumplimien-

to del Plan de Autoprotección desarrollado en la zona. Desde la Entidad llamamos a la concienciación de los propietarios de la importancia de la limpieza de las parcelas y cumplan con su obligación para evitar riesgos al resto de vecinos. Sotogrande se prepara para la II Feria del Atún La cita se celebra en la Ribera del Marlin los días 5, 6 y 7 de junio; durante el evento se puede disfrutar de un ronqueo en vivo y un concurso de tapas elaboradas con el producto estrella por diferentes restaurantes de la zona

Todo preparado para la segunda edición de la Feria del Atún en Sotogrande. El próximo fin de semana, el primero de junio, se celebra una de las citas más atractivas de este inicio de verano en Sotogrande. Los días 5, 6 y 7 de junio la Ribera del Marlin, en el Puerto Deportivo de Sotogrande, se convertirá en el escenario de este magnífico evento para el que hay preparadas muchas actividades, tales como un ronqueo en vivo o un concurso de tapas. Para la organización de la feria se habilitará un espacio determinado en la Ribera del Marlín en el que se instalarán los diferentes puestos y expositores de los restaurantes y otras firmas que participan

en la cita. Destacar que Grupo HCP contará con presencia en uno de ellos en el que se pondrán adquirir sus diferentes publicaciones e informarse de los diferentes eventos en los que participa. El programa de la feria se abre con su inauguración el viernes 5, a partir de las 12:00 horas en un acto patrocinado por Bodegas Barbadillo y Herpac (patrocinadores de la feria), protocolario momento al que asistirán personalidades del ámbito municipal y del entorno de Sotogrande. Puntualizar que el horario previsto para la celebración de la feria es aproximadamente desde el mediodía hasta la medianoche. El sábado, día al igual que

el viernes en el que se podrá disfrutar de todos los ofrecimientos de la feria, están programadas las actividades de la actuación de un grupo de ﬂamenco fusión (18:30 horas) y un especial para vivir la ﬁnal de la Championes League (entre FC Barcelona y Juventus), a partir de las 20:45 horas. El plato fuerte, además del concurso de tapas que transcurre durante toda la feria por los diferentes restaurantes participantes en la cita, llega el domingo a las 12:00 horas. En el que se celebrará el ronqueo en vivo de un atún rojo. La feria contará con precios populares (2,50 euros tapa + bebida) y se espera que sea un nuevo éxito.

Herpac (sponsors of the fair). This is a moment for protocol and the event will be attended by personalities from the municipal area and the area around Sotogrande. It should be pointed out the opening hours of the fair are from approximately midday until midnight. Sotogrande y varias zonas del término municipal de San Roque vuelven a ser escenario del “reality show” noruego “Best av de Beste” (Lo Mejor de lo Mejor), protagonizado por deportistas famosos en el país nórdico. Durante una semana los concursantes realizan diferentes pruebas en varios espacios. Es la segunda occasion en la que Sotogrande se convierte en sede de este programa, ya lo hizo el pasado curso. La teniente de alcalde delegada de Turismo, Dolores Marchena, señaló que “los ocho episodios de la temporada pasada consiguieron una destacable audiencia en Noruega, ya que el pro-

grama fue visto por un millón de personas en un país de unos cinco millones de habitantes. Por lo tanto, se trata de una estupenda promoción turística del municipio que no podemos obviar”. “Best av de Beste” se emite en TV2, un importante canal privado de Noruega. Participan cinco deportistas masculinos y cinco deportistas mujeres, todos ellos de élite. Deben competir en distintas pruebas cuyo objetivo ﬁnal es obtener dos coches BMW Serie 3. Se presenta ante la entrevista con cara sonriente y buen humor aunque el rostro deja ver cansancio, cansancio acumulado de unos días de mucha intensidad y gran actividad de actos y eventos. Juan Carlos Ruiz Boix continuará como alcalde de San Roque tras conseguir la mayoría absoluta y romper la barrera de más de cinco mil votos, un hito. Se sienta con El Periódico de Sotogrande y valora los resultados y la actualidad qué más afecta al municipio y al Valle del Guadiaro. Unos resultados impresionantes…enhorabuena. En primer lugar tengo que dar las gracias al pueblo de San Roque y a mis compañeros de partido que han realizado un enorme trabajo. Alcanzar la cifra de los 5.194 votos es el resultado de cuatro años trabajando por este municipio, un trabajo que comenzó desde el

