Monthly News Report by John Medland IW Councillor for Freshwater South. Tel: 07543 309 219 or email jcmedland@outlook.com This month I am writing with my Parish Councillor hat on. From 10am on Wednesday January 25th Freshwater Parish Council will be holding its annual public consultation at the Memorial Hall where all residents are invited to come and make your suggestions on how we can improve local public amenities. In the evening from 7pm there will be a formal public meeting to discuss the recommendations for the Parish budget for 2017 to 2018. The Parish Council is proposing an increase in the local tax or ‘precept’. For full details of the proposals please visit the Parish website. During the day parishioners views will be sought on the range of new projects that the parish is planning to start on its various public assets. Many of these have or are being transferred to the Parish Council by the IW Council. We are also planning to use this event for the public launch of the Avenue Road Business Community which we hope will be self-managing with Parish support. For example the Parish now owns the library and is running it in partnership with the IW Council Library Service and the Friends of Freshwater Library (FOFL). “We are hoping to follow up the agreement at last year’s consultation to extend the library into a much larger cultural centre through an application to the Heritage Lottery Fund” said the Parish Chairman Mike Wheeler. What do you think this centre could or should contain and provide? Mike Wheeler has been the force behind the provision of free car parking provided by the Parish Council in the run up to Christmas and for the project to redesign Avenue Road. 4

This is a partnership between Island Roads, Freshwater Parish Council and IW Council. This month work will begin on new kerbing, pavements and crossing points. This will lead to some disruption. The resurfacing of the newly designed road will follow in March. The Parish Council is also about to take ownership of Stroud and the former school playing fields. Our current idea is to develop Stroud into a public park. What do you think this space should be used for? What facilities do you think should be included? The public toilets at Moa Place and Gate Lane are also being transferred to Parish control. The Parish is considering hiring a part time asset manager to look after these and other parish assets. What should the future be for the Golden Hill Park and Afton Nature Reserve? These are now managed by the local charity Gift to Nature with the financial support of the Parish. Should the Parish take over control of the IW Council run car parks? There would be a major cost as IW Council and gets a significant income from these. Could we find a way to take a greater income from the car parks as Ventnor Town Council has been able to do? There is also a question over the future of the parish allotments which are being invaded by a huge badger sett. Should the Parish find a new site for allotment holders who wish to move and the list of people who are waiting to be allocated an allotment? What should be the long term future of the Parish office? Would it make more sense for the Council to meet in other locations and if so where would be best?

Report from Stuart Hutchinson: West Wight Ward. White Acre, Main Road, Wellow, Yarmouth PO41 0TD Tel:760048 email stu.hutch@btinternet.com. As the New Year unfolds we all look to better times, especially those looking for work, and businesses trying not just to survive, but to prosper. The Island Council must help.

Secondly, raising taxes. That’s easy for the Council, but takes money from your pocket that you would otherwise spend, which helps the economy. And the capping regime means that a tax rise is nowhere near enough to pay for the increased demand on We are pressing the government to accept services. that there are special costs to running Raising charges helps, though there are business or Council services on an Island, but relatively few things the Council can charge apart from a recognition that some support for, the most noticeable being car parking. is needed for our growing and increasingly That’s been done, and we know that it’s infirm elderly population, it appears that not just unpopular but harms the small we shall see no change until the fair funding businesses on which our town centres review set for 2020. depend. So after several years of relentless cuts it is good to see that, at last, the current administration has recognised that business growth and development is the way forward, if we are to support and retain the services people need. We are just at the beginning of an ambitious growth and regeneration programme put before the Council’s Executive, shortly before Christmas, and open for debate and approval by Council towards the end of this month.

Borrowing is only justifiable if it delivers a return, by investing in infrastructure and supporting the economy. We may want to do that, because at the moment the Council can borrow at rates of just over 2% across 25 years.

Lastly and best of all, is to put policies and programmes in place to grow the economy. That’s what, at long last, is beginning to happen. There are proposals for economic regeneration in key areas, the Medina Valley, Ryde, the Bay area of Sandown and Shanklin, I have said before in this column that the and Newport centre, focussed around the only ways we are able to balance our income Quay. against expenditure is to cut costs, raise taxes, increase charges, borrow, or grow the We need that vision to extend to the West economy. Totland Parish Council News Happy New Year to you all and I hope you had a wonderful Christmas and New Year. We have a number of exciting projects planned again for this year and will continue to keep you updated monthly. What the Parish Council achieved in 2016 The Parish Council held an Open Day last year asking for your opinions on the Parish Council 1. Taking on the responsibility for the Public Toilets in Totland. 2. Supporting the West Wight Sports & Community Centre. 3. Colwell Common grass cutting. 4. The Broadway Car Park. The Parish Council listened and acted accordingly. We are coming to the end of our first year looking after the two Public Toilets. Totland Beach block has been painted and new lighting was installed making them brighter and more pleasant for users. (A letter made it into the County Press a couple of months ago praising the cleanliness of these toilets). We have also continued to support the West Wight Sports & Community Centre and agreed to cut Colwell Common completely. The Parish Council are still talking to the Isle of Wight Council with regards to the Car Park and are still aiming to take control of this in the future. In addition the Isle of Wight Council has also agreed to split the Weston School site into two, the main building as one part and the field and car park the second part. The Parish Council has agreed to maintain the

field and car park and will be available for use by the Community. We are hoping to have the contract completed by the end of this month. Open Spaces The committee have met recently and I can confirm phase II of the parish tree maintenance will start early this year with phase III following on. Turf Walk, where the badger work was carried out, will not be turfed as reported last month but reseeded early Spring. The Parish Council were advised to deal with the moles before this took place and a contractor has been working with them on this matter. Sadly, the mesh weld fencing which was taken without permission from Turf Walk has not been returned and this theft has been reported to the police. The overgrown brambles on the Recreation Ground will be cut back soon, in time for spring. Garden Bags; Better quality garden waste bags are now in stock at the parish office at £1.30 each. To pre-book this collection please telephone 823777 and give at least three working days’ notice to help guide the route. If you have any problems with this service please let the Clerk know.
