News Report from Cllr Michael Murwill - Cabinet Member for Procurement, Waste Management, Special Projects & Forward Planning. Member for Brading, St Helens and Bembridge. T: 07754 463040 How time flies... we are shortly coming to the two-year anniversary since the election of the current Isle of Wight Council (IWC) administration. As we reach the midpoint of this tenure, I believe that we should be proud how we have achieved a great deal. Apart from providing successive balanced budgets (which has meant that we have avoided central Government intervention regarding taking over the Islands budget, as other local authorities have been forced to do) we are moving the Isle of Wight to the forefront of waste management, education and adult welfare. We can only look after our services for the vulnerable, if we look after our budget. With the savings target of £5.5 million for this coming financial year, only 5% has come from service cuts. The IWC has made substantial and innovative efficiency savings and income generation to meet the target. In addition, the council has proposed to invest £43M for capital projects in 2019/20, including £29M for regeneration schemes delivering housing and employment, more than £4M for school refurbishments and more than £1.5M to invest in adaptations for disabled people in order that they can continue to be independent and receive care at home. It is my belief that by being transparent in this manner and publishing the possible options for the budget several months early this administration has shown how it is far more democratic and decisive than others in previous terms. The most recent IWC Community Plastic and Environmental Forums have seen Natasha Dix from the IWC highlighting the UK Government and the IWC waste management targets for the coming years and also a representative
from the Ellen MacArthur Foundation presenting its aims for the future. Finally, it is that time of year that the snow has (hopefully) passed and we can start to explore our gardens and prepare them for the summer. If you have not already subscribed to the IWC Green Garden Waste scheme then now is the time to join and order your garden bin; the service runs from 1st April to 31st March. If you already have a garden waste bin then now is the time to renew your garden waste subscription. The current IWC payment system will not issue an automatic renewal for this service. To ensure you continue receiving the green garden waste collection from your home for the next year, you will need to subscribe again via the link www.iwight.com/GreenGardenWaste The optional fortnightly scheme will allow householders to subscribe online for a 240litre wheeled bin or three hessian sacks to be picked up from the kerbside from the kerbside at total cost of £60 per year, working out at just over £1 a week. The Parish Council would like to thank the Village Hall Committee and their user groups for their patience whilst these works were carried out. We are also delighted that the kitchen upgrades – funded by the Parish Council – are now complete as well. A working party has been formed between Village Hall representatives and Bembridge parish councillors to explore future capital works at the building to improve this valuable community facility.

VILLAGE HALL PARTNERSHIP - The Village Partnership was delighted to present commemorative books to Holy Trinity Church and Bembridge Heritage Society. The books contained photographs of the new ‘Tommy’ memorial within the War Memorial Gardens and of the commemoration service on Remembrance Sunday to mark the centenary of Armistice Day 1918-2018. Verena Sparrow accepted the book on behalf of the Heritage Society, and Rev. Dr. Amanda Bloor on behalf of Holy Trinity. A copy of the book is available in the Parish Office if residents would like to view the photos.
GREEN BITS AND BOBS - In recent weeks some new trees have been planted at Steyne Park. The Parish Council also carried out some tree surgery work to some willows at the Lincoln Way Pond. A dead and unsafe ash tree has been felled at the Scout Field. Our trees are regularly inspected but, if something doesn’t look right, please contact the Parish Office.
DRAGONS DEN EVENT – 10th MAY 2019 - The Village Partnership is pleased to announce that the hugely-successful Dragons Den event will be returning in 2019. Last year the Village Partnership awarded £2,600 in grant funding to local community groups. If you are a local community group or organisation and would like the opportunity to pitch to the Dragons for funding, make a note of the date – 10th May 2019 6pm at Bembridge Youth & Community Centre.

Phone: 07563 130185 | E-mail: clerk@sthelensiw.org.uk The Parish Council will have set the budget for 2019/20 as £35,820, and after assuming income of £2,000 and a grant of £249, will result in a precept of £33,571: and this includes provision for improvements to the Public Conveniences on the Duver. Following extensive due diligence reports, including a CCTV survey of the drainage, the Parish Council have allocated an indicative budget of £15,000 for the renovation project, with extensive work on the building, improved plumbing and a more targeted cleaning programme – the work should start at the beginning of March 2019, resulting in a short term closure, for which the Parish Council apologises, with a target re-opening before Easter. It is hoped to involve local students from the Parish School in colour selection, and other initiatives for the project, and help with other connected projects – such as the introduction of larger dual use recycling bins along the Duver, additional Dog Bins, and consideration of mechanical cleansing for the beach during the summer season. Members of the Council are also hopeful that the public tap can be reinstated for the benefit of residents and tourists alike – considerable feedback has been received supporting this initiative. PARISH ACTIVITIES - Considerable work has been undertaken by Cllr Tutton drafting a comprehensive response to the IW Council’s Draft Island Plan, full details are available on the Parish Website, but the feedback highlights: - Potential impact of local infrastructure (eg Schools and Health provision)
- Need for affordable housing to meet local need not unrealistic targets - Potential loss of green space and environmental concerns The Parish Council continues to encourage residents to comment individually to the consultation, which can be located on the IW Council website. Representatives from the National Trust updated Councillors, and over 30 residents, at the recent meeting, on plans for the Duver and work that has been undertaken – future plans include improved interpretation panels and signage, work on footpaths and other maintenance: and the Parish are now represented at future briefings with the Trust, as well as the involvement of an IWC Councillor. The Parish Council plan to have further presentations in the Future, including from the local Police following incidents of antisocial behaviour in the village and along the Duver – and are planning for future meetings (2nd Monday of the Month in the Community Centre from 7pm). Parish Councillors have also agreed, with other stakeholders, a service specification to help protect the Greens, ensure their longer term maintenance and incorporate an area for a meadow – these are longer term initiatives, and will be reported on in future reports. The next meeting of the Parish Council is on Monday 11th March 2019, and it is hoped the meeting will include updates on the Duver Toilet Project, plans for Church Green, and other initiatives in the village.
