A Cross of Merit award has been proposed for a fireman from Gran Canaria who saved two people’s lives within weeks of each other.

José Francisco Naranjo works for the fire department based in Gáldar. On the third Saturday of June, he was walking with his wife and two children on Avenida Mesa y López in Las Palmas, enjoying his day off from work. Suddenly, there was a loud bang and he saw smoke rising from an apartment on the third floor of a block. The heroic fireman didn’t hesitate for a second, running into the house and instructing everyone on the lower floors to leave the building.

Pulling together Not just the name given to an Island Council project, the motto ‘pulling together in the same direction’ sets the tone of the trend that Tenerife president Carlos Alonso wanted to pursue in the past and intends to strengthen in the future.

This announcement was made at a press conference on International Refugees’ Day, which was celebrated simultaneously in 14 European countries on June 20.

“We must see migration as enrichment”, is his credo. That the previous weekend almost 1,300 people had crossed the sea to various points in Spain, and the craft Aquarius, whose arrival in Italy was rejected and was therefore redirected to Valencia, had just arrived, was an opportune coincidence.

Citing just one instance, in midJune the Canary Islands coastguard spent four days searching for a boat that they knew had set sail from Morocco with 25 people on board - they didn’t find it.

“We are facing a great challenge, because Spain could bring about an important change, not only in the treatment of the arriving people, but also in their later coexistence”, he stressed.

For example, since 2013 a joint inter-religious prayer for peace has been organised once a year.

Twelve different religious communities and numerous people who are not committed to any faith take part in this event.

They pray for peace, mutual respect and peaceful coexistence. The University of La Laguna observes the flow of refugees through OBIten with regard to their social inclusion.

And finally, the University of La Laguna and charitable associations such as Caritas, the Spanish Red Cross, the Don Bosco Foundation are involved in the preparation and training of refugees for the labour market via 21 contact points throughout the island.

Back in 2006, the Canaries have already proved that they can deal with the phenomenon of mass migration. That year, more than 40,000 people, mainly from North and West Africa, arrived in the archipelago in the socalled Cayucos - among them about 8,000 children. Continued from front page The fireman called out to other residents of the 17-storey building to stay in their homes. Arriving on the third floor, he entered the door to apartment 3D. A 62-yearold tenant, named only as José, lay unconscious on the José Naranjo in conversation ground. Apparently, a bottle with television station TV Canarias of alcohol had exploded in his hands and caused the fire. The man had suffered severe second and third degree burns to his face, arms and chest.

The fireman first pulled the injured man out of his apartment to a neighbouring flat, where they were invited by a good Samaritan. After having his airways cleared, the victim shortly regained consciousness. Naranjo requested an oxygen bottle and a stretcher from his colleagues as he called them to take care of the fire-fighting. One of the inhabitants of the building had to be treated for a panic attack. Around 100 residents were not allowed to return to their apartments for several hours due to the amount of smoke.

Colleagues of fire-fighter Naranjo have called on the Island Government to award him the Cross of Merit, as this was the second life he has saved recently. At the end of May, Naranjo jumped into the sea at Agaete to save a 70-yearold man who was in acute distress in the water. There was only one of his colleagues in the area at the time, making the situation even more dangerous for the rescuer.

The hero from Gran Canaria is very modest about his achievements, however. “If I should actually receive an award, I will share it with all the people who work with me day after day, all the other fire-fighters, police and members of the emergency services, as well as with the neighbour in the fire incident who did not hesitate to open the door to his apartment and help us”, Naranjo explained. More than receive a personal commendation, he would prefer to use the publicity to highlight the need to improve the work situation of his colleagues.

In particular, he would like to see a change to the current shortage of personnel and materials. “If these problems were solved, it would be a much greater compensation for me”, he wished, modestly but emphatically. n

OPERATION DROMEDARIO

The Guardia Civil have arrested six people of various nationalities and executed 13 search warrants as part of an anti money-laundering operation code named Dromedario.

Premises searched include a lawyer's office, several company headquarters, a bank branch in Arona, an apartment in San Cugat del Vallés near Barcelona, one in Paris and a sailing boat anchored in Puerto Colón, Tenerife.

The operation was targeted at organised crime in the form of alleged money laundering from supposed smuggling and corruption acts in Russia. The man believed to head the group, V.K., a Russian politician and businessman, was one of those detained.

Together with his lawyer, he is said to have built up a false corporate network through which money from dubious sources could be laundered on a grand scale. A bank manager, who is said to have made the financial operations of the prime suspect possible, was

also purportedly involved.

Over the last few years, an estimated 14 million euros have been laundered in Spain and another four million in France by the group.

During the searches, €100,000 in cash (€99,000 of which was in €500 notes), IT materials, mobile phones, documents and six vehicles were seized.

In addition, 16 properties and several bank accounts have been blocked as a preventive measure.

Dromedario was successfully completed thanks to the collaboration with the European Police, EUROPOL, and the French Commission for Major Financial Crimes, Office Central de la Grande Delinquance Financière, in Paris.

The alleged head of the gang, a Russian national, has been based in southern Tenerife since 2001. He is a politician and businessman from the Primorsky Kray region in the Russian Far East. He fled his homeland in 2006, it’s suspected due to a connec-

tion to corruption and customs smuggling. It’s believed it was there he earned the money which was later mainly laundered in Spain.

The investigation began in December 2015 and took place in two phases - investigation and targeted access.

The authorities apparently found proof that the head of the organisation had built up a corporate structure of up to ten businesses fed by high capital flow from opaque sources, in particular companies from tax havens such as Panama and the British Virgin Islands. The money that flowed into Spain was

invested primarily in real estate in Tenerife and Barcelona and in luxury vehicles and yachts, as well as supporting the high standard of living that the Russian and his family enjoyed.

The financial activities were not only concentrated in Spain. Part of the money was transferred to a similar corporate structure in France.

Most of it was also invested in real estate there. Some of the properties are in the centre of Paris. The prime suspect did not hesitate to use his family, especially his wife, one of his daughters and his sonin-law, for his schemes. They

founded companies, opened accounts and followed his business instructions in Spain, France and even in Russia, as he still has numerous business and inheritance interests in his home country.

It should be emphasised that the purported head of the organisation was apparently significantly supported by an Italian-Argentinean lawyer with an office in Playa de Las Américas who allegedly helped him to establish his company network.

