¿Playas con aforo limitado y restricciones? Este temporada de 2020, indudablemente, se verá afectada en relativos aspectos ante la pandemia del COVID-19. Entre los primeros informes preliminares para el uso y baño en playas, ya se detalla cómo podría acotarse el aforo, limitación de tiempo y suspender la instalación de mobiliario de uso comunitario.

La realidad, para no engañar a nadie con el titular es que certezas tenemos muy pocas y que la incertidumbre es la palabra clave en todo este entramado que trae en matrimonio las fases de la desescalada. Lo que hoy parece una verdad incontestable y asumida por la población, mañana parece que todo puede ser alterable o sustituido por otras indicaciones, dicho sea de paso, cualquier ejecutivo merece en circunstancias así un cierto margen de improvisación. Pero no todo vale y no se puede jugar con el tejido empresarial de manera indefinida. Al margen del debate mascarillas no, mascarillas sí; mascarillas no obligatorias; mascarillas obligatorias pero sólo un ratillo,…, ahora aparece el debate de las playas y por consecuencia, los efectos inmediatos para todos sus negocios directos e indirectos. Los informes preliminares que ha facilitado la Junta de Andalucía (o al menos los que han trascendido de los que nos hacemos eco con un INFORME en esta edición), ya hablan de playas con aforo limitado, actividades restringidas y inoperancia de servicios comunes (duchas, vestuarios, etc.), para evitar posibles contagios. Bueno, casi todo ciudadano pasará sin demasiada discusión por el aro de un verano relativamente atípico o al menos al que habrá que adaptarse variando en cierta medida los hábitos más rutinarios en cada visita a la playa. Lo que no se debe especular y así se debe preservar es con el sustento y capacidad de enriquecimiento de negocios tan vitales en la zona como son los de temporada estival.

Pues sí. Sin mayores titubeos. Una vez más, en plena desescalada y merma paulatina de este confinamiento primaveral para el que ninguno estábamos preparados, es de aplaudir que nuevamente el sector del golf se coloque como locomotora de arranque para un destino turístico-residencial, como es Sotogrande. Un lujo ese nivel emprendedor. El golf emerge otra vez como en ocasiones y crisis anteriores como uno de los grandes reactivadores de la economía local y no es ningún secreto que muchas las empresas y gran parte de la actividad financiera de la zona se encuentra relacionada directamente (o no) con la industria turístico-deportiva, especialmente con la del golf.

CARTA DEL DIRECTOR

Con más dudas que certezas y, probablemente con mucho que perder y no demasiado que ganar; el golf a modo simbólico se levanta como principal abanderado de la nueva normalidad en la urbanización. Me van a perdonar la falsa modestia en esta ocasión, pero si uno ya comienza a ver ambiente en las terrazas, puede disfrutar de una partida de golf y ojear de una nueva edición en la calle de El Periódico de Sotogrande es que las cosas se encauzan de nuevo, como bien aparece en el titular de nuestra portada. ¿Camino por recorrer? Todo el del mundo y más. Veremos cómo prosiguen las próximas semanas y fases del desconfinamiento pero habrá que estar vigilantes y apoyar al sector empresarial local. Ahora más que nunca hay que dejar a un lado ese carácter conservador o timorato que en ocasiones despiertan las etapas de crisis o congelación del crecimiento y apostar por que al rueda comience a girar en todos los sectores y no se detenga. Nosotros vamos a estar aquí y se lo vamos a contar. No estamos exentos de que habrá cambios y la capacidad de adaptación será clave para afrontar estos nuevos tiempos. Lo estamos viviendo en primer persona con una apuesta más fuerte que nunca por el plano digital (nuestra última versión online del periódico quintuplicó la audiencia potencial que acostumbra). Seguiremos trabajando en esa dirección y haciendo a nuestros lectores aún más sencillo el acceso a la comunicación. En definitiva es lo que precisan y demandan, una fidedigna información de su alrededor y de lo que ocurre. Lo que sí parece claro, casi transparente, es que evolucione de la manera que evolucione la pandemia, la economía camina por un sendero muy distinto (tanto a nivel macro como local), y será muy difícil soportar otro parón de varias semanas. Por lo que tomando el ejemplo de golf y enarbolando esa bandera entusiasta y optimista vamos a seguir impulsando por crecer y dar a conocer todo lo bueno que esta zona puede ofrecer al turismo residencial. ¿Qué este año será de perfil nacional? Estamos más que acostumbrados y estaremos preparados para dar una bienvenida a la altura. No es momento para mentes cerradas. Es momento de reinventarse y construir.

You will forgive my false modesty on this occasion, but if you already begin to see the atmosphere on the terraces, can enjoy a round of golf and have a look at a new edition of El Periódico de Sotogrande in the street then things are getting back on track, as is clear in the headline of our cover. A long way to go? The entire world and more. We will see how the coming weeks and phases of de-confinement but it will be necessary to be vigilant and support the local business sector. Now more than ever it is necessary to set aside the conservative or fearful character that is sometimes awakened by periods of crisis or a freeze of growth and commit to getting the wheel rolling again in all sectors and ensure that it doesn´t stop. We are going to be here and we are going to tell you about it. We are not exempt from the fact that there will be changes and the capacity to adapt will be essential to face these new times. We are personally experiencing it with a stronger commitment than ever to the digital version (our latest online version of the newspaper had five times the potential audience it normally has). We will continue to work in that direction and make access to communication even easier for our readers. Ultimately, that is what they need and request, reliable information about their surroundings and what is going on. What does seem clear, almost transparent, is that however the pandemic evolves, the economy is heading along a very different path (both at a macro and local level) and it will be very difficult to withstand another standstill lasting for several weeks. Therefore, taking the example of golf and flying the flag of enthusiasm and optimism we are going to continue to encourage growth and promoting everything good that this area can offer residential tourism. Which this year will be national? We are already very used to it and we will be ready to give a befitting welcome. This is not a time for closed minds. It is a time for reinvention and building. Las terrazas vuelven a cobrar vida en Sotogrande • La FASE 1 de la desescalada permite la apertura a los diferentes establecimientos hosteleros con terraza y un relativo regreso a la cotidianidad del sector. • El reinicio de la actividad permite tomar algo de oxígeno a uno de los sectores más perjudicados en la pandemia aunque la limitación de aforo y medidas de seguridad merma en consideración el servicio y la facturación habitual. • Este reinicio anima las reuniones entre amigos y familia, el regreso de la buena comida y del un mejor ambiente en ese regreso a la “nueva normalidad”. Torreguadiaro es por excelencia uno de los puntos hosteleros de referencia no ya sólo en el Valle del Guadiaro, en todo el Campo de Gibraltar por su alta concentración de restaurantes y bares de altísima calidad. Reconocidos establecimientos como La Verandah ya se encuentran prestando servicio y dos de los restaurantes con mayor notoriedad, El Trasmallo de Agustino (activo desde el lunes 18 de mayo) y El Sindikato, ya preparan su vuelta a la actividad en los próximos días (éste último, podría abrir sus puertas el próximo 27 de mayo).

Medidas de seguridad Los establecimientos hosteleros tendrán que hacer frente durante este proceso de desescalada a importantes atenciones de carácter higiénico en el desempeño de su actividad y como medida de prevención al contagio de COVID-19. La limpieza y desinfección de mobiliario cada vez que rote una mesa de clientes, uso de desinfectantes y ventilación periódica de las instalaciones serán algunas de las máximas y cotidianas tareas en los restaurantes. Además, los manteles deberán de ser de un solo uso y evitar mantelería con distintos clientes (además se recomienda el lavado mecá-

nico de estos artículos entre 60 y 90 grados). Las cartas digitales a través de los códigos QR son otras de las grandes novedades, así como pizarras y carteles que sustituyan a los habituales menús de mano; la disponibilidad de de dispensadores de geles desin-

fectantes, cubiertos a un solo uso o el pago con tarjeta serán otros de los aspectos que pasen a ser prioritarios durante el servicio. Además de una estricta higiene en baños y zonas comunes de paso, según establecen los protocolos. En definitiva, era obvio que va-

riaría sustancialmente ciertos aspectos en la vida diaria de los bares y restaurantes, algo que no debe por otro lado, ensombrecer la alegría de recuperar una sensación única: sentarnos de nuevo a la mesa, con familia y amigos para disfrutar de una buena velada

(eso sí, en tramos de 60 y 90 minutos).

