Piazza Italia 2016 goes on tour Our Piazza Italia festival for 2016 takes on a new twist this year. To celebrate 10 years of the unique Piazza Italia event in Horsham town, we are taking the festival on tour around the whole of the district. On Sunday 13 March, before the main Piazza Italia celebration in Horsham town, which will take place over three days during the Easter weekend, a selection of superb Italian vintage and modern cars and bikes will take a tour of the district. Setting off from Horsham town centre, the Piazza Italia fleet, including both current and classic models, will travel
in convoy to Billingshurst, Pulborough, Storrington, Steyning and finally Henfield, before returning to Horsham.
Easter weekend on Good Friday 25 March, Easter Saturday 26 March and Easter Monday 28 March.
Each of our participating market towns will stage their own special welcome as the cars and bikes stop off.
Show your support Don’t miss this unique spectacle for our district. Please come out, show your support and give a warm welcome to the Italian fleet as they stop off at a market town near you!
Also this year for the first time, the council is teaming up with the Italian Tourist Board. There will then be a month long, district–wide celebration of all things Italian throughout the month of March leading up to the main Piazza Italia Italian Festival over the

Go-ahead for new flagship leisure centre
Plans for a brand new £12.3 million leisure centre in Broadbridge Heath were given the go-ahead in December 2015.
T
he new leisure centre will deliver the biggest public ‘dry-side’ sports and leisure centre in the district and will see a major new facility built to replace the existing Broadbridge Heath Leisure Centre. The new facility will be designed to meet the needs of a population which is set to grow significantly over the next 20 years. It is anticipated that construction will start in the autumn of 2016 and the new centre should open in 2018. The fantastic new facility will include: • a six court sports hall • an 80-station gym • a cycle studio • three fitness studios • a new café and extended catering facilities serving

both the leisure centre and co-joined Horsham District Indoor Bowls Club • a sensory room • new indoor and outdoor activity changing facilities, including a Changing Places disabled changing facility. This exciting development represents one of the most major investments in leisure and recreation for our district in recent years.

Fly tipping – it’s a costly business Did you know that clearing our streets, pathways and public spaces of fly-tipped rubbish costs the council £37,000 a year?
F
ly tipping can be a real problem for local authorities, especially when hazardous waste such as asbestos needs to be removed. Horsham District Council has two dedicated teams who clear litter and fly tipping from public places with nearly 500 tonnes of fly tipping and litter taken off our streets every year.
It’s easy to get rid of unwanted waste if you need to: the Household Waste Recycling Sites (HWRS) are open every day except Christmas Day and Boxing Day and accept most household rubbish and recycling.

Give us your rubbish! How much rubbish do you recycle? Many items you might think are just rubbish could be valuable material for recycling and every item counts.

id you know that you can recycle cosmetic tubs from your bedroom, bleach bottles from your bathroom and aerosols such as air fresheners from your lounge?
If everyone in the district recycled one more plastic bottle every week for a year, it would equate to over 84 tonnes of plastic, saving nearly £7,000 in landfill tax!

We all mostly just concentrate on kitchen items, but that means a lot of valuable recycling can be missed from around the home. Don’t bottle it Surprisingly, even items that would generally come from the kitchen can miss out on being recycled too. The average household uses around 500 plastic bottles a year but only recycles half of them. Just remember that every room in your house can produce a host of recyclable items which can make a big difference to the amounts of recycling going to landfill.
Recycling one tonne of plastic bottles saves ¾ of a tonne of carbon which is the equivalent of travelling 2,500 miles in a car. So it really is worth saving that extra plastic bottle for the recycling bin. Kitchen

Plans for an ‘electric’ district receive a boost Electric vehicle usage in the UK has more than trebled in the last year, so to keep pace with the increased demand for charging points, two new rapid charge points have just been installed in car parks at Storrington Library and Billingshurst Library.
T
he new points provide an 80% charge in 20-30 minutes. They are located near shops and cafes so that drivers can use these facilities whilst their cars are charging. The quick charge points enable electric cars and vans to travel much further afield. There are also two slower charge points in the car park outside Park House, North Street, Horsham. These take longer to fully charge a vehicle (6-8 hours) but can still be useful for a top up charge.

Enabling drivers to go electric and go further The rapid points were provided as part of a project led by Sussex Air and funded by a Government grant. The project has increased the network of charge points with rapid chargers introduced in East Sussex, Surrey and Kent. In addition, Southern Rail has installed fast charge points at eight West Sussex stations (including Horsham station). All of these charge points are provided by the Energise Network initiative.

