From the desk Seasons like no other In these unprecedented times, all of us at the IHSAA extend our best to you and our hope that you and your families are safe and healthy.
Offering guidance and support to IHSAA member schools, administrators, officials, coaches, and the student-athletes who make interscholastic athletics thrive.
Tom Keating To say the end of our winter season as well as our entire spring season have been Executive Director unique experiences would be a gross understatement. Conducting our state bas- Iowa High School Athletic Association ketball championships with a virtually empty arena and the cancellation of our entire spring sports season is something none of us could have imagined. More importantly, the spread of COVID-19 and the impact it has had on individuals, families, communities and the world is like nothing we have seen in our lifetime. The loss of our sports seasons, while important, pale in comparison to those who have been directly affected by this virus – physically, emotionally, socially, and economically. We extend our thank you to so many who continue to work to keep our basic needs met. Call them what you will – Essential Workers, Frontline Workers, First Responders, Service Industry Workers – so many have put themselves at risk for the benefit of the rest of us. We applaud our school leaders who have been especially challenged as they mobilized quickly to provide students with important learning opportunities in unique ways. As always, our administrators and teachers have stepped up to develop effective strategies and continually adapt to the ever-changing pandemic landscape. Not only are our schools providing these important learning opportunities; they have also gone to great lengths to meet the basic needs of many of their families through meal and supply programs. We offer a special thank you to Director of the Department of Education, Dr. Ann Lebo and her staff for the leadership and guidance they have provided our schools in these most trying times. Our coaches have remained in touch with their athletes and provide resources to help them stay connected to the activities that mean so much to them. In a time of stress, the opportunity to remain physically active is so important. Our coaches realize this, and also understand the importance of well-being check-ins with the young people in their communities. The questions we hear the most are, “Will we have a season?” and “When do you think we will be able to start?” It is clear the people in our state have a great passion for high school athletics and are anxious to get back to the activities that bring our young people so much enjoyment. For many, a sports season would bring a sense of normalcy which so many desperately long for. As we have shared throughout this unparalleled situation, decisions based on guidance from the Governor’s office, the Department of Education, the IDPH and the CDC. The health of our students, coaches, officials, administrators and fans will continue to be our number one priority. We will conduct our seasons if and when we believe they can be done without jeopardizing the safety of those involved directly and indirectly. I’m proud of the IHSAA staff and the IHSAA Board of Control for their tireless work as we assess information and develop contingency plans for situations that seem to change daily. So much of what we have developed, we did not have the chance to implement. That has not and will not deter us from continuing in that thoughtful planning. We look forward to the day when we can all get back to interacting and enjoying so much of life that has been put on hold – including our activities programs! Sincerely, Tom

Spring 2020 seasons canceled due to COVID-19 Updated release from April 17, 2020 BOONE, Iowa — Following recommendations on April 17 to keep Iowa schools closed for the remainder of the 2019-20 school year due to the spread of novel coronavirus (COVID-19), all spring activities of the Iowa Girls High School Athletic Union and the Iowa High School Athletic Association were canceled. The cancellation of all four boys’ and girls’ sports – golf, soccer, tennis, and track and field – was made by the IGHSAU and IHSAA in cooperation with the Iowa Department of Education and state officials. The decision was also approved by the IGHSAU and IHSAA boards. Guidance from Governor Kim Reynolds, the Iowa Department of Education, and the Iowa Department of Public Health had previously suspended spring activities through April 17, then through April 30. Governor Reynolds announced the extended closure of in-person schooling and school activities with Department of Education executive director Dr. Ann Lebo at a news conference Friday. This cancellation is effective for all spring practices, competitions, and postseason events. “While we are disappointed that student-athletes will not have the opportunity to compete this spring, we remain committed to our primary goal of keeping students, coaches, officials and communities safe,” IHSAA executive director Tom Keating said. “This cancellation comes out of an abundance of caution for the well-being of all. Conducting our spring season would involve moving groups of people in and out of various communities for competition. At this time we believe that is a risk we should not take.” The spread of COVID-19 has caused an unsatisfying and unfortunate end to the 2019-20 school year as students across Iowa and the United States have faced cancellations and suspensions of school and athletic competition.
