Disfrutar de la familia y la naturaleza es uno de los grandes privilegios que ofrece Sotogrande durante esta época del año, de una manera muy especial. En un momento en el que la situación sanitaria y de movilidad entre destinos se antoja al menos complicada y un tanto insegura, disponer de espacios abiertos y envueltos de un medio natural de primera calidad convierten a la urbanización en uno de los complejos residenciales más privilegiados de la zona. En esta edición de El Periódico de Sotogrande recomendamos algunos de los espacios más próximos en los que disfrutar de la naturaleza. Conocidos son en toda la región las rutas y escapadas que rodean a Sotogrande (Jimena, Castellar, Picos del Rey, Sierra del Arca, Garganta del Capitán, etc.); afortunadamente la lista es muy larga pero no todo está fuera de la urbanización, en el mismo interior del complejo podemos encontrar estupendos planes para disfrutar con familia y amigos del entorno natural. Incluso, sin tener que desplazarnos y cansarnos demasiado. Aplaudir la recuperación y rehabilitación de todas las pasarelas y caminos, por parte del Ayuntamiento de San Roque, del Estuario del Río Guadiaro que durante el último lustro había permanecido impracticable y cerrado desde el incendio de hace algunos inviernos. También se encuentra en tramitación la recuperación en la zona de la laguna de Torreguadiaro; el fuego del pasado mes de agosto, a la espalda de Chambao, perjudicó enormemente a ciertas zonas de este concurrido paseo.

Enjoying family and nature is one of the great privileges that Sotogrande offers during this time of year in a very special way. At a time when the health and mobility situation between destinations looks difficult at least and a little unsafe, having open spaces that are surrounded by top quality nature makes the resort one of the most privileged residential complexes in the area. In this edition of El Periódico de Sotogrande we recommend some of the nearest spaces for enjoying nature. The routes and outings surrounding Sotogrande are known throughout the region (Jimena, Castellar, Picos del Rey, Sierra del Arca, the Captain´s Gorge, etc.); fortunately, the list is very long but not everything is outside the resort, within the complex itself it is possible to find great plans for enjoying the natural environment with family and friends. Even without having to travel and tire ourselves too much. It is worth applauding the recovery and refurbishment of all the walkways and paths, by the Council of San Roque, of the Estuary of the Guadiaro River, which over the last five years had been left unusable and closed since the fire a few winters ago. The recovery in the area of Torreguadiaro lagoon is also underway; the fire last August, behind Chambao, caused a lot of damage to certain areas of this busy walkway.

Sotogrande: un entorno privilegiado La consecución de objetivos se basa, principalmente, en la capacidad de trabajo, sacrificio, esfuerzo y dedicación. Esa premisa es sustancial y palpable, valga de ejemplo nuestro querido Rafa Nadal que por año recoge mejores recompensas, también multiplica sus horas de trabajo en mantenerse al nivel. Pero en toda esa ecuación, en ocasiones condicionado y otras no, la suerte también influye (un poco, siempre se agradece). Sotogrande es todo lo expuesto, es evidente, más que nunca durante un 2020 que ha requerido todavía de más voluntad para alcanzar los objetivos pero además, me gustaría recalcar, que su entorno privilegiado lo convierte en un lugar aún más auténtico, si se puede, original e irrepetible. En esta edición de El Periódico de Sotogrande publicamos un informe sobre la recuperación (a nivel de visitas y paseos), de uno de los mejores enclaves naturales que se pueden encontrar en toda la zona: el estuario del río Guadiaro. Un lugar en el que recrearse, disfrutar con la familia y que permite integrar una mayor oferta conjunta de actividades en la zona (también denunciamos la falta de actuación en la desembocadura del río y en la Laguna de Torreguadiaro). De la urbanización ya lo conocemos casi todo, vecinos y visitantes, pero la gran suerte es que a medida que nos vamos alejando, apenas unos kilómetros no hace falta ir mucho más lejos, la oferta turística, deportiva, cultural y gastronómica no hace más que crecer. Vean en los diferentes reportajes y entrevistas que aparecen en esta edición, todo lo bueno que la Comarca del Campo de Gibraltar tiene que ofrecer (nos lo explica el presidente de la Mancomunidad, Juan Lozano, que tuvo un distendido encuentro con esta redacción en la envidiable terraza del Hotel Club Marítimo Sotogrande). Con mayor auge todavía, en los últimos meses, con el nombramiento de nuestro vecino municipio de Castellar (conectado por sólo unos kilómetros gracias a Las Arenillas), como uno de los Pueblos más bonitos de España. Algo que todos sabíamos pero que ahora conocerán muchos más, lejos de nuestra Comarca. Lo mismo ocurre con el desarrollo inmobiliario, echen un vistazo a todos los planes que publicamos y se proyectan a corto plazo en el resort, así como en el resto del área de influencia de la Costa del Sol (nos lo detalla, con precisión de notario, César Sobrado, responsable de obra nueva de Gilmar). Lo mismo ocurre a nivel educativo, es todo un privilegio contar a un paso de Sotogrande con el Colegio San José, uno de los mejores centros del país y con un apasionante proyecto pedagógico inspirado en la educación multidisciplinar y colaborativa. Pierdan cinco minutos en conocer su plan educativo, algo avanzado a su tiempo. Y cómo no, el golf como siempre, al rescate con buenas noticias. Justo a la entrada de este número en imprenta conocíamos el anuncio de la celebración de la Solheim Cup 2023 a un paso de Sotogrande, en el extraordinario resort de Finca Cortesín, amigos de la casa y uno de los complejos de mayor nivel del sur de Europa. Fantástica noticia para el sector del golf en la zona y en toda España. Sotogrande es inigualable y encima puede presumir de tener un entorno privilegiado. Aprovechemos la oportunidad. Sotogrande: a privileged environment The attainment of objectives is mainly based on the capacity for work, sacrifice, effort and dedication. That premise is substantial and evident, take for example our beloved Rafa Nadal who each year collects the best rewards, he also multiplies his hours of work to stay at that level. However, in that entire equation, sometimes constrained and sometimes not, luck also plays a role (a little is always appreciated). Sotogrande is everything outlined above, it is clear, more than ever during a 2020 that has required even greater willpower to achieve the objectives but I would also like to stress that its privileged environment makes it an even more authentic place, and if possible, more original and unique. In this edition of El Periódico de Sotogrande we publish a report on the recovery (in terms of visits and walks), to one of the best natural areas found in the entire area: the estuary of the Guadiaro River. A place for recreation, to enjoy with family and that makes it possible to integrate a larger overall offer of activities in the area (we also condemn the lack of action on the mouth of the river and in Torreguadiaro Lagoon). We, residents and visitors, know almost everything about the resort, but the great luck is that as we move away from it, just a few kilometres, it isn´t necessary to go much further, the range of tourism, sport, culture and gastronomy only grows. Look at the different reports and interviews that appear in this edition, everything good that the Province of Campo de Gibraltar has to offer (it is explained to us by the president of the Association of Municipalities, Juan Lozano, who had a relaxed meeting with this newspaper at the enviable terrace of Hotel Club Marítimo Sotogrande). With an even greater rise, over recent months, with the naming of our neighbouring municipality of Castellar (connected along a few kilometres thanks to Las Arenillas), as one of the Most Beautiful Towns in Spain. Something that we all knew but that many more will now know, far from our Province. The same applies to property development, take a look at all the plans we publish which are planned for the short-term in the resort, as well as in the rest of the area of influence of the Costa del Sol (César Sobrado, head of new builds at Gilmar tells us about it, with the precision of a notary). The same goes for the level of education, it is a real privilege to have Colegio San José a stone´s throw from Sotogrande, it is one of the best schools in the country and has an exciting teaching project inspired by multidisciplinary and collaborative education. Take five minutes to learn about its educational plan, somewhat advanced for its time. And of course, as always golf comes to the rescue with good news. Just as this issue was heading to print we heard about the announcement of the 2023 Solheim Cup taking place a stone´s throw from Sotogrande, at the extraordinary resort of Finca Cortesín, friends of this publishing house and one of the top complexes in southern Europe. Fantastic news for the golf sector in the area and in all of Spain. Sotogrande is unparalleled and it can also boast of having a privileged environment. Let´s make the most of the opportunity. Revocan la eliminación de plazas de aparcamiento en el puerto deportivo • El Consistorio sanroqueño decreta la suspensión de la eliminación de plazas de aparcamiento con remodelación de los viales interiores al no contar con “la perceptiva licencia municipal de obras”. • La resolución estaba contemplada desde finales de junio aunque el Decreto no se firma hasta ya iniciado el mes de septiembre. Marcha atrás y suspensión en el plan de actuación que se desarrolló al inicio del pasado verano en el puerto deportivo de Sotogrande y que constaba en la eliminación de una gran número de plazas de aparcamiento y la remodelación de los viales interiores del complejo. Así lo decretó el Ayuntamiento de San Roque, con fecha del pasado 11 de septiembre, aunque llama poderosamente la atención que a pesar de presentar la denuncia al inicio del mes de junio y contar con una resolución favorable el día 25 del mismo mes, se haya demorado tanto la ejecución y firma del decreto, concretamente hasta final del periplo estival. El Periódico de Sotogrande, al inicio del pasado verano (a los días de su ejecución), publicó un reportaje en el que recogía las reclamaciones y quejas de numerosos vecinos y comerciantes de dicha zona del puerto deportivo. En el artículo, los afectados detallaban