Tackling anti-social behaviour in our district A
lthough crime figures indicate that levels of anti-social behaviour across the district are relatively low, tackling anti-social behaviour is often cited by district residents as being a top local priority. Based in Horsham police station, the Anti-Social Behaviour team work closely with local police officers to offer positive intervention and support to both victims and perpetrators of anti-social behaviour within communities. The success of our AntiSocial Behaviour team depends on developing strong partnerships with other local agencies such as registered social landlords, youth workers and special forums in local schools to understand the reasons behind the anti-social behaviour and agree appropriate steps to address it.

This is local teenager James’ story: James had been stopped by local police hanging around with a group of young people in the town centre who were believed to be spraying graffiti, smoking cannabis and being abusive to members of the public. The Anti-Social Behaviour caseworker invited James into the police station to discuss his behaviour and he agreed to sign an Acceptable Behaviour Contract (ABC). The contract lasted for six months during which time James’ behaviour was monitored through monthly review meetings. During the review sessions, James was given an opportunity to talk about the issues affecting him and think
about the choices he was making and the effect of his behaviour on those around him. He was also referred to the Young Persons Substance Misuse team for help with his cannabis use. Whilst James was on the ABC contract he did not come to police attention and was therefore signed off his contract after six months. He has now gone on to take his GCSEs. James’ story demonstrates that taking early action to address ant-social behaviour is very beneficial as it stops problems escalating and getting out of control.

Community Men’s Sheds are bringing people together to share skills, tools and perhaps more importantly, a chat.

or many, the Men’s Shed movement saved them from what can be life shortening isolation.
A Men’s Shed is larger than a typical garden shed – it’s a place where people can relax and pursue practical interests with the added benefit of more men and more tools! Men’s Sheds encourage more social interaction and combat loneliness, isolation and depression. Sheds create community camaraderie and, quite simply, a place to go where somebody knows your name, for people who otherwise would be home alone. Community Safety Manager, Greg Charman, is leading the project to get local Horsham people on board.

Mission to make Horsham a dementia friendly district Increasing awareness and understanding of dementia is the mission for the council’s newly appointed Dementia Friendly Coordinator, Sharon Cadman.
I
n her role, Sharon Cadman will be supporting the Horsham District Dementia Action Alliance of which Horsham District Council is a lead member, as she strives to convert the district’s shops, businesses, schools, libraries, leisure centres and many more organisations into dementia friendly places.
The alliance’s vision is to make the district a safe and rewarding place for people with dementia to live, work and visit – and for carers to feel adequately supported. Five action groups have now been formed, working on the themes of shopping and business, transport, education and young people, leisure and wellbeing and the care pathway.
“There’s already a lot of great work happening in the district, with more initiatives planned, so things are really moving forward at a pace which is great.” Sharon Cadman, Dementia Friendly Coordinator

Sharon’s role will see her look at accessibility of local venues, improved directional signage, better lighting and how best to communicate with people with dementia. She will also be building upon the many dementia friendly services that already exist in the district.

orsham district is generally thought of as an affluent area with a high proportion of home ownership, a competitive private rental market and a small affordable housing sector. It is also an area with no council owned permanent housing stock. The housing service at Horsham District Council deals with 233 homeless applications each year on average. One of the most common reasons for a household becoming homeless is when a private landlord decides to terminate a tenancy.

Here’s what one resident had to say about our service: “My son and I were recently faced with homelessness and needed urgent help. I felt distraught and overwhelmed about what to do. I went to the council’s drop-in service in Horsham and was instantly calmed and more hopeful after my first meeting, being reassured that further help was just a phone call away. Community Link Alarm Service The council’s Community Link Alarm Service helps keep people safe and independent in their own homes and when they are out and about.
Community Link alarm pendents can be used inside the home and outdoors.
“My wife and I are very active and we are always on the go. We have four grandchildren and three dogs that all require a lot of our time and energy. How does it work? The Community Link Alarm Service provides alarm pendants to Horsham district residents. If the user needs help they simply press the pendant which connects to our control centre in Chichester. The control centre staff will then raise the appropriate help. Who is this for? Most people assume this service is for the elderly, but it can benefit anyone regardless of their age. We look after every age – our youngest customer is 20 years old and our oldest is 103. Residents use the community alarms to help them be more independent “just in case” an incident happens. Calling all budding young performers to Summer School

uditions for our fantastic musical theatre Summer School for kids are scheduled to start in May 2016. This will be our third Summer School at The Capitol, in previous years we have produced Hairspray and Les Miserables: School Edition to much acclaim from both audiences and performers. Our professional production teams work hard to enable everyone to have their moment to shine. It is a delight to welcome so many young people to spend two weeks of their summer holidays with us learning such ambitious shows in just nine days. This year’s Summer School production will be Joseph and the Amazing Technicolour Dreamcoat.