Another key role was supposedly played by the head of the bank in Arona, who undermined all the interna-

tional mechanisms to prevent money laundering and thus enabled the client to move large sums of money around the world without triggering an alarm.

The main load of the investigation during operation Dromedario fell on the shoulders of the Canary Islands Customs, the Guardia Civil Information Headquarters and the Tenerife Command Information Group, Europol, with its own representative in Tenerife during the investigation and final arrests, and members of various French police forces. In France, the latter have blocked banking products worth half a million euros and real estate worth almost four meuros as a preventive measure. The suspects are accused of belonging to a criminal organisation, money laundering and tax evasion.

The investigations are continuing and further detentions and seizures are therefore not ruled out. The case has been referred to Arona Court of Inquiry number one. n

Robot vehicle improves water service need for trenches. The design allows work to be completed within a three hour time frame with little or no damage to the surrounding area, nor acoustic contamination. It also means no traffic blocks and in general there will be no water cuts to the general supply either. The vehicle can be parked beside the nearest manhole cover and the work carried out from there.

Two operators will work machinery, find the leak, fix it and, once complete, the vehicle can simply move on to where it is next needed.

Emilio Fernandez explained that “With this kind of technology, when we do detect a leak or any kind of issue in the network we can now fix it without having to dig up the road, thus avoiding more problems for residents. This also means less rubble and a huge reduction in the time taken to resolve the problem. We are also, at the same time, improving the

Good news for all customers of water company Entemanser was recently announced, with the introduction of a state of the art system for repairs and maintenance.

Adeje councillor for works and services, Carmen Rosa González Cabrera, the director of Aqualia Canarias Emilio Fernández and the head of services for Entemanser Adeje, Francisco Caballo, presented a new vehicle equipped with the latest technology to detect leaks via a robot, camera and linked information system. The new machine, costing €100,000, will service the five boroughs where Entemanser operates: Santiago del Teide, Guía de Isora, Adeje, San Miguel de Abona and Granadilla.

Last year 15,676 births were registered in the Canary Islands, which is 2.9 per cent less than the previous year, but the decline is not quite as noticeable as it is on a national level.

In Spain as a whole, the numbers fell by 4.5 per cent to 391,930 babies born, a figure that has not been touched since 1996. For every 1,000 inhabitants only 8.4 babies were born. Such a low quota has not been recorded since 1976, shortly after the Franco dictatorship ended. In Spain, the population declined as more people died than the number of babies born, with a difference between births and deaths of 31,245. In the Canary Islands, a woman gives birth to an average of only 1.04 children, while the national average is 1.3 offspring.

In terms of mortality rates, there were 437 more births than deaths in the Canaries last year, which were up by 1.4 per cent compared with 2016. This means seven deaths per 1,000 inhabitants, while in Spain there are over nine deaths per 1,000. The average life expectancy in the Canary Islands is 82.4 years, making it the third lowest in Spain.

Only in Extremadura (82.3) and Andalusia (81.8) are people having shorter lives than those in the Canary Islands. n

Guardia Civil maritime units will intensify checks on ocean users to ensure safety for cetaceans

Due to the special topography of the seabed, the Adeje, Arona, Guía de Isora and Santiago del Teide coastal waters are home to large populations of marine mammals that have made the Canary Islands their home.

In particular, pilot whales and bottlenose dolphins are yearround residents, as well as sperm whales in small num-

bers. In addition, there are many different species that pass through these waters on their migrations through the world's oceans. Being able to observe so many of these cetaceans near to the coast is a special privilege and a huge tourist attraction that around 700,000 visitors every year take advantage of.

To protect the animals there are standards of behaviour which are meant to guarantee they are disturbed as little as possible in their natural habitat. Many companies earn their money via whale and dolphin watching excursions, and they are subject to additional rules designed to ensure safety on board the

boats. In order to deal with violations, the Guardia Civil Maritime Services, together with colleagues from PAFIF Border Control Units and the Sub-aquatic Activities Group (GEAS), carries out regular checks, both at sea and on land. This year alone, nine companies and 18 boats have been inspected. Sadly, this has resulted in 20 reports of violations of various kinds, such as missing insurance and/or obligatory documentation, as well as expired licenses.

Incidentally, private individuals and jet skiers must also observe prohibitions regarding approaching whales and dolphins and switching off engines in the vicinity of the animals. There are hefty fines which can be imposed to all sea users in cases of infringement of the laws.

After their initial assessment, the law enforcers have stated that they will intensify periodic controls on the basis of the violations that have been discovered. n

MASSIVE DRUGS HAUL

Routine control catches dealer National police recently arrested a 32-year-old man in Puerto de La Cruz who was carrying drugs in his vehicle.

Various items were discovered during a routine control.

From the boot of the suspect’s car, police apparently seized a box containing 1,050 grams of MDMA, the principal component of the recreational drug known as ecstasy. A further 217 ecstasy pills, 21.32 grams of cocaine and 16.7 grams of ‘pink cocaine’, also known as 2C-B, were later found in the suspect’s possession. The courts ordered pre-trial detention.

Despite its label, pink cocaine is a very different substance to its namesake, though both tend to be more popular with the wealthier section of society due to their expense. Pink cocaine usually costs between $53 and $75 (around €46 €65) per gram on the world market. Experts consider it to be one of the most dangerous recreational options currently available. It has a psychedelic effect that can be similar to LSD, altering the senses and causing visual and auditory hallucinations. In some cases, this can lead to severe attacks of anxiety and panic, which can have serious consequences due to their emotional intensity, especially in the case of longterm consumption. Anxiety issues can remain even after stopping usage. Other possible consequences are disorientation, a change of personality, extreme fatigue, depression and other mental health issues.

It is a substance that has rarely been found in the Canary Islands to date.

Clavijo with Canarian descendents in Louisiana

Many years ago, numerous Canarians moved out to find a future for themselves and their families in the New World.

They achieved great things, such as the city of San Antonio in Texas, which recently celebrated its 300th anniversary and was founded mainly

by Canarians. To commemorate this, the Spanish royal couple King Felipe VI and Queen Letizia and Canary Islands President Fernando Clavijo were honoured guests at the ceremony because, even to this day, there is a close connection to the Canarian-Spanish homeland. Now, however, this founding spirit could also work in reverse. Clavijo announced that a Canary Islands representative is to be established

in the San Antonio office of the Spanish Chamber of Commerce to promote US investments in the Canary Islands.

