The seven Canary Islands’ councils form the FECAI Federation, currently chaired by Belén Allende, and are currently working together to deal with the influx of refugees that has taken place in recent months, particularly in the east, in Lanzarote. Lanzarote’s island president Pedro San Ginés asked his colleagues for help, especially in view of the large number of minors who arrived, as around 330 underage immigrants were registered. They have the right to stay and must be accommodated within the framework of the law for the protection of minors, and this is too many for the small island. Continued on page two

SPAIN’S LOWEST BIRTH RATE

Getting too old? The fact that demographic development in many Western countries is approaching a drastic limit, where the relationship between young and old changes dramatically, is a problem that’s already making itself felt in the Canary Islands, which currently have the lowest birth rate in Spain. The reality of an aged population has arrived on the archipelago, especially in the small western provinces. In just under one generation, over 25 years, the birth rate in the Canary Islands has changed from one of the highest in Spain to the lowest. Only 1.06 children are born per woman, just over half of the amount necessary to maintain generational renewal. There are many common reasons for the reduction. On the one hand, many more women strive for a good education and professional life. Apart from the associated postponement of the first birth, this can also mean a greater risk of no longer becoming pregnant. On

the other hand, the Canary Islands have one of the highest divorce rates in the country and the economic situation is generally so bad that incomes are at the lower end of the national scale. Poverty is high, the desire for larger families is shrinking, and many young

women are no longer willing to subordinate their own development to family life.

Population change In general, the archipelago has certainly gained population in the last

100 years. At the end of last year, there were around 2.17 million residents of the Canary Islands, over 80 per cent of whom live on the two main islands of Tenerife and Gran Canaria. Continued on page two

The large islands tend to fare better as their higher rates of immigration of workers and younger people rejuvenate the age pyramid. The two eastern islands of Fuerteventura and Lanzarote benefited from the development of tourism in the 1970s and are still able to attract new islanders. The young people find a professional perspective in tourism, and the economic power of the islands grows. But on La Palma, La Gomera and El Hierro the age issue is already tangible today. Their population numbers are shrinking and over a quarter of inhabitants are over 65 years old already. According to experts such as José León García Rodríguez, Professor of Human Geography at the University of La Laguna, these developments mean we must create new political concepts. Spain is expected to have almost 50 million inhabitants by 2033, of whom over 12 million will be over 65 years old. Today,

According to Age UK, there are currently more than 11.8 million people aged 65 or over in the UK, a figure that is expected to rise to almost one quarter of the population by 2040. Yet, around 60 per cent of older people there agree that age discrimination exists in the daily lives of that section of society, whilst 76 per cent believe the country fails to make good use of the skills and talents of older people. In addition, 68 per cent agree that politicians see older people as a low priority.

Responding to the situation The good news is that most people are staying vital and healthy for longer and still feeling the need to be active in life. These people will need to be offered financial alternatives, however, with flexible possibilities for part-time pensions. In addition, the mobility of young people also means that, often, children are not nearby when parents need help, so assistance for the elderly to stay in their own home for as long as possible, as well as more care-home places, will have to be priorities. Here on Tenerife there are some good examples being

set. Last year, the community in Santa Úrsula responded to the loneliness of the elderly with a network of volunteers offering visits, telephone calls or help with administrative formalities or shopping. In Los Realejos, there was an experimental project in which elderly people were supplied with meals so they could be independent for longer. New concepts must be developed at the political and sociological levels so that everyone can age with dignity, without being a burden for the younger generation. The coming times will be a challenge, but also an opportunity to renew existing thought structures. n

Security and safety Continued from front page The emergency plans from 2002, when the last massive wave of refugees arrived in the Canary Islands, have been reactivated across the archipelago. The Island Council is now drawing up a plan, according to size and capacity, according to which the young people will be quickly distributed. “The Canary Islands and we as Island Councils, must lead by example. We share the fate of being the first port of call for refugees with Andalusia, Ceuta and Melilla”, said El Hierro president Belén Allende, urging the Spanish Central Government to be aware of the problems and to support the affected provinces. “We need better control of coastal waters through monitoring with SIVE and Frontex. We must not run the risk of losing even one life to the ocean. The monitoring systems for early detection and rescue of refugee boats must be efficient and reliable”, she added. n

ages for the Canary Islands are to be lifted as early as November. This means that planned road construction and hydraulic projects as well as improvements in education can be implemented. In addition, Sánchez promised to convene a presidential conference with all island presidents in the first half of December and to analyse the migration problem on Lanzarote in a security committee. n