The IGHSAU and IHSAA would like to thank all spring sports participants, coaches, administrators, officials, and spectators for their passion, patience, and effort during this unprecedented time. “We understand the important role that athletics and activities play in the lives of our students, schools and communities,” IGHSAU executive director Jean Berger said. “But during this time of uncertainty, we must support the health and safety recommendations of our state and national leaders. This decision is especially heartbreaking for our senior competitors, and we thank them for all they have done to represent their schools throughout their careers.” Summer sports (boys’ baseball, girls’ softball) are suspended pending an assessment made in collaboration with state officials before June. Practice, competition, and postseason dates will be announced when they become available. Both organizations will continue to follow guidelines from health and government officials in determining when it is safe to resume school activities and mass gatherings. In the 2018-19 school year, the four spring sports accounted for over 45,000 participants among Iowa high school boys and girls. Track and field was the second most popular sport by participation for both the IHSAA (12,012 boys) and the IGHSAU (9,908 girls). The IGHSAU and IHSAA continue to encourage member schools and communities to follow the guidance of Governor Kim Reynolds and the Iowa Department of Public Health via https://idph.iowa.gov/ and https://coronavirus. iowa.gov/.

Summer 2020 seasons approved for June 1 return Updated release from May 20, 2020 BOONE, Iowa — Iowa Governor Kim Reynolds announced Wednesday that summer athletic seasons may be conducted for high school baseball and softball following a two-month activities suspension due to COVID-19. The announcement approved the reopening of school facilities and the start of practices for Iowa Girls High School Athletic Union and Iowa High School Athletic Association sanctioned summer sports starting on Monday, June 1. Per the Iowa Department of Education, first contests may occur as early as Monday, June 15 and fans will be permitted at games. The IGHSAU Board of Directors and IHSAA Board of Control met after the announcement and both groups voted to approve resuming the 2020 summer seasons under Iowa Department of Education guidelines. Member schools are to follow reopening guidance entitled “Summer Sports” and “Use of School Facilities” as supplied by the Iowa Department of Education, with recommendations based on conversations with the IGHSAU, IHSAA, Iowa Department of Public Health, and the governor’s office. Dr. Ann Lebo, executive director of the Iowa Department of Education and member of the IHSAA Board of Control, is expected to join Gov. Reynolds at the daily briefing on Thursday. “The IHSAA thanks Dr. Lebo, Governor Reynolds, Dr. Pedati, the IDPH and all who have worked diligently to develop these guidelines to help us conduct a baseball season
for the young people in Iowa,” IHSAA executive director Tom Keating said. “We trust that our administrators, coaches, umpires and fans will responsibly follow the guidelines in place to keep themselves and each other safe. This is terrific news and is a step toward getting our student-athletes reconnected to the activities that mean so much to them.” Spring sports seasons never began and were ultimately canceled on April 17 following the cancellation of in-person K-12 schooling for Iowa’s 2019-20 academic year. The original first practice date was May 4 for baseball and softball. “The guidelines laid out by the Department of Education and the Department of Public Health will enable us to safely move forward with a softball season this summer,” IGHSAU executive director Jean Berger said. “We are grateful for their leadership and support. “We know the games will have different circumstances and that we will all have to work together to keep everyone safe, but we are confident that we are up to this challenge.” Both organizations currently plan to conduct their state tournaments at their previously announced venues, with IGHSAU softball at Harlan Rogers Sports Complex in Fort Dodge and IHSAA baseball at Principal Park in Des Moines. Per guidance from the Iowa Department of Education, coach-athlete contact for all in-person, out-of-season sports is suspended until July 1.

Governor's Scholar Outstanding 2020 seniors earn recognition, event canceled Iowa’s top academic students have been chosen for the 2020 Governor’s Scholar Program. The Governor’s Office, the Iowa High School Athletic Association, and its title sponsor, the Iowa Farm Bureau, are presenting this recognition which began in 2003. The 425 seniors being honored were selected by their high schools as the highest academic achievers. All students will receive a recognition plaque and certificate to commemorate their achievement. The in-person ceremony for this year was canceled due to COVID-19 and the ongoing guidelines concerning public gatherings. With that in mind, the student honorees are being announced via news release, social media and the IHSAA website. Governor Kim Reynolds recognized the program and student accomplishments in a video available on the IHSAA website. The recognition plaques and certificates were sent to their homes in early May. “Iowa has a proud history of educational excellence, and this year’s honorees are a product of that tradition,” said Governor Reynolds in a letter to the students. “You are a role model for your community and all students across the state. In these unprecedented times, it is your generation who will lead us into new opportunities in science, technology, agriculture, education and business in the coming years.” Students have been encouraged to share their award utilizing #iahsseniors and the #IAGovScholar with social media posts. “With schools closed, friends and family being kept at a distance and our lives abruptly put on hold, I can imagine how disheartened this year’s senior class feels,” said Craig Hill, Iowa Farm Bureau president, in remarks to the student honorees. “Please know it does not take away from your accomplishments or the incredible things you will achieve in the future.”