The operating radius extends beyond Texas and will primarily reach out to business people in Washington D.C., Los Angeles, Houston, Austin, Miami and Toronto in Canada.

During the visit, cooperation agreements for the exchange of students and lecturers from the University of San Antonio with Canary Islands universities were renewed.

by Canarian emigrants who were sent to Louisiana by the administration of the time to settle in the area. Between 1773 and 1783, more than 4,000 Canarians set off across

the ocean for Louisana. However, only 2,100 arrived. They founded four villages, but today there are only two left: St. Bernard and Valenzuela.

Starting off in the new land was difficult. They found com-

pletely different living conditions than they were used to.

The marshy soil of the Mississippi estuary was completely different from the dry volcanic soil of their homeland. Instead of the sea, the river was at

their disposal as a source of food. Most of them started to earn their money by fishing for shrimps, crabs and caimans.

To this day, 50,000 people of Canarian descent live in the city. During his visit, Canary Islands President Clavijo said "They still cultivate their traditions and roots today. This is proof of the real dimension of the history of the Canarians and shows what we as a people can achieve. Our folklore and traditions are still alive here today. This also applies to Venezuela and Cuba, where many Canarians have also left their mark." He also visited the museum, which was set up especially to remember the Canarian origins.

Louisiana was occupied by the Spanish in 1763 after France ceded it to the Spanish crown.

Later, in 1803, it fell back into French hands, after which Napoleon immediately sold it to the Americans for 15 million dollars. n

Domestic violence unchecked Despite all efforts in schools to educate children to outlaw domestic violence and to promote equal opportunities for the sexes, the daily reality speaks a different language.

In the first three months of this year alone, the number of women who experienced violence in their private environment in the Canaries rose by 1.4 per cent to 2,160 women.

Broken down by provinces, Gran Canaria is one step ahead with a total of 1,174 women, 187 of them foreigners and 987 Spanish, who experienced domestic violence between January and March 2018. In 116 cases, the women exercised their right to refuse to testify and remained silent. In Gran Canaria, Lanzarote and Fuerteventura there are 10.1 women per 10,000 inhabitants who suffer from domestic violence. This rate is among the highest in Spain.

Violence isn’t love

Things are only a little better in the province of Tenerife. A total of 986 women, of whom 227 were foreigners and 759 Spanish, were victims of domestic violence. Some 976 complaints were filed, but 117 women refused to testify against their partner or husband. The provincial average of 9.6 victims per 10,000 inhabitants and 18.9 per 10,000 women is slightly below Gran Canaria's rate. In those three months, 482 petitions for a restriction order or other security measures were initiated before the provincial courts. This is 94 less than

in 2017. Of these, 305 were granted, seven were not admitted and 170 were rejected. It’s also alarming that the juvenile courts registered seven cases of domestic violence against minors during the period in question. Another 15 were still pending at the end of March.

In addition, between January and March two young people between the ages of 16 and 17 years old were tried in Gran Canaria and one in Tenerife for domestic violence. In all three cases, measures were imposed that would have led to convictions in adult justice. n

Hazardous waste on the beach During April, following an account by a witness, a Guardia Civil environmental protection unit patrol (SEPRONA) in Santa María de Guía in Gran Canaria reported dangerous waste disposal on the Playa de las Salinas, at Bañaderos in the borough of Telde.

All-clear for oil platform repairs

The Canary Islands Government via their department for Territorial Policy, Environment and Safety, recently defended the repair and maintenance of oil platforms in Tenerife.

The Minister responsible for this area, Lady Barreto stressed “This work does not cause any environmental damage”.

However, she admitted that there is a certain risk from the transfer of exotic corals. This danger of exotic fish and marine life which is considered invasive, being introduced by the platforms, should not be dismissed. To be fair, this also applies to any shipping traffic entering the Canary Island ports which can bring in potential marine immigrants on the hull, anchor or in other cavities.

The two Canary Island universities ULL in La Laguna and ULPGC in Las Palmas confirm that in both ports, Santa Cruz and Las Palmas, there are fish from the Gulf of Guinea or Brazil that have settled in or spread beyond the port basin.

Barreto took the opportunity to highlight the Miramar project in which around 700 employees monitor and control marine fauna in the Central Atlantic region in order to contain the spread of foreign marine organisms. They constantly carry out inspections in port areas and in other parts of Macaronesia and, with the scientists from the universities, they check for the presence of marine organisms associated with human interference and climate change. n

Birth preparations for Morgan's baby According to experts and veterinarians at Loro Parque, Morgan the orca could give birth to her baby at any time after the end of summer.

The birth of an orca in human custody is a rarity in itself. So far, scientists and supervisors can only draw on the experience of 30 cases. But with Morgan, the female whale who has been living at Loro Parque since 2011 after being found close to death in the Wadden Sea off the Dutch coast, there is another challenge, as she is deaf. No cases of a hearing impaired whale having offspring have ever been studied, so it is not known how the mother will react towards her baby once it arrives. Will she be able to care for the animal, develop feelings of motherhood, and to what extent does deafness disturb the motherchild relationship? There are currently no answers to any of these questions, which means

there is all the more reason for the Loro Parque team to prepare particularly well for the coming birth and any possible complications.

The pregnancy has already been strictly monitored but local experts know that the young animal is doing well at the moment. Dr. Javier Almunia, Director of the Loro Parque Foundation, explained "Practically twice a week we perform an ultrasound examination with a high-frequency system that has no effect on the foetus and causes no pain." Evidently, the youngster is in the right position, its heart is beating well and development is normal. However, life will become more challenging after the birth for all those involved.

The Canary Islands’ president Fernando Clavijo recently made an official visit to Cuba, to offer the Cuban government the opportunity to strengthen economic and cultural ties with the Canaries.

Following a meeting with Ricardo Cabrisas Ruíz, VicePresident of the Council of Ministers and Minister for Economy and Planning, and Rodrigo Malmierca, Minister for Foreign Affairs, Fernando Clavijo announced that "Cuba and Panama are the countries in Central America and the Caribbean to which the Canary Islands export the most. We want to deepen these business relations in the future." He continued "Currently there are great opportunities for Canary Island companies in the fields of transport, agriculture, renewable energy, research and tourism. That is why we want to improve the entrepreneurship of Canarian companies in Cuba, always in close consultation with the Government."

