l presidente de los Estados Unidos, Barack Obama, anunció el jueves a los 16 nuevos galardonados con la Medalla Presidencial de la Libertad, el mayor honor civil del país, entre los que figuran el científico mexicano Mario Molina, el músico de jazz de origen cubano Arturo Sandoval, el expresidente Bill Clinton, y la periodista televisiva Oprah Winfrey. “La Medalla Presidencial de la Libertad va a aquellos hombres y mujeres que han dedicado sus vidas a enriquecer las nuestras. Los galardonados de este año
han sido bendecidos con un extraordinario talento, pero lo que verdaderamente los diferencia es su capacidad para compartirlo con el mundo”, indicó Obama en un comunicado. friends to believe the victim when she cries out for help. Domestic Violence is a serious crisis facing our society today. It not only affects those directly involved, but it affects those in contact. Children are likely to be harmed during the violent altercations and studies show that children who witness domestic violence in their homes are twice as likely to grow up and become abusive themselves. In 1977 Peace at home family Shelter opened its doors becoming one of the first shelters to serve North West Arkansas. The shelter houses women and children that are in danger and ready to leave their abuser. The victim increases in danger once she/he decides to leave the abuser.

Mario Molina is a visionary chemist and environmental scientist. Born in Mexico, Dr. Molina came to America to pursue his graduate degree. He later earned the Nobel Prize in Chemistry for discovering how chlorofluorocarbons deplete the ozone layer. Dr. Molina is a professor at the University of California, San Diego; Director of the Mario Molina Center for Energy and Environment; and a member of the President’s Council of Advisors on Science and Technology.

AHECB aprueba préstamos, programas académicos y cambios de política Hola Arkansas Little Rock, AR La Junta Coordinadora de Educación Superior de Arkansas aprobó el lenguaje de actualizaciones de políticas inscripción simultánea de la Junta, o para los estudiantes de secundaria matriculados en un curso universitario impartido principalmente en el campus de la escuela secundaria y de crédito a nivel universitario. Los cambios incluyen la aclaración de los requisitos para la aprobación simultánea de programas, lo que los cursos requieren, las credenciales y cómo debe ser entrenada la facultad, el pago de la matrícula y
cuotas. Los cambios en las políticas se han elaborado en los últimos meses, según las autoridades, con la participación de escuelas en todos los niveles. Entrará en vigor en el otoño de 2013. AHECB approves loans, academic programs, policy changes Hola Arkansas Staff Little Rock, AR The Arkansas Higher Education Coordinating Board approved language that updates the Board’s concurrent enrollment policy, or for those high school students enrolled in a college course primarily taught on the high school campus for both high school and college-level credit. Changes include clari-
fying the requirements for concurrent program approval, what coursework is required, teacher credentials and how faculty should be trained, and payment of tuition and fees. The policy changes have been crafted over the last several months, officials said, with input from campuses at all levels. It will take effect in Fall 2013. Department staff also reported the college-going rate for Fall 2012 is up to
nearly 53 percent, from 52.2 the year before to 52.9 percent for first-time, full-time students. Of those enrolling right out of high school, 63 percent attended a four-year university and 34 percent attended a two-year college. The remaining three percent attended a private institution. The board approved 155 new degree certifications from 32 colleges and universities through its Insti-

Righs and responsibilities for renters, landlords
Hola Arkansas Staff Little Rock, AR A significant number of Arkansas consumers choose to rent their residences rather than own property, and with that decision comes a unique set of rights and obligations for those who are tenants and landlords. According to the U.S. Census Bureau, renter-occupied dwellings make up more than 32 percent of the residences in Arkansas. Tenants and landlords often ask the Attorney General’s Office about their responsibilities
under the law. Therefore, Attorney General Dustin McDaniel issued this consumer alert today to focus on landlord-tenant issues. “My office fields dozens of calls a month from both landlords and tenants who have questions about their protections under state law,” McDaniel said. “Generally, we recommend that parties enter into a binding, written lease agreement that stipulates the terms and conditions of the leasing period.” McDaniel noted that Arkansas laws that cover residential tenants and land-
lords apply only to private rental units and not government-subsidized housing. The state’s security-deposit law protects consumers from being required to pay security deposits in excess of what would be two months’ rent. For instance, a tenant paying $800 per month cannot be charged a security deposit of more than $1,600. The deposit must be returned within 60 days of moving, but landlords may deduct the cost of any damages or past-due rent. The law applies only to landlords who rent six or more dwellings.
Tenants who rent houses or apartments often agree to accept the dwelling “as –is,” which means that the landlord is not required to provide additional maintenance to the dwelling. If a tenant wants the landlord to be responsible for maintenance, the tenant should ask the landlord to agree in writing to provide it. Also, tenants who believe that maintenance necessary for their health and safety has not occurred should contact their local code enforcement authorities to determine whether the dwelling fully complies with building codes. A landlord can terminate a lease at any time if the tenant violates any provision of the lease, including
failing to pay rent. State law provides the landlord with a procedure to evict the tenant and reclaim posses-