las nefastas consecuencias de esta alteración para la vida normal de los propios residentes y la afluencia de clientes a sus establecimientos, al verse suprimidos un alto volumen de plazas de estacionamiento. Todo esto fue recopilado y presentado de manera formal al Ayuntamiento de San Roque en un documento que también cuestionaba que el procedimiento se hubiese ejecutado de manera pertinente. Según la cronología de los hechos, la presentación de este documento se llevó a cabo los días 11 y 16 de junio, en el que se denunciaba la “ejecución de obras de eliminación de plazas de aparcamiento con remodelación de los viales interiores del puerto deportivo”. También, añadía que una vez examinada la información que constaba en las dependencias municipales “se verifica que no se ha solicitado la preceptiva licencia municipal de obras”. La consecuencia y respuesta a esta denuncia

fue un firme jurídico emitido el pasado 25 de junio. Una resolución en la que se disponía la “ordenación inmediata de la suspensión de las obras que ejecuta Sotogrande SA, como concesionaria de las instalaciones y Puerto Sotogrande SA, como explotadora de la misma; y la eliminación de las plazas de aparcamiento con remodelación de los viales interiores, sin contar con la preceptiva licencia municipal de obras”. También resuelve que en caso de ser desatendida, “el incumplimiento de la orden dará lugar a la imposición de sucesivas multas” e insta a la Policía Local a velar por el cumplimiento de la misma. En definitiva, una cuestión que al menos toca revocar actualmente tras la denuncia de algunos vecinos y propietarios; pero que a todas luces llegar con meses de demora y con poco efecto real para los meses de verano, temporada en la que se hacía más importante contar con esta resolución de manera efectiva.

Removal of parking spaces in the marina revoked •

The Council of San Roque has suspended the removal of parking spaces with the remodelling of inner roads as it does not have the “the required municipal building permit”.

The ruling had been considered since the end of June, however the Decree wasn´t signed until September had already begun.

A move backwards and suspension of the action plan that was developed at the start of last summer in Sotogrande and that consisted of the elimination of a large number of parking spaces and the remodelling of the inner roads in the complex. This was decreed by the Council of San Roque, on 11 September, however it is extremely striking that despite presenting the complaint at the start of June and having a favourable ruling on the 25th of the same month, that there has been such a delay for the execution and signing of the decree, specifically, until the end of the summer period. El Periódico de Sotogrande, at the start of last summer (days before its execution), published a report that outlined the claims and complaints of several residents and traders in that area of the marina. In the article, those affected detailed the disastrous consequences of this change for the normal life of residents and the number of customers in their establishments, following the elimination of a large number of parking spaces. All of this was compiled and presented formally to the Council of San Roque in a document that also questioned whether the procedure has been executed in the appropriate manner. According to the timeline of events, the presentation of this documentation took place on the 11th and 16th of June, when there was a complaint about the “execution of work to eliminate parking spaces with the remodelling of the inner roads of the marina”. Also, it added that having examined the information that was held in the municipal offices, “it was verified that the necessary building permit has not been requested”. The consequence and response to this complaint was a legal ruling issued on 25 June. A ruling that provided for the “immediate ordering of the suspension of the works that Sotogrande SA is carrying out, as the concession holder of the facilities and Puerto Sotogrande SA, as the exploiter of it; and the elimination of the parking spaces with the remodelling of the inner roads, without having the necessary building license”. It also rules that if ignored, “the breach of the order will result in the imposition of successive fines” and urges the Local Police to ensure compliance with it. Ultimately, it is a matter that it is at

least time to revoke now following the complaint of some residents and

owners; but clearly that arrives with months of delay and with little real

effect for the summer months, the season when it was more important

to have this ruling in an effective manner.

“Potenciar la marca turística Campo de Gibraltar debe ser el gran objetivo común” •

El Periódico de Sotogrande se sienta con el máximo mandatorio comarcal para conocer las novedades del ente en este nuevo proyecto que ahora cumple poco más de un año. La relevancia de institución, la prestación de servicios de calidad y el ‘Brexit’, los grandes retos y desafíos de la Comarca.

que está desarrollando la Mancomunidad en dicha Comisión, queremos llevar la voz de todos lo vecinos de la Comarca, principales dolientes de esta situación y beneficiarios, a su vez, de las buenas relaciones.

Muy buenas presidente, un tenerle en nuestras páginas. Se cumple poco más de un año de la toma de posesión del cargo; explíquenos cómo ha sido todo el proceso, evolución y balance del primer curso. Muy complicado, como síntesis. Una vez alcanzamos la presidencia, gracias al apoyo de 100x100 La Línea con quién nos une una perfecta sintonía política, arrancamos con toda la ilusión y ganas de conseguir un cambio en la institución que creíamos imprescindible. Mancomunidad no estaba desempeñando la función que veíamos primordial y necesitaba tomar otro rumbo en su papel de representación de todos los vecinos de la Comarca. Los primeros pasos se basaron en visitar y conocer a todos los colectivos, entidades e instituciones para calibrar sus inquietudes y preocupaciones. Desde ese momento, no hemos parado de trabajar de la mano de los ochos municipios, para cumplir con ese papel vertebrador, tratando de impulsar las singularidades de cada uno y a su vez

poniendo en valor lo mucho que tenemos en común. Ésa debe ser la labor de la Mancomunidad. ¿Es el ‘Brexit’ el mayor desafío de este siglo para la Comarca? Gibraltar es una fuente de empleo y riqueza para la toda Comarca y especialmente para los vecinos de La Línea; eso es una cuestión evidente y de gran calado. Esta idea toma aún más relevancia en nuestra economía si tenemos en cuenta la gran cantidad de servicios que los gibraltareños consumen dentro del Campo de Gibraltar; algo que a partir del próximo 1 de enero no sabemos cómo va a proceder [fecha de salida de la UE del Reino Unido]. Por todo ello, lo que más nos preocupa son las relaciones entre ciudadanos: familiares, personales y comerciales. Durante los últimos meses se han celebrado muchas reuniones en este sentido y entendemos que alcanzar un acuerdo será siempre mejor que su ausencia. Ése es papel

Entiendo que el papel que defiende Mancomunidad es el de preservar las mejores relaciones institucionales y comerciales con Gibraltar, ¿cierto? Gibraltareños y campogibralatareños verán afectadas sus vidas, eso es incuestionable. La falta de un buen acuerdo hará que se resientan todos los intereses personales y empresariales de los vecinos de Gibraltar en nuestra Comarca; así como los trabajadores españoles que prestan servicio en el Peñón. Si la frontera no es fluida, todo se resentiría, incluido el empleo. Además, hay muchas cuestiones que nos unen y por las que trabajar juntos: el Medio Ambiente (Arcgisa trata los residuos de Gibraltar), la coordinación de las capitanías marítimas, la protección de la fauna, la comisión de fiscalidad y policía, los intereses en pesca, etc. Son temas que muy importantes. Pediría un esfuerzo, entre todas las partes negociadoras, para que piensen en soluciones eficientes y prácticas para las personas, todas. Eso defendemos desde la institución comarcal. La situación económica de la Mancomunidad no es precisamente envidiable…, ¿cómo maneja esta situación? ¿Es similar la posición en la que se encuentra Arcgisa? No es la ideal. Debemos cumplir un plan de ajuste, la entidad mantiene deudas con varias administraciones

supramunicipales y entidades bancarias que suponen más del 70% del presupuesto. Nos hemos encontrado las consecuencias de una mala gestión económica y política de la Mancomunidad. Por la parte de Arcgisa, una empresa pública con más de 400 trabajadores, también hemos recibido una situación económica muy complicada. Días antes de entrar en el poder, el gobierno anterior, ya tomó medidas muy contundentes, asumiendo pérdidas. Esto lleva a una revisión de precios que durante ocho años estuvieron congelados pero antes de la alternancia de poder se incrementaron. En definitiva, hay que ser consecuentes y responsables y asumir que los ingresos no pueden estar por debajo del coste. Los servicios tienen que ser equilibrados y en los últimos ocho años, con el Partido Popular, no lo estaban siendo. Eso no se puede sostener. ¿Debemos considerar que pagamos mucho o poco por el agua? Tenemos informes que avalan lo contrario, prestamos uno de los servicios más óptimos y baratos de Andalucía; eso debe conocerlo el ciudadano. Ahora bien, hay que tener en cuenta que en ese mismo recibo va incluida la tasa de recogida de residuos y otros impuestos (IVA, canon de la Junta de Andalucía, etc.); que no son de Arcgisa y hacen que suba el precio. Por eso da esa sensación, pero si divides y desgranas, compruebas que es de las más baratas de la región. Evidentemente estamos estudiando vías y opciones para bonificar y ayudar a familias y sectores más perjudicados o sensibles por la situación económica y sanitaria actual (jubilados, pensionistas, familias en situación de desempleo, empresas afectadas, etc.), pero tampoco podemos engañar a los vecinos. No se puede mantener un servicio con un precio de ingresos inferior al de costes. ¿Es mejorable el servicio? Por supuesto, en ello trabajamos. ¿Debe ser el turismo el gran nexo entre los municipios de la Comarca? El gran eslabón que una todo… El turismo y la cultura van de la mano, es lo que nos une y la seña de identidad. Respecto al turismo hemos atravesado unos meses complicados