The Cuban Vice-President emphasised that updating the Cuban economy was the top priority. Both sides are interested in an exchange of experience and knowledge in

Brutal murder by cousin The verdict of most of the neighbours at Valle San Inés in Fuerteventura regarding 22-year-old Jonathan R.S., who is accused of murdering his cousin Vanesa, was that the suspected killer is cold and problematic.

The neighbours went on to say that “He was obsessed with women and video games. He stalked some women in his neighbourhood, wrote erotic messages and threatened them.

Among them was his own cousin Vanesa, who everyone called Vane for short. No one reported him. They explained “We’re just a small village. Almost all of us are somehow related.

We don’t want any problems.” However, nobody expected the young man to commit murder.

Jony, as he is called, lived alone next door to 21-year-old Vanesa. He was 75 per cent intellectually disabled and had been adopted after the death of his biological mother by Lucía Macnoli, the sister of Vanesa’s father. This woman had also adopted three other children. A former schoolmate described the alleged murderer as “cold and a loner. He played at being a hit-man and always said that he wanted to be a drug trafficker, so that he could have weapons.”

Right from the start, the investigators concentrated on Vanesa’s personal environment after the crime, during which her head was brutally smashed with over 30 blows. Her mother Sonia found her lying in a pool of blood and covered with a blanket when she returned from her work at the Betancuria council. The killer’s cold-blooded behaviour becomes clear when you consider that he was present both in the crowd of people outside the apartment and later at the wake as a matter of course. He even attended the funeral.

Since the suspicion quickly focused on Jony, civilian investigators kept him under constant surveillance. They followed the vehicle in which he and his mother drove home from the funeral, then they arrested him. He is currently in custody while investigators are awaiting the laboratory results of the evidence submitted. Stars on stage One of the highlights is Brazilian guitarist and jazz singer João Bosco. When writing texts, you always had to consider what was feasible and what wasn't", recalls the artist, who just last year received the Lifetime Achievement Award at the 18th Latin Grammy Awards.

The Allan Harris Band has toured successfully on the jazz scene for over 20 years, even playing at the Olympic Games in London six years ago, whilst Julian Lage from California is a virtuoso on the guitar and will be playing in a trio with Eric Boob (drums) and Jorge Roeder on double bass, offering a mixture of originals and pre-Bebop.

Further greats include Detroit composer and saxophonist Kenny Garrett and his band, with a very traditional jazz sound, as well as American Trumpeter Keyon Harrold with his modern and distinctive mix of jazz, classical, rock, blues and hip-hop.

Christian Sands uses piano to interpret old jazz in a fresh way, mixing it with elements from swing, bebop, Brazilian and Afro-Cuban music, whilst Yotam Silberstein from Tel Aviv is one of the hottest jazz musicians around, having started his international career when he appeared at the Umbria Jazz Festival in Italy at the age of 21.

Israeli Gilad Hekselman made a name for himself on the New York music scene from the moment he moved there in 2004, and, last but not least, the Naughty Professor sextet is a rousing jazz-funk-band from New Orleans with an enthusiastic fan base thanks to their cheeky, yet highly professional, fusions.

Post miscarriage taxi ride

The desperate woman took her dead baby to the hospital in a taxi

A taxi driver in Puerto de La Cruz alerted the police in mid-June to report that a young woman who was travelling in his car with an infant, seemed to be completely beside herself.

She held the infant in a blanket in her arms and kept muttering "my child, my child". The police took care of the young woman and her four-year-old son, who was taken into the care of family members after his mother

was taken to hospital. It turned out that the pregnant 27-yearold was from La Palma and was spending a few days in a cousin's holiday apartment. However, on the previous evening, she had suffered a spontaneous mis-

carriage. She called the emergency services and asked for help. She stated that the child had been born approximately in the 18th week of pregnancy and appeared to be dead. The technician at the other end of the line advised the woman that, unless she had severe bleeding, to wait until the next morning.

Over the phone, the technician told her to, "Throw the fetus in the trash or wrap it in a blanket, put it in the freezer overnight then take it to a hospital in the morning".

The woman followed these instructions and decided to take a taxi to the hospital. No proceedings have been opened against the young mother.

She had followed the instructions given by the emergency service technician. The conversation had been recorded.

In retrospect, the emergency call centre apologised for the unprofessional treatment and lack of counselling given to the woman. An internal investigation was ordered against the technician involved, who was first suspended from duty. n

A MACABRE CAPTURE

Elephant foot stool Officers from the Guardia Civil Environmental Protection Unit, SEPRONA, based in Playa de Las AmĂŠricas have confiscated a ghoulish stool from an apartment in Callao Salvaje near Adeje.

The seat was mounted on an elephant foot. Since elephants belong to a protected species which cannot be traded under the International Convention for the Conservation of Endangered Species of Fauna and Flora (CITES), the possession, acquisition or trade in such specimens or parts thereof is a criminal offence. The Guardia Civil had previously been informed of the presence of the stool by a member of the public. At the scene, the officers found and seized the stool, and filed charges against the owner.

On February 16, Spain adopted an action plan against illegal trade and international poaching, which gives priority to the protection of endangered species of flora and fauna.

Illegal trading and poaching in particular in Africa, South America and Asia pose a serious threat to biodiversity in the wild. A total of 26 measures have been collated to combat such activities. A reward of up to £100,000 is being offered via Crimestoppers for information leading to arrest and conviction in relation to the murder of John Palmer Mr Palmer, 65, was at his home in Sandpit Lane, Brentwood, Essex at around 5.30pm, on Wednesday June 24 2015 when he was repeatedly and fatally shot.

Three years on from the brutal murder of John Palmer in the garden of his Brentwood home, the police are renewing their appeal for information.

It comes as the Palmer family, with the support of Crimestoppers, offers a £100,000 reward for information leading to arrest and conviction of the person or people responsible for Mr Palmer’s murder.

Mr Palmer had a long criminal history in both the UK and Europe and had been the subject of numerous media reports about his activities. At the time of his death, he was shortly due to stand trial for real estate fraud in Tenerife.

