Welcome to the March issue of Island Magazines. March signifies the start of Spring and lets hope we start seeing some better weather, perhaps even some sunshine! It looks set to be a busy month with plenty happening across the island and you can find details of events listed in the ‘Dates for your Diary’ section on pages 6 and 7. On Sunday 11th March is Mothering Sunday and towards the end of the month on the 30th is the start of Easter. Unfortunately we lose an hour of well earned sleep in March as the clocks go forward the last Sunday of the month, this being the 25th but on the other hand we will start to see the lighter evenings which is always something to be cheerful about. Our front cover stars this month are Viola and Venus and you can read about them on page 5. This months issue is packed with local news and information and as usual we have some great advertising from local businesses. News Report from Councillor George Cameron Email:- george.cameron@iow.gov.uk | Mobile 07701011481 People of Freshwater are going to the polls to vote on the 8th March and I urge everyone to vote. You will be voting on the Freshwater Neighbourhood Plan which has been developed by Freshwater Parish Council over a number of years by many volunteers and a lot of community input. The plan was vigorously scrutinised by authorities and was finally and successfully passed through examination by an independent appointed inspector. The purpose of the plan is in essence to give communities greater say in the development and growth of their local areas. This plan will form part of the Island Plan and will be used by the Island planning authority on future planning decisions and will only be adopted if local residents vote for it to be adopted. I hope this give you some idea of the importance of the plan and the vote. I am aware that time goes by very fast and before we know it summer will be upon us. With this in mind I would urge people to be more aware of how we dispose of our plastic, this is highlighted almost daily in the media and rightly so, we need to join up to do beach cleaning and keep areas clean but the main concern for me is how do we educate people to be more responsible. It is all well and good to do the cleaning but what efforts and resources are put into the education of this problem? I would like to congratulate the staff at The Gouldings who jointly won an award with The Adelaide outreach teams at the 44

Council’s recent employee’s award and to gain the award for the best team is a feather in their cap, we do appreciate all their hard work. Also, the IOW council has been selected as a finalist in the environmental services category in the 2018 Local Government Chronicle Awards. The awards are the most prestigious awards ceremony for the local government sector. The winners will be announced in a ceremony at London’s Grosvenor House on 21 March 2018. The award entry focuses on the work of the council and its partners in delivering travel behaviour change programmes to residents accessing education and employment, and visitors. I would also ask residents to take part in local council consultations, at the moment we have the Resident Parking Scheme consultation which is running till 16th March. Currently we have resident parking zones and at the moment there are no policies that give guidance for dealing with new requests for parking zones. It is important to take part as this will form policy and it will affect everyone who is planning to apply for parking zones.

As I write this, although the formal Council Budget setting meeting is a few days away, the papers are now out, and the key elements of the budget have been settled. There may be a few minor amendments after debate in Council, but the vast majority of the £450M revenue budget and the £10M capital budget is decided. I can say that with some confidence for two reasons; firstly that with the substantial majority that Islanders gave to this administration at the last election, we know that the budget will be approved. Secondly, despite the opportunity we offered before Christmas to the three opposition groups to say what changes they would like to see, at the time of writing no proposals, or even suggestions, have been put forward. As an administration we are expected to provide a sound budget and that has meant that some tough, but prudent decisions have to be taken. If the budget is not managed effectively then you end up in the situation that Surrey County Council had last year, when they threatened a 15% tax rise and the position that Northamptonshire is in now where they have had to issue what’s called a section 114 notice which stops almost all expenditure. That’s because they didn’t plan ahead, and constantly raided reserves to postpone the evil day, which is why they have the problem now. We have set a budget which is legal and balanced and protects the vulnerable as much as we can. For instance, although we have had to reduce the level of council tax support to those finding difficulty in affording it, all people of pensionable age who qualify get 8

the whole of their tax paid, and for those of working age, we shall still be providing support to the tune of paying £7 in every £10 they owe. There’s also hardship fund for those in real difficulty. To set a legal budget and to help plan for the future, we are having to raise the Council Tax by 5.99%. Most Councils are in a similar position. Within that figure there is the basic 2.99% which will account for inflation, which is running at about 3%. So that’s pretty well a standstill. In addition we have a further 3% which is entirely to pay for the increasing costs of adult social care. As readers will know, we have one of the most elderly populations in the whole country and it is they that need the greatest support. What is perhaps not widely recognised it that because so many households get reductions of one sort or another (like single persons allowance) only around half of Council taxpayers will pay the full amount. What we have also done is to ensure that our level of reserves are sufficient to cover unexpected costs, to take advantage of opportunities that arise during the year where we can claim grants but have to provide match funding, and also to smooth out any future reductions. Our reserves will be about £12M and yes it is a substantial sum, but in the context of our overall expenditure, only about 2.5%. That’s the same as a family with an income of £50k a year having about £1200 in the bank to cover all emergencies, such as replacing the heating boiler, new tyres for the car, or accident repair. And the Council isn’t allowed to run an overdraft or have a credit card! Reserves have to cover everything.