ya que todos los esfuerzos los hemos dedicados a la sanidad pero sin duda es el gran objetivo de este gobierno comarcal. Tenemos que crear, fomentar e impulsar la marca Campo de Gibraltar. Vender una imagen única; un concepto unitario e integrador en el que todos los municipios se sientan cómodos; algo solidario y común como ya se experimenta cada año en FITUR.. La marca Campo de Gibraltar tiene que integrar todos los tipos de turismo: interior, costa, deportes, cultural, gastronómico, etc. Estamos trabajando en un estudio y análisis para ver qué necesidades existen en la Comarca, ver qué tenemos y a dónde vamos desde el perfil turístico. Hacer una radiografía y definir la marca Campo de Gibraltar, algo que sin duda será una herramienta clave como fuente de riqueza y empleo, por lo que debemos potenciarlo. Y ahora más, para salir de esta situación. Tenemos un paraíso que explotar y dar a conocer al mundo. ¿Cómo marcha el proyecto de traer depurada a Sotogrande para el riego? Es uno de los proyectos que más me ilusiona. Tenemos posibilidades de utilizar el terciario del abastecimiento y depuración de agua para su reutilización para riego y baldeo. Es uno de nuestro planes estrellas en medio ambiente y la intención es dejarlo plateado a lo largo de este mandato. Queremos conseguir que esa agua depurada en La Línea se puede reutilizar en Alcaidesa y Sotogrande para jardines, campos de golf, canchas de polo y mucho más. Le cuelo una más antes de acabar, los Premios Comarcales. ¿La rotación de sedes será la nueva norma? ¿Debemos ir preparando el Teatro Juan Luis Galiardo para el próximo febrero? Es una idea fantástica. Tristemente, a día de hoy, no sabemos cómo vamos a estar cuando llegue el Día de la Comarca y si podremos celebrar los premios. El año pasado fue todo un éxito su ubicación en La Línea y San Roque sería una sede estupenda para la gala de 2021, esperemos que se pueda celebrar. “Boosting the Campo de Gibraltar tourism brand should be the big shared goal” •

El Periódico de Sotogrande sat down with the top regional leader to find out the new developments by the entity in the new project that has now been running for a little over a year. The importance of the institution, the provision of quality services and Brexit, the major short-term challenges of Campo de Gibraltar.

Hello president, a pleasure to have you among our pages. It has been a little over a year since you took up the role; tell us about the entire process, how it has developed and your assessment of the first year. In short, very difficult. Once we achieved the presidency, thanks to the support of 100x100 La Línea who join us in perfect political harmony, we got underway with all the excitement and enthusiasm of achieving a change in the institution that we believed to be essential. The Association of Municipalities was not fulfilling the role that we considered essential and it needed to take another direction in its role representing all the residents of the Province. The first steps were based on visiting and getting to know all the groups, entities and institutions in order to gauge their worries and concerns. Since then, we have not stopped working with the eight municipalities, to fulfil that structuring role, trying to encourage the singularities of each one and in turn showcasing how much we have in common. That should be the job of the Association of Municipalities. Is Brexit the greatest challenge of the century for the Province? Gibraltar is a source of employment and wealth for the entire Province and especially for the residents of La Línea; that is a clear and highly important matter. This idea acquires even greater importance in our economy if we bear in mind the large number of services that the people of Gibraltar consume in Campo de Gibraltar; which we don´t know how it will happen from 1 January on (the date of the withdrawal of the United Kingdom from the EU). As a result of this, what we are most concerned about are the relations between citizens: family members, staff and sales people. Over recent months a lot of meetings have been held about this matter and

we believe that reaching an agreement will always be better than not having one. That is the role that the Association of Municipalities is carrying out in the Committee, we want to bring the voice of all the residents in the Province, the main victims of this situation and, in turn, the beneficiaries of the good relations. I believe that the role advocated by the Association of Municipalities is preserving the best institutional and commercial relations with Gibraltar, no? The lives of the people of Gibraltar and Campo de Gibraltar will be affected, that is unquestionable. The lack of a good agreement will mean that the personal and business interests of the residents of Gibraltar in our Province will suffer; as well as the Spanish workers who provide services in Gibraltar. If the border is not fluid, everything will suffer, including employment. Also, there are many issues that connect us and for which we work together: The Environment (Arcgisa processes the waste of Gibraltar), the coordination of the port authorities, the protection of wildlife, the taxation and policing committee, fishing interests, etc. These are very important issues. I would ask for an effort, among all the negotiating parties, for them to think about efficient and practical solutions for everyone. That is what we advocate at the provincial institution. The economic situation of the Association of Municipalities isn´t exactly enviable... how are you handling this situation? Is it similar to the position that Arcgisa is in? It isn´t ideal. We have to fulfil an adjustment plan, the entity has debts with several supra-municipal administrations and banking entities that account for more than 70% of the budget. We find

something in solidarity and shared as we experienced each year at FITUR. The Campo de Gibraltar brand needs to integrate all types of tourism: inland, coastal, sports, cultural, gastronomy, etc. We are working on a study and analysis to see what needs exist in the Province, to see what we have and where we are heading in terms of tourism. We need to take a radiograph and define the Campo de Gibraltar brand, which will undoubtedly be a key tool as a source of wealth and employment therefore we should promote it. And more than ever now, in order to get out of this situation. We have a paradise to exploit and show to the world. ourselves facing the consequences of poor economic and political management of the Association of Municipalities. With regard to Arcgisa, a public company with more than 400 workers, we have also taken on a very difficult economic situation. Days before coming to power, the previous government, took very forceful measures, assuming losses. That is what creates that feeling, but if you divide it up and break it down, you see that it is one of the cheapest in the region. Clearly, we are studying paths and options for providing discounts and helping the families and sectors most harmed and most sensitive to the current financial and health situation (retired people, pensioners, families in unemployment, companies affected, etc.), but nor can we mislead residents. It isn´t possible to maintain a service whose revenue is lower than costs. Can the service be improved? Of course, we are working on that.

How is the project going to bring treated water to Sotogrande for irrigation? It is one of the projects I am most excited about. We have the option of using the tertiary of the supply and treatment of water for its reuse for irrigation and washing-down. It is one of our star plans for the environment and the aim is to propose it over the course of this mandate. We want the water treated in La Línea to be reusable in Alcaidesa and Sotogrande for gardens, golf courses, polo pitches and lots more.

Should tourism be the great connection between municipalities in the Province? The great link joining everything together... Tourism and culture go hand-in-hand, that is what connects us and our hallmark. With regard to tourism, we have gone through difficult months as we have devoted all our efforts to healthcare, but undoubtedly that is the big aim of this provincial government. We need to create, encourage and boost the Campo de Gibraltar brand. Sell a unique image; a single and integrating concept that all the municipalities feel comfortable with;

One more topic to fit in before we finish, the Provincial Prizes. Will the rotation of venues be the new rule? Should we get the Teatro Juan Luis Galiardo ready for next February? It is a fantastic idea. Sadly, at present, we don´t know how things will be on the Day of the Province and if we can hold the prizes. Last year, the location in La Línea was a real success and San Roque would be a fantastic venue for the 2021 gala, we hope that it can take place. We are planning to rotate this event around all the municipalities.

Health, money and love

Hace setenta años, el músico argentino Rodolfo Sciamarella compuso la célebre canción que proclama: “Tres cosas hay en la vida:/salud, dinero y amor./El que tenga esas tres cosas/que le de gracias a Dios”. Y no cabe duda de que se trata de una acertada síntesis de la buena vida. Pero el demonio, como siempre, está en los detalles, especialmente en la pregunta: ¿qué hacemos si debemos elegir, porque no podemos tener las tres gracias a la vez? Muchos afirman que la pandemia nos ha colocado ante un doloroso dilema: o salud o economía. Sin embargo, en cierto sentido se trata de un dilema engañoso, alimentado por los gobernantes. Es indudable que la proliferación del virus obliga a tomar medidas de aislamiento. Dado que la economía, al revés de lo que sostienen los antiliberales de todos los partidos, no estriba en la explotación sino en la cooperación social, dicho aislamiento comporta siempre una pérdida de riqueza y bienestar. Ahora bien, conviene plantear dos matices importantes. En primer lugar, la necesidad de proteger la salud de la gente no conduce necesariamente a un

And there is no doubt that this is a correct synthesis of the good life. But, as always, the devil is in the detail, especially in the question: what do we do if we have to choose, because we cannot have the three things at once? Many state that the pandemic has left us facing a painful dilemma: either health or the economy. However, in a certain sense this is a misleading dilemma, fed by those in charge. There is no doubt that the spread of the virus makes it necessary to take confinement measures. Given that the economy, in contrast to what the anti-liberals of all the parties affirm, does not consist in exploitation but rather social cooperation, this confinement also entails a loss of wealth and wellbeing. However, there are two important nuances to consider. Firstly, the need to protect people´s health

No es lo mismo forzar una gran subida del gasto público y los impuestos, como quiere hacer Pedro Sánchez en España, que apostar por contener dicha subida y evitar ahogar al sector privado. Es decir, la elección entre salud y economía no está clara, y desde luego no es extrema. Resulta evidente que no podemos desatender la salud, pero también es indudable que si la lucha contra la pandemia destruye la economía, entonces nos quedaremos sin dinero y también sin salud, porque no habrá recursos para combatir la enfermedad. Por tanto, salud, dinero y también amor. Todos queremos estas tres gracias, tan rozagantes como las que pintó Rubens. Pero para conservarlas hay que cuidarlas. Por cierto, ese es el mensaje final de la famosa canción, cuyo protagonista descuida las tres cosas, y acaba por perderlas.