Sotogrande: el lujo de vivir frente al mar Uno de los grandes regalos que ofrece Sotogrande para los sentidos, como lugar complejo residencial exclusivo, es vivir de cara al mar. Nueva e ilustrativa sentencia sobre el pago del REM de La Marina de Sotogrande Redacción El pasado 6 de abril de 2.020, la Magistrada Juez titular del Juzgado de lo Contencioso Administrativo número dos de Algeciras, dentro del Procedimiento ordinario 337/2014 donde propietarios de la Marina de Sotogrande habían demandado al Ayuntamiento de San Roque, y codemandado a Sotogrande,S.A. dictó la S E N T E N C I A No 83/2020. Representada la parte demandante por sus respectivos Letrados y procuradores, el AYUNTAMIENTO DE SAN ROQUE, representada y asistida por el Letrado D. Miguel Pacheco Montero y CONSERVACIÓN DE LA MARINA,S.L., y SOTOGRANDE S.A. representada por sus Procurador y Letrado. Por la parte demandante, fue interpuesto con fecha 12 de mayo de 2014 recurso contencioso administrativo contra la desestimación por silencio administrativo de las reclamaciones efectuadas en fecha 19 de abril de 2013 y 17 de mayo de 2013 de nulidad de la concesión y autorización administrativa a Sotogrande SA de la explotación de los espacios públicos y privativos de las urbanizaciones de La Marina de Sotogrande y, por ende, la anulación de los actos dispositivos que con dicha concesión ha venido explotando.

Asimismo, los recurrentes solicitaban en el suplico de su demanda que se dicte Sentencia decretando la anulación o consideración de ineficaz de las actuaciones administrativas de determinación de un otorgamiento de autorización para la conservación y mantenimiento de La Marina a la mercantil Sotogrande SA y que ahora se ha adjudicado a la mercantil Conservación de La Marina SA. y se decrete la ineficacia del apartado VI de la modificación del plan especial del año 1999, y resuelva exigir al Ayuntamiento de San Roque la constitución de una EUC en la zona B de la Marina de Sotogrande, al menos en las zonas recepcionadas en el año 2001. Subsidiariamente, exigir al Ayuntamiento de San Roque que inicie el procedimiento de revisión de oficio de la modificación del Plan Especial de la zona B de la Marina de Sotogrande, al objeto de dejar sin efecto el apartado VI y adaptarlo a la LOUA mediante la creación de una EUC. La parte demandante, argumentaba en su demanda que el REM nunca debió ser inscrito en el Registro de la Propiedad por ser normas contrarias al Plan Especial de la Zona B aprobado. En la demanda se pregunta el recurrente cómo Sotogrande SA, consiguió la incripción del REM en el Re-

gistro de la Propiedad. El Ayuntamiento de San Roque se oponía a la demanda con los siguientes argumentos: 1. La verdadera cuestión de fondo de la presente demanda son los pagos que los demandantes, como propietarios de inmuebles en la zona B de la Marina de Sotogrande, hacen a la entidad Sotogrande SA, y que se efectúan en base a lo denominado “Régimen Especial de la Marina”, que es una obligación asumida libremente por dichos propietarios en el perfeccionamiento de sus correspondientes compraventas. El sentido de esta obligación es de estricta naturaleza privada, pero con la interposición de este recurso se quiere aparentar que existe una legitimación de naturaleza administrativa y consecuentemente, pública, en el fundamento de dichos pagos. Que las obligaciones de conservación que recaen sobre Sotogrande SA relativas a la zonas públicas de carácter municipal nada tiene que ver con una supuesta concesión o autorización por parte de la administración municipal que legitime el referido REM, siendo el mismo un acuerdo inter partes regido por el derecho privado y ajeno al ámbito de competencias de la administración. Y por último, la estricta legalidad de los

actos administrativos y de procedimiento seguidos por el Ayuntamiento de San Roque en la aprobación del planeamiento urbanístico referido a la Zona B de la Marina e inexistencia en los mismos de legitimación de régimen económico alguno sobre los particulares. La Magistrada consideró como relacionado con el fondo del asunto del pleito la anulación de los actos administrativos o de la autorización que ha permitido a Sotogrande SA asumir el mantenimiento y conservación de los viales públicos y demás espacios públicos y privados del conjunto de urbanizaciones que componen la Zona B de la Marina de Sotogrande, pero concluyendo que, después de analizar la extensa documentación que se ha no existe ninguna autorización administrativa concedida por el Ayuntamiento de San Roque que ampare la actuación de la mercantil demandada. La misma no tiene su origen en ninguno de los actos del Ayuntamiento. Sotogrande SA no ostentaba conce-

sión alguna, ni autorización por parte del Ayuntamiento que le legitimara al establecimiento del Régimen Especial de la Marina. Por lo tanto,-dice la Magistrada- si los recurrentes consideran que el Régimen Especial de La Marina no se ajusta ni a la normativa urbanística ni a la Ley de Propiedad Horizontal, deberán solicitar la nulidad del negocio jurídico contenido en la escritura de 25 de julio de 1995 y su posterior inscripción en el Registro de la Propiedad. Pero tal pretensión es ajena a los actos de la administración y, por lo tanto, deberá ser residenciada ante la jurisdicción civil y no ante la contencioso-administrativa. La petición de la demanda sobre este particular debe ser, en consecuencia,desestimada. Concluyendo el fallando que “debo DESESTIMAR Y DESESTIMO el recurso contencioso-administrativo interpuesto por…., manteniéndose la resolución impugnada en su integridad por ser conforme a Derecho”.

On 12 May 2014 the plaintiff lodged an administrative appeal against the dismissal due to administrative silence of the claims made on 19 April 2013 and 17 May 2013 of the annulment of the granting and administrative authorization of Sotogrande SA of the use of the public and private spaces of the resorts of Sotogrande Marina and, thus, the annulment of the proceedings that it had been using with the aforementioned granting.

Likewise, the appellants requested in their claim that a Ruling should be made decreeing the annulment or consideration as ineffective of the administrative actions ruling to grant authorisation for the conservation and maintenance of the Marina to the company Sotogrande SA, which has now been awarded to the company Conservación de La Marina SA., and to rule the ineffectiveness of part VI of the modification of the special plan of 1999, and to rule to require the Council of San Roque to establish an Urban Conservation Entity in zone B of Sotogrande Marina, at least in the areas received in 2001. Subsidarily, they requested that the Council of San Roque should begin the procedure for the ex officio review of the modification of the Special Plan of zone B of Sotogrande Marina, in order to annul part VI and adapt it to the LOUA via the creation of a UCE. The plaintiff, argued in its claim that the Special Regime of the Marina should never have been registered

in the Property Register as these rules contravene the approved Special Plan of Zone B. In the claim the appellant asks how Sotogrande SA managed to have the Special Regime of the Marina (REM) registered in the Property Register. The Council of San Roque opposed the claim with the following arguments: 1. The true fundamental matter of the claim are the payments that the plaintiffs, as owners of properties in zone B of Sotogrande Marina, make to the company Sotogrande SA, which are made based on what is called the “Special Regime of the Marina”, which is an obligation assumed freely by these owners in the execution of their corresponding purchases. The sense of this obligation is strictly private, but with the lodging of this appeal there is an attempt to make it appear that there is legitimisation of an administrative and consequently, public nature, in the basis of these payments. That the conservation obligations that are the responsibility of Sotogrande SA relating to public areas of a munici-