A new constitution for the Canaries “Today, the Canary Islands have shown how far we can get with talks,” said Canary Island President Fernando Clavijo, on the occasion of the adoption of the new Constitution. This is a document which takes into account the peculiarities, rights and freedom of 2.2 million Canarians on the eight Canary Islands, as well

as a double whammy of isolation. This not only includes the separation of the islands from the Spanish Peninsula, but also the isolation of each of the islands. “Today we are starting a new relationship between the Canary Islands and the Spanish Peninsula. The recognition of the double isolation status enables the eight islands to develop

more rapidly. This constitution allows us to build a more prosperous, fair and more democratic archipelago and to be seen as a defined territory in Spain, Europe and the world and to move forward as such,” Clavijo added. The new constitution also protects the Islands’ autonomy and their economic and fiscal regimes. n

Unbelievable - the deepest potholes

Industrial areas, as the name suggests, are not necessarily especially idyllic places. However, some are in a particularly desolate state. This is definitely the case of the industrial area of El Chorillo in El Rosario, where the ITV vehicle testing station is to be found. If

you're looking for a company on this estate it will be difficult, because instead of looking at the road and company signs, all attention has to be focused on the road surface. Deep potholes gape in the asphalt, which in the worst case scenario can damage the underside of a car and/

or the suspension. Half rusted spherical drain covers have collapsed at the roadsides, forming a real trap for tyres, and it’s even worse for those travelling on two wheels. For those who have to drive regularly on these roads, the purchase of a robust jeep is recommended. n

XIV INTERNATIONAL FORUM FOR THE CONSERVATION OF NATURE

Macaronesian marine sonar moratorium At the end of October, the 14th edition of the International Forum for the Conservation of Nature of the IUCN took place in the Hotel Botánico. Some 120 participants, including the President of the Spanish IUCN Committee Juan Antonio López, the Loro Parque Foundation President Christoph Kiessling and Blanca Delia Pérez the Canarian Government’s Deputy Minister for the Environment, discussed with internationally renowned scientists the impact of climate change and invasive species on the native flora and fauna. The Canary Islands too have their problems with invasive species such as Crimson Fountain Grass and the Carolina Kingsnake. In the marine environment, fish from tropical waters are increasingly becoming a source of concern. They come to the Canary Islands attached to ships and seaplatforms and are able to survive here now due to the rise in water temperatures. For Sonia Castañeda, Director of the Biodiversity Foundation, it’s clear that the more scientific data is available, the more targeted action can be taken. The biggest hurdles are to try and arrive at a rethinking of the economy by politicians and the people themselves. It’s important to do everything in our power to reduce global warming to a maximum of 1.5 degrees Celsius. Otherwise, the loss of half of the territory on earth that is currently inhabited by humans

"The IUCN was founded in 1948 and is the oldest and strongest environmental protection movement whose aim from the beginning was to preserve species.” There are currently 160 member nations and the President of the Spanish Committee hopes that soon there will be all of the 194 countries in the world.

A military sonar free ocean For Christoph Kiessling President of the Loro Parque Foundation, it’s a great honour to have been part of the movement for 30 years. "These are

the real animal and nature conservationists. Not those who cause a stir with a lot of protest and actually only make accusations, but those who have been fighting for decades to preserve wildlife and its habitat" he explained. As president of the Loro Parque Foundation, he used the international forum to make a concrete effort to improve the living conditions of whales and dolphins in Macaronesia. Following the example of the Canary Islands, the Foundation is committed to ensuring that the entire Central Atlantic region, from the Azores to Cape Verde, is declared a protec-

tion zone in which the use of military sonar in the mediumfrequency range is prohibited. "It’s clear to us that it will not happen overnight, but we will work towards it. We know from our experience of the last 14 years in the Canary Islands that it works. That is why we have initiated a dialogue with all the governments involved", he explained. Before the local moratorium was put in place, in September 2002, immediately after a

series of naval manoeuvres, 14 beaked whales from three different species washed up dead on Fuerteventura's beaches. Two years later, at least four marine mammals were stranded after international manoeuvres. Similar phenomena were observed on other coasts around the globe. In November 2004, the Canary Islands authorities, in agreement with the Spanish Government, decided to ban midfrequency sonar manoeuvres

within a radius of 50 nautical miles around the Canary Islands. Since then, there have been no more largescale unnatural strandings. If this moratorium could be extended to the entire Macaronesian area, 32 different species of whales and dolphins living in this area would be protected, making it a special refuge for cetaceans. An area of 3.5 million square kilometres would then benefit from the moratorium. n