El alcalde de San Roque, Juan Carlos Ruiz Boix, explicó que lleva varios días intentado reunirse con la delegada del gobierno de Andalucía de la provincia de Cádiz, Ana Mestre, para abordar “una cuestión que es de alto interés y yo diría de emergencia para el municipio de San Roque”. La principal cuestión que quiere abordar el alcalde sanroqueño es buscar una “solución definitiva que debe dársele a ese cierre que constantemente y ya de forma permanente se da en la bocana del río Guadiaro”. Recordó el alcalde que “este año 2020 hemos tenido que actuar hasta tres ocasiones, para realizar una apertura en la bocana, que realizamos con fondos públicos de todos los sanroqueños,

Reabren la bocana del Guadiaro por tercera vez este verano Por tercera vez este año, el Ayuntamiento de San Roque realizó los trabajos para abrir la desembocadura del río Guadiaro para “evitar un desastre medioambiental y problemas sanitarios”. Maquinaria pesada excavó un canal de varios metros de ancho en la bocana para permitir la salida del agua estancada, donde flotaban ya algunos peces muertos. Desde el Consistorio se exige a la Junta de Andalucía “soluciones para evitar que esta situación se repita en el futuro”. Esta maquinaria no sólo se limitó a abrir el canal, sino que también ha trasladado y extendido las toneladas de arena extraída en la playa, a más de un centenar de metros de distancia. Las dos anteriores aperturas del río con medios municipales se produjeron el 21 de agosto y el 27 de julio.

Council reopens mouth of Guadiaro for third time this summer

For the third time this year, the Council of San Roque carried out the work to open the mouth of the Guadiaro River in order to “prevent an environmental disaster and health problems”. El Ayuntamiento invierte hasta 40.000 euros en la recuperación en e conjunto de pasarelas de madera y pasamanos que conforman el sendero del estuario del río Guadiaro, un camino que era muy frecuentado y que se utilizaba también para actividades de educación ambiental hasta que un incendio provocó graves daños. La intención es dotar de la mayor vida a este sendero, donde además se realizan varias actividades medioambientales que si bien ahora mismo están paradas debido a la pandemia, son muy importantes, como las visitas guiadas para escolares de los distintos centros de Primaria del municipio. El acceso a la pasarela que conforma el sendero se encuentra en la calle Jaime el Conquistador, poco antes del puente sobre el río Guadiaro cerca de Puerto Sotogrande. El paraje

natural del estuario del río Guadiaro tiene 35 hectáreas de extensión, de las que se protegieron inicialmente 27 en 1989 y se ampliaron en otras 8 hectáreas en 2013. Este enclave también ha sido declarado Zona de Especial Protección para las Aves en 2002 y en la modificación de 2013 quedaba declarado también cono Zona de Especial Conservación (ZEC) y su inte-

gración en la Red Natura 2000. Según detalló el primer edil sanroqueño, Juan Carlos Ruiz Boix, “comenzamos esta actuación al principio del verano desde Obras y Servicios. El concejal Juan Serván y el teniente de alcalde de la zona (del Valle del Guadiaro), Óscar Ledesma, pusieron sobre la mesa la necesidad de recuperar este sendero, un camino peatonal alrededor

del estuario del río Guadiaro”. “Creo -continuó- que era uno de los senderos que más afluencia tenía, pero desgraciadamente fue abandonado hace muchos años porque la Junta de Andalucía no siguió prestando el servicio de conservación y de mejora y mantenimiento de este espacio. Ha requerido ahora una actuación que se viene desarrollando hace más de tres meses,

habiendo participado personal de la Delegación de Obras y Servicios, de Emadesa y también de Amanecer”. “Se han repuesto -apuntó el alcalde- más de 100 metros de una pasarela de madera que resultó quemada, y también se han repuesto multitud de elementos a lo largo de más de un kilómetro que tiene este sendero. Todo ello para que podamos seguir conociendo este paraje natural tan importante como es el estuario del río Guadiaro”. “Prácticamente -dijoqueda el último tramo, y yo creo que de aquí hasta el Puente del Pilar ya se va a poder abrir al público. Así vecinos y visitantes podremos disfrutar de este kilómetro de sendero, que empieza en la zona próxima al Puerto de Sotogrande y finaliza sobre la bocana del río Guadiaro”. La flora es típicamente de zonas ribereñas de la región mediterránea, con juncos, castañuelas, carrizos, tarajes, lentiscos, zarzas, acebuches y fresnos. Estas marismas son muy usadas por aves de paso en las migraciones a través del Estrecho, por lo que se pueden encontrar la garceta común, la garza real, la

garza imperial, la espátula, el flamenco común, el águila pescadora, el correlimos tridáctilo, el correlimos común, el archibebe común, el vuelvepiedras, el charrán patinegro y la pagaza piconegra. Dentro de las especies residentes en el entorno destaca la presencia de la nutria y la lamprea marina, ambas fuertemente amenazadas.

El Ayuntamiento solicitará a la Junta de Andalucía financiación para la reparación de la pasarela y del observatorio de aves de la Laguna de Torreguadiaro, quemados en un incendio el pasado 12 de agosto. Técnicos municipales valoraron en unos 150.000 euros el coste de los trabajos, necesarios para que este espacio natural, incluido en la Red Natura 2000, pueda ser recuperado para el disfrute de los vecinos de la zona y para la realización de actividades medioambientales enfocadas a escolares. Tras una visita a la zona, el alcalde hizo “un llamamiento al Gobierno de la Junta de Andalucía, muy especialmente a la delegación territorial de Medio Ambiente, responsable de este paraje natural de la Laguna de Torreguadiaro, un espacio que desgraciadamente fue objeto de un incendio en los primeros días de agosto que, entre otras cosas, provocó la perdida de toda la flora que había alrededor de la Laguna”. Esta cuestión “sí ha sido de utilidad, ya que nos ha permitido observar el conjunto de esa Laguna de Torreguadiaro, pero es la única parte positiva, porque además de esa flora que se ha perdido, el fuego también se llevó por delante el camino de madera, ese sendero peatonal que circunvalaba toda la Laguna por el que transitaban muchas personas de forma diaria”.

A municipal action plan manages to recover the best version of the trail walkways and walking areas in the natural complex, affected by a fire years ago. The Council has invested almost 40,000 Euros in the recovery of the series of wooden walkways and handrails that form the pathway of the estuary of the Guadiaro River, a path that was very popular and that was also used for environmental education activi-

ties until a fire caused serious damage. The intention is to bring more life to this path, where several environmental activities are also carried out, which although they have stopped due to the pandemic, are very important, such as the guided visits for school children from the different Primary schools in the municipality. The access to the walkway that forms the path is located on Calle Jaime el Conquistador, shortly before the

bridge over the Guadiaro river close to Sotogrande Port. The natural area of the estuary of the Guadiaro river covers a space of 35 hectares, of which 27 were initially protected in 1989, and another 8 were added in 2013. This area was also declared a Special Protection Area for Birds in 2002, and in the modification of 2013 it was also declared a Special Conservation Area (ZEC) and integrated into the Natura 2000 Network. According to the mayor of

San Roque, Juan Carlos Ruiz Boix “we began this work at the start of summer through the Works and Services Department. Municipal technicians valued the cost of the work at 150,000 Euros, it is needed to ensure that this natural space, included in the Natura 2000 Network, can be recovered for the enjoyment of residents in the area and for carrying out environmental activities aimed at school children. Among the species that reside in the area, it is worth highlighting the presence of otters and sea lampreys, both of which are strongly threatened.

El Pleno da luz verde a nuevas construcciones en Sotogrande M. Gil

• La Corporación aprueba la adenda al Proyecto de Urbanización de las Parcelas XIX, XX y XXI de los Subsectores 52-53 Sotogrande. obras de urbanización de las tres parcelas citadas, que tienen una superficie total de 56.677 metros cuadrados, donde se pretenden realizar un máximo de 284 viviendas de tipología “Núcleo Turístico Pueblo Mediterráneo”. Los trabajos afectarán a la misma carretera de Arenillas, con cuestiones como la creación de una nueva rotonda, y de los accesos a las parcelas. También se contemplan obras en las redes de saneamiento, abastecimiento de agua y pluviales, así como en alumbrado y telefonía. El presupuesto supera el millón seiscientos mil euros. Desde el Ayuntamiento se estiman parcialmente las alegaciones presentadas por Verdemar, por lo que se exige a los promotores el trasplante de unos 70 árboles afectados y que las 30 plantas que deban ser taladas se compensen con el mismo número de ejemplares plantados.

