Se alcanza el ecuador del mes de octubre y es el momento elegido por muchas empresas y diferentes entidades y colectivos para la planificación y organización del calendario de actividades del próximo año. Se prepara con mimo, previsión (en estos momentos algo optimistas), el clásico ‘DAFO’ que se lleva a cabo en cada ‘casa’ para estudiar en qué se ha actuado bien y los caminos de mejora. En sin lugar a dudas el mejor momento para mirar al frente, cara a cara, y comenzar a trabajar en la planificación y construcción de proyectos para el ya cada vez más cercano 2016. Que no quede nada sin analizar o por ponerse manos a la obra es una cuestión prioritaria para esta época del año. Las prisas y las cosas ‘sobre la marcha’ pocas veces llegan a buen puerto.

En esta ‘casa’, también estamos trabajando ya en ello. Por otro orden de cosas, vemos como finalmente tiene que tomarse el camino por el centro de la selva en lugar de los senderos adecuados. Unos por otros y otros por los vecinos de la otra esquina, la desembocadura del río Guadiaro llegó completamente taponada a las semanas posteriores del verano, antes de que comiencen las lluvias y de manera natural vuelva a abrirse paso. Entre administraciones se lanza pelotas a tejados que ni se saben de quién son. Finalmente, Consistorio y Sotogrande S.A. llevaron a cabo los trabajos. Es hora de dar una solución definitiva y dejarse de parches y remiendos. Aspecto parecido, muy cerca, vive el Estuario del río y la Laguna de Torregua-

We have reached the middle of October and it is the moment chosen by many businesses, organisations and groups to plan and organise their programme of activities for next year. The classic SWOT is being prepared with care and foresight (with optimism at present) in every ‘house’ to assess what is being done well and how improvements can be made. It is undoubtedly the best time to look ahead, face to face, and begin planning and building projects for the approaching 2016. At this time of year the aim is to leave no stone unturned and to get down to work. Doing things in haste and ‘on the ﬂy’ rarely come to fruition. In this ‘house’ we are also

already working on it. On another note, we are also ﬁnally seeing the road being taken through the middle of the jungle, rather than the right paths. With nobody taking responsibility, the mouth of the River Guadiaro became totally blocked in the weeks following summer, before the rains began and the way was cleared naturally. The authorities lay the blame at anyone but themselves. Finally, the Municipal Council and Sotogrande S.A. will undertake the work. It is time to ﬁnd a permanent solution and stop merely patching things up. With a similar appearance are the nearby Torreguadiaro estuary and lagoon. Two unique natural sites, in the heart

of Sotogrande where slowly eﬀorts are being made to preserve what he have and improve the environment. A report on both appears in this issue. But we shouldn’t just analyse the negatives, we should also praise the positives. Like the fact that building work is now underway on the northern breakwater at Sotogrande Beach. It looks like an endless sequence of bureaucratic obstacles is coming to an end and that soon the project will enter its ﬁnal phase. Seeing the beach’s sand replenished is welcome new for next summer. It is time to sow seeds and invest in short and medium-term projects. The time will come again to harvest, but only for those who look ahead.

Parece que el sinfín de obstáculos burocráticos va tocando a su fin y que en poco tiempo se podrá ver el proyecto en su fase final. Ver repoblada de arena esa playa es una grata noticia cara al próximo verano. Es tiempo de sembrar y de invertir en proyectos a corto y medio plazo. Ya llegará de nuevo el tiempo de recoger, pero sólo para los previsores.

¿Hacia dónde vamos? El crecimiento es necesario para que la sociedad pueda evolucionar y cubrir las necesidades que plantea la población y el entorno donde convivimos. Son momentos álgidos los que se nos avecinan y deberíamos tomar nota para que esta época alcista sea sostenible y moderada, permitiendo que cale en la economía a escala 1 José Luis García de todos pero sin caer Editor/Director en la tentación de voljlgarcia@grupohcp.com ver a darnos otro batacazo como ya nos paso recientemente, vamos que de esto hace cerca de una década. Y mira que la memoria es frágil, porque no cuesta mucho recordar que hace tan poco, en esta misma legislatura política, nos acostábamos y nos levantábamos con las noticias de que si España sería rescatada y que recibiríamos a la ‘Troica’ para que nos hubiesen puesto la prima de riesgo por las nubes, como

le ocurre a otros países intervenidos. Por suerte, o mejor expresado, por la gran capacidad de reacción y fortaleza de este gran país que sigue siendo España. Y mira que tenemos vaivenes con la “pasión de catalanes” como indica cada día nuestro compañero y amigo Carlos Herrera, pero la cordura debe figurar como principal baluarte, y el sentido común en lo que se refiere al dinero es que nadie quiere vivir peor de lo que está, y el conjunto de España es un valor en alza por lo que auguramos un futuro unido por muchos siglos. Y aunque se contemplen otras formas más llevaderas, no hay que dejar de reconocer que las autonomías gozan actualmente de muchos privilegios en su autogestión. Precisamente aquí en Sotogrande también existe un sistema de gestión que difiere o se complementa con las propias municipales, ya que la gestión de la Entidad Urbanística de Conservación, EUC, facilita un modelo ágil e interesante para el Ayuntamiento y los propios vecinos residentes. Aunque en más de una ocasión se duplican tareas que puedan encarecer la prestación de servicios. No obstante, cabe destacar que los promedios de costes que se soportan por la extensión de las parcelas y sus consiguientes construcciones, resultan más asequibles que muchas urbanizaciones de poblaciones colindantes, la única diferencia está en la gran dimensión de los espacios, en definitiva, vivir en Sotogrande resulta altamente rentable. La propia recu-

peración demuestra que la demanda ha crecido notablemente en los últimos meses, y si a esto le unimos los nuevos bríos que reporta el cambio de titularidad en la empresa matriz, hacen que el futuro de esta urbanización sea muy positivo. Y cierro con el anticipo de noticias mas positivas, si cabe, por ejemplo el inicio de las obras del espigón de la playa de Sotogrande es una realidad, esto es sensatez, empezar en fechas adecuadas y no hacerlo en julio. También desde Grupo HCP estamos inmersos en la elaboración del tradicional Foro Empresarial de otoño, que será el próximo día 9 de noviembre en el Hotel Almenara, una cita que trata como cada año de ensalzar y potenciar nuestros valores. Además en esta edición contaremos con un vecino ilustre en una de la ponencias, Carlos Rodríguez Braun, quien nos deleitará con su amena forma de comunicar. Y finalmente, antes de este encuentro del sector económico, el fin de semana previo, del 30, 31 octubre y 1 noviembre, se habrá disputado la Gran Final del 3º Circuito de Golf La Revista Sotogrande, un evento que celebra esta cita con la idea de festejar con sus finalistas una experiencia única internacional y lo haremos al sur de Portugal, donde el golf también es muy relevante, y que precisamente no dejan de mirar como el mejor horizonte referente a Sotogrande. Like every year, this event is aimed at exalting and increasing our assets. Also, this year we will have an illustrious resident giving one of the speeches, as Carlos Rodríguez Braun will delight us with his great ability to communicate. Finally, before this economic sector event is held, on the prior weekend, of 30, 31 October and 1 November, the Grand Final of the 3rd Sotogrande Magazine Golf Circuit will take place. This event is held as part of the circuit with the idea of celebrating a unique international experience with the finalists and we will do so in the south of Portugal where golf is also very important. It is also a place where people look up to Sotogrande as the best golfing spot.

Where are we heading? Growth is necessary for society to evolve and meet the needs posed by the population and the environment that we coexist in. There are key times approaching and we must take note to ensure that this upward period is sustainable and moderate, allowing for it to impact the economy on everyone’s level and avoid the temptation of having another economic crash, which is what happened recently, well almost a decade ago. Memory is indeed fragile, but it is not difficult to remember that no so long ago, during this same legislature, we went to bed and woke up every morning with the news about whether Spain would be rescued and that we would receive Troika aid so that our risk premium would have gone through the roof, as witnessed in the countries where intervention took place. Thanks to luck, or rather, thanks to the great ability to react and the strength of this great country that Spain still is, we survived. El Ayuntamiento, junto a Sotogrande SA, asumieron finalmente los trabajos de extracción de arena de la desembocadura del río Guadiaro, para así, según explica el Consistorio, “evitar una catástrofe medioambiental, una vez se recibió el permiso para llevar a cabo estos trabajos ante el inicio de muerte de peces por asfixia”. Tras la solicitud municipal, llegó la autorización desde la Consejería de Medio Ambiente de la Junta de Andalucía y se procedió a la extracción de arena. Reprochando al actitud de la Demarcación de Costas del Ministerio de Medio Ambiente (sobre quién cargan la situación de la desembocadura). El Consistorio reclama que llevaba

meses alertando del riesgo de taponamiento de la desembocadura e incluso que a finales de septiembre “un informe técnico señalaba que comenzaban a morir peces por falta de oxígeno. Esta actuación de urgencia permitirá por lo menos que el agua del mar renueve las aguas del estuario, bajando su temperatura y salinidad y aportando mayor oxígeno”. También se advierte que es una solución temporal ya que el viento o la poca lluvia pueden volver a taponar la desembocadura. Por ello, el Ayuntamiento insta al Ministerio de Medio Ambiente a que tome cartas en el asunto y que lleve a cabo unos trabajos de mayor envergadura para garantizar que

no vuelva a repetirse. En su informe del pasado 30 de septiembre, el técnico de Medio Ambiente explica que “la desembocadura del río Guadiaro se colmata de arena cerrándose periódicamente e impidiendo la renovación de agua del estuario, lo que supone un problema importante, repercutiendo a veces en la muerte de peces por la falta de renovación de aguas que implica un aumento de la temperatura y una disminución de la concentración de oxígeno”.