Mr Palmer, 65, was at his home in Sandpit Lane, South Weald in Brentwood on Wednesday, June 24, 2015, when he was murdered. He was in the garden and it’s believed the killer entered the garden over the fence and shot Mr Palmer six times. His body was discovered at around 5.30pm. Detectives

believe a hole found in a garden fence of the property near to the incinerator suggests the killer may have been watching Mr Palmer, possibly for several days leading up to his death.

To date no-one has been brought to justice but the authorities remain committed to solving this murder. A ballistics expert concluded that the gun used was a .32 calibre silenced revolver. It’s possible that three of the bullets were fired into Mr Palmer whilst he was standing and the final three could have been shot whilst he was helplessly lying

on the ground with the gunman walking around him and firing.

Senior Investigating Officer DCI Stephen Jennings of the Kent and Essex Serious Crime Directorate, said “The fact that we believe Mr Palmer’s murder was a contract killing has brought further challenges in that potential witnesses or those with information have possibly avoided contacting the police for fear of reprisals.

Before Mr Palmer’s death, and during the course of this investigation, there has been lots of speculation in the media about his connections to organised

criminals, specifically high profile crimes, suggestions that he was a police informant and further speculation that charges brought against him in Tenerife were about to be dropped.

There is every possibility that those in the criminal fraternity believed this speculation.

“Regardless of Mr Palmer’s past or associations, he was murdered in cold blood at his own home. Every victim of crime, irrespective of their past or reputation, deserves justice… If anyone does have information we can reassure you that the Crimestoppers charity operates completely independently of the police and all information given to them is anonymous and treated in the strictest confidence.”

Performing arts market Performing arts in their various facets will be presented

Music from three continents will provide some of the very best entertainment around

Santa Cruz will once again play host to the MAPAS theatre, dance and music promotion event in mid-July.

Now in its second year, the South Atlantic Performing Arts Market is a meeting point and international platform for the

dissemination of the arts. The festival, which will take place between July 11 and 15, will see around 200 entertainers and groups from 30 different countries gather together in the capital of Tenerife, as well as 130 promoters and cultural

event managers. Actors, musicians, circus and street performers from across South America, Africa and Southern Europe will have a range of opportunities to showcase their talents.

For instance, there will be 60 live performances which will be

free for the public to attend.

These will be held at the Tenerife Auditorium, TEA Espacio de las Artes, Teatro Guimerá and Teatro La Granja over the five days of the festival.

Keep a constant eye on children Summer is a pleasant and warm season, a time for taking holidays, and of course it is also the time for taking pleasure from bathing and swimming. However, you should be aware that drowning is the second most frequent cause of accidental death among children in Spain.

José Palacios, Vice-President of ADEAC Blue Flag in Spain, stressed “The responsibility for the safety of children clearly lies with their parents and not with the lifeguards”. He strongly advises that parents keep a constant eye on small children. Arm bands or inflatable rings must not be regarded as good swimming aids, and adults must still be alert.

Especially on beaches, children can easily be knocked over by the waves and carried away by the current. These inflatable items are for playing with, and they are by no means capable of saving children from drowning. And even children who can swim should be supervised and must be warned about dangers such as underwater rocks and jumping into unknown depths.

According to the expert, it is also very important to observe the flags flying on the beach. Even if the sea looks calm, the red flag can be hoisted, and this may be because there are strong and dangerous undercurrents.

By May 31 this year, 90 people had drowned in Spain. This is good news per se, as it is 51 less than last year. For the experts, however, this is no reason to sound the all-clear.

First and foremost, they attribute the decline to the cool, wet weather, which did not encourage people to go into the water. Now that the summer holidays are approaching, the sea becomes extremely attractive. To make summer a real pleasure, parents should always keep an eye on their offspring. Of course, caution also applies to adults, not only for your own safety, but also to set a good example. n

An inter-professional exchange between fishermen and lifeguards took place recently at the pier in Candelaria.

Under the motto ‘A sea of knowledge’, they gave each other an insight into their everyday working lives. The fisherwoman and member of the fishermen’s association, Carmen Soto, explained the different dangers that fishermen face with their boats every day and how to act correctly in an emergency. She also shared her knowledge of the effects of the moon on the tides and characteristic wave properties. In return, the young lifeguards, who are currently undergoing training as part of the PFAE vocational training programme, demonstrated what a rescue operation can look like. n

Sandbar sharks swim in Loro Parque, the world's best zoo according to TripAdvisor, has once again shown that its commitment to breeding programmes pays off, with the recent birth of two endangered sand sharks.

The sharks (Carcharhinus plumbeus) were born to Castiñeiras, who became a mother for the first time, and her companion, Gara, for whom it is the second time around. According to the International Union for Conservation of Nature (IUCN), the sandbar shark is on the list of species threatened with extinction, in the category 'vul-

nerable' on a global level. Nocturnal by nature, they can live to 45 years old and grow to a length of almost two and a half metres. Native to the Atlantic Ocean and Indo-Pacific, their wide range extends over various tropical and warm temperate sea areas, across to the Mediterranean. One of the reasons they are so at risk, especially to over-fishing, is that they only reproduce once every two years or so, with a gestation period of between eight and 12 months.

Organic waste to compost

Collecting organic waste from private households and hotels is already a reality in Santa Cruz de La Palma, paving the way for other islands to follow suit.

Environment Councillor Juan Manuel González spear-headed the campaign to further raise awareness on La Palma when he took his turn distributing free bags of compost to the public. “We want to make it clear to people that separating organic waste makes sense and is useful”, he explained from the information stand in Los Llanos de Aridane which was installed at the beginning of June.

The campaign will move to Puerto Naos between June 19 and 22 and on to the Tazacorte promenade from June 25 to 29. More information can be found at www. cslapalma.org/5cubitos/.

Sharks in danger Sandbar sharks are not the only kind which is under threat. Sharks are often on the end of bad press, yet attacks on humans are rare and they are not often found near public beaches, frequently preferring deeper waters. Though some do live in shallower coastal areas, many species can dive to well over 1000m, where they feed on other fish and smaller speci-

mens of their own kind. Sharks play an important role in the marine ecosystem and should be respected and valued. In this sense, the recent additions to Loro Parque, as well as the sharks that live in the Siam Park and Poema del Mar sister aquariums, offer further opportunity to draw the attention of visitors to their plight.

