We live in a society which is increasingly always on, competitive and demanding – even on our quiet Island.

Our nervous system hasn’t evolved to handle this pace of life – our threat response system treats the sound of a text message the same way as the roar of an attacking animal, and respond to someone cutting in on us at the traffic lights the same way as a threat on our life. This sense of “always on” can become overwhelming and leave us tired and stressed, maybe depressed or anxious. Into this melee comes our breath – pausing for a few moments and noticing how we are breathing, slowing our breath down and bringing it down from our ribs to our belly, gives us that precious time to literally “catch our breath” and regulate our responses to life around us. As a Yoga Therapist much of my work comes down to teaching simple breath practices to support the nervous system. Used for 20 minutes or so a day these are proven to improve the resilience and functioning of our nervous system, and improve our emotional health (Benson, Relaxation Response 1975). Spring is just around the corner... although the island has taken a battering recently with storm Ciara and storm Dennis the temperatures have been very mild up to this point. For weeks now there have been signs of Spring with daffodils and crocus already in bloom in gardens and hedges. Mothering Sunday is on the 22nd March and don’t forget the clocks always change on the last weekend of March, so this year, that falls on Sunday 29th. With the warmer weather coming soon seasonal businesses will soon be opening their doors to locals and visitors. The island will start coming alive with local events. Our ‘Dates for you Diary’ section on pages 10 and 11 will keep you busy and there is something for everyone including regular community events or one-off social engagements.

St Helens Parish Council

Phone: 07563 130185 | E-mail: clerk@sthelensiw.org.uk The Parish Council unanimously approved the Budget for 2020-21 at the same level as the previous year, and due to strong financial management, the parish precept will remain at the current level for another year. The Budget includes provision for grounds maintenance and protection of the greens, with meetings planned to discuss how the greens can be better protected, given the incidents of damage to corners, and the impact of recent weather. Funds are allocated to the continued maintenance of the public realm in Partnership with Community Payback, and potential investment on Church Green in the future. Representations have also been made regarding changes in healthcare provision following the announcement of the closure of the Beech Grove Surgery, and an knock on effects on the St Helens practice. Members also agreed to further improvements to the Duver Toilets, already installed with a defibrillator, but to be added to with Baby Changing Facilities, alongside a pre-Easter deep clean and further renovation of areas in need of repair. The Parish Council also welcomed Cllr Bacon back to the Parish Council, and announced a further co-option process for a new member for the Council, with

details available on the website and Parish Notice Boards. Members have also progressed the Heritage Trail, with a text being agreed, and additional information researched for inclusion in a Parish wide project to be available on QR codes, located at places of interest in the Village. Concerns have also been expressed about future Island Wide Planning Targets, and implications in the Village, with correspondence sent to local agencies and partner organisations, and this will be a regular Council matter – as will the proposed cuts in beach cleaning and litter picking, potentially impacting on the application for a national seaside award in recognition of the improvements in services on the beach and nearby area. Support is also being given to the continued damage being experienced by the Parish Church, and the external wall being regularly hit by vehicles on route to Ryde – site meetings have been held with Island Roads in an attempt to secure a solution. The next meeting of the Parish Council is planned for March 9th 2020, when members will discuss ongoing local planning issues and ongoing public realm improvements in and around the village; and confirm arrangements for a planned presentation by the National Trust in April, regarding their plans for the Duver.