On October 25, the first autumn storm of this year swept across the archipelago and Tenerife's capital Santa Cruz was hit particularly hard. Between midnight and 3pm, 50.6 litres of rain fell per square metre. Later another 0.8 litres were added. Thus more than double fell in those 15 hours than is usual during the whole of the month of October when the average rainfall is normally 19 litres per square metre. The large amount of water again resulted in landslides,

h o sp ita l su ffe rin g from hypothermia and anxiety. In La Salud, two families had to be evacuated from their homes, which are located directly beneath a football pitch, because they were no longer safe. Technicians are now investigating the extent to which the structures of the

buildings have been impaired and whether the residents can safely return. An elderly couple went to stay with their son, but two other women had to seek shelter through the social welfare office. One curious incident was a recycling container for glass which seemed to claim its

independence in the Avenida Tres de Mayo in Santa Cruz and floated down the road in the river of water. It was an unusual and unexpected moving obstacle for the drivers, until it finally came to a halt in a parking space. On the TF-5 motorway, drivers were surprised by a hailstorm in the middle of the morning rush hour. A white, hail-covered road is a rather rare picture in Tenerife. In addition, there were numerous lightning strikes and thunderstorms, which are also rather unusual. The storm concentrated mainly on the metropolitan area of Santa Cruz and La Laguna as well as the adjacent areas of Tacoronte, Tegueste and Anaga. All in all, the emergency services on the archipelago had to deploy 253 times on the day, and 59 per cent of those deployments took place in Tenerife. The situation in Fuerteventura was also surprising. It was the ‘desert island’ that received the most rain this time in the eastern province. n

New sport amusement park The council of San Bartolomé de Tirajana in the south of Gran Canaria has announced the imminent opening of the new urban park in the El Tablero district. Thanks to the council’s initiative, an old park has been transformed into a multifunctional leisure park covering more than 8,900 square metres, offering numerous sports and leisure facilities - from the children’s playground to the shaded area under olive trees, and the 361-metre-long, signposted cycle path, which is also suitable for skaters, to jogging and other sports. The park is laid out with artificial turf in order to be sustainable and water-saving. A final touch of painting and gardening work remains to be done and soon young and old will be able to actively let off steam in the well-lit area by day and night. n

The focus is on Alfredo Hernández Pacheco, an 80-year-old former lecturer at the Universidad Complutense in Madrid. He was a professor of petrology and geochemistry and one of

the few researchers who witnessed the eruption of the Teneguía volcano up close. He owed this to his Canarian friend and fellow student Telesforo Bravo, who called him in October 47 years ago to tell him that he was sure an eruption was imminent. Pacheco immediately travelled to La Palma. Together, they recorded the scientific data on the eruption. Today, at the age of 80 years old, he is one of the last

contemporary witnesses to the incident, and has also included his private memories in a documentary film created by the Canarian director Carlos Baute called El volcán y el hombre. The first eruption of a series took place on October 26, 1971, followed by further ones right up to November 28. Around 12 mil-

lion cubic metres of lava and rock mass were ejected during those weeks. In several places, the lava flowed into the sea at the southern tip of La Palma and enlarged the island by around 29 hectares. Two people died of carbon dioxide poisoning. In Fuencaliente the aftermath of the eruption can still be seen and experienced today. The furrowed, solidified lava mass is an amazing tourist attraction. n