The Council, along with Sotogrande S.A., decided to finally take charge of work to remove sand from the mouth of the Guadiaro River. This was in order to, as explained by the Council, “avoid an environmental catastrophe, once permission had been received, in order to carry out this work before fish began to die from asphyxia”. Following the municipal request, authorization was received from the Environmental Department of the Andalusian Regional Government and the removal of sand began. The Council complained about the attitude of the State Environmental Department’s Coast Demarcation unit (which is held responsible for the situation in the river mouth. The Council has lamented that fact that for months it has warned of the risk of blockage in the river mouth and even at the beginning of September, “an expert report showed that fish were beginning to die due to the lack of oxygen.

This emergency procedure will at least make it possible for the sea water to renew the water in the estuary, lowering the temperature and salinity levels and provide more oxygen”. The council also warned that this is a temporary measure as wind or a little rain could lead to another blockage in the river mouth. Therefore, the Council has urged the Ministry of the Environment to play a role in the matter and carry out some more substantial work in order to guarantee that it does not happen again. In his report from 30 September the environmental expert explains that “the mouth of the Guadiaro River is full of sand and closes over from time to time, preventing new water entering the estuary. This is a significant problem, sometimes leading to the death of fish due to the lack of water renovation which causes a temperature increase and a reduction in the water’s oxygen concentration”.

Starting ﬁrst thing in the morning, different events took place in the area such as: a kayak descent of the Guadiaro River, special tapas, a little introduction to golf class, and sailing trips in the Port of Sotogrande, among others. The program of activities began with events dedicated to rural tourism and adventure, with a route on horseback, and kayak descent of the Guadiaro River with the organization Andalucía Activities. In the evening, the traditional route to hear the

El buen tiempo ayudó a convertir en todo un éxito la celebración del Día Mundial de Turismo con mucha participación en las actividades preparadas. Desde primera hora, diferentes eventos tuvieron lugar en la zona como: el descenso en kayak por el río Guadiaro, tapas especiales, un cursillo de iniciación al golf o paseos en velero por Puerto Sotogrande, entre otras.El programa de actividades comenzó con las citas dedicadas al turismo rural

y de Aventura, con una ruta a caballo, y descenso en kayak a través de río Guadiaro con la organización de Andalucia Activities. Ya por la tarde noche, en Finca La Alcaidesa, tuvo lugar el tradicional sendero dedicado a la berrea del ciervo. En cuanto al Turismo Deportivo, se llevó a cabo un evento en ell Club de Golf Municipal La Cañada, que incluyó unas clases de iniciación gratuita a este deporte. Además, se llevaron a cabo tres salidas en velero para

recorrer La Marina y el Puerto de Sotogrande. En lo que se reﬁere a turismo gastronómico, en todo el término municipal se llevó a cabo una ruta de tapas en la que los establecimientos ofrecieron una tapa especial dedicada a este Día Mundial del Turismo.

Solemne, emotiva y recogida ceremonia en la Iglesia de Pueblo Nuevo de Guadiaro ante la celebración del 12 de octubre, Día de la Hispanidad y de la Virgen del Pilar, Patrona de la Guardia Civil. Un año más, la Benemérita ubicada en el Valle del Guadiaro celebró la eucaristía para rendir honores a su Patrona, acompañado de multitud de asistentes de diferentes estratos de la comunidad (políticos, militares, representantes de colectivos, vecinos y amigos). Una cordial ceremonia a la que precedió una llegada muy especial de los integrantes del Puesto de Guadiaro con la Virgen del Pilar. Tras una misa amenizada por un grupo rociero, el padre Agustín Borrell hizo entrega al alférez Carlos Molina de una placa conmemorativa por sus

servicios desde su llegada a la zona, hace un año y medio, por parte de los vecinos del Valle del Guadiaro. Tras la Eucaristía se llevó a cabo la tradicional comida festiva por la Virgen del Pilar, Patrona de la Guardia Civil, la cual se celebró este año en las instalaciones de Santa María Polo Club, concretamente en la carpa donde se ubica en verano el Afterpolo. Carlos Molina realizó el discurso protocolario de bienvenida, en el que agradeció a compañeros, familiares, representantes municipales y vecinos su colaboración y esfuerzo en beneﬁcio de los vecinos de la comunidad del Valle del Guadiaro. A continuación, para cerrar la oﬁcialidad de los actos, Carlos Molina llevo a cabo las condecoraciones a los agentes Andrés

After the solemn Eucharist the traditional meal and medal giving ceremony were held A solemn, moving and quiet ceremony took place at the Pueblo Nuevo Church in Guadiaro as part of the 12 October festivities for National Day of Spain and of the Virgin of Pilar, Patron Saint of the Guardia Civil. Once again this year, the Guardia Civil in Valle del Guadiaro held a Eucharist mass to honour their Patron Saint, accompanied by a large number of people from diﬀerent sectors of the community (politicians, military oﬃcials, representatives from groups, residents and friends). It was a pleasant ceremony, preceded by a very special arrival from members of the Guadiaro Unit carrying the Virgin of Pilar. Following a mass service that was livened up a Rocío group, Father Agustín Borrell presented second lieutenant Carlos Molina with a plaque commemorating his services since his arrival in the area, a year and a half ago, on behalf of residents in Valle del Guadiaro. Following the Eucharist service, the traditional festive meal took place in honour of the Virgin of Pilar, Patron Saint of the Guardia Civil. This year it was held in the facilities at Santa María Polo

Club, speciﬁcally in the tent where Afterpolo takes place in summer. Carlos Molina made the formal welcome speech, in which he thanked colleagues, family member, municipal representatives and residents for their collaboration to help the residents of the community of Valle del Guadiaro. Afterwards, in order to bring oﬃcial ceremonies to a close, Carlos Molina, presented medals to agents Andrés Gutiérrez and Alba Tirado, daughter of the agent José María Tirado. Also, commemorative plaques were presented by the Council of San Roque, represented in person by the mayor Juan Carlos Ruiz Boix, to: Fermín Aguilera, head of the Local Police of San Roque; to Santa María Polo Club, with the award collected by Joaquin Blanco on behalf of the Mora Figueroa family; to Juan Moncayo, resident and hotel businessman in the area; and to Juan Roca, former Corporation councillor and current coordinator of municipal activities in Valle del Guadiaro. It was truly a day full of festivity and touching moments.

This resulted in the arrest of the person suspected of carrying out the robberies. The criminal always used the same modus operandi. He acted at night, forced the sliding doors of the establishments and once inside, he forced the games machines and cash registers.

Finally, following analysis of remains and other elements of use to the investigation, the criminal was identiﬁed. After being arrested in the area of Jimena de la Frontera (his place of residence), he was handed over to the Legal Authorities and legal proceedings were initiated.

Última Reforma Fiscal: Impuesto sobre la Renta de no Residentes (IRNR) Con fecha 28 de noviembre de 2014, se publicó en el BOE el paquete de leyes que conformaban la reforma fiscal y que en su mayor parte entraron en vigor el 1 de enero de 2015. En cuanto al Impuesto sobre la Renta de no Residentes (comúnmente referido como IRNR), se efectúan determinadas modificaciones con el fin de adecuarlo, en mayor medida, al marco normativo comunitario y favorecer la libre circulación de los ciudadanos dentro de la Unión Europea. Si usted es no residente en España y posee algún inmueble urbano situado en territorio español, debe tributar por dicho inmueble en el Impuesto sobre la Renta de no Residentes, de la siguiente manera:

1. Si usted es un no residente sin establecimiento permanente en España y su inmueble se encuentra arrendado a un tercero, el rendimiento a declarar será el importe íntegro percibido sin deducir ningún gasto. No obstante, cuando se trate de contribuyentes (Personas Físicas o Jurídicas) residentes en otro Estado miembro de la Unión Europea, Noruega o Islandia, se podrán deducir los gastos previstos en la ley del IRPF (p.ej. seguros, gastos de conservación…) y la Ley del Impuesto de Sociedades respectivamente, siempre que se acredite que están directamente relacionados con los rendimientos. 2. Si el inmueble no se encuentra arrendado a un tercero y es propiedad de una o más personas físicas para su uso propio, deberá declararse

como imputación de rentas. En este caso, el rendimiento a declarar será con carácter general un 1,1 % sobre el Valor Catastral de la propiedad, suponiendo que el valor ha sido revisado en los últimos diez años y un 2 % sobre el Valor Catastral si dicha revisión no se ha efectuado. 1