Research projects The Loro Parque Foundation supports many projects aimed at protecting the marine environment and its inhabitants. As far as sharks go in the Canary Islands, the main focus is on research into hammerheads and the protection of endangered angel sharks. An inter-

This project complements another which began in 2016 for the identification of angel sharks and the subsequent monitoring of population numbers, serving the preservation of the species by defining their patterns of movement, recording their habitat and making the public aware of the need for their conservation. In Tenerife, Playa Las Teresitas is an area where young sharks can be observed near the coast in late summer.

Another noteworthy project, which is supported by the Whale Bay Foundation, started last March on Boavista Island, Cape Verde, to monitor one of the four most endan-

gered humpback whale populations in the world. Thanks to the Whale Bay project, scientific data has been collected to help convert the Bahía de Sal-Rei into a marine reserve for the conservation of humpback whales. It also promotes and applies good practice and a code of conduct for whale-watching operators, as well as training national and international biologists in basic cetacean research techniques. Thanks to scientists’ work, the number of female whales seen with their young has increased to around 16, a remarkable figure considering the fact that not a single newborn was observed in 2016.

The humpback whale grows to a length of between 12 and 16 metres and generally prefers a coastal habitat. It is known for its vivacity and, above all, its harmonic method of communicating. Since 1966 the species has been under worldwide protection. Humpback whaling is strictly forbidden, with the exception of some indigenous peoples who hunt them exclusively for their own needs.

The more biologists and marine researchers know about humpback whales, the more can be done to preserve them. Protected bays where cows can raise their young are important shelters for the survival of the species. n

Homage to María Orán

On March 10 of this year, the celebrated Tinerfeñan soprano María Orán died at the age of 74 years old.

During her career, the artist not only performed with the great Spanish and international orchestras, but she was also a patron of the Caprichos Musicales event. Every year she gave master classes in singing. During her lifetime, the great diva said “I was born with music.” She had an enormous passion for music, which she liked to share with the younger generation. She has been awarded numerous prizes including gold medals in Tenerife and Gran Canaria, freedom of the cities of Santa Cruz and Freiburg and the Premio Teide de Oro. She was Ambassador of Fine Arts for the Canary Islands and King Juan Carlos awarded her the Isabel la Católica Cross of Merit in 1995. In her native Tenerife she was highly regarded not only as an extraordinary soprano, but also as a very noble personality.

A tribute in her honour will take place on June 30 in the former monastery of San Sebastián in Los Silos starting at 8pm.

It has been arranged by former students of the great opera singer, who in turn are now great artists today. These include Judith Pezoa, Juan Antonio Sanabria and Augusto Brito.

Other upcoming concerts include: July 1, Plaza de los Remedios when Buenavista del Norte will host a musical band from Cruz Santa at 12pm for the matinee. Afterwards, the concerts following the master classes will take place on July 6 and 13, a sign that this year’s Caprichos Musicales are slowly coming to an end. The first concert by the clarinet students takes place in the former monastery of Los Silos. La Palma firefighter death In August 2016, German Scott Verdine Stumpf unintentionally caused a devastating forest fire whilst he was burning his toilet paper in the El Paso area of La Palma.

During the resulting fire-fighting operation, 54-year-old fireman José Francisco Santana from Telde in Gran Canaria was taken by surprise. Stumpf, who called the emergency services himself and fully confessed, was sentenced to three and a half years in prison. He was also ordered to pay €1.87 million to the Island Council in La Palma and to pay damages to the deceased fireman's family. Since the accused lived in an abandoned hut at that time and had no income at his disposal, he filed for insolvency.

Hence, he will not be able to pay any of the payments ordered by the court.

The fireman's family wanted the Island Council to be held responsible for his death. However, their court action has now been rejected by the provincial court in Tenerife. The explanatory statement from the court states that under

Online contacts swindle The Guardia Civil recently exposed 26-year-old J.G.A. and his 49-year-old father J.G.M. from Las Palmas as a conniving duo who are said to have cheated a man from Poio near Pontevedra in northern Spain out of €36,000 in an online swindle.

The son had started a relationship with the victim via a contacts site by pretending to be a Thai woman. Later the relationship was continued and intensified via Whatsapp.

The 'girlfriend' who supposedly lived in Thailand told him that she had got into debt with a Spaniard in order to open a restaurant in her own country and that she was now in a precarious situation.

She convinced him to support

her financially for almost 20 months, from May 2016 to October 2017.

The victim transferred a total of €16,000 to his socalled girlfriend. The circumstances started to look different when she messaged the victim, supposedly from Gerona in the Spanish Peninsula, and claimed that she was being held there by her lender’s friend. Only then did the victim become suspicious and turn to the police and the subsequent investigation named operation PASCAN began. Nevertheless, the swindle continued as the supposed girlfriend managed to obtain another €20,000 from the man, to fund which he had even

taken out a personal loan.

The Guardia Civil specialist team was finally able to trace the trail back to Las Palmas in Gran Canaria. The alleged Thai woman turned out to be a cheating male duo consisting of father and son. In Las Palmas the police arrested the father, while the son was arrested in Huelva on the Spanish Peninsula, where he was staying. Both now have to answer for fraud.

The injured party had never spoken to his “beloved” in person or by telephone at any time. Nevertheless, he placed so much trust and hope in the relationship that he was prepared to help by sending her a considerable sum of money. n

Fresh produce for families in need

The Agroemplea training programme (PFAE) in Tegueste shows how useful it is to combine education and solidarity initiatives.

Mayor José Manuel Molina has found an interesting way to use the Zamora estate, owned by the local council, to benefit local residents. Fruit and vegetables typical of the area are being cultivated, and visitors can take advantage of guided tours of the farm and learn about the agricultural history Harvest time on the training field at Finca La Zamora in Tegueste Fresh from the field, the valuable vegetables are delivered directly to the households of socially disadvantaged families

of the idyllic community. But there's much more to it than that. In recent months, for

example, an agricultural education course has been offered there, during which 15 peo-

ple over 30 years of age were given vocational training. The mayor explained "A close connection to agriculture is part of our tradition and I think it’s very important that this sector continues to be encouraged." He proudly referred to the farmers' market and the ever increasing need to become more self-sufficient.

This year the training also improved the diet of many people, because food which was cultivated and harvested was then distributed to families in need in the community.