The Udyco drug and organised crime police unit, under Commissioner Santos Bernal, has dealt another severe blow to international drug rings, this time to Turkish mafia. Ten people have been arrested and 1,400 kilograms of cocaine seized. Seven of those detained are Turks, plus one each from Georgia, Ukraine and Bulgaria. A tugboat called Breath left Turkey for South America but never entered an American port. Instead, it was loaded with its cargo of drugs at high sea, cocaine packed in 41 bundles of 30 kilos each, which were tied together so they could easily be thrown overboard in an emergency. The boat had been under observation for months, with American DEA drug investigators cooperating with Spanish colleagues. The crew of the boat was surprised about 980 nautical miles off the Canarian coast when it was boarded by the Spanish police, supported by the navy boat Rayo. The boat was taken to the naval base in Las Palmas de Gran Canaria. The intention was probably for the tugboat to call at a European port in order to unload its cargo, although the investigators assume that the destination was probably not a Spanish port. In the course of this year, Spanish authorities have already struck three times on a grand scale and confiscated a total of 15,000 kilograms of drugs from seven boats. n

quina variety. Olive trees take a long time to bear fruit, but we have made it and now we harvest around 40,000 kilos of olives a year. That sounds like a lot, but in the end the harvest yields only about 4,000 litres of olive oil. In the meantime we have our own press, employees who pay attention to ecological cultivation and sell olive oil and leaf extract. There is a lot of heart and soul in our olive oil," says Noel, who is pleased that the finca is now officially certified as organic. He is convinced of the wonderful healing power of the olives and treats them with respect. The trees grow on volcanic soil. The fruits ripen under the hot sun of the south of Tenerife and in the mild breeze of the

trade winds. Temporary workers harvest the olives laboriously by hand, very carefully, so that they remain undamaged and the olive oil has an even better quality. The valuable composition of the oil is also confirmed by regular laboratory tests. Several chefs at the Culinaria trade fair and in direct contact were surprised by the high quality. The Finca Noel olive oil has already won several prizes in professional competitions. The small jewel of nature is, in this pure quality, difficult to obtain and therefore has its price. The couple does not want to make big money with it any more, but only to cover the costs of the production. In Tenerife, they have cre-

ated an olive grove and a house that has become a true paradise, nestled between 800 roses, countless tulips and palm trees, a poultry enclosure and overgrown labyrinth paths - a blooming landscape in the barren south.

The donation is a Yunnec brand hexakopter built for professional purposes and capable of taking high reso-

lution photos or videos in 2D and 3D. A thermal imaging camera is also built in. The drone will help in the future with the search for missing or fallen persons, particularly in inaccessible areas. Within the ranks of the volunteer fire brigade, a pilot has been trained to handle

the drone. In addition, four other members will soon learn how to steer the flying object during theoretical and practical courses. These costs will also be covered by the Lions Club Tenerife Sur. "This drone will help us to find people in areas that are difficult for us to access and at the

The magic town of La Orotava The winter season has begun and with it Antonia Jaster and her ensemble Jaster y Luis Creaciones return with theatrical walks through the historic old town, called The magic town of La Orotava.

As part of the European Union's 'Snapshots from the borders' project, Tacoronte recently hosted workshops on migration and an intercultural concert. The initiative aims to link cities and territories which are directly affected by the problem of migration at their external borders. So far, 31 EU partners have been involved in the project. The aim is to engage the local authorities and civil society organisations in the peripheral areas, led by the cities of Lampedusa and Linosa, in such a way that they better understand the background to the flight of people and learn how to deal with it. The goal is the sustainable development of the United Nations and a

common approach to the problem of migration. One of the workshops, held in Tenerife, was targeted at the media, spokespersons for nonprofit organisations and local authorities. The topic dealt with how fair reporting within moral boundaries is possible, and touched on how the media sometimes contributes to the exclusion of people seeking refuge and how this can be counteracted through participative communication strategies. During one interactive section, the participants were able to make concrete suggestions for social communication within the framework of human rights. The event also included an intercultural concert and suggestions for new and better strategies for the

Yet, the public prosecutor found the woman’s living conditions to be miserable and by no means adequate for the care of a sick person. The son stated that the father had cancelled the home care service that supported her about six months previously, hence the arguments and feeling increasingly overwhelmed by caring for his mother. An intriguing marine incarnation, created by artist José Luis Trujillo González, has been elected as the official poster for the 2019 Santa Cruz Carnival. The public were able to vote via the Internet on which designs they liked best out of the 26 finalists. The winner was chosen with 11,405 votes, 16 per cent of the total. “It certainly wasn’t easy to choose one of the designs because all the finalists were great. We intend to maintain this form of direct voting via the voice of the people, because carnival is after all a celebration that comes from the people”, said city mayor José Manuel Bermúdez. The poster depicts the spirit of the carnival rising from the sea, represented by a mythical being, half woman, half creature. It is colourful and expressive, just like the Santa Cruz celebrations. “She holds a sceptre-like trident as a symbol of her sovereignty over the carnival and a garment marked by sea motifs, sensuality and elegance”, explained the artist, who was awarded a prize of €1,500. Carnival 2019 runs from February 27 to March 10. n