principales retos será reducir esos 4.000 parados” día siguiente de las elecciones de 2011 y que ahora arranca cara a las de 2019. ¿Cuál ha sido la clave y qué veremos en su próximo mandato con mayoría absoluta? dos por el Ayuntamiento. De no sacar mayoría, ¿con quién habría pactado? Con cualquier grupo que hubiese mostrado ganas de mantener un acuerdo solvente y una sensibilidad especial por los intereses de este municipio. Los resultados a nivel comarcal del PSOE permiten un vuelco de gobierno a la Mancomunidad de Municipios. ¿Quién se postula para la presidencia? Hemos ganado en cuatro municipios de la comarca y hemos recuperado la fuerza a nivel comarcal lo que nos permitirá formar gobierno en la Mancomunidad de Municipios e impulsar un cambio en esta entidad. Eso un magnífico logro. En cuanto a la presidencia… es pronto. Primero vamos a ver como se forman los gobiernos locales y ya estudiaremos posteriormente esta situación. Un caso idéntico ocurre en la Diputación… Exacto. Volveremos a contar con el gobierno este organismo y en este caso, nuestra compañera Irene García será quién tome el mando de la Diputación. ¿Y usted? Contaré con algún cargo en el equipo de gobierno del ente provincial, sí. ¿Cuenta con algún proyecto especial para liderar los próximos cuatro años? El principal proyecto es mantener los planes sociales e impulsar las estrategias de creación de empleo. No se pueden descuidar las políticas sociales, tan necesarias en estos momentos. También poner en marcha las diferentes inversiones que tenemos previstas y tratar de concretar también la primera de las etapas (la provisional) del PGOU.

Los últimos cuatro años su Tenencia de Alcaldía estaba gestionada por una persona y un partido de la zona. ¿Cómo será a partir de ahora? ¿Será alguien relacionado con la zona? ¿Qué pasará

con Juan Roca? Cuando se forme el equipo de gobierno local veremos qué pasa. Los últimos cuatro años ha llevado esta parcela Juan Roca, al que aprovecho para felicitar por su gestión todo este tiempo, la cual será valorada justamente, y por su apoyo mostrado hacia mi candidatura en los días previos a las elecciones. Desde el Consistorio respetamos las decisiones judiciales y hay un procedimiento en marcha. Como parece inviable que ambas partes se pongan de acuerdo habrá que ver como se desarrolla el proceso. A todos nos interesa que esa zona y esa parcela se desarrolle. Es bueno para el municipio y para la zona y es una situación que no se podrá mantener mucho tiempo así.

He arrives for the interview smiling and in good humour, though his face betrays tiredness - the accumulated tiredness from a few intense days of ceremonies and events. Juan Carlos Ruiz Boix will continue as mayor of San Roque after winning an absolute majority and breaking the five-thousand-votes barrier, a real milestone. He sits down with El Periódico de Sotogrande and weighs up the results and issues that most affect the municipality and the Guadiaro Valley. Impressive results... congratulations. First of all I want to thank the people of San Roque and my party colleagues who have done a great job. Reaching the figure of 5,194 votes is the result of four years working for this municipality, a job that began the day after the 2011 elections and now starts after the 2015 ones. What has been the key to winning and what will we see in your next term of office with an absolute majority? Continuing along the same lines and pursuing the same achievements, putting ourselves on the side of families who are struggling. Working to reduce to a minimum the over 4,000 unemployed in the municipality and meeting their needs. More employment plans and a more dynamic job market. With our crisis plans we have provided work for over 600 residents and, though they are temporary jobs, they have been very valuable, and half of them were funded by the Municipal Council. If you hadn’t achieved a majority, who would you have gone into coalition with? With any party that showed a desire to maintain a solvent agreement and a special sensitivity towards the interests of this municipality. We’ve won in four municipalities of the comarca and regained our strength at comarca level, which will enable us to form a government in the Mancomunidad of Municipalities and drive change in the organisation. Do you have any projects that will resolve the parking problems in the coastal area? Torreguadiaro is one of the municipality’s culinary centres, it’s very busy and a lot of people visit in the summer. Its growth has been incredible. But the infrastructure can’t keep up with the pace. We have a project that is waiting for someone to decide to set it in motion. The old Civil Guard plot could become a public car park but an entrepreneur must invest to build it, whether underground or on the surface. With municipal and leisure spaces. As far as I know, this doesn’t end in Getares and Rinconcillo (Algeciras). We ask for it every year and they don’t grant it. But there’s a project underway... it has funding and it’s stuck behind red tape. In order to bring in the sand, complex environmental documentation must be processed, which takes time to administrate because it’s approval takes time (to continue with the breakwater project).

What are you referring to exactly? Diversifying the offering to increase the number of overnight stays in the municipality and bring much more to the shopping and culinary offering. We organise culinary, cultural and sporting trails. We try to showcase the area much more in the main travel shows like Fitur, Berlin, London, Italy and Russia. Your plans include finding a new use for the Guadiaro show ground. We want it to become the Alameda of Guadiaro. We’re not going to mortgage one week for the rest of the weeks in the year. We want to bring life and activity to the area. We’re going to award a contract to a café and we want it to be occupied all year. Children’s park, gardens for the elderly, recreational areas. We’re going to revitalise the area. What’s left to do at the Pueblo Nuevo Sports Centre? The urban development outside. Some problems with the electrical supply had to be solved, but the building work itself is done. The problem is that it was an area that wasn’t developed and that cost almost 450,000 euros. It will be ready soon. As will the artificial turf on several football fields, like in Guadiaro, which will be ready as soon as possible.