Latest Taxation Developments: Non-Resident Income Tax (IRNR) On 28 November 2014, the Spanish Official Gazette (“BOE”) published a series of measures comprising the latest Spanish tax reforms which took effect on 1 January 2015. With regard to Spanish Non-resident Income Tax (commonly referred to as IRNR), certain changes have been implemented with a view to adapting the law to applicable provisions of the European Union in favour of the free movement of nationals within the EU. If you are a non-resident of Spain and own a property in Spain, you are liable to Spanish Non-Resident Income Tax arising as a result of your ownership of the property, as follows: 1. If you are a non-resident without a permanent establishment and your Spanish property is rented to a third party, the amount liable to taxation will be the rental income received by you without deduction of any expenses. In the case of taxpayers (individual persons or corporate entities) resident in another Member State of the EU, Norway or Iceland, they will be able to deduct the various expenses referred to in the law relating to Personal Income Tax (“IRPF”), (e.g. insurance, maintenance costs, etc.) and Spanish Corporation Tax, provided that such expenses are directly related to the income generated by the property. 2. Where the Spanish property is not rented to a

third party and is occupied or available for use and occupation by the owner, the amount liable to taxation will be the deemed rental income attributable to the property, which is normally calculated as 1.1 % of the rateable value (“valor catastral”) of the property (assuming the rateable value has been reviewed within the last 10 years) and 2 % of the rateable value if such review has not taken place. As from 12 July 2015, the applicable rate of tax for taxpayers from the EU, Norway and Iceland in respect of the tax year 2015 reduced to 19.5 % and will reduce to 19 % for the tax year 2016. For

all other taxpayers, the tax rate will be 24 % for both tax years (in lieu of 24.75 % applicable until 2014). El Colegio Internacional de Sotogrande llevó a cabo en sus instalaciones una creativa propuesta, promovida por la ONG del centro ‘The Kindred Proyect’, destinada a recaudar fondos para la situación de los refugiados en el Mediterráneo. La actividad consistió en un ‘Zumbathon’, una ‘master class’ popular del conocido baile deportivo Zumba, impartido durante una hora por la monitora deportiva de la zona

Lisa Greenwood. Todo un éxito. Los alumnos (todo el centro), padres, profesores y miembros de la comunidad, participaron en la propuesta con una donación simbólica de 1 euro por persona. Todos los fondos recogidos por el colectivo solidario del centro serán entregados a la prestigiosa asociación ACNUR, que centra sus esfuerzos en este tipo de acciones. Además, algunos alumnos

colaboraron elaborando diferentes ‘Snacks’, de comida saludable, para poner a su venta tras una hora de intenso deporte a ritmo de Zumba. Todo un éxito de actividad que contó con el apoyo de diferentes colectivos de la comunidad de Sotogrande.

Operadores turísticos noruegos, vinculados al golf, conocen los valores de Sotogrande 1 M. Gil

Un grupo de noruegos, pertenecientes a distintas agencias de viajes, clubes de golf y revistas especializadas, visitarán la zona esta semanacon una actividad organizada por Turismo Andaluz y la Oficina Española de Turismo, en Oslo. La Delegación Municipal de Turismo, que dirige la teniente de alcalde Dolores Marchena, colabora junto al Patronato Provincial de Turismo en esta iniciativa,

con la que se pretende dar a conocer en Noruega la oferta andaluza en el deporte del golf. El programa de la visita cuenta con una ronda de 18 hoyos en uno de los campos de Sotogrande. Tras el almuerzo, los empresarios de los campos de golf mantendrán un encuentro de carácter técnico en el que participarán también distintos agentes turísticos. Por la noche cenarán en San Roque Casco.

La mañana siguiente será de visitas al resto de campos de golf de la zona. Junto a los noruegos, participarán en esta “acción inversa del segmento golf” un acompañante de la citada oficina en Oslo, empresarios de este deporte de la provincia de Cádiz y un técnico del Patronato Provincial de Turismo de Cádiz. El número total de participantes superará la treintena.

will involve an accompanying member of the aforementioned office in Oslo, business people from Cadiz linked to golf and an expert from the Cadiz Provincial Tourism Board. There will be over thirty participants.

La ventana de opinión

¿Sería positivo o negativo para el municipio recuperar las competencias en agua y basura? En estos días, así como en el último Pleno de la Corporación de San Roque, uno de los grandes temas de debate en el que se está centrando la actualidad política municipal es la recuperación de las competencias en servicios de gestión de agua y residuos por parte del Consistorio Local.

Actualmente, esto servicios los lleva a cabo la empresa de la Mancomunidad de Municipios del Campo de Gibraltar, Arcgisa. Un actividad que en numerosas ocasiones ha sido denunciada por muchos vecinos apuntando hacia los altos costes de las facturas y de los diferentes cánones de pago.

Por ello, El Periódico de Sotogrande quiere centrar en esta edición su sección ‘La Ventana de Opinión’ sobre este asunto. Un tema que aparecía en el mes de mayo en diferentes programas electores de varios grupos políticos, uno de los grandes valedores de esta acción es el PIVG, de la mano de

Jesús Mayoral. El resto de partidos, casi por unanimidad, espetaban que su recuperación, en el caso de que fuese beneficiosa para el bolsillo de los ciudadanos, siempre sería positiva. Algo de consenso en toda la Corporación. En el último Pleno se aprobó llevar

a cabo este estudio, por parte de una comisión, con los votos a favor de todos los grupos políticos a excepción del PP, que se abstuvo. Aunque sostiene en todo momento que en el caso de ser positivo para el municipio, no sería un obstáculo para su recuperación.

this study to be carried out by a commission, with votes in favour from all political groups apart from the PP, who abstained. However, they maintain at all times that if it were to prove positive for the municipality, they would not stand in the way of regaining control.

En pleno corazón de Sotogrande, y en pocas ocasiones valorados en su justa medida, se encuentran dos parajes naturales de gran valor ecológico y capitales para el medio ambiente como son La Laguna de Torreguadiaro y el Estuario del Rio Guadiaro. Dos joyas naturales que se encuentran inmersas en plena vida urbana de la comunidad sin llamar la atención, sin hacer ruido. La primera, ubicada en una de las mejores playas del litoral comarcal; y la otra, en el centro neurálgico de la Urbanización, en su área más primitiva y que actualmente la divide de manera natural de La Marina, en el Puerto Deportivo de Sotogrande. Para los amantes de la natu-

raleza, y concretamente del avistamiento de aves, supone un rincón lleno de secretos por descubrir y con multitud de especies que disfrutar. Un regalo para los sentidos, ya que no sólo se las puede distinguir por la vista, el oído es parte fundamente para el reconocimiento y clasificación de las muchas especies que habitan en la zona o permanecen temporalmente como lugar de paso. de la puerta de casa. Las pasarelas de La Laguna de Torreguadiaro nos llevan a la primera parada, en uno de los merenderos que prácticamente fusionan a la laguna con la propia orilla del mar. Aunque cuenta con dos cabañas de avistamiento, a causa del mantenimiento (cuestión que denunció este periódico hace algunas ediciones) no se puede disfrutar de este rincón en su justa medida. Para ello, el lugar idóneo es un merendero situado al fondo de la laguna. Con una extensión de casi dos hectáreas (como dos campos

de fútbol, aproximadamente), se extiende este laguna de agua dulce, la cual se abastece de la propia lluvia y de diferentes canales de riego. Es una de las pocas lagunas de este tipo en el litoral gaditano (pueden encontrarse otras en Los Lances, Tarifa, o en las Marismas de Palmones). Sirve de parada a muchas aves que emigran entre África y Europa (en ambas direcciones), bien sean aves migratorias estivales o invernantes; buscando siempre climas más calurosos o húmedos, según la época del año. Especies como el aguilu-

cho lagunero, águila pescadora ó buitre leonado son comunes en la zona. Después de disfrutar de estas vistas y cuidadosamente observar las diferentes especies. Tomar imágenes y disfrutar de este rinconcito con la brisa del mar a la espalda, se pone a la segunda y siguiente parada, el Estuario del Río Guadiaro. Para el visitante, el recorrido debe parecerle fascinante. Entrar en pleno Puerto de Sotogrande y recorrer toda La Marina, con sus coloridos y atractivos edificios hasta alcanzar el Real Club Marítimo de Sotogrande.

Una apertura (muy particular) al mar por parte del Río Guadiaro con numerosas especies que se arremolinan en su desembocadura antes de mezclarse con el mar (en algunas partes del año, especialmente a finales de verano, la apertura suele ser pequeña e incluso cerrada por los ciclos del río, el arrastre de arena en su recorrido y la ausencia de lluvias; con las primeras aguas se corrige de forma natural este fenómeno). Preciosos cormoranes, gaviotas y algunas especies de patos se aprecian a la lejanía, muchas veces cegada por la incidencia directa del sol desde ese án-

gulo. Para acceder al Estuario, en esta ocasión, se realiza por su parte final, en el camino paralelo hacia la playa justo a la altura de la desembocadura, por el carril entre los Apartamentos Playa Sotogrande y el propio estuario. Nada más entrar se encuentra la descripción de este espacio natural, protegido desde el año 1989 por parte de la Junta de Andalucía, que cuenta con una extensión superior a las 20 hectáreas. Vegetación, lagunas, río, fauna…forman un paisaje de gran valor y que alta estima y consideración aprecia tanto el residente habitual como el sorprendido viajero. En la cabaña de avistamiento se aguarda paciente la aparición de los ‘protagonistas’. No

se trata precisamente de un zoológico, es un paraje salvaje en el que su riqueza no se muestra a simple vista, se deben tener alerta los sentidos y la calma necesaria para apreciar en pequeñas dosis toda su dimensión. “Allí hay una garza imperial”, “por ahí aparece un martín pescador”, “mira que hermoso ese morito” ó “cómo impresiona esa espátula común”; son algunos de los comentarios que ágilmente articulan los más rápidos en descubrir el movimiento, vuelo o nado de algunas de las especies que

habitan. Patos, de multitud de especies, rabudos, gallinetas e incluso flamencos, pueden contemplarse en este singular paraje incrustado en pleno corazón de Sotogrande. Tras la experiencia del avistamiento, el cuerpo pide un poco más de movimiento y de descubrir por uno mismo. Al continuar el sendero y aparecer en una de las playas más escondidas de todo Sotogrande, el aventurero alcanza la orilla y la desembocadura del río. Con el sumo respeto por el lugar, el entorno y que nada quede alterado al paso, se puede alcan-

zar la propia desembocadura y apreciar en primera línea aquel paisaje que se descubría desde el puente que cruza el estuario. Cormoranes en grupo, gaviotas…familias de patos…una imagen que cautiva en el rincón más insospechado y que dan el valor cualitativo a lo que se ve y a donde se está. Ahí es nada de todo lo que queda por descubrir. Con un paseo por la playa la jornada alcanza su final; pero ahí queda, paciente a la espera de que otros lo disfruten y aprecien más especies, más rincones y más perspectivas.