Cirque du Soleil summer show

For the first time ever, the famous white tent of Canadian circus company Cirque du Soleil will be set up in the Canary Islands. The troupe has been a guest on the archipelago three times, but the performances have always taken place in stadiums over short periods. However, from July 5, 2019, the tent will be pitched on the ExpoMeloneras fairground for twelve weeks, inviting the public to be captivated by the spectacle of a very special show. Cirque du Soleil originated in Montreal, Canada. Nowadays, it is made up of 1,500 artists, who have performed in 350 cities and thrilled over 150 million spectators. The circus has so far created 28 different shows, 14 of them ‘white tent’ productions. The latest, entitled Totem, is the one which will visit Gran Canaria next summer. The performance will be brought to life by 48 artists, actors, musicians and singers from 20 different nations. Like all Cirque du Soleil productions, Totem is a mixture of breathtaking acrobatics, comedy, splendid special effects, and touching theatrical elements. Over six million people from all over the world have seen and enjoyed the production since its premiere in Montreal in 2010. The Canadian Vice President of Tour Planning, Finn Taylor, expressed his gratitude for the good cooperation that preceded the commitment, whilst local mayor Marc Aurelio announced that it’s a privilege that the renowned circus has chosen to spend the whole summer based in the tourist metropolis. During October, a delegation from animal welfare organisation American Humane visited Loro Parque to get to know the facility which, amongst other accolades, is recognised as the ‘best zoo in the world’ by TripAdvisor users. Led by Robin Ganzert, doctor, president and managing director of American Humane, the group included actress and producer Barbara Niven, Candy Spelling - author and widow of producer Aaron Spelling, Board Secretary Dawn Assenzio, and Member of the Board John Payne, who has 33 years of experience in animal husbandry and is the founder of Compassion - First Pet Hospitals. The visitors were led on a guided inspection of the facility and watched the orca and dolphin shows offered at the park. In addition, they learnt about the work of the Loro Parque Foundation first hand in conversation with Foundation Director Dr. Javier Almunia. In 2017, Loro Parque was the first zoo in Europe to receive the seal of approval from American Humane. A wide range of parameters have to be considered before this accolade is granted. The final report highlighted the excellent state of health and housing of the animals, as well as the positive

Mass dog rescue in San Isidro

The Animal Welfare Association Brigada Animalista fought a battle over months to rescue more than 150 dogs who were living on a smallholding in San Isidro in terrible conditions. The animals were kept by a woman who lived on welfare benefits and had no means to properly care for them. They were neither sterilised nor neutered, had not been vaccinated or treated against parasites, and reproduced unhindered. Thankfully, the animals have been removed from the woman’s care. They were in a miserable and neglected condition and many needed medical attention. The welfare association was relieved when the Local Police finally helped with the evacuation and distribution of the animals to various shelters and refuges which temporarily took the dogs in. Nevertheless, it criticised the local council for failing to act on its own initiative in line with its duty, but that it required several complaints and a written request sent to the Island Council in order to finally force some action. In July, the animal rights group had also discussed the situation during the plenary council session. Only after all this did the responsible authorities in the community start to move. The woman in question was already well known for similar infringements as she had also been reported for the same reasons in El Médano, where she lived a few years ago. There is now an urgent need for families to adopt the animals involved. Among them are numerous adult dogs and many puppies. Donations are also welcome at any time. COMMUNITY AGRICULTURE IN SENEGAL