Marina García (Partido Popular) y su grupo se convierten tras las Elecciones Municipales en la segunda fuerza política del municipio y el principal partido de la oposición, tras conseguir 3.059 votos lo que supone que mantiene a seis concejales en la Corporación sanroqueña. El Periódico de Sotogrande ha querido conocer sus impresiones y que papel jugará a partir de ahora, en lo que no disimula que eran unos resultados que “no esperaban” y que está “muy motivada” para ejercer una oposición “dura, certera y sensata”. ¿Cómo valora el resultado de los comicios? Desde mi punto de vista, son muy inesperados. Hemos realizado una campaña cercana, en la calle, puerta a puerta y con muy buenas sensaciones. No oculto que esperábamos mejores resultados y no creíamos que el PSOE obtuviera tantos votos. En mi opinión, siempre que uno parte como Alcalde cuenta con algo de ventaja y al saco de Juan Carlos Ruiz Boix fueron a parar votos que se han dejado PIVG, PA y de USR, respecto a las pasadas elecciones. ¿Cree que la adhesión de USR al PP en estos comicios jugó un papel en contra? Por supuesto que no, todo lo contrario. Esta alianza ha resultado fundamental para mantener el número de concejales [seis]. Pienso que ha contado más el descontento general que hay respecto al

Torreguadiaro es uno de los puntos en los que ha ganado el PP, ¿cómo ha sido su campaña en la zona? He pasado gran tiempo en todas y cada una de las barriadas, especialmente en el Valle del Guadiaro, conscientes de que era un lugar muy importante para el partido y que contamos con muchos apoyos. He tenido encuentros con numerosos colectivos y vecinos de la barriada. Es más, nuestro programa contaba con medidas personalizadas para cada zona.

The Periódico de Sotogrande wanted to find out a little more about her thoughts and what role she will play from now on, following results which she admits “they were not expecting” and now that she is “very motivated to provide an opposition that is “tough, correct, and sensible”. How would you assess the result of the elections? From my point of view, they were very much unexpected. We had a campaign where we really got in touch with people, in the street, going from door to door and getting really good vibes from people. I am not hiding the fact that we were hoping for better results and we did not believe that the PSOE would obtain as many votes. In my opinion, whenever you start off as Mayor you have a bit of an advantage and Juan Carlos Ruiz Boix received votes that PIVG, PA and USR have lost from previous elections.

This partnership has been crucial for maintaining the number of councillors (six). Torreguadiaro is one of the places where the PP won, what was your campaign like in that area? I spent a large amount of time in all of the areas, especially in the Valle del Guadiaro, aware that it was a very important place for the party and that we had a lot of support. Un total de 54 personas se han incorporado a la plantilla de Emadesa, contratadas durante seis meses a través del plan de trabajos de temporada correspondiente a 2015. El Consistorio aprobó una partida de 575.000 euros para trabajos de temporada de Emadesa durante este año. De esta partida presupuestaria se destinaron 225.000 euros para los 70 contratos por tres meses con las mismas condiciones del Plan de Inclusión de la Junta, mientras que estos trabajos de temporada de seis meses tienen un presupuesto de 350.000 euros. Los contratos son de seis meses (tres meses prorrogables otros tres), y las labores que se les encargarán serán las siguientes: limpieza de playas; acondicionamiento del monte público Pinar

del Rey; adaptación de las zonas de entrada de los centros educativos; pintura y adecuación de edificios y otras instalaciones municipales; y refuerzo de la limpieza viaria y transformación de zonas degradadas. En cuanto a los 70 contratados en abril, hay que recordar que la Junta de Andalucía destinó 127.000 euros para el Plan de Inclusión Social 2014 en San Roque, lo que permitió contratar a 41 personas durante tres meses. La barriada de San Enrique en pleno y vecinos de la zona disfrutaron de la Romería de la Virgen de Fátima, junto al río Guadiaro. La celebración se sumó a la de la verbena que tuvo lugar en la Plaza de la Bomba. Ambas actividades fueron organizadas por la Hermandad Nuestra Señora de Fátima, por la Asociación Sociocultural y de Fiestas “Puente de Hierro” y por la Delegación Municipal de Fiestas. En cuanto a la Romería de San Enrique, comenzó con la Misa Rociera en honor a Nuestra Señora de Fátima, y a su término los romeros acompañaron a la Virgen hacia el lugar de la fiesta, junto al río. La imagen se colocó en bajo una carpa, y a su llegada el Coro Rociero Ciudad de San Roque interpretó la tradicional “Salve Rociera”. Previamente, el jueves en la parroquia tuvo lugar la tradicional ofrenda floral a la virgen. Mientras que la Verbena de San Enrique se celebró la noche anterioro en la Plaza de la Bomba. Con la actuación de los grupos de baile infantil del colectivo “Power Dance”, la elección de las cortes de honor infantil y juvenil de la Feria de San Enrique y la presentación la Romera y Romero 2015.