Mad as a March Hare When looking for inspiration for this month’s front cover, I immediately thought of the saying ‘Mad as a March Hare’ and it was only natural that my first thoughts turned to local ‘Hare Whisperer’ Nick Edwards to use one of his many amazing hare photos. Amongst the hundreds he has taken this one caught my eye and shows the beauty of these wonderful animals. Many of you will already be aware of how Nick spends his time waiting patiently at various locations across the Island ready to capture the hares in their natural surroundings and we have been very lucky to feature his photos over the last couple of years and I look forward to seeing more of them. Whilst Nick has continued to spend large amounts of his time photographing his favourite fast-moving subject over the last year, he has enjoyed other wildlife and local event photography, including photographing for RNLI media, as part of his station officer role at Cowes Lifeboat. Budget Following the approval of the budget for 2020/2021, the Parish Council approved a precept of £185,000 at its meeting in January. This will be the first rise in 3 years and represents £88.12pa per band D property. This was mainly due to price increases for services but also a contingency for potential legal and external audit costs. Village Partnership / Green Towns • Telephone Boxes – Work has commenced on the restoration of the only remaining working K1 Telephone Box, situated in Bembridge High Street. Also, following BT announcing that they were removing telephone boxes from sites in Bembridge, the Village Partnership have purchased an old red Telephone Box and intend to fill it with flora and fauna as a replacement. • Village Map - A draft is currently being worked on for final approval. • Litter Picks / Beach Cleans - These will follow the same format as last year, the first of which are listed at the end of this report. Scams: IWASP Trading Standards are warning Island residents to be vigilant when dealing with phone calls. We have received reports that scammers are using an 01983 number which may lead residents to believe that the caller is local and therefore genuine. This particular call stated that there was a problem with the residents’ computer and they tried to encourage her to access her computer and press certain buttons. 8

Please remember NOBODY will call you to tell you there is a problem with your computer – this is a SCAM Other concerned residents have reported scam texts from the bank – the bank will NEVER contact you in this way We have also had reports of energy companies knocking on doors to persuade you to change your supplier. Trading Standards advice is NEVER trade on the doorstep for anything Be wary of unsolicited calls around insulation and solar panels. Do not accept visits from anyone claiming to be able to improve your property in this way. Neighbourhood Alert The scam, which we first reported on in October 2019, involves victims receiving an automated call, informing them that they have been charged for an Amazon Prime subscription. They are subsequently instructed to ‘press 1’ to cancel the transaction. When they do this, they are directed to a fraudster posing as an Amazon customer service representative. The fraudster advises the victim that the subscription was purchased fraudulently and that remote access to their computer is required in order to fix a security flaw that will prevent it from reoccurring. The victim is asked to download a remote access application, often the ‘Team Viewer’ app, which grants the fraudster access to the victim’s computer. continued over the page

WHAT TO DO 1. Always question uninvited approaches in case it’s a scam. Instead, contact the company directly using a known email or phone number. 2. Have the confidence to refuse unusual requests for personal or financial information. It’s easy to feel embarrassed when faced with unexpected or complex conversations. But it’s okay to stop the discussion if you do not feel in control of it. 3. Never install any software or visit a website as a result of a cold call. Unsolicited requests for remote access to your computer should always raise a red flag.

T: 07754 463040 E: michael.murwill@iow.gov.uk Budget It is the time of the year that, across the country, each County Council must ensure that their budgets are balanced. It is always very difficult time and hard decisions must be made. This administration has again balanced the Isle of Wight budget by trying to reduce the number of cuts and create other ways of ensuring that the less fortunate are affected the least. 93% of the £4.5m savings are delivered through efficiencies and income generation and only 7% achieved through service reductions. The Council tax increase of 3.99% includes 2.0% of which is raised specifically to be allocated for Adult Social Care.

Bembridge Football Club Bembridge Football Club recently approached me as the teams needed 25 new footballs. The Olde Village Inn in Bembridge kindly agreed to ask for donations from their customers on two of their Monday quiz nights. Through the generosity of the quizzers, £152 was raised and the club now has new footballs.

Bembridge beach clean On 14th March, the first beach clean of 2020 will take place. The groups meet up at the Lane End Slipway and at The Point. This is an important voluntary role that locals, businesses and island visitors really appreciate. I always encourage people to take their waste home or dispose of it properly; unfortunately, not everyone does this. If you have spare time, please come along and join in.

Garden waste renewal and enlistment I am very proud of what the Island has achieved with the household garden waste collection. It has been very successful since its roll-out in 2017 and now has over 7,000 residents. The testing will be conducted by trained phlebotomists taking blood from a vein in the arm, this will be analysed at a hospital laboratory and after a report has been produced by a Urological Consultant, the result will be sent to the person being tested within 7 – 10 working days.