pal nature have nothing to do with a supposed granting or authorisation by the municipal administration that legitimises the aforementioned REM, and it is an agreement between parties that is governed by private law and outside of the realm of responsibilities of the administration. And lastly, the strict legality of the administrative and procedural acts followed by the Council of San Roque in the approval of the urban planning relating to Zone B of the Marina and the non-existence in them to legitimise any economic regime for individuals. The Judge deemed the annulment of the administrative acts or the authorization acts that have enabled Sotogrande SA to take over the maintenance and conservation of public roads and other public and private spaces in the series of resorts that comprise Zone B of Sotogrande Marina to be linked to the fundamental matter of the case, but concluded that, after analysing the extensive documentation, there is no administrative authorization granted by the Council of San Roque that covers the action of the

defendant company. Its origins do not reside in any of the acts of the Council. Sotogrande SA did not hold any concession, or any authorisation from the Council that legitimised the establishment of the Special Regime of the Marina. Therefore, states the Judge, if the appellants consider that the Special Regime of the Marina does not comply with urban planning legislation nor the Spanish Horizontal Property Law, they must request the annulment of the legal business contained in the deed of 25 July 1995 and its subsequent registration in the Property Register. However, such an intention is unrelated to the acts of the administration and, therefore, it should be dealt with by civil jurisdiction and not with administrative law. The request of the claim regarding this matter must, consequently, be rejected. The ruling concludes that “I must REJECT AND I REJECT the administrative appeal lodged by...., and the contested ruling is fully upheld as it is in accordance with the Law”.

Empresas, Alejandro y Diógenes Alejandro Magno, el hombre más poderoso del mundo, quiso conocer en Corinto a uno de los pocos que no habían acudido a saludarlo. Era el filósofo Diógenes de Sinope, que vivía en una tinaja, en la más extrema pobreza. Cuenta Plutarco que Alejandro le preguntó si necesitaba algo, y el pensador le respondió: “Sí, retírate del sol”. Esta célebre anécdota ilustra el problema de las empresas y la política. Los populistas de Podemos aseguran que la prosperidad se conseguirá hostigando a las mujeres y los hombres de negocios. Siglos de historia los desmienten y, por fortuna, han perdido respaldo electoral. Pero allí están, y co-gobiernan hoy en España. Aseguran en el PSOE que ellos no comparten la agenda anti-empresarial de Pablo Iglesias, pero no proponen bajar los impuestos y reducir los costes y trabas burocráticas que padecen nuestras empresas. Los demás partidos políticos alegan que están a favor de los empresarios, aunque rara vez tienen la humildad de reconocer que el Estado no sabe nada de las empresas, y que lo que debería hacer no dañarlas aún más, y dejarlas en paz.

En cambio, proliferan planes intervencionistas sobre las empresas, desde la nacionalización de parte de su capital, hasta subsidios y ayudas de diverso tipo. Son estrategias equivocadas, que pueden resultar costosas para los contribuyentes, y que a menudo desembocan en que reciben privilegios los grupos más grandes y poderosos, a expensas de las pequeñas y medianas empresas, que son la mayoría, y emplean a la mayoría de los trabajadores. La mejor estrategia es la de Diógenes, a saber, que el Estado no sea un obstáculo para el desarrollo de las empresas. Debe retirarse para que ellas busquen la luz y el camino, especialmente en tiempos convulsos como los actuales, donde resulta aún mas imprescindible un marco institucional flexible para que la iniciativa empresarial pueda adaptarse rápidamente a las nuevas circunstancias. Sospecho que nuestros gobernantes no leen a Plutarco. Tras su asombroso diálogo, los hombres de la escolta de Alejandro se burlaron del filósofo, pero su jefe les advirtió: “Si no fuera Alejandro, me gustaría ser Diógenes”.

The PSOE states that they do not share the anti-business agenda of Pablo Iglesias, but they do not propose lowering taxes and reducing the costs and bureaucratic obstacles that afflict our companies. The other political parties claim that they are in favour of business people, although they rarely have the humility to acknowledge that the State knows nothing about companies, and that it

should not further damage them and leave them in peace. On the contrary, there are an abundance of interventionist plans for companies, from nationalising part of their capital, to subsidies and different types of grants. These strategies are mistaken, and may be costly for tax payers, and they often result in the largest and most powerful groups receiving privileges at the expense of small and medium-sized companies, which make up the majority, and employ the majority of workers. The best strategy is that of Diogenes, namely, that the State should not be an obstacle for the development of companies. It should get out of the way so they can seek light and the path forward, especially in turbulent times like at present, where a flexible institutional framework is even more essential to ensure that the business initiative can quickly adapt to the new situation. I suspect that our rulers do not read Plutarch. After his amazing conversation, the men in Alexander´s convoy mocked the philosopher, but their boss told them: “If I were not Alexander, I would like to be Diogenes”.

El Consistorio plantea destinar 2,7 millones de euros para paliar los efectos del coronavirus M. Gil El Ayuntamiento de San Roque informó que se encuentra en estos momentos cerrando una serie de medidas socioeconómicas que supondrán destinar en el segundo semestre del año el 20% del superávit de 2019, unos 2,7 millones de euros, a distintas medidas socioeconómicas para paliar los efectos de la covid-19. Así, se contratará a cuatro personas para reforzar la atención a personas vulnerables; se incrementará en un millón de euros las ayudas económicas familiares; se adquirirán pantallas para proteger al personal municipal por 100.000 euros; y se pretende crear

un itinerario socio-laboral para usuarios de Servicios Sociales. El alcalde, Juan Carlos Ruiz Boix, explicó que estas medidas se pondrán en marcha a partir del 1 de julio. “Queremos incorporar ese 20 % de nuestro superávit -apuntó-, que totaliza la cuantía como digo de 2.700.000 de euros, y que va a tener un destino claro: seguir colaborando y ayudando a paliar los efectos de la crisis socioeconómica de muchas familias de San Roque. Vamos a estudiar distintas cuestiones y a reforzar otras que ya hemos puesto en marcha”. “Principalmente -señaló el alcalde-

Se trata de un itinerario sociolaboral destinado a personas vulnerables por importe de un mi-

llón y medio de euros”. A estos tres programas se suma “una cuarta línea por un importe inicial de 100.000 euros”. Recordó que para el personal municipal ya se han adquirido mascarillas, guantes y otros equipos de protección individual, a los que ahora se van a sumar unas mamparas “que van a trasladar mayor seguridad y mayor garantía en la atención presencial de los servicios municipales que en las próximas semanas se van a aperturar en función de lo que se vaya legislando dentro del Decreto de estado de alarma”.

Despite the fact that legal advice is not

La “nueva normalidad” afectará, a todos luces, al uso cotidiano de lugares comunes en temporada estival como son las playas, principalmente, a aquellas con pocos metros de arenas o muy enclaustradas en núcleos urbanos. Si por registro poblacional (áreas con menos de 5.000 habitantes), las franjas horarias no contaron con demasiado perjuicio en la zona de Sotogrande y el resto del Valle del Guadiaro, el uso de playas a partir del 25 mayo (si las condiciones así lo permiten de evolución de la pandemia COVID-19). En una entrevista por videoconferencia y en exclusiva de Juan Carlos Ruiz Boix, alcalde de San Roque, a El Periódico de Sotogrande, ya adelantó que los informes prelimianres que llegaban desde la Junta de Andalucía ya apuntaban a un inusual verano en el que veremos playas con aforo limitado de usuarios y restricciones. Una cuestión bastante compleja en grandes núcleos y playas muy concurridas y que plantearía la

necesidad de presencia de importantes medidas de prevención y control, bien con drones y otro tipo de herramientas (cuestiones que se han especulado en otros destinos costeros similares a San Roque). Además, también afectaría la imposibilidad de establecer lugares comunes de uso como los lavabos, vestuarios o duchas; una cuestión a la que pocos bañistas están acostumbrados pero que se antoja imprescindible para cuidar de esa higiene común y como medida de prevención. Respecto al servicio de socorrismo, admitió estar en pleno proceso de contratación ya que además varían notablemente las condiciones de años anteriores. En cuestión relacionada de chiringuitos, la normativa actual, simplemente recalca que podrían contar con el 50% del aforo permitido aunque el primer edil ya pudo adelantar que estudian como conseguir ampliar metros para los establecimientos del litoral sanroqueño