The neighbourhood of San Enrique and neighbours from the surrounding area were treated to the Romería de la Virgen de Fátima, along the Guadiaro river. The celebration included an open-air dance in Plaza de la Bomba. Both activities were organised by the Sisters of Our Lady of Fatima, the “Puente de Hierro” Sociocultural and Festivities Association and the Delegación Municipal de Fiestas. As for the San Enrique Romería, things got underway with a Rociera Mass in honour of Our Lady of Fatima, after which the pilgrims accompanied the Virgin to centre of the festivities, beside the river. The image of Our Lady was placed in a marquee, and on its arrival the Rociero City of San Roque Choir sang the traditional “Salve Rociera”. Before that, on Thursday, the parish held the traditional floral tribute for the virgin. The San Enrique Open-Air Dance was held the night before in the Plaza de la Bomba, which included performances from the infant dance troop “Power Dance”, the selection of the Feria de San Enrique’s children court of honour and the presentation of the 2015 Romera and Romero.

Las elecciones Locales y Autonómicas Las pasadas elecciones locales y autonómicas han dejado completamente fragmentado el panorama político español. El gran batacazo del Partido Popular, la continuada atonía del Partido Socialista, la irrupción de Ciudadanos y, sobre todo, la entrada en tromba de Podemos han supuesto la alteración definitiva del equilibrio político 1 Luis Babiano existente hasta la fecha. Abogados / Lawyers En mi modesta opinión, la Sotogrande situación que se crea no va a ser nada fácil de gestionar por ninguno de los partidos en liza por lo que esta fragmentación significará, en primer lugar, una gran inestabilidad en los centros de poder locales y autonómicos. Inestabilidad, que aún siendo no deseable, puede ser parcialmente contrarrestada desde los centros de poder nacionales. Me refiero a que, ante planteamientos irreales y faltos de todo sustento económico, el poder central podría reconducirlos a través de los mecanismos de control financiero existentes en el ordenamiento jurídico español. El gran problema que se puede plantear con motivo de las elecciones nacionales es que se diera un resultado similar al habido en las locales y autonómicas, en cuyo caso la inestabilidad alcanzará también al poder central que no podrá ya encauzar a los locales y autonómicos. Es cierto que el actual régimen democrático está dando claras muestras de tener que ser revisado en variados aspectos. No es posible que, al socaire del principio constitucional de que el poder del Estado reside en el pueblo, los partidos políticos se crean investidos de un poner omnímodo por el hecho de ser elegidos. Pero lo que me resulta extremadamente curioso (a mí que tenía 25 años cuando la instauración del régimen democrático en el año 1978) es que ahora se critique al sistema democrático con los mismos argumentos que los franquistas defendían al régimen autocrá-

tico, diciendo que el régimen de partidos era pernicioso para el país. Recomiendo algunas lecturas de Blas Piñar de aquellos años para que nos demos cuenta de la similitud que sus ideas tenían con los que ahora pretenden dinamitar el régimen constitucional del 78. Las nuevas generaciones no conocieron aquellos años convulsos que, a pesar de todo, han significado decenios de cultura y civilización en nuestro país. Lo que realmente está corroyendo la democracia es la falta de límites al poder político que todo lo invade. Sin embargo, la instauración de estos límites no es tarea fácil como tendremos ocasión de ver. Lo primero que llama la atención es el control político de los jueces por lo que sería deseable una mayor independencia de estos. Sin embargo, esto es solamente la teoría porque los jueces tampoco son independientes en el plano político ni, por lo visto, quieren dejar de serlo. Hay muchos jueces que se dedican a la política mediante el ejercicio de la función jurisdiccional y esto es lo más pervertido que puede existir en aras de la seguridad jurídica. Que a un señor le “impute” un juez exclusivamente por su filiación política y lo marque de esta manera para toda su vida es una de las mayores injusticias con las que nos encontramos a diario los que nos dedicamos a esto. Luego, se puede pensar que el control político obedece a una reacción de autodefensa frente al ataque indiscriminado e injusto que puede sufrir por parte del poder jurisdiccional. De ahí que para poder realizar esta primera reforma de independencia de los jueces, es necesario proceder también a reformar la propia estructura judicial de tal manera que la política tenga la menor influencia posible en la toma de sus decisiones. El segundo gran problema creo que lo constituye la propia estructura de los partidos políticos que de democrática no tiene absolutamente nada. Aparte de generalizarse el sistema de la elección de los dirigentes mediante el voto de los afiliados deberían regularse, en cuanto a su transparencia, de modo similar a como lo hacen otras instituciones privadas. He denunciado ya en varias ocasiones la grave desigualdad que supone el hecho de que una sociedad este obligada a presentar sus Cuentas Anuales para desnudarse públicamente en el Registro Mercantil donde cualquier ciudadano puede contemplarlas, estudiarlas y analizarlas mientras que actualmente es prácticamente imposible obtener la misma información de cualquier