A total of 300 members of 65 families benefited from the initiative. They received chard, spinach, lettuce, rocket, radishes, coriander, celery, beetroot, various pumpkin varieties, broccoli, parsley, onions and pak choi (Chinese leaves) fresh from the farm.

The concept is to be continued in the future, with Mayor Molina wanting to provide as many as 100 families with fresh and healthy food in this way, as he understands that with a small household budget there is often not enough to go around. n

Gold medal for the African market The Santa Cruz market hall, Mercado Nuestra Señora de África, is in many ways one of the area’s major attractions, and is now to be honoured with the city’s gold medal on its 75th anniversary.

The building was designed by architect José Enrique Marrero Regalado. The magnificent entrance portal with a curved arch and its tower in the Arab Mudejar style are striking. When the market was built, the town only reached as far as Barranco de Santos, which runs directly in front of the market. Mayor José Manuel Bermúdez explained that “Besides the supply of fresh food sold on the market, the square has also always been a centre for the men and women of this city, who have been able to adapt to new times with a wide range of products. It was not only popular for its commercial offer, but also as a social, gastronomic and cultural meeting place. The market has become a symbol for the city, its inhabitants and its visitors.” He praised the impressive building, which at the same time has become a part of the identity of the ‘Chicharreros’, as Santa Cruz inhabitants are known. Visitors will find everything from fresh fish and meat to fruit and vegetables, pastries and aromatic herbs: in fact everything a good cook’s heart desires. n

FISCAL ADVANTAGE ZONE

The ZEC and its outstanding challenges After over twenty years, it might seem almost superfluous to begin this commentary by remembering the magnificent virtues of our Special Zone, its unparalleled uniqueness in our united Europe and the importance of the competitive advantages that it provides.

However, and without prejudice to the ongoing and valuable work of the Consortium, its managers and technical staff and the promotional effort of the Island Authorities and the Canary Islands Government, the potential of this economic creation has not yet been fully realised.

Certainly, knowledge of our Fiscal and Economic Regime overseas is becoming more and more noticeable, but, despite this, we continue to be far from where we should be. The ZEC, and by extension our Fiscal and Economic Regime as a whole, should become the real and main motor of attraction to investment in the Canary Islands, thus getting away from the inertia of the great tourist investments in real estate, which will ultimately run out on account of our territorial limitations. This, in my opinion, is the great challenge that we have to face up to in the coming years.

We must intensify our efforts to establish the ZEC, unlike the tax havens, as a point of international reference among the areas of legitimate privileged taxation, with the backing of the European Union, located in these sunny European islands,

not only with an extraordinary natural environment and climatology, but also a splendid Economic and Fiscal regime which, coordinated with synergy and efficiency, multiplies exponentially the advantages of any of its tools. If to this we add the geo-strategic value that implantation in the Canaries may have at the world level and as a platform serving three con-

tinents, and particularly as a balcony overlooking Africa, we must agree that we have still not pressed the button that will lead us to attract a very large number of projects.

The way I see it, we must go more deeply into this matter, and this is the responsibility of all the economic agents involved; we must encourage promotion overseas focussed on foreign tax professionals and on the financial managers of large international companies, i.e. on those enlightened people who will understand the unique technical elements with immediacy and who, in a few

territory. The focus therefore must be aimed at them. If we do so, we will have a unique ‘marketing department’ free of charge, which will work in its own interests and for the benefit of their clients and bosses but will at the same time do a priceless job for the Canaries.

The incentive in itself offers everything: unbeatable tax rates on profits, exemptions from indirect taxation, free repatriation of dividends between legal entities and furthermore, since 2015, exemption from internal double taxation between companies. This latter achievement, together

applicants for the application of profit, but many still do not know the virtues and advantages of belonging to the ZEC, linking it erroneously and systematically to an opportunity limited to foreign investors. Thus, the majority have always based their fiscal planning on the eternal call upon the Reserve for Investments and the Deduction for Investments, which, although they have been revealed as effective mechanisms, certainly require a demand which on numerous occasions has exceeded the financial and structural capacity of the businesses.

The generation of wealth and growth need not only be related with the obligations of massive and bulk reinvestments of profits in exchange for savings on taxes but also with the capacity, on the one hand, of the businessperson to promote new ideas, to make them reality, to innovate, to ‘invent’ new jobs, and on the other, of the Administration, to give incentives and rewards for all that effort, to validate it and protect it, and to ensure that its foundations are solid and firm. We have a set of businesspeople who are creative, pro-active fighters, who need information and backing. Real, solid businesses will give rise to solid and lasting jobs. I have here another sector which will multiply the reach of the ZEC among its business interlocutors, whether local or foreign.

The ZEC must invert the hierarchies of the Fiscal and Economic Regime, gain more specific gravity if possible and become the ‘jewel in the crown’, in not only external but also local terms, without forgetting that the strategic and calculated combination of the ZEC with the other incentives in the regime, and with other measures of general implantation whose promotion has been forgotten, such as the so-called ‘golden visa’, would generate optimum scenarios where the most diverse business interests would fit in, from the simple investor to the purest entrepreneur, from the local businessman to the foreign capitalist who transfers his residence to our region.

Finally, I cannot finish without making an appeal to the need to work on the permanent reinforcement of legal certainty, the main guarantor

of our regime, which must be given by improvement of coordination between Administrations, by the intensification of leadership that must be taken on by our Regional Government in its defence and perpetuation, and by the necessary integration of the Spanish government and the national tax authorities in the dynamics of its promotion and dissemination. Without prejudice to the absolutely necessary obligation of oversight that the Inspectorate must without a doubt carry out in such a manner as to put speculators and fraudsters, who might see in the ZEC a refuge for their illicit intentions, to flight, the state tax authorities must, for the common interest, add their efforts to those of our local and regional authorities, to make clear the absolute necessity of their legitimate existence.

We must all, the administration in the first place and the economic actors involved, undertake to provide businesspeople with a uniform, solid and lasting understanding of the advantages offered by the ZEC and its regulations. Only in this way will we achieve the necessary unity of judgement and the definitive reinforcement against the unjustified and isolated opinion of some people that it only generates unfair competition and less tax income, which distorts its true spirit and the fact that it is an excellent and vital tool for contributing to the sustenance and economic growth of the islands and, from my point of view, the culmination of the improved and privileged tax system that we have historically had and which our region has always deserved. n

More families than ever caught in the inheritance tax net

Last year, British taxpayers paid more inheritance tax than ever. Totalling £5.2 billion over the 2017/18 tax year and eight per cent more than the year before, this continues an eight-year upward trend.