Financial injection for Manos Unidas Gran Canaria Island Council is currently supporting an initiative by the non-profit organisation Manos Unidas in Senegal. In the small village of Essyl in the south, which is one of the poorest regions in the country, €23,000 will be invested in a project to enable the inhabitants to grow organic rice. Gran Canaria will provide €15,000 while the remainder will be supplied by the organisation itself. The Island Councillor for International Solidarity, Carmelo Ramírez declared "With this initiative a building is to be constructed in which agricultural material, seeds, fertiliser and the rice harvest can be stored." The Island Council has been working with the Manos Unidas organisation since December 2017 and has already provided almost €300,000 towards the implementation of various projects. The area selected for this initiative is not only one of the poorest, but also one of the driest in the country. The already harsh living conditions are made even more difficult by the effects of climate change and military conflicts, which have cost many lives and displaced countless people. In the past, long periods of drought have resulted in the Senegalese staple food becoming increasingly scarce, a situation that the organisation wants to reverse. Among other items, a tractor, plough, combine harvester and motor tiller will be purchased and made available to the people. They will also have access to water to

irrigate their fields, as well as seeds. In addition, biogas is to be produced in the village and organic fertilisers are to be produced by the bio-fermenters. Within the framework of the project, people are to be made aware of the importance of sustainable agriculture. A total of 25 hectares of land will be divided among around 200 of the 400 local peo-

ple. In particular, women and young people will be given preference so that they can feed their families. Unfortunately, the younger population tends to migrate from the area because they have no future prospects, and the patriarchal structures of the Diola ethnic group, to which the inhabitants belong, discriminate against women. Inherited lands are transferred

at marriage to the husband or to the eldest brothers. It is also more difficult for women to gain access to health care, education and credit. By empowering women and young people, it is intended to slow emigration to cities or illegal immigration to other countries. Indirectly, as many as a thousand people in the immediate vicinity will benefit from the initiative because they will also have access to seeds, rice and organic fertiliser through purchase and exchange transactions. This year, 73 non-profit organisations have already been supported with a total of €1.5 million, which have flowed into more than 90 humanitarian aid projects in the poorest regions of the planet. n

Regional wine, cheese and honey fair Gran Canaria me gusta (Gran Canaria tastes good to me) is the name of a programme run by the Island Council to promote the consumption of its products. One measure in this area is the Regional Wine, Cheese and Honey Fair, which is to be held in Tejeda on November 3 and 4. There will be plenty of local products to try, from desserts to jams, mojos and aperitifs, made from a wide variety of local products. A special delicacy featured this year is the sweet potato (Batata). The tuber with the sweet spicy taste can be used in many ways. It is used, for example, for the sweet filling of pastries, as a substitute for potatoes in stews or as a puree. Around 40 stalls run by local companies, mainly from San Bartolomé de Tirajana, Valsequillo, San Mateo, Tejeda and Santa Brígida, plus some invited guests from Tenerife, La Palma, Lanzarote

Mushroom tour The Ruta de Setas (Mushroom Route) has been running in the borough of El Rosario since the end of October and will continue until November 30, with bars and restaurants offering themed snacks and a drink for just €2.50. The individual cooks can choose which mushrooms and which combination of ingredients they use to create their tapas. A glass of wine, beer or

soft drink is included in the price. Surprising for the organising office for work and local development at El Rosario council is the active encouragement of the participants. While last year only ten restaurants took part in the Tapas Tour, this year 26 bars, restaurants and tascas have registered, creating a new record. They are spread over the entire catchment area of the borough, from the lower

A cocktail with gin and basil can sound strange at first, as if it had been invented by a vegetarian. Yet, it was created in July 2008 by Jörg Meyer from Hamburg, owner of the bars Le Lion and Boilerman in the same city. He published the recipe on the Bitters Blog and what happened then surprised him. It quickly spread around the globe and is now part of the repertoire of every good barman. The ingredients are simple and spartan, but the taste is convincingly fresh. Ingredients: It needs a good Gin (6cl), preferably the Canarian Gin Macaronesia. Add sugar syrup and lemon juice (2cl each), 10 to 15 leaves of basil and an ice cube. Preparation: Mix the basil and sugar syrup with a pestle so that the leaves can release their aroma. This is an event recommended only for Spanish speakers. The humorous group Abubukaka will be staging the classic Dracula in a completely new way. This performance can be seen on November 23. The closing event will be on November 30 when the Lamedinaes Company will perform the play Ay Carmela, which tells the curious story of two survivors who need each other, even though one of them has already died. It’s a homage to all those who are no longer on the earthly plane, a hymn of praise to the survival and dignity of man. n

Time may be limited for tax-free pension transfers for anyone considering transferring to act sooner rather than later – especially as the process for pension transfers can take several months to complete.