In addition to being recognized as the state’s brightest students, more than 99 percent of the group participates in school activities. More than 60 percent plan to pursue their post-secondary education in Iowa. “The principles learned through academic success, like those learned from participation in school activities, help develop outstanding young leaders,” said IHSAA executive director Tom Keating. “The partnership between the IHSAA and the Iowa Farm Bureau, along with the great cooperation of the Governor’s Office has made this prestigious program possible for many years.” Note: The largest 64 schools in Iowa, according to the Iowa Department of Education BEDS document, were invited to select two seniors who are the highest academic achievers for their first seven semesters. All other schools were invited to select one senior who was the highest academic achiever for their first seven semesters.

Swimming Six new state meet records set in speedy third year at CRWC IOWA CITY, Iowa – State records continued to drop in the third year of the IHSAA State Swimming Championships at the University of Iowa’s Campus Recreation and Wellness Center, and home team Iowa City, West took home the team championship for the first time since 2015. State meet records were set in the first four events of the afternoon on Feb. 15, and six of the 11 events picked up new all-time best finishes. Iowa City, West picked up only one event victory, thanks to James Pinter in the 100 backstroke, but stacked up team points by medaling in 10 different races. The team title is Iowa City, West's third overall and first since the meet returned to Iowa City. Bettendorf's Charlie Bunn turned in a banner day with four first-place finishes, including individual wins in the 50- and 100-yard freestyle, and relay wins in the 200- and 400-yard freestyle relay. His 50 free win in 20.18 seconds set a new state meet mark, and so did the final 400 free relay race with a 3:02.38 finish. Both were easily good enough for Automatic All-American honors. The four other state meet records: Iowa City, City High's 200-yard medley relay team in the day's opener in 1:31.58, as second-place Iowa City, West also broke the previous best mark; Ankeny's Trent Frandson breaking the 35-year-old 200yard freestyle record of Valley's Craig Oppel, going 1:35.68
at CRWC; City High star Forrest Frazier swimming 1:45.96 in the 200-yard individual medley; And Frazier breaking his own previous record in the 100-yard breaststroke by a full second, going 53.15 in his final individual varsity race. Frandson also repeated as champion of the 500-yard freestyle, helping 2019 team title-winner Ankeny to a runner-up finish. Waukee finished third as a team, led by three relay podiums and a 100-yard butterfly victory from sophomore Andrew Reiter. Wrestling Waverly-Shell Rock & Don Bosco repeat, Osage stuns 2A, Happel wins fourth DES MOINES, Iowa – Another packed arena. Another unbelievable week at the biggest state high school wrestling tournament in America. The 2020 edition of the Iowa High School State Wrestling Championships packed Wells Fargo Arena in downtown Des Moines from Feb. 19-22, crowding in communities across the state for high-level competition. The dual team tournament (see P. 15) set the table for the three-day traditional tournament, putting 336 student-athletes on the podium across 14 weight classes and crowning three team champions. Lisbon's Cael Happel made history on Saturday night becoming the 28th four-time wrestling champion in state history, capping an outstanding varsity career for coach Brad Smith. SE Polk & Lisbon edge dual titles, West Delaware repeats DES MOINES, Iowa – The championships in Class 3A and Class 1A came down to the final match in Wednesday's state dual tournament, with Southeast Polk and Lisbon coming out on top of rivals Waverly-Shell Rock and Don Bosco, respectively. West Delaware rolled through the Class 2A field to repeat on the eve of the traditional tournament. The Rams raced through 3A, including a semifinal win over North Scott by a record 80-(-3) score, before needing bonus points in four of their seven wins to edge Waverly-Shell Rock. Lisbon topped defending 1A champion and familiar dual partner Don Bosco in a thrilling final thanks to a final match pin from Marshall Hauck at 152 pounds. Top-seeded West Delaware gave up just 39 team points in its three state tournament duals, as coach Jeff Voss led the squad to their third dual team title in program history. Bowling West wins in Waterloo, tight 2A meet, Camanche sweeps WATERLOO, Iowa – A thrilling three days at Cadillac XBC capped off the 2019-20 Iowa high school bowling season, as co-ed competitors packed the lanes for tense team and individual competition. Host squad Waterloo, West