El Pleno Ordinario la corporación sanroqueña, en este mes de septiembre, se celebró de manera telemática, como viene ocurriendo en los últimos meses como medida para evitar contagios de covid. Entre los puntos más destados del día, destacaron la aprobación del Proyecto de Urbanización de las Parcelas XIX, XX y XXI de los Subsectores 52-53 Sotogrande (solicitante Sotogrande, S.A.) dejar sin efecto, con fecha uno de enero de 2021, el canon de mejora integrado en el precio del agua. The budget is over one million six hundred thousand Euros. The Council has partially upheld the claims presented by Verdemar, therefore it has requested that the developers transplant around 70 affected trees and that the 30 plants that are to be cut down should be offset with the planting of the same number.

Muy buenas, un placer tenerle en las páginas de nuestro periódico. Estamos viviendo un año 2020 muy complejo en todos los sectores. ¿Cómo ha visto, desde su experiencia, todo este proceso y la gestión de la pandemia? Encantado de estar con El Periódico de Sotogrande. Lo que se ha desencadenado desde que comenzó la pandemia ha sido una realidad nueva para todos nosotros y, como gestores, hemos tenido que hacer grandes cambios en la forma de desarrollar nuestra actividad. Hemos vivido un año atípico en el que algunas de las previsiones que teníamos no se han cumplido con los plazos previstos. A pesar de todo, hacemos un balance positivo de cómo nos hemos adaptado a esta nueva situación. Ha sido un reto. Con el tiempo, veremos este periodo como el punto de inflexión en el que el sector inmobiliario dio el salto a una nueva etapa, incorporando definitivamente todos los recursos del mundo digital y en la que la demanda del cliente ha dado un giro hacia la sostenibilidad y el bienestar en la vivienda. ¿Se pueden ya conocer datos y porcentajes de las consecuencias económicas? Todavía es pronto para hacer un balance global en el sector inmobiliario. Han sido meses singulares y es difícil aventurarse a saber cómo será esa recuperación que tantas veces hemos comentado. En lo que respecta a las promociones de obra nueva, si hablamos de segunda residencia en la Costa del Sol, los ritmos de venta se han visto ligeramente afectados por las limitaciones de movilidad en el ámbito internacional. En el momento en el que se pueda viajar a España, sabemos que la demanda de este tipo de vivienda seguirá siendo muy alta y los ritmos de venta volverán a niveles habituales. El momento en el que se encontraba la industria del ladrillo, hará que este sector se convierta en fundamental para acelerar la recuperación económica. A nivel de nuevas construcciones, ¿qué retroceso ha supuesto en los planes de Gilmar o en los proyectos que usted tiene en mar-

Málaga y buenos segmentos de precio. ¿Qué áreas son las más interesantes y atractivas aún por impulsar en la Costa del Sol? Varios de los grandes grupos inmobiliarios están comenzando a poner el foco en zonas que hasta ahora estaban más en segundo plano, como El Rincón de la Victoria, al este de Málaga, que en los próximos años van a atraer mucha inversión y que se convertirán en un punto de referencia dentro de la oferta de obra nueva. En el lado opuesto, tenemos la parte más occidental de la Costa (Casares, Manilva…) que tienen mucho margen de desarrollo y están llevando a cabo un desarrollo muy sostenible, con el golf como principal atractivo.

Asimismo, estamos trabajando con muchos clientes que están a la espera de viajar para confirmar sus operaciones de compra y, por ello, hemos realizado un esfuerzo para gestionar esos procesos de demora en la entrega de viviendas o firmas de contratos. Este pequeño paréntesis que hemos experimentado nos ha servido para invertir mucho tiempo en estudiar el mercado, para que el nuevo producto que salga en los próximos meses lo haga con la mayor garantía de viabilidad comercial, tanto en las características técnicas como en precio. ¿Qué nuevas promociones de Gilmar verán la luz en los próximos meses? En Gilmar siempre estamos estudiando el mercado para poder comercializar los mejores productos de obra nueva. Analizamos con los principales promotores de la Costa del Sol cómo ‘respira’ el mercado, para

encontrar el mejor momento de lanzar los proyectos que tienen en cartera. Muchas promociones que tenían previsto salir a la venta en 2020 lo harán finalmente en 2021, y Gilmar seguirá aumentando su cartera de promociones de obra nueva. Además, la reciente apertura de nuestra oficina en Málaga capital nos dará un gran posicionamiento en la parte oriental de la Costa del Sol y en el mercado de primera residencia. ¿Qué zonas son las más demandas por los clientes? Sus preferencias. En los últimos años hemos visto cómo crecía exponencialmente la demanda por la zona más occidental de la Costa del Sol (Estepona y sus alrededores) llegando a acaparar la mayor oferta de promociones de obra nueva y el interés de los principales mercados a nivel internacional: belga, holandés, británico y escandinavo en su mayoría. Por supuesto, Marbella sigue siendo un clásico en la demanda del cliente internacional y nacional, y el área de Mijas también tiene una gran demanda por su oferta de obra nueva, con la ventaja de la proximidad a

¿Qué estilo de vivienda y nueva construcción son las que reclama más el mercado actual? Hay aspectos que son denominadores comunes en la demanda del cliente en la Costa del Sol. Con esta nueva realidad post-Covid, las zonas exteriores (jardines y terrazas) se han convertido en protagonistas y la mayoría de clientes nos están solicitando viviendas con grandes zonas exteriores. En el caso de las demandas de los clientes internacionales, la orientación sigue siendo un factor fundamental, al igual que la eficiencia energética, que se ha convertido en un requerimiento fundamental para responder al mercado actual. En los nuevos proyectos, todo este bagaje de la pandemia, entendemos ha ayudado a priorizar espacios abiertos y al aire libre en las propiedades. ¿Se han alterado las preferencias o gustos del cliente? Sin duda. La demanda actual se ha posicionado mucho hacia el lado de las viviendas con grandes zonas exteriores. La nueva tendencia del teletrabajo ha permitido que mucha gente se esté desplazando de las grandes ciudades a zonas de costa y buscando viviendas en las que poder pasar más tiempo y que sean funcionales. Esto pasa por grandes estancias conectadas con el exterior, cocinas abiertas y orientaciones que consigan una buena lumi-

nosidad, entre otros aspectos. Como os comentaba antes, cada vez más, el cliente valora la sostenibilidad y por ello ofrecemos viviendas que alcancen unos niveles mínimos de eficiencia energética. ¿Qué escenario encontraremos en el sector inmobiliario para 2021? Creo que, en cuanto pasen estos meses de mayor incertidumbre y tengamos ya claro los plazos de normalización y soluciones para la crisis de la pandemia, habrá un efecto rebote y la mayoría de compradores, que han aplazado su decisión de compra, tomarán la decisión de invertir. Independientemente de los efectos negativos de la pandemia en la economía, el Banco de España ha dado datos sobre los niveles de ahorro máximos que están alcanzando los hogares españoles. Esto, sumado a los bajos tipos de interés que vamos a encontrar en el mercado, van a ser el mayor estímulo para la recuperación del sector inmobiliario a medio plazo. ¿Qué ofrece de manera exclusiva Gilmar en el mercado de Sotogrande? Sotogrande es una ‘plaza’ que siempre está presente en los planes de Gilmar. Desde hace años, es la extensión de lujo de la Costa del Sol y está en plena ebullición por su atractivo residencial. New market trends, the social and economic context and the consequences of the pandemic; the major challenges of the sector in the new year.

Hello, delighted to welcome you and it is a pleasure to have you in the pages of our newspaper. During this entire year we have shown a great concern, much more than ever despite the fact that it is one of the topics that we most address, with analysing interviews and reports on the progress of the property sector during this difficult 2020. With your experience, how have you viewed this entire process and the management of the pandemic? I´m delighted to be here with El Periódico de Sotogrande. What the pandemic has triggered since it began has been a new reality for all of us and, as managers, we have had to make big changes to how we carry out our activity. We have experienced an atypical year where some of the forecasts we had have not been fulfilled in the planned periods. Despite everything, we have a positive assessment of how we have adapted to this new situation. It has been a challenge. Over time, we will see this period as the turning point when the property sector made the leap to a new stage, definitively incorporating all the resources of the digital world and where the demand of clients took a turn towards sustainability and wellbeing in the home. It is possible to now know data and percentages regarding the economic consequences? It is still early to make an overall assessment in the property sector. These have been unique months and it is difficult to claim to know how the recovery that we have talked about so many times will be like. With regard to the new build developments, if we talk

about second homes on the Costa del Sol, the rate of sales has been slightly affected by the limitations on mobility at an international level. When it is possible to travel to Spain, we know that the demand for these types of homes will remain very high and the sales rates will return to normal levels. The point that the brick industry was at, will mean that this sector becomes crucial in order to speed up the economic recovery. In terms of new builds, how has this entire situation caused setbacks to the plans of Gilmar or the projects that you have underway? We have continued to work on our portfolio of exclusive developments, adapting the selling process by putting a real emphasis on the digital world. What new Gilmar developments will go ahead over the coming months? At Gilmar we are always studying the market in order to be able to sell the best new build products. With the main developers on the Costa del Sol, we analyse how the market is “breathing”, in order to find the best

