Without wishing my life away, I am always pleased to see the back of January - it’s always a bit of a dreary month and seems to go on forever!!! At the time of writing this there is a warning that a cold spell is heading our way so remember to keep warm and take care of yourself when you are out and about. If you have older relatives or neighbours please always take the time to pop in and check they are ok and to see if they need anything. 2019/20 Parish Precept

• FYT Bus – The PC wish to support the FYT bus financially by £5,000 because we are very aware that this is a real life line to many people • West Wight Sports and Community Centre – The PC are considering increasing the grant to the WWS&CC from £30,000 to £40,000 • Freshwater Bay Railings – Those of you who visit the Bay regularly will be aware of the poor condition of the railings there. We have been in contact with IWC about repairing and repainting them and hope to work jointly with them on this project. • Avenue Road Car Park – We continue our negotiations with IWC to take over management of this car park for the benefit of the community.

The Parish Council is now in the process of setting the budget for the 2019/2020 financial year. We held a consultation day on the 9th January 2019 and would like to thank all of our residents who came to the Memorial Hall and gave us their comments on the projects that the Parish Council are considering taking forward in this financial year. We also put a survey on the Parish website for residents who were unable to attend the consultation on that date. This year the projects and work that we feel we need to tackle are: • Refurbishment of Gate Lane toilets – we have consulted with a firm who recently upgraded the toilets in Shanklin and, dependent on the outcome of the consultation, we hope to get started on this work during the Spring. FPC took over the management of the toilets in both Moa Place and Gate Lane from the Isle of Wight Council (IWC) to ensure that they remained open, Moa Place toilets are in reasonable repair, however, the Gate Lane toilets seriously need refurbishment. • Local Area Co-ordination – You may remember from the last newsletter that the IWC were reviewing this service and have now made the decision to stop the service from the 31st March 2019. We have had a lot of representation on this from local 6

Island Planning Strategy – The IWC is currently consulting on the Island Planning Strategy, which sets the approach to planning for the Island up to 2035. There was a great deal of comment on this at our consultation day. The IWC consultation runs until the 25th February 2019. Totland Parish Council News Memorial Hall: Last February we notified you that Totland Parish Council commissioned a company to carry out a report on the condition of the Memorial Hall with a 5 year working plan to keep the building safe and usable. The main entrance was kept with the wooden doors and we arranged for them to be refurbished with the hinges and locks being replaced. Scaffolding was erected at the front of the building with repairs being carried out to the brickwork and the parapet walls. The fibre insulation was also removed from around the building and repointing carried out. There were also problems to the back of the building and the retainment of soil from the development behind. A builder cleared this area and constructed a retaining wall which will now stop future problems. Colwell Common: The Parish Council would like to continue using the Common for Car Boots and are considering holding one

every Saturday between April and September not October as previous advertised. This would need a commitment to 6 in total once a month. We are now looking for one more group and if you are interested please contact the Parish Office. Meet & Eat - This will continue on the first Friday of each month. Neal has taken to photography as a means of therapy following a serious car crash in 2012, which then resulted in him being medically retired in 2015 from the RAF after 24 years of service. His life changed dramatically on many levels and he has now found comfort in the nature and wildlife that surrounds us. News report from Cllr Steve Hastings - Central Wight Mobile: 07870127024 E-mail: steve.hastings@iow.gov.uk Twitter - @cllr_hastings As previously mentioned in my report last month, on Friday 7th December Cllr’s Hastings and Hobart travelled to Dorset to meet with Dr. Phillip Sterling and Giles Nicholson, the Green Team Manager. Dr. Sterling is now working with Butterfly Conservation but was previously the officer in charge of the Green Team that maintains the grass verges in the County of Dorset. Giles Nicholson heads up a team of some 60 members responsible for the day-to-day maintenance of grass verges and rights of way, some of which are apprentices. We also met with Ken Bucklin who is now the officer responsible for the Coast and Country Parks. Dorset have been very successful at both reducing their numbers of cuts per year to 2 from 7 and creating a better biodiversity with a wide variety of wild flowers that stay green and colourful even in very dry summers as witnessed last year. This means they remain green and full of flowers instead of dying off and going brown and boring as happened previously. This has also won over the public, as vast areas of verges are more colourful and visited by many more wildlife species some of which are recognised as Dorset specialties. How they have achieved this is by two main principles; 1. Reducing the fertility of the soil 2. Cut and collect mowing method. How the grass verge ecosystem works:The need to cut verges is linked to the underlying fertility of the soils in which the

grass grows. With the squeeze on public finance we have much less money available to satisfy this demand, and with milder autumns and springs leading to extended growing seasons, there is greater public pressure on us to cut more rather than less often. In Dorset they are taking a different approach to these problems, and they start from the principle that if they can reduce the amount that grass grows in the first place, they will have less to cut, and this should cost them less. They look on a grass verge as an ecosystem to understand what makes grass grow and how we might put measures in place to limit that growth, while improving its environmental quality. Of the 4 main components of the ecosystem that make grass grow – light, water, temperature and soil nutrients – it is only the fourth, soil nutrients, over which we have some control. The new approach to verge maintenance provides the means to reduce the nutrients available to make the grass grow less, so they can change from a system where they ‘cut when they need to’ to one where they ‘reduce the amount they ever have to cut in the first place’. Soil nutrients largely come from the intrinsic ‘goodness’ in the soil (based on its geology), natural breakdown of grass they cut and leave behind (nutrients get recycled when the cut grass rots down), and dissolved nutrients in rainfall. There are two main ways we can reduce soil fertility: • On existing road verges, where possible, you can collect the grass cuttings

You can also add plant species such as Yellow Rattle, which naturally parasitises grasses by sucking the life out of grass roots, reducing the amount the grass grows. • When designing a new road scheme, or as part of works to existing roads, make sure the finishing layer of soil is as low nutrient as possible - or leave it as bare mineral - and add some wildflower seed. The ecosystem established will never require high levels of maintenance. Cost savings

to help your community’s access to local amenities and events ? We can train you to the required standard for a community minibus scheme. You can obtain an application form from our office or download it from our website (see addresses below)

FYTbus timetables for our scheduled routes are available on our buses and on our website (see below), or you can pick one up from our Totland office, Brookside Health and Leisure centres, libraries, pharmacies and shops in Freshwater, Totland and Yarmouth, and The Village Shop, Brighstone, The Crown Inn, Shorwell and The Sun Inn, Hulverstone.

Our excursions and shopping trips are always on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