A Great Service For Our Residents FYTbus has been plying the streets of west Wight for six years now providing essential transport for many people who either can’t, or don’t want, to use a car or the “big” buses, to get to local amenities. “We’ll do the main roads, you do the fiddly bits” was the unwritten accord between Southern Vectis and FYTbus, at the heart of a collaborative understanding which brings additional transport options to all residents. So our scheduled routes take in local communities such as Edinburgh Road, Westhill Lane, Port la Salle, Golden Ridge, Summers Lane, St Saviour’s Road and many others which we can reach with our small buses and where residents often feel cut off from the main transport routes. We also run weekly shopping trips to Newport, and excursions to some Island events and destinations to give residents opportunities for the ‘enjoyable’ as well as the essential journeys – very popular in the summer! Our volunteers won the prestigious Queens Award for Voluntary Service in 2016 and we have a list as long as your arm of positive feedback from passengers. And don’t forget the very popular FYTbus Charity shop in Totland - a valuable service and an absolute bargain for its many customers. This shop helps with FYTbus finances but also helps Christ Church with its charitable giving, so again, we’re deep into the community. Totland Parish Council News Totland Parish Council is planning to undertake a major restoration and enhancement of the areas that surround the entrance to the seafront during 2018 and this commenced last month. The areas known as Stokes Green, Turf Walk and lower Madeira Road (known locally as Pier Road) were once part of the former Totland Bay Hotel’s grounds and were extensively landscaped during the late Victorian/ Edwardian period. The parish has been researching the original landscape design and planting schemes from old photographs and documents held within the parish archives, from this work a plan has been developed to restore some of the redundant footpaths and terracing and develop a new planting scheme for the area. If you notice any problems, please let the Clerk know. Beach Cleaning: The Parish Council has teamed up with Totland Pier Café in a novel way to keep the local beach clean. Litter pickers will be given a discretionary discount on food and drink. We are also thankful to B & Q in Newport who donated the buckets and bags. Projects: The Mosaic project continues to run on Tuesday and Wednesday between 2pm and 4pm and we have spaces available on the Wednesday sessions. Foodbank The Parish Office will continue to be a Collection Point for the Foodbank and we welcome donations for this very good cause. Please support if you can. West Wight Arts Association - tickets can be purchased or reserved from the Parish Office for monthly concerts held in the Memorial Hall. Garden Bags: This service is no longer available. The new scheme that has now been launched means residents can now have their garden waste collected from their home. By subscribing for a 240 litre wheeled bin or hessian sacks to be picked up from the kerbside for £60.00/year. The scheme is in partnership with Amey and the Isle of Wight Council who have said it will make gardening easier and save having to load the car up with heavy bags of wet garden waste. If you would like further information drop into the Parish Office and the Clerk will be happy to help. Age UK Isle of Wight; Helping you stay safe and comfortable in your own home. The Age UK Isle of Wight Handyperson Service has been helping island residents to live independently in their own homes for more than 5 years. As of 31st March 2018 the Handyperson service is changing, and will no longer be commissioned by IW Council to provide free labour for small jobs. This loss of funding means that from 1st April, all handyperson services supplied by Age UK IW will be charged for, under their Home Safe Service. However, recognising the continued need for this vital service in our communities, the charity is committed to providing an outstanding service at a reasonable price. Our staff are employed by Age UK IW, they have a wealth of experience and knowledge, are reliable and trustworthy, and have full DBS checks and insurance. As well as the peace of mind you will get from using trusted tradespeople you’ll also be supporting a vital local charity. Any profits from the Home Safe Service go directly to helping provide Age UK Isle of Wight’s free charitable services.

Our Home Safe team can help you with:

• Advice on home safety adaptations • Fitting doorbells & external key safes • Installing grab rails & other adaptations, both internal & external • Installing smoke alarms & carbon monoxide detectors • Fitting locks & security chains • Fitting plug sockets & light fixtures (and other minor electrical jobs) • Power washing paths, patios & driveways • Moving & assembling furniture, flat-pack, etc • Building steps & ramps • Hanging shelving, picture frames, mirrors, blinds & curtain rails • Fence & gate repairs • Minor carpentry & plumbing work • Low-level guttering maintenance & clearing • General household repairs This list is by no means exhaustive and no job is too small, if it’s important to you, it’s important to us. We don’t charge for call-outs and offer a very competitive hourly rate, plus you can have any mix of jobs in one visit. The new FYTbus timetable starts on 1st March - You may have already received it through your door, but it’s also available on our buses and on our website (see below). You can also pick one up from our Totland office, Brookside Health and Leisure centres, libraries, pharmacies and shops in Freshwater, Totland and Yarmouth, and The Village Shop, Brighstone, The Crown Inn, Shorwell and The Sun Inn, Hulverstone.

EXCURSIONS -

Our excursions and shopping trips are always on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