Forging partnerships to excite and inspire young locals As a community theatre it is vital to give young locals the chance to perform with professionals in a large scale show in order to develop their artistic and social skills. The Capitol in partnership with Chichester Festival Youth
Theatre (CFYT) has launched a new Youth Theatre group this year. Sessions with young locals aged 10 to 19 take place on Wednesdays after school between 4.30pm and 6pm, but spaces are limited.

Matching local jobs to local people The first ever Horsham District Jobs and Skills Fair was hosted by the council in Horsham’s Drill Hall in September 2015. “This is a great way to connect with the local public, to recruit and to promote your company’s service – a very good event.” Ascot Care, Exhibitor
It’s a Match! Some 100 vacancies were filled on the actual day of the event or shortly afterwards.

ome 400 people of all ages and circumstances visited the event, searching for either a new job, a change of career or just some advice on job hunting. Nearly 40 employers, recruiters and careers advisors packed the Drill Hall, providing over 600 live job opportunities for those visiting. Whilst levels of unemployment in the district are low compared to national jobless figures, it is important that
local businesses have the opportunity to keep pace with their growth by filling vacancies at a local level. Apprenticeship providers, the National Careers Service, the Federation of Small Businesses and the University of Chichester Business Startup team were all on hand to give practical advice, share their knowledge and look for new employees. A series of short workshops also ran throughout the day, helping people to develop their personal strengths, CV writing skills and interview techniques. Practical tips on how to use digital tools for job hunting proved particularly popular.

Doing more for the district’s job hunters Our district Work Information and Support Hub (WISH) is delighted to be expanding throughout the district to help more local people improve their employability skills to find the jobs they want.
W
ISH is the successful Work Information and Support Hub which opens its doors every Wednesday morning at Billingshurst Library. The good news is that there are now plans in place to extend the Hub to residents in Southwater. WISH is a friendly club which aims to help local unemployed people improve the skills they need to find new jobs. With the support of two trained facilitators, people are supported through structured sessions to improve their CVs and interview techniques. They are also given plenty of time to actually search for jobs. Since WISH Billingshurst was launched in June 2015 more than 25 people from the Billingshurst area have benefitted from this support, which particularly helps to build confidence in job hunting.

Coming soon... If you live in the Southwater area, there are plans to open a new WISH club in the village. The council and Think Family are currently talking to the Parish Council in Southwater and will be looking for WISH to launch early in 2016.

ince 2003, our popular annual one day business to business event – Microbiz, aimed at all small businesses and anyone thinking of starting a business, has traditionally been held in March in Horsham. In recent years, visitor and exhibitor feedback has shown that the business seminars and networking opportunities were the most popular aspects at the event. Acting on this, a programme of more tailored, specialist events is being developed to replace the one day Microbiz event. Economic strategy for growth A top priority for Horsham District Council is the development of an economic strategy. With the arrival of Clare Mangan as Economic Development Manager, work has started on the strategy which will look to set out the priorities for the district and help our business community understand how we can work together to deliver economic growth. £1.7m to help rural businesses in our area
The previous LEADER scheme supported 153 projects and created 141 new jobs between 2008 and 2013.
Rural businesses across Sussex now have the chance to apply for their share of £3.2m in EU and Government funding.

he LEADER programme, announced by the Department for Environment, Food and Rural Affairs, will provide grants to small businesses, farmers, foresters and communities for projects that create jobs and grow the rural economy. £1.7 of funding has been allocated to the Central Sussex Local Action Group (LAG) which covers the rural area of Horsham, Mid Sussex and Lewes districts. The LAG is made up of local people and organisations with knowledge of rural issues and their communities. They will decide which projects to fund. The previous LEADER scheme supported 153 projects and created 141 new jobs between 2008 and 2013. 28 of the projects were from businesses and communities in the Horsham district, receiving a total of £502,754 over the five year programme.

Devolution matters Much has been reported nationally in recent months about the devolution of power from the Government to local authorities. Here we take a look at how this shift of power is affecting plans for West Sussex and its neighbouring counties. Three Southern Counties bid for new powers to boost economic growth. A bid to boost productivity and economic growth in West Sussex, East Sussex and Surrey, three of England’s strongest performing counties, was submitted to the Government in September 2015. These Three Southern Counties (3SC) aim to take greater control over their road and rail network, speed up housing development, pioneer new digital technology and launch a University Enterprise Zone to support high-tech businesses. The 3SC region is the economic powerhouse of the south, with a higher than national average employment rate and a combined annual value of £63.5billion – higher than the whole of Wales or nearly all of Scotland.