Why are revenues increasing?

Soaring asset values – especially property – have pushed more people over the threshold for inheritance tax liability, despite the new main home relief.

This helps explain why inheritance tax revenue has more than doubled over seven years.

Back in 2009/10, lower property values saw the Treasury receive £2.4 billion in inheritance taxes, with only one in ten properties sold over £325,000.

However, it seems the new allowance – designed to reduce the number of liable homeowners – has failed to do just that, partly by underestimating the housing market.

It also appears that some taxpayers are not using the relief at all. Government figures suggest around 22,600 estates paid IHT in the last tax year,

but only 3,000 used the new allowance.

This is partly due to the rules limiting eligibility. The full allowance currently only applies to a main residential home worth under £2 million that is directly passed to children and grandchildren. Properties valued over this are subject to a tapering system that whittles the allowance down to nothing after £2.25 million.

And regardless of value, heirs other than direct descendants will not benefit at all. Second homes or investment properties do not qualify.

There are also concerns that some people are simply not aware of the residence nil-rate band or cannot understand how it works.

K9 Brenda update We recently had a fundraiser for Brenda after she snapped her cruciate ligament and needed surgery to fix it. The fundraiser, which took place at Polygon Bar in Los Cristianos, was very successful and we raised enough to cover Brenda’s operation, with a little extra which will contribute to future arthritis treatment. Despite being a very complicated surgery, it went well and she is now on the road to recovery. She is currently in a foster home and it will take several weeks for her to recover completely. Nevertheless, we would like to say a massive thank you to everyone who participated and attended the fundraiser for Brenda.

Our next fundraiser will be held on July 21 at Howlin at the Moon in San Eugenio.

It’s sure to be a fun filled day packed with live entertainment, tombola, raffle with incredible prizes, and the opportunity to purchase K9 merchandise. Come along and learn more about K9 Animal Refuge and support our lovely dogs and cats.

We do not charge for adoptions but donations are very welcome towards the vast running costs of the refuge. Every one of the dogs has a full clean bill of health and is fully inoculated, microchipped, heartworm and flea free, passported and sterilised, the last one being compulsory to try to reduce the large numbers of unwanted litters here on Tenerife. There are no adoption fees but donations are welcomed towards the rising upkeep and running costs of the refuge.

Winning rally duo Sports councillor for Antigua, Fuerteventura, Fernando Estupiñán, congratulated drivers Manuel A. García (Nolito) and Tecorice Hernández (known as Teco) on their victory in the XX Rally Puerto del Rosario, which was celebrated on the third weekend of June.

Their team, Los Caracolitos from Salinas del Carmen, made it to the top of the podium in the Mitsubishi Lancer Evo IX. They are always at the forefront of local and regional races and thus perfectly represent their home town of Antigua. Some of the traditional sports, such as the shepherd's leap, were once a skill used by shepherds that made their daily work easier. With a long pole they traversed ditches or the steep terrain of the Canary Islands to be able to follow their herds of goats. Only later did it become a sport. n

New relay race In the swim The Las Hospitales San Roque LPA NightRun race will be held for the sixth time this autumn.

Over the years, the night run has become an international draw, even more so since organisers of the marathons in Seville, Barcelona, Madrid, London and Stockholm aroused the interest of runners from all over the world to take part. It will take place on October 27 in the capital of Gran Canaria, Las Palmas, over a distance of ten kilometres, and a half-marathon of 21 kilometres is also available.

Summer surf course Playa de El Socorro in Los Realejos is a popular spot for surfers of all ages. The community has been offering surfing courses for children, young people and surfing enthusiasts of all ages in cooperation with AR2Surfproject since 2002.

This year, once again there will be 15-day courses for beginners from July to September. Everyone can try it out to see whether it really is a sport for them before they buy the expensive equipment needed. Materials and sports equipment will be provided for the course, which costs €75 per person. Summer Campus at Punta Larga

The Basketball Campus 2018 returns to the Punta Larga pavilion in Candelaria from July 16 to 20 when youngsters between the ages of four and 16 years old will be able to take part in this initiative which aims to promote social values and sportsmanship.

The Municipal Basketball School (EMB) is organising this five-day campus which according to mayor María Concepción Brito aims to “not only provide a space for young people to start or continue playing this sport but also to consolidate the main values that sport transmits to children: commitment, teamwork, effort, humility and perseverance, among many others”. She added that “The Campus offers a maximum of 90 places and it is hoped that, as in previous editions, they will be taken up in their entirety”.

The price includes breakfast and for members is €22.50, whilst for members with large families it’s €15. Non-members pay €45. Registration for this activity can be made through the Candelaria Council’s Citizens’ Attention Service (SAC).

The Caleta de Fuste mile The involvement of the athletes and the commitment of sponsors and promoters confirm the present and future success of the Caleta de Fuste Mile, organised by the Antigua council’s sports and tourism department with the collaboration of the Canary Islands Athletics Federation and its dedicated delegation in Fuerteventura.

The Caleta de Fuste Mile took place this year on June 22 in the avenue of El Castillo, with the best of the islands’ clubs taking part. For a few hours the main avenue of the tourist area of El Castillo turned into an improvised athletics track, where almost two hundred runners put on their shoes and their numbers to offer a magnificent race.

In the women’s premier event the first three athletes crossed the finish line within a narrow five second margin, 5:54 for the winner Nerea Perez (CEA Tenerife), second step on the podium went to Carmen Camino (Ayutarda-Maxiroga) with a time of 5:57 and at 5:59, Yanira Deana (EAMj-Playas de Jandia) came in third. These three young athletes came on strong and made it difficult for the usual dominators of the popular Fuerteventura race.

The men’s event main protagonist, Rafa Trinidad (EAMjPlayas de Jandía), didn’t spare himself anything to put on a good show during his fight for victory, although finally, triumph was taken by young Pablo Rodríguez (EAMj-Playas de Jandía) for his top speed. Pablo’s time was 4:54, while Rafa achieved 4:59 followed by Francisco Camino (Avutarda-Maxiroga) at 5:00. n
