Empty Houses
Due to the number of empty houses on the Island that get planning permission and then don’t build out, I had a discussion with the Leader of the Council Dave Stewart and called a meeting with officers to request that we use our powers to either get them built or revoke their planning permission. This is achieved under the Town and Country Planning Act, section 97. I am very pleased that it was agreed by all, including the Cabinet Member for Housing, Cllr Barry Abraham and he is about to make this decision official. I hope that this possible action will start to release some of the Islands empty houses into use for those in need of a home.
Affordable Housing
On another housing issue I am pleased to report that the Cabinet have agreed to set up a company to get affordable houses built rather than wait for developers to agree to do so. This is the only way we can improve on our appalling record of low numbers year on year. Developers don’t like affordable homes because they don’t make enough return on them so this is an area of housing that has been overlooked for too long. This is a bold commercial venture and will deliver affordable houses for Islanders but without the right to buy element that would mean that we could not get enough return to build more into the future. 4
I am very hopeful that this will start to increase our numbers of affordable houses going forward and in a sustainable way that will increase each year.
Protection for Pubs
I am pleased to report that we had a motion brought to our last Full Council to protect the loss of pubs that seems to have been hitting the Island recently and it was agreed unanimously that the council would help however it can in this issue. In my speech I suggested that all Town and Parish Councils that have a pub should apply for an Asset of Community Value status to give some initial protection and under certain circumstances and if it was financially viable, then the council should even consider the purchase of the pub and become the publicans Landlord in order to give them a fair deal on rent and rates but not tie them to the purchase of products at high prices which is what often puts them into a loss making position. A lot of pubs could be more successful if they were run on a market rent only deal and buy fresh produce locally for food sales and buy from Island breweries and other micro breweries that are popping up all over the country and at a good price that would mean they could compete and prosper.

On the 7th of December Cllr Hobart and I made a visit to Dorset County Council as they have been very successful in introducing wild verges to help with wildlife and make their roadways more attractive

without affecting safety but making savings on their PFI contract. We met with the Council Green Team management, their Cabinet Member for Environment and Butterfly Conservation’s Dr. Phil Sterling We hope to be able to replicate some of the methods that they have used to make their verges better and save money on the contract as well, hopefully a win, win situation. They now mow twice a year instead of 6 times due to the cut and collect methods they use and reducing the fertility of the soil which helps to introduce wild flowers so in hot summers their verges remain green and flowering rather than going brown and dying off. We will be inviting Dr. Sterling to the Island in the New Year to give a presentation to our Environmental Forum. Wishing you all a very Happy and Prosperous New Year.

Simple tricks for keeping you and your house warm in winter. Just a few easy changes around the house can make a huge difference. Use your curtains - Heat from the sun is free so make the most of it. Open your curtains and let the sunlight in during the day to make use of this free heat. When it gets dark, shut your curtains, which act as another layer of insulation and keep warmth in your rooms. You should also make sure you don’t have any leaks or gaps so that the warm air can stay in and the cold air stays out – this also helps to reduce condensation. Reflect the heat - Keep your house warm with some easy foil insulation. Cover a thin sheet of card with tinfoil and place it behind your radiators (if you’re feeling particularly crafty you can make it T-shaped so it sits on your radiator brackets). It’ll reflect the heat back into your rooms, meaning they warm up faster and retain more heat. If DIY isn’t your thing, you can also buy ready made foil insulation. Move your sofa - It might feel great to have your favourite seat in front of the radiator, but it’s absorbing heat that could be warming your home. By moving it away from the radiator, hot air can circulate freely. The same goes for your curtains or drying clothes – keep them away from the radiator so that you can get the most out of your heat source. Wrap up warm - If you have a hot water tank, make sure it is properly lagged – or insulated. This will keep the water warmer for longer, and reduce heating costs. Block out the draughts - Even a simple solution such as a making your own sausage dog draught excluder will help keep the warmth in your home or use any spare foam pipe lagging as a door draught excluder – just cut a section to fit the bottom of your door, then slide it on to form a tight seal against the floor. You can do this yourself for very little cost. Self-adhesive rubber seals around doors and windows and door draught excluders are relatively cheap and easy to install. So it’s worth getting those doors and windows sealed before winter properly kicks in. Use the oven to heat the house - Once dinner comes out of the oven, we all close the door again. But why waste that heat? Leave the oven door open and let the heat transfer slowly into your kitchen, it’ll help keep your house warm while you eat.