El alcalde adelantó que “desde el Ayuntamiento de San Roque estamos estudiando nuestro litoral, que está compuesto por 15 kilómetros, entre tres o cuatro kilómetros del área de la bahía (playas de Guadarranque, Puente Mayorga y Campamento) y luego unos 11 kilómetros en la zona norte del municipio, que van desde la zona de la Alcaidesa de La Línea, desde el inicio de nuestro término municipal y que atraviesa Alcaidesa-San Roque, Borondo, Guadalquitón, Sotogrande, Torreguadiaro y Cala Sardina”. Por ello, “el área de Urbanismo y de Medio Ambiente está estudiando el aforo que deben tener las playas en función del decreto que ha sacado la Junta de Andalucía y, por otra parte, estamos valorando la dificultad de controlar ese aforo”. El alcalde opina que “si existe un dicho popular de que es difícil ponerle puertas al campo,

pues de igual manera respecto a la playa”. En relación a la parcelación de las playas, señaló que “es difícil en zonas urbanas donde hay un menor espacio, donde la lámina de arena es reducida y donde prácticamente cabe sólo una fila, no varias, y cada unidad de convivencia, que es como lo llama el decreto, que es la sombrilla que comparte una familia con el espacio que ocupan sus toallas con un mínimo de diez metros cada unidad de convivencia”. El alcalde reclama, por tanto, ayuda, porque “para todo ello necesitamos recursos económicos y entendemos que si la Junta de Andalucía tiene que

defender un sector clave en la economía de Andalucía como es el turístico, debemos prestar este servicio con garantía, seguridad, limpieza, desinfección y tratando de garantizar que todo aquel que nos visite o la propia población de cada una de nuestras barriadas tengan los mejores servicios para que no haya problema de contagio”. Por tanto, el alcalde considera esta cuestión como “un tema difícil, en el que estamos dando estos primeros pasos para adecuar las nuevas circunstancias de la playa a la nueva realidad de la pandemia del coronavirus y a las exigencias que plantea la Junta de Andalucía, y en las próximas semanas hablaremos con los vecinos sobre cada una de estas circunstancias”.

Informe Junta de Andalucía Explicó el primer edil que la Junta de Andalucía obliga este año a fijar un horario de playas, “que será el que tengamos en socorrismo y salvamento y por tanto será desde las 12 de la mañana hasta las 20 horas”. Igualmente, en la reunión del

equipo de gobierno se ha visto que la Junta “nos obliga a fijar un aforo, un tope de personas que tienen que ir a cada playa y en este caso están realizando ese estudio los técnicos de urbanismo para fijarlo en función de las dimensiones de cada playa, de los kilómetros que tiene el litoral”.

Recordó el alcalde que la suma global son 15 kilómetros de playa, de los que son casi 4 en la parte de la bahía, y luego otros 11 desde Alcaidesa San Roque hasta Cala Sardina. Hay que distinguir entre playas urbanas (Guadarranque Puente Mayorga Campamento y Torrreguadiaro) y playas no urbanas

como Borondo, Guadalquitón, o El Faro, “en las que el gobierno municipal considera que es excesivamente complejo, y yo diría imposible, el control del aforo”. “Tal y como están hoy en día las exigencias -reflexiona Ruiz Boix- es imposible, no tenemos recursos suficientes, no tenemos policías locales suficientes para tener atendidas las ocho playas y sus salidas y entradas”. Entiende también que “es imposible controlar la cooperación vecinal. Pedimos a los vecinos que utilicen las playas cuando realmente las utilicen, y no hagan reservas de espacios colocando las sillas y sombrillas en horas previas a la utilización de la playas. Tenemos que respetar las distancias y hacemos un llamamiento a la responsabilidad para que no reservemos espacios para que los puedan utilizar otros”. “Además -reflexiona el alcalde- el municipio de San Roque no son sólo 33 mil habitantes, sino que pueden ser usuarios de las playas los propietarios de residencias que vengan de otras

Beaches with limited capacity and restrictions The “new normality” will clearly affect the daily use of common places during the summer season, such as beaches, mainly those with few metres of sand or that or very enclosed in urban areas. • El área de Turismo de Mancomunidad constituye una mesa de trabajo para analizar y proponer medidas y acciones para la reactivación del sector turístico en el Campo de Gibraltar. • El grupo establece como prioridad restablecer una oferta adaptada y atractiva en este nuevo escenario. • Proximidad, actividades vinculadas a la naturaleza y turismo familiar, principales claves. Tras los acuerdos adoptados en la última sesión extraordinaria del Consejo Económico y Social del Campo de Gibraltar, el vicepresidente de la Mancomunidad de Municipios, Daniel Perea y la delegada especial del área de Turismo de la Institución Comarcal, Ana Ruiz, organizaron la primera reunión de trabajo, mediante videoconferencia, con representantes del sector turístico de la Comarca (delegados, empresarios, parques naturales etc.) El eje central fue la creación de un grupo de trabajo que tendrá como objetivo esencial analizar y establecer las medidas necesarias para paliar las negativas consecuencias provocadas por la crisis sanitaria actual, las cuales afectan de forma directa y notable al sector turístico del Campo de Gibraltar. Esta primera toma de contacto puso de manifiesto “la necesaria readaptación de la oferta turística comarcal a la nueva demanda” que, en opinión de los participantes, debe orientarse hacia el “turismo cercano, de proximidad, siendo el automóvil el medio de transporte utilizado y estando dirigida a un segmento de población cuyas edades es-

tén por debajo de los cuarenta años, junto al turismo familiar”. Igualmente, los participantes destacaron que dichas propuestas han de acompañarse de actividades vinculadas a la naturaleza y al aire libre, actividades que tendrán un máximo protagonismo, así como las visitas a monumentos históricos y culturales. Por su parte, los directores de

los Parques Naturales coincidieron en la necesidad de reforzar la marca “Campo de Gibraltar”, basando la oferta turística en los valores naturales presentes en nuestra Comarca. “Valores que en estos momentos volverán a ser altamente demandados”, en opinión de dichos representantes, que a la vez incidieron en la riqueza patrimonial natural que

dispone el Campo de Gibraltar al contar con dos espacios protegidos de alto nivel, junto a la reserva de la Biosfera Intercontinental del Mediterráneo. Por parte del sector empresarial fueron solicitadas la adopción de necesarias medidas y propuestas a largo plazo, junto a otras de carácter urgente e inmediato. Province takes first steps to restart tourism After the agreements adopted in the last extraordinary session of the Economic and Social Board of Campo de Gibraltar, the vice-president of the Association of Municipalities, Daniel Perea and the special delegate of the Tourism department of the Provincial Institution, Ana Ruiz, organised the first working meeting, via videoconference, with representatives from the tourist sector in the Province (delegate, entrepreneurs, natural parks, etc.) The central focus was the creation of a work group whose essential objective will be to analyse and establish the necessary measures to mitigate the negative consequences caused by the current health crisis, which have a direct and notable effect on the tourist sector in Campo de Gibraltar. This first contact showed “the necessary re-adaptation of the provincial tourism offer to the new demand” which, according to the participants, should be aimed at “close tourism, using cars as the method of transport and aimed at a population segment aged under forty, along with family tourism”. Likewise, the participants highlighted that the proposals should be accompanied by

activities linked to nature and the outdoors, activities that will play a key role, as well as visits to historic and cultural monuments. In turn, the directors of the Natural Parks agreed on the need to reinforce the “Campo de Gibraltar” brand, basing the tourism offer on the natural assets present in our Province. “Assets which will now become highly sought-after again”, according to the representatives, who in turn highlighted the rich natural heritage found in Campo de Gibraltar as it has two high level protected spaces, along with the Intercontinental Biosphere Reserve of the Mediterranean. On behalf of the business sector, the adoption of necessary measures and long-term proposals were requested, along with other urgent and immediate measures. Likewise, an emphasis was placed on the necessary recovery of the trust of visitors, who need to internalise that “businesses as well as tourist destinations are safe”. Lastly, the entrepreneurs highlighted the great importance that online transactions will acquire in the sales process, as well as the role that social networks will have on tourism promotion.