time to launch the projects they have in their portfolios. Many developments that were planned to go on sale in 2020 will finally do so in 2021, and Gilmar will continue to increase its portfolio of new build developments. Also, the recent opening of our office in Malaga will give us a great position in the east of the Costa del Sol and on the first home market. What areas are the most sought-after by clients? Their preferences. Over recent years we have seen how demand grew exponentially for the westernmost area of the Costa del Sol (Estepona and its surroundings) and ultimately gained the largest demand for new build developments and interest for the main international markets: Belgian, Dutch, British and Scandinavian mostly. Of course, Marbella remains a classic in the demand of international and national clients, and the Mijas area also has great demand for its offer of new build, with the advantage of the closeness to Malaga and good price segments. What areas are the most interesting and attractive that are yet to be developed on the Costa del Sol? Several of the large property groups are beginning to put a focus on areas that until now were more in the background, such as El Rincón de la Victoria, to the east of Malaga, which over the coming years are going to attract a lot of investment and become a benchmark within the offer of new builds. On the opposite side, we have the most western part of the Costa (Casares, Manilva…) which have a lot of room for development

and they are carrying out very sustainable development, with golf as the main attraction. What style of properties and new builds are most sought by the current market? There are aspects that are common denominators in the demand of clients on the Costa del Sol. With this new post-Covid reality, outside areas (gardens and terraces) have taken centre stage and most clients are requesting properties with large outside areas. With regard to the demands of international clients, the orientation remains a crucial factor, as does energy efficiency, which has become a fundamental requirement to respond to the current market. In new projects, all this baggage of the pandemic, we believe that it has helped to prioritise open spaces and the outdoors in properties. Have client preferences or tastes changed? Undoubtedly. Current demand has moved much more towards properties with large outside spaces. The new trend in teleworking has enabled many people to travel from the big cities to coastal areas and look for properties where they can spend more time and that are functional. This depends on large rooms connected to the exterior, open plan kitchens and orientations that obtain good light, among other aspects. As I mentioned previously, clients increasingly value sustainability and we offer properties that attain minimal levels of energy efficiency. What scenario will we find in the property sector for 2021?

I believe that, as soon as these months of most uncertainty pass and we are clear about the periods of normalisation and solutions for the pandemic crisis, there will be a rebound effect and most buyers, who have postponed their decision to buy, will take the decision to invest. Regardless of the negative effects of the pandemic on the economy, the Bank of Spain has provided data about the maximum levels of saving that Spanish homes are attaining. This, along with the low interest rates that we are going to find on the market, will be the biggest stimulus for the recovery of the property sector in the medium term. Mediating Leadership What is mediating leadership? Is it a style of leadership that is gaining importance at present? Personally, I became a mediator after investigating different leadership models and their sociocultural implications, so the connection between these two concepts, “Leadership” and “Mediation” is very natural to me. If it is love that moves the world in the direction that keeps it alive, it isn´t possible to conceive of a leadership that doens´t consider the needs and goals of the other. Covid-19 has surprised by forcing all of us to get out of our comfort zones and creating stress and confusion about how we interact between ourselves. Suddenly, we must coexist in quarantine, work from home, reorganise ourselves with guardiaship, adapt schools and workplaces in accordance with security measures and, in general, our entire world now forces us to be more considerate. This has created a lot of conflicts at all levels, as it is necessary to make ongoing readjustments of a certain difficulty. Truly, this scenario is suitable for exercising mediating leadership that is able to lead people in confrontation from their own areas of conflict towards that zone of agreement where they share needs and objectives, and have dialogue to reach agreements. Moving from one zone to the other can seem impossible in the eyes of those involved, however, it is surprising to see how the blockages can be overcome with the help of an impartial third party that, with contextual and emotional intelligence manages to do two essential things: the first, help to understand each of the parties in the confrontration, how they think and act differently, and secondly, help them to visualise the conflict already resolved and their achieved objectives, having cooperated mutually. It is surprising to what extend beliefs can end up blinding people. Often, an innovative and creative solution that is within perfect reach of whoever may need it, goes unnotived or is ruled out due to ignorance, fear or pride. With experience, I have been able to see that, in almost all cases, communicative blockages are based around three liabilities that I like to call “FIP” (or “MIO” in Spanish, which also means “mine”) which represent the burdens. They are fear, ignorance and pride. The good thing is that each of them has its corresponding unlocking attractor and that, by applying the right mediation strategies, it isn´t difficult to manage to get dialogue to flow and reach agreements. I develop this in detail in a book, however, the key idea is that the mediator leader facilitates creative reformulations to help the parties in conflict to find desirable ways of cooperating. The mediator sees what, in the eyes of the person involved, is often hidden. They don´t direct their attention towards what one of the parties explicitly requests -money, time, attention, consideration, etc.-, but rather towards the underlying need -security, independence, affection, reaffirmation, etc.-. And they do so because it is in this territory where agreements are built. The issue is to not get stuck to the idea that “If I give the other person what they want, I lose”, that is a limiting belief that we learn, often as children and the, if we lose track, we find ourselves applying it as adults and entering into a lot of conflicts. Those who act out of fear, in reality need to be empowered in order to regain security; those who abuse power, need to give sense and meaning to their authority; those who feel insignifcant, will want to feel the affirmation and recognition of others... these are just some examples of needs that are rarely expressed openly by those who suffer them. It is the task of the mediating leader to undo these blockages, overcoming the distractions and limiting beliefs that hinder dialogue and create resistance. And very importantly, a mediating leader helps people in confrontations to authentically listen to one another, inform one another and explore these different options themselves, to then take decisions autonomously. Thus, responsibility is shared and partial agreements are reached. Ultimately, this is leadership that resolves conflicts by helping the parties involved to grow through them. It is the type of leadership that the new circumstances lead us to adopt, in reality, we need to want to adopt this type of mediating leadership.

¿Qué es el liderazgo mediador?, ¿se trata de un estilo de liderazgo que está cobrando importancia en la actualidad?. Personalmente, me hice mediadora tras investigar diferentes modelos de liderazgo y sus implicaciones socioculturales, de modo que la comunión entre estos dos conceptos, “Liderazgo” y “Mediación”, se me hace de lo más natural. Si es el Amor lo que mueve el mundo en la dirección que lo mantiene vivo, no es posible concebir un liderazgo que no considere las necesidades y objetivos del otro. La Covid-19 ha sorprendido obligándonos a todos a salir de nuestras zonas de confort y generando estrés y confusión sobre cómo relacionarnos entre nosotros. De pronto, debemos convivir en cuarentena, teletrabajar, reorganizaros con las custodias, adaptar las escuelas y los lugares de trabajo de acuerdo a unas medidas de seguridad y, en general, todo nuestro mundo nos obliga ahora a ser más considerados. Esto ha generado muchísimos conflictos a todos los niveles, pues es preciso hacer continuos reajustes de cierta complejidad. Verdaderamente, este escenario es el apropiado para el ejercicio de un liderazgo mediador capaz de conducir a las personas enfrentadas desde sus zonas particulares de conflicto hacia esa zona de acuerdo en que se comparten necesidades y objetivos, y se dialoga para llegar a acuerdos. Transitar de una zona a la otra puede parecer imposible a ojos de las partes implicadas, sin embargo, es sorprendente comprobar cómo se superan los bloqueos con ayuda de un tercero imparcial que, con inteligencia contextual y emocional logra hacer dos cosas esenciales: la primera, ayudar a entender a cada una de las partes enfrentadas cómo piensa y actuará el que opina diferente, y la segunda, ayudarles a visualizar el conflicto ya resuelto y sus objetivos logrados habiendo cooperado mutuamente. Sorprende hasta qué punto las creencias pueden llegar a cegar a las personas. A menudo, una solución innovadora y creativa al perfecto alcance de quién la pueda necesitar, pasa desapercibida o es descartada sin más por ignorancia, temor u orgullo. Con la experiencia, he podido comprobar que, en casi todos los casos, los bloqueos comunicativos se construyen en torno a tres lastres que me gusta llamar lo “MIO” pues, además de ser un acrónimo, representa muy bien aquello hacia lo que se orientan los que los van arrastrando. Se trata del miedo, la ignorancia y el orgullo. La bueno es que cada uno de ellos tiene su correspondiente atractor desbloqueante y que, aplicando las estrategias de mediación adecuadas, no resulta difícil lograr que fluya el diálogo y se alcancen acuerdos. Esto lo desarrollo con detalle en un libro, no obstante, la idea clave es que el líder mediador facilita reformulaciones creativas hasta ayudar a las partes en conflicto a encontrar maneras deseables de cooperar. El mediador ve lo que a ojos del implicado, muchas veces, está oculto. No dirige la atención hacia lo que una de las partes implicadas pide explícitamente -dinero, tiempo, atención, consideración, etc.-, sino hacia la necesidad subyacente - seguridad, independencia, cariño, reafirmación, etc.-. Y lo hace porque es en este terreno dónde se construyen los acuerdos. La cuestión es no clavarse en la idea de que “si le doy al otro lo que quiere, salgo pierdiendo”, esa es una creencia limitante que aprendemos, a menudo, de niños y luego, si nos despistamos, nos encontramos aplicándola de adultos y entrando en un montón de conflictos. Quien actúa desde el miedo, necesita, en realidad, empoderarse para recuperar seguridad; quien abusa de su poder, necesita dar sentido

Los alojamientos en la región gaditana superan con los datos de agosto las dos millones de pernoctaciones

El Instituto Nacional de Estadística publicó los datos correspondientes al mes de agosto de la Encuesta de Ocupación Hotelera. Como era de esperar todos los destinos españoles han caído con respecto a 2019 a causa de la pandemia del COVID-19 y las restricciones para viajar. Aunque como aspecto reseñable y positivo, a destacar, aparece que la provincia de Cádiz ocupa el quinto lugar de todo el país y el segundo de Andalucía tanto por viajeros alojados como por pernoctaciones considerando los meses de verano, lo que sitúa a los hoteles de la provincia en el grupo de

los más demandados. En cuanto a viajeros, entre julio agosto solo Islas Baleares (817.361), Gerona (715.726), Málaga (605.126), y Alicante (534.360) superan los 514.000 viajeros alojados en la provincia de Cádiz. Si hablamos de pernoctaciones, la provincia de Cádiz registró entre los dos meses 1.563.518, solo superadas por las de Islas Baleares (3.807.412), Las Palmas de Gran Canaria (2.043.123), Gerona (1.892.932)y Málaga (1.834.827). En cuanto al conjunto del año 2020, la provincia de Cádiz ya ha superado los dos millones de pernoctaciones hoteleras.