TV licensing have put the following information on their website: Some customers are receiving scam email messages saying they are due a refund or need to keep up their payments. A link directs customers to a fake version of the official TV Licensing website which asks them to enter personal information and bank details. If you receive a similar email message, please delete it. If you have already clicked the link, do not enter or submit any information. If you have entered personal information as a result of this fraudulent email you should report the fraud to the Action Fraud Helpline or by calling 0300 123 2040. If you have submitted any bank or card details, please speak to your bank immediately.

How valuable is your health and wellbeing? By Nickie Short January is often a time of new beginnings and good intentions. In 2019 why not make a commitment to getting to where you want to be in life? Our local FYT bus service celebrated their 7th anniversary on the 6th December, I think they deserve a big thank you from all of us, this service is so much appreciated and supported by our community. Local residents need such a service and I also thank their sponsors, many of them who remain anonymous and also Freshwater Parish Council who supported them with grant funding. I would like to inform residents that FYT bus have a shop in Totland which is run and managed very successfully by volunteers, again I would like to thank everyone who give their time to provide such a great service, please support them.
I would also like to thank the group of residents that are working very hard on the plan to have seating installed on the Causeway. This proposal which will be presented to Freshwater Parish Council on the 8th January is to have extra seating installed on this very popular walk between Freshwater and Yarmouth for people of all ages and in particular people who find it difficult to walk this route all the way without resting. It is envisaged that this will be a great benefit to walkers and it will also give them the opportunity to enjoy the view of the river.
I would also like to congratulate Freshwater Coffee House for being awarded with the best customer service award recently, our village can be proud of having some amazing shops and businesses and encourage everyone to shop locally. I am pleased to hear that the IOW council is extending the consultation period for the revised Island Planning Strategy until midday Monday 25 February 2019, this plan in draft stage is a vitally important document to our island and will affect all of us at some point, therefore it is equally

Totland Parish Council News Happy New Year to you all and we hope you had a wonderful Christmas and New Year. 2018 was a very busy year full of projects and Councillors want to continue with this for 2019.

We have been working with the 1st Freshwater/Totland Scout Group and West Wight Nursery for Car Boot Sales on Colwell Common between April and October. We hope this will continue and are considering opening this for two other groups so that we have a Car Boot every Saturday morning. If you know of a group who might be interested get in touch with the Clerk, details below. They will need to commit to 7 in total once a month. The Community Mosaic project continues to run and although we have promised before we are nearing completion of panel 4 and they will all be installed at the same time. The delay has been very simple, each panel tells a story which leads into the next panel and it is important that this message is seen. If you would like to come along they meet every Tuesday at 2pm in the Parish Office.
Meet & Eat was a new project which started on Friday 2nd November. This will continue on the first Friday of each month. They meet at St Saviours Holy Family Centre which is on the FYTBus route B round. All welcome. The next one is Friday 4th January 2019.
The Christmas Market & Lantern Parade held on Friday 30th November was very successful with many people attending throughout the day. Thank you to all who came and supported this and thank you to all the groups who entertained us through the day. Huxley magically turned the Christmas tree lights on and the weather stayed dry all day. Men in Sheds continues to run in Totland and will be moving to the Corner room at Fort Victoria for the winter. They will 16

If you have D1 on your licence, we can train you to the required standard for a community minibus scheme. You can obtain an application form from our office or download it from our website (see addresses below) FYTbus timetables for our scheduled routes are available on our buses and on our website (see below), or you can pick one up from our Totland office, Brookside Health and Leisure centres, libraries, pharmacies and shops in Freshwater, Totland and Yarmouth, and The Village Shop, Brighstone, The Crown Inn, Shorwell and The Sun Inn, Hulverstone.

Our excursions and shopping trips are always on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
