Welcome to the April issue of Island Magazines. The year is chugging along nicely and Spring is definitely in the air. April is sometimes a wet month but ‘April Showers Bring May Flowers’ and if we are heading into a lush summer like last year then the flowers and trees will appreciate this extra bit of rain that may or may not happen. Easter is a bit later this year with Easter Sunday on the 21st April. The shelves in the shops are full of chocolate goodies and traditional eggs (and some have been this way since Boxing Day). Hopefully the weather will be good and perhaps this will be the start of the barbecue and picnic season. The Island is definitely coming alive again after a sleepy winter and you can find details of events happening across the Island on pages 8 and 9. Watch out for April Fools on the 1st day of the month!!!!

East Cowes Town Council - Clerks Report It has been another busy month at East Cowes Town Council. The Council has been proactive by inviting several guests to help them keep up to date with local issues and to raise concerns. Robin Reed and Debbie Chambers Environment Officers attended to report on their activities in the Town. They reported on actions taken since November mostly related to dog fouling. No enforcement has taken place to date but, following a poster awareness campaign, it is hoped that future culprits will be fined. The Environment Officers would welcome any information on areas where dog fouling is a problem. Caroline Morris from the NHS Clinical Commissioning Group attended the March meeting to discuss the Councils written response to the recent Cross-Solent travel consultation. She explained the history of the travel scheme, which started in 2005, was to cover travel costs for cancer patients travelling to the mainland. New regulations are now in place and the NHS Healthcare Travel Costs Scheme is also available for people on low incomes and parents taking children to hospital. The NHS are working to publicise the scheme and make it easier for people to apply. They are trying to minimise costs by assessing whether a mainland appointment is necessary or if virtual appointment methods might be an option. Island friendly appointment times are also being considered in conjunction with Southampton hospital. Councillors also welcomed representatives from Island Roads and Wightfibre. Councillors and residents alike have raised concerns about the disruption caused by the Wightfibre installation and the 4

quality of reinstatement works. Wightfibre acknowledged progress had been slower than they would have liked and the plan to keep disruption to 1-2 days had in some cases been 1-2 weeks which was unacceptable. The works are now ending and Wightfibre wishes to apologise to all residents. On the positive side the broadband installed will serve the town for at least the next 30 years and Island Roads have 2 dedicated inspectors checking the quality of work. Anyone is entitled to alert Island Roads to poor quality work by reporting it on their 24-hour help line and someone will attend. Councillors have submitted their response to the draft Island Planning Strategy. Concerns were raised about the Government housing allocation for the Island, but more specifically, about future developments affecting East Cowes: the need to keep a green gap between East Cowes and Whippingham and to the importance of preserving green spaces in the town. The council agreed to include submissions received from a member of the public and the IW Garden Trust. The Council has agreed a strategic budget for the coming year, taking account of the results of the public consultation and the local services it may need to provide in future given the reduction in services by the Isle of Wight Council. For 2019/20. A Council Tax Band D property will be paying ÂŁ116.71 per year. Monthly figures for the Floating Bridge were received and in January 99.75% of the timetable was met. They have requested continued over the page

Email: karl.love@iow.gov.uk Facebook: Cllr Karl Love Firstly I want to say thank you for all the support which I received after my announcement of standing as a candidate in the general election for the Isle of Wight as an independent. I will do my very best to represent and speak my mind from an island perspective. The East Cowes 2019 Bicentennial planning for events are now well underway. The event will be a great success and we hope you will support this event. Please see the poster on the back cover for more information. Entrance to the esplanade festival will be charged in advance by ticket at £2pp and a family ticket for 4 people £7. Tickets can be purchased at the Heritage Centre or Flix Hair Salon. It’s Great news that the Stigwood art has arrived home and just feet away from where it was struck down in the storms of 1987. After 10 years of lying in a field on the mainland it will now be restored with the support from the volunteers of the Roman Villa and placed somewhere in our town for us all to enjoy. I can also confirm that after many months of negotiations, Lin Kemp has secured an artefact from the Princess Margaret Hovercraft and I have been working on a plan to have it appropriately placed in our town. Nothing has really changed with the Floating Bridge. The slackening of the chains solves one problem but creates others as you can hear when using it and particularly during low tides. If you witness the noise causing distress to anyone, children or pets onboard you should report it to Environmental Health at County Hall and record it. IWC are considering purchasing a small tug/ferry boat to support the operations of the bridge during low water or suspensions of the service. This clearly indicates that the bridge cannot be 10

fixed! So the reality is that it’s not fit for purpose as it was designed to be. I have continued along with other town councillors to press home the issues of the Saunders way and Kingston Road link and the fact that it was clearly stated by council officers, that it would be connected by the end of March. This is of course outside my ward but I will still try to do my best for all residents. ACM - Aluminium Marine Construction are the new owners of the former shop Value 4 U. The premises are to be used as offices for this international world leading Aluminium boat builder who until recently occupied the redux building sheds and sold by Home England to Red Funnel. I am profoundly disappointed about what has occurred after this company was promised new premises at Kingston Marine Park development by IWC which has failed to materialise. Millions of pounds of tax payers money has been spent preparing the site for Marine development which now lies empty following the removal of the licences to operate the necessary lifting equipment and dredging. Everyone who lives locally knew how important the area was to migrating birds and wildlife and the issues about shallow waters. Despite all the warnings expressed by local residents, Homes and Communities, now renamed Homes England progressed with their plans supported by our MP and council. Today the sight stands empty and ACM are forced to operate out of old substandard crumbing sheds not fit for purposes in West Cowes. This is a world class business and I’m thankful to them for keeping an office in East Cowes. I am concerned for the future of shipbuilding on our island generally and in our town.