Los Hospitales Quirónsalud incorporan los tests en 15 minutos de Covid-19 Los Hospitales Quirónsalud de Andalucía incorporan las pruebas rápidas de antígenos Covid-19 que permiten obtener la confirmación de contagio en 15 minutos. Según indica la doctora María Rosa Moyano del Estad, directora del laboratorio del Hospital Quirónsalud Sagrado Corazón “esta técnica utiliza la inmunocromatografía con oro coloidal en formato point of care (POC) para la detección de la proteína de la nucleocápside del virus en exudados nasofaríngeos y según los informes de

validación, el test tiene una sensibilidad del 93,3% y una especificidad del 99,4%, presentando mayor rentabilidad cuando el paciente presenta síntomas de la enfermedad de entre uno y seis días de evolución”. Estas pruebas son muy útiles en los servicios de urgencias, al precisar un menor tiempo de respuesta, frente a la PCR de urgencias, —mínimo de 45 minutos y un máximo de 4 o 5 horas—, esto permite tomar decisiones inmediatas sobre

tratamiento y medidas de aislamiento del paciente y sus contactos directos evitando mayores riesgos de contagio”, como explica el doctor José María Ignacio García, jefe de Neumología de los hospitales Quirónsalud Marbella y Campo de Gibraltar.

Castellar abre sus puertas al turismo de calidad

El municipio chisparrero ingresa en la selecta nómina de los Pueblos más bonitos de España y marca una nueva línea de crecimiento para este sector en la zona. Este galardón posiciona a Castellar en el primer escalafón de destinos turísticos en la Comarca y consolida el primer paso de su plan estratégico de desarrollo económico y social. Un acto oficial, con aforo reducido en el interior del Castillo, certifica la acreditación del municipio como miembro de este singular y exclusivo ‘club’. Declarar la Romería del Cristo de la Almoraima de Interés Turístico de Andalucía se convierte en el próximo objetivo.

Castellar pone la mirada hacia el futuro y en ese horizonte, el turismo pasa por ser una de las piezas claves en el desarrollo económico y social del municipio. Hace poco más de un año, desde la toma de posesión de Adrián Vaca como nuevo alcalde de Castellar, uno de los primeros objetivos que se marcó fue el de integrar al municipio en el selecto club de Los Pueblos más bonitos de España. Tras meses de trabajo y recibir el nombramiento el pasado enero en la Feria Internacional de Turismo (FITUR); oficialmente, un acto celebrado hace unos días en el interior del Castillo certificó el ingreso de Castellar en la exclusiva nómina de los Pueblos más Bonitos de España. Objetivo conseguido. Un reconocimiento del que ya gozaba entre sus ciudadanos, visitantes y vecinos de todo el Campo de Gibraltar pero que ahora, de manera oficial, figura en todos los registros. Sin duda, una de las noticias más positivas y prósperas para el futuro del municipio y que marca la nueva línea de crecimiento económico y social para toda su área de influencia. Desarrollo turístico El alcalde de Castellar, Adrián Vaca, explica con orgullo el ingreso en este selecto club. “A corto plazo ya estamos notando un incremento del impacto e imagen del municipio y su demanda

turística, pese a este complicado 2020 que vivimos. Este reconocimiento es algo, sin duda, a celebrar pero también supone un compromiso y más responsabilidad para nuestra labor. No podemos bajar el listón ahora. Por ello vamos a redoblar trabajos y esfuerzos para no cesar en la conservación del castillo y todo el pueblo. Me gustaría puntualizar que desde nuestra llegada a la Alcaldía se dispuso de un trabajador en exclusiva para las labores del castillo, algo que era muy necesario”, detalla el primer edil. “Estamos trabajando en conseguir recursos de otras administraciones y así poder crecer y ampliar espacios en el castillo. Uno de los objetivos que nos hemos fijado es la reapertura y acondicionamiento de los jardines del castillo [dónde se celebraba el festival de música], que ahora mismo no se pueden visitar. Son maravillosos y tienen

una de las mejores vistas panorámicas.”, matiza Vaca. “La recuperación de aljibes, murallas, más espacios y una perfecta conservación son cuestiones prioritarias a cuidar, no sólo para que estén al servicio del turismo, al mismo tiempo para que los vecinos disfruten de su fantástico municipio. Un mejor acceso para personas de movilidad reducida es otra de las cuestiones que solucionaremos a corto plazo”, afirma. “Otro punto destacado es el trabajo con Diputación para la mejora en la carretera de subida al castillo; así como de los espacios para el estacionamiento. Todo ello va en el marco de dar facilidades al crecimiento y desarrollo turístico y empresarial en Castellar”, asevera el alcalde quién reconoce que esto sólo es el comienzo. “Este galardón no es una meta, supone la primera piedra del camino dentro de nuestro plan estratégico. Debe

ayudarnos y ser un impulso para seguir creciendo como destino turístico de calidad, por nuestro entorno natural, cultura y gastronomía”, explica el primer edil. “Y aprovecho la ocasión para adelantar cuál será el siguiente paso. Estamos trabajando para que la Romería del Cristo de la Almoraima, una de las tradiciones de la zona más longevas y seguidas de la zona, sea declarada de Interés Turístico de Andalucía. Hay que seguir sumando, Castellar es una apuesta segura de futuro”, matiza. Plan Estratégico La suma de todos para crecer juntos. Francisco Vaca, delegado de Turismo, detalla el cuidado proceso para la elaboración de este plan estratégico, tan importante para el desarrollo turístico del municipio. “Nos propusimos analizar todas las necesidades que el sector venía careciendo

en los últimos años; celebramos reuniones con todas las asociaciones y colectivos vinculados a esta actividad. Con esta iniciativa conseguimos determinar qué mejoras eran más necesarias, qué planes teníamos que poner en funcionamiento y qué objetivos marcarnos para crecer y evolucionar como destino turístico de calidad”, explica Vaca. “Decidimos dar voz a todas las partes implicadas, valorar todas las opiniones para crecer y en colaboración con una empresa experta en la materia, trabajamos en un plan concreto, sólido y preparado para el crecimiento y desarrollo de Castellar como gran destino turístico. De todo ese trabajo estamos comenzando recoger frutos pero esto sólo es el inicio”, puntualiza el delegado. road leading up to the Castle; as well as the spaces for parking. All of that is part of the framework to facilitate growth and tourism and business development in Castellar” notes the mayor who acknowledges that this is only the beginning. “This award is not a finishing line; it is the first stone of the path within our strategic plan. It should help us and be a boost in order to continue to grow as a quality tourism destination, thanks to our natural environment, culture and gastronomy” explains the mayor. “And I want to take this chance to announce what the next step will be. We are working to get the Pilgrimage of Christ of La Almoraima, one of the longest and most followed traditions in the area, declared to be of Tourist Interest in Andalusia. It is necessary to keep adding, Castellar is a safe bet for the future” he states. Strategic Plan The sum of everyone in order to grow together. Most beautiful town The official event took place in Castillo de Castellar, where the accreditation as a member of the Association of the Most Beautiful Towns in Spain was presented. It is worth highlighting that during 2020, Castellar de la Frontera was the only Andalusian town to become part of this network of quality towns. It thus becomes one of the five Cadiz towns in this Association, which encompasses municipalities of less than 15,000 inhabitants under a single framework of quality. Impuesto sobre la renta de no residentes