partido político. Vida interna democrática y publicidad externa de sus cuentas serían las líneas maestras para reformar los partidos políticos. El tercer problema es la estructura administrativa que permite una corrupción incontrolada. Aunque tengo que reconocer que es en este tercer gran apartado de la vida democrática en el que más se ha avanzado en los últimos años aunque la percepción pública sea precisamente la contraria. Hemos asistido a la publicación de numerosas disposiciones que tratan de contrarrestar e impedir el uso indebido de los dineros públicos. De tal manera, que los últimos casos de corrupción importante que todos conocemos provienen de hace más de cuatro años aunque sigan presidiendo la vida diaria de los españoles. De todas maneras, el auténtico gran peligro para mí es que el pueblo español reaccione de forma pendular frente a la situación y que actué más por “reacción ante la situación” que por convencimiento de lo más conveniente para el país. Si echamos la vista atrás, veremos que el triunfo de Zapatero no se cimentó en sus virtudes personales o en las bondades de su programa político, sino que fue causado por una reacción visceral contra los atentados llevados a cabo por elementos islamistas. Como consecuencia de este triunfo por “reacción” tuvimos el gobierno que tuvimos porque los españoles no nos paramos a pensar en las consecuencias de nuestra decisión. Zapatero había sido elegido por el Partido Socialista para que se quemara durante el segundo mandato del Partido Popular por lo que el propio partido era consciente de sus limitaciones. En el momento actual, estamos ante una situación similar y lo que menos interesaría al conjunto del país, sean ustedes del color político que sean, es que volviéramos a votar por reacción frente a la situación sin analizar en profundidad las virtudes que se predican de los nuevos políticos. Podríamos tener un Zapatero bis que volviera a dejar al país en una desastrosa situación. Y la cosa sería aún peor porque cuando Zapatero llegó al poder las arcas del Estado estaban llenas. Sin embargo en el momento actual no sólo no existe dinero sino que debemos casi una cantidad igual al producto interior bruto del país. Piensen reflexivamente y no por reacción su voto en las próximas elecciones nacionales.

The Local and Regional Elections The last local and regional elections have left a completely fragmented political panorama in Spain. The Partido Popular took a heavy blow, there was continued apathy towards the Partido Socialista, Ciudadanos emerged onto the scene, and Podemos made a grand entrance too. As a result, the political balance that existed up until before the election has been changed definitively. In my humble opinion, the situation being created will not be easy at all to manage by any of the parties in the contest. Therefore, this fragmentation will result in great instability in the local and regional centres of power. Although this instability is not at all desirable, it can be partially combatted from the main centres of national power. I am referring to the fact that faced with unrealistic proposals, and measures that lack any economic support, the central power could redirect measures using financial control mechanisms which exist in Spanish legislation. The big problem that could emerge from the national elections is that they have an outcome similar to that of the local and regional elections. In that case, instability would also affect the central power which would no longer be able to redirect local and regional governments. It is true the current democratic system is showing clear signs that it needs to be reviewed in several ways. It is not possible that, using the excuse of the constitutional principle that State power resides in the people that political parties can believe that they are invested with absolute power due to the fact they are elected. However, what seems extremely strange to me (someone who was aged 25 when the democratic system was put in place in 1978), is that now, the democratic system is criticised using the same arguments put forward by Franco supporters who defended an autocratic regime, by saying that a party system was harmful for the country. I would recommend people to read some of what Blas Piñar said at the team in order to realiser the similarity between those ideas and those of the people who now want to blow apart the constitutional system of 1978. The new generations did not experience those years

of tumult, which despite everything, were decades of culture and civilisation in our country. What is really corroding our democracy is the lack of limits on political power that invades everything. However, it is not at all easy to establish those limits as we will be able to see. The first thing that is very apparent is how judges are controlled by politics; therefore, it would be better for them to have greater independence. However, this is simply a theory because nor are judges independent when it comes to politics, and apparently, nor do they want to stop this. There are many judges who are involved in politics by exercising legal duties, and this is the greatest perversion that could exist in the interests of legal security. For someone to be “charged” by a judge solely because of their political affiliations and branded in such a way for their entire life is one of the greatest injustices that those of us working in the legal profession encounter on a daily basis. Then of course, it is possible to think that political control acts a kind of self-defence mechanism against indiscriminate and unjustified attacks that can be suffered at the hands of jurisdictional powers. Therefore, it order to carry out the first reform concerning the independence of judges, it is necessary to also reform the judicial structure itself in such a manner that politics has the smallest possible influence on decision making. I believe that the second real problem is the structure of political parties themselves, as it is not democratic in the slightest. Apart from extending the voting system for leaders through a vote by affiliated member, political parties should be regulated in terms of transparency, in a similar way to how private institutions are. On several occasions, I have complained about the fact that that companies are required to present their Annual Accounts in order to bare all publicly in the Mercantile Registry where any citizen can look at them, study and analyse them. Meanwhile, it is practically impossible to obtain the same information about any political party. Internal democratic life and external publication of the accounts would be the right line