A natural treasure, right in the heart of Sotogrande The Torreguadiaro Lagoon and the mouth of the Guadiaro River Estuary are two protected natural areas of high ecological value and are of real importance to the migration of birds in the Strait of Gibraltar Found right at the centre of Sotogrande, and often not properly appreciated, there are two natural areas of great ecological value and are crucial for the environment; the Torreguadiaro Lagoon and the Guadiaro River Estuary. These two natural jewels are found in the middle of the community’s urban life without attracting much attention or causing much fuss. The first one is located on one of the best beaches of the region’s coastline; and the latter, right at the nerve centre of the Resort, in its wildest area, forming a natural divide in the Marina, in the Sports Port of Sotogrande. For people that love nature, and bird spotting particularly, it is hidden corner full of secrets to be discovered with a multitude of species to enjoy. It is a gift for the senses, as species are not only distinguished through sight. Hearing is a crucial part of recognising and classifying the many species that live in the area or remain here temporarily as a stopping off point. The Environmental and Tourism Departments

of San Roque Council have been carrying out different visits that invite those who are curious to discover these spots. El Periódico de Sotogrande got fully involved in one of them in order to discover this great natural treasure, just a stone’s throw away from home.

The walkways on Torreguadiaro Lagoon lead us to the first stop, at one of the open air picnic areas that practically connect the lagoon with the sea shore. Although there are two bird watching cabins, due to maintenance (a matter complained about by this newspaper a few issues ago) it is not possible to properly enjoy the area. To do so, the ideal spot is a picnic

spot situated behind the lagoon. This freshwater lagoon covers an area of almost two hectares (approximately the size of two football pitches), and is supplied with rain and water from different irrigation channels. It is one of the only lagoons of its kind on

the coast of Cadiz (others are found in Los Lances, Tarifa and in the Palmones Marshes). It is used as a stopover point for many birds migrating between Africa and Europe (in both directions), by those migrating in summer as well as winter migrating birds; looking for warmer or wetter climates, depending on the time of year. Species such as the marsh harrier, osprey and griffon vulture are common in the area. After taking in the views, and carefully observing the different species, taking photos, and enjoying this little area with the sea breeze on our backs, we head to the second and next stop, the Guadiaro River Estuary. For visitors, this route must be fascinating. You enter right at the centre of the Port of Sotogrande and go along the entire Marina, with its colourful and attractive buildings until you reach Sotogrande Royal Yacht Club. Then, you cross the bridge over the river, which offers visitors a taste of what is to be found. The Guadiaro River’s (very unique) mouth linking it to the sea, is home to several species that gather around the river’s mouth at the point before the freshwater flows joins the sea (at some stages of the year, especially at the

end of summer, the opening is usually small or even closed off due to the river cycles, the movement of sand in its course, and the absence of rainfall; the return of the first rain corrects this phenomenon naturally). Beautiful cormorants, seagulls and some species of ducks can be seen in the distance, often blocked out by the direct sunlight from that angle. On this occasion, access to the Estuary is made at its final stage, on the parallel path that runs towards the beach, level with the river mouth, along the road between the Sotogrande Beach Apartments and the estuary itself. Just as you enter, there is a description of this natural space, protected since 1989

Groups of cormorants, seagulls… families of ducks…captivating images in the most unsuspecting of places that add value to what you see and to the spot you find yourself in. There is also a lot more to discover. With a walk along the beach, the day comes to an end, and we wait patiently in the hope that others will come to enjoy this place, and see more species, more hidden corners and more vantage points.

Los primeros esbozos del Plan de Inversiones 2016 contemplan la mejora del recinto ferial de Guadiaro 1 M. Gil

El Equipo de Gobierno trabaja en el diseño del Plan de Inversiones que se incluirá en el Presupuesto Municipal de 2016. Entre otras actuaciones, se prevé un cuarto Plan de Asfaltado, la construcción de una guardería en la Estación, la primera fase de la mejora del recinto ferial de Guadiaro, un nuevo tramo del carril-bici al Pinar del Rey y la adecuación del antiguo casino de Campamento. Así lo explicó el alcalde, Juan Carlos Ruiz Boix, quien señaló que “pretendemos que este Plan de Inversiones sea más potente y ambicioso que el actual de 2015. Los criterios claves serán la equidad y la solidaridad, de manera

que se buscará una distribución adecuada de las actuaciones entre los distintos núcleos de población, privilegiando el cubrir las carencias en infraestructuras básicas. Y todo ello sin olvidar la mejora de las instalaciones deportivas y culturales”. Añadió que “teniendo en cuenta los buenos resultados de los dos planes de asfaltado ya ejecutados y las previsiones del tercero, que se va a llevar a cabo en estos últimos meses del año, hemos decidido incluir en el Plan de Inversiones la cuarta edición de este programa de asfaltado para el año 2016. También se contempla la construcción de un nuevo edificio

para escuela infantil en la Estación de San Roque, así como la primera fase de mejora del recinto ferial de Guadiaro para su utilización por los vecinos durante todo el año”. “Otra inversión prevista para el año próximo -agregó el alcalde- es la ejecución de un nuevo tramo del carril-bici y camino peatonal entre San Roque y el Pinar del Rey, así como la mejora y adecuación del antiguo casino de Campamento, que es una antigua demanda vecinal. Existen otras actuaciones prioritarias en todos los núcleos de población que pretendemos incluir en el Plan de Inversiones, pero que todavía requieren más estudio”, finalizó.

Se pone en marcha un nuevo plan de ‘choque’ de limpieza viaria Una vez finalizada la labor en las playas, operarios del plan de trabajos de temporada, adscritos a Emadesa, están colaborando con empleados municipales en un nuevo Plan de Choque de Limpieza Viaria en todo el municipio. Los trabajos comenzaron a principios de semana, se extenderán durante las próximas, y se centran en los alrededores de los edificios públicos, como colegios, pistas deportivas y centros de salud, aunque afectan a calles y plazas en general. El alcalde, Juan Carlos Ruiz Boix, ha explicó que “estos trabajos se irán llevando a cabo en todos los núcleos de población, y aunque se centrarán en las zonas cercanas a colegios, institutos, pistas deportivas y centros de salud, se actuará también en las calles y plazas donde se considere necesario”.

This has long been requested by residents. There is other priority work in all of the population centers that we aim to include in the Investment Plan, but it still requires further analysis”, he concluded.

A new “shock” street cleaning plan has got underway Once work had finished on the beaches, operators from the seasonal work force, run by Emadesa, began collaborating with municipal employees on the new Shock Plan for Street Cleaning throughout the municipality. The work began at the start of the week, will continue over the course of the next few weeks, and is focused on the areas around public buildings, such as schools, sports grounds and health centers although in general it will impact on streets and plazas. The mayor, Juan Carlos Ruiz Boix explained that “the work will be carried out gradually in all of the main population centers, although it will be focused on areas close to schools, institutions, sports grounds and health centers, work will also be carried out on streets and plazas when considered necessary”.