won its first team title on the final day of the event, clinching Class 3A with a 3,265 team score and placing three bowlers in the top 15 individually. Marshalltown's headband-wearing senior leader Lucas Kramer won the individual title in 3A by bowling a 267-265—532 on Feb. 26. Spencer Kirk, a senior from Prairie, Cedar Rapids, earned a standing ovation from the Cadillac crowd by bowling a 300 in his second individual game, making him just the fourth boys' bowler to roll a perfect game at the state meet. Class 2A provided the closest results of the week, with just one pin separating the top two individuals and just 14 pins separating the top three teams. Fort Dodge ultimately swept the top honors, getting an individual victory from Kaleb Anderson and holding on in the crowded team chase over Urbandale and Ottumwa. Anderson bowled a 267-279—546, just enough to edge Xavier, Cedar Rapids senior Dale Weaver's 289-256—545. Weaver was agonizingly close to a 300 for the second year in a row at Cadillac XBC, but unlike in 2019, his great first game was not enough to hold on to the title. Fort Dodge rolled a 3,303 as a team, narrowly escaping Urbandale (3,299) and Ottumwa (3,289) for the top team trophy. The four pins separating the Dodgers and J-Hawks marked the closest team finish between champion and runner-up in the 11-year sanc-
tioned history of IHSAA bowling. Camanche won its second team title to start the week off for Class 1A, clearing runner-up Louisa-Muscatine by 204 pins to win with a 3,279 total. The Indians also won top individual honors with junior Troy Edmunds posting the highest two-game score in state meet history with his 288-278—566. Edmunds was part of a young medalist group, as the junior topped sophomore runner-up Cael Bohlen of Charles City and fourth-place freshman Keaton Bieri of Louisa-Muscatine. Dustin Beaham (above), a Louisa-Muscatine senior, fell just short of becoming the first boy to win three individual state championships, following titles in 2018 and 2019 with a 446 and sixth-place finish on Feb. 24. Basketball Great opening rounds lead to surreal Finals Friday as COVID-19 crisis clears arena DES MOINES, Iowa – A thrilling and action-packed state tournament at Wells Fargo Arena gave way to crisis concerns as the coronavirus (COVID-19) canceled sporting events around the world as Iowa high school boys' basketball wrapped up its 2019-20 season from March 9-13. An excellent quarterfinal round led a semifinal round that would ultimately be overshadowed by off-the-court news of other professional and collegiate events ending early because of the virus. The 32 state qualifiers and four eventual champions played on, eventually in front of restricted crowds for the finals on Friday. All entrants were limited and walked into a quiet arena (see P. 19) for free for what is usually the most crowded day of the basketball season, including just 100 attendees (players and coaches included) per school. Despite the lack of usual buzz and the surreal emotions of concluding a basketball season as a global pandemic was starting its spread in Iowa, the eight finalists performed admirably well and posted the highest-scoring finals round since

the state tournament moved to Wells Fargo Arena in 2006. Details from each class continue below. CLASS 4A The large-school class delivered drama as top-seeded Ankeny Centennial and two-time defending champion Cedar Falls escaped their quarterfinals by just two points each. Ankeny showed its potential early, ousting perennial power Iowa City, West on Wednesday morning behind a 41-point outburst from guard Braxton Bayless. The Hawks kept up their hot-shooting to top Cedar Falls, and eventually met a tall and talented Waukee squad in the final. The Warriors fiercely tried to rally on Friday night, pouring in 39 points in the fourth quarter, but couldn't keep Ankeny from winning its first state title since 1995. In 2020, the Warriors would leave no doubt as they entered the tournament as 3A's top seed and followed senior star Bowen Born to their first title in program history. Sergeant Bluff-Luton gave Norwalk a scare in the final, clawing back to within two points in the final seconds, but Born earned All-Tournament Team captain honors for the second straight year. CLASS 2A A rugged 2A field offered no guarantees for a rematch of the 2019 final, but Boyden-Hull and North Linn both made it back on Friday afternoon. The Comets flipped the script in 2020 and used length with excellent passing and defense to advance and eventually top North Linn in the final. Camanche and Treynor met in an up-tempo consolation matchup after impressively pouring in points to start off their tournaments on Monday and Tuesday. Camanche's thirdplace marked its best finish since 1985.