Asimismo, José Carlos Martín, como presidente del colectivo, quiso ser el portavoz de todos los puertos deportivos a los que representa para transmitir un mensaje de seguridad y confianza a los usuarios de los puertos deportivos ya que todas las instalaciones están preparadas para poder volver a la actividad en cuanto se establezca.

El puerto deportivo de Sotogrande reinicia paulatinamente su actividad M. Gil Los puertos deportivos pertenecientes a Marinas de Andalucía ya han reiniciado varias de sus actividades, al haber pasado esas provincias a la Fase 1 de la desescalada del confinamiento. A través de la Orden TMA/ 400/2020, de 9 de mayo, el Gobierno estableció las condiciones para el ejercicio de la navegación de recreo o deportiva y otras actividades aeronáuticas de recreo, dependiendo de la Fase del Plan de Desescalada en el que el territorio en cuestión

se encuentre. De este modo, el puerto deportivo de Sotogrande avanza a la Fase 1. En esta Fase, se permite la navegación de recreo pero con limitaciones, teniendo la consideración de turismo activo y de naturaleza. Se permite la navegación de personas que tengan su domicilio en la misma provincia en la que esté amarrada la embarcación. En cuanto a la capacidad: para las personas que residan en el mismo domicilio el barco

podrá ir al 100% de su capacidad; para personas que convivan en distintas residencias, podrán ir a bordo solo el 50% de las personas autorizadas en los certificados correspondientes de cada embarcación. Las embarcaciones no pueden alejarse más de 12 millas desde el puerto y no se debe sobrepasar los límites costeros provinciales. Además, deberán adoptarse medidas de desinfección y refuerzo de las normas de higiene en las em-

barcaciones. En cuanto a las visitas para las comprobaciones de seguridad y mantenimiento de las embarcaciones, el propietario o persona autorizada podrá residir en cualquier municipio de la provincia donde tenga amarrada la embarcación. Si bien, no se permite la visita si reside en otra provincia. Y solo puede acceder una persona al barco. Por lo que respecta al alquiler de barcos y motos de agua está permitido. La empresa de alquiler y los usua-

rios deben estar en la misma provincia. En las motos náuticas solo podrá ir una persona a bordo, salvo personas que convivan en el mismo domicilio. En el caso de los barcos de alquiler, si todas las personas residen en la misma vivienda se podrá alcanzar el 100% de la capacidad del barco. Pero si los usuarios habitan en diferentes domicilios solo se podrá ocupar el 50% de las personas autorizadas en los certificados de la embarcación.

Calmness Have you realised that there are people who seem to have everything under control? They remain calm, even in situations that would drive most of us up the wall. Like a strong and heavy rock, they ride out the storms that cross their path. They try to seek the consent of others and handle their “tempo” properly, often against the tide. These people are normally our role models unconsciously. There are other people we cannot say the same about. When they are caught up in any storm, they have trouble controlling the turbulence. Their levels of stress increase if they get a disappointment in life. They find it hard to see the positives when they fight to find joy and get bogged down. It should be made clear that I belong to the latter group, but I am fighting to stop being in it and it is something I take very seriously. It is easy to say “Look on the bright side of things” in order to help someone near and dear to be a part of the group of happy and calm people, but it is difficult for the person who receives the advice to assimilate it, especially when they are an adult. Children do have that magic that enables them to regain happiness or a state of almost automatic wellbeing but this humble servant, like most of the readers of this great newspaper, has long ceased to be part of that club. THE STRENGTH AND POWER TO FORGE OUR OWN DESTINY IS WITHIN US. In my own crazy life, I have seen and experienced the complete spectrum entailed in facing the adversities of life. Analysing myself, I have discovered that, at the end of the day, attitude is everything. It either finishes you off or makes you stronger. However, it is not as easy as turning on a “positive thinking” button. It requires constant reflection and effort to change our habits. These habits are mentioned by most experts on this matter: 1. Do regular exercise. It is well-known that sport releases endorphins, which produces happiness. 2. Carry out meditation. It is important to take a moment of calm, to savour and observe things. Sometimes 10 minutes a day is enough to sit down calmly or walk in nature in order to help your mind to strengthen the “muscles” it needs to set aside stress and worries and experience the joy of the moment. 3. Honour your truth. What excites you? What do you love doing to lose control of time? It doesn´t matter what others want to do, or what you believe that you should do. What speaks to

your soul? If you pay attention to it, it will transport you to the place of happiness. A repressed spirit will be continually regretful. Free your soul. 4. Say what you think. It may be easy to fall into the trap of always wanting to please and worrying too much about what people think. However, each time you say yes to something that isn´t really you, you are saying no to your objectives and dreams. You can´t be everything to everyone, but you must be honest with yourself. 5. Surround yourself with friends that support you. Naturally, humans are social creatures. Being part of a tribe of understanding friends who want to see you triumph is a key component to living a happy and satisfied life. Join people with whom you share dreams and objectives. In order to find such a friendship, you yourself must be a good friend and act as support. The rest will follow. 6. Express your gratitude. If we think of all the good things we have (even the most basic, like a home and food), we realise that we have lots of reasons to smile. By doing so, we cast the reasons for our stress to the background. Also, showing gratitude for what we have attracts more abundance into our life. 7. Get enough sleep. La Escuela Oficial de Música San José ducación continúa sus enseñanzas

La Escuela Oficial de Música San José es el primer conservatorio profesional de música de carácter privado de la Costa del Sol, pudiendo impartir en grado profesional (titulación oficial) 18 especialidades sinfónicas: canto, viola, violín, violonchelo, contrabajo, guitarra, piano, arpa, percusión, clarinete, flauta travesera, trombón, trompa, tuba, trompeta, saxofón, fagot y oboe. Todos aquellos interesados en la enseñanza musical, que se veían obligados a recorrer grandes distancias para optar a dicha formación, ahora cuentan en la localidad de Estepona con un Centro Autorizado de Enseñanzas Artísticas Profesionales de Música por la Junta de Andalucía. Resumen Real-Decreto-Ley 18/2020, 12 de mayo, de medidas sociales en defensa del empleo