Ha sido genial ver a todo el mundo sonreír durante la inauguración del edificio Picasso, el nuevo centro artístico, y el edificio Cervantes, con sus nuevas oficinas y clases de idiomas. También hemos construido un nuevo laboratorio de ciencias, hemos mejorado las salas de informática, hemos aumentado el espacio de juego de Primary First (los niños más pequeños) y hemos ampliado el centro de música. Como si fuera una señal del fin de la crisis y el comienzo de una nueva era, hemos comenzado el año con un número récord de estudiantes: 724. Esto

i “Ayudamos a que los niños descubran y desarrollen sus dones y talentos” de dos campamentos de verano, un campamento de día para residentes de Sotogrande y las zonas de alrededor, y un campamento residencial para los estudiantes de fuera. Este año tenemos una serie de nuevos proyectos. Pepe de Lucía se ha unido a SIS para desarrollar la academia de flamenco. Se está centrando en organizar varios fines de semana en los que diversos artistas flamencos de renombre vendrán al colegio para realizar talleres interactivos y enseñar a los participantes las

diferencias entre estilos de flamenco de una manera cercana y personal. En noviembre tenemos planeado un fin de semana con Tomatito, uno con Antonio Canales en diciembre y en enero con Pastora Galván. También hemos puesto en marcha la academia de música con Paul Sedkowski, que es un productor musical de renombre, y Laura Krier, una de las mejores maestras vocales. También están planeando una serie de talleres interactivos. El primero será el 27, 28 y 29 de noviembre con Dharni y K-Leah. Dharni es un innovador beatboxer que abarca varios géneros musicales a través del beatboxing. En 2011, obtuvo el título de Emperor of The Mic y hace poco se convirtió en la primera persona de la historia en ganar The Grand Beatbox Battle Championship, 2 veces consecutivas en 2013 y 2014. Considerado uno de los mejores beatboxers del mundo, a lo largo de los años Dharni ha actuado en distintos lugares de Europa y otras partes del mundo, logrando el reconocimiento en poco tiempo. También ha sido telonero de artistas como Black Eyed Peas, Kanye West, Jin, Lady Gaga, Flux Pavilion y ha actuado en un concierto

Hemos estado hablando con ellos para encontrar formas de trabajar juntos de forma sinérgica para hacer realidad los planes de expansión. Nos impresionan su creatividad y su enfoque sobre viabilidad por lo que estamos considerando diversas opciones. Hay que prestar atención a este espacio. ¿Qué espera del curso escolar 2015-16? Como siempre pensamos en mejorar. La reflexión es parte fundamental del desarrollo. El año pasado estuvo repleto de éxitos y deseamos seguir así. Para nosotros, la clave es que la educación de los estudiantes mejore, sea más variada y nos permita ayudarles a conectar con el aprendizaje para que este resulte más significativo. Queremos trabajar juntos para llevar a Sotogrande al siguiente nivel. “We seek creative and exciting ways to connect with student learning” How did your school year begin? We started the year very positively. It was good to see a smile on everyone’s face with the opening of the Picasso Building, our new arts centre, and the Cervantes building with its new language classrooms and offices. We also built a new Science lab, upgraded the IT rooms, increased the play space for Primary First (our youngest children) and expanded our music centre. As if to signal the end of the crisis and the beginning of a new era, we started the year with a record number of students. With 724 students, this has meant that we are full in a number of year groups and are establishing waiting lists. What are the aims and projects for the current school year? Our aim for this year is to continue to support the growth and learning of our students. We also have a big drive to build up the numbers in our boarding house. In the primary school we are developing our iPad programme and finding innovative ways to work with Apple to become a Lighthouse school and to enhance the education of students. We have won the opportunity to present at the renowned European Council of International Schools conference later this year and are feeling really excited about this opportunity to tell the world about the great work we are doing within our school for our children. Tell us about the initiatives and

academic projects in which you are working…. We are continuing to find creative and exciting ways to link together our students’ learning. We have launched an initiative called Connected Learning. Connected learning helps our students develop awareness of themselves, awareness of others and awareness of their role in the world. For us Connected Learning is about helping our children become confident and successful lifelong learners. It has 5 key pillars: helping our students become effective people, effective learners and empathetic global citizens as well as having choice in what and how they study and being supported

Brilliant exam results are always the goal for every school, but in SIS you also care for the personal development of the student. Can you tell us about this? Education of the whole child is paramount at SIS. Through Connected Learning, we want to help our children to discover

We describe this as the journey from ME to WE. Fundamentally, it is about learning to be an effective person and learner and having the moral compass to be an effective Global Citizen. To help our children develop a sense of international mindedness and compassion, we have our Global Citizen Programme and our student led charity, The Kindred Project with its student trustees. and globally. Most recently we have raised funds for the Refugee crisis through a Zumbathon, established links with a new project in Ecuador and continued to support our sister school in Uganda. Campo de Gibraltar El Consistorio anuncia para el próximo mes de mayo un avance del nuevo PGOU de San Roque El nuevo plan de ordenamiento permitirá el desarrollo del gran proyecto de Santa María Polo Club o las futuras inversions de Sotogrande S.A.

El alcalde de San Roque, Juan Carlos Ruiz Boix, aseguró que espera tener listo para el próximo año (previsiblemente el próximo mes de mayo pueda anunciar un avance inicial) el Plan General de Ordenación Urbana (PGOU), que va permitir importantes inversiones en materia turística y también industrial en varios puntos del municipio. Siendo precisamente Sotogrande y el Valle del Guadiaro, uno de los principales beneficiados de la modificación. La prevision es presentar en mayo de 2016 el Plan para su aprobación inicial, ya que en unos días se va a convocar a la oposición para una Comisión de Urbanismo para empezar a trabajar en ello. Ruiz Boix matizó

que el texto refundido del año 2000 tiene aún interesantes suelos a desarrollar por los inversores en todo el municipio, y que pueden hacerlo ya, sin esperar a convenios. El regidor local explicó que para el próximo PGOU se va a actuar en cuatro zonas fundamentales: la ampliación de Cepsa en 35 hectáreas para actividades productivas, no logísticas, con la consiguiente creación de empleo; el desarrollo como Parque de Ocio del antiguo Casino, no ya sólo con esta actividad, sino incluyendo hotel, bingo, cines, etc; el desarrollo del polo, con la construcción de dos hoteles y villas de lujo; y las futuras inversiones de los nuevos propietarios de Sotogrande SA, que quie-

ren relanzar la zona. Todo ello tiene como objetivo la creación de empleo. En materia turística, el alcalde anunció el apoyo municipal para las inversiones previstas en la zona de Sotogrande, que van a seguir generando empleo. Puso como ejemplo que cada una de las viviendas de Sotogrande puede generar entre 2 y 4 empleos. El alcalde subrayó que para atender a los usuarios de los 9 campos de golf, las 10 canchas de polo o el puerto deportivo hay un déficit de instalaciones hoteleras y que en ocasiones deben trasladarse a poblaciones cercanas para alojarse. Por ello, desde el Consistorio se va a fomentar la construcción de nuevos hoteles.

The Council announces that it will reveal a version of the new San Roque land use plan in May The new land use plan will allow for the development of the great project at Santa María Polo Club and future investments from Sotogrande S.A. The mayor of San Roque, Juan Carlos Ruiz stated that he hopes to have the general land use plan (PGOU) ready for next year (it is expected that he can disclose an initial version in May). It will allow for important investments in terms of tourism and also industry in different areas of the municipality. Indeed, Sotogrande and the Guadiaro Valley will be among the main beneficiaries of the modification. The scheduled aim is to present the plan in May 2016 for initial approval, as in a few days the opposition will be summoned to form an Urban Planning Committee to begin work on it. Ruiz Boix pointed out that the modified text from 2000 still has interesting land for investors to develop throughout the entire municipality, and that they can do that already without having to wait for agreements. The local mayor explained that for the next land use plan, action will be taken in four main areas: a 35 hectare extension of Cepsa to be used for productive activities,

not logistics, and consequently create employment; the development of the old Casino as a leisure park, which would also include a hotel, bingo, cinemas, etc.; the development of polo, with the construction of two hotels and luxury villas; and future investments from the new owners of Sotogrande S.A., that want to relaunch the area. All of this is aimed at creating employment. In terms of tourism, the mayor announced municipal support for scheduled investments in the Sotogrande area that will continue to generate employment. It offered an example, stating that each residence in Sotogrande can generate between 2 to 4 jobs. The mayor highlighted the fact that in terms of meeting the needs of those that use the 9 golf courses, the 10 polo pitches, and the sports marina, there is a lack of hotel facilities and people sometimes have to go to nearby areas to find lodgings. Therefore, the Council is going to encourage the construction of new hotels.

El portavoz del PIVG, Jesús Mayoral, cuestionó la función de Juan Roca en la plantilla municipal y recordó que en el último Pleno, el equipo de gobierno (PSOE) desestimó el recurso que se opone a la contratación de Juan Roca, como empleado eventual del ayuntamiento. “Al recurso planteado se ha presentado un informe jurídico que no responde a todo lo planteado por el PIVG, limitándose a señalar la opaca legislación que hay al respecto y concluye que el acuerdo plenario adoptado por el que se crea el puesto de ‘Asesor Coordinador de Actividades de Alcaldía y Servicios Municipales en el Valle del Guadiaro’ , no está incurso en infracción del ordenamiento jurídico, señalando expresamente que debe limitarse a asesorar al órgano que le nombra en materias generales y no pudiendo tener un carácter directivo”, detalla. “La función de asesorar, no es acompañar a los mayores a dar vueltas por el Puerto de Sotogrande o de telonero de los concejales de San Roque para sola-

clients”, he says about Roca and states that this has been affirmed by the PIVG. “In all of the plenary sessions we will be asking about the advisory work carried out by Juan Roca and what it consists of, and without doubt about work that does not correspond to him. There is already some work that we are looking at because it has even been publicly endorsed in published statements from Oscar Ledesma in El Periódico de Sotogrande (in reference to the interview published in our last edition). If he does not rectify or deny this, in addition to all of the information we receive, we are documenting it and the corresponding complaint will be made, because public money should not be misappropriated”, he emphasises.

Sobre el posible rescate de los servicios de agua y basura, el alcalde dijo sentirse respaldado para cumplir un compromiso electoral de rebajar el coste de estos servicios, que hoy por hoy a través de la empresa Arcgisa es imposible que lo preste a un menor precio, por lo que nuestros técnicos están valorando si el Ayuntamiento podría hacerlo más barato. Se refirió al servicio de limpieza de playas, que espera prolongar y otras acciones que permitan recuperar las Banderas Azules. Fue cuestionado por la contratación del ex edil Juan Roca, como su asesor, aseverandoa que la contratación era legal, ya que se trata de un cargo de confianza;d efendió el trabajo de Roca y la necesidad de tener una presencia más efectiva en al zona más alejada del municipio.