McKowen his first state title in a successful career spanning 38 seasons. Wapsie Valley topped Bishop Garrigan, making its first finals appearance, to start off Friday's championships. Montezuma appeared in the semifinals for the second straight year, with Lake Mills and Springville making long-awaited returns to the state tournament. Character is revealed when we face adversity and disappointment. COVID-19 has brought adversity, disappointment, and disruption into our lives in countless ways, which includes the loss of spring season high school athletics and activities. While nothing can replace your lost season, it is in these moments we must recognize the journey can be its own reward. In fact, the adversity you’ve overcome in your sport or activity has prepared you to deal with this current moment. Remember, the life lessons you’ve learned, the skills you’ve developed, and the experiences you’ve shared with teammates still have merit and will continue to have value for the rest of your life. It’s okay to be frustrated or disappointed. You worked hard to prepare to compete this spring, but that opportunity will be unfulfilled. However, in the end, remember to focus on all that you’ve gained from the journey, even when the season was halted before it began.

Board of Control minutes Approved records from IHSAA board meetings from January 2020 SYNOPSIS OF THE MINUTES OF THE MEETING OF THE BOARD OF CONTROL OF THE IOWA HIGH SCHOOL ATHLETIC ASSOCIATION JANUARY 23, 2020 The Board of Control of the Iowa High School Athletic Association (IHSAA) met January 23, 2020 at the Iowa High School Athletic Association (IHSAA) office in Boone pursuant to notice. Board of Control members present were Chairperson Rod Earleywine, Vice Chairperson Barb Schwamman, Treasurer Brent Cook, Dave Wiebers, Scott Kibby, and Amanda Whaley. Association staff members present were Executive Director Tom Keating, Assistant Directors Chad Elsberry and Jared Chizek, Director of Finance Jessican Morgan and Director of Officials Lewie Curtis. BOARD OF CONTROL WORK SESSION - The Board of Control met at 8:30 am for a special work session to review the IHSAA and IHOP Foundation 990 tax returns and to sign Conflict of Interest statements. Each Board of Control member received a complete copy of the IHSAA and the IHOP Foundation 990 tax returns. CALL TO ORDER - The meeting was called to order by Chairperson Earleywine at 9:00 a.m. APPROVAL OF MINUTES - (MM-S) Cook-Schwamman to approve the December 19, 2019, minutes. Motion carried unanimously. CONSENT ITEMS MARTENSDALE-ST. MARYS INELIGIBLE ATHLETE PARTICIPATION & CORRECTIVE ACTION – Executive Director Keating presented correspondence from and response to Martensdale-St. Marys High School regarding the participation of an ineligible athlete in a high school wrestling event. 2020 WRESTLING TOURNAMENT MANUALS – Director of Officials Curtis presented the 2020 postseason wrestling tournament manuals to be used for both the individual and dual team tournaments. 2020 BASKETBALL TOURNAMENT MANUAL – Executive Director Keating presented the 2020 postseason basketball tournament manual. PITNEY-BOWES LEASE AGREEMENT – Executive Director Keating presented a new lease agreement with Pitney-Bowes for IHSAA mailings. APPROVAL OF CONSENT ITEMS – (MM-S) Schwamman-Kibby to approve all consent items as presented and reviewed. Motion carried unanimously. ACTION ITEMS FINANCIAL REPORT – Director of Finance Morgan presented December 31, 2019, financial statements including the Detailed Statement of Financial Position, Statement of Budgetary Activities and Quarterly Investment Report. INVESTMENT COMMITTEE MEETING MINUTES AND RECOMMENDATION– Director of Finance Morgan presented the minutes from the investment committee on December 19, 2019. The committee recommended to sell two investments and to reinvest the proceeds. (MM-S) Schwamman-Cook to approve the committee’s recommendation. Motion carried unanimously. AUDITOR ENGAGEMENT LETTER – Director of Finance Morgan presented and discussed the engagement letter with Meriwether, Wilson & Company, PLLC to conduct the independent audit for the IHSAA and subsidiary for the fiscal year 2019-20. board minutes Board of Control 2018-19 IHSAA ANNUAL REPORT – Director of Finance Morgan presented the 2018-19 Annual Report. The annual report will be shared and discussed with the Representative Council at their March meeting. (MM-S) Schwamman-Kibby to approve the annual report as presented. Motion carried unanimously. 