Una vez más durante esta crisis provocada por el COVID-19, aprovechamos nuestros artículos para facilitaros las novedades legislativas al respecto. En esta edición comentamos de manera muy resumida el RDL de 12 de mayo de medidas sociales en defensa del empleo. Siendo de resaltar los siguientes puntos: 1. Extensión hasta el 30/06/2020 de los ERTE por fuerza mayor total (FMT) de aquellas empresas que, afectadas por la crisis del COVID-19 ven impedido el reinicio de la actividad. No obstante, por acuerdo del Consejo de Ministros, se podrán prorrogar estos ERTE, estableciéndose para ello la creación de una Comisión de Seguimiento del proceso de desconfinamiento. 2. Se considerará que se encuentran en situación de fuerza mayor parcial (FMP) desde el momento en que las causas reflejadas en el artículo 22 del RDL 8/2020 permitan la recuperación parcial de su actividad -y hasta el 30/06. Con la posibilidad de que las empresas pueden desafectar a uno o varios trabajadores y dejar a otros en ERTE. 3. No podrán acogerse a ERTE de fuerza mayor las empresas y entidades con domicilio en paraísos fiscales. Y, las empresas que se acojan a estos procedimientos no podrán repartir dividendos durante el ejercicio fiscal correspondiente a la aplicación del ERTE (2020), excepto si devuelven a la Seguridad Social las cuotas de las que fueron exoneradas. 4. Las medidas de protección por desempleo asociadas a estos ERTE (que se conceden sin necesidad de cumplir el periodo de carencia y sin computar el lapso temporal a los efectos de consumir los períodos máximos de percepción) se mantendrán hasta el 30 de junio, salvo las de los fijos-discontinuos, que serán de aplicación hasta el 31 de diciembre. 5. Se facilitará la transición de ERTE por fuerza mayor a ERTE ETOP y se permitirá que estos últimos se tramiten mientras estén vigentes los primeros. 6. En los ERTE por fuerza mayor (COVID-19) se estableció una exoneración de cotizaciones. En aquellos casos en los que no se

reinicie la actividad (FMT), las exenciones en la cuota empresarial, así como en aquellas por conceptos de recaudación conjunta durante los meses de mayo y junio se mantienen sin modificación alguna, pero variarán en aquellos que sí se reinicie la actividad, ya sea total o parcialmente. 7. En relación con el mantenimiento del empleo de los afectados por el ERTE de fuerza mayor durante un período de 6 meses desde la fecha de reanudación de la actividad, dicha obligación se flexibiliza, modificando la DA 6ª del RDL 8/2020, de 17 de marzo. Concretamente: a. Se especifica que el cómputo de 6 meses contará desde la reincorporación al trabajo efectivo de personas afectadas por el ERTE. b. Se establece que el compromiso de mantenimiento del empleo se considerará incumplido si se produce el despido o extinción de los contratos de cualquier trabajador afectado por el ERTE de fuerza mayor. Con la excepción de los contratos que se extingan por despido disciplinario procedente, dimisión, muerte, jubilación, incapacidad permanente total, absoluta o gran invalidez y extinción de un contrato temporal por finalización de su vigencia o por el fin de la obra o servicio contratado. c. Este compromiso de mantenimiento del empleo se valorará en atención a las características específicas del sector y la normativa aplicable. d. El compromiso de mantener el empleo seis meses después de reanudar la actividad no se aplicará a aquellas empresas que tengan riesgo de entrar en concurso de acreedores. e. En el caso de incumplimiento de esta cláusula, las empresas deberán devolver todas las cuotas de las que fueron exoneradas, con recargo e intereses de demora. Summary of Ryal Decree-Law 18/2020, of 12 May, on social measures to defend employment Once again during this crisis caused by COVID-19, we are using our articles to provide you with legislative developments on the matter. In this edition we are offering a very summarised comment on the RDL of 12 May on social measures to defend employment. The following points are worth highlighting: 1. Extension until 30/06/2020 of the temporary workforce restructuring plans (ERTE) due to total force majeure (FMT) for companies that, affected by the COVID-19 crisis, are prevented from restarting activity. However, through an agreement by the Spanish Cabinet, it will be possible to extend these temporary workforce restructuring plans (ERTE), and a Monitoring Committee for the de-confinement process has been established for this purpose. 2. It will be deemed that companies are in a partial force majeure (FMP) situation from the time that the causes outlined in article 22 of RDL 8/2020 allow the partial recovery of their activity - and up until 30/06. There is the option for companies to release one or several workers and leave others in temporary workforce restructuring plans (ERTE). 3. Companies and entities that are domiciled in tax paradises cannot avail of temporary workforce restructuring plans (ERTE) caused by force majeure. And, the companies that avail of these procedures cannot distribute dividends during the tax year corresponding to the application of the ERTE (2020), unless they return the fees that they were exempted from to Social Security. 4. The protection measures for unemployment associated with these ERTE´s (that are granted without the need to fulfil the grace period and without counting the time span for the purposes of using up the maximum periods of receiving the measures) will be maintained until 30 June, except for seasonal contracts, which will apply until 31 December. 5. The transition from ERTE due to force majeure to ERTE ETOP will be facilitated and will enable the latter to be processed while the former remain in force. 6. For the ERTEs caused by force majeure (COVID-19) an

exemption from payments has been established. In cases where the activity (total force majeure) is not restarted, the exemptions from the company contribution, as well as for the concepts of joint contributions during the months of May and June are maintained without any modification, but will vary for those where the activity is restarted, whether totally or partially. 7. With regard to maintaining the employment of those affected by the ERTE due to force majeure during a period of 6 months from the date that activity restarts, this obligation has been made flexible, modifying the 6th additional disposition of Royal Decree-Law 8/2020, of 17 March. Specifically: a. It is specified that the count of 6 months will start from the reinsertion into effective work of the people affected by the ERTE. b. It is established that the commitment to maintain employment will be considered to have been breached if the dismissal or termination of the contracts of any worker affected by the ERTE for force majeure takes place. With the exception of contracts that are terminated due to a lawful dismissal for misconduct, resignation, death, retirement, total permanent incapacity, full or severe disability and termination of a temporary contract due to the end of its term or due to the end of the work or service contracted. c. This commitment to maintain employment will be assessed in accordance with the specific characteristics of the sector and the applicable legislation. d. The commitment to maintain employment six months after restarting activity will not apply to the companies that are at risk of entering an insolvency procedure. e. In the case of a breach of this clause, companies must return all the contributions they were exempted from, with a surcharge and interest on arrears. Con este lema por bandera y teniendo a las familias como centro del cambio social, todo el equipo de los colegios bilingües Puertoblanco-Montecalpe sigue dando lo mejor de sí también estos días. Continúan las clases a través del sistema de trabajo y aprendizaje online, “Attendis At home” https://attendis.com/ at-home/. Gracias a los Proyectos de Digitalización que

se llevan incorporado en estos colegios desde hace años, tanto alumnos como profesores han podido adaptarse con facilidad y rapidez a estas nuevas circunstancias. Por eso, Puertoblanco-Montecalpe sigue acompañando y prestando servicio educativo a los alumnos, con la mayor normalidad posible. Con esta intención, se ha creado un espacio web con información sobre cómo siguen trabajando, educadores y familias,

en cada una de las etapas educativas durante estos días. De este modo, cuando se reanuden las clases, los alumnos podrán continuar con la programación prevista de manera natural y sin retrasos. De hecho, con el comienzo de la Fase 1 de la Desescalada en la provincia de Cádiz, los colegios Puertoblanco-Montecalpe han comenzado también su desescalada, preparando el colegio para el nuevo curso, adaptando las debidas medidas de seguridad a las instalaciones, así como atendiendo a las matrículas del nuevo curso. Uno de los ejemplos de este esfuerzo es la realización de simulacros online de los exámenes de Cambridge, en los que los alumnos de estos

centros educativos alcanzan el nivel C1, como mínimo, al finalizar el colegio. De este modo, tanto las etapas de Educación Primaria como Secundaria y Bachillerato continúan con el ritmo en Inglés. Además, el equipo docente de Attendis continùa atendiendo de forma personal a los alumnos a través de tutorías en videollamada y sigue desarrollándose profesionalmente con formaciones, así como compartiendo sus reflexiones y experiencias en el blog “Educación del futuro”. https:// attendis.com/educacion-del-futuro/ Por otro lado, Puertoblanco-Montecalpe sigue apoyando a las familias en el aspecto más h u m a n o, fundamental para el desarrollo integral del alumno. Medalla de Oro: por la lucha contra el Coronavirus •

Hasta ocho colectivos serán galardonados con la medalla de Oro de San Roque por su lucha en diferentes campos contra la propagación del COVID-19.

• Entre los galardonados destaca la condecoración al personal de las residencias de mayores, entre los que destaca La Milagrosa de San Enrique. • El día 21 se entregará de manera simbólica a la espera de que las circunstancias permitan celebran un entrega pública de las distinciones.