El presidente de la Mancomunidad de Municipios del Campo de Gibraltar, Luis Ángel Fernández, y el presidente de la Asociación Nacional de Empresas Públicas de Medio Ambiente (ANEPMA), Rafael Arjona, presentaron la vigesimotercera edición de las Jornadas Técnicas de Medio Ambiente, el congreso anual de la ANEPMA, un organismo que agrupa a 42 empresas públicas de servicios urbanos

(principalmente recogida y tratamiento de residuos y limpieza viaria) de todo el país. En esta ocasión, el congreso tendrá lugar entre los días 18 y 20 de Noviembre de 2015 en el Llano Amarillo de Algeciras, tratándose de la primera ocasión en la que la provincia de Cádiz tiene el privilegio de acoger este evento. La organización del mismo es responsabilidad, en esta ocasión, de ARCGISA, empresa pública

asociada a ANEPMA. Anualmente, estas jornadas reúnen a más de 400 profesionales, técnicos y directivos, de las empresas integrantes de ANEPMA así como de sus socios colaboradores y proveedores, representantes públicos y técnicos municipales, convirtiendo a la ciudad en la que se celebra en un punto de atención para el sector de los servicios urbanos.

El Consistorio municipal renueva la flota con dos vehículos más y un ahorro de 100.000 euros El Consistorio dispone de 22 nuevos vehículos, 16 de ellos para el Área de Seguridad Ciudadana, merced a un contrato de renting suscrito con la empresa Automóviles Iglesias, que fue la vencedora en el concurso de adjudicación. Este contrato es por cuatro años, y las mejoras respecto al anterior renting es que se suman dos nuevos vehículos aunque el coste global desciende en más de 100.000 euros. La Policía Local dispone de 15 nuevos vehículos: once patrulleros, dos coches camuflados, una furgoneta de señalización y otra para los vigilantes municipales. De esos patrulleros, hay tres todoterrenos y otros tres adaptados para el traslado de detenidos. En cuanto a los otros vehículos, uno se destina a Protección Civil; hay un camión portacontenedores para Deportes equipado con dos contenedores; una furgoneta para AMDEL; una cangoo para Universidad Popular y Educación; dos turismos para el uso de la Corporación; y otro para Obras y Servicios.

The Council renovates the fleet with two more vehicles and savings of 100,000 euros The Council has 22 new vehicles, 16 of which will be used for Civic Security, thanks to a rental contract signed with the company Autómoviles Iglesias that was awarded the tender. The contract will last for four years, and the improvement in relation to the last agreement is due to the fact that there are two new vehicles while the overall cost has been lowered by more than 100,000 euros. The Local Police have 15 new vehicles: eleven patrol cars, two unmarked vehicles, a signaling van, and another for municipal guards. Of those patrol vehicles, there are three all-terrain vehicles and another three that are fitted out for transporting those who are arrested. As for the other vehicles, one is to be used for Civic Protection; there is a container lorry for Sports equipped with two containers; a van for AMDEL; a Kangoo for Universidad Popular and Education; two passenger cars for the use of the Corporation; and another for Works and Services.

La grabación de una nueva temporada del programa noruego “Best av de Beste” (Lo Mejor de lo Mejor) ya ha comenzado en varios puntos del municipio. En las calles del Casco Histórico tuvo lugar una carrera entre los deportistas que participan en este “reality show”, de gran éxito en Noruega. Además están previsto que se graben competiciones deportivas en varios entornos de Sotogrande y el Puerto deportivo, además de una sesión de baile flamenco.

Durante los meses de verano, incluso pasado ya el mes de agosto, son varias las actividades que se han llevado a cabo en la zona (espectáculos, circo,...) pero una vez concluidos continúan sin ser respuestas las porterías, al cierre de esta edición. Varios vecinos reclaman, además de mayor limpieza y cuidado, que es un lugar de juego habitual para niños.

Impuesto sobre la renta de no residentes Además del IMPUESTO SOBRE BIENES INMUEBLES a pagar cada año al correspondiente Ayuntamiento, las personas físicas no residentes que sean propietarios de inmuebles en España deben pagar a la Hacienda Estatal el Impuesto sobre la Renta de no Residentes. Es importante saber que tanto si destinan dichos inmuebles para su uso propio como si los alquilan, en ambos casos estarán sometidos a este impuesto, aunque la forma de calcularlo será distinta en cada supuesto: 1.- En el caso de que el inmueble haya estado alquilado, la base del impuesto estará constituida por los rendimientos obtenidos en

2014. Dichos rendimientos podrán ser disminuidos por los gastos de conservación relacionados directamente con los inmuebles. Income tax for non-residents In addition to the PROPERTY TAX to be paid each year to the corresponding Council, non-residing individuals that are owners of property in Spain must pay the State Tax Authorities the Income Tax for Non-Residents. It is important to know that these individuals will be subject to the tax regardless of whether the property is for their own use or if they rent it, however the way of calculating the tax will be different in each case: 1.- In cases where the property has been rented, the

tax rate will be calculated using the income from it in 2014. This income can be reduced by deducting the maintenance costs directly linked to the property. La nueva Ley de Enjuiciamiento Criminal El pasado 5 de octubre se ha publicado en el Boletín Oficial del Estado la Ley 41/2015 de 5 de octubre, que modifica la Ley de Enjuiciamiento Criminal para la agilización de la justicia penal y el fortalecimiento de las garantías procesales. 1 Luis Babiano Según la Exposición de Abogados / Lawyers Motivos esta ley persiSotogrande gue los siguientes objetivos: agilización de la justicia; la previsión del procedimiento de decomiso autónomo del proceso penal; la instauración general de la segunda instancia para que cualquier sentencia dictada en asunto penal pueda ser revisada por un Tribunal superior; la ampliación del recurso de casación y la reforma del Recurso Extraordinario de Revisión. Es imposible hacer una lectura completa de las modificaciones establecidas por la nueva ley en el reducido espacio que nos conceden estas líneas pero si señalaremos las que puedan ser más curiosas para el público en general. Se parte de la base de que cada delito dará lugar a la instrucción de un único procedimiento que conllevará una única sentencia, evitándose de esta manera la interminable acumulación de asuntos que estamos conociendo en la vida judicial en los últimos años. Evidentemente se podrán acumular procedimientos cuando existan delitos conexos, estableciendo la ley de manera casuística que delitos se pueden entender como conexos para que den lugar a la acumulación de procedimientos penales. Se regula de manera más detallada las relaciones existentes entre la Policía Judicial y los Tribunales de Justicia. Cabe destacar que, cuando no exista autor conocido, la Policía podrá conservar el atestado judicial a disposición

del Ministerio Fiscal y de la autoridad judicial pero sin enviárselo. De esta manera se logra desatascar los Juzgados de aquellos asuntos que no pueden ser investigados por no conocerse el autor. No obstante la ley prevé excepciones a este principio general tales como delitos contra la vida, contra la integridad física, contra la libertad sexual o delitos relacionados con la corrupción. Otra novedad interesante es que la ley establece un plazo máximo de seis meses para instruir una causa penal salvo en el caso de que sea compleja en cuyo caso el plazo será de dieciocho meses. De todas formas, en ambos casos, simple y complejo, es posible prorrogar el plazo de instrucción a los 18 meses en el primer caso y 36 meses en el segundo. Se considera que la causa es compleja cuando se den alguna de las siguientes circunstancias: a) recaiga sobre grupos u organizaciones criminales, b) tenga por objeto numerosos hechos punibles, c) involucre a gran cantidad de investigados o víctimas, d) exija la realización de pericias o de colaboraciones recabadas por el órgano judicial que impliquen el examen de abundante documentación o complicados análisis, e) implique la realización de actuaciones en el extranjero, f) precise de la revisión de la gestión de personas jurídico-privadas o públicas, o g) se trate de un delito de terrorismo. Es curiosa la introducción de un nuevo procedimiento llamado “proceso por aceptación de decreto” que, en casos veniales (pena de multa, trabajos en beneficio de la comunidad o pena de prisión que no exceda de un año y pueda ser suspendida), puede ser resuelto mediante un decreto que dicte el Ministerio Fiscal que se remite al Juez de Instrucción. Si el Juez admite este Decreto, lo notificará al encausado y lo citará para una comparecencia. Si en dicha comparecencia el encausado admite el decreto, éste se convertirá en sentencia condenatoria. Pero si el decreto no es aceptado por el Juez o por el encausado, el decreto devendrá ineficaz y el asunto pasará a ser enjuiciado según el procedimiento ordinario.

