East Cowes Town Council - Clerks Report This is a monthly report from the Clerk of East Cowes Town council which will provide a roundup of what the Town council are involved in and the key decisions they are making.
The decision of what would happen to the revered Umbrella Tree in York Avenue has been hanging over East Cowes for some months and to try to bring the conflicting arguments to a close, the Town Council commissioned CBA Trees from Winchester to undertake an independent investigation; which would reveal the extent of any disease and comment on the tree’s future. A packed town hall was present at the Town Hall on the 21st September to hear the results of the investigation. The conclusions and recommendations found that the trunk did not appear to be significantly compromised, but in time would fail. However, if it were to be retained, remedial works would be required, in the form of a correctly made supporting structure; which could help to retain this locally important tree for a longer period. The Council agreed to support the findings of the report and work with the community to retain the tree. The Council and the people of East Cowes now await the decision of Island Roads and the IW Council on what will happen to the tree. The Town Council are keen to develop an annual programme of events and projects that will improve the quality of life of its residents and see East Cowes become a destination of choice which they will be discussing at the next meeting of the Facilities, Events and Project Committee. Town Council meetings will be on the move in November as the Council are arranging to hold meetings at Queensgate Primary School, to enable the public, living in 4
Hawthorn Meadows and surrounding areas, easier access to council meetings. They will be held on a quarterly basis for a oneyear trial period. A memorial bench, to commemorate the 100th anniversary of the end of WW1, has been commissioned by the Town Council and will soon be in place by the flagpole in front of the Town Hall. The Mayor attended several official visits on behalf of the Council which included awarding training certificates to staff at Parkside, attending a meeting at the Royal British Legion and the Cowes Mayor’s Cowes Week reception. The first Floating Bridge User Group Meeting was held in East Cowes Town Hall on the 24th of September. Cllr Rann and Cllr Love attended. The meeting brought together members of the public, local politicians and officers from the Council to discuss issues that are important to those that use the Floating Bridge on a regular basis. It was chaired by Cllr Ian Ward the portfolio holder for infrastructure. Issues that were picked up by the regular users included; reliability of the service and perceptions of its reliability, vehicles grounding, customer service and staff training, advance warning regarding loss of service, practicality of the replacement launch and safety of passengers, signage and noise issues. The IW Council have said that they will consider what further improvements can be made to the Service and this will be discussed with the user group when it next meets in December in Cowes. The Town Council was very proud and privileged to support the development of the garden which they feel is a fitting and lasting tribute to Keziah. The Town Council will continue to maintain the garden and play area now that it is open. The new sandbag store in Well Road is now finished and will be opened by Island Roads in times of flood risk. Warnings will be given by island Roads. Finally, a gentle reminder to dog owners to clear up after their pets. The nights are drawing in and it gets more difficult to spot any offending mess on the pavements or in our beautiful parks.

Diary of a Yoga Journey Part two Yoga has slotted very easily into my life and can be fitted in around my daily routine and work life. My teacher, Nickie Short is amazing at what she does and Facebook: @clairesgardenservices she listens to me about problem areas in my life and can see the changes I need to make to move forward so I can be in a better position physically and mentally. I have spoken to her about my asthma which at this time of year is not being as controlled as much as I would like, so she incorporated movements to improve lung capacity and to help me synchronise movement with breath. Nickie has taught me a variety of techniques which leave me feeling energised and I can feel my body waking up. The stretches are all working to improve mobility, release tension and bring awareness, whether it’s a pelvic tilt, shoulder rolls, the stepped breath (viloma), Kati Chakrasana or Tadasana, the palm tree pose they are all playing a vital role in my well being and self awareness. News Report from Town & County Cllr Karl Love - East Cowes. Email: karl.love@iow.gov.uk Facebook: Cllr Karl Love Our island and East Cowes fire fighters put their lives at risk for our community. Their concerns are our concerns and we should listen and support them. I do not agree with reducing the number of fire fighters, from 5 to 4 on the appliances and I cannot see how this action improves public safety for both the fire fighters and for those who have called upon them in emergency situations. They have families who expect our island council to go the extra mile to support those men and women whom often risk their own health and that of their family’s who also live with the risks. We also remember this month those who have given their lives so that we could live our lives freely and without fear. The risk that our fire fighters take on our behalf is no less than that of our armed forces and with this in mind please give what little you can to the Royal British Legions Poppy Appeal however small that might be. We will remember them