Gil / Redacción El Pleno Institucional de Honores y Distinciones con motivo del Aniversario de la Fundación de la Ciudad distinguirá con la Medalla de Oro de San Roque a 8 colectivos de lucha contra el Coronavirus. Así se decidió por unanimidad en el Pleno Ordinario de la Corporación celebrado el jueves. A la propuesta de la Alcaldía se adhirieron el PP, 100x100, Adelante San Roque, Ciudadanos; y se aprobó por unanimidad. Así, se acordó conceder la Medalla de Oro a 8 grupo de colectivos; se hará el próximo 21 de mayo de manera simbólica habida cuenta las actuales restricciones derivadas del Estado de Alarma; y que una vez se supere esta crisis sanitaria, se celebrará un Acto Institucional para la entrega pública de estas distinciones en la forma y fecha que se determine por parte de la Corporación Municipal. En concreto, se acordó conceder la Medalla de Oro de a Ciudad al Personal sanitario, un reconocimiento

a los profesionales de los Centros de Salud de San Roque y sus barriadas, al personal del Área de Gestión Sanitaria Campo de Gibraltar Este y su Hospital de referencia en La Línea de la Concepción y a los profesionales de las farmacias del municipio. También al personal dedicado a la atención de personas mayores: Reconocimiento a las plantillas del CRM “Centro del Mayor” y las residencias de mayores “Fundación La Milagrosa” y “Pergomar” así como al personal que trabaja en el Servicio de Ayuda a Domicilio. El tercer grupo, a los Agentes de los Fuerzas y Cuerpos de Seguridad: Reconocimiento a los efectivos de la Policía Local, Consorcio Provincial de Bomberos, Infantería de Marina participante en la Operación Balmis, Policía Nacional, personal de seguridad privada y voluntarios de la Agrupación Local de Protección Civil. Asimismo, y dada la excepcionalidad de la situación

creada en la lucha contra la pandemia, reconocer a la Guardia Civil aún cuando en el año 2019 recibió la Medalla de Oro de la Ciudad de San Roque con motivo de la conmemoración del 175 aniversario de su fundación. También recibirán la Medalla de Oro el personal encargado de tareas de limpieza: Reconocimiento a los trabajadores y trabajadoras del servicio de recogida de Residuos Sólidos Urbanos (RSU), limpieza

viaria y limpieza de edificios municipales. El sector de la alimentación recibirá el reconocimiento a las personas empleadas en supermercados y tiendas de alimentación, profesionales de la logística, transportistas y reponedores que han garantizado el suministro alimentario. Otro grupo reconocido es el de los Voluntarios, las personas anónimas que, desde sus casas, y con mucho esfuerzo y horas de dedicación,

han confeccionado miles de mascarillas que se han repartido en nuestro municipio y en localidades vecinas para proteger a la población y evitar de esta manera la propagación de la enfermedad. También merecen ser distinguidos con la Medalla de Oro de la ciudad los agricultores que de manera desinteresada han aportado sus maquinarias para llevar a cabo tareas de desinfección, así como entidades sin ánimo de lucro que colaboran de manera solidaria con las dificultades que atraviesan familias del municipio como consecuencia del Covid-10. En especial, el reconocimiento a los cinco grupos de Cáritas, en San Roque y las barriadas, y a la ONG “Apoyo Mutuo”. Por último, recibirán la Medalla de Oro la Comunidad Educativa: Reconocimiento a los profesores, alumnos, AMPAs, padres y madres y a los monitores del Plan de Refuerzo de la Alimentación Infantil.

Especially, there is recognition of the five Cáritas groups, in San Roque and the districts, and the NGO “Apoyo Mutuo” (Mutual Support). Lastly, the Educational Community will receive the Gold Medal: There will be recognition for the teachers, pupils, parents´ associations, mothers and fathers and the supervisors of the Reinforcement Plan for Feeding Children.

El servicio, gratuito, se puso en marcha el pasado 14 de abril. El funcionamiento es que la persona solicitante envíe un correo electrónico a educacionsanroque@gmail.com con sus señas, número de teléfono para un posterior contacto desde el Ayuntamiento, y el material a imprimir en formato PDF. Se debe mencionar en el correo el nombre del padre o tutor, nombre del alumno y curso y centro educativo. Una vez recibido e impreso ese material, el Ayuntamiento se encargará de entregarlo de manera gratuita al padre, madre o tutor del menor solicitante en su centro escolar más cercano. “Desde la Delegación de Educación

–explicó Belén Jiménez, edil del área- hemos puesto en marcha un servicio de apoyo a las familias con menos recursos tecnológicos del municipio, aquellas que no cuenten con ordenador o no tengan impresora”. Lifestyle y Gastronomía Cuando empieza el buen tiempo, y en nuestra zona es lo más común durante 10 meses al año, nos gusta disfrutar de un buen rosado, clarito, seco y con ligeras notas de frambuesa y fresa. Suelen ser vinos rosados fáciles de beber (demasiado fácil a veces) en lugares cálidos y de playa como es Sotogrande. La Provenza francesa (Provence) y la zona de Languedoc son conocidas por producir este tipo de rosados. El rosado provenzal (elaborado en el sur de Francia) tiende a ser rosa pálido, a veces de color salmón claro. Las notas de cata más frecuentes para estos vinos son de fresa, frambuesa y cítricos. También es importante la añada. Para este tipo de rosados jóvenes la añada más reciente quiere decir que el vino es más fresco. Es decir, que si compras un rosado ahora (en 2020) deberías consumir la añada 2019. Si es un 2018 no quiere decir que el vino esté malo, sino que no es tan fresco como el

vino de la añada 2019. A veces es preferible que un vino tenga más tiempo en botella para que pueda definir toda su estructura y tenga el tiempo de desarrollar su personalidad y carácter. Para explicar mejor este concepto de la añada, con otra fruta, es como cuando exprimes un jugo de naranja, lo dejas en la nevera un par de días y lo consumes al día siguiente. No es que esté malo este jugo, pero no está tan fresco como si lo consumieras en el momento que exprimes el zumo y te lo bebes. Pasa lo mismo con los vinos rosados jóvenes, y con los vinos jóvenes en general. Entre mis rosados favoritos (a parte de Chivite Las Fincas de Navarra), está Prestige (Château Puech-Haut Prestige de Languedoc). Este rosado, multivarietal mezcla de las uvas garnacha y cinsault, es un descubrimiento y creo va a ser la nueva moda en la zona. Es elegante, sexy, fresco con notas de frutas cítricas, y exóticas, es un rosado elegante y seco. De estos vi-

nos que puedes empezar a tomar al mediodía con la excusa de que es la hora del aperitivo, puedes seguir tomándolo todo el día porque con el calorcito refresca mucho, y ya que llega la hora de la cena pues porqué no maridar la rica ensalada, el salmón al horno, los sushis o incluso la barbacoa, con este rosado tan fresquito, crujiente y de una perfecta acidez. La Vie en Rose…French rosé wines When the good weather begins, and in our area that is most of the time during 10 months of the year, we like to enjoy a good rosé, clear, dry and with light notes of raspberry and strawberry. They are normally rosé wines that are easy to drink (too easy at times) in warm places with a beach like Sotogrande. French Provence and the Languedoc region are known for producing these types of rosé wines. Provencal rosé (produced in the south of France) tends to be a pale rosé, sometimes with a light salmon co-

lour. The most frequent tasting notes for these wines are strawberry, raspberry and citrus fruits. The vintage is also important. For these types of young rosés the most recent vintage means that the wine is fresher. That is to say if you purchase a rosé now (in 2020) you should consume the 2019 vintage. If it is a 2018 wine it does not mean that the wine is bad, but rather that it is not as fresh as the wine from the 2019 vintage. Sometimes it is preferable for a wine to be in the bottle for longer so that it can define all of its structure and