2020 REGIONAL DUAL TEAM WRESTLING SITES AND ASSIGNMENTS – Director of Officials Curtis shared the IWCOA ranking process is still live and the deadline to submit rankings is Friday, January 24 at Noon. At that point, Curtis can determine host sites for Class 1A and 2A regional dual team wrestling and Class 3A regional dual team sites and assignments. Class 1A and 2A assignments will be made following the sectional tournament on February 8. (MM-S) Cook-Whaley to take no action on the Class 1A and 2A sites and Class 3A sites and assignments until voting is completed on Friday, January 24 at which time the board will review and vote via email. Motion carried unanimously. 2020 STATE QUALIFYING BOWLING SITES AND ASSIGNMENTS – Executive Director Keating presented the state qualifying bowling meet sites and assignments. REPORT – Board member Cook shared the state athletic directors conference will be held in Coralville March 28-31. LET’S CONNECT CONFERENCE – Assistant Directors Elsberry and Chizek shared about their experience at the recent Let’s Connect Conference in Chicago. NFHS WINTER MEETING REPORT – Executive Director Keating presented on the NFHS Winter Meeting recently held in Austin, Texas. INFORMATION AND DISCUSSION ITEMS 1) Director of Officials Curtis provided an updated list of 2019-20 winter sports ejections. 2) Assistant Director Chizek presented information from the IHSBCA Convention he was a part of earlier in the month. 3) Executive Director Keating provided a preliminary schedule for the 2020 NFHS Summer Meeting. 4) Executive Director Keating provided information regarding the number of insurance claims filed under the Head Strong Insurance program as of January 1. 5) Executive Director Keating discussed Senate File 2015 requiring information be shared to parents and students regarding sudden cardiac arrest.

Discussion ensued regarding the desire to go to a one-year redistricting cycle to review classification structure and to review whatever Class 4A model was adopted after the 2020 season. (MM-S) Crozier-Schwamman to adopt a 40-team success tiering scheduling option for Class 4A football for only the 2020 season. Motion carried unanimously. EIGHT-PLAYER THROUGH CLASS 3A FOOTBALL PLAYOFF RECOMMENDATION – Executive Director Keating discussed the football advisory committee’s recommendation of changing the regular season and playoff structure from nine regular season games and 16 playoff qualifiers to eight regular season games and 32 playoff qualifiers. (MM-S) Crozier-Cook to deny the football advisory committee’s recommendation. Motion carried 6-1 with Wiebers voting nay. Motion carried unanimously. 2019-20 BEDS DOCUMENT – Assistant Director Tharp presented the BEDS Document that will be used for classification for the 2020-21 school year. In case of ties in enrollment, the first alphabetical school goes into the larger classification. (MM-S) Cook-Wiebers to approve the BEDS Document to be used for 2020-21 classifications. Motion carried unanimously. ARCASEARCH PROPOSAL – Executive Director Keating presented a bid from ArcaSearch out of Minnesota to digitize IHSAA Summary Books from 1967-2005. Funding would come from the Iowa Hall of Pride Foundation. (MM-S) Crozier-Durflinger to accept the bid from ArchaSearch and to proceed with the digitization of old IHSAA Summary Books. Motion carried unanimously. IOWA EVENTS CENTER AGREEMENT – Executive Director Keating presented a contract renewal from the Iowa Events Center and Spectra to continue hosting state wrestling and basketball at Wells Fargo Arena. The proposed agreement would be for five years with the opportunity to extend the contract for up to five additional years. (MM-S) Crozier-Cook to sign the proposed agreement with the Iowa Events Center and Spectra as presented. Motion carried unanimously.