to follow in order to reform political parties. The third problem is the administrative structure that allows for uncontrolled corruption. Although I must acknowledge that it is in this third area of democratic life where most progress has been made over the last few years. However, public perception is precisely the opposite. We have seen the publication of several proceedings that try to combat and prevent undue use of public money. As such, the last important cases of corruption that is everyone is aware of, date back more than four year, however, they continue to preside over the daily lives of Spaniards. In any case, the real big danger as far as I am concerned, is that the Spanish people have a knee jerk reaction to the situation and act more as a “reaction to the situation” than out of a conviction of doing what is best for the country. If we look back, we can see that Zapatero’s win was not due to his personal virtues or the quality of his political program. Rather, it was caused by a visceral reaction against the attacks carried out by Islamists. As a consequence of this “reaction” win, we had the government we had because the Spanish did not stop to think about the consequences of our decision. Zapatero had been chosen by the Partido Socialist in order for him to be destroyed during the Partido Popular’s second mandate, therefore the party itself was aware of its limitations. At the moment, we are faced with a similar situation. What would least be in the interests of the entire country, regardless of your political persuasion, is that we were to once again vote as a reaction to situation without analysing the qualities that the new politicians claim to have. We could have a Zapatero part two who once again leaves the country in a disastrous situation. The situation would be even worse, because when Zapatero came to power, the public purse was full. However, at the moment, not only is there no money, but we also owe an amount almost equivalent to the country’s gross domestic product. Think carefully about who you vote for in the next national elections, do not simply vote as a reaction.

- Se están realizando trabajos tanto en la carretera entre Castellar y Sotogrande, como la de San Enrique y Tesorillo, de limpieza de arcén y desbroce de vegetación que entorpecen la visibilidad y deterioran el entorno.

The children did a great job, spreading positive energy all around and sharing their enthusiasm with everyone present, proving once again that there is no age limit to lend a hand to those most in need. In the 2014/15 school year, there are 30 different nationalities, amounting to 25% of the pupils. Throughout the school year, taking advantage of key dates, different activities have been programmed and are linked to the nationality chosen for each year group: Preschool – FILIPINO, 1st year – FRENCH, 2nd year– POLISH and 3rd year – ITALIAN.

Forging ahead with our goahead attitude, we began the adventure by coordinating the Erasmus project “What art you have!” with schools in Turkey, Germany, Greece and Poland within the European framework. We are aiming to cooperate in order to encourage innovation and the exchange of good teaching practices. We will be creating all different types of art: painting, music, acting and culture. The project will run from 2014 to 2016. Over the course of the two years, a relationship will be formed with schools in the abovementioned countries through educational exchange.

Bonificación a trabajadores autónomos por conciliación de la vida profesional y familiar vinculada a la contratación En virtud del Real Decreto-Ley 1/2015 de 27 de febrero los trabajadores incluidos en el Régimen Especial de la Seguridad Social de trabajadores por cuenta propia o autónomos tendrán derecho, por un plazo de 12 MESES, a una bonificación del 100% de la cuota de autónomo por contingencias comunes, tomando como base la media de los 12 meses anteriores a la fecha en que solicite la medida. En caso de que el autónomo lleve menos de 12 meses en alta, la base media se calculará desde la fecha de alta. Los supuestos en los que se podrá solicitar son: • Por cuidado de menores de 7 años que tengan a su cargo.

En caso de que el menor cumpliese los 7 años con anterioridad al fin de la bonificación, ésta se mantendrá hasta cumplir el periodo máximo de 12 meses. • Por tener a su cargo un familiar, por consanguinidad ó afinidad hasta el segundo grado inclusive, en situación de dependencia, debidamente acreditada. Y los requisitos que se han de cumplir son: 1. Estará condicionada a la permanencia en alta del autónomo y a la CONTRATACION de un trabajador, a tiempo completo ó parcial, que deberá mantenerse durante todo el período de disfrute. Discount for freelance workers who reconcile professional life with a family linked to hiring By virtue of the Royal Decree-Law 1/2015 of 27 February, workers included in the Special Social Security Scheme as freelancers or autonomous workers, will be entitled, for a 12 MONTH period, to an allowance of 100% of the freelance fee for common contingencies, using the 12 months before the date the measure is requested on to form an average base. In cases where the freelancer has been registered for fewer than 12 months, the average base will be calculated from the freelance registration date. This can be requested in the following situations:

• If you care for a child younger than 7 years old. In cases where the minor turns 7 before the end of the allowance period, the allowance will be maintained until the maximum period of 12 months has expired. • If you have to look after a family member, either a blood relation or a relative through marriage, who has up to a second degree disability, or is dependent on care, and is duly accredited as such. The requirements to be met are as follows: 1. Be permanently signed up as a freelance worker and CONTRACTED, either full or part

time, and this must be maintained throughout the time of the allowance. The contract must be for at least 3 months after the date that the allowance starts on. . 2. In cases where the worker’s contract is annulled within this three month period, they will have to be replaced in order not to lose and have to return the allowance. 3. Una competición de primer nivel que reúne a los mejores barcos y regatistas en la disciplina del territorio nacional que se batirán a lo largo de tres apasionantes jornadas de regatas de máxima calidad 1 M. Las aguas de Sotogrande se convierten en la sede de una de las máximas competiciones de regatas que se pueden disputar en todo el país. Hasta el cierre de esta edición, eran 28 los monotipos ya inscritos en el noveno Campeonato de España de Clase J80 de vela. Sin duda un espectáculo de primer nivel que se disputará entre el 3 y 6 de junio con el Puerto Deportivo de Sotogrande como cuartel general. A lo largo de los últimos años, la clase J80 se ha implantando con gran afición entre los regatistas de Sotogrande, se puede ver un claro ejemplo en como ya alcanza la recta final la cuarta edición del Circuito J80 Grupo Trocadero en aguas de Sotogrande, cuyas pruebas se celebran entre otoño y verano. This is a top level competition that brings together the best boats and sailors in the discipline from around the country as they battle it out over three exciting days of top quality regattas The waters around Sotogrande will become the setting for one of the best regatta competitions that can be enjoyed anywhere in the country. At the end of this edition, there were 28 monotypes already registered in the Spanish J80 Championship. There is no doubt that this is a top level spectacle that will take place between 3 and 6 June with the Sotogrande Sporting Harbour acting as the headquarters. María Orueta and Eduardo Corsini, winners of National Over-35s Golf Championship at La Reserva María Orueta, for the eleventh time, and Eduardo Corsini, for the ﬁrst, claimed victory in the Spanish Over35s Championship, held at La Reserva de Sotogrande. Both players had an identical result of 215 strokes, making them the only participants to go under the course par. The men’s competition was clearly the most exciting. Successful finishing flourish to IV Parrilla La Quinta Polo Tournament The IV Restaurante Parrilla La Quinta Polo Tournament, held on the fields of the Río de Santa María Polo Club, has been a huge and resounding success, with a massive final day, when over 500 people came to the match that sealed the outcome of the tournament. The final victory went to the Trocadero Sotogrande team after they won the final against Silex – Midas – El Octógono by six goals to four. It derives its aﬀectionate nickname of ‘The Restaurant Tournament’, from the participation of several local restaurants, who put together and give their names to some of the teams. Benito González “El entorno de Almenara es uno de los mejores que existen para un campo de golf” 1 Manuel Gil

En esta edición de ‘Desde el Búnker’, El Periódico de Sotogrande se detiene en una figura clave para el buen estado y funcionamiento de un campo: el greenkeeper. Una figura clave pero más aún si tenemos en cuenta su labor en uno de los trazados más concurridos y con más salidas de la zona y que cuenta con la particularidad de tener 27 hoyos, como es Almenara Golf. Su nombre: Benito González. Natural de San José del Valle (Cádiz), Benito explica como desembarca en el mundo del golf y concretamente en una parcela tan técnica como es la del geenkeeper. “Desde pequeño me llamó mucho la atención el cuidado y mantenimiento del césped. De esas cosas que te interesan y no sabes muy bien la causa. Esto se dio la mano con mis estudios en ingeniería agrónoma y decidí especializarme en este campo con un Máster en Málaga. El siguiente paso fue conseguir una beca de la Federación Española de Golf para Michigan State (Estados Unidos), donde continué con la formación”, detalla.

Respecto a su desembarco en Sotogrande y concretamente en Almenara Golf, en 2012, explica que tras un tiempo asesorando campos de la mano de la Federación “apareció esta oportunidad y no lo dudé; un entorno único como Sotogrande y cerca de casa”. Sobre el buen mantenimiento de un campo explica que contar con buen presupuesto, a nivel plantilla y recursos, es fundamental pero que una base en la construcción del campo también tiene mucha relevancia. “También es importante el equipo humano. Las labores de coach con el equipo que se sientan al lado tuyo como un compañero más es clave, para lo motivación y creer en lo que se está haciendo para conseguir que el campo esté lo mejor posible”, relata. Y sobre lo especial que es Almenara, argumenta que le sobran motivos. “El recorrido es muy bonito y exigente. Está en uno de los mejores entornos del mundo para un campo de golf y su trazado es un bonito reto tanto para

Benito González, greenkeeper de Almenara Golf. jugadores como para su mantenimiento”, afirma. “Para que un campo con 27 hoyos y con un buen volumen de salidas como Almenara esté en buen estado es necesario una buena organización. Hay que centrarse en todos los detalles”, dice. En su opinión los meses de “mayo, junio y julio, después del

pinchado que tuvimos en abril, el campo está formidable, en su mejor época del año”. “Aunque también tenemos unos buenos meses en otoño antes que se incrementen las lluvias pero trabajamos por alargar entre nueve y diez meses el periodo en el que el campo muestre su mejor versión”, asegura.

