Although it’s preparing the Council’s budget that is occupying most of my time at the moment, you will have read enough about that in last months article, and so although it is uppermost in my mind, this time I’ll refrain from mentioning it. The bad news will come after Christmas. Let’s turn to something more positive, Firstly, in my own ward, an update on the two outstanding housing developments. After many months of sorting out problems, I’m told by the developer of the new housing just east of Yarmouth, at Bouldnor, that they are almost ready to start. Almost ready in this context still means several months but we should see a start in the early spring. That’s good news for local people as the development is designed primarily to meet local need and within the mix will have affordable homes for local people. The other development is at Shalfleet, adjacent to the existing Fleetway estate. That too is expected to start in the spring of next year and again is designed to meet a local need and will have within it mainly affordable housing. It will be managed by Sovereign, a housing association already operating here on the Island - previously known as Southern Housing.

all that means is that they will put some infrastructure in and then sit back and do nothing - but they’ve made a start so are compliant. Across the Island there are more than 2000 approvals awaiting a build. Even if they don’t make a start, once a permission has been granted they can come back for a renewal even after the time has expired, and having got it once it’s very difficult to refuse a second time and if we did it would almost certainly get approval on appeal. But we don’t want more homes which simply attract people to move here and we don’t want to fill up the island with more people. That’s mainly retired people because there are few higher paid jobs (we are working on that too) and there are already plenty of open market homes – only the estate agents tell us there aren’t enough - well they would wouldn’t they. The Council wants high quality low cost homes restricted for rent or part purchase by local people and we have been working hard over the few months since the election, to partner with companies that can deliver what we need. We are looking at the provision of well designed, quality controlled modular building. That allows for most of the build to be done in a factory, ideally on the Island using Island labour and providing jobs. It also means a quicker build on site which also saves cost. Our aim is ultimately to provide up to 200 a year across the Island which will help to get the waiting list down. It also puts the Council in control to instead of having to wait for developers or housing associations.

I’m pleased to be able to share that news, because one of the problems the Council faces is that we get large numbers of housing applications which fit the rules and so we are obliged to approve them, and then nothing happens because developers wait until they can get the best return from building them. That can be years. Although Finally, and perhaps most important, we usually put conditions saying that they must make a start within 3 years, sometimes my best wishes to all readers for a good Christmas and New year. 4

Freshwater Parish Council Working For The Community Cllr Gill Kennett

Avenue Road Resurfacing Works – The work on Avenue Road finally commenced and I think that these works have impacted on all residents of Freshwater. Whilst we knew that there would be “some disruption” as I optimistically said in a previous newsletter, the disruption has proved to be significant. This has inevitably impacted on the businesses in Avenue Road and I think we will all be grateful when the work is finally finished.

On completion there will be new pavements in place and the very narrow pavement leading up to the Rainbow Fish Bar has been significantly widened, making it safer for pedestrians. Island Roads are now sending out a weekly update on the work and are still confident that the work will be finished on time; currently this should be the 1st December. Tarmacking of the road surface will be carried out overnight in the final stages of the work. Parish Council Consultation – The Parish Council have been consulting with Freshwater residents regarding what issues they feel are important for the Village in the next financial year. We have held two sessions to date, one in the Memorial Hall and one in Freshwater Library. We will be holding a further session at Dimbola on the 30th November 2017 at 1630 until 1830 to 8

make it easier for residents in the Bay to come and give us their views. We have also set up an online questionnaire for residents unable to get to the consultation sessions www. surveymonkey.co.uk/r/6cK938F and we look forward to hearing that we have and reading your responses to the questions asked in the survey. This information enables the Parish Council to know what is important to Freshwater residents when setting the budget for 2018/19. The survey will be open throughout December. Freshwater Library – At an extraordinary meeting of Freshwater Parish Council on the 14th November 2017 the Parish Councilors voted to submit a Heritage Lottery Grant Application to support the building of an extension to Freshwater Library to create a Heritage Centre. The submission has to be with the Lottery by the 27th November, hence having an extraordinary meeting. A planning application for the extension has been completed and submitted to the Planning Department. Totland Parish Council News Totland Parish Councillors and the Clerk would like to wish all residents in Totland a Merry Christmas and Happy New Year. Thank you to all the volunteers for their time again this year, you have all done an amazing job by keeping Totland flowering and the War Memorial looked great for Remembrance Sunday. Remembrance Sunday: The Royal British Legion would like to thank everyone for all the efforts in raising funds and taking part in the Remembrance Sunday parade at Totland. Senior Citizens Christmas Lunch at the Memorial Hall: Councillor Jan Cave has once again led on this event and will take place on Wednesday 6th December at 1pm. It’s that time of year again, The Salvation Army in Newport will be holding their Christmas Day dinner. As always they will be providing a free hot meal and a pudding, to all their friends in the Community who may be homeless, elderly, or anyone who will be on their own and families who wish to join them. Organiser Kay is asking for your help - Please see below a list of the kind of things they need. Last year they served 123 dinners on Christmas Day and what a wonderful day it was as well. Volunteers - They will need volunteers to assist in the preparation of the vegetables on Christmas Eve. This usually takes a couple of hours with a good team of people. They will need people on Christmas Day to help get the room ready for the guests arrival (time to be confirmed). They will also need people to help serve guests during the meal and to chat and share fellowship. You may be the only person that has spoken to some of the elderly folk that come in a while. Finally help is needed to clear away. They will also need guests collected from their homes. Could anyone help collect and return guests at the end of the day? Entertainment - They would love to entertain their guests. Food - Carrots, sprouts, stuffing, pigs in blankets, parsnips, roast potatoes, gravy, Turkey, peas, Christmas pudding, cream, custard, mince pies, milk, tea, coffee and Christmas cake. Drinks (non alcoholic) Pop, flavoured water, Fruit juice.

DECEMBER EXCURSIONS. As usual, these will be on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know.