However its roads, rail, housing and public services are under severe strain because of its growing population while its businesses lose highly skilled workers to the lure of London. If the bid is successful, the measures will help the 3SC area tackle the increasing pressures on its infrastructure and services caused by a growing population and years of under investment. The submission of a bid marks the first step in a journey to deliver the powers our county needs to create jobs, transform our public services and improve our transport networks. Our Local Plan – shaping our district In November 2015, Horsham District Council adopted the Local Plan (the Horsham District Planning Framework) which will shape the future of development within our district for the next 20 years. But what does this mean for us?

Policies in the Local Plan enable the delivery of employment land to allow businesses to start and expand to provide jobs within our district. The policies also promote the tourist economy and ensure that we achieve the right balance of businesses and shops to support our vibrant communities.
Local Plans cannot however ensure developments go ahead once planning permission is granted – this is decided by developers (and influenced by economic conditions).
The Plan cannot however, stop businesses from changing hands, closing down or wishing to re-locate.
The Plan identifies the key areas of our local environment to be protected.

What is the Local Plan, and why is it important?
E
very council is required to prepare a Local Plan to show how land will be used to plan for new housing and employment. The policies in the Plan are used by the council to help make decisions on planning applications.
Horsham district’s Local Plan is important for everyone who lives, works and visits the district because it identifies land for much needed housing and jobs, as well as protecting and enhancing our towns, villages and countryside. Without it, property developers could apply to build on land
anywhere, including sites that we want to protect. By keeping control of where, when and how development happens through a Local Plan, we can make sure development happens in the right places – and not simply where developers want to build.

The Plan contains policies which ensures that development cannot take place unless there is sufficient water supply, sewage treatment, energy and new roads to meet the needs of the new development.
The newly adopted Plan allocates land for leisure and recreation use as well as a new secondary school on land in North Horsham which will meet the needs of residents. It also allocates land for new health care facilities.
The plan cannot provide new infrastructure to correct existing problems, or set detailed requirements such as the timing of public transport services.
The council does not however actually build these facilities. Other organisations such as the health service and the local education authority will have a key say in how they are provided.

The Plan identifies the key areas of our local environment to be protected. This includes ensuring that development does not take place on land which is unsuitable, such as land which is at risk of flooding. The Plan also protects listed buildings, nature conservation sites and ensures that the rural character of the district and important ‘gaps’ between villages and towns are retained.
The Plan does not stop all development taking place that affects rural areas or older buildings. Instead it ensures that their character is protected and that harm to key species is prevented.
The Plan cannot allocate land for community facilities without evidence that they are needed.

Although it’s only five minutes from Horsham Town Centre it offers tracts of ancient woodland and wonderful views over the water and mystical marshes; there is so much to explore. The bird hides provide secret places to view the beautiful herons which nest at the reserve. It is also one of the best places in the South-East to observe kingfishers both resting and flying over the mill pond – as well as over 100 species of birds and dragonflies.
You will receive a warm welcome from the Friends of the Reserve at the visitor centre where a range of tasty snacks and delicious hot chocolate, coffee and teas are served. The Friends also offer a whole range of activities throughout the year. The visitor centre is open seven days a week from 10am to 4pm (except Christmas Day and Boxing Day). The cost for a day permit is £1.50 per adult and children go free. You can help us conserve and protect this special place by becoming a regular visitor.

ew life is being breathed into the pocket open space at Windsor Close in Southwater with the installation of innovative new play equipment. Specially designed for children aged one to eight years, and to reflect the butterfly theme, the new play features include a slide and climbing net, seesaw, bee springer and mini nest swing.

A small play area within a housing area in Southwater is undergoing a gradual metamorphosis into a beautiful butterfly garden to provide imaginative play opportunities for families with young children.
Special care has been taken to select plants for the garden which attract butterflies, such as the beautiful purple flowering buddleia and hebe. A small wildflower meadow will give an attractive burst of colour in the spring and summer seasons and provide a nectar source for butterflies. Since young children will be enjoying the whole of this green space, we are asking that dog walkers kindly keep their dogs on a lead when walking through the area.

Why you should have a Will ... Should the unthinkable happen, who would you trust to make your medical decisions? Who would you want in control of your finances or your company? If an individual suffers from an unexpected accident, illness, mental incapacity or if they leave the country for a long period of time, creating a Lasting Power of Attorney ensures that the responsibility of their health and financial interests can quickly be put in the hands of someone whom they have identified as trustworthy. Without a Lasting Power of Attorney, a very complicated application process through the Court of Protection must ensue. This can take many months, be incredibly costly and create excessive stress for relatives, friends and carers. Without forward planning, a relatively simple process can become much more complex and may end in a result that does not truly reflect the person’s wishes. Not writing a Last Will and Testament similarly leaves your family and friends in a state of disarray and confusion and should therefore be given the same thoughts and considerations.