Respecto a que si un buen greenkeeper deber también ser jugador de golf afirma que “si, sin duda”. “Jugar te da una visión del jugador del campo, de lo que perjudica y beneficio y una ligera idea de cómo hacer más atractivo y mejor el campo. Que entre otras cosas es lo más importante”, subraya.

The next step was to get a grant from the Spanish Golf Federation in order to go to Michigan State University (United States), where I continued my studies” he adds. As for his arrival in Sotogrande and specifically at Almenara, in 2013, he explains that after

a while assessing golf courses along with the Federation “this opportunity cropped up and I didn’t hesitate for one second; a chance to go to a unique environment like Sotogrande and close to home too”. As for the maintenance of a golf course, Benito explains that you need to have a decent budget, a good design, and resources, those things are but having a good foundation in the way the course is built is also very significant. “The human team is also important. There is the work of the coaches who sit down with you, it is like having another colleague who motivates you and makes you believe in what you

are doing in order to make the course as good as possible”, he outlines. In terms of why Almenara is so special, he argues that there are too many reasons. “The course is very pretty and demanding. It is in one of the best environments in the world for a golf course and its design makes it a good challenge for both players and me, maintaining it”, he affirms. “In order for a course with 27 holes and a large number of players to be in good condition, you need a high level of organisation. You have to focus on all of the details”, he says. In his opinion “May, June and

July, after a pretty flat April, is when the course is amazing, in its best condition of the year.” “However, there are also good months in autumn before the level of rain increases but we work to ensure the course is in top condition for between nine and ten months”, he adds. As for whether a good green keeper should also be a golfer he says “yes, without a doubt”, “Playing gives you a vision of the player going around the course, what is negative and beneficial and it offers a slight idea of how to make the course more attractive. Among other things, that is the most important”, he concludes.

Un torneo en el que participarán los mejores equipos de Sotogrande de mediano handicap y que irá acompañado de multitude de actividades para realizar en familia y colaborar con el Centro de Hipoterapia Santa María Polo. Esta entidad recibirá el total de los donativos recibidos, tanto de empresas colaboradoras como del público asistente. Más allá del plano deportivo, cuyas finales de los Abiertos I, II y III se disputarán los domingos 14, 21 y 28 de junio, respecticamente, el ambiente lúdico-social copará la principal atención de los asistentes durante el mes de junio en Santa María. Durante estas semanas se celebrarán diferentes actividades en las instalaciones de Los Pinos para disfrutar, acompañado del polo, de una gran jornada en fa-

The splendid Santa María Polo Club facilities will host the Santa María Polo Club Foundation Open on Sundays in June (except for the first one). Sotogrande’s best medium-goal handicap teams will participate in the tournament, which will also feature a number of family activities to raise funds for the Santa María Polo Hippotherapy Centre. The Hippotherapy Centre will receive 100% of all the donations received by both partner companies and the public that attend. The 1st, 2nd and 3rd Open finals will be played on Sundays 14, 21

and 28 June respectively, but the fun, social atmosphere will certainly compete with the tournament for the public’s attention. For these family days in June, the Los Pinos facilities will host different activities to accompany the polo, with specific areas and activities for children as well as shopping and restaurant options. Cuatro pruebas cerraron el IV Circuito J80 Grupo Trocadero en aguas de Sotogrande con victoria del ‘Da Bruno’. Circuito que comenzó el pasado octubre, con la organización del CN Bevelle en colaboración con Puerto Sotogrande y La Revista de Sotogrande, y el patrocinio principal de Grupo Trocadero. El circuito finaliza tras la consecución de 50 pruebas que confirman el triunfo del monotipo “Da Bruno” de los armadores Pepequín Orbaneja y Juan Luis Páez, líderes de una tripulación que completan Jose Miguel Segura, Mané Flethes y Quique Gómez, ganadores por cuarto año consecutivo aunque en el caso de las tres ediciones anteriores bajo el nombre de otro patrocinador. En esta última jornada, las vic-

torias se las repartían entre el “Trocaderoarena.com” de Iñaki Castañer, que se despedía por la puerta grande cómo ganador de la convocatoria de cierre tras ganar tres de las cuatro últimas pruebas y anotar un 2º en la otra, y el equipo del “PAS Team” que vencía en una prueba y sumaba dos 3º y un 4º en el resto. Es necesario prevenir la deshidratación: Durante el verano hay que beber más líquidos (agua o zumos), especialmente niños y ancianos. Utiliza gafas de sol: Las gafas de sol deben tener protección 100% frente a

los rayos ultravioletas y frente al azul del visible. Así evitaremos las lesiones oculares. Infórmate en ópticas, farmacias o centros especializados. Protégete la cabeza de los rayos solares para evitar la insolación: Especialmente en el caso de niños y ancianos, la sombra de un árbol o una sombrilla puede ser suficiente. Es recomendable la utilización de sombreros, gorras, etc. No olvides que en el campo o en la montaña también hay riesgo de quemaduras solares; ¡protégete adecuadamente!