Currently, as the resident from Hawthorn Meadows will be aware, the top surface of tarmac has not yet been applied or the connection made. Cowes Harbour Advisory Committee is one of the committees I sit on and last month we discussed a number of issues including Victoria Quay Marina development. Planning permission for the marina development itself has lapsed. This means the owners will now have to apply again for planning if they are to go ahead. I don’t know if the developer will do this. What seems unfair is the length of time which The towns regeneration meeting took place this is all taking and the vision and promises on 26th September at the East Cowes Town our towns people were made about Hall. News Report from Town & County Cllr Karl Love continued In other news, what an amazing event the women’s Institutes created to commemorate 100 years of women getting the Vote. The procession also marked the life of St Elizabeth by gathering at the Romanov monument in Jubilee Recreation Ground and placing wreaths to this inspirational woman who built a hospital to help care for those injured during the First World War. The wreaths they created were just amazing and our town shops joined in and displayed them for us all to be inspired and remember. I really enjoyed eating the WI cakes and listening to some great music by local groups. Very well done to everyone involved. East Cowes 2019 Bicentennial events to celebrate the life of HM Queen Victoria and HRH Prince Albert along with our towns other historical events are taking shape for the weekend of the 24th to 27th May. Its intended to include a town procession, an esplanade festival, lifeboat open day, Victorian town market, town historical trail opening and a grand exhibition in the Town Hall and more. The project is being inspired by The East Cowes Community Partnership which includes many local businesses and towns people. We are remembering our towns Royal Footsteps and the contribution our towns people made to science and engendering innovation which continues today. More information will follow in due course. Our town has a lot going on and I’m still watching and following all the planning proposals for our town. I’m out and about in our town so please feel free to chat with me. At the time of writing this report we are still awaiting to hear from IWC about the future of our umbrella tree and I’m now pressing for improved road network improvements.
You will also notice that Wight fibre started the first phase of the island transformation to fast internet connections and means our new paths are being dug up and every road in our town will be affected in the coming months. It is however up to yourself if you wish to be connected. As you will be aware I walked out of the Floating Bridge User Meeting as I will not participate in something that is contrived and fails to comply with even basics democratic rights of our towns people. We can have an open town council meeting but IWC refuses to allow the public access to transparent discussions about our Floating Bridge. There are lots of red herrings being discussed and after many months of trying hard to change, influence and engage with this administration and council officers, it was apparent that real inclusion of community participation was not what this administration wanted. I will not participate in this sham and whist others are prepared to do so, I am not. I will not be gagged and the promise of real inclusion by the IWC was refused and the meeting was not genuine about creating an inclusive transparent forum. Christmas and the cold months will soon be upon us. Please if you can spare just that little more to give to our foodbank and watch out for your neighbours. We don’t all have someone to share this special time with but if we can just spare a few minutes chatting and talking to one another it can help raise peoples spirits and bring comfort.

The Friends have been delighted to support Care in the Garden, which is based at Palmers Brook Nursery and provides work for up to 30 people with special needs. This has been done by funding the purchase of 15 attractive planters from them to place around hospital grounds. And last but not least for now, the Friends have funded four more vacuum mattresses for the Ambulance service. They are comfortable, warm and adaptable and provide a secure means of extraction for immobilised patients. The Friends have also just completed the application round for 2018 and at the time of writing, Hospital teams are being informed about the equipment they can now order to make patient and staff experience at St Mary’s even better. We continue to raise funds with the help of the Island’s very generous public, and by far our biggest source of income is our shop and our cafes. Please do come in when you visit the Hospital, Laidlaw Centre or the Ryde Health and Wellbeing Clinic. Please don’t bring any sparklers or fireworks into Steyne Park on the night. Saturday 3rd November – Sandown November Celebrations from 4pm – 8.30pm. Kicking off on Sandown Esplanade from 4pm with family fun and entertainment, fire shows, music and a range of hot food stalls and a firework finale from the pier. This is a free event but please give donation to the collectors to ensure this event can continue to run for many years to come. Saturday 3rd November – Coffee morning/ open day at Vectis Radio from 10am 12pm. Come along to Vectis Radio studio at the Riverside Centre and see how it all works. Tea/coffee and biscuits supplied for a minimum £1 donation to keep the community radio station running. Saturday 3rd November – Spooks & Sparks fireworks spectacular at Victoria Recreation Ground in Newport. Join in the fun which will include live music and entertainment, food, refreshments – and, of course, a stunning fireworks display. There will be plenty of family fun and you’re invited to dress up in your best (not so scary) Halloween outfits! There will be a prize for Best Fancy Dress on the night. Tickets are priced: £6 Adults (16 and over), £4 Children (Under 16), Free for Under 5s. Gates open at 4pm with fireworks scheduled for 7pm. Take the children to meet Father Christmas and Mrs Claus, who have made a home-away-fromhome in the Castle’s drum towers for the weekend. Are you an unpaid Carer supporting someone in hospital? You may be entitled to a Carers Card that offers out of hours visiting, discounted meals and free parking if you are offering support to them whilst they are in hospital. Visit the Carers Lounge to see if you are eligible.

There is a Carers Lounge at St Mary’s Hospital where unpaid carers can go along and enjoy a cup of tea and a chat about what support they need. The Carers Lounge based at St Marys Hospital is open to all unpaid adult carers of adults. Open 9am - 5pm, Mon-Fri, excluding bank holidays. Part of the Living Well team funded by IBCF. We are the only private care agency based here in East Cowes and have been established since 2007. We do our own assessment of your needs and set up a care plan that suits and meets your requirements. Our hourly rates are the best and we look after our carers well. We are registered and regulated with CQC and hold a GOOD rating. The Community Spirited Cafe run 2 groups fortnightly between 10.30 -12.30 Wednesday is knit and natter and Thursday is our adult youth group. Both groups are fun, friendly and supportive. Thursday offer an opportunity to have a bacon sandwich for £1. Donations are requested and we would love to gain interest from people who would like to sponsor this community group. We have an open day and jumble sale to raise funds for the community group Saturday 24th November 12-2pm it will be a great opportunity to get to know the venue and Team CS.
We see how stressed carers can get caring for a loved one so we have introduced ‘Creating Memories’. These are 2 x half sessions every week. 4 hours for £20. This is aimed at people living with dementia and/or other mental health conditions. These groups aim to give the carers a much needed break and the cared for person to enjoy a different environment that is welcoming and stimulating. We have a tried and tested method of training our staff and we are rolling out an opportunity to guide support and train people who wish to become self employed carers, of whom we will use on our bank. Fancy volunteering or applying to become an employed carer? We are currently looking for support for evening and alternate weekend calls.