Desde GRUPO CONTASULT, queremos recordarte que el 31 de diciembre de 2020 (día 23 de Diciembre, en caso de domiciliación bancaria) finaliza el plazo para presentar el modelo 210 relativo al Impuesto sobre la Renta de No Residentes para personas físicas durante el ejercicio 2019. Este impuesto resulta de aplicación en todo el territorio nacional. Una persona no residente en España que es propietario de algún inmueble urbano situado en este país, estará sometido al Impuesto sobre la Renta de no Residentes y a un tributo de carácter local, el Impuesto sobre Bienes Inmuebles. Cuando un inmueble sea propiedad de un matrimonio o de varias personas, cada una de ellas es un contribuyente independiente, por lo que deberán presentar declaraciones separadas. Dependiendo del destino del inmueble, las rentas sometidas a gravamen son: 1.Rentas imputadas de bienes inmuebles urbanos de uso propio ( si el inmueble no ha estado alquilado, se utiliza por el propietario o está desocupado) El rendimiento a declarar es la cantidad resultante de aplicar al valor catastral del inmueble, que figura en el recibo del Impuesto sobre Bienes Inmuebles (IBI), los porcentajes siguientes: • Con carácter general, el 2 por 100. •En caso de inmuebles cuyo valor catastral haya sido revisado o modificado y haya entrado en vigor en el período impositivo o en el plazo de los diez períodos impositivos anteriores, el 1,1 por 100. Para el año 2019 el tipo de gravamen se establece en el 19% para residentes en la Unión Europea, Islandia y Noruega y 24% para el resto de contribuyentes. Este rendimiento se entiende devengado una vez al año, el día 31 de diciembre. Se declarará la parte proporcional de dicho importe si no se ha sido propietario del inmueble durante todo el año o si durante algún período de tiempo ha estado arrendado. 2.Rendimientos de inmuebles arrendados El rendimiento a declarar es el importe íntegro que se recibe del arrendatario, sin deducir ningún gasto, excepto cuando se trate de contribuyentes residentes en otro Estado miembro de la

Unión Europea y Islandia y Noruega, ya que éstos podrán deducir los gastos que estén relacionados directamente con los rendimientos obtenidos en España y que tienen un vínculo económico directo e indisociable con la actividad realizada en España. Este rendimiento se entiende devengado cuando resulte exigible por el arrendador o en la fecha de cobro si es anterior. En este caso, las declaraciones con resultado a ingresar deberán presentarse trimestralmente durante el año en el que se generen los rendimientos (es decir los correspondientes al trimestre Julio-Septiembre 2020, deben ser declarados antes del 20 de Octubre 2020), o anual si se trata de autoliquidaciones de cuota cero o con resultado a devolver. Por lo tanto es el momento para regularizar las declaraciones trimestrales correspondientes a 2020 que no hayan sido presentadas en plazo, para evitar mayores recargos e intereses. Para el año 2019 el tipo de gravamen que se aplicará al resultado de ingresos menos gastos, se establece en el 19% para residentes en la Unión Europea, Islandia y Noruega y 24% para el resto de contribuyentes. Recordarte igualmente que el día 20 de octubre finaliza el plazo para la presentación de autoliquidaciones trimestrales correspondientes a IVA e IRPF, así como el segundo pago a cuenta en el Impuesto de Sociedades. 2.Revenue from leased properties

The return to declare is the full amount that is received from the lessee, without deducting any expenses, ex-

HC Cáncer Center: nuestras armas contra el cáncer de mama

Octubre es el mes dedicado a la lucha y prevención del cáncer de mama, aunque para muchos la lucha y sensibilización frente a esta enfermedad es todos los días del año. El cáncer de mama es el más frecuente en las mujeres tanto en países desarrollados como en vías de desarrollo. En los últimos años el tratamiento del cáncer de mama ha avanzado notablemente, pasando de tratamientos más agresivos a tratamientos más conservadores, eficaces y personalizados. Actualmente la cirugía conservadora, es decir la extirpación de la lesión con margen adecuado, es el tratamiento quirúrgico de elección en muchas pacientes. Para mantener las cifras de control local y supervivencia obtenidas antes con la mas-

tectomía, este tratamiento debe ir acompañado SIEMPRE de radioterapia. Una radioterapia precisa, conformada y más segura que mejora la tolerancia al tratamiento, manteniendo la eficacia. A nivel sistémico, contamos con distintas plataformas genéticas, que nos permiten evaluar el riesgo de

recaída de cada paciente y así saber el beneficio de completar el tratamiento con quimioterapia. Además, si es un tumor hormono-dependiente, la hormonoterapia continúa siendo uno parte fundamental del tratamiento del cáncer de mama. Cada tratamiento tiene su función y sus tiempos, y por ello es imprescin-

dible que este coordinado por un equipo multidisciplinar. Currently, conserving surgery, that is to say the removal of the lesion with an appropriate margin, is the surgical treatment of choice for many patients. In order to maintain local control and survival figures obtained before with mastectomy, this treatment

should ALWAYS be accompanied by radiotherapy. Precise, conformed and safer radiotherapy that improves tolerance to the treatment, while maintaining efficiency. On a systemic level, we have different genetic platforms, that enable us to assess the relapse risk of each patient and thus know the benefit of completing the treatment with chemotherapy.

Also, if it is a hormone-dependent tumour, hormone therapy remains a crucial part of breast cancer treatment. Each treatment has its function and times; therefore, it is essential that it is coordinated by a multidisciplinary team. At HC Marbella we have a breast unit formed by different experts including gynaecologists, radiologists, medical oncologists, radiation oncologist, in order to

provide a complete service to the patient from the early diagnosis until the treatment, in order to guarantee the best treatment option, in the best environment and with the same people. The Ladies European Tour has announced that Spain will host the 2023 Solheim Cup at the spectacular Finca Cortesín course. The United States and Europe will face-off in Spain for the first time in the history of the tournament, a milestone that once again places this country at the forefront of sport and it joins the long list of major top level events (1982 World Cup, 1986 Basketball World Cup, Barcelona ´92 Olympic Games, ´97 Ryder Cup, 2007 and 2010 America´s Cup, etc.) held in our country. Redacción Enorme triunfo en el PGA Tour de Sergío García, el número once; victoria que se le resistía (en tierras estadounidenses) desde que en 2017 se impusiese en The Masters, y esta misma semana había salido por primera vez en años del Top 50 mundial. Eran dos datos que no debían de gustar a su protagonista, Sergio García. Pero éste, lejos de lamentarse, dio la vuelta a la situación con una magnífica victoria en el Sanderson Farms Championship. El undécimo triunfo del castellonense en el principal escenario del golf mundial lo ha escrito un guionista con refinado gusto golfístico: el truco

final ha consistido en un exquisito hierro en su hoyo número 72 de la semana con el que se dejó dado el último birdie de la semana, el número 22. Un final inmejorable. Sergio García puso rumbo al triunfo con una fantástica tercera ronda que le situó en el coliderato. Un excelente 66 -seis birdies sin errortras dos 68 le situó en el mejor lugar de cara a la jornada final. Redacción La entidad de Holmes Sotogrande Rugby del Estrecho trabaja ya en la confección de la pretemporada que aglutina los equipos de las categorías de base y el equipo Senior, que esta temporada debuta en Primera Regional. El club, de manera obvia, sigue muy de cerca el asunto de las autorizaciones sanitarias que engloba los textos aprobados en materia de protocolo anti Covid-19 desde la Junta de Andalucía y la Federación Andaluza de Rugby, pero también el marcado por la Delegación de Deportes del Ayuntamiento de San Roque. De todo ello depende el inicio de los entrenamientos en este deporte, puesto que todos los clubes de Primera y Segunda Regional están pendientes de que la Federación Andaluza de Rugby haga público un calendario de competición para que todos puedan empezar las actividades en el campo de rugby. El presidente de Rugby del Estrecho, David Arias, señaló que las actividades a nivel de clubes están de momento en suspenso. “Nos estamos moviendo mucho y preparándonos para un inicio de temporada un poco extraño por el tema del coronavirus, donde tene-

mos que cumplir estrictamente con el protocolo que nos ha marcado la Delegación de Deportes de San Roque para cuando llegue el día de los primeros entrenamientos funcionemos bien y con todas las garantías de seguridad y salud”, aclaró. “Estamos haciendo otras cosas a nivel de entrenamientos para no perder la forma de cara a la vuelta al campo de rugby -apuntó, por lo que hemos tenido que buscar un lugar alternativo para tener la gente enganchada y para que todos podamos aportar un poco más a las

Nuevo césped para los chicos del rugby en Pueblo Nuevo

M. Gil El campo municipal de rugby, de Pueblo Nuevo de Guadiaro, cuenta ya con un césped natural adaptado a la práctica de este deporte en el municipio. El alcalde, Juan Carlos Ruiz Boix, recordó que se trata de “una inversión que ya comenzamos hace dos años y que desgraciadamente la bermuda que se puso no aguantó el trote y la fuerza que tenía el alto volumen de la actividad que tenía el club en todas sus categorías de rugby y que nuevamente ha requerido de una nueva inversión que se inició antes de este verano 2020”. Explicó el alcalde que “la desgracia del Covid ha permitido realizar esta inversión de forma más tranquila, más pausada, porque tiene poco uso y donde vemos la renovación

completa por parte de una bermuda, una semilla, más adecuada para el deporte del rugby”. Desde el Ayuntamiento se confía que el nuevo césped aguante “la intensa actividad que dan los equipos de las distintas categorías que juegan en este Club de Rugby del Estrecho, y que ojalá muy pronto

pueda estar llena de pequeños y jóvenes que puedan practicar su deporte del rugby en las mejores condiciones”. Adelantó que “eso será cuando de una vez por todas digamos adiós a la pandemia y a todo lo que está afectando el problema del coronavirus”.