have the time to develop its personality and character. In order to better explain this concept of the vintage, with another fruit, it is like when you squeeze the juice of an orange, you leave it in the fridge for a couple of days and consume it the following day. It isn´t that the juice is bad, but it isn´t as fresh as if you were to consume it at the time that you squeeze the juice and drink it. The same happens with young rosé wines, and young wines in general. Among my favourite rosés (aside from Chivite Las Fincas de Navarra), are Prestige (Château Puech-Haut Prestige de Languedoc). This rosé, a mutlivarietal, mix of garnacha and cinsault grapes, is a discovery and I believe that it wil be the new trend in the area. Los vuelos internacionales sí aterrizarán en Málaga Mayte Solán El Gobierno ha limitado la entrada a España de vuelos y buques de pasaje internacionales a través de 13 puntos durante el inicio de la desescalada por la crisis del coronavirus para minimizar los riesgos de importar casos procedentes de otros países, según consta en la orden del Ministerio de Transporte, Movilidad y Agenda Urbana publicada este viernes en el Boletín Oficial del Estado (BOE), que únicamente incluye en Andalucía el aeropuerto Málaga-Costa del Sol y el puerto de Málaga.

En concreto, esta orden ministerial limita a determinados puertos y aeropuertos para que sean los únicos puntos de entrada en España de los vuelos de pasajeros con origen en cualquier aeropuerto situado fuera del territorio nacional y de los buques de pasaje de transbordo rodado y de los que presten servicio de línea regular con origen en cualquier puerto situado fuera con pasajeros que no sean los conductores. De esta forma, el Gobierno ha designado cinco aeropuertos como punto de entrada, además

Sotogrande afronta una importante semana, con el inicio de la FASE 1 de la desescalada, en la que poco a poco y de manera paulatina irán dando luz verde los diferentes clubes de la zona para la reactivación y reinicio de salidas para jugadores de golf. Todo ello, bajo unas estrictas y cautelosas medidas de higiene y seguridad entre los jugadores y trabajadores, según establecen las regulaciones publicadas en el BOE. El uso del buggy familiar o individual, evitar el contacto físico y extremar las medidas de higiene y desinfección (con el cierre de zonas comunes como salones y vestuarios), son algunas de las medidas más reconocibles..

CAMPOS ABIERTOS El más madrugador de todos ha sido el New Course de The San Roque Club. El trazado se encuentra operativo y a pleno rendimiento desde las 9:00 horas de este lunes, 11 de mayo. Evidentemente, con todas las medidas de seguridad en marcha y con la mayor regulación que marcan la normativas vigente y facilitada por la Real Federación Española de Golf. Destacar que el Old Course mantiene en marcha su plan de remodelación integral del campo y edificios principales que ocupará, previsiblemente, todo 2020. El Real Club de Golf Sotogrande abre sus puertas este miércoles, 13 de mayo, con sólo acceso al

campo y lo estrictamente necesario para la práctica y salida ordinaria de una partida. En estos días se conocerán más detalles sobre los protocolos de seguridad en el Real Club de Golf Sotogrande . Caso parecido al Real Club Valderrama, uno de los máximos exponentes y recorridos más emblemáticos de todo el mundo, ya se encuentra abierto y en plena actividad. La cuestión más planteada, referente a este club, es si podrá celebrarse finalmente, antes final de este 2020, el torneo del European Tour aplazado: Estrella Damm N.A. Andalucía Masters. Sin duda, uno de los eventos más esperados a nivel deportivo en toda Andalucía.

LA CAÑADA Y LA RESERVA CLUB El Club de Golf Municipal La Cañada reinició su actividad desde este lunes, 18 de mayo, con la apertura del campo (tras aprovechar las últimas semanas para llevar a cabo diferentes acciones de mejora y mantenimiento, como también están realizando numerosos trazados de la zona). Abierto para socios y greenfees, el campo prestará todos los servicios imprescindibles y dispondrá de las medidas necesarias para una segura y tranquila práctica del deporte. Un caso muy parecido al de Alcaidesa Golf, que también hizo el reinicio de

su actividad en el campo Links, el 18 de mayo. En el caso de La Reserva Club Sotogrande, su apertura tendrá que esperar un poco más y coincidirá con el inicio del mes de junio, probablemente. Tras el cierre por la propagación del COVID-19, desde el club se ha aprovechado ese tránsito temporal para efectuar diferentes mejores y actuaciones de mantenimiento por lo que en sólo unas semanas volverá nuevamente a la práctica (previsiblemente, en la primera semana de junio), aún en mejores condiciones de lo que ya se encontraba. ¿Cómo se deben utilizar las instalaciones deportivas en la zona?

Gil / Redacción Ante la entrada en vigor de la Fase 1 de la desescalada del confinamiento por covid-19, la Delegación Municipal de Deportes, detalló las normas de uso de las instalaciones municipales que estarán abiertas al público a partir de este martes, que son prácticamente todas excepto los pabellones deportivos, aunque con las limitaciones que impone el Gobierno de España. La Delegación de Deportes distingue entre dos redes de instalaciones que pueden utilizarse en esta Fase 1: la red básica y la red complementaria. En cuanto a la red básica, se trata de las pistas polideportivas repartidas por todo el municipio y que tienen la consideración de parques urbanos. Se señala la apertura de las mismas para mañana martes, 12 de mayo, si bien con las limitaciones establecidas por el Gobierno de España. Ante cualquier duda o para comunicar incidencias, los usuarios pueden llamar al teléfono 661 363 967. Por lo tanto, la Delegación Municipal de Deportes mantendrá

abiertas al público a partir de este martes el Complejo Deportivo de Pueblo Nuevo en horario de 8.00 a 10.00 y de 20.00 a 22.30 horas, en consonancia con las franjas horarias establecidas para la práctica deportiva. Estas instalaciones son de libre uso para cualquier ciudadano, si bien deberán solicitar cita previa, teniendo en cuenta siempre que habrá que respetar las restricciones establecidas por el Gobierno de España, en especial en lo referente a distancia entre deportistas. En cualquier caso, el número máximo de usuarios por hora en ambas pistas se ha establecido en diez personas. Para concertar la cita previa hay que llamar en horario de 8.00 a 15.00 horas al teléfono 661 363 967, donde también podrán consultarse dudas y las condiciones de uso. En lo que respecta a la red complementaria, hay que recordar que el Gobierno de España limita el uso de las instalaciones deportivas a un máximo de dos personas y guardando la distancia de seguridad. En este

caso, hay que recordar que el Complejo Municipal de Raquetas Gaviota está cerrado por obras, por lo que no se puede practicar el tenis, mientras en que el uso del Campo Municipal de Golf La Cañada se regirá por las normas que establezca el Club de Golf La Cañada para garantizar el cumplimiento de la

normativa estatal para evitar contagios. A modo de recordatorio, la población entre 14 y 70 años puede hacer deporte sin abandonar la localidad y pasear en el radio de un kilómetro haciéndolo en solitario o con una persona conviviente entre las 6.00 y las 10.00 horas, y entre las

20.00 y 23.00; las personas mayores de 70 años y dependientes pueden salir acompañados entre las 10.00 y las 12.00 y de 19.00 a 20.00 horas; y los niños hasta 14 años pueden salir acompañados por uno de sus progenitores en un radio de un kilómetro de su domicilio y durante una hora.

La incertidumbre sobre el reinicio de las actividades cotidianas y la concentración de personas en competiciones deportivas convierten el aplazamiento a la próxima temporada del torneo, en la decisión más oportuna y responsable en estos momentos. Desde la organización: agradecer el apoyo incondicional de patrocinadores, marcas colaboradoras, campos y jugadores, durante estas últimas semanas. Esta decisión se toma de manera cautelar, siempre condicionada, a la evolución o proceso de desescalada del confinamiento por el estado de alarma.