En la ley, aparte de regular con mayor detenimiento el decomiso que se acuerda dentro del propio procedimiento penal, se regula también un procedimiento autónomo de decomiso para aquellos casos en los que el escrito de acusación del Fiscal se limite a solicitar el decomiso de bienes y cuando se solicite como consecuencia de la comisión de un hecho punible pero cuyo autor hubiera fallecido o no pudiera ser enjuiciado. Como hemos dicho es un auténtico procedimiento autónomo en la que la ley se remite a las normas del juicio civil verbal pero que también regula con cierta prolijidad en la ley penal. Para ayudar en todos estos casos de decomisos existe la Oficina de Recuperación y Gestión de Activos a la que corresponden las funciones de localización, recuperación, conservación, administración y realización de efectos procedentes de actividades delictivas en los términos previstos en la legislación penal y procesal. Con los recursos obtenidos por esta Oficina se podrán atender las finalidades previstas en la ley tales como apoyo a programas de atención a víctimas del delito, programas sociales orientadosw a la prevención del delito y el tratamiento del delincuente, mejora de las actuaciones de prevención, investigación persecución y represión de delitos y la cooperación internacional en la lucha contra las formas graves de criminalidad. Novedad interesante en el recurso de apelación es que la sentencia de apelación no podrá condenar al encausado que resultó absuelto en primera instancia ni agravar la sentencia condenatoria que le hubiera sido impuesta por error en la apreciación de las pruebas como viene ocurriendo hasta ahora; pero sí se podrá anular la sentencia y, en tal caso, se devolverán las actuaciones al órgano que dictó la resolución recurrida. La sentencia de apelación concretará si la nulidad ha de extenderse al juicio oral y si el principio de imparcialidad exige una nueva composición del órgano de primera instancia en orden al nuevo enjuiciamiento de la causa.

The new Criminal Procedure Law On 5 October the Official State Bulletin published Law 41/2015 of 5 October that amends the Criminal Procedure Law in order to speed up criminal justice and strengthen procedural guarantees. According to the Explanatory Memorandum this law has the following objectives: to speed up the justice system; to foresee independent confiscation in criminal proceedings; the general instauration of the second instance so that any sentence passed on a criminal matter can be revised by a higher Court; the extension of the appeal system and the Extraordinary Review Process. It is impossible to provide a full analysis of the amendments outlined by the new law in the small amount of space afforded to us here, but we will outline here those which may be of most interest to the wider general public. The amended law is based on the principle that every offence will lead to the opening of a single case that will involve a single sentence, thus avoiding the endless accumulation of matters that we have seen in legal life over the last few years. Evidently, proceeding may accumulate when there are connected crimes, and the law establishes on a case-to-case basis which offences can be understood as being linked so that they lead to the accumulation of criminal proceedings. There is more detailed regulation about the existing relationships between the Judicial Police and Courts of Justice. It is worth highlighting that, when there is no known perpetrator, the Police can keep the judicial statement made available to the Prosecution Service and judicial authorities, but not send it. This helps to avoid clogging up Courts with matters that cannot be investigated given that the perpetrator is not known. Nevertheless, the law foresees possible exceptions to this general principle such as crimes against life, against

physical integrity, against sexual freedom or offences linked to corruption. Another interesting new feature is that the law outlines a maximum period of six months for opening legal proceedings, unless the case is complex, and in such scenarios, the period would be eighteen months. Anyway, in both cases, simple and complex, it is possible to extend the period for opening proceeding to 18 months in the first case, and 36 months in the second. The cause is deemed to be complex when one of the following circumstances occur: a) it involves criminal groups or organisations, b) it is targeted at numerous punishable acts, c) it involves a large number of people being investigated or victims, d) it requires producing expert reports or the judicial body requesting collaboration, which involves examining an abundant amount of information or carrying out complicated analysis, e) it involves carrying out procedures abroad, f) it requires revision of the management of legally-private or public people, or g) it involves an act of terrorism. A curious new procedure has been introduced named “case as a result of accepting decree” that in venial casas (fines, community work or prison sentences under a year which can be suspended), can be resolved through a decree passed by the Prosecution Service that is sent to the Examining Magistrate. If the Judge accepts this Decree, the judge will notify the accused party and they will be summoned to appear. If at that court appearance, the accused party accepts the decree, it will become the sentence. However, if the decree is not accepted by the Judge or the accused party, the decree will be ruled ineffective and matter will be judged using the ordinary procedure. The law, aside from more closely regulating confiscation that is agreed within the criminal proceeding itself, also regulates

an independent confiscation process for cases where the Prosecution Service’s indictment is limited to requesting the confiscation of assets and when it is requested as the consequence of punishable acts being committed but where the perpetrator may have died or cannot be brought before justice. As we have said, it is a true independent procedure where the law refers to the regulations of a verbal civil case but which also regulated with a certain long-windedness on criminal law. In order to help in all of these confiscation cases, there is the Office for Asset Recovery and Management. It is responsible for the finding, recovering, preserving, administering and outlining the implications of criminal activity in the terms provided for in criminal and procedural legislation. With the resources obtained by this Office it will be possible to deal with the final aims provided for in the laws, such as support programs for victims of crime, social programs aimed at preventing crime and the treatment of criminals, improving procedures for the prevention, research into, persecution and prosecution of crimes and international cooperation in the fight against serious forms of criminality. An interesting new addition to appeals is that that the appeal ruling cannot condemn an accused party that was found innocent in the first instance or aggravate the sentence that may have been wrongly imposed due to error in the assessment of evidence, which is what has happened up until now. However, it will be possible to annul the ruling, and in that case, the proceedings will be returned to the body that passed the ruling that was appealed. The appeal ruling will specify is the nullity has to be extended to the oral case and if the principle of impartiality demands the first instance body to form again began of new proceedings.

It was a great way to close out the qualifying stage of the 3rd Sotogrande Magazine Golf Circuit, as the sixth and final event (before the Grand Final in Portugal) took place at the magnificent Alcaidesa Golf links course. It was a great day of golf on a course in splendid condition, with a large number of players and the great atmosphere that is the definitive hallmark of the Sotogrande Magazine Golf Circuit. At Alcaidesa, participants faced the last chance to gain points, and to, in some cases, consolidate their position in the rankings and ensure their presence at the Circuit’s Grand Circuit.

In other cases, it was a matter of catapulting up the rankings and getting a last minute place to make the cut. As always, there was an exquisite cocktail party organised by Alcaidesa, a snack midway through the round, and a long list of awards and prizes, as always, with the collaboration of the circuit’s partners. Voyage to the Grand Final in Portugal Grupo HCP, as organiser of the Sotogrande Magazine Golf Circuit, has prepared a great trip full of events, fun, activities, a good atmosphere, and most importantly, lots of golf, as the Grand Final of the circuit takes place in Portugal. The delegation will leave at midday on 30 October and head towards the Portuguese Algarve. Following arrival at the Hotel Tivoli Victoria, the Welcome Drinks will take place with Marqués de Riscal wines, and the Welcome Pack will be presented to all of the golfers that qualified. It contains gifts, thanks to the collaboration of the Circuit’s sponsors. Friday will close out with the bus being made freely available for a trip to Vilamoura Marina, so the golfers can enjoy a meal or the area’s marvellous atmosphere. The main event comes on Saturday, as the Grand Final takes place with the 25 qualified golfers on the magnificent Oceánico Victoria course with consecutive outings; also the Parallel Trophy will take place for sponsors and collaborators. The reception will be held at night, at the Hotel Tivoli Marina, with the prize giving, dinner and tasting of Grey Goose and Bombay. The return journey will be on Sunday, following a spectacular weekend adding the finishing touch to the 3rd Sotogrande Magazine Golf Circuit.

En el Predio Alfredo Lalor, en Pilar, se deﬁnió el 51° Abierto del Jockey Club, que quedó en manos del invicto Ellerstina (39 goles), tras superar con autoridad a Alegría (35) por 21 a 16, en un muy entretenido encuentro. Desde los primeros minutos, ambas formaciones apostaron por buscar el gol y así se pudo disfrutar de un partido por demás dinámico y de buen polo. El gol a gol propuesto hizo destacar a las delanteras y sobre todo a los armadores de juego: Lucas Monteverde por el lado de Alegría y los hermanos Gonzalo y Facundo Pieres en Ellerstina. Fue en el cuarto chukker cuando el conjunto de los Pie-

res pudo hacer pesar su mayor valorización de conjunto y gracias al talento goleador de Nicolás y Facundo -en su nueva posición de back que se lanza mucho al ataque-, pudo acomodarse en el tanteador. La Dolfina y Ellerstina, finalistas del Abierto de Tortugas de Polo El primer trofeo de la Triple Corona de Argentina ya tiene finalistas, cómo no, los dos conjuntos más fuertes de los últimos años: La Dolfina y Ellerstina. La gran final se disputa el sábado 17 de octubre. Por un lado, La Dolfina (bicampeón defensor de la Triple Corona de la AAP) derrotó de forma contundente a Alegría por 18 a 8. A pesar del tempranero gol de Frederick Mannix, La Dolfina tomó las riendas del encuentro desde el primer parcial, de la mano del estupendo juego de Juan M. Nero (una muralla defendiendo sus mimbres) y Pablo Mac Donough (muy fino en la elaboración de las jugadas), quienes llegaban con asiduidad al gol. Los dos últimos períodos, que se disputaron bajo una leve llovizna, sirvieron para que Adolfo Cambiaso (también con un gran partido) se anotara como máximo goleador del juego, al convertir cuatro de sus ocho tantos en el encuentro para cerrar el marcador con un 18-8 apabullante. Por su parte, Ellerstina –equipo que aún no conoce la derrota en la temporada– superó con autoridad a La Aguada por 17 a 10. Ellerstina win Jockey Open The 51st Jockey Club Open was held at the Predio Alfredo Lalor in Pilar, and victory went to the undefeated Ellerstina team (39 handicap goals) after they showed their authority in a 2116 win against Alegría (35), in what was a very entertaining game. From the outset, both teams looked to score and that meant fans could enjoy a match that was dynamic and full of good polo. The highly attacking game meant that the forwards and especially the playmakers really stood out: Lucas Monteverde for Alegría and the brothers Gonzalo and Facundo Pieres for Ellerstina. It was in the fourth quarter when the side of the Pieres