We are often asked what will happen to UK pension rules for expatriates after Brexit and the reality is that no-one knows for certain – including the British Government. Reassuringly, the UK’s minister for pensions and financial inclusion has confirmed that expatriates will keep the right to make pension transfers within the EU, whatever happens with Brexit. However, another Government figure has admitted that the tax treatment of overseas transfers could potentially change.

The current situation Today, residents in Spain are not taxed when transferring UK pension funds to a Qualifying Recognised Overseas Pension Scheme (QROPS) located in an EU/EEA (European Economic Area) country, such as Malta. But transfers outside of the bloc

Now is the time to review your pension arrangements so you can secure the retirement of your choice in Spain, whatever Brexit brings have been subject to a 25 per cent UK ‘overseas tax charge’ since March 2017 (unless you live in the same jurisdiction as the QROPS). On leaving the EU, the UK loses its obligation to maintain freedom of movement for capital, offering more scope for the Treasury to recoup reve-

nue from UK nationals living in Europe. As such, many spectators expect the overseas tax charge could extend to capture transfers within the EU/EEA post-Brexit. According to economic secretary to the Treasury John Glen “whether or not these transfers will be exempt… once the UK

leaves the EU is dependent upon the terms of future exit agreements between the UK Government and the EU”. In any event, nothing is set to change until at least the Brexit due date of 29 March, 2019. However, without a guarantee that tax-free transfers will continue beyond then, it’s sensible

Transferring to a QROPS can consolidate several UK pensions under one tax-efficient roof, sheltering funds from UK taxation and future changes to pension rules. QROPS usually provide greater investment diversification, estate planning flexibility and more freedom to vary income compared to UK pension schemes. And, while UK pension payments are usually made in sterling – and therefore sensitive to volatile exchange rates during Brexit uncertainty – many QROPS offer multi-currency flexibility to hold and draw your funds in your currency of choice. Funds transferred to a QROPS will also avoid the risk of a nodeal Brexit ‘cliff-edge’, in which some UK personal pension providers could lose the legal right to pay benefits to expatriates.

However, transferring is not appropriate for everyone and differences between QROPS providers and jurisdictions could affect the tax benefits. Alternative investment structures could offer expatriates in Spain comparable benefits to QROPS, so take personalised, regulated advice to establish the most suitable approach for you. Even if transferring is not right for you, with so much uncertainty ahead, now is the time to review your pension arrangements so you can secure the retirement of your choice in Spain, whatever Brexit brings. We are unsure what has happened to her in the past but she was collected by Protection Civil and brought to our refuge. She is roughly five years old and is the sweetest dog you could imagine but unfortunately she only has two legs. She’s in very good health and is toilet trained, she just needs a loving quiet home and massive amounts of cuddles. If you think you would like to adopt or even foster her please call us on the number below or come during our opening hours. With Christmas not too far away we would like to ask if people would be happy to donate a shoe box of goodies for the dogs. We’re always in need of tinned dog food for our older and sick dogs, treats, chews, dog toys, leads, collars and doggie snacks, just a few ideas of what to put in the boxes. It would be great to bring some festive cheer to the many dogs in our care. We are completely full up and reaching crisis point, with 233 gorgeous dogs of all shapes and sizes looking for new loving homes. The Lanzarote Fire Brigade Team was founded in 2014 and has since turned professional, becoming Spanish champions in the Freeing Accident Victims Category last year. Thus they automatically qualified for the World Rescue Challenge 2018, which was recently held at the Atholone Stadium in Capetown in South Africa. A total of 30 teams from 14 nations took part. “We are very happy to have such an elite team on our island that we can rely on in an emergency”, said Island President Pedro San Ginés. Last year it was called out 321 times on Lanzarote, primarily for traffic accidents. Due to the rapidly changing models, the ever new technology and the innovative materials used in the automotive industry, it is important for the professionals to keep up to date. That’s why meetings like the one in South Africa are vital. It is not only about competing with colleagues and enjoying camaraderie after the competition, but also about new rescue techniques and developments. During the Rescue Challenge, firefighters had the opportunity to keep abreast of the latest developments under the guidance of experts. Next year’s challenge will take place in La Rochelle, France. n
