It appears that something has caught the eye of this magnificent kestrel on the front cover and luckily it caught the eye of local photographer Neal Staley who was able to capture this amazing shot. This remarkable bird of prey was spotted from the bird and squirrel hide at Alverstone Mead Nature Reserve and is just one of the many species of nature that Neal comes across when he volunteers at the hide a couple of mornings each week.

Neal has taken to photography as a means of therapy following a serious car crash in 2012, which then resulted in him being medically retired in 2015 from the RAF after 24 years of service. His life changed dramatically on many levels and he has now found comfort in the nature and wildlife that surrounds us.

News Report from Town & County Cllr Karl Love - East Cowes. Email: karl.love@iow.gov.uk Facebook: Cllr Karl Love The year has started off chilly but bright and please help look out for those who you know might be home alone or rough sleepers. With the continued cost of keeping warm many will turn down the heating and place themselves at risk. Popping in for a chat can help bring comfort or buying someone living on the street a hot drink can make all the difference. Pleases try to donate to the Foodbank too. February sees the IWC budget being set for 2019/20. I have always opposed the cutting and removal of the Hospital Patient Transport Scheme which is a life enabling services. There is nothing more important than life itself and this is what I stated in my campaign materials which you kindly endorsed when electing myself. Our health must come first, whatever form that comes in. I regularly attend the IOW Save Our NHS meetings because services are being removed from our island and we are slowly seeing the privatisation of services. To me it’s inconceivable to cut services that could put lives at risk by denying access to funding, the Cross Solent Patient Services which are so essential for many residents. The consultation received a big response and I thank those who completed the online questionnaire. I have been pressing for improved representation for the people of Whippingham by Cllr Julia Baker Smith. Anyone can have a life changing event that steers them in the new direction. I wish Julia Baker-Smith all the very best in her life and move away from our island however in moving forwards one has to address the things which are left behind and it is clear from the number of comments being expressed to myself and other councillors that Cllr Baker-Smith is not available in the way which her residents would like to be as 6
a “local councillor”. I made discreet representations in 2018 to encourage a better engagement by herself within the community but the matter has become a very public one. This is why I say please step up or step down because it has many impacts on the local people in what is also a busy regeneration ward. The impact has been felt by other Town Councillors who are trying to respond to support local people. Cllr Michael Paler has been very active on behalf of Whippingham residents Wightfibre works continue in our town and I have passed onto Island Roads a number of concerns that have been expressed to myself. The utility companies class their reinstatement works of paths and roads as interim for a period of 6 months so that they can self-defect the works in that time. When the utility companies release their works to island Roads they can then do inspections to ensure all their works conform to the Highways and Utilities Committee specification requirements. If any of the works do not meet these standards, they will fail them, and Wightfibre will be required to return to site to rectify to the correct standard. On completion and Island Roads are happy with the standard of works carried out, the works will have a 2 year guarantee from the contractor. During the two year guarantee period, Island Roads will conduct 2 more inspections to ensure the work is performing as it should. Road surfaces, where they have been tarmacked, must be returned to the original state and any tarmac placed in them is a temporary solution only and will be addressed within the 6 month time frame we are informed. I hope this helps clarify the situations. Like yourselves I’m not best pleased with all our new pavements being

News Report from Town & County Cllr Karl Love continued dug up as they look such a mess. This has been raised with the cabinet by Cllr Jane Rann. As we go to press there is still no news about the umbrella tree. However an evening around the tree with poems was well attended. This year is 100 years since the first town market was held around the tree and this will be celebrated as part of the 2019 events. I hope itâ&#x20AC;&#x2122;s a great year for our town and people. The Red Funnel team have been working with me, and the car park will make a big difference to our town by opening up the space and we look forward to further improvements as time goes along. I do hope it will attract more people into the town to

It is intended that this work will create a safer turning space for large vehicles and additional waiting space for pedestrians. It is intended that the new roadwork layout will guide vehicles around the bend so that they do not get trapped on the corner. The council say that this will be an improvement however it is will not be the ideal solution and further improvement should take place in 2021 when the new Red Funnel Road scheme is introduced. East Cowes Town Council - Clerks Report The Town Council wishes to thank everyone who has taken part in person or online in the recent consultation exercise. This has now closed. The comments will be considered by the Council and will be taken in to account when planning the year ahead and allocating the budget. As you might expect there are concerns about litter and dog mess around the town. The Town Council would like to appeal to residents to look after their town by clearing up after themselves and their dogs. East Cowes Town Council have some exciting plans for 2019. This year sees the BiCentenary of the birth of Queen Victoria. A weekend of special events is being planned beginning on Friday 24th May. We can look forward to a Grand Town Exhibition & Show. Many other projects that will be supported by the Town Council are also in the pipeline for the coming year. A Town Walk of History which will feature 25 plaques around the town, an Esplanade Festival and a Town Victorian Day. At the January Facilities, Project and Events Committee meeting, Graham Biss, Managing Director of charity Natural Enterprise came along to give an update on Castle Copse. This will be an area many town residents are familiar with. It is a protected green space that features 6 veteran oak trees plus 10-15 oaks over 200 years old and has a wealth of wild life including 9 types of bats, red squirrels and slow worms. The Town Council has agreed to contribute ÂŁ1000 to the upkeep of the Copse during 2019. Natural Enterprise is committed to keeping this open and accessible and achieving a balance between amenity use and ecology. Some improvements have already been made with the removal of the old blue boards and planting of a hedge which will mature over the next few years. During the year Natural
Enterprise would like to see local schools using this space. It would be a great help if people would refrain from dumping garden rubbish as this is a nuisance, it interferes with the natural floral and fauna and costs the charity money to have it removed. With our maritime history in mind there are plans to site a hovercraft propeller from the Princess Margaret Flying Boat in the town. This will commemorate 60 years since the first hovercraft flight. There are plans for a town map to promote our town to local people and to visitors. A welcome addition to the town is the new car park in Well Road kindly constructed by Red Funnel. This will be a very useful facility for residents. The Town Council have provided 3 new planters on the corner of Well Road which will enhance this area. As many of you are aware another major change for the town this year will be the relocation of the library in to the Town Hall. This project is already under way and it is anticipated that it will be open on 1st April. Councillors are concerned that there have been a few bicycles reported stolen. If you see anything suspicious please report it. Lets discourage this type of incident in our town. It is hoped that everyone in the town will find something that they can enjoy and take part in. There is much to celebrate. Finally a reminder that all Town Council meetings are open to the public. Dates can be found on the website and agendas are published on the notice board outside the Town Hall prior to the meeting if you would like to check whether there are items that interest you.