brothers was able to make their better team rating really count. Thanks to the goalscoring talent of Nicolás and Facundo –in his new position as back player that attacks a lot-, they were able to take a comfortable lead. Ahead by five goals (18-13), the men in black headed into the final few minutes of the game more relaxed. The first trophy of the Argentine Triple Corona now has finalists, and of course, they are the two strongest sides of the last few years: La Dolfina and Ellerstina. The grand final will take place on Saturday 17 October. On one hand, La Dolfina (two-times champion of the AAP Triple Corona) had a resounding 18-8 victory over Alegría. Despite the early goal by Federick Mannix, La Dolfina took the reins in the game from the first partial onwards, thanks to stupendous play from Juan M. Nero (a real brick wall defending the wicker goals) and Pablo Mac Donough (who was excellent as a playmaker), who made frequent attacks forward. The last two periods of the match, played under a light drizzle, allowed Adolfo Cambiaso (who also had a great game) to become the game’s leading scorer, as he got four of his eight goals in the match to close out the score line, a crushing 18-8 win. Ellerstina –a side that is still undefeated so far this season- had an authoritative 17-10 over La Aguada. Ellerstina went out to win the game from the first chukka and managed to take a lead thanks to the accuracy of Facundo Pieres in converting two penalties and good play from Gonzalo and Pablo Pieres. The advantage earned by Ellerstina was crucial in allowing them to head into the last seven minutes with a comfortable 13-8 win. La Aguada tried to achieve the feat but once again, General Rodríguez’ men were unforgiving.

Gran cita de golf en el Club de Golf La Cañada, con la asistencia de más de 50 jugadores, para el torneo de Jason Floyd Golf Academy. Destacada participación de los chicos de La Cañada y de la propia academia que organiza este calendario de pruebas. De las diferentes categorías que se disputaron, notable actuación en la U23 Scratch, como ganador, de Rodi Vlasveld (JFGA), siendo segundo y tercero, respectivamente, quedaron Carlos Cervera y Diego Gil (La Cañada). Mientras que en U23 HCP ganó

Mitchell Bynert (JFGA) y repitieron los mismos integrantes en el podio. En U15 scratch ganó Christian Steel (San Roque Club) y segundo quedó Álvaro Mueller (Guadalmina); tercero fue Kevin Kemeny (JFGA). En U15 hcp, ganó Lucas Solé (Guadalmina), segundo quedó Anthony Carr y tercero Kevin Kemeny (JFGA). La mejor jugadora del torneo fue Georgia Oboh. Andalucía se quedó finalmente con el tercer puesto en el Interautonómico de España Sub-25 Masculino de Golf, ‘XI Memorial Santi Ollé’ disputado en el Real Club de Golf La Barganiza (Siero, Asturias). Los andaluces, con el golfista local Mario Galiano como uno de sus principales puntales, se impusieron al equipo asturiano con un contundente 4-1, tras perder únicamente el punto del

foursome que enfrentaba a Matyas Zapletal y Goznzalo García con los asturianos Álvaro Postigo y Carlos G. Mancebo. Sumaron puntos José Mateo (también jugador local), Víctor Pastor, Ángel Hidalgo y Galiano en los cuatro enfrentamientos individuales. Por su parte, el equipo representante de Cataluña firmó su primer triunfo desde 2010, al batir en una bonita final al cuadro de País Vas-

Jason Floyd Golf Academy shines at its event held at Club de Golf La Cañada It was a great golfing event at Club de Golf La Cañada, with more than 50 players participating in the Jason Floyd Golf Academy tournament. There were outstanding performances from the La Cañada players as well as from the academy itself that organizes this calendar of events. Of the different categories that took place, there was a notable performance in the U-23s Scratch tournament won by Rodi Vlasveld (JFGA). En el fin de semana del Puente del Pilar dio comienzo en aguas de Sotogrande el primer asalto a la quinta edición del Circuito Grupo Trocadero para monotipos J/80 que organiza el CN Bevelle, resuelto con un total de cinco mangas y un primer liderazgo a cargo del ‘Marbella Team’, de Pepequin Orbaneja y Juan Luis Páez. La segunda jornada de la prueba La Revista de Sotogrande se disputó bajo un viento caprichoso. La primera prueba de este segundo día fue para Iñaki Castañer con el ‘I. Castañer Yacht’, quien con un 6º en la siguiente consigue subir hasta la cuarta

plaza definitiva quedándose a tan sólo un punto de podio. Más regular, el ‘Marbella Team’ que firmaba un 3º en la manga inicial que sumado al 1º en la siguiente le permite salvar los muebles y proclamarse vencedor con 5 puntos. Por su parte el ‘Gesta Real Estates’ de John Bassadonne y el ‘FRS Racing Team’ de Moritz Bruns, también aguantan en el segundo y tercer puesto con un 4º y un 3º los primeros, y validando un 2º en el caso de los de Bruns. La subida de Castañer apea de la cuarta plaza a Daniel Cuevas con el ‘Grupo Ceres’, quinto con un 5º y un 4º hoy y cerrando el

primer grupo de barcos que se han movido a lo largo de todo el fin de semana por la parte alta de la tabla. “Marbella Team” take early advantage and is first leader of the 5th J80 Circuit held in Sotogrande The fifth edition of the circuit gets underway with 5 events over two days and this season promises to more exciting than ever The bank holiday weekend for the Virgin of Pilar festivities marked the start of the fifth Grupo Trocadero J80 Monotype Circuit organized by CN Bevelle. A total of five heats took place and the initial lead went to the “Marbella Team” comprised of Pepequin Orbaneja and Juan Luis Páez. The second day of the Sotogrande Magazine event took place with a capricious wind. The first event on the second day went to Iñaki Castañer in the ‘I. Castañer Yacht’, and with a 6th place in the following event he managed to rise to a definitive fourth place, just one point from a podium place. The “Marbella Team” was more consistent, finishing 3rd in the initial event and achieving 1st place in the following race that allowed them to save the day and be crowned winners with 5 points. In turn, John Bassadonne’s “Gesta Real Estates” and Moritz Bruns’ “FRS Racing Team” also managed to get second and third place with a 4th and 3rd place in the case of the first side and validated with

a 2nd place in the case of Bruns. The rise of Castañer knocked Daniel Cuevas with “Grupo Ceres” out of fourth place and into fifth with 5th and 4th place finishes and closing out the group of boats that spent all of the weekend in the upper reaches of the table. The Alcaidesa Golf Academy is launching a comprehensive academy, made up of a highly qualified technical team in which healthy sport, fun, companionship and plenty of golf come together. The school is comprised of young players aged from 5 to 18 years, but there are current-

It is held every Saturday, and is characterised by personalised activities, with very small group sizes and a consistent ratio of monitors to provide the necessary support and attention for these age groups. At the Academy, the technical and physical aspects related to golf are clearly emphasised. But in particular, the goal is to try and make young people have fun while playing sport, specifically golf, and for them to see it as something healthy, fun and a shared experience with friends.

Ingredientes

1 kg. de callos 1/2 kg. de garbanzos 2 cebollas 1 cabeza de ajos 1/2 kg. Manos de ternera 2 zanahorias 1 pimiento rojo o verde 2 tomates hueso de jamón, chorizo, morcilla jamón vinagre, limón pimentón, nuez moscada, azafrán, perejil, hierbabuena, sal

Preparación

Los callos y las manos de ternera se colocan en una mesa y se les quita el pellejo.

Ya limpios, se cortan en trozos regulares, y las manos se parten por la mitad. Se pasan a un barreño al que se agrega vinagre, sal y zumo de limón y se mezcla. Se dejan 20 minutos para más tarde lavarlas varias veces hasta que el agua salga clara. Se cubren con agua y se ponen a hervir en una marmita, junto con los garbanzos remojados. Se añaden la cebolla y los ajos picados, zanahorias cortadas, pimentón, hierbabuena, perejil y un trozo de hueso de jamón. Se deja cocer hasta que todo esté tierno y se agregan el chorizo y la morcilla. Se hace un refrito de cebolla, pimientos verdes, tomates y pedacitos de jamón. Se machacan en el mortero, junto con los ajos, nuez moscada y azafrán. Se echa al guiso y se rectifica de sal.

Preparation

Put the tripe and the calves feet on a table and remove the skin. Once it is clean, cut it into regular pieces and cut the feet in half. Put them in a bowl, add vinegar, salt and lemon juice and mix. Leave for 20 minutes and then wash several times until the water comes out clear. Cover with water and put it all to boil in a large pot, together with the soaked chickpeas. Add the onion and the chopped garlic, chopped carrots, paprika, mint, parsley and a piece of the ham bone. Allow to cook until everything is tender and add the chorizo and the black pudding. Fry the onion, green pepper, tomatoes and ham scraps. Mash them in a mortar, together with the garlic, nutmeg and saffron. Put it in the stew and correct the salt.
